NINE, OUR CITY MANAGER REPORT.

MR. SCHUMER, IF YOU WOULD ENLIGHTEN US ALL PLEASE, A GOOD EVENING, MAYOR COUNCIL.

UH, NOT A WHOLE LOT THAT EVENING.

JUST A COUPLE OF UPDATES.

OUR NEW WELL IS ONLINE DOWN AT THE WATER PLANT.

AS YOU RECALL, PART OF THE OVERALL PROJECT AND TAKING DOWN THE OLD NEED MORE PLANT, UH, AND ADDING OUR WATER SOFTENING AND INCREASED CAPACITY WITH A PRESSURE PROJECT.

WE ADDED A NEW WELL, UH, IRONICALLY WE HAD ONE OF THE EXISTING WELLS GO DOWN AND NEED AND REPAIR AND, UH, THAT TIMING WAS VERY GOOD TIMING AND A GOOD TEST BECAUSE WE HAD HEAVY DEMAND, OBVIOUSLY WITH PEOPLE WATERING ALONG, ET CETERA, OVER THE PAST WEEK AND ALL THE HEAT.

SO, UH, EVERYTHING WENT WELL AND, UM, AND THINGS WERE ALL GOOD AND OPERATING, UH, OPERATING WELL DOWN AT THE, AT THE PLANT FOR THAT.

UH, IN ADDITION JUST WANTED TO GIVE A, A BRIEF UPDATE.

UH, I GOT SOME PRELIMINARY NUMBERS REGARDING THE ONSITE POP-UP TEST THAT WAS DONE AT THE ROSE MUSIC CENTER REGARDING THE, UM, UM, THE, THE QUICK RAPID TEST FOR COVID-19 WHERE 1,058 TESTS GIVEN.

AND THE OVERALL POSITIVE RATE WILL FALLS A LITTLE BIT BELOW THE, UH, THE STATE AVERAGE OF 6.2%.

I BELIEVE WE WERE, UM, UH, JUST, JUST ABOVE THE 4% RANGE, FINAL NUMBERS AREN'T QUITE IN YET, UH, WAITING ON THE, UH, THE DOCUMENTATION FROM, UH, FROM PUBLIC HEALTH, UH, TO GET DISTRIBUTED OUT.

BUT THAT WAS ONE OF THE THINGS THAT THEY WANTED TO SHARE.

UH, THEY HAD GOOD TURNOUT, AS I SAID, THEY, THEY RAN OUT OF TESTS AND THEY DID A COUPLE OF OTHER SITES IN THE COUNTY.

SO, UH, HOPEFULLY WE CONTINUE TO SEE SUCCESS RATES OF, UM, OF THAT, UH, THAT POSITIVITY CONTINUED TO DECLINE AND, AND OTHER THINGS AS ALL THE EFFORTS GO ON THROUGHOUT THE, UH, THROUGHOUT THE STATE AND THE COMMUNITIES TO, UH, TO SAFEGUARD EVERYBODY'S HEALTH, UH, IN LINE WITH THAT, WE HAD ANOTHER FARMER'S MARKET, UH, MY HATS OFF TO, UH, TO JOSH AND SARAH AND THE VOLUNTEERS AND THE STAFF THERE.

UH, THEY GOT A VISIT FROM THE PUBLIC HEALTH SPEAKING OF A, OF CORONAVIRUS, AND THEY WANTED TO MAKE SURE THINGS WERE DONE.

AND THEY'RE THEY'RE, UM, THEY'RE, THEY'RE, UM, EXITING COMMENTS WERE THAT, UH, IT'S ONE OF THE BEST THEY'VE SEEN AND THEY WISHED THAT SOME OTHERS WERE SET UP AS, UH, THE HUBER HEIGHTS FARMER'S MARKET WAS.

SO AGAIN, APPRECIATE ALL THE DILIGENCE AND COGNIZANT EFFORTS BY, BY STAFF AND THE VOLUNTEERS AND THE, THE VENDORS THERE, UH, FOR AN EVENT THAT I THINK WILL

WE WILL SOON BE ADVERTISING, UH, THOSE WHO SEEK TO FIND THOSE WHO WOULD LIKE TO BE A PART OF THE ORDINANCE REVIEW COMMISSION AMONG THE CITIZENRY.

AND, UH, THAT POSTING WILL GO UP THIS WEEK.

ROGERS, I'M HAVING TO BE AT AN ORDINANCE AUTHORIZING TRANSFERS BETWEEN VARIOUS FUNDS OF THE CITY OF HUBER HEIGHTS, OHIO AND AMENDING ORDINANCE NUMBER TWO ZERO ONE NINE DASH OH DASH TWO FOUR ZERO THREE, BY MAKING SUPPLEMENTAL APPROPRIATIONS FOR EXPENSES OF THE CITY OF HUBER HEIGHTS, OHIO FOR THE PERIOD BEGINNING JANUARY 1ST, 2020, AND ENDING DECEMBER 31ST, 2020 AT THE FIRST READING, MR. SEAN MURPHY WITH THIS, THANK YOU.

THIS IS THE STANDARD SUPPLEMENTAL COUPLE OF ITEMS WITHIN IT.

THERE'S $349,000 OF TRANSFERS FROM THE CORONAVIRUS RELIEF FUND TO VARIOUS CITY FUNDS TO REIMBURSE FOR COVID RELATED EXPENSES OF THAT $557,000 THAT WE RECEIVED A $99,000 DECREASE FROM THE GENERAL FUND, UH, AND $106,000 INCREASE TO CAPITAL IMPROVEMENTS FUND, WHICH IS THE ALLOCATION AND USE OF THE NINE 11 FRANCHISE FEE FOR PUBLIC SAFETY ANSWERING POINT OR DISPATCHING SERVICES.

WE ARE ALLOWED TO UTILIZE THOSE FUNDS TO PAY FOR PERSONNEL

RELATED EXPENSES TO SUPPORT THAT.

AND THAT IS WHAT WE ARE DOING THERE SINCE THAT DISBURSEMENT HAS CAME.

UH, AND THE FINAL BIT IS 26,000, UH, FOR AN INCREASE TO, UM, TO COVER FOR CHANGES IN INSURANCE, UH, DURING OPEN ENROLLMENT PERIOD, UH, WE HAVE ADDITIONAL EMPLOYEES AND, OR CHANGES FROM SINGLE TO FAMILY OR COMING ONTO THE INSURANCE.

AND A FEW OF THOSE OCCURRED, UH, DURING OPEN ENROLLMENT, WHICH WAS AFTER WE HAD PASSED THE BUDGET.

SO, UH, THOSE COSTS AND THOSE PREMIUMS WILL BEGIN TO KICK IN AND WE NEED TO ADD THAT TO THE BUDGET, WHICH IS NORMAL COST OF BUSINESS.
