THE BMX BIKE TRACK, UH, CURRENTLY, UH, JOSH, OUR PARKS MANAGER IS WORKING WITH, HE HAS WORKED WITH SUPPLIERS FOR THE STRUCTURES THEMSELVES AND DIFFERENT DESIGNS AND LAYOUTS, UM, AND OPTIONS WITH THAT. SO HE'S GOT SOME OF THAT INFORMATION IS WORKING OUT PRICING. ALSO, HE IS CURRENTLY WORKING WITH SOME SKATEBOARD AND BIKE ENTHUSIASTS TO GET THE USER INPUT. BUT AT THAT TIME I DID NOT BRING TO YOU THE ONE-TIME CHARGES THAT WERE GOING TO HAPPEN, UH, LATER IN THIS YEAR. AND, UM, UH, THAT'S WHAT I'M BRINGING TO YOU NOW. SO, UH, ONE OF THE ITEMS IS $111,900, UH, RELATED TO COSTS THAT SUEZ INCURRED LAST YEAR THAT WERE UNEXPECTED DURING, UH, DUE TO THE, UM, UH, SOFTENING. UH, WE HAD THE UPGRADE IN THE SYSTEM AND A LOT MORE CHEMICALS THAN THEY HAD EVER ANTICIPATED, UH, WERE BEING USED. SO, UH, THEY ASKED FOR THAT REIMBURSEMENT THAT WAS PASSED IN THE CONTRACT IN JANUARY. ALSO PART OF THAT CONTRACT WHERE SOME, UH, ONE-TIME EXPENSES RELATED TO SEWER AND, UH, THOSE ARE $80,300. UH, IN ADDITION TO THAT LATER ON IN THE AGENDA TONIGHT, UM, RUSS WILL HAVE, UH, DEMOLITION OF THE, UH, WAIT, UH, NEED MORE ROAD, UH, WATER TREATMENT PLANT THAT, UH, HE NEEDS 160,000 FOR THAT. I BELIEVE IT IS. WE WERE EXPECTING IT THIS MONTH. IT'S ACTUALLY GONNA COME IN MAY 3RD. THE FINANCING TOOK PLACE, UH, LAST WEEK AND, UH, THIS $29,310 WILL BE THE FIRST, UH, LEASE PAYMENT. I DIDN'T WANT TO ASSUME THAT COUNCIL WAS GOING TO APPROVE IT AT THE LAST MEETING. SO I WAITED TILL HE APPROVED IT AND THEN BROUGHT THE FIRST LEASE PAYMENT. LIKE I SAID, IT'LL BE DUE OCTOBER ONE. AND SO I NEED THAT TO BE IN PLACE BEFORE THEN. AND, AND THE BANK'S A LITTLE PICKY ABOUT THAT TOO. THEY, THEY WANTED THAT, UH, APPROVED, UH, I WAS SUPPOSED TO SIGN OFF ON THAT AND DIDN'T, BUT THAT'S OKAY. AND THEN, UH, THE LAST ITEM I HAVE IS, UM, 184,000 AND WHAT THIS IS, IS, UH, WE'VE BEEN DOING, UH, A COUPLE OF LAND SALES. ONE WAS AT THE END OF MARCH AND OTHER ONE COMING UP AT THE END OF JUNE. UH, THOSE ARE TOTALING $600,000 IT'S, UM, LAND THAT WAS ORIGINALLY PURCHASED WITH WATER FUND MONIES. SO THE WATER FUND NEEDS TO BE PAID BACK. AND SO BASICALLY THE TED FUND WOULD BE PAYING THE WATER FUND, THE 184,000 AND THEN THE PROCEEDS WOULD ALL GO TO THE TED FUND. SO THAT, THAT DIFFERENCE OF 416,000 WOULD BE IN THE TED FUND FOR OTHER ECONOMIC DEVELOPMENT RELATED PROJECTS. SO WE HAVE TO KEEP THE BOOKS CLEAN. AND SO WHEREVER THAT LAND WAS ORIGINALLY