I HAVE SOME INFORMATION, IDEAS THAT I BELIEVE MIGHT BE OF INTEREST AS IT RELATES TO ANNEXATION REQUESTS FROM MIAMI COUNTY, BETHEL TOWNSHIP, LAND OWNERS AND DEVELOPERS. PRIOR TO 2020, BETHEL TOWNSHIP TRUSTEES ACCEPTED A ZONING REQUEST AND BUILDING PLAN RELATING TO 93 ACRES ZONED AGRICULTURAL PER NUMBER A ZERO ONE DASH 5 93. CHANGING 14 PLUS ACRES TO RESIDENTIAL AND BUILDING SIX HOUSES, THE CITIZENS SUCCESSFULLY CIRCULATED A REFEREND PETITION. IT WAS PLACED ON NOVEMBER 3RD, 2020 BALLOT. THE RESULTS OF THE VOTE WAS 767 4 AND 2090, AGAINST WHICH EQUALS OVER 71% AGAINST PUTTING THIS PLAN ON HOLD IN FEBRUARY, 2022. THESE, THIS 93 ACRES WERE SOLD TO O T I C LLC IN THE FALL OF 2022. THIS COMPANY WITH CUSTODY HAS 60 ACRES REZONED TO BUILD 20 HOUSES. THE BETHEL TRUSTEES VOTED TWO TO ONE APPROVING THE REQUEST. I DO NOT KNOW WHAT THE RESULTS WILL BE, BUT ANOTHER REFERENDUM PETITION WAS CIRCULATED AND THEN TURNED IN TUESDAY, NOVEMBER 20TH, 2022 TO BE PLACED ON THE BALLOT AGAIN FOR THE BETHEL VOTERS TO DECIDE. IN MY VIEW, OVER 71% OF THE VOTERS VOTED NO TO SIX HOUSES ON 14 ACRES COMPARED TO THE CURRENT REQUEST OF 20 HOUSES ON 60 ACRES. TIME WILL TELL BRINGING THIS INFORMATION FORWARD TO HELP YOU REALIZE THAT THE CITIZENS OF BETHEL TOWNSHIP DO NOT WANT THIS DEVELOPMENT, NOR THE ANNEXATION AND DEVELOPMENT FROM HUBERT HEIGHTS. IN SUMMARY, I, ON SEPTEMBER 28TH, 2022, NEW CARLISLE CITY COUNCILED 14 AND FIVE, AGAINST AN ANNEXATION REQUEST, WHICH WOULD HAVE ALLOWED A 300 HOUSE DEVELOPMENT. THE MESSAGE WAS NO TO ANNEXATION. OVER THE SUMMER, THE MIAMI COUNTY COMMISSIONERS ATTEMPTED TO DENY AN ANNEXATION REQUEST, BUT AS I UNDERSTAND THIS FAILED, BUT I BELIEVE THAT THE INTENT WAS NO TO ANNEXATION, REFERRING BACK MY ORIGINAL INFORMATION ABOUT BETHO TOWNSHIP CITIZENS FILING A REFEREND PETITION AND A 71% NO VOTE ON THE NOVEMBER 3RD, 2022 BALLOT. I MIGHT BE WRONG, . AND NOW WITH ANOTHER REFER, REPETITION, A LARGER DEVELOPMENT ON THE SAME PROPERTY, THE MESSAGES NO TO BIG DEVELOPMENTS. THESE THREE EXAMPLES ARE COMING FROM THREE DIFFERENT DIRECTIONS, BUT THE IDEA IS THE SAME. NO TO ANNEXATION AND LARGE DEVELOPMENTS. IN THE PAST, HUBER HEIGHTS HAS VOTED YES TO ACCEPT ANNEXATION REQUESTS FROM MIAMI COUNTY, BETHEL TOWNSHIP, LAND OWNERS SLASH DEVELOPERS. BUT IF I MAY SUGGEST THAT THE HUBER HEIGHTS CITY COUNCIL PROPOSAL, ORDINANCE RESOLUTION, THAT WOULD MANDATE THAT FUTURE ANNEXATION REQUESTS IF ACCEPTED BY THE HUBER HEIGHTS PLANNING AND ZONING BOARD, BE PUT ON THE NEXT BALLOT AS A FINAL SAFEGUARD. THIS WAY THE HUBER HEIGHTS CITIZENS VOTE WILL TRULY BE A REFLECTION AS TO WHAT THE COMMUNITY WANTS AND HOW THEY WANT THEIR COMMUNITY PROCEED BY THEIR NEIGHBORS. THE EIGHT HUBER HEIGHTS CITY COUNCIL MEMBERS MIGHT BE VOTING WITH WHAT IS GOOD BUSINESS PRACTICES, BUT MAYBE YOUR CITIZEN HAVE A DIFFERENT IDEA AS TO THE DIRECTION OF THEIR CITY. I WOULD LIKE TO THINK THIS PROCESS WITH A CITIZEN VOTE, WHAT ACT AS AN ACKNOWLEDGEMENT AND A CONFIRMATION OF YOUR ACTIONS OR AS AN INDICATOR OF HOW YOUR CITIZENS FEEL AND MAYBE REDIRECTION OF YOUR VOTES TO ALIGN WITH THAT OF YOUR VOTERS. I KNOW MY EXAMPLES OF VOTER NUMBERS, ACRES OF LAND INVOLVED NUMBERS OF HOUSES IN QUESTION MIGHT SEEM OF LITTLE SIGNIFICANCE COMPARED TO THOSE NUMBERS COST CROSSING YOUR DESK. WHAT WILL THAT DO FOR YOU? UM, SINCE THE ESTABLISHMENT OF THAT POSITION IN, UM, 2019, I THINK, AND EVER SINCE, UH, WE DECIDED, OR WE