UM, MR. ROGERS HAS FORWARDED US, UM, BOTH A COMPOSITE AND THE INDIVIDUAL EMAILS AS WELL.

AND WE HAVE ALSO POSTED THOSE ON THE WEBSITE FOR REVIEW.

THE REASON I BRING THAT UP IS I DO WANT YOU TO BE AWARE OF THAT TONIGHT IS MERELY THE COUNCIL WORK SESSION, WHERE WE WILL DISCUSS WHAT PLANNING COMMISSION HAS BROUGHT FORTH TO US, UM, FOR PUBLIC DISCUSSION, UH, THAT WILL BE APPROPRIATE AT OUR PUBLIC HEARING HELD ON MONDAY.

UM, I WANTED TO LET YOU KNOW THAT JUST IN CASE, BECAUSE IT IS PRETTY FAR DOWN THE AGENDA IN CASE YOU HAD SOMEPLACE ELSE TO BE.

UH, ONE THE TRASH HAULING BIDS DID COME IN AT THE END OF LAST WEEK.

UM, SINCE IT CAME IN AT THE END OF LAST WEEK, DIDN'T HAVE TIME TO GO THROUGH AND PROCESS AND REVIEW EVERYTHING TO HAVE THEM FOR TONIGHT'S MEETING.

SO WE ARE GOING THROUGH THEM RIGHT NOW.

WE DID RECEIVE THREE RESPONSES.

WE ARE STILL REVIEWING, AND WE'LL BE BRINGING THAT BACK TO COUNCIL AT THE NEXT WORK SESSION, UH, FOR DISCUSSION AND, UH, A RECOMMENDATION ON THAT.

UM, ALSO THE, UM, IF YOU REMEMBER, ONE OF THE PROJECTS LAST YEAR WAS THE, THE MASS STORMS AND THE UPGRADE TO CHAMBERSBURG AND BRANDT PIKE, THE CROSSWALK, UH, PART OF THAT WAS THAT STAMPED ASPHALT.

IT GOT TOO COLD, UH, TO BE ABLE TO DO THAT.

THEY NEED A CONSISTENT WEATHER FOR ABOUT A WEEK OF AT LEAST ABOVE 50 DEGREES.

SO THAT'S WHY THAT HADN'T BEEN DONE.

WE'RE NOW GETTING BACK INTO THE WEATHER AWARE IT IS.

SO I'VE BEEN TOLD THAT SHOULD BE DONE BY THE END OF THIS MONTH.

UH, SO COMPLETE ALSO, UM, AS WAS REQUESTED AT A PREVIOUS MEETING, UM, AND ALSO AN ONGOING PROJECT IS THE, UH, THE SKATE PARK AND BIKE TRACK.

THE BMX BIKE TRACK, UH, CURRENTLY, UH, JOSH, OUR PARKS MANAGER IS WORKING WITH, HE HAS WORKED WITH SUPPLIERS FOR THE STRUCTURES THEMSELVES AND DIFFERENT DESIGNS AND LAYOUTS, UM, AND OPTIONS WITH THAT.

SO HE'S GOT SOME OF THAT INFORMATION IS WORKING OUT PRICING.

ALSO, HE IS CURRENTLY WORKING WITH SOME SKATEBOARD AND BIKE ENTHUSIASTS TO GET THE USER INPUT.

UM, SO IT'S NOT JUST WHAT SOMEBODY IS TRYING TO SELL US, BUT WHAT PEOPLE WILL ACTUALLY USE.

SO HE'S PUTTING ALL THAT TOGETHER, MEETING WITH THOSE INDIVIDUALS.

AND WE'RE LOOKING AT, UH, BRINGING SOMETHING BACK TO COUNCIL WITH ALL THOSE RESULTS AND WHAT THE ACTUAL REQUEST WILL BE.

UM, PROBABLY THE FIRST MEETING IN MAY.

SO, AND, UH, THAT'S ALL I HAVE TONIGHT.

