NEXT UP, IS IT NUMBER SEVEN, SPECIAL PRESENTATIONS AND ANNOUNCEMENTS.
[8. Citizens Comments]
COMMENTS.UM, MR. JEFF MORFORD, IF YOU PLEASE COME TO THE PODIUM.
[00:05:01]
THANK YOU.I'M A MIAMI COUNTY BETHEL TOWNSHIP RESIDENT.
AGAIN, MY NUMBERS AND INFORMATION MIGHT NOT BE EXACTLY ACCURATE, BUT I HOPE YOU'LL GET THE IDEA.
I HAVE SOME INFORMATION, IDEAS THAT I BELIEVE MIGHT BE OF INTEREST AS IT RELATES TO ANNEXATION REQUESTS FROM MIAMI COUNTY, BETHEL TOWNSHIP, LAND OWNERS AND DEVELOPERS.
PRIOR TO 2020, BETHEL TOWNSHIP TRUSTEES ACCEPTED A ZONING REQUEST AND BUILDING PLAN RELATING TO 93 ACRES ZONED AGRICULTURAL PER NUMBER A ZERO ONE DASH 5 93.
CHANGING 14 PLUS ACRES TO RESIDENTIAL AND BUILDING SIX HOUSES, THE CITIZENS SUCCESSFULLY CIRCULATED A REFEREND PETITION.
IT WAS PLACED ON NOVEMBER 3RD, 2020 BALLOT.
THE RESULTS OF THE VOTE WAS 767 4 AND 2090, AGAINST WHICH EQUALS OVER 71% AGAINST PUTTING THIS PLAN ON HOLD IN FEBRUARY, 2022.
THESE, THIS 93 ACRES WERE SOLD TO O T I C LLC IN THE FALL OF 2022.
THIS COMPANY WITH CUSTODY HAS 60 ACRES REZONED TO BUILD 20 HOUSES.
THE BETHEL TRUSTEES VOTED TWO TO ONE APPROVING THE REQUEST.
I DO NOT KNOW WHAT THE RESULTS WILL BE, BUT ANOTHER REFERENDUM PETITION WAS CIRCULATED AND THEN TURNED IN TUESDAY, NOVEMBER 20TH, 2022 TO BE PLACED ON THE BALLOT AGAIN FOR THE BETHEL VOTERS TO DECIDE.
IN MY VIEW, OVER 71% OF THE VOTERS VOTED NO TO SIX HOUSES ON 14 ACRES COMPARED TO THE CURRENT REQUEST OF 20 HOUSES ON 60 ACRES.
TIME WILL TELL BRINGING THIS INFORMATION FORWARD TO HELP YOU REALIZE THAT THE CITIZENS OF BETHEL TOWNSHIP DO NOT WANT THIS DEVELOPMENT, NOR THE ANNEXATION AND DEVELOPMENT FROM HUBERT HEIGHTS.
IN SUMMARY, I, ON SEPTEMBER 28TH, 2022, NEW CARLISLE CITY COUNCILED 14 AND FIVE, AGAINST AN ANNEXATION REQUEST, WHICH WOULD HAVE ALLOWED A 300 HOUSE DEVELOPMENT.
THE MESSAGE WAS NO TO ANNEXATION.
OVER THE SUMMER, THE MIAMI COUNTY COMMISSIONERS ATTEMPTED TO DENY AN ANNEXATION REQUEST, BUT AS I UNDERSTAND THIS FAILED, BUT I BELIEVE THAT THE INTENT WAS NO TO ANNEXATION, REFERRING BACK MY ORIGINAL INFORMATION ABOUT BETHO TOWNSHIP CITIZENS FILING A REFEREND PETITION AND A 71% NO VOTE ON THE NOVEMBER 3RD, 2022 BALLOT.
AND NOW WITH ANOTHER REFER, REPETITION, A LARGER DEVELOPMENT ON THE SAME PROPERTY, THE MESSAGES NO TO BIG DEVELOPMENTS.
THESE THREE EXAMPLES ARE COMING FROM THREE DIFFERENT DIRECTIONS, BUT THE IDEA IS THE SAME.
NO TO ANNEXATION AND LARGE DEVELOPMENTS.
IN THE PAST, HUBER HEIGHTS HAS VOTED YES TO ACCEPT ANNEXATION REQUESTS FROM MIAMI COUNTY, BETHEL TOWNSHIP, LAND OWNERS SLASH DEVELOPERS.
BUT IF I MAY SUGGEST THAT THE HUBER HEIGHTS CITY COUNCIL PROPOSAL, ORDINANCE RESOLUTION, THAT WOULD MANDATE THAT FUTURE ANNEXATION REQUESTS IF ACCEPTED BY THE HUBER HEIGHTS PLANNING AND ZONING BOARD, BE PUT ON THE NEXT BALLOT AS A FINAL SAFEGUARD.
THIS WAY THE HUBER HEIGHTS CITIZENS VOTE WILL TRULY BE A REFLECTION AS TO WHAT THE COMMUNITY WANTS AND HOW THEY WANT THEIR COMMUNITY PROCEED BY THEIR NEIGHBORS.
THE EIGHT HUBER HEIGHTS CITY COUNCIL MEMBERS MIGHT BE VOTING WITH WHAT IS GOOD BUSINESS PRACTICES, BUT MAYBE YOUR CITIZEN HAVE A DIFFERENT IDEA AS TO THE DIRECTION OF THEIR CITY.
I WOULD LIKE TO THINK THIS PROCESS WITH A CITIZEN VOTE, WHAT ACT AS AN ACKNOWLEDGEMENT AND A CONFIRMATION OF YOUR ACTIONS OR AS AN INDICATOR OF HOW YOUR CITIZENS FEEL AND MAYBE REDIRECTION OF YOUR VOTES TO ALIGN WITH THAT OF YOUR VOTERS.
I KNOW MY EXAMPLES OF VOTER NUMBERS, ACRES OF LAND INVOLVED NUMBERS OF HOUSES IN QUESTION MIGHT SEEM OF LITTLE SIGNIFICANCE COMPARED TO THOSE NUMBERS COST CROSSING YOUR DESK.
BUT THEY'RE IMPORTANT TO US AND OUR WAY OF LIFE.
AGAIN, PLEASE LET OUR COMMUNITY ASIDE WHAT'S BEST FOR OUR COMMUNITY.
PLEASE SAY NO TO ANY FURTHER ANNEXATION REQUESTS.
YOU ARE NOT OBLIGATED TO VOTE YES.
ALSO, THE GOLDEN RULE DUE UNTO OTHERS AS YOU WOULD HAVE THEM DO UNTO YOU.
NEXT UP, DESIGN NUMBER NINE SESSIONS TREASURED TO SPEAK ON AGENDA ITEMS. I HAVE ONE TO SPEAK ON.
[00:10:13]
OKAY, NEXT UP IS[10. City Manager Report]
TWO OR CITY MANAGER REPORT.UH, A COUPLE OF ITEMS FOR, UH, TONIGHT'S, UH, FOR TONIGHT'S COUNCIL MEETING.
UH, ONE, JUST A REMINDER THAT EARLIER TODAY, REPRESENTATIVES FROM THE SENIOR CENTER MET WITH, UH, REPRESENTATIVES FROM L WC, THE ARCHITECTURAL FIRM ENGAGED TO HELP US DESIGN THE CIVIC CENTER.
UH, THIS MEETING WAS SO THAT THE SENIOR FOLKS COULD OFFER THEIR COMMENTS AND SUGGESTIONS ON THE PROPOSED BUILDING LAYOUT BEFORE, UH, FORMAL DESIGN COMMENCED.
UH, WITH REGARD TO DESIGN, UH, WE DID NOTIFY COUNSEL, I BELIEVE IT WAS AT THE LAST WORK SESSION, UH, THAT WE HAD RECEIVED NUMEROUS BIDS FOR OUR, UH, ARCHITECTURAL SERVICES OR DESIGN SERVICES FOR THE NEW PUBLIC WORKS BUILDING.
BASED ON A REVIEW OF THOSE PROPOSALS, BOTH THE, UH, CITY ENGINEER AND THE, UH, PUBLIC WORKS MANAGER, UH, WOULD LIKE TO INTERVIEW A FEW OF THOSE FIRMS BASED ON THE, UH, REVIEW OF THE INFORMATION THAT WAS PRESENTED, UH, PRIOR TO MAKING A FINAL RECOMMENDATION TO COUNSEL, UH, FOR THE MOST APPROPRIATE FIRM.
AND THEN FINALLY, UH, JUST A REMINDER THAT THIS SATURDAY IS THE ANNUAL CHRISTMAS CONCERT AND TREE LIGHTING, UH, OVER AT THE IKE.
THE EVENT WILL BEGIN AT 5:00 PM WITH COMMENTS FROM THE MAYOR AND THE TREE LIGHTING THE EVENT INCLUDES FREE, EXCUSE ME, UH, FREE HOT CHOCOLATE AND GOODIES, WAGON RIDES, UH, AND PHOTO OPPORTUNITIES WITH SANTA, THE DAYTON SCOTTISH DANCERS, UH, WILL BE IN ATTENDANCE AS WELL AS THE RUSHMORE AND, UH, CHRISTIAN CHURCH, FIRST CHRISTIAN CHURCH CHILDREN'S CHOIRS.
THAT'S ALL I HAVE FOR COUNCIL TONIGHT, UNLESS THERE'S ANYTHING FOR ME.
ANY QUESTIONS, NANCY? SEE RYAN, UH, IS IT POSSIBLE FOR US TO, UM, GET A COPY OF WHAT L WC PRESENTED TO THE SENIOR CENTER AND A COMPILATION OF THEIR RECOMMENDATIONS? UH, SURE.
WE CAN FOLLOW UP, UH, WE CAN FOLLOW UP WITH L WC TO GET THAT INFORMATION.
UH, THE, UM, THE FORMAT THAT THEY ARE SEEING, THE FLOOR PLAN, THE LAYOUT THAT THEY HAVE SEEN IS NOT, UM, SIGNIFICANTLY DISSIMILAR TO THE ONE THAT WAS PROVIDED TO COUNSEL AS PART OF YOUR REVIEW AND EVALUATION BEFORE, UH, THE CLERK AND I MET WITH L WC, BUT WE'LL FOLLOW UP WITH THE ACTUAL FLOOR PLAN IN THE COMMENTARY.
I WAS JUST WONDERING IF, UH, IF THERE WAS ANYTHING THAT WOULD CAUSE IT TO STRUCTURALLY CHANGE ANY RECOMMENDATIONS THAT WERE BROUGHT FORTH BY THE, BY THE MEETING TODAY? SURE.
UH, I AM HAPPY TO, UH, ONCE, UH, ONCE L C PUTS THOSE COMMENTS TOGETHER, UH, I'M HAPPY TO PROVIDE A FOLLOW UP TO COUNSEL.
ANY OTHER QUESTIONS? OKAY, WE'LL MOVE ON.
NEXT UP IS ITEM 11, PENDING BUSINESS ITEM 11 A.
ITEM 11 A, AN ORDINANCE FOR MAKING APPROPRIATIONS FOR EXPENSES OF THE CITY OF HUB RIGHTS OHIO FOR THE PERIOD BEGINNING JANUARY 1ST, 2023, AND ENDING DECEMBER 31ST, 2023 AT THE SECOND READING.
AND BRIAN, ANY ADDITIONAL COMMENTS? UH, JUST A REMINDER, COUNSEL, THAT THE REQUEST WAS FROM THE FINANCE DIRECTOR THAT THIS ITEM BE MOVED TO A THIRD READING SO THAT ANY FINAL ADJUSTMENTS CAN BE MADE WITH RESPECT TO FUND BALANCES AND ANY LAST MINUTE EXPENSES THAT WERE IDENTIFIED BY STAFF PRIOR TO THE ACTUAL ADOPTION.
