PAUL WRITES GOD'S INTENT IS THAT NOW THROUGH FOLLOWERS OF CHRIST, THE MULTIFACETED WISDOM OF GOD SHOULD BE MADE CLEAR TO RULERS AND AUTHORITIES EVERYWHERE.

ACCORDING TO HIS ETERNAL PURPOSE, WHICH HE FULFILLED IN JESUS CHRIST IN CHRIST AND THROUGH FAITH IN HIM, WE MAY APPROACH GOD WITH FREEDOM AND CONFIDENCE.

THE ONLY TRUE GOD IS AT WORK WITH PURPOSE AND WITH INTENTION THROUGH FOLLOWERS OF HIS SON, JESUS, GOD HAS REVEALING TO ALL RULERS AND AUTHORITIES IN THIS REALM AND IN SPIRITUAL ONES, HIS WISDOM, AND THIS WISDOM LINES UP WITH HIS ETERNAL PURPOSE OF SAVING MANKIND, WHICH HE ACCOMPLISHED THROUGH THE LORD, JESUS CHRIST IN CHRIST ALONE, THROUGH FAITH IN HIM ALONE.

OUR SIN IS REMOVED SO THAT WE MAY APPROACH GOD FREELY AND CONFIDENTLY FREE FROM SLAVERY TO THE SIN THAT OWNED US CONFIDENT THAT GOD IS NOW OURS, AND THAT WE ARE HIS IT'S TIME TO STOP PLAYING AROUND WITH GOD.

PAUL SAYS, I PRAY THAT OUT OF GOD'S GLORIOUS PROVISION, HE MAY STRENGTHEN YOU WITH POWER THROUGH HIS SPIRIT IN YOUR INNER BEING SO THAT CHRIST MAY LIVE IN YOUR HEARTS THROUGH FAITH.

THE PURPOSE OF GOD FOR YOU IS GLORIOUS AND GOOD BECAUSE THAT IS HIS NATURE.

HE WANTS TO STRENGTHEN YOU WITH POWER THROUGH HIS SPIRIT, LIVING IN YOU.

AND THAT IS WHERE THE CHANGE MUST TAKE PLACE.

CHRIST MUST COME LIVE IN YOUR HEARTS THROUGH FAITH.

THAT IS BECAUSE YOU BELIEVE GOD ABOUT HIS SON AND RECEIVE HIM AS GOD'S GIFT TO YOU THROUGH CHRIST IN YOU, YOU WILL BE ROOTED AND ESTABLISHED IN HIS LOVE, NOT THE WORLD'S LOVE, BUT HIS, AND HAVE POWER TOGETHER WITH ALL WHO BELIEVE TO TRULY KNOW HOW WIDE AND LONG AND HIGH AND DEEP IS THE LOVE OF CHRIST FOR YOU AND FOR ALL PEOPLE.

SO THAT IN HIM AND THROUGH HIS SPIRIT IN YOU, YOU MAY HAVE HIS LOVE THAT IS BEYOND HUMAN UNDERSTANDING AND BE FILLED UP WITH THE FULLNESS OF GOD.

IT'S TIME TO TAKE GOD'S LOVE FOR YOU SERIOUSLY AND JOIN WITH HIM FOREVER.

FOR A GOD HAS SET A DAY WHEN HE WILL JUDGE THE WORLD WITH TRUE JUSTICE BY JESUS CHRIST, WHOM HE HAS APPOINTED.

AND HE HAS GIVEN PROOF OF THIS TO ALL PEOPLE BY RAISING JESUS FATHER, THE WORLD CONTINUES TO TRY TO FIX THINGS ON ITS OWN WHILE YOU WERE THERE.

LORD, I JUST PRAY THAT ALL PEOPLE MIGHT LEARN TO SEEK YOU AND TO UNDERSTAND YOUR INTENTION AND YOUR PURPOSE AND WHAT YOU'VE DONE SO THAT THEY MAY LIVE ACCORDING TO THE TRUTH WITH THE FOUNDATION THAT IS YOUR LOVE.