UM, WE HAVE A HOUSING COUNCIL HERE FOR THE CITY THAT IS ASSOCIATED WITH OUR COMMUNITY RE-INVESTMENT AREAS.

THIS IS A BOARD THAT MEETS ONCE A YEAR TO CONFIRM THE VALIDITY OF ALL OF OUR CRA'S OR COMMUNITY REINVESTMENT AREAS.

UH, AND THAT, UH, INFORMATION THAT COMES FROM THAT HOUSING COUNCIL THEN GETS FORWARDED DOWNTOWN TO THE TAX INCENTIVE REVIEW COUNCIL, UH, WHICH IS CHAIRED BY THE COUNTY AUDITOR.

IN THIS PARTICULAR INSTANCE, MR. TERM HAS EXPIRED AND WE WOULD ASK THAT COUNCIL, UM, MOVE TO A POINT HIM, UH, REAPPOINT HIM TO THAT POSITION, UM, AS A MEMBER OF THE HOUSING COUNCIL AT THE NEXT REGULAR COUNCIL MEETING.

ITEM THREE C SUPPLEMENTAL APPROPRIATIONS, MR. BELL, GOOD EVENING.

MAYOR AND COUNCIL MEMBERS I HAVE BEFORE YOU, UM, FIVE, UH, ITEMS FOR THE SUPPLEMENTAL TO THE BUDGET FOR 2021.

UH, THESE WERE IN YOUR PACKET THAT WENT OUT AND I HAVE NO ADDITIONS TONIGHT, UH, JUST QUICKLY GOING OVER THEM.

UH, YOU MIGHT REMEMBER IN JANUARY YOU PASSED A NEW SUEZ CONTRACT AND AS PART OF THAT CONTRACT, UH, I CAME TO YOU IN JANUARY WITH THE, UM, INCREASES, UH, FOR THE ONGOING, UH, MONTHLY CHARGES FROM SUEZ.

BUT AT THAT TIME I DID NOT BRING TO YOU THE ONE-TIME CHARGES THAT WERE GOING TO HAPPEN, UH, LATER IN THIS YEAR.

AND, UM, UH, THAT'S WHAT I'M BRINGING TO YOU NOW.

SO, UH, ONE OF THE ITEMS IS $111,900, UH, RELATED TO COSTS THAT SUEZ INCURRED LAST YEAR THAT WERE UNEXPECTED DURING, UH, DUE TO THE, UM, UH, SOFTENING.

UH, WE HAD THE UPGRADE IN THE SYSTEM AND A LOT MORE CHEMICALS THAN THEY HAD EVER ANTICIPATED, UH, WERE BEING USED.

SO, UH, THEY ASKED FOR THAT REIMBURSEMENT THAT WAS PASSED IN THE CONTRACT IN JANUARY.

ALSO PART OF THAT CONTRACT WHERE SOME, UH, ONE-TIME EXPENSES RELATED TO SEWER AND, UH, THOSE ARE $80,300.

UH, IN ADDITION TO THAT LATER ON IN THE AGENDA TONIGHT, UM, RUSS WILL HAVE, UH, DEMOLITION OF THE, UH, WAIT, UH, NEED MORE ROAD, UH, WATER TREATMENT PLANT THAT, UH, HE NEEDS 160,000 FOR THAT.

SO THAT'S IN HERE AS WELL.

UM, THE OTHER ITEMS ARE, YOU MIGHT REMEMBER THE LAST COUNCIL MEETING.

THERE WAS A, UM, 20, 21 MEDIC.

UM, THE LATEST UPDATE ON THAT IS IT WILL BE DELIVERED, UH, MAY 3RD.

I BELIEVE IT IS.

WE WERE EXPECTING IT THIS MONTH.

IT'S ACTUALLY GONNA COME IN MAY 3RD.

THE FINANCING TOOK PLACE, UH, LAST WEEK AND, UH, THIS $29,310 WILL BE THE FIRST, UH, LEASE PAYMENT.

