OKAY.

IT IS A SIX O'CLOCK

[1. Call Meeting To Order/Roll Call:]

AND, UH, AND WE'RE ALL SET.

SO THIS IS, IF YOU WERE HEIGHTS, STATE OF OHIO CITY COUNCIL WORK SESSIONS, THEY USED LIKE 21ST, 2020.

WE STARTED RIGHT AT 6:00 PM AND THEN ONE IS OUR COLUMBIA OR IN THE ROLL CALL.

SO MR. ROGERS, IF YOU WOULD PLEASE, MR. SHAW, MS. BAKER HERE, MR. CAMPBELL HERE.

THIS IS HERE, MR. OTTO HERE.

MR. LYONS HERE, MR. HILL HERE.

MR. ROB, MR. WEB, LIKE HE'S NOT HERE.

UH, YEAH, A MIRROR BAR HERE.

OKAY.

SO EVERYONE IS HERE CURRENTLY, UH, WITH THE EXCEPTION OF MR. WEBB.

SO YEAH, I WOULD IMAGINE HE'LL BE LOGGING INTO YOUR SHORTLY.

[2. Approval of Minutes:]

OKAY.

NEXT UP IS NUMBER TWO, WHICH IS OUR APPROVAL OF MINUTES.

THERE IS ONE SET OF MINUTES DATED JULY 7TH, 2024.

LAST WORK SESSION.

THOSE HAVE BEEN DISTRIBUTED.

IF THERE ARE NO QUESTIONS, CONCERNS, COMMENTS, OR CHANGES, THOSE MINUTES WILL STAND AS A PREACHER.

OKAY.

HERE, NONE THAT'S SET FROM JULY 7TH, 2020 WILL BE APPROVED.

I REMEMBER THREE IS OUR WORK SESSION, TOPICS OF DISCUSSION.

SO WE'LL JUST MOVE

[ City Manager Report]

RIGHT IN HERE WITH ITEM THREE, WHICH IS OUR CITY MANAGER REPORT.

MR. CHAIRMAN, NEW MAYOR COUNCIL, A FEW UPDATES FOR THIS EVENING.

UM, START OFF WITH, I KNOW MR. SHAWL SENT AN EMAIL, BUT, UH, UM, UH, FIGURE IT'S BEST JUST TO UPDATE EVERYBODY HERE REGARDING THE BELL FOUNTAIN ROAD BRIDGE.

UH, THAT PROJECT AGAIN IS ON SCHEDULE AS, UM, UH, AS IT WAS ORIGINALLY STATED TO BE COMPLETED, HOPEFULLY BY DECEMBER, THAT IS THE PROJECTED TIMELINE.

THAT'S WHAT WAS REPORTED FOR THE CURRENT STATUS OF IT IS IT'S BEEN BID OUT.

A CONTRACTOR HAS BEEN AWARDED.

UH, THEY ARE, UNFORTUNATELY HAVE TO WAIT UNTIL OCTOBER BEFORE THEY CAN START THE PROJECT SO THAT, SO THEY DON'T DISRUPT THE BROWN BAT.

UH, THEY HAVE TO WAIT UNTIL OCTOBER BEFORE THEY CAN REMOVE TREES, ET CETERA.

SO, UH, ONCE THEY START WORK THERE ON OCTOBER, I REMOVE THEM SOME OF THE TREES AND THE REPLACEMENT, UM, UH, CULVERT AND THE, UH, THE BRIDGE BOX.

THEN, UH, THEY SHOULD, SHOULD TAKE THEM ABOUT THREE MONTHS TO DO THAT.

THEY SHOULD BE DONE BY THE END OF DECEMBER.

UH, THE BODY CAMERA PROJECT, UH, BODY CAMERAS ARE IN, UH, THEY ARE BEING CHARGED AND SHOULD BE DEPLOYED A SHIFT BY SHIFT THROUGH THE REST OF THIS WEEK.

SO IT LOOKS LIKE WE MADE OUR 30 DAY COMMITMENT AS WE TALKED ABOUT EARLIER.

UM, UH, ALSO SPEAKING ABOUT BELL FOUNTAIN, AS YOU RECALL, WE HAD ORIGINALLY TALKED ABOUT A CULVERT REPLACEMENT FURTHER SOUTH ON BELL FOUNTAIN, CLOSE TO THE OAKS SUBDIVISION.

UH, THAT PROJECT SHOULD BE READY TO GO TO BED TOWARDS THE, UH, TOWARDS THE END OF THE YEAR HERE.

UM, I WANTED TO SPEAK A LITTLE BIT ABOUT OUR EFFORTS IN THE CENSUS AS WELL.

UM, FIRST OF ALL, OUR, UH, OUR OWN, UH, SARAH WILLIAMS WAS ASKED TO SPEAK ON BEHALF HALF OF THE, UH, SOCIAL MEDIA PLATFORM AND, UH, COALITION REGARDING THE OUTREACH AND COMMENTARY, UM, THAT WAS REACHED BASED ON SOME OF THE POSTINGS THAT HAVE BEEN PUT OUT ON BEHALF OF THE CITY BY HER.

AND, UH, AS A RESULT OF THAT, THEY FEEL THAT THAT'S BEEN A, A MODEL TO USE AND TO SHOW SOME SUCCESS.

AND AS A RESULT OF THAT, PROBABLY, UH, NEAR 74% RETURN, UH, WHICH IS VERY CLOSE TO WHERE WE WERE AT THE COMPLETION OF THE SENTENCE CENSUS, I KEEP SAYING SENTENCE CENSUS LAST, UH, LAST TIME AROUND THE STATE AVERAGE IS ABOUT 66%.

SO AS WE CONTINUE TO DO ADDITIONAL SOCIAL MEDIA PUSHES, UH, WE ASK THAT, UH, UH, IF ANYBODY TAKES AND SHARES, WHAT IS FROM OUR MAIN PAGE, SO THAT THERE IS CONSISTENT MESSAGING, AND WE CAN CHANGE YOU TO GATHER THE AMOUNT OF OUTREACH AND ENGAGEMENT ON THAT, UH, AND, AND RATE THE DISCOURSE REGARDING THE COMMENTARY TO SEE WHAT ADDITIONAL GROUPS OR SUBGROUPS OR DEMOGRAPHICS WE NEED TO REACH OUT TO.

AS YOU'VE NOTICED THAT SOME OF THE EVENTS WE'VE ORDERED UP SOME YARD SIGNS, ET CETERA, MAKING SURE THAT, UH, UM, UH, THE WE COUNT, UH, DRIVE IS, IS OUT AN ACTIVE.

SO AGAIN, AS WE GET INTO THE FINAL MONTHS, WE, WE ASKED EVERYBODY TO REALLY GET INVOLVED, UM, MAKE YOUR, MAKE YOUR VOTE COUNT, MAKE YOUR, UM, POPULAR SOUND HUMP BY CONTRIBUTING TO AND CONDUCTED THE CENSUS.

VERY SIMPLE, VERY EASY TO DO.

AND, UH, WE CERTAINLY ASK, UH, ALL OFFICIALS TO SPREAD THE WORD AND SHARE ANY OF THE OUTREACH POSTINGS THAT WE HAVE GOING ON.

UH, WE RECENTLY HAD A COUPLE OF GREAT EVENTS.

UH, WE HAD OUR FIRST FARMER'S MARKET, UH, HAD GREAT EVENT, THE FOOD VENDORS AND THE PRODUCE, UH, WAS, UH, THEY HAD RUN OUT, UM, BASED ON THE AMOUNT OF PEOPLE THAT CAME AND VISITED.

SO

[00:05:01]

I THINK OBVIOUSLY WE HAD A NEED WITH A, WITH A LACK OF ONE THAT STARTED UP THIS YEAR.

I'M REALLY GLAD THAT, UH, THAT, UM, UM, SOME VOLUNTEERS AND SOME STAFF WERE ABLE TO COME TOGETHER AND GET THAT, GET THAT OFF AND ROLLING.

SO WE LOOKED FOR THAT TO CONTINUE TO GROW AND CONTINUE TO PARTNER WITH OTHER PEOPLE THAT SHOW INTEREST IN AND PROVIDING THAT GREAT SERVICE TO THE COMMUNITY.

WE ALSO HAD THE, UM, UH, RIBBON CUTTING OF THE NEW TENNIS COURTS FACILITY, THE RESURFACING, I SHOULD SAY, OF THE TENNIS COURTS.

UH, AND WE'RE PROUD TO SAY THAT WE HAVE 56, UM, ATTENDEES JOINED FOR OUR UPCOMING TENNIS CAMP.

ALL OF THE EQUIPMENT IS IN WITH THAT.

JOSH KING HAS DONE A GREAT JOB OF GETTING THAT FACILITATED AND PUT TOGETHER, UH, PROVIDING EQUIPMENT, RACKETS NETS, ET CETERA, FOR THAT CAMP, AND HOPEFULLY REACH THAT OUTDOOR SPORT AND ACTIVITY FOR, UH, FOR SOME ADDITIONAL YOUTH IN THE COMMUNITY.