AND SO LORD, IN THAT SPIRIT, WE ASK THAT YOU WOULD CONDUCT THIS MEETING TONIGHT IN CHRIST'S NAME.

THIS IS MY HUSBAND, ERIC STEVENS.

UM, WE ARE HUBER HEIGHTS.

RESIDENTS HAVE BEEN RESIDENTS FOR OVER 20 YEARS.

WE HAVE THREE CHILDREN, A SEVEN YEAR OLD, A SEVENTH, SEVENTH GRADE, 12 YEAR OLD SON.

WHO'S VERY INVOLVED IN HOOPER SOCCER, A 15 YEAR OLD DAUGHTER WHO ALSO IS INVOLVED IN HUBERT WARRIOR SOCCER AND THEN AN 18 YEAR OLD DAUGHTER WHO IS NOW IN COLLEGE, GOING INTO HER SOPHOMORE YEAR IN COLLEGE.

SO WE HAVE BEEN INGRAINED IN THE HUBER HEIGHTS COMMUNITY FOR QUITE A LONG TIME.

UM, I AM ALSO A MINISTER AT NEW SEASON MINISTRY ON SHORE ROAD.

MY HUSBAND AND I ARE HERE BECAUSE, UH, JUST ABOUT ON THE GEORGE FLOYD, UM, ISSUE BROKE OUT.

WHAT ABOUT A MONTH AGO NOW? W WE HAD A LOT OF EMOTIONS, A LOT OF OVERWHELMING EMOTIONS, EVERYTHING FROM FEAR TO ANGER, TO, YOU KNOW, ANIMOSITY.

I MEAN, IT WAS JUST AN ARRAY.

AND MY HUSBAND AND I WERE TALKING ABOUT WHAT CAN WE DO IN HUBER HEIGHTS? WE WANT TO HAVE A COMMUNITY THAT IS SAFE FOR EVERYONE.

WE WANT TO HAVE AN INCLUSIVE COMMUNITY WHERE EVERYONE CAN BE FREE TO BE WHO THEY ARE TO VOICE THEIR OPINIONS, TO SHARE, AND TO UNDERSTAND AND RESPECT ONE ANOTHER'S DIFFERENCES.

NOW, AS AFRICAN AMERICANS, I WILL BE HONEST, UM, JUST WITH EVERYTHING THAT'S GOING ON IN SOCIETY TODAY, I FEAR FOR MY CHILDREN, ESPECIALLY AN AFRICAN AMERICAN SON.

I DO NOT LET HIM WALK TO THE STORE WITH HIS FRIENDS, WITH HIS OTHER AFRICAN AMERICAN FRIENDS.

I TUTOR HIM ON HOW TO ACT, WHAT TO SAY, WHAT NOT TO SAY, BE QUIET.

DON'T SHOW TOO MUCH PERSONALITY.

DON'T BE TOO LOUD BECAUSE YOU DON'T WANT TO BE TARGETED.

I DON'T WANT TO LIVE IN A SOCIETY LIKE THAT.

IT'S NOT RIGHT THAT I HAVE TO LIVE IN A SOCIETY LIKE THAT.

IT'S NOT RIGHT THAT MY SON AND MY DAUGHTERS HAVE TO LIVE IN A SOCIETY LIKE THAT.

I WANT HUBER HEIGHTS TO BE A PLACE WHERE WE DO NOT HAVE TO FEEL LIKE THAT WE DON'T HAVE TO FEAR.

AND THAT WE'RE ALL VERY INCLUSIVE OF ONE ANOTHER.

AND WE RESPECT ONE ANOTHER.

SO ERIC AND I, UM, CALL MAYOR GORE OR, OR MESSAGE MAYOR GORE AND SAID, WHAT IS HUMOR? HI, STUART, WHAT ARE WE DOING IN THIS COMMUNITY? OUR COMMUNITY, THE AFRICAN AMERICAN POPULATION REPRESENTS APPROXIMATELY 13% OF THE HUBER HEIGHTS COMMUNITY.

ACCORDING TO CITY DATA, 13% OF OUR POPULATION.

