[00:00:04]

I SHOULD HAVE CALLED A MEETING OF THE CITY, HEBER HEIGHTS PLANNING COMMISSION TO ORDER SECRETARY.

WILL YOU MR. JEFFRIES, MS. THOMAS? YES.

MS. FARRAGO.

YES.

MR. WALTON.

WE ARE WELCOME EVERYONE ON A NICE, STILL SUNNY DAY.

ANYONE ELSE ON THE DICE HAVE ANY OPENINGS? HOW MUCH THIS IS THE APPROPRIATE TIME FOR ANY CITIZEN'S COMMENTS, NOT PERTAINING TO ITEMS ON THE AGENDA.

WE'LL MOVE ON TO SWEARING OF WITNESSES.

I ANNOUNCED IN ACCORDANCE WITH THE RULES OF THE PLANNING COMMISSION, ANYONE WHO MAY WISH TO SPEAK OR GIVE TESTIMONY REGARDING THE ITEMS ON THE AGENDA THIS EVENING NEEDS TO BE SORTED.

SO I ASK EVERYONE TO STAND, RAISE YOUR RIGHT HAND AND RESPOND.

I DUE TO THE FOLLOWING OF JEEZ, DO YOU HEREBY SWEAR OR AFFIRM THE THREAT OF PERJURY TO TELL THE TRUTH, THE WHOLE TRUTH AND NOTHING BUT THE TRUTH SO HELP YOU GOD, PLEASE BE SEATED.

ALSO, ANYONE WISHING TO SPEAK TONIGHT, I COULD STEP TO THE PODIUM AND SPELL THEIR NAME FOR THE RECORD ON THE SHEET PROVIDED WE HAVE NO PENDING BUSINESS.

OUR FIRST ITEM AND NEW BUSINESSES, A DETAILED DEVELOPMENT PLAN.

THE APPLICANT DEC LAND COMPANY ONE LLC IS REQUESTING APPROVAL.

THE DEVELOPMENT PLAN FOR SECTION SIX, PHASE SIX AT PHASE SEVEN OF CARRIAGE TRAILS DEVELOPMENT ZONING CASE 21 DASH OH FIVE.

MR. FALCON, THANK YOU.

AND GOOD EVENING.

OUR A FIRST CASE TONIGHT IS A DETAILED DEVELOPMENT PLAN FOR CARRIAGE TRAILS, SECTION SIX, PHASE SIX AND SEVEN.

UM, THIS IS, UM, AS YOU CAN SEE UP ON THE SCREEN, THIS IS THE BLUE AREA THAT, UH, THERE'S, UH, 68 LOTS THAT ARE BEING PROPOSED IN THIS AND A LITTLE OVER 24 ACRES.

THIS UH, THAT IT'S GETTING CLOSE TO THE END OF CARRIAGE TRAILS.

WHAT YOU SEE HIGHLIGHTED IN THE RED IS, ARE AREAS THAT HAVE ALREADY BEEN APPROVED AND BUILT OR CURRENTLY UNDER CONSTRUCTION.

UH, SO THERE'S JUST A SMALL AREA THERE TO THE EAST SIDE IN THAT SECTION TWO AREA.

UM, AND THEN A LITTLE BIT IN SECTION SEVEN THERE ON THE NORTH END THAT STILL HAS SOME LOTS AVAILABLE, UM, AFTER, UH, A SET OF THOSE LOTS.

SO WITH THIS PROPOSAL, UH, THIS IS, UH, AS I MENTIONED, UH, AS FOR A SECTION SIX, PHASE SIX IS FOR 32 HOUSES IN SECTION SEVEN, UM, IS FOUR 50 HOUSES.

SO I APOLOGIZE IF 82 NEW HOMES IS THE TOTAL IN THAT IT'S COMBINATION OF 60 AND 70 FOOT LOTS.

UM, AS YOU REMEMBER THAT AS PART OF THE ORIGINAL BASIC DEVELOPMENT PLAN APPROVAL, THE SIZE OF LOSS, ANY OF THOSE SOUTHERN LOTS THAT A BOX UP AGAINST THE EXISTING LOTS TO THE SOUTH US ARE REQUIRED TO BE THE 70 FOOT LOTS.