UH, WE ALSO HAD ANOTHER SUCCESSFUL CONCERT EVENING AT THE EICHELBERGER.

UH, IT STARTED OFF FOR PRETTY HOT, UH, TIME AT SIX O'CLOCK, A FEW PEOPLE THERE.

I SAW THE WEB THERE.

I SAW, UH, UH, THE THURSDAY AND, UM, WE STUCK THE HEAT OUT AT THE BEGINNING, AND THEN IT STARTED TO COOL OFF A LITTLE BIT.

AND I WOULD SAY PROBABLY BY THE END, THERE'S PROBABLY ABOUT A HUNDRED PEOPLE THERE, UH, WHICH THERE'S PLENTY OF SPACE THERE.

UM, EVERYBODY WAS, UM, UH, WAS ENJOYING THE EVENING AND IT WAS A GREAT TIME TO BE OUTSIDE, TO LISTENING TO SOME LIVE MUSIC.

SO WE HAVE MORE EVENTS COMING UP AND WE ENCOURAGED THE COMMUNITY TO, UH, TAKE A LOOK AT THE CALENDAR AND SEE WHAT'S UPCOMING.

UH, ALSO THE, UH, STREET PROGRAM IS STILL UNDERWAY.

UM, IF YOU HEAR OF ANY RESIDENTS TALKING ABOUT, HEY, I THOUGHT MY STREET WAS BEING REPAVED, THEY JUST CAME, THEY CUT OUT A PATCH, THEY PUT A PATCH IN, AND THAT PATCH IS SITTING LOWER THAN THE ORIGINAL SURFACE OF THE STREET.

THAT'S PART OF THE PROCESS WE HAVE TO, WE HAVE TO REPAIR AREAS, IT HAS TO SETTLE AND PATCH.

THEN THEY COME BACK, THEY GRIND THE ENTIRE THING BACK DOWN AND THEN RESURFACE IT.

SO IN SOME OF THE AREAS WHERE YOU SEE SOME PATCHWORK OF THE AREAS AND THE ROADS THAT ARE IDENTIFIED TO BE RESURFACED, THAT'S NOT THE ENTIRETY OF THE PROJECT.

THAT'S JUST STEP ONE.

SO IF YOU HEAR OR SEE SOME OF THAT, UH, JUST BE MINDFUL.

UM, AND WE TRY TO COMMUNICATE THAT AS WELL.

AND THE LAST QUICK, QUICK UPDATE THAT I HAVE IS REGARDING A BELL PLAYING PARK.

UH, THE PLAYGROUND EQUIPMENT AS WE, UH, AS WE INDICATED, WAS, WAS PURCHASED LAST YEAR AND IN BEGINNING TO GO UP, UH, WE SHOULD BE ABLE TO START LAYING THE, UM, THE RUBBER MOLD AS A GROUND BASE, AND EVERYTHING HAS BEEN SET, UH, LATER ON, WE'LL BE CONTRACTING FOR AN ASTROTURF ACCESS RAMP, UH, MORE OF A HARDER SURFACE FOR THE ACCESSIBLE COMPONENTS OF THE PLAYGROUND STRUCTURE.

AND WE HAVE A LOCAL EAGLE SCOUT THAT'S CONTRIBUTING TO THAT PROJECT, UH, THAT WE'VE WORKED WITH, UH, WORK WITH HIM FOR THE LAST COUPLE OF MONTHS, JOSH KING, AGAIN, UH, FACILITATING THAT AND WORKING WITH THAT YOUNG MAN.

SO, UH, UH, VERY PLEASED TO SEE A LOT OF THINGS GOING ON IN THE PARKS AND MANY MORE THINGS TO COME AS WE, UH, ARE MIDWAY THROUGH THE SUMMER AND, UH, THE HEAT AND EVERYTHING IS UPON US.

AND HOPEFULLY WE'RE STILL IN A POSITION THAT THE COMMUNITY CAN STILL GET OUT AND ENJOY, UH, AT LEAST BEING OUTDOORS AND, AND, AND THE PARKS AND AMENITIES, UM, AS, UH, AS TIME AS TIME GOES ON THROUGH THE SUMMER.

SO, UM, THAT'S ABOUT ALL THAT I HAVE FOR THIS EVENING AND THE REST I'LL LEAVE UP TO THE, UH, TO THE AGENDA.

I THINK TRUMP, IS THERE ANYONE HAS ANY QUESTIONS OR COMMENTS FOR, UH, FOR ANYTHING IN MR. SCHUMER'S UPDATE ON THE CV? YES.

YES.

WE ALSO HAVE A SHREDDING EVENT ON SATURDAY.

OKAY.

YES.

I KNOW THAT THAT, UH, THAT'S GOING UP TO IS STILL ONE TRUCK AT THE ROSE AND THE OTHER ONE, A CLOUD, OR WERE WE JUST DOING ONE LOCATION THIS TIME BASED ON BOTH LOCATIONS? UH, SATURDAY FROM NINE TO 11, I'M AT THE ROSE MUSIC CENTER AND THOMAS CLUB PARK.

THANK GOOD.

GOOD TO SEE THAT STILL CONTINUING UNDER, THAT'S BEEN A PRETTY POPULAR, PRETTY POPULAR DAY FOR LOTS OF PEOPLE OVER THE, OVER THE PAST COUPLE OF YEARS, WE'VE DONE THAT.

ROB, I SENT YOU A MESSAGE ON ANSWER TO YOUR, YOUR COMMENTS.

ARE WE GOING TO HAVE SOME VOLUNTEERS THERE? THESE TRUCK DRIVERS DON'T DO THAT, DON'T DO EVERYTHING WELL.

I'LL LET TONY SPEAK TO IT, BUT THEY SPOKE TO THE DRIVER AND THE COMPANY.

UH, AND I BELIEVE THAT MAYBE THEY'VE CHANGED MAYBE IN YEARS PAST WHEN, UM, UH, WHEN THINGS WERE A LITTLE DIFFERENT, THEY MIGHT HAVE, BUT AS I UNDERSTAND, THEY WILL BE TAKEN CARE OF A LOT OF THE LOADING AND, UH, MUCH FOR SOME OF THE SAME REASONS THAT, UM, OTHERS DON'T WANT TO GET OUT IN AND PARTICIPATE.

UM, YOU KNOW, WE'RE NOT GOING TO ASK VOLUNTEERS TO HANDLE ITEMS DIRECTLY FROM PERSON TO PERSON AS WELL.

UM, AND I THINK THAT'S MIGHT BE WHY THEY ARE DOING THINGS MAYBE A LITTLE BIT DIFFERENT.

AND IF YOU WANT TO SPEAK TO WHAT YOU SAID, YOU BASICALLY SUMMARIZE THAT, UM, KAREN TALKED TO THE DRIVER, UH, THIS MORNING AND HAD A, THE COMPANY, AND THEY SAID THAT THEY WENT FALL ALL THE MASK REQUIREMENTS WITH THEIR DRIVERS AND THAT, UM, AND ENSURING THAT SECURITY THAT THE DRIVERS WOULD, UH, TRANSFER THE GOODS FROM THE CAR

[00:10:01]

AND THE VEHICLES TO THE BAND, AND THEN THEY'D BE SHREDDED ONSITE WITHIN THE TRUCK.

OKAY.

UM, AS I MENTIONED TO ROB LAST YEAR AT THE ROSE, WE HAD SUCH A TURNOUT THAT THE PLACE THAT THE TRAFFIC GOT BLOCKED ALL THE WAY DOWN TO TWO OH ONE, AND THE POLICE CAME OUT AND ASKED US TO FORM TWO LINES.

SO IF YOU'RE, IF YOU'RE GOING TO GO OUT THERE, YOU MIGHT WANT TO HANG AROUND FOR A WHILE JUST TO MAKE SURE THAT, UH, THAT THE TRAFFIC DOESN'T BECOME A PROBLEM.

AGAIN, THIS YEAR, THEY ARE GOING TO TRY TO STACK THE TRUCK TOWARDS THE BACK OF THE LOT, SO THAT THERE'S MORE STAGING AREA FOR CARS COMING INTO THE PARKING LOT.

I THINK THAT WILL HELP FOR SIR, FOR SURE.

YEAH.

WELL, WE GENERALLY GET ONE, ONE ROW, AND THEN AFTER THE POLICEMAN CAME BY, WE CREATED A SECOND ROW AND, AND WHERE HE HAD THE TRUCK WAS REALLY, REALLY A GREAT LOCATION.

SO IT WAS MORE A MATTER OF TRAFFIC CONTROL THAN IT WAS ON WHERE HE SAT.

SO, YEAH, JUST A HEADS UP.

YES, YES.

YEAH.

I'M GOING TO BE THERE ONE LOCATION AND KAREN WILL BE AT THE OTHER LOCATION.

OKAY.

THANK YOU.

OKAY.

THANKS NANCY.

GLEN, DID YOU HAVE SOMETHING I DID.

THANK YOU, MAYOR.

