UM, THE FIRST THING IS, UH, THE PARADE AND FIREWORKS OVER THE WEEKEND.

THINGS WORKED OUT GREAT, UH, UTILIZING THE SOCIAL DISTANCING AND OUR, UH, THE WAY WE DID PARKING, UH, THAT KIND OF THINGS THAT ARE, UH, FIREWORKS WERE GREAT.

ONE OF THE BEST WE'VE EVER SEEN THERE, AND A LOT OF GREAT COMMENTS FROM THE PUBLIC.

SO, UM, WORKED OUT GREAT.

OUR VOLUNTEERS DID A WONDERFUL JOB, SO A BIG THANKS TO ALL OF THEM.

I, SO FROM CLOUD PARK, I SAW THE, UH, THE, THE DRONE COVERAGE.

UM, YOU COULD ACTUALLY SEE IT FROM, YOU KNOW, UH, THE AERIAL VIEW AND YOU COULD SEE ALL THE CARS, HOW THEY WERE PARKED THE SPACING OF ALL THE CARS.

UH, SO DEFINITELY THE PEOPLE THAT WERE WORKING, VOLUNTEERING, MAKING SURE EVERYBODY WAS PARKED IN THE RIGHT PLACES.

IT JUST WAS AN INCREDIBLE NIGHT.

AGAIN, THE FIREWORKS WAS THE BEST I'VE EVER SEEN IN HEBREW.

IT WAS PRETTY INCREDIBLE.

UM, I THINK THEY, THEY PSYCHED A FEW PEOPLE OUT OF THOSE.

A COUPLE OF FINALES PEOPLE THOUGHT WAS GOING TO BE THE END AND THEN IT JUST KEPT GOING.

SO FOR, UH, I THINK WHAT WE PAID FOR A 25 MINUTE FIREWORK SHOW WAS PRETTY INCREDIBLE.

I MEAN, IT WAS, IT WAS REALLY, REALLY GREAT.

I'M GLAD TO SEE EVERYBODY COME OUT, ENJOY THAT.

I WANT TO THANK EVERYBODY FROM ANY OTHER CITIES THAT CAME, UH, TO SPEND THAT TIME WITH US.

SO TONIGHT WE HAVE LIKE SPANK, UM, THERE'S GOING TO BE LEGISLATION GOING FROM LUX FLEX BANK TO NAVEA.

SO FLEX BANK IS OUR CURRENT HRA PROVIDER OR THIRD PARTY ADMINISTRATOR.

SO WITH THE CITY'S INSURANCE, WE HAVE AN HSA AND AN HRA.

SO WITH THE HRA, IT'S A HEALTH REIMBURSEMENT ARRANGEMENT.

THEY BASICALLY MAKE SURE WE'RE IN COMPLIANCE.

ALL THE EMPLOYEES SEND THEIR INFORMATION TO THEM.

THEY FOLLOW UP AND MAKE SURE THEY'RE IN COMPLIANCE WITH IRS.

SO FLUX BANK IS NOW TRANSITIONING TO NAVEA BENEFIT SOLUTIONS.

SO THIS NEW AGREEMENT IS JUST THAT IT'S JUST REASSIGNING.

ALL THE TPA RESPONSIBILITY TO NAVEA FEES ARE THE SAME.

EVERYTHING REMAINS THE SAME.

THE STAFF IS THE SAME.

THEY'RE NOT GETTING RID OF ANYBODY.

SO OUR REP IS STILL OUR REP.

SO THIS LEGISLATION WILL COME BEFORE YOU MONDAY NIGHT.

SO THERE'S THE THINGS WE SENT BACK TO FLEX BANK FOR THEIR APPROVAL.

IS ITEM THREE C, WHICH IS THE MONTGOMERY COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT, WHICH IS THE CDBG PROGRAM.

YES.

THANK YOU, MR. MAYOR.

YES, SIR.

UM, INCLUDED IN YOUR PACKET IS A PROPOSED RESOLUTION AND, UH, THE CITY'S GRANT APPLICATION FOR CDBG FUNDS.

UH, THIS PROJECT THAT WE'RE PROPOSING IS FOR BLIGHT REMEDIATION IN MIAMI VILLAS.

UH, IT IS TO FORECLOSE ON TWO PARCELS AND PURCHASE A THIRD, UH, AND THEN, UH, REMOVE STRUCTURES FROM TWO OF THOSE THREE PARCELS.

ONE PARCEL IS ALREADY VACANT.

UH, AND THEN WE WOULD, UM, UH, RESURFACE THOSE PARCELS WITH, UH, OHIO WILD, NATURAL WILD FLOWERS AND PRAIRIE GRASSES AND LAND BANK, THOSE, UH, GOING FORWARD.

SO, UH, OUR APPLICATION CALLS FOR, UM, AGAIN, A HUNDRED AND IT'S ALMOST $160,000.