SO WE WOULD COUNCIL MOVE THAT THAT WAS THE RECOMMENDATION TO THE WORK SESSION PASS TIME TO A THIRD READING.
ANY OBJECTIONS? YES, IT, UH, NO OBJECTIONS.
UM, AT THE LAST WORK SESSION, WE WERE TALKING ABOUT, UM, THE WATER MAIN STUDY.
AND THE RECOMMENDATION WAS PUT 4 MILLION IN THE BUDGET, UH, FOR CONSECUTIVE YEARS.
UM, UH, YOUR STATEMENTS WERE TO, UM, BRING THAT BACK TO COUNCIL EARLY NEXT YEAR, AND I THINK, UM, SEVERAL COUNCIL MEMBERS VOICE THEIR, UM, RECOMMENDATION THAT THAT BE BROUGHT BACK SOONER AS OPPOSED TO LATER.
UH, WITH THE BUDGET, UH, COMING UP FOR, UH, VOTE NEXT MONTH, DO YOU ANTICIPATE MAKING A RECOMMENDATION TO INCREASE THAT IN THE NEXT WORK SESSION? UH, I RECALL AS PART OF THAT DISCUSSION, MY, FROM MY PERSPECTIVE, MY RECOMMENDATION TO COUNCIL WAS THAT, UM, YOU ALLOW US TIME, UH, YOU ALLOW STAFF TIME TO PUT TOGETHER A MORE, UH, STRUCTURED PRESENTATION ON OUR RECOMMENDATION ON HOW SUCH FUNDS WOULD BE MADE AVAILABLE, UM, BASED ON THE INFORMATION THAT WE HAD, UH, AND THE LIMITED AMOUNT OF TIME THAT WE HAD TO RESPOND TO THAT INFORMATION.
AND ITS RELATION TO THE BUDGET.
MY COMMENTS BEING AS PART OF THAT.
I DON'T RECALL THERE BEING A DEFINITIVE DIRECTION FROM THE MAJORITY OF MEMBERS OF COUNSEL TO MAKE ANY CHANGES TO THE BUDGET AS WE HAD PROPOSED.
SO, UM, THAT IS WHY THE BUDGET, AT LEAST AS IT WAS PRESENTED TONIGHT FOR THE SECOND READING AND WOULD BE PRESENTED FOR THE THIRD READING, UNLESS WE'RE DIRECTED OTHERWISE TONIGHT, WOULD INCLUDE THE ORIGINAL 1.3 MILLION THAT WE HAD BUDGETED FOR THE WATER MAIN REPLACEMENT PROGRAM.
AND ANY SUBSEQUENT CHANGES TO THAT BUDGET AMOUNT COULD BE MADE BY COUNSEL FOLLOWING PRESENTATIONS LATER IN THE YEAR BASED ON THE INFORMATION WE WOULD BRING FORWARD.
[00:15:01]
JUST WHAT I WANTED TO KNOW.UM, SOONER THAN LATER WAS THE DIRECTIVE THAT WAS PUT OUT, BUT THERE WERE NO DATES AND MONTHS OR ANYTHING LIKE THAT.
AND I UNDERSTAND WHAT YOU SAID.
I JUST WANTED TO CLARIFY THAT.
UH, OUR INTENT IS THE, UM, UH, ONE OF THE AUTHORS OF THE STUDY WILL BE HERE TO PRESENT THE FINDINGS OF THE STUDY, UH, IN GREATER DETAIL THAN OUR INITIAL SUMMARY, BUT IN OBVIOUSLY, UH, A MORE CONCISE MANNER THAN THE REPORT ITSELF, UH, ON, UH, ON FEBRUARY 23RD, I BELIEVE IS THE WORK SESSION THAT THAT, AND I THINK I SEEM TO REMEMBER YOU MENTIONING SOMETHING LIKE THAT, CORRECT? I DON'T REMEMBER THE EXACT DATE IF YOU MENTIONED IT THE FIRST TIME, BUT I DO REMEMBER YOU SAYING THAT THAT WOULD BE PART OF THE PRESENTATION TO BE BROUGHT IN.
SO, NO, NO, I, I WAS JUST LOOKING AT SPECIFICALLY IF THERE WAS GOING TO BE A RECOMMENDATION, UH, FOR THE BUDGET FOR THAT LINE ITEM INCREASE AND THE ANSWER'S NO FOR NEXT MONTH.
AND THAT'S WHAT, THAT'S WHAT I WAS LOOKING FOR.
YES, GLENN, I CAN ADD TO THAT.
I'LL JUST RESTATE MY COMMENTS FROM THE WORK SESSION THAT I WOULD LIKE TO SEE A NUMBER MUCH CLOSER TO THAT 4 MILLION BEFORE I CAN SUPPORT THIS.
UH, I THINK THAT, UH, IT'S VERY URGENT AND IMPORTANT FOR OUR CITY, AND, UM, I BELIEVE WE CAN FIND IT IF WE PUT OUR, OUR NOSE TO THE GRINDSTONE, IT'S, WE FIND IT FOR OTHER THINGS.
I THINK WE CAN FIND IT FOR THIS BEING THIS IMPORTANT.
I WILL NOT BE IN SUPPORT OF IT UNLESS WE GET MORE INTO THE WATER.
SO WITH NO OBJECT AS WE MOVED ON TO THE, TO A THIRD READING.
NEXT IS ON NUMBER 12, NEW BUSINESS 12
[ A Resolution Establishing And/Or Amending The City Of Huber Heights Organizational Chart And Authorizing The New Personnel Staffing Levels As Detailed Below. (first reading)]
A ITEM 12 A, A RESOLUTION ESTABLISHING AND OR AMENDING THE CITY OF HUBER HEIGHTS ORGANIZATIONAL CHART AND AUTHORIZING THE NEW PERSONNEL STAFFING LEVELS AS DETAILED BELOW AT THE FIRST READING.AND I'LL CALL IN, UH, BRIAN FOR MONTHS.
AS, UH, COUNSEL WAS BRIEFED IN THE WORK SESSION LAST WEEK, UH, THIS ITEM PROVIDES FOR THE, UH, VARIOUS STAFFING POSITIONS HERE WITHIN, UH, WITHIN THE, UH, THE ORGANIZATION AND THE NUMBER OF THOSE POSITIONS, UH, WE WOULD ASSET COUNCIL ADOPTS ITEM, UH, THIS EVENING.
I KNOW WE HAVE A REGISTERED, UH, COMMENT ON THIS PART TOPIC, BUT AS OF NOW, DO, IS THERE A MOTION? OKAY.
SECOND OF A MOTION AND A SECOND.
AND AS PART OF OUR DISCUSSION, WE'LL HAVE, UH, THE REGISTERED SPEAKER, PLEASE, MR. VIZ, KINGER, YOU PLEASE COME AND CONFIRM.
UH, VINCE KING, RESIDENT OF HUBER HEIGHTS.
SO TODAY I'M HERE TO TALK ABOUT THE ORGANIZATION CHART, UM, THAT WAS PRESENTED LAST WEEK DURING THE WORK SESSION.
UM, SO I, I HAD AN OPPORTUNITY TO LISTEN TO THE COMMENTS THAT WERE MADE, UM, AND I WANTED TO PROVIDE SOME OF MY OWN, UM, SO PARDON WITH THE, I HAVE THEM WRITTEN HERE.
UM, SO FIRST AND FOREMOST, UM, I HAD SOME CONCERNS.
UM, I SAW THAT THE, UM, PARTS MANAGER POSITION WAS BEING TAKEN FROM A, FROM THE PARKS MANAGER DOWN TO A PARKS TECHNICIAN.
SO I HAD SOME QUESTIONS AND SOME CONCERNS AS EXACTLY WHAT WILL THAT DO FOR OUR COMMUNITY, WHAT WILL THAT DO FOR THE CITY, FOR THE PARTS, FOR ALL THE PROGRAMS THAT WE ARE TRYING TO DO? WHAT WILL THAT DO FOR YOU? UM, SINCE THE ESTABLISHMENT OF THAT POSITION IN, UM, 2019, I THINK, AND EVER SINCE, UH, WE DECIDED, OR WE WANTED, THE CITIZENS RECOMMENDED THAT IN THE PARK, SORRY, IN THE MASTER PARKS PLAN, IN THE PARKS MASTER PLAN, UM, THAT WE WANTED TO HAVE SOMEONE FOCUS AND DEDICATED ON OUR PARKS.
UM, YOU KNOW, THIS TO ME SEEMS LIKE A COMPLETE 180.
YOU KNOW, WE'RE TAKING A POSITION THAT IS NO KIDDING, DEDICATED, UM, TO FOCUSING ON OUR PARTS, MAKING SURE THAT WE HAVE THE AMENITIES THAT WE NEED, THAT WE'VE HAD THE REPAIRS THAT NEED TO HAPPEN, AND WE'RE DOING A COMPLETE 180.
SO MY QUESTION TO YOU IS, ARE YOU TRULY IN SUPPORT OF THIS? UM, AND WHAT WILL THIS DO FOR OUR COMMUNITY? WILL WE HAVE SOMEONE FOCUSED ON THAT IN THE FUTURE? ADDITIONALLY, I WANTED TO MAKE SURE THAT WE AS A COMMUNITY HAVE A VOICE IN THAT AS WELL.
UM, WE NEED TO MAKE SURE THAT, UM, AS A COMMUNITY THAT WE'RE NOT MOVING BACKWARDS.
THIS, TO ME, FEELS AS IF WE'RE MOVING BACKWARDS.
I WANNA MAKE SURE THAT WE'RE MOVING FORWARD, THAT WE LIVE UP TO OUR SLOGAN, COME GROW WITH US, UM, THAT WE CONTINUE TO MOVE FORWARD.
AND THAT, YOU KNOW, INSTEAD OF, YOU KNOW, JUST HAVING ONE PERSON, WHY CAN'T WE HAVE AN ENTIRE DEPARTMENT
[00:20:01]
FOCUSED ON PARTS AND RECREATION? I KNOW WE'RE NOT AS BIG AS OUR NEIGHBORING CITIES, BUT I DO BELIEVE WE NEED MORE FOLKS FOCUSED ON PARKS AND RECREATION WITHIN THE CITY OF HUBER HEIGHTS.WE HAVE THE, THE Y M C A AT THE HEIGHTS, WHO'S FOCUSED ON IT.
WE HAVE A CURRENT PARKS MANAGER WHO'S FOCUSED ON, UM, ON NEARLY EVERYTHING THAT WE WANT AND IS TRYING TO MAKE EVERYTHING THAT WE WANT HAPPEN.
BUT ONE PERSON CAN'T MAKE IT HAPPEN ON THEIR OWN.
SO WHAT DO THEY RELY ON? THEY RELY ON THE VOLUNTEERS WITHIN THE COMMUNITY.
UM, I ENCOURAGE YOU TO REALLY GET AN UNDERSTANDING OF WHY WE, WHY DO WE NEED TO MAKE THIS CHANGE, AND HOW WILL THIS NOT ONLY AFFECT OUR COMMUNITY, BUT THAT INDIVIDUAL AND THEIR FAMILIES AS WELL? AND THAT'S ALL THAT I HAVE.
ANY QUESTIONS? GLENN? NO QUESTIONS.
UM, UH, VINCE, THANK YOU SO MUCH FOR YOUR COMMENTS.
I TOO HAD SIMILAR THOUGHTS, UM, AND, AND HAD TO KIND OF RE-LOOK OVER EVERYTHING, BUT, UH, I AGREE.