PURCHASED, THAT THAT, UM, FUND NEEDS TO BE PAID BACK. AND THAT'S WHY I HAVE THAT ON HERE. SO THAT HAS OBVIOUSLY BUMPED US DOWN ON THE LIST, BUT WE ARE ANTICIPATING DELIVERY OF THE MEDIC THAT WE BOUGHT LAST YEAR. AND THAT WE JUST TALKED ABOUT TONIGHT WITH THE FINANCING. THE HOUSE SIZE IS EXACTLY THE SAME LANGUAGE AS WHAT WAS APPROVED FOR THE OAKS. UH, THE LANDSCAPING AND MOUNDING ALONG BELL FOUNTAIN IN PITTSBURGH IS THE EXACT SAME LANGUAGE AS WHAT'S, UH, APPROVED FOR THE OAKS. UM, WITH THIS, THEY, THERE IS A STREET CONNECTION, JUST ONE STREET CONNECTION OFF BELL FOUNTAIN FOR PUBLIC STREETS, STANDARD STREETS, STANDARD PAVEMENT WITH STANDARD CURB STANDARD SIDEWALK ON BOTH SIDES OF THE STREET. UM, THE OTHER PART OF THIS IS FOR WIDENING OF BELL FOUNTAIN AND FITCHBURG, UM, TO THE, UH, TYPICAL SECTION AND PUT THE FIVE FOOT SIDEWALKS [00:40:01] IN FRONT ON BELL FOUNTAIN AND FITCHBURG. UH, THE DIFFERENCE, UH, HERE ON THIS WILL ALSO BE ALL PUBLIC UTILITIES. SO PUBLIC SANITARY, SEWER, PUBLIC WATER, AND PUBLIC STORM SEWER, GOING TO A DETENTION BASIN THAT IS COMPLETELY ON THIS PROPERTY THAT IS LOCATED AT THE NORTHEAST CORNER OF THIS PROPOSED SUBDIVISION. THE ONLY DIFFERENCE BETWEEN THIS PLAN AND THE, UH, THE REST OF THE OAKS IS THE LOT SIZE. SO THE LOT SIZE THAT'S APPROVED FOR THE REST OF THE OAKS IS 85 FOOT WIDE. THE DEPTH, THE, IF THIS MATCHES THE SAME DEPTHS, THIS MATCHES THE SAME SIDE YARD REQUIREMENTS. THIS MATCHES THE SAME FRONT YARD REQUIREMENTS AND REAR YARD SETBACKS. SO THE ONLY DIFFERENCE HERE IS ON THE EXTERIOR LOTS. THERE IS THEY ARE REQUESTING A MINIMUM OF 80 FOOT LOTS. AND THEN ON THE INTERIOR, A MINIMUM OF 75 FOOT LOTS, THAT'S WHERE IT COMES OUT TO THAT 34 NUMBER OF LOTS THAT FIT THERE. I DID LOOK THAT AND CHECK TO GIVE YOU THE NUMBERS. THERE ARE IN THIS PLAN, THERE ARE SIX 75 FOOT MINIMUM, LOTS, 20, 80 FOOT, LOTS, AND EIGHT OF THESE ACTUALLY MEET THE 85 FOOT CURRENTLY HAVE WITH THIS PLAN. SO THAT IS, AND AS YOU SEE FROM THE COMMENTS FROM THE NEIGHBORS IN THE EMAILS, THAT'S THE BIGGEST CONCERN IS THIS LOT SIZE DOES NOT MEET THE LOT SIZE THAT'S APPROVED FOR THE REST OF THE OAKS OF THAT 85 FOOT. SO, UM, ALSO, UM, THERE WERE OTHER CONCERNS THAT WERE BROUGHT UP AT PLANNING COMMISSION, UM, JUST SO THAT, UH, TO PASS THOSE ON TO COUNCIL AS WELL IS, UH, ONE OF THOSE IS, UM, ABOUT THE, UH, FIRE DEPARTMENT COMMENTS THAT ARE IN HERE. ANYTIME YOU HAVE A SUBDIVISION