WHAT ARE WE DOING TO

EMBRACE THAT POPULATION? WHAT ARE WE DOING TO, TO TELL THAT POPULATION THINGS ARE GOING TO BE OKAY, WHAT AVENUES DO WE HAVE IN PLACE FOR THEM TO VOICE THEIR CONCERNS OR VOICE THEIR OPINIONS WITHOUT RETALIATION.

THAT IS ONE COMPONENT THAT I FEEL WE ARE MISSING IN OUR COMMUNITY.

AND IN 2020, IT HAS TO HAPPEN.

WE HAVE TO HAVE A FORUM WHERE EVERYONE HAS AN OPPORTUNITY TO SHARE THEIR FEELINGS, TO EDUCATE ONE ANOTHER ON THEIR DIFFERENCES.

SO HAVE AN AVENUE WHEN WE HAVE A NEGATIVE EXPERIENCE IN THE COMMUNITY, THAT WE CAN SHARE THAT IN A SAFE ZONE, WITHOUT FEARING RETALIATION, THAT'S WHAT WE NEED IN OUR COMMUNITY.

AND I UNDERSTAND THAT A HUBER HEIGHTS, WE PRIDE OURSELVES ON BEING A DIVERSE POPULATION.

AND I GET THAT WE ARE A DIVERSE POPULATION, BUT AS AN AFRICAN AMERICAN PERSON, I HAVE CONCERNS.

I HAVE HEARTACHE THAT THE MAJORITY CANNOT EVEN BEGIN TO UNDERSTAND.

AND I GET THAT BECAUSE YOU CANNOT UNDERSTAND SOMETHING THAT YOU'VE NOT YOURSELF EXPERIENCED.

HOWEVER, I WOULD LIKE EMPATHY, YOU KNOW, PUT YOURSELF IN OTHER SHOES, UNDERSTANDING AND EQUALITY.

I WOULD LIKE FOR OUR COMMUNITY TO BE REPRESENTATIVE OF OUR POPULATION.

SO IF WE HAVE PERCENT AFRICAN AMERICAN, THEN REALLY I, OUR HIRING PRACTICES SHOULD LOOK THAT WAY AS WELL.

SO WHAT ARE WE DOING TO MAKE HUBER BETTER? AND SO, AS WE HAD THIS CONVERSATION WITH MAYOR GORE, UM, ERIC AND I THROUGHOUT THE, UM, THE STARTING A COMMISSION THAT FOCUSED ON RACIAL DISPARITY, A DISPARATE TREATMENT, DISPARATE IMPACT BECAUSE SOMETIMES THEIR DISPARATE IMPACT WHERE IT'S NOT INTENTIONAL, RIGHT? LIKE FOUR-FIFTHS OF OUR POPULATION, OUR RECRUITING SHOULD BE OF THE MINORITY POPULATION.

THAT'S THE FOUR-FIFTHS RULE.

ARE WE DOING THAT IN HUBER? SO WE WANT TO PROVIDE AN OPPORTUNITY FOR OUR COMMUNITY TO BE EDUCATED FOR OUR COMMUNITY TO BE INCLUSIVE, UM, AND TO BE ABLE TO APPRECIATE THE DIFFERENCES AND LEVERAGE THE STRENGTHS THAT WE EACH BRING TO THE TABLE.

MY NAME IS ERIC STEVENS.

I'VE BEEN IN A RESIDENCE OF HUBER HEIGHTS FOR AT LEAST 20 BETTER PART OF 24 YEARS NOW.

UH, ONE OF THE MAIN REASONS WHY I MOVED TO A HUBER IS BECAUSE, BECAUSE OF ITS DIVERSITY, UM, IT'S PROBABLY THE MOST DIVERSE, UH, AREA WITHIN THE DAYTON COMMUNITY.

IF YOU WILL.

UM, IN MY EXPERIENCE, I CAN'T, I CAN'T SPEAK TO ANY SPECIFIC INSTANCES OF WHERE I'VE BEEN MISTREATED OR, OR WHERE I'VE BEEN NOW DISCRIMINATE AGAINST SINCE I'VE BEEN HERE.