I THINK WE HAD MADE A MOVE TO BOLSTER OUR PARKS SYSTEM BY PUTTING IN A PARKS MANAGER.
UM, I HAD HOPED THAT THAT WOULD LEAD TO AN ACTUAL PARKS DEPARTMENT TO THE SIZE OF OUR CITY.
HONESTLY, WE ARE, UH, ONE OF THE LARGEST AROUND HERE.
AND, UH, THE ONES BIGGER THAN US HAVE FULL-TIME PARKS AND REC DEPARTMENTS, AND MANY OF THE SMALLER ONES HAVE FULL-TIME REC, DEPART PARKS AND REC DEPARTMENTS AS WELL.
UM, I THINK IT WOULD CERTAINLY SERVE OUR CITY, ESPECIALLY WITH THE AMOUNT OF ACREAGE THAT WE HAVE.
I THINK IT'S MORE THAN, UH, DESIROUS, BUT, UH, I THINK IT'S NECESSARY, HONESTLY, WITH THE AMOUNT OF PARK SPACE WE HAVE.
UM, SO NO, I, I AGREE WITH YOU WHOLEHEARTEDLY.
I THINK THAT, UH, IT FEELS LIKE A MOVING KIND OF, WE'RE GOING BACKWARDS A LITTLE BIT.
UM, AND, AND I'M CURIOUS AS WELL, WHAT, UH, WHAT, HOW DID WE GET TO THAT AND ARE WE FOLDING IT BACK INTO PUBLIC WORKS COMPLETELY OR DOES IT STAND STILL AS A PARK SYSTEM? UM, UH, YEAH, I'LL, I'LL, I'LL, I'LL STOP THERE.
RICHARD AND DON AND NANCY, BUT I THINK PERSON WHO'S MADE THIS DECISION, I THINK BRIAN CERTAINLY NEEDS THE OPPORTUNITY TO ABSOLUTELY ANSWER THE QUESTIONS.
AS FAR AS WHAT I HEARD IN, IN THE, UH, IN BRIAN'S DISCUSSION, THIS DURING THE WORK SESSION, UM, WAS A MOVE TO EFFICIENCY.
UM, THAT WAS KIND OF THE BIG THING THAT, THAT I HEARD AND I TOOK OUT OF IT.
UM, BUT AGAIN, I'M, I, I WOULD BE REMISS IF I DIDN'T SAY I WAS A, A LITTLE FRUSTRATED THAT THIS TYPE OF CONVERSATION AND DIDN'T COME UP AT THE ACTUAL WORK SESSION WHERE WE TALK ABOUT THIS KIND OF STUFF, RATHER THAN WAITING UNTIL WE GET TO ANOTHER MEETING.
AND NOW HAVING ALL THIS DISCUSSION, I SURELY APPRECIATE YOUR COMMENTS, BUT THAT'S WHAT OUR WORK SESSIONS ARE FOR, IS TO HAVE THIS KIND OF DISCUSSION.
AND NOBODY SAID ANYTHING AT THE WORK SESSION.
SO FIRST I'LL GO TO BRIAN, LET BRIAN ADDRESS THE REASONING AND WHY THIS RECOMMENDATION IS BEING MADE FROM A STAFF LEVEL.
AND THEN CERTAINLY BE HAPPY TO GET COUNSEL'S COMMENTS.
SO I, UM, I GUESS I'M, UH, I GUESS I'LL, I'LL JUST READ THE EMAIL THAT I HAD SENT TO ALL MEMBERS OF COUNSEL ON THE 18TH OF NOVEMBER, UH, TO EXPLAIN, UH, WHY THIS, UH, WHY THIS RECOMMENDATION IS BEING MADE.
UH, SO QUOTING FROM THAT EMAIL PARKS TECHNICIAN FORMALLY TITLED PARKS MANAGER, THIS POSITION'S TITLE CHANGE IN REALLOCATION ON THE, THE TO ARE REFLECTIVE OF THE FOLLOWING CONSIDERATIONS.
OVER THE LAST SEVERAL YEARS, THE CITY HAS INVESTED MILLIONS OF DOLLARS IN PARK INFRASTRUCTURE.
OPERATIONAL EFFORTS NEED TO EXPAND BEYOND ACTIVATION OF NEW OR UPDATED RECREATIONAL SPACES, SPACES TO INCLUDE GENERAL ASSET OVERSIGHT AND MANAGEMENT.
THIS POSITION IS REFLECTIVE OF MORE TIME SPENT IN THE FIELD ADDRESSING ASSET MAINTENANCE AND MANAGEMENT ISSUES TO PROTECT THE CITY'S RECENT INVESTMENTS.
OPERATIONAL EFFICIENCY IS ALSO A KEY REASON FOR THE REALLOCATION OF THIS PO EXCUSE ME, FOR THE RELOCATION OF THIS POSITION IN THE, TO THE PARKS DIVISION HAS NO MAINTENANCE EQUIPMENT OR STAFFING OF ITS OWN RELYING ON SUPPORT FROM THE PUBLIC WORKS DIVISION IN THE PAST.
THIS CONDITION HAS CREATED SITUATIONS WHERE THE WORK NEEDS OF THE PARKS CONFLICT WITH THE WORK OF PUBLIC WORKS.
LOCATING THIS POSITION UNDER THE PUBLIC WORKS DIVISION SHOULD SUBSTANTIALLY REDUCE THESE WORK CONFLICTS AND INCREASE, INCREASE OPERATIONAL EFFICIENCY.
THE Y M C A IS PLANNING TO INCREASE THEIR PROGRAMMING OUTREACH IN 2023 TO A NUMBER OF OUR FACILITIES, INCLUDING THE SENIOR CENTER COMMUNITY CENTER, AND THE EEL BERGER WITH THE DEVELOPMENT OF THESE ACTIVITIES, AND THROUGH THE UTILIZATION OF OTHER TECHNICAL ADVANCEMENTS OF THE Y M C A FUNCTIONS OF THE PARKS MANAGER POSITION, SUCH AS PROGRAMMING AND FACILITY RESERVATIONS ARE NOT INTERNALLY NECESSARY MOVING FORWARD.
[00:25:04]
OKAY.UH, IN LIGHT OF, UH, DISCUSSION EVENTS, I, I CERTAINLY APPRECIATE YOUR COMMENTS.
UM, AND, AND MARY, TO YOUR POINT, UH, THERE WAS NO CONVERSATION AT THE WORK SESSION.
UM, THAT WAS AN OPPORTUNITY FOR ME TO, UH, TO REVIEW, UM, AND, AND FURTHER SLEEP ON, UH, THIS MATTER.
UM, I HAVE A SECONDARY ISSUE, NOT JUST WITH THE PARKS, BUT ALSO WITH OUR, OUR TAX DIVISION AS WELL.
I'VE MADE IT VERY CLEAR THAT OUR TAX DIVISION NEEDS HELP.
UM, I HAVE SPOKEN DIRECTLY TO CURRENT AND PREVIOUS EMPLOYEES OF THE TAX DIVISION.
MY REQUEST TO FURTHER THIS CONVERSATION IS TO PUSH US OFF TO, UH, THE NEXT WORK SESSION FOR ADDITIONAL CONVERSATION, UH, IN DISCUSSION, UH, ON THE MERITS, UH, THAT HAVE BEEN PRESENTED.
ANY COMMENTS? IT, THANK YOU, MAYOR.
UM, UH, I TOO HAD TIME, UH, TO THINK AND DIGEST ABOUT THIS.
UH, BRIAN, I DO APPRECIATE YOU REMINDING US ABOUT THE EMAIL YOU SENT OUT IN NOVEMBER, UH, OR EARLIER.
I, I DO FIND IT, UM, UH, A LITTLE BIT HARD TO UNDERSTAND HOW, UH, MOVING, UH, THE DIRECTOR OF OUR PARKS UNDERNEATH THE PUBLIC WORKS, UH, DIRECTOR, UM, SEEMS LIKE THAT, WELL, I MEAN, IT DOESN'T SEEM, IT IS MOVING ANOTHER LAYER OF DECISION MAKING OVER THE PARKS.
AND FOR EFFICIENCY, IT SEEMED, IT, IT WOULD BE MUCH MORE EFFICIENT TO HAVE IT COMPLETELY SEPARATE DECISIONS MADE.
AND THEN OF COURSE, THE CITY MANAGER YOURSELF WOULD HAVE TO DECIDE IF THAT IS GOING TO GO HAPPEN.
AND THEN IF IT DOES, THEN IT GETS PUT ON THE SCHEDULE FOR PUBLIC WORKS.
AND OUR PUBLIC WORKS DIRECTOR WORKS THAT IN WITH HIS SCHEDULE.
SO NOW IT'S, UH, THE ORG CHART SHOWS IF OUR, UH, PUBLIC WORKS TECHNICIAN, DID I, OR, UH, OUR PARKS TECHNICIAN, DID I GET THE NAME RIGHT? TECHNICIAN NOW? YES.
UM, OUR PUBLIC OR OUR PARKS TECHNICIAN REQUESTS SOMETHING, THEN PUBLIC WORKS DIRECTOR CAN UM, SAY NO.
AND THEN IT'S, IT'S DEAD THERE.
SO I, I DON'T SEE HOW THAT'S MORE EFFICIENT.
THAT SEEMS LESS EFFICIENT TO ME.
WELL, I MEAN, IT DOESN'T SEEM LIKE IT IS LESS EFFICIENT, BUT, UM, I UNDERSTAND THAT'S YOUR RECOMMENDATION.
UH, AND I DO APPRECIATE THAT WITH THE EXTRA TIME I'VE HAD TO THINK ABOUT IT.
UM, ON A SEPARATE SUBJECT, UM, I NOTICED THE ORG CHART DOESN'T HAVE, UH, NUMBERS, UH, ON EACH INDIVIDUAL POSITION, BUT DOWN AT THE BOTTOM, THE ORG CHART HAS, UH, THE TOTAL NUMBER OF POSITIONS BROKEN DOWN.
UH, IN THE FIRE DIVISION, THERE'S 63 FULL-TIME POSITIONS.
UM, HOW MANY OF THOSE ARE FIREFIGHTER PARAMEDIC NON-SUPERVISORY POSITIONS? WOULD YOU KNOW? I WOULD NOT, SIR, BUT THAT'S WHY WE HAD ASKED THE FIRE CHIEF TO BE IN ATTENDANCE AT THE WORK SESSION, SO THAT IN THE EVENT YOU ASKED THAT QUESTION, WE WOULD HAVE THE APPROPRIATE PERSON HERE TO ANSWER THAT QUESTION.
BUT YOU DID NOT ELECT TO ANSWER OR ASK THAT QUESTION AT THAT TIME, SO, RIGHT.
UM, I'M, I'M UNFORTUNATELY WITHOUT AN ABILITY TO ANSWER THAT SPECIFICALLY.
UH, ONE THING, IT IS IN THE LEGISLATION ITSELF, UM, ABOVE THE TO, UH, WHERE IT LISTS BY, UM, POSITION THE NUMBERS ASSOCIATED WITH EACH POSITION.
I NEED TO TAKE A LOOK AT THAT.
LEGISLATIVE IS SPEAKING, I BELIEVE WE ADOPTED LEGISLATION TO HIRE ADDITIONAL THREE FIREFIGHTERS, WHICH WOULD BRING THE NUMBER FROM 39 TO 42.
WE'VE DISCUSSED THIS AT LEAST 37 TIMES THAT I CAN THINK OF.
40, 39 THAT WE CURRENTLY HAVE, PLUS THREE AS IT ALWAYS HAS.
ON PAGE ONE OF THE RESOLUTION.