OF, UH, WHEN YOU GRET YOU GET GREATER THAN 30 INDIVIDUAL SINGLE FAMILY, LOTS, THERE IS A REQUIREMENT FOR A SECONDARY ENTRANCE. UH, SO THIS, THE REQUEST IS FOR 34, WE HAVE IN THE PAST, IN CERTAIN AREAS, ALSO IN THE OAKS, THERE IS AN AREA THAT HAS ONE ENTRANCE TO THOSE BACK CUL-DE-SACS THAT HAVE OVER 40 LOTS THAT HAVE BEEN APPROVED BY A VARIANCE THROUGH THE FIRE CHIEF. ONE OF THE THINGS THAT WAS APPROVED OR RECOMMENDED FOR APPROVAL BY THE PLANNING COMMISSION IS SOMETHING SIMILAR THAT WE DID UP AT CARRIAGE TRAILS IS THAT THE MAIN ENTRANCE INTO HERE WOULD BE A BOULEVARD ENTRANCE. SO IT WOULD BE SPLIT THAT YOU WOULD HAVE A DRIVE AND THEN A GREEN SPACE, THEN A DRIVE. THIS HELPS, UH, FOR THAT, UM, THE CONCEPT OF IS IF THERE'S AN ACCIDENT AT THE MAIN ENTRANCE, HOW DOES A FIRE TRUCK OR AN AMBULANCE GET THROUGH IN CASE THERE'S A MEDIC CALL OR SOMETHING LIKE THAT, THAT, UH, THAT'S WHY THAT, THAT FIRE CODE IS IN PLACE. SO THAT WAS A RECOMMENDATION FROM PLANNING COMMISSION THAT, UM, A BOULEVARD ENTRANCE GET PUT IN TO THAT FIRST STREET, UH, TO HELP RELIEVE THAT CONCERN. ANOTHER CONCERN, THIS DRAWING THAT'S BEING SHOWN HAS ADDRESSED THIS ISSUE, BUT, UM, THEIR ORIGINAL PLAN SHOWED A LITTLE BIT OF GREEN SPACE AT THE CENTER OF THAT INTERIOR AREA. UM, CONCERNS WERE BROUGHT UP ABOUT THE SIZE OF THAT, THAT IT WASN'T REALLY A BIG SPACE. AND IF ALL OF THOSE RESIDENTS PUT UP LIKE PRIVACY FENCES, NOW YOU HAVE AN AREA WHERE KIDS CAN GO AND YOU CAN'T SEE FROM THE STREETS. SO MORE OF A SAFETY ISSUE. SO, UH, UH, PLANNING COMMISSION DID RECOMMEND THAT THAT AREA BE REMOVED FROM THE PLAN. SO THIS UPDATED DRAWING SHOWS THAT, UH, MAKE SOME OF THOSE LOTS, A LITTLE BIT LARGER. UM, THAT'S A LITTLE BIT MORE DEPTH THERE TO TAKE AWAY THAT GREEN SPACE. UM, ONE OTHER CONCERN THAT WAS BROUGHT UP, UM, BY A COUPLE OF RESIDENTS IS OVER IN THE OAKS AS PART OF THE HOMEOWNERS HOMEOWNERS ASSOCIATION. THERE'S A REQUIREMENT FOR BASEMENTS THAT WAS NOT AN APPROVAL THROUGH ZONING. IT WAS NOT A CITY REQUIREMENTS. THERE'S NOWHERE IN THE CITY CODE THAT REQUIRES BASEMENTS IN ANY OF OUR ZONING DISTRICTS. SO THROUGH THAT DISCUSSION PLANNING COMMISSION DECIDED NOT TO RECOMMEND, BUT IT'S REQUIRED TO HAVE BASEMENTS ON ALL OF THESE LOTS. THAT WOULD BE UP TO THE HOME BUYER THAT, UH, AND, UM, IT WAS, UH, MENTIONED BY THE APPLICANTS THAT, UH, THEY'RE PROBABLY A MAJORITY OF THEM, OR MAYBE ALL OF THEM WOULD REQUEST BASEMENTS.