SO A LITTLE BIT LARGER TO MATCH THE LOT SIZES TO THE SOUTH, UM, FURTHER INTO THE NORTH IS WHERE THE 60 FOOT LOTS ARE EACH OF THESE, UH, LOTS THAT ARE SERVICED BY PUBLIC SEWER AND WATER.

UM, SO THERE ARE THE PROPER, UH, SANITARY SEWER LINES AND WATER LINES THAT GO THROUGH HERE.

FIRE DEPARTMENT HAS REVIEWED THIS FOR FIRE HYDRANT PLACEMENT TO MAKE SURE THAT'S ADEQUATE AS WELL.

UM, ONE OF THE THINGS THAT, UH, WITH THIS, UH, THERE IS A CONNECTION TO THE SOUTH DOWN TO TROWBRIDGE WAY.

UH, SO THERE WILL BE A STREET CONNECTION.

THIS WAS CALLED OUT AS PART OF THAT BASE DEVELOPMENT PLAN, UM, AS A FUTURE CONNECTION THAT CAN COMPLETE SOME LOOP CONNECTIONS AND EMERGENCY ACCESS, UH, FOR, UH, THE FIRE VEHICLES.

AND IT IS A PUBLIC STREAM CONNECTION.

ALSO PART OF THAT CONNECTION IS, UM, THERE WILL BE A SANITARY SEWER CONNECTION AND A WATER CONNECTION DOWN, UH, UH, TO DEER BLUFF THAT, UH, UM, COMPLETES A LOOP, UH, TO STANDARIZE THE PRESSURE AND FLOW, UH, WITHIN THAT AREA DRAINAGE IN THIS AREA, DRAINAGE GOES TO IN THIS AREA, PLUS, UH, ALONG THAT SOUTHERN LINE, THEY ARE, UH, RUNNING A SET OF CATCH BASINS AND SWALES TO KEEP ANY WATER FROM GOING TO THE SOUTH TO THOSE NEIGHBORING PROPERTIES.

SO IT IS COLLECTING ALL OF THAT WATER ONSITE AND ROUTING THEM THROUGH THE, UH, STORM SEWER SYSTEM AND INTO THOSE DETENTION BASINS.

AND THEN IT DOES GET ROUTED OUT INTO THE CREEK TO THE, UH, NORTHEAST.

UM, THIS DOES, UH, MEET ALL OF THE ORIGINAL

[00:05:01]

REQUIREMENTS AND THE ORIGINAL BUBBLE PLAN FROM THE BASIC DEVELOPMENT PLAN THAT, UH, WAS, UH, UH, APPROVED PREVIOUSLY IN 2008.

AND, UH, I'LL BE HAPPY TO ANSWER A QUESTIONS.

I KNOW THE APPLICANTS ONLINE AND, UH, PIERCE.

WE HAVE A COUPLE OF PEOPLE IN THE AUDIENCE TOO.

THANK YOU.

ANY QUESTIONS FOR STAFF, MR. JEFFRIES, SORT OF SCOTT ON THE FRONT PAGE A LOT, ONE 27.

IS THERE SOMETHING, CAUSE THAT'S THE ONE THAT'S LIKE, IT'S GOT A HOUSE MARKER ALREADY ON IT AND IT'S KIND OF ODD SHAPED, ESPECIALLY AS YOU GO TO THE BACKYARD AND THEN KIND OF ANGLES BACK AND THEN JOGS OFF ANOTHER DIRECTION.

IS THERE A REASON THAT WE DIDN'T MAKE THAT JUST A STANDARD SHAPED? OKAY.

SO, UM, THIS IS THE SECOND VERSION OF THIS SET OF PLANS.

UM, WHEN IT FIRST CAME THROUGH, I MADE A COMMENT ABOUT THAT LOT TO MAKE SURE THAT SINCE THOSE ARE 60 FOOT MINIMUM, LOTS THAT THE 60 FOOT MEETS AT THE REAR OF THE BUILDING PAD.

SO THAT'S WHY THEY ACTUALLY DREW THAT PAT IN TO SHOW THAT IT DOES MEET THAT REQUIREMENT.

THEY DID HAVE TO MAKE A COUPLE OF LITTLE ADJUSTMENTS TO, UH, FROM WHAT THE ORIGINAL PLAN WAS TO MAKE THAT WORK.

SO THAT'S WHY YOU HAVE THAT, UH, THAT SHAPE SINCE IT'S ON A CURVE LIKE THAT.

