AS YOU CAN SEE, I'M JOINING YOU HERE, LIVE ON LOCATION TONIGHT FROM ONE OF OUR REMOTE CONSTRUCTION SITES FOR KING'S CHICKEN AT TROY AND MERRILY WAY.

SO AS WE CAN SEE, PROGRESS STILL GOES ON HERE IN HUBER HEIGHTS.

UH, JUST A COUPLE OF THINGS THIS EVENING.

UH, I WANTED TO MAKE SURE THAT EVERYBODY WAS CAUGHT UP AND I THINK EVERYBODY IS REGARDING THE WATER SOFTENER, UH, THAT HAS BEEN IN PLACE.

IT'S A GIGANTIC WATER SOFTENER TO, UH, TO THE ENTIRE WATER SYSTEM.

UH, IT'S A MEMBRANE SYSTEM, NOT ASSAULT BASED SYSTEM.

WE'RE NOT ADDING ANY TYPE OF, UH, SALTS OR CHRISTMAS SETTLES INTO WATER.

IT USES A SERIES OF MEMBRANE FILTERS TO FILTER OUT THE, UM, UH, THE DEPOSITS AND THE HARDNESS AND THE SCALE AND THE WATER.

UH, WE'VE RECEIVED A LOT OF POSITIVE FEEDBACK ALREADY.

UH, MANY RESIDENTS HAVE CONTACTED, I KNOW SOME OF YOU COUNCIL MEMBERS AS WELL AS OUR WATER DEPARTMENT AND SOME STAFF, UH, INDICATING THAT THEY'VE NOTED A SIGNIFICANT CHANGE IN THE WATER.

SO, UH, WE CERTAINLY AT THIS POINT CALL THAT PROJECT A SUCCESS, SOMETHING THAT THE COMMUNITY HAD ASKED FOR AND SOMETHING THAT, UH, THIS COUNCIL AND THIS GOVERNMENT WAS POSITIVE TOO.

AND, UH, IN SHORT ORDER, A LITTLE BIT AHEAD OF SCHEDULE AND UNDER BUDGET, WE'VE GOT A SYSTEM UP AND RUNNING.

SO, UH, MANY THINGS TO, UH, TO RUSS, UH, HIS STAFF TO THE CONTRACTORS AND AS WELL, UH, AND AS ALWAYS, PAM, HER LEADERSHIP AND ALL OF HER CREW AT, UH, AT SUEZ FOR HELPING EVERYBODY FACILITATE THIS, THAT, UH, THAT, THAT LARGE SCALE PROJECT.

SO, UH, THE OTHER THING THAT I HAVE REAL QUICK IS IT JUST WANTED TO REVIEW SOME OF THE, UH, OVERVIEWS REGARDING SOME OF THE OUTREACH, UH, PRIMARILY ON SOCIAL MEDIA, BUT ALSO INCLUDING SOME OF OUR OTHER ONLINE PRESENCE, UH, SPECIFIC AROUND, UM, RAIN EVENTS IN THE LAST WEEK, UH, IN DISCUSSIONS FOCUSED AROUND A CORONAVIRUS IMPACT, ET CETERA.

SO, UH, THE MAJORITY OF THE, UH, THE, UM, DISCOURSES, UH, HAD TO DO WITH, UH, ABOUT 2,521 INTERACTIONS.

UH, 52% OF THOSE WERE ALONG THE CITY'S DISCOURSE, UH, ONLINE PROGRAMS SUCH AS A FACEBOOK WEBSITE, ET CETERA.

UH, THERE WAS A LOT OF LEADING TOPICS.

51% OF THOSE HAD TO DO WITH PUBLIC EVENTS, UH, AND OR, UH, FESTIVALS, CONCERTS, ET CETERA.

I'LL HAVE THE DISCUSSION COMMUNICATION ABOUT THAT.

UH, AND THERE WAS ABOUT 24% OF THAT WAS AROUND PUBLIC HEALTH WHERE, UH, PRIMARILY THE FIRE AND POLICE DIVISIONS ALONG WITH OTHER AGENCIES, UH, WERE RECOGNIZED AND GIVEN THANKS FOR THEIR, UH, FOR THEIR ATTENTION, UH, TO, UH, TO PEOPLE WITHIN THE COMMUNITY.