I DIDN'T WANT TO ASSUME THAT COUNCIL WAS GOING TO APPROVE IT AT THE LAST MEETING.

SO I WAITED TILL HE APPROVED IT AND THEN BROUGHT THE FIRST LEASE PAYMENT.

LIKE I SAID, IT'LL BE DUE OCTOBER ONE.

AND SO I NEED THAT TO BE IN PLACE BEFORE THEN.

AND, AND THE BANK'S A LITTLE PICKY ABOUT THAT TOO.

THEY, THEY WANTED THAT, UH, APPROVED, UH, I WAS SUPPOSED TO SIGN OFF ON THAT AND DIDN'T, BUT THAT'S OKAY.

AND THEN, UH, THE LAST ITEM I HAVE IS, UM, 184,000 AND WHAT THIS IS, IS, UH, WE'VE BEEN DOING, UH, A COUPLE OF LAND SALES.

ONE WAS AT THE END OF MARCH AND OTHER ONE COMING UP AT THE END OF JUNE.

UH, THOSE ARE TOTALING $600,000 IT'S, UM, LAND THAT WAS ORIGINALLY PURCHASED WITH WATER FUND MONIES.

SO THE WATER FUND NEEDS TO BE PAID BACK.

AND SO BASICALLY THE TED FUND WOULD BE PAYING THE WATER FUND, THE 184,000 AND THEN THE PROCEEDS WOULD ALL GO TO THE TED FUND.

SO THAT, THAT DIFFERENCE OF 416,000 WOULD BE IN THE TED FUND FOR OTHER ECONOMIC DEVELOPMENT RELATED PROJECTS.

SO WE HAVE TO KEEP THE BOOKS CLEAN.

AND SO WHEREVER THAT LAND WAS ORIGINALLY PURCHASED, THAT THAT, UM, FUND NEEDS TO BE PAID BACK.

AND THAT'S WHY I HAVE THAT ON HERE.

UM, I WOULD ASK THAT YOU PLEASE APPROVE THIS WITH TWO READINGS ON MONDAY NIGHT, PRIMARILY BECAUSE, UM, UH, PAM AT SUEZ HAS PUT OFF, UH, BILLING US FOR THAT, UH, UH, EXPENSE.

UH, THE, UM, HUNDRED 11,900 IS ONE THEY'VE BEEN WANTING TO COME TO US AND, UH, SHE'S HELD OFF UNTIL WE CAN GET APPROVED.

UH, BUT WHEN WE'RE DONE WITH THEM, UH, THEY'RE USUALLY OPERATIONAL, BUT THERE'S NOT MUCH VALUE TO US FOR RESALE OR TRADE IS WHAT MY ASK IS.

AND COUNCIL IS TO APPROVE THE DONATION OF THESE PHONES, THE ONES LISTED IN YOUR PACKET.

I THINK THERE'S A KEYBOARD TOO.

UM, SINCE THE INCREASE, UH, WILL EXCEED THE $25,000 LIMIT, UH, ANY COUNCIL'S APPROVAL, UM, FOR THAT PURCHASE.

SO THE PURCHASE OF AN AMBULANCE, I KNOW THAT, UH, UH, IT SEEMS LIKE WE'RE BUYING A LOT OF AMBULANCES BECAUSE OF THE LEGISLATION THAT WE DID WITH FINANCING AND STUFF OVER THE LAST COUPLE, UH, UH, MEETINGS.

UH, SO IN 2020 WE ORDERED A REPLACEMENT MEDIC REPLACING THE VEHICLE THAT, UH, COUNCIL, UH, AUTHORIZED THE PURCHASE OF IN 16, IT WAS DELIVERED IN 17.

THAT MEDIC NOW HAS 157,000 MILES ON IT, SO THAT ONE'S ALREADY BEEN ORDERED, UH, DUE TO COVID.

UH, THE, OUR MANUFACTURER HAS GONE FROM, UH, PUTTING OUT 12 MEDICS A WEEK TO SEVEN MEDICS A WEEK.

