THIS IS OUR REMOTE MEETING OF APRIL 13TH, 2020 WE'RE GETTING STARTED RIGHT AT SEVEN O'CLOCK.

THIS MEETING IS OFFICIALLY CALLED TO ORDER.

UH, THE SECOND ITEM ON OUR AGENDA IS OUR INVOCATION BY LAY SPEAKER, ANDY HILL OF THE SULFUR GROVE UNITED METHODIST CHURCH.

SPRING IS COMING AND, AND BIRDS ARE SINGING AND FLOWERS ARE SPROUTING THE, WE'RE IN THIS WEIRD TRANSITIONAL TIME, LORD.

AND I JUST WANT TO SAY THAT I KNOW THAT EVEN IN EVERYTHING IS HAPPENING, YOU ARE MAKING US NEW.

UH, THE, I WILL NOW READ, SO THIS IS THE CITY OF HEBREW HEIGHTS, 2020 NATIONAL PUBLIC SAFETY TELECOMMUNICATORS WEAK MAYORAL PROCLAMATION, WHEREAS THE CITY OF HUBER HEIGHTS PUBLIC SAFETY COMMUNICATIONS CENTER IS RESPONSIBLE FOR ANSWERING EMERGENCY SERVICE.

NINE ONE ONE CALLS FOR THE CITY OF HUBER HEIGHTS.

THE CITY OF RIVERSIDE AND BUTLER TOWNSHIP AND WHEREAS NINE ONE ONE DISPATCHERS ARE OFTEN CONSIDERED THE FIRST RESPONDER TO THE SCENE OF AN EMERGENCY.

AND WHEREAS IN ADDITION TO THE APPROXIMATELY 145,416 TELEPHONE CALLS IN 2019 THE CITY OF HEBREW HEIGHTS PUBLIC SAFETY COMMUNICATION CENTER HANDLES RADIO COMMUNICATIONS WITH IN BETWEEN THE HEBREW RIGHTS POLICE AND FIRE DIVISIONS, THE CITY OF RIVERSIDE POLICE AND FIRE DEPARTMENTS, BUTLER TOWNSHIP AND FIRE DEPARTMENTS AND SURROUNDING POLICE AND FIRE AGENCIES ALONG WITH OTHER SUPPORT SERVICES.

AND WHEREAS DISPATCHERS ARE THE LINK BETWEEN THOSE IN THE COMMUNITY AND THE PUBLIC SAFETY RESPONSE SYSTEM AND THE HEBREW HEIGHTS DISPATCHERS ARE TRAINED TOGETHER PERTINENT INFORMATION DURING CALLS FOR SERVICE AND TO USE THIS EXPERTISE TO PRIORITIZE THOSE CALLS FOR THE PUBLIC SAFETY AGENCIES.

THEREFORE, I, JEFF GORE, MAYOR OF THE CITY OF HEBREW HEIGHTS, OHIO DO HEREBY PROCLAIM THE WEEK OF APRIL 12TH AND THE 18TH 2020 IS NATIONAL PUBLIC SAFETY TELECOMMUNICATORS WEEK AND THE CITY OF HUBER HEIGHTS AND PUBLICLY SALUTE THE SERVICE OF PUBLIC SAFETY DISPATCHERS AND THIS COMMUNITY AND THEN THE COMMUNITIES ACROSS THE NATION AND ENCOURAGE ALL RESIDENTS TO BE AWARE OF THE PUBLIC SAFETY DISPATCHERS AND UNDERSTAND THE VALUE AND PROPER OF THE NINE ONE ONE SYSTEM.

WE'VE JUST ANNOUNCED A CHRIS DAUGHTRY.

ALSO, 43 OF OUR LIFEGUARDS ARE RETURNING FOR THE KROGER AQUATIC CENTER.

UH, WE'VE REACHED OUT TO THEM AND, UH, WE HAVE 18 CURRENT APPLICANTS AND WE'LL CONTINUE AND BEGIN PROCESSING, TESTING AND TRAINING THE LIFEGUARDS FOR THE 2020 SEASON FOR THE KROGER AQUATIC CENTER.