VERY SUPPORTIVE AS RESIDENTS JOINED IN AND THANKING, UH, MEDICAL STAFF OF ALL WALKS, INCLUDING OUR EMS AND FIRST RESPONDER PERSONNEL, UH, WITH WELL OVER 300 INTERACTIONS THERE.

UH, AND OFFICIAL CHANNELS, UH, DEALING WITH COVA 19 SPECIFICALLY ALSO HAD A LOT OF RELAYS WITHIN THAT THEY'RE WITHIN A PERCENTAGE.

UH, ANOTHER LARGE BULK WAS DISCUSSION WITHIN THE PARKS AS THE CITY CONTINUES TO ENCOURAGE RESIDENTS TO PARTICIPATE IN ACT OR ACTIVITIES, UH, WHILE KEEPING SOCIAL DISTANCING.

UM, THESE, UH, THOSE POSTS WERE SHARED BY MANY OTHERS WITHIN THE COMMUNITY, UH, AND PASSED OUT OF COURSE AMONGST SOME OF OUR OTHER SUB PAGES IN THE FIRE DIVISION AND POLICE DIVISION AND OUR, UH, IN OUR WEBSITE.

UM, AND WE, UM, WE WILL CONTINUE TO, UH, TO DO THAT, CONTINUE TO MONITOR, UH, OUR INSIGHTS AND SOME OF THE FEEDBACK AND RESPONSES, UH, THAT WE GET AND CONTINUE TO BE RESPONSIVE TO THAT.

SO LONG AS THE, UH, THE AGREEMENT IS SATISFACTORY.

WE ARE AT THE POINT WHERE WE'RE REVIEWING OUR, UM, LANDSCAPE MAINTENANCE CONTRACT, UH, WHICH HAS BUILT IN IT THE ABILITY TO, UM, RENEW, UH, AND TO CONTINUE TO PUT ON FOR THE ADDITIONAL YEAR.

UH, WITH THE DOG PARK.

THERE IS SOME ADDITIONAL, UM, MANEUVERS THAT NEED TO BE DONE, A LOT OF EXTRA TRIMMING, OBVIOUSLY, UH, WITH ALL THE FENCING AND SOME OF THE OTHER OBSTACLES.

THE COMPANY IS WILLING TO DO IT AT NO ADDITIONAL COST, MAINTAINING THE SAME COST OF THE CURRENT CONTRACT.

OF COURSE WE HAVE, UH, THE OPTION TO CONTINUE THAT, UH, UNDER THE EXISTING AGREEMENT THAT IS APPROVED.

OR IF COUNCIL WOULD LIKE US TO, UH, TO BID THAT OUT, UH, THEN WE WOULD NEED TO GO AHEAD AND BEGIN THAT PROCESS.

UH, AND I APOLOGIZE FOR THE TIMELINESS OF IT, BUT IF SO THAT WE WOULD ASK THAT WE WOULD BRING THAT, UH, TO MONDAY'S MEETING, UH, TO BE ABLE TO, UM, GO OUT TO BID AND PASS THAT RESOLUTION.

STAFF'S RECOMMENDATION IS TO GO AHEAD AND FOLLOW THE TERMS OF THAT AGREEMENT AND EXTENDED OUT FOR THAT FINAL YEAR WITH IT AND REBID AND, UM, REBID IT FOR NEXT YEAR.

UH, AND SEE WHERE IT GOES.

ESPECIALLY WITH NO INCREASED COST AND THE WORKMANSHIP OF THE SELECTED CONTRACTOR HAS BEEN REALLY TOP NOTCH AND ABOVE AND BEYOND EXPECTATIONS.

WE SEE THE CONDITION OF THE GROUNDS HERE, THE INTERCHANGE, UH, OUR PARKS, UH, WE'VE PUT A LOT OF INCREASED EXPECTATIONS AND THEY'VE MET THEM.

UH, SO, SO LONG AS A COUNCIL IS OKAY WITH THAT, WE'LL CONTINUE ON WITH THAT PARTICULAR VENDOR TO, UH, TO HANDLE OUR LANDSCAPING NEEDS.

AND IF THERE'S NO OTHER DISCUSSION OR QUESTIONS ABOUT THAT, THAT'S ALL THAT I HAD FOR MY UPDATE.

UM, PERSONALLY I THINK IT'D BE A GREAT THING TO CONTINUE THE CONTRACT THE WAY THAT YOU'VE SUGGESTED.