WANTED, THE CITIZENS RECOMMENDED THAT IN THE PARK, SORRY, IN THE MASTER PARKS PLAN, IN THE PARKS MASTER PLAN, UM, THAT WE WANTED TO HAVE SOMEONE FOCUS AND DEDICATED ON OUR PARKS. UM, YOU KNOW, THIS TO ME SEEMS LIKE A COMPLETE 180. YOU KNOW, WE'RE TAKING A POSITION THAT IS NO KIDDING, DEDICATED, UM, TO FOCUSING ON OUR PARTS, MAKING SURE THAT WE HAVE THE AMENITIES THAT WE NEED, THAT WE'VE HAD THE REPAIRS THAT NEED TO HAPPEN, AND WE'RE DOING A COMPLETE 180. SO MY QUESTION TO YOU IS, ARE YOU TRULY IN SUPPORT OF THIS? UM, AND WHAT WILL THIS DO FOR OUR COMMUNITY? WILL WE HAVE SOMEONE FOCUSED ON THAT IN THE FUTURE? OVER THE LAST SEVERAL YEARS, THE CITY HAS INVESTED MILLIONS OF DOLLARS IN PARK INFRASTRUCTURE. OPERATIONAL EFFORTS NEED TO EXPAND BEYOND ACTIVATION OF NEW OR UPDATED RECREATIONAL SPACES, SPACES TO INCLUDE GENERAL ASSET OVERSIGHT AND MANAGEMENT. THIS POSITION IS REFLECTIVE OF MORE TIME SPENT IN THE FIELD ADDRESSING ASSET MAINTENANCE AND MANAGEMENT ISSUES TO PROTECT THE CITY'S RECENT INVESTMENTS. OPERATIONAL EFFICIENCY IS ALSO A KEY REASON FOR THE REALLOCATION OF THIS PO EXCUSE ME, FOR THE RELOCATION OF THIS POSITION IN THE, TO THE PARKS DIVISION HAS NO MAINTENANCE EQUIPMENT OR STAFFING OF ITS OWN RELYING ON SUPPORT FROM THE PUBLIC WORKS DIVISION IN THE PAST. THIS CONDITION HAS CREATED SITUATIONS WHERE THE WORK NEEDS OF THE PARKS CONFLICT WITH THE WORK OF PUBLIC WORKS. LOCATING THIS POSITION UNDER THE PUBLIC WORKS DIVISION SHOULD SUBSTANTIALLY REDUCE THESE WORK CONFLICTS AND INCREASE, INCREASE OPERATIONAL EFFICIENCY. THE Y M C A IS PLANNING TO INCREASE THEIR PROGRAMMING OUTREACH IN 2023 TO A NUMBER OF OUR FACILITIES, INCLUDING THE SENIOR CENTER COMMUNITY CENTER, AND THE EEL BERGER WITH THE DEVELOPMENT OF THESE ACTIVITIES, AND THROUGH THE UTILIZATION OF OTHER TECHNICAL ADVANCEMENTS OF THE Y M C A FUNCTIONS OF THE PARKS MANAGER POSITION, SUCH AS PROGRAMMING AND FACILITY RESERVATIONS ARE NOT INTERNALLY NECESSARY MOVING FORWARD. SO THE IDEA HERE IS THAT, UM, THE PARKS TECHNICIAN WILL PIVOT MORE TOWARDS THE OPERATIONAL COMPONENT AND LESS TOWARDS THE PROGRAMMING COMPONENT BECAUSE WE HAVE OTHER RESOURCES WHO CAN SUPPORT THE PROGRAMMING COMPONENT THAT THE COMMUNITY IS ASKING FOR. AND THAT SOMEBODY WITH, UH, THE PARKS MAN, THE PARK MANAGERS OR THE PARK TECHNICIANS SKILLS, UH, AND HIS KNOWLEDGE BASED ON THE TRAINING THAT HE'S BEEN AFFORDED, WILL HAVE AN OPPORTUNITY TO BE IN THE FIELD MORE OFTEN AND UTILIZE THOSE SKILLS AND THAT INFORMATION AND, UH, UM, THOSE CERTIFICATIONS TO MAKE SURE THAT THE EQUIPMENT AND THAT THE ASSETS THAT THE COMMUNITY HAS INVESTED IN [00:35:01] ARE MAINTAINED AND TAKEN CARE OF TO THE BENEFIT OF THE COMMUNITY. SO, UH, IF SOMEONE DOES NOT LIKE THAT, CERTAINLY THEY HAVE THE BENEFIT AND THE ABILITY TO OPT OUT AND CHOOSE THEIR OWN AT THEIR OWN, UH, DESIRE. I THINK THAT WAS A GREAT PROGRAM. YOU KNOW, SO, SO MUCH SO THAT THE RESIDENTS WERE UPSET WHEN THAT PROGRAM ENDED AND WE SAW WHAT AES WAS CHARGING YEAH. ON, ON THE REGULAR RATES. I THINK, YOU KNOW, WE, UH, I KNOW PEOPLE, OBVIOUSLY EVERYBODY'S GONNA HAVE THEIR OPINIONS, BUT WHEN YOU LOOK AT THE OVERALL SUCCESS OF THAT PROGRAM AND WHAT PEOPLE WERE ASKING FOR WHEN THAT PROGRAM IS OVER, UH, I THINK IT WOULD ONLY MAKE SENSE TO GIVE THE RESIDENTS WHO WANT THAT OPPORTUNITY TO, UH, AT LEAST HAVE THEIR SAY AND VOTE, UH, ON WHAT WE COULD POSSIBLY DO UNDER, UNDER GAS AGGREGATION AS WELL.
