SO, UH, WE'LL DISCUSS THE INTERVIEW PROCESS AND SCHEDULE WE'VE HAD 29 APPLICANTS, UM, WHICH I THINK THAT WE HAVE ALL HAD THE OPPORTUNITY TO REVIEW THOSE APPLICATIONS.

SO WE NEED TO DETERMINE, UM, WHICH OF THOSE APPLICANTS WE WOULD INTERVIEW BASED ON THEIR APPLICATIONS AND COME UP WITH A SCHEDULE.

AND IF I COULD JUST CLARIFY, WE DID HAVE A 29, UM, INITIAL APPLICATIONS, THREE OF THOSE WERE DETERMINED TO BE INDIVIDUALS WHO LIVED OUTSIDE OF THE CITY OF HUBER HEIGHTS.

UM, AND SO UNDER THE CITY CHARTER, THEY WOULD NOT BE ELIGIBLE FOR FULL MEMBERSHIP AS A MEMBER OF COMMISSION.

SO OUR 26 BALLOT APPLICATIONS THAT WERE RECEIVED.

UH, THE SECOND OPTION REALLY WOULD BE TO, UM, SOMEHOW, UH, SCREEN AND RATE THE APPLICATIONS RECEIVED AND BASED ON THAT RANKING, UM, TO, UH, SELECT A CERTAIN NUMBER OF APPLICATIONS FROM THAT LIST AND TO JUST INTERVIEW THOSE INDIVIDUALS INITIALLY.

SO, UM, KATIE, I DON'T KNOW IF YOU WANT TO ADD ANYTHING FURTHER TO THAT POINT.

NO, NOT AS HARD AS BOARDS AND COMMISSIONS GO, CAUSE THAT'S TYPICALLY WHAT WE'VE DONE.

SO MY RECOMMENDATION WOULD BE TO WRITE THE APPLICATIONS THAT WE'VE RECEIVED BASED ON CRITERIA SET CRITERIA THAT, UH, THAT THE BOARD EXISTING BOARD SETS AND DETERMINE WHICH OF THOSE 26 THAT WE WILL INTERVIEW BASED ON THE CRITERIA THAT WE SET FOR.

UM, KATIE, DO YOU HAVE SOME TYPE OF RANKING CRITERIA? I KNOW IT'S INDIVIDUAL TO EACH POSITION.

UM, TYPICALLY WHEN YOU'RE INTERVIEWING FOR CITY EMPLOYEES, BUT IS THERE SOME TYPE OF FRAMEWORK THAT YOU HAVE THAT THEY MIGHT BE ABLE TO UTILIZE IN ORDER TO, UH, TO DETERMINE SOME RANKINGS AND TO CREATE A SYSTEM FOR RANKING? WELL, WE TYPICALLY USE THE JOB DESCRIPTION, SO IT IS JOBS SPECIFIC, UM, DEPENDING ON EDUCATION.

UM, AND I'LL BE, IT'S OBVIOUSLY THE SERVICE.

SO IT COMES DOWN TO, UM, WHAT ARE YOUR CRITERIA? WHAT ARE YOU LOOKING FOR? WHAT ARE, WHAT ARE YOUR FOCUS AREAS GOING TO BE, UM, AND KIND OF GO FROM THERE AS FAR AS WHAT YOU'RE LOOKING FOR IN SOMEONE TO BE ON THIS BOARD, AND THEN WE CAN KIND OF GO THROUGH, UM, IF YOU WANT TO RANK THEM AND WE CAN CERTAINLY DO A RANKING PROCESS, HOW YOU WANT TO RANK THEM IN ORDER OF WHETHER IT'S EXPERIENCE DOWN TO THE FOCUS AREAS.

SO I THINK FIRST, YOU GUYS NEED TO DECIDE

SO WE WILL DEVELOP THOSE CRITERIA BASED ON, UM, WHAT WE'RE LOOKING FOR IN THE, IN THE FUND, THE COMMISSION BASED ON ADS, IT'S WRITTEN, WHAT WE'RE LOOKING FOR NOW.