IT'S REALLY IN GOOD FAITH FOR THAT CONTRACTOR TO ACCEPT THE ADDITIONAL WORK AND NO ADDITIONAL COSTS.

AND SINCE THEIR PERFORMANCE HAS BEEN REALLY GOOD, I DON'T HAVE A PROBLEM WITH WAITING TIL NEXT YEAR TO BID IT OUT.

UH, THE QUESTION THAT I HAD FOR ROB IS ON THE WATER SOFTENING.

I WAS ASKED A QUESTION.

I KNOW THAT IT WAS RECOMMENDED THAT PEOPLE TURN OFF THEIR SOFTNER AND FOR A WHILE AND SEE IF THEY CAN LIVE WITH THE NEW, UM, LEVEL OF SOFTNESS OR TO TURN IT DOWN HALFWAY.

BUT I WAS ASKED WHAT WOULD, WHAT WOULD THEY NOTICE ANY DIFFERENCE IF THEY DID NOTHING WITH THEIR SOMNER LEFT IT ON THEIR CURRENT SETTING.

WOULD IT BE SOFTER? UH, IT'S ONLY GONNA GO TO ZERO.

IT'S NOT GOING TO GO NEGATIVE REGARDING THE, UH, THE GRAMS PER GALLON.

WHAT THAT, WHAT WILL HAPPEN IS THEIR WATER SOFTENER WILL REGENERATE, UH, MORE FREQUENTLY USE MORE WATER AND MORE SALT.

SO THE WATER SOFTENER, UH, REGENERATES BASED ON A PROGRAMMED SCHEDULE BASED ON A CALCULATION OF WHAT YOU SET THAT HARDNESS LEVEL TO BE.

SO MOST PEOPLE HAVE IT BASED ON OUR PREVIOUS SETTING OF 22 THAT WE NEED TO ADJUST IT TO SEVEN.

IF THEY DON'T ADJUST IT, IT'S GOING TO STILL THINK IT THIS WATER SOFTENERS AND CONSTANTLY MEASURING SELF-ADJUSTING AT LEAST MOST HOME ONES ARE.

MAYBE SOMEBODY HAS A SOPHISTICATED ONE OUT THERE THAT DOES THAT, BUT THE GENERAL SOFTENER IS GOING TO BE BASED ON WHAT SETTING YOU HAVE IT ON.

AND IF YOU LEAVE IT THERE, IT'S JUST GOING TO REGENERATE AND GO THROUGH SALT MORE FREQUENTLY.

HOWEVER, YOU'RE NOT GOING TO SOFTEN YOUR WATER ANY MORE THAN ONCE IT REMOVES DOWN TO A ZERO GRAMS PER GALLON.

AND RUSS, IF YOU WANTED TO JUMP IN, IF I MISSPOKE ON THAT, FEEL FREE.

UH, NO.

EVERYTHING YOU SAID IS PERFECTLY CORRECT.

SO YEAH, YOU WANT TO LOWER IT DOWN NOW SO THAT YOU'RE NOT USING AS MUCH SALT.

SO IF YOU BRING IT DOWN TO SEVEN, IT WILL BRING THEM DOWN TO ZERO JUST LIKE YOU HAD BEFORE.

SO IF YOU HAVE A SOFTENER, YOU REALLY WON'T NOTICE A DIFFERENCE WITH WHAT WE GOT.

MR. THANK YOU MR MAYOR AND COUNCIL MEMBERS HAVE BEFORE YOU THE, UH, UH, CHANGES TO THE BUDGET THAT I'M RECOMMENDING THAT WERE PUT OUT ON YOUR PACKET.

I HAVE ADDITIONAL CHANGES TONIGHT.

UH, REAL BRIEFLY, THERE WAS A, UM, AN ADVANCED LAST YEAR FROM THE GAS TAX FUND TO THE CAPITAL IMPROVEMENTS FUND.

AND UH, NOW THAT CHAMBERSBURG THREE IS FINISHED, WE WANT TO BUDGET FOR THAT RETURN OF THAT ADVANCED.

I'M 155,000 BACK TO THE GASOLINE TAX FUND.

ALSO HAVE $3,000 FOR A VETERANS COMMISSION AND MILITARY BANNERS, EXPENSES THAT WAS NOT, UH, IN OUR 2020 BUDGET.