I JUST WANNA MAKE SURE, AND MAYOR, I, I UNDERSTAND, SOUNDS LIKE YOU'RE A LITTLE FRUSTRATED WITH THAT STATEMENT, AND I UNDERSTAND THAT, BUT ALSO UNDERSTAND, I'M NOT CONCERNED WITH WHAT PEOPLE THINK OR FEEL ON THIS ISSUE.
I'M CONCERNED MY PAST THE MATH, MY PAST EXPERIENCE HAS SHOWN I LIKE TO.MY I'S AND CROSS MY T'S CUZ SOMETHING CHANGES IN ONE ORG CHART, THEN IT'S DONE.
SO, BUT ANYWAY, I THANK YOU VERY MUCH FOR YOUR COMMENTS, MAYOR.
THAT'S WHAT THE LEGISLATION HAS BEEN THAT WE APPROVED THREE, FOUR MONTHS AGO.
VINCE, I'D LIKE TO ADDRESS WHAT YOU ASKED US HERE, BECAUSE WE DID GO INTO THIS IN SOME DETAIL AND TALKED ABOUT IT.
AND AT THE SIMPLEST EXPLANATION, WHAT WE HAD WAS,
[00:30:01]
WE HAVE A PARKS MANAGER WHO SIMPLY HAD TO GO BACK TO THE PUBLIC'S WORKS MANAGER TO GET ANYTHING HE NEEDED DONE.HE HAS NO STAFF, HE HAS NO, THERE'S NOTHING DEDICATED TO THE PARKS MANAGER.
SO THE SYSTEM THAT WE HAD CREATED WAS, WE HAD A PARKS MANAGER WHO LITERALLY HAD TO GO BACK TO HIS BOSS EVERY TIME.
I CAN'T SAY HIS BOSS TO HIS PEER, TO THE PUBLIC WORKS DIRECTOR AND SAY, I NEED THESE GUYS TO DO THIS.
I DON'T SAY IT AS A STEP BACKWARDS, I SEE IT AS A MORE EFFICIENT UTILIZATION BECAUSE PUBLIC WORKS ON PARKS ARE THE, THE PEOPLE WHO TAKE CARE OF THE PARKS ARE IN PUBLIC WORKS, PUBLIC WORKS.
UM, UH, TO ME, WE ARE ELIMINATING THIS LOOP AROUND THAT OUR PARKS MANAGER HAD TO GO THROUGH TO GET THINGS DONE.
I THOUGHT BRIAN EXPLAINED IT, UH, CLEARLY WHEN, UH, HE MADE THE STATEMENT THAT AT THIS POINT, BECAUSE THE PARKS, WHAT DO WE CALL THIS GUY AGAIN? YEAH.
DIRECTOR, WHATEVER, UM, THAT, UH, UM, HE WOULD BE REPORTING TO THE PUBLIC WORKS MANAGER AND THEREFORE THEIR COMMUNICATION WOULD BE, UM, MORE IN LINE WITH GETTING THE JOB DONE.
SO I, I DON'T HAVE A PROBLEM WITH IT.
I THINK IT'S A, A MATTER OF, UM, ALIGNING THINGS SO THAT THEY WORK.
WHERE BEFORE WE HAD OUR PARKS MANAGER OUT THERE WITH ZERO SUPPORT.
I, LIKE YOU, WHEN THE PARKS MANAGER CAME UP, I WAS, UH, I WAS A HUGE CHAMPION FOR THAT.
BUT THE PROBLEM IS ONE GUY OUT THERE DOING IT ALL BY HIMSELF WITHOUT A SUPPORT STAFF UNDERNEATH HIM MAKES NO SENSE AT ALL.
I SUPPORT THE REALIGNMENT AS IT IS.
UM, FIRST OF ALL, I WANNA THANK BRIAN FOR REREAD REREADING THE, UH, EMAIL HE SENT OUT, BECAUSE I, I INTERPRETED IT EXACTLY AS, AS YOU STATED, THAT, UM, THAT IT WAS FOR EFFICIENCY.
AND SO, UM, I, I HAD NO PROBLEM WITH IT.
UM, AND, AND THE OTHER THING, BASED ON THE CONVERSATIONS THAT ARE HERE, IT IS REALLY UP TO DEPARTMENT HEADS TO DICTATE WHAT THEIR MANPOWER REQUIREMENTS ARE.
WE CAN HAVE OUR OWN OPINIONS, BUT WE DON'T KNOW WHAT'S REALLY GOING ON IN THERE.
AND TO TALK TO AN INDIVIDUAL PERSON WITHIN A DEPARTMENT IS JUST NOT THE WAY THAT YOU DECIDE WHAT MANPOWER REQUIREMENTS ARE THAT COMES FROM THE LEADERSHIP.
UM, THE, UM, I THINK WHAT WOULD CLEAR THIS UP MORE THAN ANYTHING WOULD HELP VINCE AND, AND, AND COUNSEL AND, AND ANYONE ELSE THAT'S LISTENING IS THAT, UM, IF, IF BRIAN, IF YOU COULD REAFFIRM THE STAFF'S COMMITMENT TO THE DIRECTION THAT THE PARKS HAVE BEEN GOING IN UP TO THIS POINT AND WHERE YOU PLAN FOR IT TO GO IN THE FUTURE, REGARDLESS OF HOW YOU HAVE REALIGNED THE STAFF.
THE, UM, THE ULTIMATE GOAL IS NOT TO GO BACKWARDS, BUT TO GO FORWARD.
AND AS I MENTIONED, WE'VE INVESTED MILLIONS OF DOLLARS IN OUR PARK ASSETS AND WE WANNA MAKE SURE THAT WE'RE PROTECTING THOSE ASSETS.
AND WHEN, AND IN ORDER TO DO THAT, WE NEED TO MAKE SURE THAT ALL OF THE RESOURCES THAT WE HAVE, BOTH IN MANPOWER, UM, AND BOTH IN, UM, IN EQUIPMENT ARE BEING ALIGNED ACCORDINGLY.
SO THE IDEA HERE IS THAT, UM, THE PARKS TECHNICIAN WILL PIVOT MORE TOWARDS THE OPERATIONAL COMPONENT AND LESS TOWARDS THE PROGRAMMING COMPONENT BECAUSE WE HAVE OTHER RESOURCES WHO CAN SUPPORT THE PROGRAMMING COMPONENT THAT THE COMMUNITY IS ASKING FOR.
AND THAT SOMEBODY WITH, UH, THE PARKS MAN, THE PARK MANAGERS OR THE PARK TECHNICIANS SKILLS, UH, AND HIS KNOWLEDGE BASED ON THE TRAINING THAT HE'S BEEN AFFORDED, WILL HAVE AN OPPORTUNITY TO BE IN THE FIELD MORE OFTEN AND UTILIZE THOSE SKILLS AND THAT INFORMATION AND, UH, UM, THOSE CERTIFICATIONS TO MAKE SURE THAT THE EQUIPMENT AND THAT THE ASSETS THAT THE COMMUNITY HAS INVESTED IN
[00:35:01]
ARE MAINTAINED AND TAKEN CARE OF TO THE BENEFIT OF THE COMMUNITY.THIS IS AN ORGANIZATION, TO YOUR POINT EARLIER, SIR, THAT WE DON'T HAVE THE RESOURCES OF OTHER COMMUNITIES, AND SO WE DON'T HAVE THE ABILITY TO DICTATE AND TO DEDICATE AND TO FOCUS EMPLOYEES THE WAY THAT OTHER COMMUNITIES DO.
AND SO WE HAVE TO TAKE THE RESOURCES THAT WE HAVE AND LOOK AT NEW WAYS TO TRY AND ACCOMPLISH WHAT IT IS WE WANT TO DO.
I DON'T WANT, WANT THIS TO BE A FAILURE.
I DON'T WANT THIS TO NOT BE SUCCESSFUL.
I AM RECOMMENDING THIS BASED ON MY 25 YEARS OF EXPERIENCE AND AN ASSESSMENT OF THE RESOURCES THAT WE HAVE AVAILABLE AND THE NEEDS AND THE WANTS OF THIS COMMUNITY.
IF IT DOESN'T WORK, WE'LL TRY SOMETHING ELSE.
BUT THIS ISN'T INTENDED TO SET BACK IN ANY WAY, SHAPE, OR FORM.
THIS IS INTENDED TO PIVOT TO THE ASSETS THAT WE HAVE AVAILABLE TO US IN RESOURCES AND IN PERSONNEL AND ADVANCE WHAT IT IS THIS COMMUNITY WANTS.
SO THAT IS WHY I RECOMMENDED WHAT I'VE RECOMMENDED.
THAT IS WHY I THINK THIS IS THE BEST STEP FORWARD, AND THAT IS WHY THE TO HAS BEEN PRESENTED IN THE WAY THAT IT HAS BEEN PRESENTED.
I WOULD ASK THAT ALL OF YOU CONSIDER THAT WHEN YOU LOOK AT THIS TONIGHT, AND I WOULD HOPE THAT YOU WOULD VOTE FOR IT, BUT I RECOGNIZE THAT YOU ARE THE ONES WHO CAST THE VOTE AND CAST THE VOTE FOR YOUR, UM, FOR WHAT, FROM WHATEVER YOUR PERSPECTIVE IS.
BUT THIS IS NOT JUST ABOUT ONE POSITION IN THE ORGANIZATION.
THIS TO AFFECTS SEVERAL HUNDRED, 220 SOME ODD POSITIONS AS WELL.
SO WHAT YOU DO TONIGHT FOR MAYBE ONE POSITION, BECAUSE IT'S NOT WHAT YOU ARE USED TO, HAS AN ABILITY TO AFFECT 200 AND SOME OTHER POSITIONS THAT ARE JUST AS MEANINGFUL OR JUST AS VALUABLE AND JUST AS IMPORTANT.
SO I WOULD ASK THAT YOU CONSIDER THAT AS WELL.
ANY OTHER COMMENTS? SO I JUST HAD ONE FOLLOW, ONE QUESTION.
SO WITH THAT SAID, UM, OTHER THAN, SO YOU MENTIONED THAT THE Y WOULD TAKE ON SOME ADDITIONAL PROGRAMMING, UM, THE MUSIC SERIES AND ALL THE OTHER PROGRAMMING THAT WE'VE BEEN GROWING TOWARDS, WHO WOULD ACTUALLY TAKE ON THOSE RESPONSIBILITIES? OR WOULD WE BRING THAT BACK? RIGHT.
SO THERE WAS A TIME AND A PLACE FOR ALL OF THESE CONVERSATIONS.
THESE ARE ALL CONVERSATIONS THAT WE ARE PLANNING TO HAVE.
THESE ARE ALL CONVERSATIONS THAT WE'VE PLANNED TO HAVE, BUT CERTAIN THINGS HAVE TO HAPPEN IN A CERTAIN ORDER JUST BY THE NATURE OF HOW OUR BUSINESS WORKS.
SO WE ARE PREPARED TO ADDRESS ALL OF THOSE WITH THE APPROPRIATE PEOPLE AND THE APPROPRIATE TIME TO ENSURE THAT EVERYONE'S WORK TO DATE HAS BEEN ACCOUNTED FOR AND CONSIDERED.
AND THE GOALS AND OBJECTIVES OF EVERY GROUP INVOLVED ARE GOING TO BE MET TO THE BEST OF OUR ABILITY.
BUT THIS IS THE FIRST DOMINO THAT HAS TO FALL IN A SERIES OF OTHER CONVERSATIONS AND A SERIES OF OTHER ACTIONS.
SO ONCE THIS LEGISLATION PASSES, WE'LL HAVE SOME CONVERSATIONS INTERNALLY WITH STAFF.