SO THAT HAS OBVIOUSLY BUMPED US DOWN ON THE LIST, BUT WE ARE ANTICIPATING DELIVERY OF THE MEDIC THAT WE BOUGHT LAST YEAR.

AND THAT WE JUST TALKED ABOUT TONIGHT WITH THE FINANCING.

IT SHOULD BE DELIVERED IN MAY NOW ALONG THE LINES OF OUR RESCHEDULING OR NOT RESCHEDULING, BUT ARE OUR, UM, OUR SCHEDULE FOR REPLACEMENT OF APPARATUS.

NOW MEDIC 23, UH, IS DUE, UH, TO GO AHEAD AND ORDER A, IT'S GOT A 300 DAY DELIVERY, UM, DATE ON IT.

SO WE WILL NOT BE TAKING DELIVERY OF THIS MEDIC UNTIL NEXT YEAR.

IT HAS BEEN BUDGETED.

UH, WE'RE ASKING TO GO WITH HORTON, WHO HAS BEEN OUR PREFERRED MEDIC PROVIDER FOR A VARIETY OF REASONS.

ONE IS THEY'RE AN OHIO BASED COMPANY.

THEY'RE LESS THAN AN HOUR, ABOUT AN HOUR AWAY.

WE RECENTLY WITH THE CARES MONEY PURCHASED A UV LIGHTS, UH, TO DISINFECT THE BACK OF THE MEDIC, WHICH THEY RETROFITTED THE MEDICS.

AND IT WAS A SIMPLE DRIVE UP DRIVE BACK, DRIVE UP, DRIVE BACK AS OPPOSED TO OTHER VENDORS WHERE WE'D HAVE TO DRIVE FOR QUITE A LONG TIME.

UH, HORTON ALSO IS A VERY SAFE VEHICLE.

UM, THE VEHICLES THAT WE BUY, UH, THE ONE THAT'S GETTING REPLACED THIS YEAR WAS T-BONED, UH, TWO YEARS AGO AT, UH, HARSHMAN AND NEED MORE WITH, WITH A VEHICLE THAT WAS DOING ABOUT 40 MILES AN HOUR RESULTED IN $9,000 OF DAMAGE, AND THE DRIVER HEARD A FINGER.

SO WE, UH, WE REALLY LIKED THE IDEA OF HAVING OUR PEOPLE BE IN A SAFE, RELIABLE VEHICLE.

SO, UH, WE'RE ASKING THE, UH, TO BE ABLE TO WAIVE THE BIDDING REQUIREMENTS AND ORDERING ANOTHER HORTON MEDIC FOR $265,000.

BUT THEN ALSO WE'RE TRYING TO BUILD A RECRUITING BASE.

THE HOUSE SIZE IS EXACTLY THE SAME LANGUAGE AS WHAT WAS APPROVED FOR THE OAKS.

UH, THE LANDSCAPING AND MOUNDING ALONG BELL FOUNTAIN IN PITTSBURGH IS THE EXACT SAME LANGUAGE AS WHAT'S, UH, APPROVED FOR THE OAKS.

UM, WITH THIS, THEY, THERE IS A STREET CONNECTION, JUST ONE STREET CONNECTION OFF BELL FOUNTAIN FOR PUBLIC STREETS, STANDARD STREETS, STANDARD PAVEMENT WITH STANDARD CURB STANDARD SIDEWALK ON BOTH SIDES OF THE STREET.

UM, THE OTHER PART OF THIS IS FOR WIDENING OF BELL FOUNTAIN AND FITCHBURG, UM, TO THE, UH, TYPICAL SECTION AND PUT THE FIVE FOOT SIDEWALKS

UH, THE DIFFERENCE, UH, HERE ON THIS WILL ALSO BE ALL PUBLIC UTILITIES.