UH, THE MAJORITY OF THAT 107,000 WILL COME FROM, UH, THE, THE FUND ITSELF, THE, UH, THE CDBG FUNDS AND THEN 52,500.

THE BALANCE WILL BE THE CITY'S MONEY AND OF THOSE, UH, OF THOSE MONIES.

UM, MOST OF THAT, UH, IS ALREADY INCLUDED, EXCUSE ME, 24,000 OF THAT IS ALREADY INCLUDED IN THE BUDGET.

SO REAL NEW DOLLARS TO THE BUDGET WOULD BE ABOUT 28,000.

WE WOULD ASK THE COUNCIL, MOVE THIS RESOLUTION ONTO THE AGENDA FOR, UH, FOR NEXT WEEK, UH, AND, UH, AND MOVE THAT LEGISLATION FORWARD.

THANKS, JERRY IS, I KNOW THERE WAS ONE PROPERTY DOWN THERE OFF OF, UM, RIP RAP THAT WE HAD A COMPLAINT ABOUT THAT WE'VE BEEN WORKING THROUGH THE COURTS TRYING TO GET THAT IS SO WE CAN DEMOLISH THAT PROPERTY BECAUSE OF THE SITUATION.

IS THIS, IS THAT PROPERTY, ONE OF THESE TO DEMOLISH THAT, ANY WAVE THAT, OKAY.

AND NOW THIS IS KIND OF OUR PLAN B, IS THAT WHAT'S HAPPENING HERE OR AT LEAST FOR THAT PROPERTY? YES.

UM, WE'RE STILL TRYING TO GET THE PROPERTY UNDER CONTROL BECAUSE THE OWNER IS DEAD AND ALL OF HIS HEIRS ARE RUNNING AWAY SAYING WE DON'T WANT ANYTHING TO DO WITH IT.

WE DON'T WANT TO COOPERATE.

AND SO WE HAVE TO SERVE BY PUBLICATION OR OPEN UP A PROBATE ESTATE, AND THE COURTS SHUT DOWN IN APRIL AND WE CAN'T GET MOTIONS TO DO THINGS.

AND SO IT'S JUST BEEN A DELAY AFTER DELAY.

AND, UM, BUT THE, THE LONG AND SHORT OF IT IS WE'RE STILL PROCEEDING THROUGH THE COURT AND WE WILL CONTINUE TO DO, TO DO THAT.

AND THE REQUEST FROM THE COURT IS TO TEAR DOWN THE PROPERTY, NOT TO TAKE TITLE TO THE PROPERTY, BUT JUST TEAR IT DOWN.

UM, THAT'S WHAT WE'D HAVE TO PAY FOR THOSE OUT OF OUR OWN FUNDS TO DO THAT.

NOW WE POTENTIALLY WILL HAVE SOME FUNDS FROM THIS GRANT THAT WE WOULD BE ABLE TO APPLY TO DUKE.

OKAY, PERFECT.

UM, OBVIOUSLY WE'VE ACQUIRED THE, UH, THE LAYMAN FARM, UH, WE'VE REACHED OUT AND DEVELOPED, UH, RELATIONSHIPS WITH THE, UH, THE LISTING AGENT FOR THE NEW BAUER FARM, AS WELL AS, UH, BALOO PATEL WHO OWNS, UM, SOME KEY ACREAGE, UM, ON THE, UH, ON THE, UH, BRANT PIKE SIDE OF OUR STUDY AREA.

UH, WE DID ENGAGE FRIEDMAN, UH, FOR THIS WORK AND FRIEDMAN PUT TOGETHER A VERY GOOD PRODUCT.

I THINK THAT THAT WILL BE ABLE TO DEMONSTRATE TO YOU HERE IN JUST A FEW MINUTES.

UH, WE DID GET A LITTLE BEHIND ON SCHEDULE IN THIS AREA FOR TWO REASONS.

ONE, UH, THE, UH, THE IMPACTS OF THE CORONAVIRUS.

AND THEN NUMBER TWO, UM, WE ASKED, UM, OUR CONTACTS AT FRIEDMAN TO SPEAK WITH FOLKS IN THIS AREA WHO WE THOUGHT WERE KNOWLEDGEABLE EXPERTS AND SOMETIMES, UH, OTHER PEOPLE'S SCHEDULES AREN'T AS, UH, AS ACCEPTING OF OUR TIMELINE AS WE MIGHT WANT THEM TO BE.

SO WE HAD SOME, UH, WE HAD SOME DELAYS THERE, BUT, UH, BUT OVERALL, UH, WE'RE CLOSE TO BEING RIGHT BACK ON TRACK.

UM, AND THEN, UH, WE THINK WE'LL BE IN A POSITION TO SHOP, UH, WE'LL CALL IT, SHOP A PLAN HERE LATER THIS YEAR.

AND, UH, AND WE'LL TALK TO THAT HERE IN JUST A MOMENT.