WE WANT TO MAKE SURE THOSE FUNDS ARE READY AND AVAILABLE WHEN THE TIME COMES FOR THOSE EXPENSES.

UH, ALSO, UH, UH, KATIE HAD ASKED ME TO ADD $25,000 FOR ADDITIONAL DEDUCTIBLES AND PREMIUMS THAT MAY OCCUR IN THE REST OF 2020.

UH, SHE JUST WANTS THAT TO MAKE SURE THAT WHEN THE TIME ARISES, IF WE NEED IT, IT'S THERE.

UH, SO THAT REQUEST IS FOR THE HR DEPARTMENT AND THEN $18,000 FOR ELECTRIC EXPENSES FOR THREE ADDITIONAL BOOSTER STATIONS THAT WERE ADDED TO THE SYSTEM AT THE VERY END OF 2019.

WE HAD NO IDEA WHAT THE ELECTRIC INCREASE WOULD BE.

NOW THAT WE'VE HAD THREE MONTHS OF, UH, ELECTRIC FOR THOSE, UH, BOOSTER STATIONS, WE NOW HAVE A GOOD ESTIMATE OF $18,000 WILL BE NEEDED, UH, FOR THE REST OF 2020.

AND I WOULD ASK THAT THIS BE, UH, APPROVED ON MONDAY NIGHT, UH, SINCE, UH, IT'LL BE ANOTHER MONTH BEFORE OUR NEXT MEETING.

AND SO THESE FUNDS CAN BE READY AND AVAILABLE.

BUT THEY, UH, DECLINED MY REQUEST.

AND SO THEY ASKED THAT I PUT IN A NEW REQUEST FOR A NEW LOAN.

AND SO THAT'S WHAT THIS IS.

UH, I WOULD IMAGINE PUTTING THAT TOGETHER AND SENDING THAT TO THEM SOMETIME IN THE NEXT MONTH.

UM, RECENTLY ODAT REVISED THEIR SAFETY FUNDING PROGRAM AND IS NOW FUNDING IS AVAILABLE FOR A HUNDRED PERCENT COVERAGE OF, UH, OF THE FUNDING, UH, WHICH MEANS 0% FOR THE MATCH FROM THE CITY.

UM, BUT THE FUNDING DOES REQUIRE ANY APPLICATIONS REQUIRE A STUDY TO BE DONE.

SO THIS STUDY WOULD BE FROM TC ENGINEERING.

AND WHEN THEY COMPLETE THE STUDY, THEN THEY WOULD APPLY FOR GRANT MONEY THROUGH ODAT, UH, FOR ANY IMPROVEMENTS THAT QUALIFY.

UH, WHICH COULD BE SIGNAGE, UH, TRAFFIC SIGNALS, PAVEMENT MARKINGS, LANE REVISIONS OR ELAINE WIDENINGS.

SO, UH, THEY'RE GOING TO DO A FULL STUDY TO SEE WHAT WE NEED AND THEN WHAT WE CAN APPLY FOR.

WHAT'S HAPPENED IS, UH, THE PROPERTY OWNER, UH, TWO OH ONE

STATE ROUTE TWO OH ONE LLC, UM, HAS BECOME A DEFUNCT ORGANIZATION.

IT IS NO LONGER RESPONSIBLE OWNER AND THE PROPERTIES CONTINUE TO ACCRUE TAX OBLIGATIONS AND SPECIAL ASSESSMENT OBLIGATIONS TO THE POINT THAT THOSE LIABILITIES NOW MAKE THOSE PARCELS EFFECTIVELY, UM, UNATTRACTIVE TO ANYONE WHO'S LOOKING TO DEVELOP THOSE OR WHO WOULD HAVE AN INTEREST TO DEVELOP THOSE.

UM, WHAT STAFF IS PROPOSING IS THAT COUNCIL AUTHORIZE A FORECLOSURE ACTION, UM, WHICH WOULD EFFECTIVELY WIPE AWAY ALL OF THOSE, UH, PAST DUE OR OUTSTANDING, I SHOULD SAY, LIABILITIES AGAINST THE PROPERTY THAT WOULD TRANSFER OWNERSHIP TO THE CITY.

AND THEN THAT LOSS WOULD BE ABLE TO TAKE OVER THE OWNERSHIP OF THESE PARCELS AND ATTEMPT TO RETURN THEM INTO PRODUCTIVE USE.

