THE WATER TOWER PAINTING IS COMPLETE.

THEY'RE JUST WAITING TO SANITIZE THE INTERIOR OF THE TOWER, GET IT FILLED IN AND ONLINE.

SO, UH, THAT SHOULD BE, UH, COMING ABOUT HERE WITHIN THE NEXT WEEK OR SO.

SPLASH PAD IS COMPLETE AN OPEN, OPEN UP, UH, EARLY THIS WEEK UPON ITS FINAL INSPECTIONS, UH, WAS DOWN MONITORING.

AND SEVERAL TIMES TODAY PEOPLE ARE, UH, DOING A GOOD JOB OF, OF, UH, KEEPING THEIR FAMILIES TOGETHER, BUT SEPARATED FROM OTHERS AND, UH, UH, LIMITING THE AMOUNT OF PEOPLE IN AND WITHIN THE PLAY STRUCTURE.

SO, UH, IT LOOKS, IT LOOKS VERY GOOD AND A LOT OF PEOPLE ARE ENJOYING THAT.

SO VERY HAPPY THAT THAT WAS A PROJECT COMPLETED.

AND, UH, WE LOOK TO HAVE A TENNIS CAMP YET THIS SUMMER, SOME ADDITIONAL COMPETITIONS AND TOURNAMENTS THROUGH THE, UH, DAYTON AND THE AMERICAN TENNIS ASSOCIATION, AS WELL AS, UM, UH, CARROLL HIGH SCHOOL USES THAT AS THEIR HOME COURTS AND WAYNE HIGH SCHOOL IS PLANNING TO HAVE, UH, SOME TENNIS CAMPS AND LESSONS THERE AS WELL.

SO JOSH KING, UH, HEADED UP THAT PROJECT AND IT WENT VERY WELL.

UH, ONE FINAL THING I JUST WANTED TO BRING UP WAS REGARDING IF YOU RECALL, WE HAD ORIGINALLY PLANNED, UH, TO, UH, ALTHOUGH IT WAS NOT INCLUDED IN THE BUDGET.

WE HAD OPPORTUNITY TO HAVE SOME MATCHING FUNDS FOR ADDITIONAL BUS STOPS.

UH, AS YOU RECALL, WE, WE FOUND SOME ADDITIONAL, UH, PLACES THAT WE COULD PLACE THE, UH, THE BUS STOPS, UH, AND OUR COST TO THAT IS GOING TO BE ABOUT $30,000.

UH, WE HAVE, UM, UH, SOME ADDITIONAL ROADWAYS THAT, UH, WILL NEED TO BE TAKEN CARE OF.

AND, UH, WE ARE GOING TO, UH, UNLESS COUNCIL WANTS TO PRIORITIZE THAT IN LIGHT OF SOME OF THE REDUCTIONS IN THE GAS TAX, AS WELL AS THE, UH, STATE FUNDING THAT COMES IN TO SUPPLY THOSE PROJECTS.

UH, THAT IS ONE OF THE PROJECTS THAT WE ARE DIVERTING, UH, TO MAKE SURE THAT WE HAVE FUNDS AVAILABLE TO, UM, UH, TO DO SOME OF THE HIGHER PRIORITY ROADWAY PROJECTS, AS WELL AS SOME OF THE OTHER, UH, EXPENSES

UP TO, AND INCLUDING A COUPLE THAT WE TALK ABOUT TONIGHT.

UH, SO, UM, YOU KNOW, WITHOUT ANY SIGNIFICANT OBJECTION, THAT'S SOMETHING THAT WE'RE GOING TO RECOMMEND THAT WE DO FOR NOW.

AGAIN, IT'S A, IT'S, IT'S AN AESTHETIC THING.

UH, THE RIDERSHIP OF THE MAIN ONES THAT WE'VE DONE WERE THE HIGHEST.

WE WERE REALLY GETTING DOWN INTO SOME OF THE LOWER NUMBERS OF RIDERSHIP, BUT AGAIN, IT'S, THEY ARE NICE, THEY ARE STATIC, UH, AND IT IS CERTAINLY IS CURB APPEAL AND IMPROVEMENTS.

UH, BUT WITH, UM, WITH CONSIDERING SOME OF THE, UM, INITIAL OUTLAY THAT WE HAVE TO HAVE, UH, FOR THAT AND WAITING ON REIMBURSEMENT, UM, WE, WE WANT TO MAKE SURE A, THAT THE MONIES THAT WERE PLEDGED ARE STILL AVAILABLE, UH, AND BECAUSE THAT COULD HAVE CHANGED AS WELL AND BE, UH, WE WANT TO, UH, PRESERVE SOME OF THOSE FUNDS, THE, UH, THE STREET FUNDS, UM, THE GAS TAX FUNDS, ET CETERA.

AND, AND JIM CORRECT ME IF I'M WRONG, THAT'S WHERE WE GET THOSE MATCHING FROM.