UM, I JUST WANTED TO SAY RABBI, I WANT TO THANK STAFF FOR CONTINUING TO DO THE EVENTS.

UH, I WAS GLAD TO GET OUT AND, AND GO TO SOME, YOU GO TO ALL THESE EVENTS THIS WEEKEND AND IT WAS JUST NICE TO BE OUT.

AND I DID SEE THE WORK AT THE PARK AS WELL.

I APPRECIATE WHAT STAFF'S DOING TO KIND OF KEEP THINGS MOVING THROUGH ALL THIS MESS THAT WE'RE IN.

SO THANK YOU.

OKAY.

THANKS.

VERY GOOD.

THANK YOU.

ANY OTHER QUESTIONS OR COMMENTS FOR MR. SCHOMER FOR HIS UPDATE TO SEE WHAT MR. MAYOR, I ACTUALLY DO HAVE SOMETHING THAT WAS NOT ON THE CITY MANAGER'S REPORT.

OKAY.

UH, I WANTED TO SEE IF, UM, IF WE CAN GET AN UPDATE REGARDING THE ROSE MUSIC CENTER, UM, AND THE LIST OF SHOWS THAT WE HAVE AND HOW WE'RE MOVING FORWARD, ROB HAS THAT INFORMATION.

SO WE HAVE NOW PUT THAT ON TO ABSOLUTELY.

ANY, ANYTHING.

YEAH.

ANY, ANYTHING WE, WE, AS A FACILITY ARE NOT CANCELING ANYTHING, UM, THAT IS SCHEDULED WITHIN A TIMEFRAME THAT THERE AREN'T EXISTING, UH, RESTRICTIONS OR ORDERS.

HOWEVER MANY OF THE ARTISTS HAVE, UH, CHOSEN TO RESCHEDULE.

AND THAT IS THE, UM, UH, THAT IS THE BEST POSITION TO, TO ALLOW THAT, TO OCCUR ANY REMAINED SCHEDULED SHOWS THAT MAY, UH, THAT ARE STILL SCHEDULED FOR 2020, UH, IF THERE'S A POSSIBILITY THAT THEY COULD OCCUR, UM, YOU KNOW, DEPENDING ON THE SITUATION, THEN, YOU KNOW, THEY, THEY MAY, UM, BUT, UH, THE MAJORITY OF THEM HAVE BEEN RESCHEDULED TO THE 2021 SCHEDULE, UH, WITH SOME ADDITIONAL ONES.

SO, UH, THE SCHEDULING OF THE, UH, THE, UH, EVENTS IS REALLY BASED ON, AND THE RELEASE AND ANNOUNCEMENT AND, OR THE RESCHEDULING IS REALLY BASED ON, UH, THE ARTISTS AND THE MANAGEMENT AND AGENCIES OF THOSE ARTISTS.

SO, UM, YOU KNOW, WE, WE REMAIN AT, UM, UM, YOU KNOW, AT, AT THERE, UM, I GUESS, BECK AND CALL REGARDING FINDING ADDITIONAL DATES IF THEY NEED TO RESCHEDULE OR, UM, IF THERE IS GOING TO BE ANY, UM, ANY PERFORMANCES THIS YEAR, UM, YOU KNOW, AS THE SUMMER GOES ON, I THINK, YOU KNOW, REALISTICALLY, EVERYBODY SEES AND KNOWS THAT THE LIKELIHOOD OF IT IS, IS NOT VERY STRONG AT ALL.

UM, AND AGAIN, MAYBE WE MAY BE ABLE TO, BUT WITHIN THE CIRCUIT OF THE PERFORMER, UH, OTHER AREAS MAY NOT BE OPEN EVEN IF WE ARE, AND THAT DOESN'T MAKE FOR A GOOD ABILITY TO, UH, TO TRAVEL OUT AND DO A PERFORMANCE.

SO, UM, WE, WE REALLY RELY ON THE ARTISTS AND THOSE THAT HAVE NOT RESCHEDULED YET.

UM, YOU KNOW, WE, AGAIN, WE RELY ON THEM TO GIVE US THE INDICATION AS TO WHETHER THEY'RE GOING TO, UH, CONTINUE OR WHETHER THEY'RE GOING TO RESCHEDULE.

SO AS THOSE COME OUT, UH, THOSE ARE ANNOUNCED, THE TICKET HOLDERS ARE, UH, ARE NOTIFIED AND, UM, YOU KNOW, EVERYTHING THAT'S ON THE WEBSITE IS UP TO DATE, UM, PER DAY AND A PART OF THE AMOUNT OF INFORMATION THAT, UM, UM, THAT'S AVAILABLE DEPENDING ON THE SCHEDULE AND DEPENDING ON THE PERFORMANCE.

I CERTAINLY APPRECIATE THAT.

I'VE HAD A LOT OF QUESTIONS ON, YOU KNOW, IF WE'RE GOING TO CONTINUE, I'VE BEEN ASSURING PEOPLE THAT, UH, AS OF RIGHT NOW, IF THE ORDER WAS LIFTED MORAL, YOU WOULD STILL HAVE CONCERTS THIS YEAR.

UM, IF AT ALL FEASIBLE.

AND, YOU KNOW, THERE'S A LOT OF DYNAMICS INVOLVED.

IT'S NOT JUST US OR OUR FACILITY, AS I SAID, IT MAY NOT BE FEASIBLE FOR AN ARTIST TO COME FROM NASHVILLE TO DO ONE PERFORMANCE OR SOMETHING LIKE THAT.

IT'S TRULY IS DEPENDENT ON THEM.

AND, UH, AS A FACILITY AND AS THE, THE PROMOTER, UH, WE'RE IN A BETTER POSITION TO ALLOW THAT DECISION TO BE MADE BY THE, UM, BY THE ARTISTS THEMSELVES.

UM, YOU KNOW, SINCE THERE ARE AGREEMENTS AND CONTRACTS INVOLVED, FLOODING THEM, MAKE THE DECISION, UM, AND BEING IN CONTROL OF THAT, UM, YOU KNOW, LEAVES US IN,

[00:15:01]

IN A, IN A MUCH BETTER POSITION AS WELL.

PERFECT.

AND ONE LAST THING I DO WANT TO APPRECIATE THE UPDATE ON BELLTOWN ROAD.

UM, WE HAVE HAD A LOT, I'VE HAD A LOT OF PEOPLE REACH OUT TO ME DIRECTLY.

I'M ASKING ABOUT THAT STRETCH OF ROAD AND A TIMEFRAME OF WHEN IT'S GOING TO BE DONE.

UM, I'VE BEEN, UH, YOU KNOW, REASSURING THEM AND PLEASE CORRECT ME IF AT ALL, OR WRONG.

UM, THIS IS A COUNTY PROJECT.

THIS IS NOT A PROJECT THE CITY HAS TAKEN ON AND BECAUSE OF A WILDLIFE CONDITIONS AND THINGS OUTSIDE OF THE CITY'S CONTROL, THAT'S WHY THE LONG DELAY OUT TO DECEMBER.

THAT IS ABSOLUTELY CORRECT.

OKAY, EXCELLENT.

THAT'S ALL I HAVE.

THANK YOU, MR. MAYOR.

THANK YOU, RICHARD.

ANY OTHER QUESTIONS OR COMMENTS FOR MR. SHU? OKAY.

[ Request For Proposals - SCBA Compressor/Fill Station - Fire Division]

HEARING NONE.

WE'LL MOVE ON TO ITEM THREE B, WHICH IS REQUESTS FOR PROPOSALS FOR THE SCBA COMPRESSOR FILL STATION.

THE FIRE DIVISION CHIEF ASHWORTH IS WITH US THIS EVENING.

SO CHEAP TO DO A GOOD EVENING MAYOR AND MEMBERS OF COUNCIL.

THANK YOU.

IT'S UM, PLEASURE SEEING EVERYBODY.

AND ALTHOUGH IT'S BEEN A WHILE I TRUST EVERYBODY'S DOING WELL TO GIVE YOU A LITTLE BACKGROUND.

WE HAD A GRANT GIVEN TO US BY THE AFG ASSISTANCE TO FIREFIGHTERS GRANT THAT REPLACED ALL OF OUR CBAS, OUR BREATHING, OUR READING CYLINDERS AND APPARATUS.

WE DID ASK AT THAT TIME FOR A COMPRESSOR THAT WAS NOT PART OF IT.

SO WE DID BUDGET FOR 2020 THAT REPLACEMENT THE COMPRESSOR AND FILL STATION IS PUSHING WELL OVER 30 YEARS OLD.

AND WE ARE NOW STARTING TO SEE SOME FAILURES WITHIN THAT.

I HAD HOPED THAT WE COULD HAVE PUSHED THIS OFF TILL NEXT YEAR, MAYBE UNDER A LITTLE BETTER FINANCIAL TIMES.

WE ONLY HAVE ONE COMPRESSOR TO FILL ALL OF OUR BREATHING APPARATUS.

AND BECAUSE OF THAT, I'M REQUESTING THE OPPORTUNITY TO PUBLISH A REQUEST FOR PROPOSAL.