WHETHER OR NOT WE SELL OUTRIGHT OR WHETHER OR NOT WE HOLD THESE PARCELS AND, AND WORK TO DEVELOP THEM OURSELVES.

UM, WHATEVER THE, THE FUTURE DIRECTION MIGHT BE.

BUT, UH, EFFECTIVELY THIS WOULD, UM, ALLOW US TO RETURN THOSE PARCELS TO PRODUCTIVE USE AND PUT THAT BACK ON THE TAX ROLL.

UH, WE'VE HAD A CONVERSATION WITH THE BETHEL SCHOOL DISTRICT WITH THEIR TREADER, UH, SHARED WITH HIM, OUR PLANS AND SOME OF THE ISSUES THAT WE'VE HAD WITH THIS PROPERTY AND WHY THIS IS AN UNPRODUCTIVE PROPERTY.

UH, THE TREASURER SEEMED VERY SUPPORTIVE OF OUR PLAN AND COMMUNICATED POSITIVELY TO THE SCHOOL BOARD ABOUT OUR INTENT.

SO WE'VE DONE EVERYTHING THAT WE CAN DO TO REACH OUT TO, UH, TO ALL OF OUR PARTNERS INVOLVED AND LET THEM KNOW WHAT WE WANT TO DO OR WHAT WE WOULD LIKE TO DO WITH THIS PROPERTY.

UH, IT, IT IS THE SAME PROCESS.

SO I THAT A COUNCILMAN ED LIONS INTRODUCED LEGISLATION THAT ALLOWED US TO SCRUB THE TAXES AND REMOVE THEM OFF THE BEARMAN REALTY PROPERTY THAT WE ULTIMATELY SOLD TO CAMP WORLD.

I THINK ALMOST 1.3 MILLION.

IS THIS A SIMILAR PROJECT AND SOMETHING THAT YOU ARE HOPING TO ACHIEVE? YES.

UH, THE, AND WE'VE NEVER REALLY GOTTEN TO THE POINT THAT WE WERE GOING TO ATTEMPT THE ACTUAL FORECLOSURE.

UH, WHAT WE WERE TO DO WAS ACQUIRE THE PROPERTY PRIOR TO GOING INTO ITS SECOND PROBATE.

SO WHAT HAD HAPPENED WAS THE ORIGINAL OWNER, MR LESLIE, UH, HAD A, UM, UM, UH, ENDED UP PASSING AWAY.

UH, THERE WAS NOT A WILL INVOLVED.

UH, WE WEREN'T, WE DEALT WITH A BANK THAT HELD A LIEN, UH, SIGNIFICANTLY ON THE PROPERTY.

UH, WE WERE ABLE TO NEGOTIATE HAVING THAT BEING REMOVED FOR A SMALL COST.

UH, WE, AND, AND THIS IS A PROPERTY WE'VE BEEN CHASING FOR SOME TIME.

SO I WOULD, UH, FIRST OFFER THINGS TO, UH, BRIAN AND TO SCOTT AND TO JERRY FOR TEAMING UP AND REALLY BEING ABLE TO WORK WITH MIAMI COUNTY AND BRING IT FORWARD.

UM, SO BACK TO THE TIMELINE OF THE STORY, ONCE THAT HAD HAPPENED, WE WERE DEALING WITH AN ATTORNEY AND THE WIDOW OF THE ORIGINAL OWNER TWO OH ONE LLC HAD ALREADY GONE DEFUNCT.

UH, AND WE HAD MADE ARRANGEMENTS IN NEGOTIATIONS TO ACQUIRE THE PROPERTY AND I THINK THAT'S WHAT YOU COULD CALL.

UM, UNFORTUNATELY THE ATTORNEY THAT WAS INVOLVED IN SETTING UP A PROBATE PASSED AWAY AND THERE IT SAT IN KIND OF LIMBO FOR QUITE SOME TIME.

ON TOP OF THAT, THE MIAMI COUNTY PROSECUTOR WAS NOT FAMILIAR NOR COMFORTABLE WITH MOVING FORWARD WITH THIS TYPE OF FORECLOSURE ARE MAYBE NOT THE PROSECUTOR, BUT THE, UH, THE BOARD OF REVISIONS, UH, THEY HAD NOT DONE IT BEFORE AND WE'VE BASICALLY BEEN WORKING ON A CLEARING AND IDENTIFYING THE LIENS AND THE TRUE UTENSIL TYPE ROLE, THE PROBATE SYSTEM, WHICH CAN TAKE SOME TIME AND HAS TAKEN SOME TIME.