UM, I WOULD STILL LIKE TO SET A TIMELINE FOR, WELL, ONE OUR, OUR INTERVIEW PROCESS, AND THEN THE DEVELOPMENT OF INTERVIEW QUESTIONS NOW.

ARE, ARE THERE TYPICAL QUESTIONS THAT YOU USE, UM, FOR INTERVIEWING PEOPLE FOR THE COMMISSIONS AND WE REALLY WANT OUR QUESTIONS TO BE POINTED TOWARD THIS SPECIFIC, UM, COMMISSION.

HOWEVER, I JUST WONDER IF THERE ARE CERTAIN DAYS, CERTAIN MONTHS YOU ASK ACROSS THE BOARD FOR YES.

I THINK IT'S FIVE OR SIX QUESTIONS, UM, THAT, BUT THEY'RE VERY GENERAL IN NATURE, UM, THAT WE USE ACROSS THE BOARD FOR OUR DIFFERENT BOARDS AND COMMISSIONS.

UM, THEY'RE NOT, UH, COMMISSION SPECIFIC.

UM, SO, OKAY, SO WE CAN TAKE A LOOK AT THOSE QUESTIONS AND ALSO, UM, DEVELOP PERMISSION, SPECIFIC QUESTIONS, CORRECT.

ALSO ALIGNED TO OUR CRITERIA, UH, THE COURSE OF THE SEARCH, THE WAY WE HAVE THE QUESTIONS FOR THE GENERAL BOARDS OF COMMISSIONS.

UM, THERE'S ASKED FOR JUST SOME, UH, ELIGIBILITY QUESTIONS AS FAR AS, UM, YOU KNOW, WHETHER THEY RESIDE IN HUBER HEIGHTS, THEIR REGISTERED VOTER, THAT SORT OF THING.

AND, AND THEN ASK THEM TO SHARE SOME BIOGRAPHICAL INFORMATION ABOUT THEMSELVES.

THEN THEY'RE ASKED, UH, WHAT EXPERIENCES THEY'VE HAD, WHICH WOULD IT ASSIST THEM AT WORK, UH, WHAT SKILLS OR ABILITIES THEY WOULD BRING TO SERVICE ON A CITY BOARD OR COMMISSION, UH, WHAT THINGS THEY'D LIKE TO ACCOMPLISH AS A MEMBER OF ONE OF THE CITY BOARDS OR COMMISSIONS, AND WHAT DO THEY FEEL ARE THE MOST IMPORTANT NEEDS OF THIS COMMUNITY THAT SHOULD BE ADDRESSED BY THE CITY? THOSE ARE THE FORMULAIC QUESTIONS THAT WE CURRENTLY HAVE FOR THE BOARDS AND COMMISSIONS.

IS THAT SOMETHING YOU CAN SEND TO US? I CAN, YES.

LET ME ASK YOU THIS ALSO WITH THE INTERVIEW PROCESS, I KNOW WHAT THE WHOLE COVID-19 SITUATION, SO WHAT THE, UH, WOULD WE WOULD DO THE INTERVIEWS IN PERSON OR VIA THIS, THIS FORUM TEAMS OR SOME SORT OF OTHER TYPE USES MOTHER OTHER TECHNOLOGY, HOW WOULD, HOW WOULD YOU DO THE INTERVIEWS, I GUESS IS MY QUESTION? HOW WOULD WE DO THAT UNDER A NORMAL PROCESS? UM, WE WOULD MEET IN PERSON TO DO THE INTERVIEWS, HOWEVER, UM, WITH THE CURRENT EMERGENCY ORDERS ARE IN PLACE.

UM, THE CITY MANAGER IS ISSUED A ADMINISTRATIVE ORDER.

THAT'S DIRECTED US TO WHEREVER POSSIBLE TO USE VIRTUAL OR REMOTE MEETINGS.