UH, AND AS WELL WE HAVE, UH, SOME ONGOING MAINTENANCE REPLACING THE, UH, THE SURFACING OF THE PAD DOWN ON THE SPLASH MAT AT TOM CLUB PARK, UH, DOING SOME MUCH NEEDED MAINTENANCE TO SOME OF THE FEATURES AND STRUCTURE THERE WITHIN THAT.

SO OUR MAINTENANCE FOR OUR OUTDOOR ACTIVITIES, UH, CONTINUES IN PREPARATION FOR A, A, A FUN SUMMER.

AND, UM, WE WILL, UH, WE WILL CONTINUE, UH, WORKING HARD TO ADDRESS THE NEEDS FOR OUR PARKS AND AMENITIES, UH, AS WELL AS, UH, WORKING TOWARDS KEEPING ALL CITY SERVICES UP AND OPEN.

UM, THEY'RE ALSO GOING TO BE AWAITING THE ASPHALT PLANTS, ET CETERA TO OPEN BECAUSE AS YOU RECALL, THAT'S GOING TO INVOLVE, UH, MILLING THE PAVEMENT THROUGH THAT INTERSECTION, UH, TEXTURING AND COLORIZING THE CROSSWALKS FOR ENHANCING SAFETY AND VISIBILITY AS WELL.

SO, UM, I WILL, UH, I'LL CHECK THIS WEEK AND AT OUR NEXT MEETING, GIVE AN UPDATE AS TO, UH, ANY UPDATED TIMELINE.

BUT AT MY LAST CHECK, THERE WAS NO DELAYS ON ANY OF THE I THAT THE CONTRACTORS OR ANY OF THE EQUIPMENT.

UH, WE, ON A SIDE NOTE, THERE ARE SOME PROJECTS THAT ARE RUNNING INTO SOME DIFFICULTIES WITH SOME SUPPLIERS AND SUBCONTRACTORS.

UH, BUT SO FAR WE HAVE NOT SEEN ANY SIGNIFICANT IMPACT ON THAT AND I DON'T BELIEVE, I BELIEVE THAT'S THE SAME CASE FOR THAT DEBT ON PROJECT.

AS YOU NOTE ON THERE, WE HAVE A 61,000 FROM CARRIAGE TRAILS INFRASTRUCTURE FUND BACK TO THE GASOLINE TAX FUND TO RETURN THE REMAINDER OF AN ADVANCE FROM 2019.

UH, WE HAVE A, AN ADVANCED FROM THE EDGE CAPITAL IMPROVEMENT FUND TO THE GENERAL FUND TO RETURN THE REMAINDER OF ANOTHER ADVANCE FOR AN EDGE AWARD.

WE HAVE A DECREASE IN POLICE SALARY COUNT COUNT AND AN INCREASE TO THE POLICE TRAINING ACCOUNT, WHICH IS A, UH, A NET SWAP.

BUT AS YOU RECALL, YOU BUDGET IN BOTH OPERATIONS AND PERSONNEL.

SO WHENEVER WE MAKE A SWAP BETWEEN THOSE TWO SECTIONS OF THOSE FUNDS, IT REQUIRES YOUR APPROVAL.

UH, WE ALSO HAVE SOME ADDITIONAL FUNDS FOR CAPITAL PROJECTS FOR THE INFORMATION TECHNOLOGY BUDGET THAT WERE ALREADY UNDERWAY, UH, AND THAT ARE NEED TO BE COMPLETED, YOU TO END THE LIFE PRIMARILY OF A LOT OF THE EQUIPMENT, UH, BUT ALSO TO, UH, UH, TO, TO, TO, UM, CONTINUE ON WITH THE UPGRADE TO THE TAX SOFTWARE, WHICH, UH, NOW WE FOUND REQUIRED A NEW SERVER, UH, AND ALSO, UH, BACKUP APPLIANCES AND FIBER CONNECTIONS.

UH, AND THE LAST ITEM IS, UM, A 3000, $42 ADDITION FOR A RE HOSTING FEE OF THAT TECH SERVER.