UH, WE DON'T USE GENERAL FUND MONEY.

UM, BUT WE, UH, WE DO UTILIZE SOME OF THOSE OTHER, UH, SPECIAL FUNDS.

SO, UM, OTHER THAN THAT, WE, UM, WE WILL KEEP IT ON THE, ON THE HORIZON AS A PROJECT, BUT AS WE EVEN TALK CAPITAL BUDGET TONIGHT, WE'LL SEE SOME OF THE, UH, THE ITEMS THAT HAVE BEEN COMPLETED AND OTHERS THAT WILL BE KIND OF IN A STAY MODE, UM, JUST AS WE CONTINUE TO REPRIORITIZE THAT.

SO, UM, UNLESS THERE'S THERE'S OBJECTIONS OR CONCERNS WITH THAT, WE'LL CONTINUE TO GIVE AN UPDATE, BUT JUST WANTED TO LET YOU KNOW THAT WE NORMALLY WOULD HAVE BEEN STARTED TO, TO BID THAT OUT AND START THAT PROJECT.

AND THEY'RE LOOKING TO, UH, THEY'VE PURCHASED THAT PROPERTY, REPURPOSE THE BUILDING AND DO SOME MODIFICATIONS TO ALLOW FOR A FURNITURE STORE.

SO THE BUILDING ITSELF, THEY'RE LOOKING TO TEAR DOWN THE FRONT OF THE BUILDING AND BUILD A NEW FRONT, UH, THAT INCLUDES, UH, SOME MASONRY MATERIALS, A BIG GLASS STOREFRONT, AND A WHOLE NEW ENTRANCE.

IF YOU REMEMBER ON THAT SITE, YOU HAD TO GO UP SOME STAIRS BEFORE YOU EVEN WENT IN, AND THERE WERE SOME, SOME OF THOSE ACCESS TYPE ISSUES.

THEY ARE FIXING THOSE ISSUES BY ENTERING AT GROUND LEVEL.

THERE ARE TWO LEVELS ON THE INSIDE.

THEY'RE ADDING AN ELEVATOR ON THE INSIDE AS WELL TO MAKE SURE EVERYTHING IS ADA ACCESSIBLE.

UM, THE, UH, ALSO WITH THE BUILDING, UM, TO THE REAR OF THE BUILDING, THEY ARE ADDING ON TO THAT PORTION, THAT TO ADD A LITTLE MORE STORAGE AREA AND WAREHOUSE AREA ALSO INCLUDED, UH, FOR, UH, DELIVERIES AT THE REAR.

THERE'S ALSO OF WHERE THE, UM, DUMPSTER LOCATION WILL BE.

AND THEY'VE AGREED TO MAKE SURE THAT'S A MASONRY MATERIAL, UH, AS PART OF OUR CODE, THE SITE ITSELF.

UM, IT IS, UH, THEY'RE UTILIZING THE EXISTING FRONT PARKING LOTS.

UH, THE EXISTING PARKING LOT CONTAINS 81 PARKING SPACES.

AND WITH FOUR OF THOSE AS ADA ACCESSIBLE, UH, THEN, UH, WITH THE NEW USE, THE REQUIREMENT IS 68 PARKING SPACES.

THERE ARE PROPOSING 64.

UH, WE DIDN'T SEE AN ISSUE WITH A REDUCTION OF FOUR PARKING SPACES AT THIS LOCATION AND THE APPLICANTS HAPPY WITH 64 FOR THEIR BUSINESS.

THE PROPERTY DOES HAVE, UH, ACCESS TO PUBLIC WATER AND SEWER.

SO THEY WILL UTILIZE THE EXISTING, UM, UTILITIES THERE.

UH, ONE OF THE FIRE COMMENTS IS FOR THEM TO ADD A FIRE HYDRANT ON SITE.

SO THEY WILL WORK WITH THE FIRE DEPARTMENT ON MAKING SURE THAT'S IN THE PROPER LOCATION.

UM, STORMWATER DETENTION, THE SITE BASICALLY

SO THEY WILL MEET ALL OF THE REQUIREMENTS, UH, THAT WE HAVE FOR STORM WATER, DETENTION, LANDSCAPING.

UH, THEY HAVE A, UH, A WELL-DEFINED LANDSCAPING PLAN WITH A LOT OF TREES, GRASSES, BUSHES, UH, VEGETATION, ALONG THE FRONTAGE, AS YOU KNOW, ACROSS THE STREET, THERE IS RESIDENTIAL.

SO THAT'S A GOOD BUFFER SITE LINE FROM THOSE WHO LIVE ACROSS THE STREET THAT, UH, WILL BE LOOKING AT THIS SITE.

UH, WHEREAS CURRENTLY THEY JUST LOOK AT THE BUILDING AND OPEN PARKING LOT.

SO THEY'RE, THEY'VE DONE A GOOD JOB OF CREATING THAT BUFFER.