SO PUBLIC SANITARY, SEWER, PUBLIC WATER, AND PUBLIC STORM SEWER, GOING TO A DETENTION BASIN THAT IS COMPLETELY ON THIS PROPERTY THAT IS LOCATED AT THE NORTHEAST CORNER OF THIS PROPOSED SUBDIVISION.

THE ONLY DIFFERENCE BETWEEN THIS PLAN AND THE, UH, THE REST OF THE OAKS IS THE LOT SIZE.

SO THE LOT SIZE THAT'S APPROVED FOR THE REST OF THE OAKS IS 85 FOOT WIDE.

THE DEPTH, THE, IF THIS MATCHES THE SAME DEPTHS, THIS MATCHES THE SAME SIDE YARD REQUIREMENTS.

THIS MATCHES THE SAME FRONT YARD REQUIREMENTS AND REAR YARD SETBACKS.

SO THE ONLY DIFFERENCE HERE IS ON THE EXTERIOR LOTS.

THERE IS THEY ARE REQUESTING A MINIMUM OF 80 FOOT LOTS.

AND THEN ON THE INTERIOR, A MINIMUM OF 75 FOOT LOTS, THAT'S WHERE IT COMES OUT TO THAT 34 NUMBER OF LOTS THAT FIT THERE.

I DID LOOK THAT AND CHECK TO GIVE YOU THE NUMBERS.

THERE ARE IN THIS PLAN, THERE ARE SIX 75 FOOT MINIMUM, LOTS, 20, 80 FOOT, LOTS, AND EIGHT OF THESE ACTUALLY MEET THE 85 FOOT CURRENTLY HAVE WITH THIS PLAN.

SO THAT IS, AND AS YOU SEE FROM THE COMMENTS FROM THE NEIGHBORS IN THE EMAILS, THAT'S THE BIGGEST CONCERN IS THIS LOT SIZE DOES NOT MEET THE LOT SIZE THAT'S APPROVED FOR THE REST OF THE OAKS OF THAT 85 FOOT.

SO, UM, ALSO, UM, THERE WERE OTHER CONCERNS THAT WERE BROUGHT UP AT PLANNING COMMISSION, UM, JUST SO THAT, UH, TO PASS THOSE ON TO COUNCIL AS WELL IS, UH, ONE OF THOSE IS, UM, ABOUT THE, UH, FIRE DEPARTMENT COMMENTS THAT ARE IN HERE.

ANYTIME YOU HAVE A SUBDIVISION OF, UH, WHEN YOU GRET YOU GET GREATER THAN 30 INDIVIDUAL SINGLE FAMILY, LOTS, THERE IS A REQUIREMENT FOR A SECONDARY ENTRANCE.

UH, SO THIS, THE REQUEST IS FOR 34, WE HAVE IN THE PAST, IN CERTAIN AREAS, ALSO IN THE OAKS, THERE IS AN AREA THAT HAS ONE ENTRANCE TO THOSE BACK CUL-DE-SACS THAT HAVE OVER 40 LOTS THAT HAVE BEEN APPROVED BY A VARIANCE THROUGH THE FIRE CHIEF.

ONE OF THE THINGS THAT WAS APPROVED OR RECOMMENDED FOR APPROVAL BY THE PLANNING COMMISSION IS SOMETHING SIMILAR THAT WE DID UP AT CARRIAGE TRAILS IS THAT THE MAIN ENTRANCE INTO HERE WOULD BE A BOULEVARD ENTRANCE.

SO IT WOULD BE SPLIT THAT YOU WOULD HAVE A DRIVE AND THEN A GREEN SPACE, THEN A DRIVE.

THIS HELPS, UH, FOR THAT, UM, THE CONCEPT OF IS IF THERE'S AN ACCIDENT AT THE MAIN ENTRANCE, HOW DOES A FIRE TRUCK OR AN AMBULANCE GET THROUGH IN CASE THERE'S A MEDIC CALL OR SOMETHING LIKE THAT, THAT, UH, THAT'S WHY THAT, THAT FIRE CODE IS IN PLACE.