IT IS ANTICIPATED THAT THIS IS GOING TO COST BETWEEN 25 AND $35,000.

THAT IS WHY WE'LL NEED TO DO AN RFP.

THERE ARE NO COMPRESSOR COMPANIES OR COMPRESSOR SYSTEMS THAT ARE ON THE STATE OR FEDERAL BID.

AGAIN, THERE WERE, THEREFORE I CANNOT USE EITHER ONE OF THOSE AS BEING A PROPRIETARY SYSTEM, SO WE WILL NEED TO GO TO BED.

DO YOU THINK ACHIEVE, ARE THERE ANY QUESTIONS OR COMMENTS FOR THE WOULD MOVE QUESTION REGARDING THIS WITH CHIEF? YES.

YES, SIR.

DO YOU SEE ANY DELAY IN THIS PROCESS, RICHARD? I THINK THAT YOU WERE, YOU WERE FROZEN THERE FOR A LITTLE BIT.

SO COULD YOU REPEAT YOUR QUESTION FOR THE CHIEF PLEASE? SORRY.

I WAS WONDERING IF WE ANTICIPATE ANY DELAY, UM, THROUGH THIS PROPOSAL OR IF WE KNOW AT THIS TIME, THAT'S A GOOD QUESTION, MR. SEAN, I DON'T HAVE AN ANSWER TO THAT.

WE HAVE RUN INTO SOME VENDORS THAT ARE DELAYING ANY TYPE OF DELIVERY BECAUSE OF THE COVID AND THE PANDEMIC.

HOWEVER, THIS ISN'T REALLY A PPE.

THIS IS MORE OF A MANUFACTURING TYPE OF EQUIPMENT WHERE WE'RE HOPING THAT WE'RE NOT, UM, WE ARE ACTUALLY, WE JUST HAD THE COMPRESSOR THAT HAVE, UH, SOME MAINTENANCE DONE TO IT BECAUSE A COUPLE OF THE EMERGENCY INDICATING LIGHTS HAVE COME ON.

SO IT IS FUNCTIONING.

UH, BUT TO ANSWER YOUR QUESTION IN SHORT, I DON'T HAVE A GOOD ANSWER FOR THAT RIGHT NOW UNTIL WE HEAR FROM THE VENDOR.

OKAY.

THANK YOU.

YEAH.

THE QUESTIONS FOR CHIEF ACHIEVE LEGISLATION WAS NOT INCLUDED WITH THIS, JUST THAT THE EXHIBIT WITH RP.

SO WE'LL DO THE LEGISLATION TOMORROW FOR THAT.

NO PROBLEM.

I'LL PUT THAT IN.

AND ALSO IF YOU NOTED THE DATES ON THE REQUEST FOR PROPOSAL WERE LEFT, OPEN, UH, PENDING THE APPROVAL BY COUNCIL.

SO YEAH, TONY, I'LL GET THAT LEGISLATION DONE AND I'LL GET IT IN, GET IT INTO AGENDA QUICK FOR YOU IMMEDIATELY.

THANK YOU.

THANK YOU, MAYOR FOR, UH, CHIEF, UM, UH, AFTER, UH, READING THROUGH YOUR PROPOSAL, UM, THE, DO YOU HAVE ANY IDEA YOU MENTIONED, UH, TRADE IN VALUE.

UH, IS THERE A VALUE, UM, OF MUCH THAT WILL OFFSET THE I'M HOPING THAT'S WHY I WROTE IT IN THE RFP.

I WANT THAT VENDOR TO IDENTIFY THAT THERE IS VALUE AND TO APPLY THAT TO THE COST OVERALL COST.

THE OTHER THING I'M REALLY TRYING TO AVOID IS I DON'T WANT TO BE LEFT WITH AN SCBA COMPRESSOR SITTING OUT ON AN APPARATUS FLOOR EITHER IF IT HAS VALUE, THEN I, THAT, AND MOST OF THE VENDORS THAT WE HAVE DEALT WITH IN PAST ARE ON THE UP AND UP.

THEY'LL GIVE ME AN HONEST ANSWER AND THEY'LL GIVE ME AN HONEST PRICE.

THE ONLY OTHER OPTION I HAVE IS TO PUT IT OR PLACE IT ON GOV DEALS, IF WE'RE NOT SATISFIED WITH THAT PARTICULAR ANSWER FROM THEM.

GOT IT.

AND THEN JUST, UM, A FOLLOW UP QUESTION.

UM, IT'S ABOUT YOUR, UM, FINAL PURIFICATION FILTERS.

[00:20:01]

UM, SURELY EXISTING EQUIPMENT HAS, UH, UM, CALLS FOR MAINTENANCE OR REPLACEMENT.

UM, I NOTICED IN YOUR PROPOSAL, YOU ASKED FOR, UM, UH, THEM TO PRICE THAT OUT AS WELL.

THE REPLACEMENT FILTERS AND MAINTENANCE.

UH, IS THAT SOMETHING YOU BUDGET FOR ROUTINELY? UM, THAT'S, THAT'S CORRECT.

SO, UH, CONSIDERING THE FACT THAT THE STB PRESS WE CURRENTLY HAVE IS AROUND 30 PLUS YEARS OLD, WE'RE ASSUMING THAT THE TECHNOLOGY HAS CHANGED.

THUS, THE FILTERING HAS CHANGED, SO THAT IS PUT IN THERE STRICTLY FOR BUDGETARY PURPOSES, AND WE HAVE THAT ALREADY IN OUR, IN OUR BUDGET, OUR OPERATING BUDGET.

I JUST WANT TO MAKE SURE THAT THE NUMBERS MATCH.

AWESOME.

THANK YOU FOR YOUR GREAT PROPOSAL.

THANK YOU.

THANK YOU.

I HAVE TO GET MARRIED AT, TO MY STAFF, SO THANK YOU.

I CAN.

THANK YOU.

AND, UH, YES.

AND, UH, GLEN AND DON, I APPRECIATE YOU USING THE, THE HAND THERE.

THAT THAT'S A MUCH EASIER WAY FOR ME TO KNOW WHEN SOMEONE HAS SOMETHING THEY WANT TO SAY, RATHER THAN EVERYBODY JUST KINDA JUMPING INTO ME HAVING TO DECIPHER VOICES.

SO, SO I APPRECIATE THE USE OF THAT FEATURE THAT WE HAVE HERE.

ANY OTHER QUESTIONS OR COMMENTS FOR THE CHIEF ON THE, UH, ON THE PROPOSAL BEFORE WE MOVE FORWARD FACING THAT? ARE THERE ANY OBJECTIONS TO MOVING THIS ONTO A MONDAY'S COUNCIL MEETING, HEARING NONE.

WE'LL MOVE THAT ON TO A ONCE A MONDAY.

THANK YOU VERY MUCH.

MAYOR MEMBERS OF COUNCIL.

THANK YOU.

AND HAVE A GOOD EVENING.

[ Supplemental Appropriations]

NEXT UP IS ITEM THREE C, WHICH IS SUPPLEMENTAL APPROPRIATIONS, MR. BELL, UH, GOOD EVENING MAYOR AND COUNCIL MEMBERS, UH, HAVE BEFORE YOU, UM, JUST A COUPLE ITEMS, UH, EVEN THOUGH IT LOOKS LIKE A LOT OF DOLLARS.

THE, UH, AS YOU'RE ALL WELL AWARE, WE HAVE RECEIVED CARES, ACT FUNDING, AND THE COMBINATION OF MONIES THAT WE RECEIVED FROM MONTGOMERY COUNTY AND MIAMI COUNTY, TOTAL $557,583 AND 57 CENTS.

SO IT'S NOW, UM, OUR JOB TO, UM, FIND A WAY TO SPEND ALL THAT MONEY.

AND, UH, WHAT I DID, UM, IN PREPARING FOR THIS SUPPLEMENTAL WAS TRYING TO DETERMINE THE, UM, PAYROLL FIGURES THAT I'VE ALREADY LOOKED AT FOR WHAT MIGHT BE ACCEPTED.

AND SO THAT'S WHY YOU SEE A LOT OF TRANSFERS.

UH, THOSE ARE TRANSFERS TO REIMBURSE, UH, EXPENSES THAT WE'VE ALREADY, UH, TAKEN ON OR THAT WE COULD POTENTIALLY, UH, CLAIM, UH, AS I'M STILL LEARNING, UH, NEARLY EVERY WEEK.

UH, SOMETHING NEW COMES OUT FROM OMB AS TO HOW THEY'RE, WHETHER THEY'RE GOING TO ACCEPT, UH, FOUR CLAIMS. AND SO WHAT I DID WAS I, UH, PUT IN $349,000 OF, UH, TRANSFERS TO REIMBURSE, UH, THINGS THAT HAVE BEEN SPENT OUT OF THE OTHER FUNDS.

AND THEN THE ADDITIONAL, UM, LITTLE OVER 208,000 WOULD BE ACTUALLY IN THE CORONAVIRUS RELIEF FUND.