AND ALSO IN ADDITION, ADDING SOME OTHER SHADE TREES IN THE PARKING LOT THAT MEETS OUR CODE, THIS EXCEEDS OUR CODE, ALSO A DOWN ON LANE TOWN BOULEVARD WHERE THE DUMPSTER ENCLOSURE IS.

THEY'RE ALSO PUTTING SOME BUFFER VEGETATION AROUND THAT TOO.

SO THAT'S NOT SOMETHING YOU'LL SEE AS YOU DRIVE UP AND DOWN THEN, UH, SIGNAGE, UH, THAT IS SOMETHING THAT WAS DISCUSSED AT PLANNING COMMISSION.

WE ALSO HAVE A HIGH CONCENTRATION OF OHIO COLLABORATION, CERTIFIED AGENCIES IN MONTGOMERY COUNTY.

AND WITH THAT, UH, IS ALWAYS OPENING THEMSELVES UP FOR AN EXTERNAL EXAMINATION AND INDEPENDENT AUDIT OF, UH, OF STANDARDS AND POLICIES.

UH, MANY OF THE THINGS THAT ORGANIZATIONS DO AND DERIVE, ESPECIALLY IN MUNICIPALITIES COME FROM SOME OF THE STRUCTURE AND ORGANIZATIONS WITHIN THE POLICE DIVISIONS OR POLICE DEPARTMENTS IN THOSE AGENCIES, UH, AND, UM, UH, COMMUNITY ORIENTED, POLICING SERVICE ORIENTED POLICIES ARE NO EXCEPTION.

THOSE ORGANIZATIONS ARE THE INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE, THE NATIONAL ORGANIZATION OF BLACK LAW ENFORCEMENT EXECUTIVES, THE NATIONAL SHERIFF'S ASSOCIATION, AND THE POLICE EXECUTIVE RESEARCH FORUM, UH, REPRESENTATIVES FROM ALL OF THOSE ORGANIZATIONS CAME TOGETHER TO DEVELOP AND DEVISE A NATIONALLY RECOGNIZED PROFESSIONAL STANDARDS FOR, UH, ALL OPERATIONS AND FACETS OF LAW ENFORCEMENT AGENCY.

UH, THROUGH THOSE YEARS, THOSE, THOSE STANDARDS HAVE GONE THROUGH MANY REVISIONS TO BE MODERNIZED BASED ON ON TIMES.

UH, MOST RECENTLY, OBVIOUSLY THERE ARE MENTAL HEALTH STANDARDS.

THERE ARE, UH, ELDER, UH, STANDARDS THERE, A BODY CAMERA STANDARDS.

THERE ARE ETHICS STANDARDS, THERE ARE BIAS BASED POLICING STANDARDS, USE OF FORCE STANDARDS, UH, EQUIPMENT STANDARDS, UH, JAIL COMMUNICATION, EVERYTHING THAT YOU CAN THINK OF ALL FACETS AND ALL REALMS OF, OF SERVICE IN LAW ENFORCEMENT.

UH, NONETHELESS WE HAVE, UH, MAINTAINED AND ACHIEVED ACCREDITATION ALL THROUGHOUT THE TIME.

UH, WE HAVE NEVER HAD A SITUATION WHERE WE HAVE NOT RECEIVED REACCREDITATION.

IN FACT, UM, UH, WE ARE A GOLD STANDARD, UH, OR THE, UH, FOR THE, UM, UH, COMMUNICATION CENTER.

UH, THE GOLD STANDARD STYLE OF ACCREDITATION HAS GONE AWAY FROM LAW ENFORCEMENT, BUT, UH, WE ARE, UH, ACCREDITED WITH, UM, UH, WITH THE ACHIEVEMENT, UH, NONETHELESS AFTER, UH, AFTER ALL THAT.

AND ON TOP OF THAT IN 2016, THE STATE OF OHIO, AND A LOT OF PEOPLE DON'T KNOW THIS, UH, BUT THE STATE OF OHIO DEVISE, THE OHIO COLLABORATIVE COMMUNITY POLICE, UH, ADVISORY BOARD.

UH, IN OTHER WORDS, IN ORDER TO MEET THE THINGS SUCH AS, UH, RAMPING UP A INDEPENDENTLY ELECTED BODY, UH, DEALING WITH FUNDING, DEALING WITH POTENTIAL CHARTER CHANGES, ET CETERA, WE ALL KNOW THE TIMELINE AND THE LENGTH OF TIME THAT THAT TAKES.

SO, UH, IF WE, IF WE TAKE THE IDEALS OF, UH, EQUAL SERVICE, UM, YOU KNOW, FROM WITHIN THE ORGANIZATION OUT INTO THE COMMUNITY AND LET THAT BUILD BACK AND FORTH, THEN I THINK THAT IS A VERY TRUE FORM.

AND THE IDEA OF HAVING TO HAVE OVERSIGHT BASICALLY BECOMES A, BECOMES A NONEXISTENT.