AND ALSO FINALLY WORKING WITH THE ENTITIES MIAMI COUNTY TO BE ABLE TO BRING THE PROGRAM, THE SAME MODEL THAT MR. LYONS, UH, BROUGHT TO US, THAT WAS REFERRED TO EARLIER WITH THE PARCEL HERE IN MONTGOMERY COUNTY.

SO, UM, THAT'S YOU'RE, YOU'RE EXACTLY RIGHT.

WE'VE BEEN ATTEMPTING TO DO THIS FOR SOME TIME, BUT WE'VE BEEN, UH, FACED WITH SOME OBSTACLES, SOME LEGAL OBSTACLES, UH, THROUGH PROPERTY OWNERSHIP, PROBATE PEOPLE UNFORTUNATELY PASSING AWAY, UH, RIGHT AS DEALS WERE GETTING READY TO GO.

SO, UH, WE'RE, WE'RE VERY, VERY HAPPY THAT IT'S COMING TO FRUITION AND WE'VE GOT A REAL OPPORTUNITY HERE TO, UH, TO MAKE THAT PRIME PIECE, THAT PRODUCTIVE PIECE OF REAL ESTATE, THE OBSTACLES, WHENEVER WE HAD ROADBLOCKS IN THE WAY BEFORE WE CLEARED THOSE HURDLES.

UM, SOME THINGS, SOME THINGS HAVE CHANGED THAT'S GONNA MAKE THIS A LOT EASIER TO MAKE HAPPEN.

WE WENT THROUGH THE LAND BANK PROCESS, WHICH WAS A FAIRLY EASY PROCESS.

IT WAS NOT DESIGNED FOR THAT TYPE OF THING, BUT WE MADE IT WORK AND WE'RE VERY SUCCESSFUL AT IT.

THIS IS THROUGH MIAMI COUNTY AND THEY DO NOT HAVE A LAND BANK, BUT UH, UH, BRIAN HAS MET WITH THEM AND UH, WE ARE NOW IN A POSITION WHERE THE COUNTY PROSECUTOR, THE BOARD OF REVISIONS AND THE SCHOOL BOARD HAVE ALL COME TO THE CONCLUSION THAT WE DON'T JUST CLOSE ON THIS PROPERTY AND WIPE OUT THE PAST DEBT SCHOOLS THAT ALWAYS MODELED ON THIS.

DALE COUNTY IS GOING TO LOSE MONEY ON THE STEEL CITIES.

WE'RE REALLY GOING TO LOSE ALL THOSE ASSESSMENTS ON THIS DEAL.

EVERYBODY WILL LOSE MONEY ON THE DAY.

HE'S GOING TO BE FREE AND CLEAR.

THEY'LL BECOME PRODUCTIVE AND THEN SUDDENLY THE SCHOOLS ARE GONNA MAKE MONEY ON THE DEAL.

THEN WE HAD THE DEAL WITH FIFTH THIRD BANK HAD TO LIEN ON THE PROPERTY.

THEN IT WAS SOLD IN A FORECLOSURE SALE TO SOME PEOPLE WHO THEN TRIED TO BACK OUT OF THE SALE AND IT'S JUST BEEN TIED UP IN LITIGATION.

AND THEN THERE WAS TWO DEATHS AS AS ROB SAID.

SO EVERY TIME WE TRIED TO START SOMETHING, WE GO ANYWHERE.

SO WE'RE HOPEFUL NOW THAT, UH, WE HAVE ENOUGH PEOPLE, WE DON'T HAVE TO WORRY ABOUT, UM, PROBATE AND THINGS LIKE THAT CAUSE WE'RE GONNA SIMPLY FORECLOSE ON THE PROPERTY.

IT'S GOING TO BE THE COUNTY, MIAMI COUNTY FORECLOSING ON THIS PROPERTY.

AND UM, WITH THAT WE SHOULD BE ABLE TO WIPE OUT ALL THE THINGS THAT ARE KEEPING IT FROM BEING DEVELOPED.