UM, IT'S COMING BACK BASICALLY LIKE AN APPLIED SHAPE IN THE BACK.

UM, THIS GAVE A LITTLE MORE, UH, ROOM IN THE REAR YARD, UM, THAN PREVIOUSLY.

SO THAT'S WHY MORE ROOM AND STEPS.

YOU MEAN NOT IN WIDTH, IT'S A LITTLE BIT MORE WITH IT THAN WHAT IT WAS ORIGINALLY PROPOSED.

ORIGINALLY WE'RE POSING IT'S 60 FEET WIDE AND THE 50 FOOT HOUSE.

IT CAN'T GET ANY TIGHTER.

CAN IT THAT'S RIGHT.

SO WE'RE SQUEEZING THIS IN THE WELL, UM, THEY WERE ABLE TO ADJUST, UH, SOME LOT LINES AROUND THE SIDES TO MAKE THIS WORK, TO MAKE SURE THAT IT MEETS THE REQUIREMENT OF 60 FEET AT THE REAR OF THE BUILDING.

YEAH.

I JUST SEE THAT BEING A CONCERN WHEN THEY SQUEEZE THAT HOUSE IN THERE WITH THE PERFECTION THEY'RE SHOOTING FOR, THAT'S JUST THE PAD TO THE ACTUAL HOUSE WHO KNOWS WHAT SIZE, THE SMALLEST, UH, DEPTH THAT MAY NOT BE A 60 FOOT OR A 50 FOOT WIDE.

SO THERE THEY'VE GOT SEVERAL OPTIONS THAT COULD WORK THERE.

I WAS THINKING 50 WAS THE SMALLEST HOUSE IS GOING TO BE THEIR LARGEST HOUSE, CORRECT.

WON'T WORK.

AND YOU COULDN'T SELL A HOUSE THERE WITH THEIR LARGEST HOUSE.

THE OTHER QUESTIONS FOR STAFF TO ASK ABOUT TROWBRIDGE ROAD, IS THAT GOING TO BE OPEN SO THAT YOU'LL BE ABLE TO ACT EXIT? YES, THAT WOULD BE A PUBLIC STREET CONNECTION.

AND AS I, I FORGOT TO MENTION IN MY REPORT, IN YOUR PROPOSED DECISION RECORD, I DO HAVE NUMBER THREE THAT NO CONSTRUCTION TRAFFIC IS ALLOWED TO USE TROWBRIDGE WAY.

ALL CONSTRUCTION TRAFFIC HAS TO COME FROM THE NORTH THROUGH THE CARRIAGE HILL, BUT THE OTHER, THE CARRIAGE TRAILS DEVELOPMENT.

UM, BUT YES, IT'S A PUBLIC STREET CONNECTION, FULL ACCESS, AND THEN THEY CHANGE THE NAME.

ONCE YOU GET TO THAT, ONCE IT GETS TO THE, THE NAME WILL ACTUALLY CHANGE UP THE STREET ACROSS STATE.

ANY OTHER QUESTIONS FOR STAFF WE'LL OPEN UP FOR THE PUBLIC, ANYONE WISHING TO SPEAK FOR THE APPLICANT? IF YOU CAN HEAR ME, I'LL BE GLAD TO MAKE A FEW COMMENTS.

WE CAN HEAR YOU LOUD AND CLEAR MR. CONAWAY.

ALL RIGHT.

THANK YOU.

THIS 10 CONAWAY WITH CARRIAGE TRAILS, UH, NOTHING REALLY TO ADD TO SCOTT'S PRESENTATION WHILE COVERED AS ALWAYS, UH, BE GLAD TO GIVE YOU A QUICK SALES REPORT, UH, 17 HOMES OR 17 LOTS WE'VE SOLD THIS YEAR SO FAR BRINGING OUR TOTAL TO 1,123.

UH, AS I TOLD YOU, BEFORE WE BACKED OFF A LITTLE BIT LAST YEAR, ANTICIPATING A GREATER IMPACT FROM THE PANDEMIC THAT WE DIDN'T EXPERIENCE.

UH, WE ARE CHOMPING AT THE BIT FOR SPRING TO GET BUILDING AGAIN BECAUSE OUR BUILDERS ARE IN NEED OF NEW LOTS.

SO IT'S A GREAT PROBLEM.