AND, UH, THAT WILL BE FOR, UM, SUPPLIES.

THAT'LL BE FOR A PROFESSIONAL SERVICES, ANYTHING THAT WE, UH, TAKE ON BETWEEN HERE AND OCTOBER 15TH.

AND IF WE, AND IF WE DETERMINE THAT WE'RE SPENDING MORE THAN THAT AMOUNT, THEN OCTOBER 15TH, I THINK THERE'LL BE A PROCESS WHERE I CAN, UH, ASK FOR ADDITIONAL DOLLARS THAT WILL BE GRANTED TO US BETWEEN OCTOBER AND DECEMBER 31ST, UH, IN ADDITION TO THOSE ITEMS, UM, WHEN WE LOOKED AT THE BUDGET FOR 2020, UM, UH, ROB HAD ASKED THAT WE INCREASE THE PERCENTAGE OF DISPATCH SALARIES THAT WE PAY OUT OF THE CAPITAL IMPROVEMENT FUND.

AND THE REASON FOR THAT IS BECAUSE DOLLARS COME IN FROM THE NINE 11 WIRELESS, UH, MONIES THAT THE MOBILE COMPANIES, UM, PROVIDE THE COUNTY.

AND SO WE'RE ONE OF FOUR DISTRICTS THAT RECEIVED THOSE MONIES, THE COUNTY PLUS THE LARGEST CITIES IN MONTGOMERY COUNTY.

AND SO WE ARE ALWAYS LOOKING FOR WAYS TO SPEND THAT AND ONE OF THE APPROPRIATE WAYS TO SPEND IT, UH, ACCORDING TO HIGH RISE CODE ONE 28.57 IS ON PERSONNEL.

AND SO THE, UM, UH, WE MEANT TO DO THAT.

IT DID NOT GET INTO THE FINAL BUDGET.

AND SO I'M ASKING FOR THAT INCREASE NOW OF $106,700, UH, THE, UM, MONEY WAS BUDGETED IN THE GENERAL FUND.

SO THAT'S WHY I'M ASKING FOR A DECREASE TO THE GENERAL FUND OF 99,400.

AND YOU MIGHT ASK WHAT'S THE DIFFERENCE IN THOSE TWO? THE DIFFERENCE IS RELATED TO, UH, SOME INCREASES IN BENEFITS THAT THE DISPATCHERS RECEIVED IN THEIR CONTRACT THAT JUST WAS RENEWED, BUT IT WASN'T RENEWED.

IT WASN'T ACCEPTED UNTIL 2020.

SO IT DIDN'T GET INTO THE 20, 20, 20 BUDGET, WHICH WAS PASSED AT THE END OF 19.

SO THAT'S THE SMALL AMOUNT OF DIFFERENCE THERE.

UH, THE OTHER, UM, INCREASE THAT I'M ASKING FOR IS $26,700.

THIS IS RELATED TO TWO INDIVIDUALS WHO HAVE CHANGED INSURANCE.

UH, ONE DIDN'T HAVE INSURANCE, AND NOW THEY'RE, UM, UH, TAKING THE FAMILY PLAN, ANOTHER CHANGED FROM THE SINGLE PLAN TO THE FAMILY PLAN.

SO THERE'S, UH, THOSE,

[00:25:01]

UM, CHANGES WERE DONE IN DECEMBER AND THE BUDGET WAS PASSED, I BELIEVE AT THE FIRST MEETING IN DECEMBER.

SO, UH, THE OPEN ENROLLMENT, UH, HAPPENED AFTER THE BUDGET WAS PASSED.

SO I NEED TO BRING THOSE TWO, YOU WILL NEED THAT MONEY, UH, BEFORE THE END OF THE YEAR, OBVIOUSLY.

AND I AM ASKING THAT THIS BE, UH, PAST SOME MONDAY NIGHT, BECAUSE WE OBVIOUSLY HAVE, UM, EXPENSES THAT WE'VE ALREADY IDENTIFIED AND ARE WANTING TO REIMBURSE FOR THE CORONAVIRUS RELIEF FUND.

SO I LIKE TO GET STARTED ON A, IF WE HAVE A BUDGET FOR THAT, UH, COME MONDAY NIGHT, THEN WE CAN START SPENDING.

OKAY.

THANK YOU, JIM.

ANY QUESTIONS REGARDING THE METALS? OKAY.

SO THEN THIS WOULD BE A, YOU'RE ASKING TO WAIVE THE SECOND READING ON MONDAY.

YES, SIR.

YES.

ALRIGHT.

ANY OBJECTION? SO THIS ONTO MONDAY, UH, WITH LIVING IN SECONDARY.

OKAY.

SEEING NONE, WE'LL MOVE THAT ON AND

[ County Assessments Authorization]

DON'T GO ANYWHERE YET, JIM, UH, ITEM THREE D THE COUNTY ASSESSMENT AUTHORIZATION.

UH, WE, THIS IS YOU AS WELL.

YES.

UH, YES, THIS IS OUR FIRST TIME, UH, COMING TO A COUNCIL FOR APPROVAL OF ASSESSMENTS.

AND, UH, THESE ASSESSMENTS ARE FOR, UM, UH, PROPERTY MAINTENANCE, UH, UM, WEED CUTTING, UNPAID WATER AND SEWER BILLS.

AND I BELIEVE, UH, TONY SET OUT, UH, OUR MOST RECENT, UH, WELL, WHAT DO I CALL EXHIBIT A THAT LISTS ALL OF THE DOLLARS, ALL OF THE SPECIFIC REASONS FOR ALL OF THE ASSESSMENTS, UH, WHICH IS NOW A REQUIREMENT, I THINK FOR THE LAST TWO YEARS, UM, MY GUMTREE COUNTY NOW REQUIRES US TO LIST EVERY SPECIFIC, UM, UH, ADDRESS AND DOLLAR AMOUNT FOR THOSE ASSESSMENTS FOR THEM TO ACCEPT IT.

AND SO WE COMPLY WITH THAT.

UH, THE LAST ONE WE DID WAS DECEMBER, THIS IS THE FIRST ONE READY TO GO HERE IN 2020.

I WOULD EXPECT WE HAVE ANOTHER ONE BY THE END OF THE YEAR.

UH, BUT THIS ONE I'M ASKING THAT WE, UM, UH, THESE, UM, OBVIOUSLY THE SERVICES THAT THE CITY HAS PROVIDED, HAVE ALREADY TAKEN PLACE.

SO I WOULD ASK THAT YOU, UM, UH, PASS THIS ON EMERGENCY FOR MONDAY NIGHT SO WE CAN GET THE ASSESSMENT PROCESS GOING WITH THE COUNTY.

OKAY.

THANK YOU, JIM, ANY QUESTIONS OR COMMENTS FOR JIM REGARDING THESE ASSESSMENTS? ANY OBJECTIONS TO MOVING THIS AS AN EMERGENCY TO MONDAY'S MEETING? OKAY.

HEARING NONE, MOVE THAT ON TO MONDAY AND NEXT

[ 2020 Sidewalk Program - Ordinance of Assessment]

UP AS WELL, JIM, THE, UH, ITEM THREE, THE 2020 SIDEWALK PROGRAM, OUR ORDINANCE OF ASSESSMENT.

YES.

UM, UM, AND WE'VE HAD PREVIOUS LEGISLATION, UH, ON THIS.

UM, IT STARTS, UH, ACTUALLY IN 2019, WE IDENTIFY WHAT STREETS NEED TO BE DONE, UH, FOR 2020, UH, THOSE STREETS HAVE NOW BEEN COMPLETED AND NOW COMES THE TIME TO, UM, UH, BEST, UH, FOR THOSE, FOR, UH, THE, WE DO GIVE THE INDIVIDUALS OR THE RESIDENTS, THE ABILITY TO PAY SO THAT IT'S, SO IT'S NOT ASSESSED.

SO IF THEY CHOOSE TO DO THAT, UH, THEY CAN UNTIL AUGUST 17TH.

AND THE REASON WE'VE CHOSEN THAT DATE IS THAT WE WANT TO GET ALL PAYMENTS IN BEFORE WE COME BACK TO COUNCIL AT THE SECOND MEETING IN AUGUST, TO BE ABLE TO MEET THE DEADLINE OF THE ASSESSMENT DEADLINE FOR NEXT YEAR, UH, FOR PROPERTY TAXES FOR THESE SIDEWALK ASSESSMENTS, UH, IS THE SECOND MONDAY IN SEPTEMBER.

SO IN ORDER TO MEET THAT DEADLINE, UH, I NEED, UH, UM, I NEED ALL PAYMENTS THAT ANYONE WISHES TO MAKE DONE BY AUGUST 17TH.

OF COURSE, THEY WERE NOTIFIED A YEAR AGO AND GIVEN AN ESTIMATE OF WHAT THEY WOULD LIKELY BE PAID, UH, PAYING.

AND SO THEY KNOW THAT, AND THIS LEGISLATION ALSO, UM, IF NO ONE DECIDES TO PAY IN THE NEXT, UH, UM, THREE WEEKS, THEN THE TOTAL AMOUNT OF ASSESSMENTS WILL BE $106,167 AND 79 CENTS.