UH, BUT HOWEVER, IT WOULD BE NAIVE FOR ME TO BELIEVE OR ANYONE ELSE TO BELIEVE THAT THERE IS NO, UH, RACIST ATTITUDES OR IMPLICIT BIASES THAT, THAT INFLUENCE HOW PEOPLE BEHAVE AND HOW THEY ACT TOWARDS PEOPLE WITHIN THE COMMUNITY.

THERE'S DEFINITELY EVIDENCE OF SYSTEMIC RACISM, UH, THROUGHOUT THIS COUNTRY THAT NEEDS TO BE ADDRESSED.

THE EXCESSIVE USE OF FORCE THAT RESULTED IN THE RECENT TRAGIC DEATHS OF, UM, GEORGE FLOYD, BRIANNA TAYLOR, RASHAD BROOKS, JUST TO NAME A FEW IS NOT ACCEPTABLE.

AND, UH, AND IT SHOULD NOT BE TOLERATED AS I'M SURE MANY OF US RECOGNIZE THAT THERE IS SYSTEMIC RACISM THAT WE NEED TO DO SOMETHING ABOUT THAT.

SO WE WANT TO DO IS READ ANY OF THESE ISSUES THAT MAY EXIST WITHIN THIS COMMUNITY, PARTICULARLY IN AREAS OF POWER, SUCH AS THE LOCAL GOVERNMENT, INCLUDING THE AIR, INCLUDING THE POLICE DEPARTMENT.

WE WANT TO BE PROACTIVE TO ENSURE THAT A TRAGEDY SUCH AS GEORGIA, FLORIDA DOES NOT OCCUR HERE IN HUBER HEIGHTS.

WE WANT TO ENSURE PEOPLE ARE TREATED FAIRLY.

UH, WE WANT TO ENSURE PEOPLE ARE NOT DISCRIMINATED DISCRIMINATE AGAINST AND HAVE EQUAL OPPORTUNITIES HERE IN THIS COMMUNITY, WHICH I BELIEVE, UH, THIS NEW COMMISSION

THAT WE'RE LOOKING AT WILL BE ABLE TO HELP PROMOTE.

SO, UH, I WANT YOU TO BE A, CONTINUE TO BE A GREAT PLACE TO LIVE.

ALTHOUGH MY HUSBAND HAS SAID, HE'S, HE'S NEVER EXPERIENCED ANY ISSUES WITH RACISM.

I I'VE HAD NUMEROUS OCCASIONS WHERE MY CHILDREN HAVE COME HOME AND SHARED EXPERIENCES WITH ME.

UM, MY SON TELLS ME ALL THE TIME, THIS LITTLE BOY TOLD ME I, ALL BLACK BOYS CAN DO IS PLAY BASKETBALL.

THAT WE'RE NOT GOOD AT ANYTHING.

WE'RE NOT SMART.

SO THAT'S THE REALITY OF WHAT WE'RE DEALING WITH THAT HAS TO COME FROM SOMEWHERE HE'S 12.

THAT'S WHY THIS COMMISSION IS SO IMPORTANT.

SO IT IS NO SECRET THAT OUR NATION HAS BEEN ROCKED BY HEARTBREAK, BY DEMANDS, FOR CHANGE IN PROTESTS.

WITHIN OUR CITIES ON JUNE 6TH, OUR CITY HUBER HEIGHTS WAS ADDED TO THE LIST OF CITIES AROUND THE WORLD THAT ARE NO LONGER ASKING, BUT DEMANDING IMMEDIATE CHANGE IN LEGISLATION.

UM, WE ARE CALLING FOR ACCOUNTABILITY AND AN IMMEDIATE CHANGE TO THE LANDSCAPE, WHICH HAS BEEN SCULPTED IN PART BY SYSTEMIC RACISM.

NOW, LET ME SAY THIS.

I LOVE HUBER HEIGHTS.

EVERYBODY WHO KNOWS ME, KNOWS THAT I LOVE HUBER HEIGHTS.

I'VE BEEN HERE FOR ABOUT A DECADE OF MY LIFE, AND I MIRROR A LOT OF WHAT THEY SAY PERSONALLY.