THEN I'LL BE GLAD TO ANSWER ANY OTHER QUESTIONS THAT YOU MIGHT HAVE.

THANK YOU.

ANY QUESTIONS FOR THE APPLICANT, MR. GO AHEAD.

YEP.

CANDIDATES JIM.

SO ON THAT ONE 27, ONE 28, THE PROPERTY LINE DIVIDING THEM.

I MEAN, IT WAS THERE ANY WAY TO MAKE THAT WHERE IT'S A STRAIGHT LINE AND IT'S STILL FIT? MY CONCERN IS FOR WHOEVER BUYS LOT, ONE 27, IF, IF THEY DON'T KNOW GOING IN THAT THEY'RE GETTING A PIE WEDGE IN THE BACK AND THEN IT KIND OF JOGS OFF, ESPECIALLY AT THE BACK OF THE PROPERTY LINE.

SO WAS THERE A WAY THAT, THAT PROPERTY LINE BETWEEN ONE 27,

[00:10:01]

ONE 28 COULD HAVE BEEN MORE UNIFORM INSTEAD OF CARVING IT OUT? SORRY, IS THAT THAT'S A QUESTION FOR ME.

I'M HAVING A HARD TIME HERE IN JIM, WHEN HE'S SPEAKING, CAN YOU HEAR ME A LITTLE BETTER? YEAH, THAT'S FINE.

ALL RIGHT.

SO ON ONE 27, ONE 28, THE PROPERTY LINE BETWEEN THE TWO, HOW IT GOES STRAIGHT BACK AND THEN CUTS OUT.

IS THERE NOT A WAY THAT THOSE TWO LOTS FIT WITH JUST A STRAIGHT UNIFORM PROPERTY LINE? MY CONCERN IS WHEN PEOPLE BUY, SOMEBODY BUYS ONE 27 AND THINKS THEY'VE GOT A YARD THAT THEY DON'T HAVE.

IF THEY'RE LOOKING AT WHILE IT'S BARE GROUND, IS THERE A WAY THAT THAT WOULD HAVE FIT IF WE DID HAVE MORE OF A UNIFORM YARD, I GUESS, IS WHAT I'M LOOKING AT? SCOTT MENTIONED, WE'VE LOOKED AT THAT THINGS HALF, YOU KNOW, HALF A DOZEN DIFFERENT WAYS.

THE PROBLEM WITH MOVING THE, UH, FORWARD PART OF THE LINE IS THAT YOU SQUEEZED THE SETBACK ON ONE 28.

UM, SO THIS WAS KIND OF A COMPROMISE TO GIVE BOTH LOTS ADEQUATE SETBACK AND GIVE LOT ONE 27 GREENSPACE ACCESS BECAUSE THAT SLIVER THAT COMES IN FROM THE SOUTH IS THE ONLY WAY TO GET INTO THAT GREEN SPACE WITHOUT BEING ON A LOT.

AND WE WANTED TO MAKE SURE THAT EVERY YARD HAD ACCESS.

THANKS.

ARE THERE ANY OTHER QUESTIONS, EXCUSE ME FOR THE APPLICANT.

THANK YOU, SIR.

THANK YOU VERY MUCH.

IS THERE ANYONE ELSE WISHING TO SPEAK ON THIS ZONING CASE PLEASE COME FORWARD, SIR.

MY NAME IS TIM BAKER AND I LIVE ON, UH, DEER BLUFF DRIVE.

AND I WOULD SAY APPROXIMATELY WHERE LOT 35 WOULD BE.

UM, MY FIRST QUESTION, THAT'S A 15 FOOT SPACE IN BETWEEN.

THERE IS THAT WHAT YOU HAVE IS THAT WHEN I'M LOOKING AT THERE, IT SAYS 25 FOOT REAR SETBACK, A 15 FOOT EASEMENT.

IS THERE A SPACE IN BETWEEN MY LOT AND THE NEXT LOCK THERE? IS THAT HOW I'M READING THAT? CAN I SHOW YOU ON THE MAP? I, I, I UNDERSTAND WHAT YOU'RE SAYING.

OKAY.

SO, OKAY.

UM, SORRY.

I WAS LOOKING DOWN FURTHER ON DIFFERENT LINES.