UM, SO THIS IS WHAT WE ASKED.

SO A LOT OF PEOPLE SEEM TO THINK THAT, YOU KNOW, STUDIES WILL JUST TELL YOU ALL THE INFORMATION THAT YOU WANT TO KNOW, AND THAT'S NOT TRUE.

THEY TELL YOU THE INFORMATION THAT YOU ASKED TO BE INFORMED ABOUT.

AND SO THIS IS, THIS IS THE INFORMATION WE ASKED TO BE INFORMED ABOUT, WHICH WAS, UH, FOR THE AREA THAT IS THE HEIGHTS.

WHAT IS THE LIKELIHOOD THAT THESE PARTICULAR USES WILL LOCATE? AND THAT AREA NOW, THE, UH, THE ITEMS ABOVE THE WHITE HASH MARKS WERE ITEMS THAT WE HAD REQUESTED, UH, THEY LOOK AT BECAUSE THEY WERE OF CONCERN AND INTEREST TO US.

SO THOSE ARE AREAS WHERE WE KNOW THAT WE WOULD GET ADDITIONAL MARKETING SUPPORT AND FUNDING SUPPORT FOR PROJECTS THAT MIGHT COME OUR WAY.

SO THIS IS WHAT THE, UH, THESE ARE THE MARKET SECTORS THAT WE ASKED THEM TO LOOK AT AND EVALUATE BASED ON WHAT THEY LEARNED.

THIS IS WHAT THEY TOLD US.

UH, IN THE SHORT TERM, IT IS HIGHLY LIKELY THAT WE WILL SEE MULTIFAMILY, RETAIL AND INDUSTRIAL USES, UM, INTERESTED AT THAT SITE, UH, AND IN THIS AREA, UM, WE WILL NOT SEE EDUCATION ENTERTAINMENT OR LIVE, WORK, PLAY OPPORTUNITIES, UM, AS WELL AS OFFICE, WHICH WAS ON THE PREVIOUS SLIDE AS WELL.

THOSE ARE LESS LIKELY OPTIONS.

UH, THEN WHEN WE LOOK AT, UH, WHAT THE MORE REGIONAL ARE, THE MORE COMPREHENSIVE, UH, MARKET SECTOR, MARKET SECTORS, OUR, UH, BIO-SCIENCES AND LOGISTICS WERE THE TWO THAT WERE IDENTIFIED IN THE BIO SCIENCES SEGMENT WAS ONE THAT WOULD REQUIRE SOME ADDITIONAL WORK, UH, AND SOME ADDITIONAL MARKETING ON BEHALF OF THE CITY, UM, TO ELEVATE THAT FROM WE'LL CALL IT A NEUTRAL POSITION TO A POSITIVE POSITION.

UM, SO THAT STUDY, UM, WE'VE ALREADY SEEN SOME VALIDATION TO THE INFORMATION THAT'S COME OUT OF, UH, THAT'S COME OUT OF THIS STUDY.

SO, UM, SO FAR WE'VE HAD AN INQUIRY WITH REGARD TO A $60 MILLION MULTIFAMILY HOUSING PROJECT, A 125 UNIT ACTIVE SENIOR MULTIFAMILY HOUSING PROJECT, 10,000 SQUARE FEET OF MULTITENANT AND SPECIALTY WAREHOUSE AND MANUFACTURING SPACE.

AND AS A MATTER OF FACT, WE THINK IT'S FOR THE SAME PROJECT, BUT, UM, MR. KALKASKA AND I ALSO RECEIVED AN EMAIL TODAY

REQUESTING INFORMATION ON ANOTHER MULTIFAMILY PROJECT.

SO WE FEEL THAT THIS INFORMATION IN PARTICULAR, AT LEAST THESE INQUIRIES AND THIS ACTIVITY IS A VALIDATION OF THE INFORMATION THAT WE RECEIVED FROM SB FRIEDMAN THROUGH THEIR INITIAL, UH, STUDY.

SO, UM, NEXT STEPS FOR US, A COUPLE OF THINGS THAT NEED TO HAPPEN.

UH, WE ALL KNOW WHAT WE BOUGHT THE LAND FOR, BUT WHAT WE BOUGHT IT FOR, ISN'T EXACTLY WHAT WE WANT TO SELL IT FOR.

UM, ONE OF THE THINGS THAT WE ARE CURRENTLY RUNNING INTO IS, UM, VIA ATTENTIVENESS, OUR PROPERTY GETS, UH, BEING LISTED, UH, RIGHT NOW WE DON'T HAVE A PRICE LISTED.

AND IF SO, WHAT WOULD YOU NEED TO SEE TO MAKE, YOU KNOW, TO MAKE YOU MORE INTERESTED TO ACTUALLY GET SOME FEET ON THE GROUND, TO MAKE SOME PHONE CALLS AND DO SOME EXPLORATORY WORK?