WE'LL HAVE SOME, UM, WE'LL HAVE SOME MEETINGS TO ENSURE THAT VARIOUS ROLES AND RESPONSIBILITIES ARE CLEARLY ASSIGNED, BOTH INTERNALLY AND EXTERNALLY.
WE'LL MEET WITH OUR EXTERNAL PARTNERS TO MAKE SURE THAT THEY ARE ON BOARD WITH ALL OF THOSE.
AND THEN WE'LL CIRCLE AROUND TO ALL OF OUR ADVISORY GROUPS AND ALL OF OUR VOLUNTEERS AND MEET WITH ALL OF THOSE PEOPLE SO THAT THEY CAN CLEARLY UNDERSTAND WHO HAS ASSIGNED WHAT.
BUT NONE OF THOSE CAN HAPPEN UNTIL THE FIRST DOMINO FALLS.
SO WE HAVE THOUGHT AND CONSIDERED ALL OF THESE MATTERS TO THE BEST OF OUR ABILITIES.
AND THIS JUST SIMPLY HAPPENS TO BE WHAT HAS TO HAPPEN FIRST.
THANK YOU MR. KING FOR COMING FORWARD AND TALKING TO US.
I APPRECIATE YOUR INSIGHT AND INPUTS.
UM, I WAS IN FAVOR OF THIS TO PIGGYBACK ON COUNCILMAN WEBS COMMENTS.
I'D ALSO LIKE TO ADD BY PUTTING THIS UNDER PUBLIC WORKS, NOT ONLY DOES THIS TEAM LEAD, WHAT'S THAT, THEIR PART NAME FOR THE POSITION? PARK, PARK TECHNICIAN.
NOT ONLY WILL THEY HAVE A TRUCK, THEY'RE GONNA HAVE LAWN MOWERS, THEY'RE GONNA HAVE A TOOL SHOP.
I MEAN, IT'S ALL KIND OF GOES IN THERE TOGETHER.
THEY HAVE A SIGNS TO MAKE THE SIGNS.
I MEAN, IT'S ALL IN THAT ANGELINA, IF YOU WILL.
THAT'S WHY I WAS IN FAVOR OF THIS.
OKAY, SO THERE IS A, UH, A MOTION MADE BY KATE IN A SECOND BY NANCY.
SO THEN WE HAVE A RECOMMENDATION FOR RICHARD TO MOVE TO A THIRD READING.
KATE, I GUESS IN ORDER FOR THAT TO HAPPEN, KATE, WE NEED TO WITHDRAW THE MOTION.
AND THE ANSWER WOULD HAVE TO WITHDRAW THE SECOND OR CALL THEM IT.
YES, GLENN, I WOULD SUPPORT RICHARD'S RECOMMENDATION TO
[00:40:01]
MOVE THIS TO A SECOND READING.MAY I ASK WHY? SOME MORE DISCUSSION AS TO, UM, I MEAN, CAN WE, CAN WE PULL THAT SINGULAR SECTION BACK OUT IF THAT'S THE BIG HITCH ON THE ORGANIZATIONAL CHART? AND, UH, THAT COULD BE MAYBE CONSIDERED FOR, UH, A LATER TIME.
IF, IF SO, IF THAT'S, UH, APPROPRIATE OR IF WE CAN COME TO A, A AGREEMENT THAT, THAT WOULD WORK BEST.
UM, HOW DO WE MAKE AN ASSESSMENT THAT MOVING THAT POSITION TITLE FROM ONE, FROM ONE PLACE TO ANOTHER IS GOING TO IMPACT HOW, UH, THE POSITION OPERATES? I, I DON'T UNDERSTAND WHY YOU BASICALLY, WE, WE CAN'T WITHDRAW THAT ONE, THAT ONE POSITION AND PASS THE BUDGET LEAVING THAT ONE PERSON HANGING.
WE, YEAH, WE COULD TURN THAT BACK.
YOU'RE GOING, BECAUSE IF YOU TAKE IT OUT OF THERE, THEN WE'RE GONNA APPROVE A BUDGET.
NO, THIS IS THE ORGANIZATIONAL CHART.
I'M GONNA, I'M GONNA INTERRUPT REAL QUICK.
SO WE'VE HAD AN OPPORTUNITY FOR A DISCUSSION WE'RE AT NOW.
IS, THERE'S A MOTION ON THE TABLE BY KATE AND NANCY, YOU'VE SECONDED THAT MOTION.
SO, I MEAN, I THINK THE, THE TIME FOR ARGUING AND DISCUSSION ON THIS AT THAT POINT IS OVER, UNLESS WE DO MOVE THIS TO A THIRD READING.
I'M SORRY, SECOND READING, BUT KATE HAS TO WITHDRAW THE MOTION FIRST.
IF KATE DOESN'T WITHDRAW THE MOTION, YOU DON'T WITHDRAW THE SECOND.
WE'LL TAKE A VOTE AND WE'LL SEE WHERE IT GOES.
[ A Resolution Establishing And/Or Amending The Salary Ranges And Wage Levels For Employees Of The City Of Huber Heights, Ohio. (first reading)]
NUMBER 12 B.ITEM 12 B, A RESOLUTION, ESTABLISHING AND OR AMENDING THE SALARY RANGES AND WAGE LEVELS FOR EMPLOYEES IN THE CITY OF HUMAN RIGHTS OHIO.
UH, FOR THE VARIOUS POSITIONS, UH, WITHIN THE CITY'S TABLE OF ORGANIZATION, THIS LEGISLATION SETS THE SALARY RANGES FOR THOSE POSITIONS.
WE WOULD ASK THAT COUNCIL ADOPT THIS MATTER.
WE HAD ASKED THAT COUNCIL ADOPT THIS MATTER TONIGHT.
UH, BUT I GUESS IN LIGHT OF, UM, BEEN APPROVED, THE FIRST ITEM, DID THIS CHANGE? NO.
WE WOULD ASK THAT COUNCIL, WE WOULD ASK THE COUNCIL, MOVE ON THIS ITEM TONIGHT, PLEASE.
CAUSE THIS AFFECTS EVERYTHING THAT WAS YES, SIR.
THAT JUST FAILED IN THE PREVIOUS ITEM.
WE WOULD, WE WOULD ASK THAT WE WOULD ASK THAT YOU ADOPT THIS MEASURE THIS EVENING.
CAUSE IT DOESN'T MATTER WHAT THE TITLE IS.
WELL, THE, IT DOES LIST IN THE SALARY RANGES BY POSITION TITLES.
SO THERE WOULD BE, LIKE, THE PARKS TECHNICIAN WOULD BE ON THIS ALSO, UM, WHICH DOESN'T EXIST.
IT'S A ACCOMPLISHED, UM, CORRECT.
HOWEVER, UM, HOLD ON ONE MOMENT, PLEASE.
I MEAN, IT COULD BE PASSED TO ANOTHER READING.
AND THEN IF THERE WAS GONNA BE SOMETHING BROUGHT BACK THAT RELATES TO ITEM 12 A, THEN, UM, THIS ONE COULD BE AMENDED TO REFLECT WHATEVER CHANGES ARE MADE WITH THE ORGANIZATIONAL CHART.
UM, OR IT COULD BE VOTED IN, YOU KNOW, SO THERE ARE OTHER PROVISIONS WITHIN THIS CHART THAT MATTER.
AND SINCE OR WITHIN THIS LEGISLATION, AND SINCE EFFECTIVELY WE'RE TALKING ABOUT ONE POSITION THAT I'M AWARE OF, UM, THE IMPLICATIONS OF THIS LEGISLATION ARE MORE IMPORTANT, UH, WITH REGARD TO ALL OF THE REMAINING POSITIONS.
SO WE WOULD ASK THAT COUNCIL, ADOPT THIS PARTICULAR LEGISLATION TONIGHT.
OBVIOUSLY WITH THE FAILURE OF THE PREVIOUS LEGISLATION, UM, UH, WITH THE FAILURE OF THE PREVIOUS LEGISLATION, NONE OF THE POSITION TITLES ARE CHANGING.
AND, UH, SO THEREFORE, WE WOULD ASK THAT THIS PARTICULAR ITEM BE ADOPTED TONIGHT.
UM, AND SINCE I HAVE THE FLOOR, MR. MAYOR, IF YOU MIGHT INDULGE ME FOR JUST ONE MOMENT, I WOULD REMIND COUNSEL THAT THIS LEGISLATION AND THE LEGISLATION PRIOR ARE NOT JUST ABOUT POSITIONS, BUT ARE ALSO ABOUT PEOPLE.
[00:45:02]
AND IT IS IMPORTANT THAT WE ARE VERY CONSCIENTIOUS ABOUT WHAT WE SAY WITH RESPECT TO POSITIONS AND PEOPLE IN THE PUBLIC FORUM.SO I WOULD ASK, BECAUSE THAT'S ALL I CAN DO, THEN I WOULD ASK THAT THOSE OF YOU WITH CONCERNS UTILIZE THE ABILITY TO COMMUNICATE WITH MY OFFICE IN ADVANCE OF THE PUBLIC FORUM SO THAT I CAN ADDRESS ALL OF YOUR QUESTIONS AND CONCERNS AS THOROUGHLY AS I CAN IN THE MOST APPROPRIATE VENUE BEFORE WE'RE BACK IN THIS ROOM WHERE WE HAVE TO BE THOUGHTFUL ABOUT OUR COMMENTS, AND WE HAVE TO BE THOUGHTFUL ABOUT, UH, OUR STATEMENTS ON NOT JUST OUR POSITIONS WITHIN THE TABLE OF ORGANIZATION, BUT OUR EMPLOYEES.
AND WITH RESPECT TO THOSE COMMENTS, I WOULD ASK THAT YOU ADOPT THIS PARTICULAR PIECE OF LEGISLATION IN CONSIDERATION FOR ALL OF THOSE EMPLOYEES WHO ARE IN THOSE POSITIONS.
BRIAN, I WOULD JUST LIKE TO BACK UP AND SAY, APPRECIATE YOUR COMMENTS.
AND I WILL SAY THE SAME THING.
WE'VE, WE'VE ADDRESSED THIS ISSUE BEFORE ABOUT COUNCIL MEMBERS COMING TO COUNCIL MEETINGS, NOT PREPARED AT THE WORK SESSION TO ADDRESS THE ITEMS THAT HAVE BEEN ON THE AGENDA.
WE HAVE SITUATIONS WHERE WE COME TO WORK SESSIONS AND NOBODY SAYS ANYTHING.
EVERYONE KEEPS THEIR MOUTHS CLOSED.
BRIAN'S ON EMAIL, WELL IN ADVANCE OF A WEEK REGARDING THIS, THAT EVERY COUNCIL MEMBER GOT.
AND THEN TONIGHT WE HEAR, I DIDN'T HAVE TIME.
SO I'VE HEARD A LOT OF, WE DIDN'T HAVE TIME LATELY.
THAT'S WHAT THE POINT OF THE WORK SESSIONS ARE FOR.
I'M GOING TO EVENTUALLY ASK THEN, WHY DO WE STILL HAVE WORK SESSIONS IF WE HAVE ALL THIS DISCUSSION AT COUNCIL MEETINGS? THE IDEA OF THE WORK SESSIONS, IT SEEMS TO BE IN MONUMENTAL WASTE OF TIME IF YOU DON'T COME TO THE WORK SESSION PREPARED TO DISCUSS THE ITEMS ON THE AGENDA AND WAIT UNTIL THE COUNCIL MEETING.
GLENN, I'D JUST LIKE TO RESPOND TO THAT MAYOR BY SAYING THAT SOMETIMES, YOU KNOW, THE WORK SESSION IS WHERE WE GATHER WHERE THAT INFORMATION IS PRESENTED TO US, AND WE GATHER THAT INFORMATION.