UM, SO, UH, ALL OF THESE LOTS HAVE A CERTAIN REAR SETBACK THAT THEY CANNOT BUILD THE HOUSE AND THE 25 FEET IS WHAT THAT IS.

SO THERE CANNOT BE, THE HOUSE CAN NOT BE WITHIN 25 FEET OF THE REAR LOT.

THE, THERE WAS AN EASEMENT PROPOSED FOR THE STORM SEWER.

SO THAT'S WHAT THE 15 FOOT IS, IS THAT THE 15 FOOT IS FOR DRAINAGE.

I GOT TO MAKE SURE THAT THE WATER GOES IN THAT AREA.

THAT'S WHERE THE STORM IS.

THERE IS SO THE CITY CAN COME IN AND MAINTAIN THAT.

OKAY.

SO THAT WAS MY QUESTION.

WHEN YOU SPOKE OF SWELLING THE GROUND AND PUTTING THE WATER, THAT'S A REALLY WET AREA RIGHT THERE RIGHT NOW.

IT'S THE ANKLE DEEP RIGHT NOW.

YEAH.

THAT'S WHY THEY'LL PUT IN THESE CATCH BASINS TO COLLECT THAT WATER TOO.

YEAH.

IT'S GOING TO SLOPE IN BETWEEN THAT 25 FOOT AND IN BETWEEN THE SWALED YES.

OKAY.

WE'LL BE DONE ON YOUR PROPERTY.

NO, NO.

I'M JUST MAKING SURE THAT OUR WATER DOESN'T AFFECT THEM AND THEIR WATER.

DOESN'T AFFECT ME A LITTLE BIT OF YOUR BACKYARD, I THINK WOULD FLOW INTO THAT.

THAT'S NATURAL AND THAT'S WHAT WE'RE SUPPOSED TO GET.

RIGHT.

OKAY.

UM, DO WE HAVE A TIMEFRAME ON, AND I'M TAKING THAT, THAT, THAT AREA OVER THERE WHERE THE CUL-DE-SAC IS PHASE SEVEN, CORRECT? YES.

AND, UH, MR. CONAWAY, UH, CAN PROBABLY GIVE AN UPDATE ON TIMING OF HOW THIS WILL BE BUILT OUT TIMING WISE.

UH, WE'RE, WE'LL START ON THIS AS SOON AS THE WEATHER BREAKS.

SO YOU'RE GOING TO SEE WHATEVER'S LEFT THERE.

YOU'RE GOING TO COME IN AND CLEAR EVERYTHING RIGHT NOW.

SO THEY WON'T BE, WON'T DO FACE SIX FIRST AND THEN OVER IN THE FACE, THE HONEY LOCUST STREET THAT CALLED THE SACKS THERE.

I'M BEHIND APPROXIMATELY 35 OR 30 LOT 34.

APPROXIMATELY WHAT TIME FRAME WOULD YOU BE OVER WORKING MONTH? TWO WEEKS, SIX MONTHS, I THINK.

UH, MR. KIND OF WAY, IF YOU, UH, UNDERSTAND THE QUESTION

[00:15:01]

IT'S WITH, ARE YOU LOOKING TO DO ALL OF THESE LOTS TO CONSTRUCTION STARTING IN THE SPRING OR SPLITTING THIS INTO TWO, STARTING ONE SECTION IN THE SPRING.

AND THEN ONE LATER IN THE SUMMER, NOW OUR PLAN IS TO START THEM ALL AT ONE TIME BECAUSE OF THE DIRT BALANCE ON THE BUILD OUT.

AND AS YOU ALLUDED TO SCOTT GETTING SOME OF THAT STORM SEWER INTO TO DRAIN THE AREAS THAT ARE WET.

OKAY.

ALL RIGHT.

MUCH APPRECIATE IT.

SO DID YOU SIGN IN, THANK YOU.

ALL RIGHT.

THANK YOU.

ANYONE ELSE WISHING TO SPEAK ON THIS ZONING CASE? YES.

YES.

IS THAT A DRAWING AVAILABLE TO US? SO WE KNOW IT'S CURRENTLY ONLINE WHERE YOU CAN GET IT AND THEN ALSO, UM, YOU HAVE TWO ONLINE.

OKAY.

YOU CAN HAVE MY COPY.

YEAH.

OKAY.