I'VE NEVER EXPERIENCED OR FELT THAT I WAS TARGETED BECAUSE OF THE COLOR OF MY SKIN.

HOWEVER, I KNOW THAT THERE IS AN OPPORTUNITY TO GROW AND CHANGE OUR, AND MAKE OUR CITY MORE WELCOMING TO ALL AS A BLACK MOTHER, I AM CONSTANTLY AFRAID THAT EVERY TIME MY CHILDREN LEAVE MY HOUSE, THERE IS A POSSIBILITY THAT THEY MIGHT NOT RETURN HOME.

I JUST WANT YOU TO THINK ABOUT THAT FOR A MINUTE, BECAUSE SOMETIMES I THINK WE CAN BE DESENSITIZED TO THINGS THAT I CAN TELL YOU THAT AS A FEAR THAT I HAVE EVERY DAY, WHETHER THEY'RE WALKING WITH FRIENDS, RIDING A CAR, OR SIMPLY SHOPPING IN A STORE, CAN YOU IMAGINE WHAT THAT FEELS LIKE? I'M GOING TO ASK TODAY THAT YOU TRY NOW MORE THAN EVER.

IT IS TIME FOR US TO BE AWARE OF OUR SPHERE OF INFLUENCE, AS IT RELATES TO EXPEDITING THE ACTIONS AND CORRECTING THOSE SYSTEMS THAT DO NOT SUPPORT INCLUSION AND BELONGING OF AFRICAN AMERICANS.

NOW I CAN SPEAK ABOUT AFRICAN AMERICANS BECAUSE I'VE BEEN AN AFRICAN AMERICAN FOR 47 YEARS NOW SAYING THAT DOESN'T MEAN THAT I DO NOT SUPPORT INCLUSION FOR ALL, BECAUSE I DO THOSE OF YOU THAT KNOW ME THAT HAVE SPENT TIME WITH ME.

YOU KNOW THAT, BUT BECAUSE AFRICAN AMERICANS ARE BEING KILLED IN DISPROPORTIONATE NUMBERS, THEY'RE BEING DENIED ACCESS TO THE SAME LEVEL OF HEALTHCARE.

THEY'RE BEING DENIED, JOBS OR OVERLOOKED FOR POSITIONS THAT WE ARE MORE THAN QUALIFIED FOR BEING DENIED LOANS, CHARGE HIGHER INTEREST RATES.

THE LIST GOES ON BECAUSE I'M AN AFRICAN AMERICAN.

THESE SOCIAL ISSUES DIRECTLY IMPACT ME.

THEY IMPACT MY FAMILY.

THEY IMPACT THE COMMUNITY.

FOR EXAMPLE, WHEN I'M DRIVING IN MY CAR AND A POLICE CAR PULLS BEHIND ME, I IMMEDIATELY BEGAN TO PANIC.

MY HEART STARTS BEATING MY PALMS, GET SWEATY, AND I GET EXTREMELY ANXIOUS.

NOT BECAUSE MY REGISTRATION IS BAD.

MY STICKER IS EXPIRED.

MY INSURANCE HAS LAPSED.

I'M AN INSURANCE AGENT OR ANYTHING OF THIS SORT.

BUT EVERY TIME I LOOK IN MY REAR VIEW MIRROR AND SEE A POLICE CAR BEHIND ME, I THINK ABOUT THE STORY OF SANDRA BLAND.

SANDRA BLAND WAS A 28 YEAR OLD AFRICAN AMERICAN WOMAN WHO WAS FOUND HANGED IN A JAIL CELL IN WALLER COUNTY, TEXAS ON JULY 13TH, 2015, THREE DAYS AFTER BEING ARRESTED DURING A PRETEXTUAL TRAFFIC STOP, HER DEATH WAS RULED A SUICIDE.

NOW I PERSONALLY HAVE NEVER HAD A NEGATIVE ENCOUNTER WITH THE HUBER HEIGHTS POLICE DEPARTMENT,

BUT TAKING THE PROACTIVE STEPS TO ENSURE THAT NOTHING LIKE THIS EVER HAPPENS IN OUR CITY IS TAKING A PROACTIVE MEASURE IN THE RIGHT DIRECTION.