SO, UM, AS LONG AS THAT'S IN EFFECT, WE'D PROBABLY BE LOOKING AT A VIRTUAL MEETING, UM, AND A VIRTUAL INTERVIEW.

UM, AND THOSE, YOU KNOW, BASED ON THE DESIRES OF THE COMMISSION, THOSE INTERVIEWS COULD EITHER BE DONE.

THEY'D HAVE TO BE DONE WITHIN A PUBLIC MEETING, BUT, UH, THEY COULD BE DONE PUBLICLY AS THE INTERVIEWS THEMSELVES OR THE COMMISSION COULD CHOOSE TO GO INTO EXECUTIVE SESSION, WHICH MEANS IT WOULD STILL BE IN THE PUBLIC MEETING, BUT IT WOULD NOT BE OUT THERE IN THE PUBLIC THAT THE INTERVIEW WOULD ACTUALLY BE HEARD BY THE PUBLIC.

UH, BUT ANY DECISION MAKING WOULD HAVE TO BE DONE, YOU KNOW, AS FAR AS RECOMMENDATIONS OUT IN THE PUBLIC DOMAIN, WE COULD SPLIT IT UP.

I MEAN, LIKE IF WE CHOOSE, LIKE FOR INSTANCE, WE CHOOSE TOP 12 PEOPLE THAT, UM, THAT WE'VE COME TO A CONCLUSION OF DEBT.

WE WANT TO INTERVIEW, UM, HAVING 12 INTERVIEWS AT ONE TIME IS A LOT.

SO IF WE, IS IT, IS IT POSSIBLE TO DO TWO SEPARATE, LIKE SIX ONE DAY AND SIX ANOTHER TIME? IS THAT RIGHT? SURE.

UH WE'VE, WE'VE DONE IT IN A PRIVATE SETTING.

AND, UM, IN THOSE SITUATIONS, WE'RE USUALLY DOING IT AS A STAFF DOING THE INTERVIEWS, NOT THE, THE ACTUAL COMMISSIONER BOARD.

SO WE'RE ABLE TO DO THAT WITHOUT HOLDING A PUBLIC MEETING FOR THAT PURPOSE, BECAUSE, UM, THAT'S ACCEPTABLE BECAUSE WE'RE DOING THIS PROCESSES, UH, THROUGH THE COMMISSION.

UH, EVERY TIME WE MEET TOGETHER, WE HAVE TO, TO, UH, HOLD A PUBLIC MEETING AS A PART OF THAT PROCESS, UH, TO MEET THE REQUIREMENTS, THE OPEN MEETINGS ACT.

ANOTHER QUESTION THAT I HAVE, SO LET'S SAY ONCE WE WE'VE DONE THE, UH, I GUESS THE RESUME SCREEN GOING THROUGH THAT RESUME SCREENING PROCESS, IF YOU WILL, TO, TO SELECT MAYBE THE TOP 12 OR SO CANDIDATES, WILL WE, THEN I GUESS, TURN THAT OVER TO YOU, THEN YOU THEN IN TURN, UH, WORK TO GO AND SCHEDULE WITH THESE INDIVIDUALS TO HAVE INTERVIEWS BASED ON OUR SCHEDULE.

IS THAT HOW THAT WOULD WORK? YES, WE WOULD DO THE SCHEDULING, UH, FOR THE INTERVIEWS ON YOUR BEHALF.

I WOULD LIKE TO SEE THE INTERVIEWS, UM, TO BE OPEN TO, UH, IN A PUBLIC MEETING SETTING FOR, BECAUSE THESE ARE PEOPLE THAT ARE GOING TO BE REPRESENTING THE COMMUNITY.

I WOULD, UM, I WOULD LIKE THAT, YOU KNOW, THAT'S MY IDEA OF NOT MOVING THOSE INTERVIEWS INTO AN EXECUTIVE SESSION FORMAT.

AND AS I INDICATED, EITHER PROCESSES ACCEPTABLE, IT'S JUST A MATTER OF PREFERENCE.