OBVIOUSLY THAT NUMBER WILL BE LOWER IF WE HAVE PAYMENTS BETWEEN NOW AND AUGUST 17TH, COMPLETELY, UH, THE CHOICE OF THE RESIDENTS WHO HAVE THOSE, WHETHER THEY CHOOSE TO PAY OR NOT.

AND OBVIOUSLY I WOULD ALSO ASK THIS TO BE APPROVED AS EMERGENCY ON MONDAY NIGHT.

UH, SO THAT WAY WE CAN GET THE LETTERS OUT, UH, WE'RE PREPARED TO SEND LETTERS OUT, UH, GIVING THE FINAL DOLLAR AMOUNTS OF WHAT IS OWED TO EACH RESIDENT THAT WILL BE NOT HAVE A POTENTIAL SIDEWALK ASSESSMENT.

I THINK A GYM, MR. OKAY.

THANK YOU.

UH, JOHN, DO YOU HAVE A GUESSTIMATE AS TO A PERCENTAGE LIKELY PERCENTAGE OF PEOPLE WHO WOULD PAY VERSUS THOSE WHO WILL TAKE THE ASSESSMENT? I WOULD SAY A, WE TEND TO GET BETWEEN 10 AND 20% THAT WOULD PAY EACH YEAR IS DIFFERENT.

[00:30:01]

IT DEPENDS ON WHO HAS THAT SIDEWALK ASSESSMENT EACH YEAR.

AND THIS YEAR, IF, UH, SOME PEOPLE HAVE BEEN LAID OFF AND HAVING A DIFFICULT YEAR, WE MIGHT SEE MORE PEOPLE DECIDE TO CHOOSE THE ASSESSMENT ROUTE RATHER THAN A PAY IN CASH.

AND WE ALSO NOW HAVE THE OPTION TO PAY BY CREDIT CARD.

SO ANYONE THAT HAS A SIDEWALK ASSESSMENT, THAT'S WATCHING THE MEETING TONIGHT, UH, THEY CAN GO RIGHT OFF OUR WEBSITE AND, UH, CHOOSE THE ASSESSMENT CATEGORY AND PAY THAT BY CREDIT CARD, IF THEY WANT TO, YOU KNOW, STRETCH OUT THE PAYMENTS FOR THAT INSTEAD OF HAVING IT BE ASSESSED WITH A INTEREST RATE AND SO FORTH.

EXCELLENT.

THANK YOU.

MA'AM.

THANK YOU, JOHN.

THANK YOU, MR. WEBB, ANY OTHER QUESTIONS FOR MR. BELL? OKAY.

OBJECTIONS TO MOVING THAT ON TO MONDAY AS AN EMERGENCY JC AND NO OBJECTIONS, WE'LL MOVE THAT ON TO MONDAY.

NEXT UP

[ 2021 Sidewalk Program - Resolution of Necessity]

WAS THREE F AND A THAT RESOLUTION NECESSITY THAT IS NOT QUITE PUT TOGETHER YET.

SO WE'RE GOING TO FOREGO ITEM F INTO OUR NEXT WORK SESSION, WHICH WOULD BRING US TO ITEM

[ Public Works Facility Study Presentation]

THREE G, WHICH IS THE PUBLIC WORKS FACILITY STUDY PRESENTATION.

I BELIEVE MR. WAKOWSKI IS HERE TO DENTIST SCOTT.

OKAY.

SCOTT, YOU'RE ON MUTE, BUT I SEE MR. GRAY HERE TOO.

SO YEAH, I COULD GO, MIKE, ARE YOU DOING THIS ONE? SURE.

OKAY.

YOU ALL HEAR ME? OKAY.

OKAY.

BASICALLY, JUST LIKE TO DO A LITTLE BACKGROUND ON THIS A LITTLE BIT, UM, BACK IN OCTOBER OF 2019, UM, AS YOU MAY OR NOT REMEMBER, UM, A RFP WAS RELEASED FOR THE STUDY OF A PUBLIC WORKS FACILITY.

UM, THAT BEING SAID, UM, CUNY ARCHITECTS CAME BACK AS THE AWARDED BIDDER AND THE LOWEST AND BEST RESPONSE WITH THE LIST OF EXTENSIVE PROJECTS, SIMILAR PROJECTS THEY'VE DONE THROUGHOUT THE COUNTRY AND COMPLETELY THROUGHOUT THE COUNTRY.

UM, AND THEY STARTED WITH A REVIEW OF OUR CURRENT SETUP AND OPERATIONS OF BUILDINGS AND FACILITIES, INCLUDING A WALKTHROUGH OF WORKING SPACES, SEEING THE EQUIPMENT AND TALKING TO STAFF, UM, GETTING THE HANDS ON IDEA OF THE WORK REQUIREMENTS REQUIRED WITH OUR CURRENT PUBLIC WORKS FACILITIES.

UM, TO STEP THIS BACK A LITTLE BIT, UM, MORE IN A SENSE OF HOW I FIRST COME IN CONTACT WITH COONEY WAS I MET THEM, UM, BACK IN, I BELIEVE APRIL OF 2019 AT EIGHT AMERICAN PUBLIC WORKS ASSOCIATION, UM, UH, PROGRAM AND, UM, AT A CON, UH, CONFERENCE AND, UM, KINDA GOT TO KNOW THEM A LITTLE BIT AND, YOU KNOW, UNDERSTAND THEIR BACKGROUND.

AND BASICALLY, UM, AS, AS MANY OF YOU KNOW, UM, I'VE BEEN, YOU KNOW, TRYING TO, UM, PUT THIS ON THE FOREFRONT AS FAR AS THE NEED FOR PUBLIC WORKS FACILITY FOR SOME TIME.

UM, AND WHAT ATTRACTED ME TO THEM, NUMBER ONE WAS A, A REQUIREMENT OF THEM DOING A NEEDS ASSESSMENT THROUGHOUT THE COMMUNITY, NOT JUST COMING FOR ME AS A PUBLIC WORKS MANAGER, SAYING WHAT WE NEED AS A COMMUNITY, BUT ALSO, UM, GROUND FLOOR COMING THROUGH WITH ALL THE NEEDS ASSESSMENTS FROM SURROUNDING COMMUNITIES AROUND THE COUNTRY, SIMILAR PUBLIC WORKS FACILITIES AND ORGANIZATIONS.

UM, AND BASICALLY THEY THEY'D HAVE A MATRIX BUILT FOR, FOR CERTAIN TYPES OF THINGS THAT ARE REQUIRED FOR PUBLIC WORKS FACILITIES AROUND THE COUNTRY.

UM, SO THAT BEING SAID, UM, TO MOVE ON WITH THE PRESENTATION, UM, I WOULD LIKE TO INTRODUCE YOU TO JOHN WETLAND CAMP, HE'S FROM CUNY ARCHITECTURE AND, UM, HE'S ONLINE WITH US TONIGHT.

AND, UM, I'D LIKE TO GIVE HIM, UH, INTRODUCTION TO THE PRESENTATION AND UNLESS YOU HAVE ANY QUESTIONS LEADING UP TO THAT, I'LL LEAVE THE FLOOR TO HIM.

GREAT EVENING, MAYOR AND COUNCIL MEMBERS AND STAFF.

CAN YOU HEAR ME OKAY? YES.

OKAY.

UM, SCOTT HELPED ME SHARE THE SCREEN.

CAN YOU SEE THE SLIDE, JONATHAN? NO, I'M NOT MUTED.

CAN YOU HEAR ME? SCOTT CAN, NOW I CAN HEAR YOU.

OKAY.

SORRY ABOUT THAT.

UM, YEAH, JUST A LITTLE BIT ABOUT MYSELF.

UM, I'VE ONLY CUNY ARCHITECTS FOR 30 YEARS.

OUR FIRM, UM, HAS SPECIALIZED

[00:35:01]

IN MUNICIPAL GOVERNMENT BUILDINGS SINCE 1959.

UM, I'VE PRETTY MUCH HAVE HAD THAT SEGMENT OFF OF OUR FIRM FOR THE LAST 30 YEARS AND JUST REALLY COMPLETING OVER ABOUT $350 MILLION WITH THE PROJECTS AND WHAT LITTLE GROUND BACKGROUND INFORMATION IS.

WHAT WE WOULD SEE IS A LOT OF THESE PUBLIC WORKS, SMITHVILLE FACILITIES WERE BEING BUILT AND CONSTRUCTED WITHOUT DOING NEED ASSESSMENTS AND REALLY FINDING OUT WHAT, WHAT NEEDS TO ACTUALLY GO INTO A BUILDING INSTEAD OF HAVING STAFF OR CITIZENS OR WHATEVER.

SAY, YOU KNOW, WE GOT THAT 5,000 SQUARE FEET HERE, 10,000 SQUARE FEET THERE.

SO WE NEED 50,000 SQUARE FEET.

OUR, OUR METHOD WAS TO REALLY BACK UP FROM THAT AND COME UP WITH MEANS AND METHODS.