I DON'T ALWAYS, UH, LIKE TO MAKE SNAP DECISIONS LIKE THAT.
I LIKE TO CHEW ON THINGS A LITTLE BIT, WHICH IS WHY WE DON'T MAKE THE DECISIONS ON THE NIGHT.
WE RECEIVE THE INFORMATION, WE MAKE THE DECISIONS AT A LATER DATE.
NOW, WE'VE ADJUSTED OVER THE YEARS, OUR TIMEFRAMES AND OUR PROCESS ON HOW WE, HOW WE DO THESE THINGS.
WE USED TO DO DO TWO READINGS ON A RESOLUTION.
WE USED TO DO, UH, MULTIPLE READINGS ON, ON ORDINANCES, AND WE'VE CHANGED ALL THAT AROUND.
SO NOW WE ARE, WE'RE LOOKING TO PASS EVERY RESOLUTION ON OUR FIRST READING AFTER A WORK SESSION.
BUT THE WORK SESSION IS WHERE, IN MY OPINION, WE RECEIVE THAT INFORMATION FOR US TO DO OUR DUE DILIGENCE AND DO OUR RESEARCH ON IT, AND TO CHEW ON IT AND THINK ABOUT WHAT IT IS WE'RE VOTING ON BEFORE WE COME BACK TO VOTE ON IT.
UM, SO THAT'S JUST MY RESPONSE TO YOUR, UH, CONCERN OF PEOPLE BEING UNPREPARED, BECAUSE I WON'T SAY THAT.
I'M NOT GONNA SAY THAT I'M UNPREPARED AT ALL.
WHAT I'M GONNA SAY IS THAT OFTENTIMES IT'S THAT WEEK BETWEEN THAT ALLOWS ME THE TIME TO DIGEST THAT MATERIAL AND HAVE QUESTIONS AND CONCERNS.
AND I ALSO KNOW I WOULD GO BACK, ESPECIALLY WHEN WE'RE TALKING ABOUT EMPLOYEES, I'D GO BACK TO KINDA WHAT BRIAN SAID.
BRIAN SENT AN EMAIL BACK, UH, ON THE 18TH.
I KNOW THAT ALL OF YOU, I KNOW THAT EACH AND EVERY PERSON IN THIS DI COMMUNICATES WITH BRIAN THROUGH EMAIL REGULARLY.
I KNOW THAT EACH AND EVERY ONE OF YOU, UH, MEET WITH BRIAN INDIVIDUALLY, SOMETIMES COLLECTIVELY, AND AS HE STATED, WAITING UNTIL THE NIGHT OF THE MEETING TO HAVE DISCUSSIONS WHERE THE CONCERN IS SO MUCH THAT WOULD, THAT WOULD DETERMINE, UM, THE OUTCOME OF A VOTE BASED ON THE PEOPLE IN THE ORGANIZATION.
UH, I CERTAINLY CAN SEE AND FEEL AND UNDERSTAND HIS FRUSTRATION.
UM, WHENEVER ANYBODY NEEDS ANYTHING ELSE, THEY NEVER, THEY NEVER CARE TO REACH OUT TO BRIAN, SEND HIM AN EMAIL, GIVE HIM A CALL, UH, MEET HIM FOR LUNCH, MEET HIM IN HIS OFFICE.
UM, BUT ON THIS ITEM, NOBODY SAID A WORD.
RICHARD, DID YOU HAVE COMMENT? I, I DID.
UM, IN LIGHT OF THE COMMENTS, UH, MADE BY THE, UH, CITY MANAGER, UH, ADDITIONALLY LAST WEEK BEING A HOLIDAY, UM, I WOULD, UH, I WOULD REQUEST THIS BE PASSED ON TO A, UH, SECOND READING, UM, TO ALLOW COUNSEL, UH, MORE TIME FOR DISCUSSION AT THE WORK SESSION, UH, IN HOPES OF BRINGING BACK A COMPANION PIECE, UH, TO MEET WITH THIS AS WELL.
I FAILED TO SEE THE OBJECTIVE.
WHAT ARE WE GONNA DO BETWEEN NOW AND THE NEXT WEEK? HOW IS THIS GONNA CHANGE? I I DON'T SEE WHAT, HOW'S IT GONNA CHANGE? I DON'T KNOW.
I MEAN, THERE WAS A VOTE AT LEAST ON THE ORDER CHART AND THAT FIELD.
UM, I UNDERSTAND WE CAN, WE CAN MOVE, WE CAN MOVE THIS ONE ON TO A WELL, I MEAN, BUT I'M NOT HERE TO ARGUE THAT POINT.
COUNCIL MADE THEIR DECISION, COUNCIL VOTED AND IT FAILED.
SO THIS NEXT ITEM, YOU HAVE TO DETERMINE WHETHER OR NOT WE WANT, IF THERE'S AN OBJECTION TO RICHARD WHEN TO MOVE THE NEXT ITEM B
[00:50:01]
ON THE, UH, WAGES AND SALARY RANGES TO MOVE THAT TO A SECOND READING.1, 1, 1 THING THAT I WOULD LIKE BRIAN TO DO, IF THIS MOVES TO A SECOND READING, WOULD, BRIAN, WOULD YOU PLEASE BE PREPARED TO DISCUSS AT THE WOOD NEXT WORK SESSION, UM, WHAT THE RAMIFICATIONS ARE OF THESE TWO ISSUES NOT PASSING BEFORE THE END OF THE YEAR YEAR? I'M SURE BRIAN WAS PREPARED TO DISCUSS THAT AT THE LAST WORK SESSION, BUT NOBODY ASKED ANY QUESTIONS.
YEAH, BECAUSE OBVIOUSLY THERE'S PEOPLE ON THIS DIET DON'T UNDERSTAND HOW THE PROCESS WORKS.
THAT'S, WE'RE NOT GONNA GO THERE.
I'M JUST ASKING IF THERE'S AN OBJECTION TO RICHARD'S MOTION TO MOVE TO ANOTHER READING.
I JUST WANNA ASK TONY, IS THERE A, IF THIS, IF, UH, ITEM 12 B PASSES, DOES IT CREATE ANY ISSUES FOR YOU OR, OR FROM A THERE WOULD BE, UH, THAT THE SALARY OR RANGE WOULD NOT BE DEFINED FOR THE PARKS MANAGER BECAUSE IT'S LISTED IN THE CURRENT LEGISLATION AS A PARKS TECHNICIAN.
SO THERE'D BE THE OPTION TO POSSIBLY MAKE AN AMENDMENT TO THAT OR, UM, IT, IT COULD BE SOME CLEANUP THAT COULD BE DONE AT A LATER DATE.
SO TONY, IT'S MY UNDERSTANDING THAT IF THIS ITEM WAS TO PASS HERE TONIGHT, EVEN WITH THE PREVIOUS ITEM FAILING, UM, THAT WOULD BE YOUR ONLY CONCERN IN THERE WOULD BE THAT, UH, TECHNICIAN PARKS MANAGER, BECAUSE IT'S, IT'S DEFINED CURRENTLY IN THE LEGISLATION AS A POSITION THAT IS, DOESN'T EXIST IN THE PARKS MANAGER POSITION ISN'T ON THIS SALARY LEGISLATION.
SO MY, MY HOPE WOULD BE HERE, MAYOR, IF YOU ALLOW ME A MOMENT TO COME TO SOME SORT OF, UM, COMPROMISE, IF, IF I MAY, WOULD THERE BE, WOULD IT BE AN APPROPRIATE TIME TONIGHT TO AMEND THIS PIECE OF LEGISLATION TO, TO MAINTAIN THE PARKS MANAGER IN THERE INSTEAD OF THE PARKS TECHNICIAN? UM, AND THEN AGAIN, WITH THIS PIECE, WE CAN ALWAYS BRING THIS BACK UP AT A LATER DATE AND TIME.
THAT WAY, UM, THE SALARY RANGES THAT ARE SET FORTH BY OTHER EMPLOYEES, UM, STILL MOVES FORWARD.
I WOULD ASSUME THE, I'M SORRY.
I WOULD, I WOULD, I WOULD ASSUME THE LEGISLATION COULD BE AMENDED, BUT IF THAT'S THE CASE, I, I, I THINK I, I, I WOULD WITHDRAW MY REQUEST AND LET'S, UM, LET'S GO AHEAD AND MOVE ON THIS TONIGHT SO THAT WE CAN, AT LEAST FOR THE SALARY RANGES, HAVE THAT IN PLACE.
WE CAN DISCUSS THE, THE COMPLETE TABLE OF ORGANIZATION AT THE NEXT WORK SESSION.
UNDERSTAND IT IS THAT TIME OF YEAR AND WE DO DEFINITELY WANT TO GIVE THE CITY MANAGER THE OPPORTUNITY TO SET THE SALARY RANGES, CUZ THIS DOES AFFECT MANY.
UM, AND WE CAN HAVE THE LARGER DISCUSSION ON, UM, THE, THE PARKS MANAGER.
UM, AND, AND I, AGAIN, I'VE GOT OTHER THOUGHTS IN MY HEAD, UM, BUT I WANNA STOP RIGHT THERE.
THOUGHTS? WELL, I MEAN, RIGHT NOW IN THE LEGISLATION, THE PARKS TECHNICIAN IS LISTED UNDER IN SECTION SEVEN, UH, WITH A POSITION CONTROL NUMBER, PAY GRADE AND SUCH, UH, UNDER THE DEPARTMENT OF PUBLIC SERVICES, I DON'T, I DON'T KNOW WHERE IT EXISTED PRIOR TO THAT.
IF IT WAS A SEPARATE DEPARTMENT, UM, BRIAN MIGHT HAVE SOME MORE INSIGHT INTO THAT.
SO, SO LEGISLATIVELY, WOULD IT BE APPROPRIATE THAT WE JUST TAKE OUT THE PARKS TECHNICIAN IN THIS PIECE OF LEGISLATION AND, AND MAKE IT PARK MANAGER, WHICH IS WHAT IT IS TODAY, BUT IT HAS TO BE WITH ITS CURRENT PAY GRADE AND POSITION CONTROL NUMBER AND SUCH, AND IN THE APPROPRIATE PLACE IN THE LEGISLATION.
SO I'M NOT SURE, UM, WITHOUT HAVING THE PREVIOUS LEGISLATION IN FRONT OF ME, YOU KNOW, WHAT, WHAT THOSE NUMBERS WERE TO MAKE A FIRM AMENDMENT, UNLESS THE LAW DIRECTOR WOULD THINK IT WOULD BE APPROPRIATE TO GIVE GENERAL GUIDANCE TO MAKE THAT SWITCH AS AN AMENDMENT, UM, TO JUST SWITCH THOSE TWO ITEMS IN THE LEGISLATION.
UM, IF THAT'D BE POSSIBLE WITHOUT SPECIFICALLY HAVING THOSE POSITION CONTROL NUMBERS AND PAY GRADES IN FRONT OF US.
THIS ONE AT THE GREEN BUTTON? YEAH.
OR ARE YOU BETTER OFF, AS RICHARD HAD FIRST SAID, MOVING THIS TO ANOTHER READING? THAT'S WHAT I THOUGHT I
[00:55:01]
HIT.I'M I GOOD NOW I'M INCLINED TO JUST IT.
UM, I WOULD RECOMMEND, UH, PRETTY MUCH ALONG THE LINES OF WHAT TONY SAID IS THAT IF WE HAVE THE ABILITY TO AMEND WITH SPECIFIC INFORMATION, AND THAT WAY YOU HAVE, YOU'RE CONSISTENT WITHIN THE LEGISLATION ITSELF, UM, AS TO, UH, BOTH THE CATEGORY, UH, THE PAY GRADE AND, UM, THE APPROPRIATE TITLE, I THINK THAT WOULD BE THE MOST PRUDENT WAY TO GO.