I COULD PROBABLY GET ON AND I THINK YOU'VE ANSWERED MY QUESTION THAT THE, THERE WILL BE NO CONSTRUCTION TRAFFIC USING TOLL BRIDGE THAT ENTRANCEWAY RIGHT THERE, THAT THE LITTLE JOG UP AT THIS POINT THAT THERE IS A UTILITY CONNECTION THERE, SANITARY AND WATER.

SO WHEN THEY'RE WORKING THERE, THERE WILL BE CONSTRUCTION.

YEAH.

TRUCKS.

THEY ARE, BUT EVERYTHING FOR COMMON TRAITS AND ALL THAT WILL ALL COME FROM THE NORTH, THE COMMON TRADES WILL BE COMING FROM THE CARRIAGE TRAIL.

YES.

APPROACH.

YES.

I THINK THAT'S THE ANSWER TO MY QUESTION FOR THAT PART.

AND IF THEY'RE NOT, PLEASE GIVE US A CALL.

IS THERE ANYONE ELSE WISHING TO SPEAK ON THIS OWNING CASE HEARING? NO ONE WILL CLOSE THAT TO THE PUBLIC.

IS THERE A MOTION TO APPROVE THE APPLICATION BY THE APPLICANTS DEC LAND COMPANY, ONE LLC FOR APPROVAL OF A DETAILED DEVELOPMENT PLAN FOR SECTION SIX, PHASE SIX AND SECTION SIX PHASE SEVEN OF THE CARRIAGE TRAILS DEVELOPMENT ZONING CASE 21 DASH OH FIVE IN ACCORDANCE WITH THE RECOMMENDATIONS OF STAFF'S MEMORANDUM DATED FEBRUARY 17TH, 2021.

AND THE PLANNING COMMISSION'S DECISION RECORD ATTACHED THERE TO MOVE BY MS. VARGOS OR SECOND SECOND BY MISS UP.

SECRETARY, WILL YOU PLEASE CALL THE ROLE MR. JEFFRIES? YES.

YES.

MS. THOMAS, YES.

AS FAR AGAIN.

YES.

MR. WALL.

YES.

MOTION PASSES FIVE TO ZERO WHAT'S FOR THE APPLICANT.

UH, THE NEXT STEP WOULD BE TO FINALIZE ANY COMMENTS ON THE CONSTRUCTION DRAWINGS AND GET THE GRADING PERMIT.

FANTASTIC.

THANK YOU.

THANK YOU VERY MUCH.

THANK YOU.

NEXT TIME.

UH, ON THE AGENDA IS APPROVAL OF MINUTES WITHOUT OBJECTIONS TO THE MINUTES OF THE FEBRUARY 9TH, 2021 PLANNING COMMISSION MEETING WOULD BE APPROVED, NO OBJECTIONS.

THEY ARE APPROVED REPORTS AND CALENDAR REVIEW FOR .

UH, YES.

UM, ONE, UH, JUST AS A REMINDER, I DID, UH, JERRY DID SEND OUT AN EMAIL EARLIER TODAY NOTICING THAT, UH, LAST NIGHT AT THE CITY COUNCIL MEETING THE, UH, QUAIL RIDGE PROJECT THAT CAME THROUGH PLANNING COMMISSION, UH, THEY DECIDED TO WAVE THE SECOND RATING AND THEY PASSED LAST NIGHT WITH NO MODIFICATIONS FROM THE RECOMMENDATION FROM PLANNING COMMISSION, UM, AT OUR NEXT MEETING, WHICH IS MARCH 9TH.

UH, WE HAVE A, UH, REZONING, WHICH IS THE BROAD REACH RETAIL, UH, PROJECT.

THAT'S THE ONE THAT CAME THROUGH FOR THE PRE-APPLICATION CONFERENCE, UH, SEVERAL WEEKS AGO, UM, UP AT THE CORNER OF TAYLORSVILLE AND OLD TROY PIKE.

UM, AND THEN ALSO WE WILL HAVE A, UH, A LOT SPLIT REPLANTS DOWN AT MARION MEADOWS.

SO SOME OF THOSE PROPERTY LINES WE'RE COMBINING AND CREATING SOME NEW LOTS AS, UH, UM, THE, UH, THE LIBRARY IS LOOKING TO, UH, BUILD FOR THE CITY TO BE ABLE TO SELL OFF A CERTAIN OF THOSE INDIVIDUAL LOTS.