I'LL CALL IT AND HISTORICAL DATA AND STANDARDS.

SO YOU TRULY RIGHT SIZE YOUR FACILITY FOR WHAT YOU NEED AND ALSO WHAT YOU CAN AFFORD.

BUT BOTTOM LINE AT THE END, THE DAY THAT IT'S DESIGNED AND BUILT FOR EFFICIENCIES, THAT THE BUILDING KEEPS PAYING FOR ITSELF THROUGH EFFICIENCIES, AS YOU'LL SEE THE PRESENTATION TONIGHT, I'LL HIGHLIGHT WHAT I MEAN BY THAT.

UM, THIS IS JUST A LONG LIST OF RECENT PROJECTS WE'VE BEEN INVOLVED IN WITH, UM, IT'S IT'S COMMUNITY, ALL DIFFERENT SIZES FROM A COUPLE HUNDRED THOUSAND POPULATION DOWN TO 5,000, UM, SAME THING AND DOLLAR VALUE THEIR PROJECTS WE WORK ON FROM, UM, 5,000, TWO 50,000.

SO IT'S, IT, IT KIND OF GIVES US A WIDE KNOWLEDGE OF WHAT WE'RE DOING AND HOW IT IS IT COMES TOGETHER, UM, SPECIFICALLY RELATED TO YOUR FACILITY.

IF, IF NO, ONE'S, IF, IF YOU GOT, I JUST, HAVEN'T BEEN TO THE FACILITY, I RECOMMEND WE VISIT IT AND MAKE SURE YOU SEE WHAT YOU HAVE THERE TODAY.

THE GOAL REALLY TODAY IS JUST TO SHOW YOU WHERE WE'RE AT.

WE'RE NOT PRESENTING ANY FINAL FINDINGS, BUT IT'S REALLY TO MAKE YOU GUYS PART OF THIS PROCESS AND CITIZENS, PART OF THE PROCESS OF WHAT, WHAT WE'RE LOOKING FOR TODAY TO DO FOR THE CITY.

CURRENTLY, YOU'RE TUCKED BEHIND THE EXISTING FIRE STATION.

THERE'S ABOUT 16,000 LITTLE OVER 16,000 SQUARE FOOT OF WHAT WE'LL CALL COVERED, UM, BUILDING TO COVER ASSETS OR EMPLOYEES, UM, BESIDES, UH, JUST THUNDER 3.6 ACRES.

AND AS I SAID, IT'S SHARED WITH THE FIRE DEPARTMENT.

THE BACK HALF THAT YOU'RE SEEING HERE IN THE RED IS ABOUT 1.7 ACRES THAT DPW IS OCCUPYING.

THE NORTHERN PART OF THE SITE IS THE EXISTING SALT STRUCTURE.

AND THEN BETWEEN THE LARGE GREEN AND THE YELLOW IS EXISTING FUELING OPERATIONS.

MMM.

THE BUILDINGS YOU CAN SEE ARE PRETTY MUCH A CONGLOMERATE OF ADDITION AND ADDITIONS OVER THE YEARS, THE BOTTOM LEFT PHOTO, UM, IS WHAT I'LL CALL THE MAIN PUBLIC ENTRY OR A STAFF ENTRY.

SO YOU CAN SEE IT'S GOT SOME GOOD CURB APPEAL.

MMM.

OR RIGHT.

TWO PHOTOS ARE JUST A DIFFERENT OUTBUILDINGS, THE GARAGE DOOR AND THIS LAST, AND JUST SHOWING THE, THE KIND OF WHAT YOU HAVE ON SITE ABOVE GROUND FUELING AND THE TANKS TO THE RIGHT ARE THE DIFFERENT, UH, BLENDING, UM, LIQUIDS THAT GO ON THE ROAD, UH, TURNED A SALT OPERATIONS, OKAY.

IN INTERIOR OF THE BUILDING, UPPER LEFT IS YOUR VEHICLE STORAGE, UH, WHERE YOU CAN KIND OF SEE THERE THEY'RE MAKING DO WITH WHAT THEY HAVE THE BOTTOM RIGHT.

VEHICLES ARE AT THE END OF THE DAY, PARKED IN ALL DIFFERENT CONFIGURATIONS, PRETTY MUCH TO GET THE ASSETS OUT OF THE ENVIRONMENT, UPPER MIDDLE AND THE BOTTOM MIDDLE ARE THE EXISTING MAINTENANCE REPAIR BAYS.

UM, VERY, YOU KNOW, THEY'RE ADEQUATE WORKING SPACES AS IT WORKS TODAY WHEN THEY'RE WORKING AROUND THINGS THAT THE GOAL IN A NEW PUBLIC WORKS RECOMMENDATION IS OBVIOUSLY TO CREATE MORE, UH, VERTICAL CEILING HEIGHT AND FLOOR SPACE FOR SAFETY AND TO MOVE AROUND AND ALSO ENOUGH BAYS TO MAINTAIN OR MAINTAIN A VEHICLE OR WORK ON A VEHICLE.

IF YOU DO HAVE TO TEAR IT APART.

AND IT HAS TO SIT IN A BAY FOR A DAY OR TWO WAITING FOR PARTS THAT IT DOESN'T NEED TO BE TOWED OUT AND MOVED IN.

SO THOSE ARE ALL THINGS WE TAKE INTO ACCOUNT WHEN WE'RE DESIGNING, UM, AND LOOKING FOR THE AREAS, UM, DIFFERENT OFFICE ENVIRONMENTS, WHICH IS, UH, MIKE WILL PROBABLY TELL YOU, IT'S BEEN QUITE INTERESTING THROUGH THE COVID.

UM, YOU, YOU PRETTY HAVE PRETTY MUCH HAVE ONE MAIN OFFICE THAT, UM, THE UPPER LEFT IS THE KIND OF THE RECEPTIONIST.

THEN YOU HAVE A BACKUP PERSON TO THE RIGHT, AND THEN BEYOND THAT AS MIKE'S OFFICE.

SO KIND OF IN A ROW,

[00:40:01]

ONE LARGE OFFICE WITH A BACKROOM, YOU, YOU HAVE THE MAIN OFFICE WORK STAFF.

UM, SO AT ANY TIME, UH, FIELD EMPLOYEES NEED TO TALK TO SUPERVISOR MIKE, YOU CAN SEE KIND OF THE PATH OF THE THEY'D HAVE TO GO THROUGH, UM, THE AMENITIES, UM, PRETTY MUCH OUR ORIGINAL TO THE BUILDING.

UM, UH, YOU CAN SEE THAT THE MAIN DOOR THAT WE'RE LOOKING DOWN THAT HALLWAY IS THE MAIN, UH, PUBLIC ENTRY EMPLOYEE ENTRY BREAK ROOM LOCKER ROOM.

UM, TOILET ROOMS ARE KIND OF SOMEWHAT A LITTLE BIT OF INTERMIXED THEM TAKE ADVANTAGE OF ALL THE SPACE THAT, UH, THE BUILDING HAS TO OFFER.

BUT, UH, YOU CAN SEE STAFF IS USING EVERY SQUARE INCH POSSIBLY.

SO WHAT WE DO, AND I'M NOT GOING TO GO INTO THE NUMBERS TOO MUCH IS WE, WE ANALYZE EVERY EXISTING SQUARE FOOTAGE AND WE KIND OF RANK THOSE TOWARDS STANDARD.

WHAT WE SEE IN THE INDUSTRY STANDARD FOR DIFFERENT WORK ENVIRONMENTS AND KIND OF COME UP WITH, UM, CHARTS TO SHOW HOW MUCH SQUARE FOOTAGE WE NEED.

AND THIS IS NOT ONLY BY TOURING THE BUILDING INTERVIEWING LISTS, BUT IT'S ALSO LISTENING.

AND REALLY THE BIG THING IS OBSERVING AND WATCHING OUR STAFF USES BECAUSE BOTTOM LINE IS ALL THE KNOWLEDGE WE BRING INTO THIS.

IT'S STILL CUSTOMIZED FOR THE CITY AND YOUR WORKERS.

SO WE WANT TO MAKE SURE WE TAKE AND LEARN THOSE PIECES, HOW WE NEED TO CUSTOMIZE THIS FOR YOU.

UM, IN ADDITION TO EMPLOYEES, WE LOOK AT EVERY PIECE OF ASSET THAT'S GOING TO BE IN THE BUILDING AND COME UP WITH HOW MUCH SQUARE FOOTAGE THAT ASSET NEEDS.

SO THE CHART ON THE LEFT IS YOU'RE SEEING DIFFERENT PIECES OF ROLLING STOCK, AND WE'LL GIVE IT A UNIFORM BASE SIZE THAT IT NEEDS TO BE PARKED IN THE ITEMS ON THE RIGHT HELP US DETERMINE EACH PIECE OF EQUIPMENT THAT'S OUT THERE BETWEEN A STANDARD PICKUP TO A LOADER HAS DIFFERENT HOURS THAT ARE REQUIRED FOR MAINTENANCE.