UM, IT'S NOT TO SAY THAT YOU COULDN'T DO A MOTION, UM, I'M SORRY THAT YOU COULDN'T DO A MOTION, UH, TO APPROVE, UH, WITH APPROPRIATE CLEANUP LANGUAGE IF, IF I UNDERSTAND THAT'S WHAT YOU WERE GETTING AT TONY.
UM, I MEAN, I THINK IDEALLY IF WE CAN GET AS MUCH IRONED OUT WITHIN THE LEGISLATION ITSELF, BUT WE COULD PROBABLY WORDSMITH AS SUCH THAT YOU COULD APPROVE SUBJECT TO OR CONTINGENT UPON.
I THINK IT'D BE MY RECOMMENDATION.
WE JUST, WE MOVED THIS, GIVE BRIAN AND TONY THE OPPORTUNITY TO CLEAN UP THE LANGUAGE IN THE LEGISLATION, BRING HIM BACK AT THE WORK SESSION, AND THEN SUBSEQUENT VOTE AT THE DECEMBER COUNCIL MEETING AND MAYOR AGAIN.
I I APPRECIATE THAT AND I WAS JUST TRYING TO FIND SOME WAY FORWARD, UH, FOR THIS AS IT DOES HAVE, UH, UM, MANY RAMIFICATIONS AS COUNCILMAN BURGE, UM, ALLUDED TO, UM, THAT WE CAN AT LEAST MOVE THIS FORWARD WITH THE LAW DIRECTOR'S CLEANUP LANGUAGE.
UM, I I THINK WE COULD, UH, WE CAN GET A MAJORITY AND, AND MOVE ON THAT TONIGHT.
IT WOULD BE MY RECOMMENDATION TO MOVE THAT.
UM, AND AGAIN, WE CAN HAVE THE FURTHER DISCUSSION ON THE PARKS TECHNICIAN TO MANAGER AT A LATER DATE.
BRIAN, WHAT EFFECT DOES THIS HAVE IF US DOESN'T PASS TILL THE TILL MEETING IN DECEMBER? SO THIS PARTICULAR LEGISLATION, I BELIEVE, UH, PROVIDES FOR, UM, APPROPRIATE WAGE INCREASES FOR EMPLOYEES, UM, WHERE YOU HAVE TO HAVE TIME TO GET THE PAYROLL AND ALL THAT KIND OF STUFF AND PROCESS.
AND SO, UH, WE MAY HAVE SOME ISSUES PROCESSING AND MAKING SURE THAT THOSE EMPLOYEES, UM, WHO, UM, ARE ELIGIBLE FOR, UM, UH, FOR INCREASES, UM, GET THOSE INCREASES IN A TIMELY MANNER.
BUT, SO IF WE MOVE FORWARD ON LEGISLATION AMENDING WHAT, WHAT IS AT THIS POINT, WHAT DOES THAT EVEN, WHY AMEND JUST LEAVE IT THE WAY IT IS? WELL, BECAUSE IF YOU DO THAT, YOU WOULDN'T HAVE A SALARY RANGE FOR THE PARKS MANAGER POSITION.
BUT YOU SAID, YOU SAID THAT THAT COULD BE CHANGED AT A LATER DATE.
IS THAT WHY THE POSITION, RIGHT, BECAUSE THE PARKS TECHNICIAN IS WHAT'S IN THE THAT'S WHAT, THAT'S, THAT'S WHAT'S IN THE LEGISLATION, NOT THE PARKS MANAGER.
SO WHAT, WHAT DOES THE AMENDMENT HAVE TO LOOK LIKE TO TO MOVE THIS FORWARD? YOU DON'T WANNA CHANGE IT TO THE MANAGER.
DAVE, ARE YOU WRITING SOMETHING ELSE? I'M ATTEMPTING TO WORDSMITH AS YOU ARE DISCUSSING.
YES, MAYOR, HOW ABOUT WE GIVE THE LAW DIRECTOR AND THE CLERK 10 MINUTE RECESS? OR YOU WANTED TO DO THAT? I I COULD PULL UP THE PREVIOUS LEGISLATION AND FIND WHERE IT IS AND WE CAN BE VERY SPECIFIC.
I THINK WE NEED TO MOVE ON THIS TONIGHT.
THESE ARE THE PEOPLE'S PAYCHECKS.
YOU CAN'T GO A HOLIDAY WITHOUT MAKING SURE THESE PEOPLE GET THEIR MERIT INCREASES.
SO, YES, SO WHILE WE'RE WAITING ON MR. MONTGOMERY, UM, LET'S, LET'S TALK ABOUT THAT.
IS THIS GOING TO BE TAKING EFFECT IMMEDIATELY AFTER AND THEY'RE GOING TO GET PAID IMMEDIATELY.
SO THEY'RE GONNA START MAKING CHANGES AND GET PAID.
CUZ TOMORROW THE LEGISLATION TAKES EFFECT ON DECEMBER 18TH
YES, THOUGH THE THOUGHT RESOLUTIONS TAKE EFFECT AS SOON AS THEY'RE PASSED ON COUNCIL MEETING, WHICH IS TODAY DECOMPENSATION SCHEDULE AND TAKES EFFECT ON THE 18TH.
SO TECHNICALLY THE LEGISLATION WOULD GO INTO EFFECT WHEN IT WAS ADOPTED, BUT THE LEGISLATION TRIGGERS THE COMPENSATION, WHICH BEGINS ON THE 18TH OF DECEMBER.
SO IF YOU WAIT AND ADOPT THIS MEASURE ON WHAT WOULD BE THE 12TH, I CANNOT GUARANTEE THAT THAT GIVES THE FINANCE DIVISION, THE FINANCE DEPARTMENT ADEQUATE TIME WITH ITS OTHER RESPONSIBILITIES THIS TIME OF YEAR TO BE ABLE TO PUT TOGETHER ALL OF THE NECESSARY INFORMATION.
ESPECIALLY SINCE OUR PAYROLL CLERK IS RETIRING AND WE ARE IN THE PROCESS OF TRAINING, UH, AND OTHER INDIVIDUAL FOR THOSE ROLES AND RESPONSIBILITIES, THAT WE WOULD BE ABLE TO ACCOMMODATE
[01:00:01]
ALL OF THE APPROPRIATE WAGE CHANGES WITHIN THE APPROPRIATE AMOUNT OF TIME.AND YOU MENTIONED COMPENSATION AND I ALSO, UH, WHAT COMPENSATION ARE WE TALKING ABOUT? I DID HEAR MERIT BAY.
SO THE, THAT FACTORED INTO IT, THE WEIGHT THAT OUR STRUCTURE, UM, OUR STRUCTURE IS BASED UPON, UH, FOR NON COLLECTIVE BARGAINING EMPLOYEES.
THOSE COLLECTIVE, WHATEVER THE COLLECTIVE BARGAINING EMPLOYEE, EXCUSE ME, WHATEVER THE COLLECTIVE BARGAINING UNITS, UH, RECEIVE IS WHAT NON-UNION MEMBERS WILL RECEIVE IN, UH, BASE INCREASE.
AND THE I A F UH, CERTIFIED A CONTRACT AT 2.75.
SO ALL NON-UNION EMPLOYEES BASED ON THAT RATIFICATION AT THIS POINT IN TIME, WOULD RECEIVE A 2.75 OR EIGHT INCREASE EFFECTIVE ON THE 18TH OF, UH, STARTING WITH A PAY PERIOD THAT BEGINS ON DECEMBER 18TH.
AND I, I REMEMBER THAT AND I KNEW THAT.
UM, WHEN WAS THAT? WHEN'S THAT CONTRACT START? SO THEIR CONTRACT STARTS THE SAME PERIOD, DECEMBER 18TH, I BELIEVE THAT IS CORRECT.
DOESN'T START JANUARY 1ST OF NEXT YEAR.
SO IT'S BASED ON THE PAY PERIOD.
UM, THAT'S ASSOCIATED WITH, WHEN IT'S BASED ON THE PAY PERIOD OF WHEN THERE, UM, LET ME REPHRASE THIS.
IT BASE, IT STARTS FOR THE PAY PERIOD THAT ENDS UNDER THE FIRST PORTION OF THE NEW CONTRACT, IF THAT MAKES SENSE.
SO THE PAY PERIOD ENDS IN JANUARY OF 2023.
SO IF IT STARTS ON THE 18TH AND IT GOES FOR TWO WEEKS, IT ENDS IN JANUARY OF 2023 BECAUSE IT ENDS IN JANUARY, 2023.
THAT'S WHY IT APPLIES TO THAT PAY PERIOD.
SO IT'S CUZ IT GOES, THERE'S AN OVERLAP.
OKAY, SO IT DOESN'T KICK IN JANUARY 1ST, IT KICKS IN THE PAY PERIOD BEFORE THAT IT'S EFFECTIVE FOR THE PAY PERIOD THAT STARTS THE 18TH CORRECT.
END OF DECEMBER AND END OF JANUARY.
SO, UM, WE MIGHT WANNA, UH, THERE, THERE AREN'T ENOUGH VOTES TO GET THIS PASSED TONIGHT, BUT WITH MS, UH, COUNCILMAN SHAW'S RECOMMENDATION, WE PULL OUT THE PARKS TECHNICIAN AND I THINK, UH, I DON'T WANNA SPEAK FOR ANYBODY ELSE, BUT I THINK THERE'LL BE ENOUGH TO PASS THIS TONIGHT.
I THINK THAT'S A REALLY GOOD, UH, IDEA AND TO COMPROMISE, BUT, YOU KNOW, IT'S JUST MY OPINION.
THAT'S ALL THE, UH, THERE WE GO.
UH, I HAVE SOMETHING IT'LL PROBABLY NEED TO BE, UH, I'M NOT SURE I HAVE ALL THE TITLES, UH, EXACTLY CORRECT.
BUT LET ME POSE THIS AS A DRAFT FOR YOUR CONSIDERATION.
UH, AND THAT WOULD BE A MOTION TO APPROVE, UH, THE RESOLUTION AS DRAFTED, UH, BUT AMENDING THE POSITION OF PARKS TECHNICIAN TO REFLECT, UH, THAT POSITION.
UH, HOLD ON, TRYING TO READ MY OWN CHICKEN SCRATCHES HERE.
BUT TO REFLECT THAT POSITION, UM, TO BE THAT OF PARKS DIRECTOR, WHICH I BELIEVE IS THE CURRENT TITLE OF THAT POSITION, UH, WITH, UH, A SALARY RANGE AND POSITION LEVEL THAT CURRENTLY EXISTS AS SET FORTH IN THE TABLE OF ORGANIZATION PRIOR TO THE PASSAGE OF THIS RESOLUTION.
I THINK THAT'S A VICE EXCEPT TO BE PARKS MANAGER AND RICHARD.
MAYOR I WOULD LIKE TO MAKE THE RECOMMENDATION AS STATED BY THE LAW DIRECTOR WITH THE CHANGING OF THE PARKS MANAGER, UH, IN HIS STATEMENT.
AND, UH, THAT, THAT WOULD BE A MOTION TO AMEND SIR.
ANY MORE DISCUSSION? DON? BRIAN IN YOUR, UM, UM, ORG CHART, THE, UM, PARKS TECHNICIAN, UM, AND, AND THE, UH, THE FUNDING FOR THAT POSITION IN THIS RESOLUTION.
UM, IT APPEARS TO ME THAT SINCE WE DID NOT APPROVE THE ORG CHART, WE SHOULDN'T BE AMENDING A POSITION THAT DOESN'T EXIST.
I, I DON'T SEE ANY HARM IN LEAVING IN PARKS TECHNICIAN IN THIS LANGUAGE.