SO THE FIRST STEP OF REARRANGING, SOME OF THOSE LOTS IS, UH, UM, GOING TO COME THROUGH AND JUST KNOW THAT WE'RE PROBABLY GOING TO DO THIS SEVERAL TIMES THROUGHOUT THE PROJECT AS DIFFERENT PHASES COME THROUGH, UM, JUST TO, UH, KEEP THINGS MOVING.

UM, CAUSE WE WON'T HAVE 100% DESIGN OF THE WHOLE AREA ALL AT ONCE UPFRONT.

SO, UM, YOU'LL SEE THAT KIND OF PIECEMEAL THROUGH THE YEAR, NOT ONE AUNT THAT'S BEEN SPLIT OFF, DO THEY HAVE A USER BY THE LIBRARY? AND UM, ALSO, UH, WHERE, UH, SIT, STAY

[00:20:01]

IN PLAY IS THAT HAS A NEW OWNER THAT'S CALLED DOGTOWN.

UM, THAT THAT'S, UH, THAT AREA IS BEING REDONE IN THAT AREA AS WELL.

SOUNDS EXCITING.

DOES ANYONE ELSE HAVE ANYTHING TO BRING BEFORE THE PLANNING COMMITTEE QUESTION? I THINK WE MIGHT'VE TOUCHED BASE BEFORE RURAL KING AND WHERE IT'S AT CURRENTLY.

IT'S A PUD, ISN'T IT? UM, YES, RURAL KING IS PLANNED COMMERCIALLY.

OKAY.

SO WHAT WOULD WE DO TO REVIEW OR LOOK AT THAT BASED ON HOW IT'S JUST OVERRUN INTO THE PARKING LOT AND BARRICADED LIKE PARKING TRAFFIC OR FLOW OF TRAFFIC, THE BARRICADES THAT WAS APPROVED BY PLANNING COMMISSION.

OKAY.

THAT WAS BEFORE I GOT HERE, IT JUST LOOKS PRETTY ROUGH.

AND THEN WHEN DON'T WANT TO CUT THROUGH THE DIRECTION OF TRAFFIC YOU HAVE TO, BECAUSE THEY BLOCKED IT OFF COMPLETELY.

SO, AND THEN ALL THE OUTDOOR STORAGE IS APPROVED TO BE OUT IN THE PARKING LOT INSTEAD OF CLEANED UP AND TO THE SIDE.

AND OVER THE YEAR THEY HAVE COME BACK THREE OR FOUR DIFFERENT TIMES WITH DIFFERENT AREAS AND EXPANSION OF AREAS, UH, FOR APPROVAL AND, UH, OUR CODE ENFORCEMENT DEPARTMENT.

IF THEY GET ONE, IF THEY GET ANY COMPLAINTS, WE'LL GO CHECK THINGS OUT, UM, TO MAKE SURE THAT IT STILL MEETS THE INTENT THAT'S HAPPENED BEFORE, WHERE THEY'VE PUT OUT CERTAIN THINGS IN AREAS WHERE THEY IT'S JUST ALL OVER THE PLACE AND, UM, THEY'VE COME BACK AND COMPLIANCE.

SO, UM, I CAN PASS ON YOUR CONCERNS TO HAVE THEM CHECK TO SEE.

YEAH, I APPRECIATE IT.

YEAH.

IT'S BEEN BROUGHT UP TO ME MORE THAN ONCE FROM OTHER PEOPLE AND IT, I MEAN, IT'S NOT THE BEST LOOK.

I KNOW LOWE'S KEEPS EVERYTHING BEHIND A FENCE AREA AND SEPARATED.

AND I THOUGHT THAT WAS THE WAY WE'RE WORKING STARTED.

EVERYTHING WAS USED TO BE OFF TO THE BACK TO THE SIDE AREA THERE AND THEN THEY'VE EXPANDED OUT INTO THE LOT.

SO, I MEAN, IT LOOKS LIKE A STORAGE YARD AND A PARKING LOT.

SO ANY OTHER COMMENTS? THANK YOU EVERYONE FOR COMING OUT TONIGHT.

WHEN YOU GO OUTSIDE, PLEASE DO NOT BE AFRAID.

IT'S STILL LIGHT OUT.

THANK YOU FOR COMING.

WE ARE ADJOURNED.