AND WE GO THROUGH ALL THE CHARTS AND GERMANS JUST TO MAKE SURE WE LAND IN THE RIGHT, CORRECT NUMBER OF MAINTENANCE BAYS, INSTALLS FOR THE MECHANICS AFTER WE TOOK ALL THAT DATA.

UM, WE COME UP WITH THAT.

IT'S KIND OF RECOMMENDED, IT'S RECOMMENDED.

WE NEED ABOUT 50,000, 53,000 SQUARE FOOT OF BUILDING ENVELOPE TO HOUSE ALL YOUR EQUIPMENT, YOUR MAINTENANCE OPERATION WASH FACILITY SHOPS, AND OFFICE, THE, THE FACILITY, AS I MENTIONED, 53,000 SQUARE FEET.

AND REALLY THE IMAGERY ON TO SHOW HERE IS A SHARE WHERE, AND WHAT TYPE OF FACILITY THAT WOULD LOOK LIKE.

UM, SO THE LARGE GREEN AREA THAT YOU'RE SEEING HERE IS THE, WHAT WE CALL THE VEHICLE PARKING.

AND THAT WOULD BE A DRIVING CONFIGURATION, HORSESHOE LEFT TURN, AND EXIT OUT.

SO YOU HAVE A DIRECT TRAFFIC FLOW TO GET IN AND OUT OF THE BUILDING, EVERY PIECE OF ROLLING STOCK HAS ITS DESIGNATED, UM, STALL AND IT'S SIZED APPROPRIATELY FOR PLOWS ACCESSORIES, THINGS TO BE RIGHT IN THAT STALL WITH IT.

SO THERE'S ELIMINATES CHASING TOO.

IF I GOT A TRUCK AND I ENDED UP PLOW OR A, UM, A SKIDSTER AND WITH THE ATTACHMENTS EVERYTHING'S RIGHT THERE.

AND THOSE PIECES WE SEE ARE IMPORTANT, CAUSE THAT'S THE BIGGEST SAVINGS YOU'LL SEE IN THE BUILDING ON TIME, EMPLOYEE TIME SAVINGS TO HELP GAIN EFFICIENCIES AND, AND SAVE MONEY OVER THE LONG HAUL, UM, VEHICLE REPAIR BAY.

THIS WOULD BE A SIMILAR TYPE REPAIR BAY THAT YOU WOULD SEE THERE TODAY, WHERE YOU PULL IN ONE SINGLE GARAGE DOOR AND YOU BACK OUT.

SO WE DO HAVE A STALL WHERE YOU COULD ACTUALLY HAVE THE OPERATION WHERE YOU COULD PULL IN THE MAIN DOOR, BUT ALSO GO THROUGH A RECORD AND GO INTO THE VEHICLE STORAGE.

SO THESE ARE ALL PIECES THAT WE'VE KIND OF ANALYZED AND HAVE LANDED THAT THE TYPE OF REPAIR BY YOU WOULD HAVE IN YOUR FACILITY BASED ON THE NUMBER OF STALLS AND NUMBER OF MECHANICS, OFFICE AMENITIES, WE'RE A LITTLE OVER 4,200 SQUARE FOOT PER OFFICE AMENITIES.

THE BIG THING THAT WE SEE LACKING AT THE FACILITY IS NOT ACTUAL OFFICE SPACE.

IT'S REALLY FOR THE FIELD WORKERS, THE LUNCH ROOM, LUNCH TRAINING ROOM, THE MEN'S LOCKER ROOM, THE WOMEN'S LOCKER ROOM AND AREAS FOR THEM TO JUST, TO, TO ACTUALLY HAVE A SPACE WHEN THEY COME BACK AND USE, UM, A FACILITY LIKE THIS WOULD JUST HAVE A SMALL, UM, PUBLIC ENTRY PIECE.

THEY DON'T GET A LOT OF VISITORS, SO IT'S NOT SOMETHING WE NEED TO CREATE A LARGE ANSWERS, BUT YOU'LL SEE THE THERE'S THE SQUARE FOOTAGE HERE IS REALLY MAINLY FOR THE STAFF THAT CURRENTLY WORKS IN A FACILITY AND THE FIELD STAFF.

[00:45:02]

SO WE CAME UP WITH A SQUARE FOOTAGE AND THEN WE HAD THE TASK OF WHERE THIS NEEDS TO LAND WITHIN THE CITY.

UM, WE TRIED TO, WE BASICALLY CAME UP WITH A ZONE THAT WE KNEW WE HAD TO KIND OF BE WITHIN TO HAVE RESPONSE TIMES IF WE WERE GOING NORTH, SOUTH, EAST WEST, THAT THE FACILITY WOULD HAVE TO BE LOCATED IN.

AND WE ENDED UP, UM, STUDYING FIVE DIFFERENT SITES.

THESE SITES ARE ALL ACTIVE STUDY SITES.

UM, AND BY NO MEANS, ARE WE PINPOINTING THAT'S EXACTLY WHERE IT NEEDS TO GO, BUT THEY WERE.

THEY'RE ALL GOING TO GIVE US THE PROS AND CONS OF HOW MUCH SITE AREA WE NEED.

UM, SITE NUMBER ONE, UM, IS A CURRENT SITE THAT HAS AN OLD VACANT BUILDING ON IT.

UM, I'M SPECIFICALLY NOT GOING TO GO INTO ADDRESSES IN THAT RIGHT NOW.

WE'RE JUST GOING TO GLOBALLY.

CAUSE THE, THE EXERCISE HERE IS TO SEE INLAND OF HOW MUCH ACREAGE WE NEED FOR THIS BUILDING.

UM, WHAT IT'S SHOWING US IS WHERE WE NEED ANYWHERE FROM SIX TO EIGHT ACRES TO POSITION THE BUILDING.

UM, THE MAIN BUILDING AS YOU'RE SEEING HERE, THE SALT STRUCTURE AND AN OUTDOOR COLD STORAGE.

UM, SO IN ADDITION TO THE MAIN BUILDING FOOTPRINT, WE'VE ALSO ANALYZED THE EQUIPMENT THAT DOES NOT NEED TO BE IN A HEATED STORAGE, BUT IT NEEDS TO BE UNDERCOVER TO CREATE LONGEVITY FOR THE ASSET SITE.

NUMBER TWO HERE AGAIN, SAME FOOTPRINT.

THIS WAS, THIS SITE PARTICULARLY HAD A 13.5 ACRES, BUT IT HAD MORE ACREAGE THAN WE NEED SITE THREE, SAME THING, 10.5 ACRES.

UM, BUT WE COULD EASILY FIT IT IN THE SEVEN AS MENTIONED SIDE FOR SITE FIVE.

AND SO REALLY GOING THROUGH ALL THE SITES, GOING THROUGH ALL THE DATA, IT'S REALLY WHY AND WHERE DO WE NEED TO GET TO? WELL, BOTTOM LINE, THE WHY TO US IS TO HELP YOU GUYS EXTEND THE LIFE OF EVERY ONE OF YOUR VEHICLES AND PIECES OF EQUIPMENT.

WHY THAT'S IMPORTANT IS IF YOU TOOK AND LOOKED AT YOUR ASSET COUNT, AND IF A TYPICAL ACID AVERAGES BETWEEN BETWEEN 10 AND 13 YEARS, IF WE CAN EXTEND EACH PIECE OF ASSET OUT ONE MORE YEAR, IT'S IT ENDS UP ADDING UP AND ADDING UP.

SO OUR GOAL IS TO THAT'S.

ONE PIECE IS TO LONG TO GET LONGEVITY OF THE ASSETS, UM, ALLOW TRUCKS TO BE STORED INDOORS INSTEAD OF OUTSIDE RIGHT NOW WHEN PIECES OF EQUIPMENT HAVE TO BE OUTSIDE, THERE'S TIME INVOLVED, THE CLEANING THEM OFF FOR SNOW EVENTS.

SO OUR GOAL IS TO GET THEM AS MANY PIECES INSIDE AS POSSIBLE.

UM, WE WANT TO CREATE SPACES THAT THE CIRCULATION IS SAFE AND IN AND OUT, IF I WANT TO LEAVE AND DISPATCH, I DON'T WANT TO HAVE TO MOVE THREE OTHER PIECES TO GET OUT.

THE GOAL IS THAT'S WHY YOU HAVE A CENTER AISLE CIRCULATION YOU'RE IN AND OUT WITHIN A TIMELY MATTER, UM, DAYLIGHT, UH, NATURAL LIGHT TO THE BUILDING.

EVERYTHING'S SAVED.

EVERYTHING ADDS UP TO BOTTOM LINE, OUR EFFICIENCIES, UM, THESE ILLUSTRATIONS YOU'LL SEE IN THE UPPER, IN THE YELLOW ARE YOUR CURRENT BUILDINGS.

THE BOTTOM LEFT IS HOW WE CAME UP WITH THE SQUARE FOOTAGE OF THE 53,000.

WHAT YOU NEED, YOU CAN SEE IN THE BOTTOM