IT'S LIKE ANY OTHER UNFILLED POSITION ON THE ORG CHART.
I DON'T HAVE A PROBLEM WITH ADDING A PARKS MANAGER POSITION TO THIS, BUT I THINK EXCHANGING PARKS TECHNICIAN, WHICH BRIAN HAS IDENTIFIED AS SOMETHING HE WANTED IN THE ORG CHART, UM, I THINK MY PREFERENCE WOULD BE SIMPLY TO ADD IN THE PARKS MANAGER POSITION, LEAVING THE PARKS TECHNICIAN
[01:05:01]
IN THERE FOR WHATEVER WAS HIS FUTURE DISCUSSION THAT, UH, COUNCILMAN SHAW HAD MENTIONED.UM, THAT WILL TAKE PLACE ON THE ORG CHART.
BRIAN, DID YOU WANNA COMMENT TO THAT OR DOES, UH, WELL IN LIGHT OF WHERE WE FIND OURSELVES, THE ABSENCE OF THE PARK MANAGER POSITION WHERE IT FALLS TODAY.
I'M, I'M TRYING TO, TO THINK THROUGH HERE HOW I TELL YOU WHAT, IT'S 7 35.
LET'S RECESS FOR ABOUT SEVEN 40.
BRIAN, GIVE YOU SOME TIME TO PUT YOUR THOUGHTS TOGETHER AROUND MR. WEBBS.
UM, SO QUESTION, WE DO HAVE MOTION FORWARD TO YES.
IF WE COME BACK AND IF, UM, IF, IF BRIAN HAS A, UM, PUTS THIS THOUGHT TOGETHER THAT MAKES SENSE, THEN WE WOULD NEED A, A RETRACTION OF THE MOTION IN THE SECOND AGAIN, UM, TO MOVE FORWARD WITH, WITH WHAT? WELL, I, I, I WOULD SAY THIS, YOU WOULD HAVE AT THIS POINT, ALL RIGHT, UH, YOU WOULD HAVE, WITH THE FAILURE OF THE PREVIOUS LEGISLATION, YOU WOULD HAVE THE POSITION OF PARKS MANAGER, WHICH REMAINS BECAUSE THE TO HASN'T BEEN AMENDED.
BUT IF YOU LEAVE THIS LEGISLATION AND YOU PASS IT, THE ONLY PERSON, OR THE ONLY POSITION, EXCUSE ME, THAT IS ABSENT AN ADDRESS OF WAGE, WOULD BE THE PARKS MANAGER POSITION.
I WOULD HAVE TO ASSUME THAT THE FINANCE DEPARTMENT HAS THE ABILITY AND THE CAPABILITY IF IT NEEDS TO RETROACTIVELY OR TO IMMEDIATELY ADDRESS A WAGE ISSUE FOR ONE POSITION WITHIN THE ORGANIZATION.
IT HAS AN ABILITY TO DO THAT IN A SIX DAY PERIOD.
THEREFORE, IF YOU WERE TO ADOPT THIS LEGISLATION AS IT IS PRESENTED TONIGHT, THEN AT THE NEXT MEETING, DEPENDING UPON WHAT YOU DO WITH THE TABLE OF ORGANIZATION, IF YOU CHOOSE TO MAINTAIN THE POSITION OF PARKS MANAGER, THEN YOU WOULD SIMPLY NEED TO PASS AN AMENDMENT TO THE WAGE LEGISLATION TO ACCOUNT FOR THE, UH, PARKS MANAGER DECISION.
SO I WOULD TELL YOU, LET ME REPHRASE THAT.
I WOULD RECOMMEND, BASED ON WHERE WE FIND OURSELVES, SINCE WE DIDN'T HAVE TIME TO PREPARE FOR THESE CONSIDERATIONS THAT YOU ADOPT THIS LEGISLATION, SO THAT THE 222 EMPLOYEES WHO ARE NOT THE FOCUS OF THIS PARTICULAR CONCERN, CAN IT BE ENSURED THAT THEIR WAGE INCREASES ARE AVAILABLE TO THEM AT THE APPROPRIATE TIME AND CONTEXT, AND THAT THE ONE POSITION THAT IS IMPACTING, IF HOWEVER, THIS IS RESOLVED, A COUNCIL SATISFACTION, IT IS ONE POSITION THAT HAS TO BE THE FOCUS OF THE ADDITIONAL EFFORTS OF FINANCE AS OPPOSED TO 223.
THAT WOULD BE MY RECOMMENDATION.
SO, RICHARD, WITHDRAW YOUR MOTION AND PROCEED.
AS YOUR HONOR, I WOULD LIKE TO WITHDRAW MY MOTION BASED ON THE CONVERSATION AND, UM, UH, IF THE, UM, IF THE LAW DIRECTOR AND THE CITY MANAGER ON THE SAME PAGE ON THIS, UM, AND, UH, CITY MANAGER BELIEVES THAT FINANCE DEPARTMENT CAN WORK ON THAT APPROPRIATELY, SO BE I'LL, I'LL WITHDRAW MY MOTION TO AMEND.
UM, THIS CAN WITHDRAW A SECOND.
DON, WHAT DOES THAT DO TO YOUR CONCERNS OR QUESTIONS? IT DID.
SO ONLY FOR A MOTION AND A SECOND TO PROCEED AS PRESENTED.
MOVE TO PROCEED AS A PRESENTED.
MR. CAMPBELL, WHO IS NOT HERE? UH, MRS. VER? YES.

[13. City Official Reports and Comments]
ITEM 13, WHICH IS CITY OFFICIAL REPORTS AND COMMENTS.DOES ANYONE HAVE ANYTHING THIS EVENING THAT, UH, YES, MAYOR.
JUST ONE COMMENT ABOUT THE, UM, RESOLUTION THAT WE, OR THE ORDINANCE THAT WE PASSED TODAY, UH, DEALING WITH THE, UM, UH, ELECTION BALLOT FOR THE NATURAL GAS.
SO, UH, IF SOMEONE DOES NOT LIKE THAT, CERTAINLY THEY HAVE THE BENEFIT AND THE ABILITY TO OPT OUT AND CHOOSE THEIR OWN AT THEIR OWN, UH, DESIRE.
SO IT REALLY IS THE PERFECT LEGISLATION WHERE NO ONE HAS TO JOIN IF THEY DO NOT WANT TO.
THAT I'D FOLLOW UP BY SAYING I WOULDN'T DISAGREE ON WITH THAT AT ALL.
AND I THINK WHEN YOU LOOK AT THE SUCCESS OF THE ENERGY AGGREGATION, UM, LEGISLATION WAS PASSED, WHAT WAS SIX, SEVEN YEARS AGO, AND PROBABLY IN THE HUNDREDS OF THOUSANDS, IF NOT MILLIONS OF DOLLARS, IT HAD SAVED THE RESIDENTS A FEWER HEIGHTS IN DISPOSABLE INCOME AND ENERGY AGGREGATION.
I THINK THAT WAS A GREAT PROGRAM.
YOU KNOW, SO, SO MUCH SO THAT THE RESIDENTS WERE UPSET WHEN THAT PROGRAM ENDED AND WE SAW WHAT AES WAS CHARGING YEAH.
I THINK, YOU KNOW, WE, UH, I KNOW PEOPLE, OBVIOUSLY EVERYBODY'S GONNA HAVE THEIR OPINIONS, BUT WHEN YOU LOOK AT THE OVERALL SUCCESS OF THAT PROGRAM AND WHAT PEOPLE WERE ASKING FOR WHEN THAT PROGRAM IS OVER, UH, I THINK IT WOULD ONLY MAKE SENSE TO GIVE THE RESIDENTS WHO WANT THAT OPPORTUNITY TO, UH, AT LEAST HAVE THEIR SAY AND VOTE, UH, ON WHAT WE COULD POSSIBLY DO UNDER, UNDER GAS AGGREGATION AS WELL.
SO, APPRECIATE THE COMMENTS, ED.
ANYONE ELSE? RICHARD? THANK YOU, MAYOR.
UH, I DID WANT TO, UH, PIGGYBACK ON A COUPLE OF COMMENTS I MADE TONIGHT.
UM, ESPECIALLY REGARDING, UM, UH, THE BUDGET AND WATER INFRASTRUCTURE.
UM, I DO KNOW THAT, UH, MR. ODO, UM, HAS BEEN IN COMMUNICATION WITH, UH, HOPEFULLY SOME, UH, OPPORTUNITIES AND WAY FORWARD, UH, FROM OUR, OUR NATIONAL LEAGUE OF CITIES
[01:20:01]
CONFERENCE.UM, I'LL BE, UH, HOPEFULLY, UH, MEETING SOMEBODY'S CAR IS INTERESTED IN LEAVING.
UM, UH, I WILL HOPEFULLY BE HAVING A CONVERSATION WITH THE CITY MANAGER LATER THIS WEEK TO DISCUSS SOME OF THE ITEMS I BROUGHT BACK FROM THE NATIONAL LEAGUE OF CITIES AS WELL, UH, INVOLVING INFRASTRUCTURE AS WELL.
UH, SO IT IS MY HOPE THAT WE DO SEE THOSE WATER FUNDS IN THE, IN THE UPCOMING BUDGET.
FROM, UH, ADDITIONALLY, UM, I I IT IS MY UNDER, I'M SORRY, RICHARD.
UH, ADDITIONALLY, I, IT IS MY UNDERSTANDING THAT, UH, THE, UM, MIAMI COUNTY COMMISSIONERS WILL BE TAKING UP THE, UM, RITTER VAN DAM, SO ON THE ANNEXATION, UM, IT IS MY HOPE IF SCHEDULE CONFLICTING THAT I WILL BE ATTENDING THAT MEETING AS WELL.
UM, SO, UH, YOU KNOW, I HAVE PERSONAL CONCERNS AND QUESTIONS ON ANNEXATION.
I THINK MY VOTE FOLLOWS, UH, WHERE I'LL MOVE FORWARD ULTIMATELY ON THAT, IF THAT DOES COME BACK IN FRONT OF ME.
UM, MAYOR IS MY HOPE THAT WE DO SEE THE TABLE OF OUR ORGANIZATION, UH, IN DISCUSSION AT THE NEXT WORK SESSION, UM, FOR SOME FURTHER COMMENTS AND REVIEW, UH, IN REGARDS TO NOT ONLY THE, THE TAX DEPARTMENT, BUT ALSO THE, THE PARKS MANAGER.
UM, AND, UM, AND WE CAN FURTHER THAT DISCUSSION ALONG.
AND FINALLY, I HOPE EVERYBODY, UH, ENJOYS THEMSELVES, UM, AT THE CHRISTMAS CONCERT THIS WEEKEND.
UH, I KNOW THE CITY HAS DONE A GREAT JOB FOR MANY YEARS, UH, WITH THE CHRISTMAS CONCERT, UH, LAST YEAR.
I THINK WE HAD A, A RECORD AMOUNT OF ATTENDANCE UP THERE.
UH, SO I HOPE EVERYBODY CONTINUES TO SUPPORT THAT.
I KNOW THERE'S ALSO A, UM, I THINK ANOTHER ORGANIZATION, I THINK ALMOST AT THE EXACT SAME TIME ZONE, ANOTHER EVENT IN THE CITY.
UH, SO A LOT OF, A LOT OF THINGS GOING ON, UH, THIS WEEKEND, UH, UH, FOR THE, UH, CHRISTMAS HOLIDAY SEASON.
UH, AND MAYOR, THAT'S ALL I HAVE.
AND THERE'S NO REASON FOR AN EXECUTIVE SESSION THIS EVENING, SO AT 7 52, THIS MEETING IS ADJOURNED.