WOULD YOU AGREE? ADDITIONALLY, WE HAVE SEEN NUMEROUS COMPANIES SPEAKING OUT AGAINST THE SOCIAL INJUSTICE THAT WE OPERATE IN AS A COUNTRY, YET THE TRUEST TESTAMENT OF WHAT A COMPANY BELIEVES IS VISIBLE.

JUST CHECK OUT THE BOARD OF DIRECTORS, CHECK OUT THEIR KEY LEADERSHIP STAFF.

SEE COMPANIES CAN SAY WHATEVER SOUNDS LIKE THE POLITICALLY CORRECT THING TO SAY, BUT THEIR ACTIONS ARE MORE TELLING.

I WANT OUR CITY TO STAND BEHIND WHAT IS RIGHT? NOT JUST BECAUSE IN THE MOMENT IT IS EXPECTED.

I WANT EACH OF YOU, RICHARD BLAND, KATE MARK, NANCY, LOOKING AROUND JEFF, ANDY ED, AND DON TO STAND BEHIND WHAT IS RIGHT? BECAUSE YOU HAVE BEEN ENTRUSTED WITH WHAT IS IN THE BEST INTEREST OF THE ENTIRE CITY OF HUBER HEIGHTS.

THAT MEANS YOU MUST LEAVE PERSONAL OR POLITICAL AGENDAS, BIASES, VIEWS THAT DO NOT SUPPORT THE ADVANCEMENT OF ALL PEOPLE BEHIND YOU.

WHEN I WALK INTO MY CITY BUILDING AND NO ONE THERE LOOKS LIKE ME, HOW DO YOU THINK? I FEEL AS A BLACK WOMAN, WHEN AFRICAN AMERICANS REPRESENT ABOUT 10 TO 11% OF OUR POPULATION IN THE CITY, WHY ARE WE NOT BEING HIRED? IS IT BECAUSE WE AREN'T BEING RECRUITED? IS IT BECAUSE WE'RE NOT APPLYING? OR IS IT SIMPLY BECAUSE WE'RE NOT BEING SELECTED? WHEN I SEE THIS, I FEEL LIKE THERE'S NO PLACE IN THIS CITY FOR ME, FOR MY PEOPLE, FOR AFRICAN AMERICAN PEOPLE.

NOW, YES, I'VE SERVED ON A BOARD, BUT EVEN IN THAT ROLE, I EXPERIENCED SLIGHTS AND THE FEELING THAT MANY AFRICAN AMERICANS FEEL DAILY, THE FEELING THAT WE'RE NOT HEARD, WE'RE NOT VALUED.

WE'RE NOT RESPECTED, BUT WE ARE TIRED OF ASKING FOR RESPECT AND WILL NO LONGER BE SILENCED.

FINALLY, THE CULTURE AND DIVERSITY CITY ACTION COMMISSION IS A PROACTIVE MEASURE THAT OUR CITY MUST TAKE TO ENSURE THAT THE SYSTEMS WITHIN OUR CITY ARE SERVING ALL PEOPLE.

SOME INITIATIVES MAY INCLUDE LOOKING AT HIRING PRACTICES, LOOKING AT HOW CONTRACTS ARE AWARDED INITIATIVES, TO PROMOTE COMMUNITY UNITY AND OVERCOME THE CULTURAL DIVIDE.

LOOKING AT FOOD SHORTAGES, LOOKING AT BUSINESS RELATIONSHIPS IN OUR COMMUNITY, PROVIDING COMMUNITY EDUCATION, INITIATIVES, DIVERSITY TRAINING, ET CETERA, ET CETERA.

BUT MOST OF ALL, WE WILL LOOK AT ACCOUNTABILITY AND DISCUSS WAYS TO EVALUATE OUR SUCCESS AS A COMMUNITY.

IT IS MY HOPE THAT YOU WILL VOTE FAVORABLY FOR THIS COMMISSION.
