UM, UH, FIRST OF ALL, I, WE DID, WE DID RECEIVE A COUPLE OF CO OR WE DID RECEIVE ONE COMMENT, UH, FROM THE PUBLIC MEETING ADDRESS AND UH, I'LL JUST CONSIDER THAT AS PART OF THE UPDATE THERE.

THE INQUIRY WAS REGARDING THE STATUS OF THE HEATHER MEIR, UH, SUBDIVISION, UH, AS WELL AS THE PROPOSED TIF THAT WAS DISCUSSED.

UM, AS WE CONTINUE TO GET INFORMATION REGARDING THE FINALIZATION OF THAT DEVELOPMENT PLAN, UH, THE DETAILED PLAN WILL INCLUDE COST ESTIMATES VALUE, UH, AND THE FINAL APPROVED PLAN SO THAT WE CAN MAKE THOSE DETERMINATIONS.

UM, THAT'S PART OF THE NECESSARY ELEMENTS OF CREATING THE TIF PROCESS OR THE RESIDENTIAL IMPROVEMENT DISTRICT PROCESS.

SO AS THAT DEVELOPMENT, UM, COMPLETES THROUGH CLOSING OF THE PROPERTY AND THROUGH SUBMISSION OF THAT DETAILED PLAN, WE'LL BE ABLE TO GET THOSE CALCULATIONS IN AND BEGIN THE PROCESS OF THAT.

SO, UH, THAT IS STILL FORTHCOMING BASED ON THE INFORMATION RELATIVE TO THAT DEVELOPMENT.

AND, UH, WE WILL KEEP YOU POSTED.

UM, UH, IN ADDITION, UH, AS, UM, AS ALL AS COUNCIL HAS, UH, HAS NOTED THINGS STILL, UH, STILL GO ON AS, AS NORMAL.

WE'VE HAD SOME, UH, ADDITIONAL CHANGES REGARDING THE STATE HOME ORDERS THAT WERE, THAT WE'RE MANAGING.

UH, THE RESIDENTS HAVE, UM, UH, I I BELIEVE COME ACCUSTOMED TO SOME OF THE NEW PROCESSES REGARDING CONCERNS OF EITHER BUSINESSES BEING OPEN, UH, NEIGHBORS GATHERING, ETC.

WE'VE RECEIVED SOME CALLS AND COMPLAINTS, BUT THERE'S A PROCESS TO GET THAT FORWARDED TO THE DEPARTMENT OF HEALTH.

UH, THEY'VE BEEN DOING A PRETTY GOOD JOB OF KEEPING UP ON THAT.

SO WE STILL ENCOURAGE ANYBODY WHO'S GOT ISSUES, YOU CAN CONTACT THE DEPARTMENT OF HEALTH, UH, AND OR CONTACT US.

BUT WE WILL, UM, UH, WE ARE NOT THE AUTHORITY TO MAKE THOSE DETERMINATIONS, BUT WE DO MAKE SURE TO FORWARD ANY OF THEM.

UH, ANOTHER QUICK UPDATE, OUR BULK PICKUP OR DUMPSTER LOCATION.

UH, WE THOUGHT THAT MAYBE ONCE A WEEK OR SO WE MIGHT HAVE TO EMPTY IT.

IT'S BEEN EVERY DAY.

THE HARSHMAN VILLE WATER MAIN PROJECT IS, UM, STILL BEING COMPLETED.

THEY'RE FINISHING UP ALL THE SERVICE LINES.

UH, THEY SHOULD BE BACKFILLING AND GETTING THE FINALIZATION OF THAT SOON.

AND THEN AS SOON AS, UH, THE ASPHALT DISORDER, WE'LL BE ABLE TO FINISH AND GET THE, UM, UH, COMPLETE OVERLAY OF THE ROAD DONE.

UM, SOMETHING'S GOING ON HERE.

UM, YOU HAVE DIFFERENT RESIDENTS ALL OVER THE CITY WORRIED AND CONCERNED ABOUT SOME BUSINESSES THAT THEY BELIEVE ARE NONESSENTIAL AND UM, WANTING US TO, YOU KNOW, KINDA MESSAGES I'M GETTING IS ASKING FOR THE CITY FOR US TO ACTUALLY SHUT THOSE BUSINESSES DOWN.

AND, AND THAT'S BEEN A BIG POINT OF CONVERSATION BETWEEN MR SHOWRUNNER OVER THE PAST TWO WEEKS.

UM, PROBABLY BEEN THREE SINCE, SINCE THE GOVERNOR'S ORDERS.

AND I THINK WHAT ONE NEEDS TO KNOW.

AND I THINK JUST FROM A COUNCIL PERSPECTIVE, IF YOU RECEIVE THOSE EMAILS OR PEOPLE THAT YOU TALK TO, OR IF PEOPLE ARE MESSAGING YOU, I HATE TO MAKE IT SOUND THIS WAY, BUT, BUT THEN THE ORDERS THAT THE GOVERNOR IS GIVEN THERE, THERE'S A STAY AT HOME ORDER, BUT THERE'S JUST NO ENFORCEMENT BEHIND ANY OF THOSE ORDERS, WHICH IN ESSENCE QUITE FRANKLY, MAKE SOME SUGGESTIONS, NOT ACTUAL ORDERS.

THERE'S NOTHING THAT WE CAN DO AS A CITY FROM THOSE BUSINESSES PERSPECTIVE.

YOU KNOW, WE'RE NOT GOING TO BE DRIVING AROUND THE CITY CITING PEOPLE WHEN WE SEE MORE THAN 10 PEOPLE TOGETHER.

WE'VE HAD PEOPLE CALL AND FILE COMPLAINTS THAT THEIR NEIGHBORS ARE GETTING TOGETHER AND THERE'S PEOPLE INSIDE OF A, YOU KNOW, THERE'S 15 OR 20 PEOPLE INSIDE OF THE HOUSE.

THERE'S JUST NOTHING THAT WE CAN DO.

AND I THINK ALL OF YOU, UH, NEED TO BE ARMED WITH THAT INFORMATION IF PEOPLE ARE ASKING THOSE QUESTIONS.

BECAUSE WITHOUT SUPPORT FROM THE STATE LEVEL ON WHAT WE WOULD BE OR NOT BE ALLOWED TO DO IN TERMS OF ENFORCING ANYTHING, THAT JUST DOESN'T EXIST.

WE HAVE, UH, REACHED OUT AND, AND, AND ENGAGED ALL OF THE TENANTS.

UH, WE'RE IN THE PROCESS OF WORKING OUT THE TRANSITIONS.

UH, OF COURSE A COUPLE OF TENANTS ARE THOSE THAT HAVE APPLIED FOR SOME OF THOSE LOANS TO CONTINUE, UH, THEIR OPERATIONS.

BUT, UH, WE HAVE GIVEN NOTICE THAT, UM, UM, THAT WE WILL NOT BE RENEWING ANY LEASES, UH, TO THOSE TENANTS, UH, AS THE TERMS RUN OUT.

AND, UM, IT LOOKS LIKE, UH, THE TENANTS THAT ARE THERE ARE, ARE MAKING GOOD PROGRESS ON WORKING AT, UH, EITHER MOVING OR RELOCATING AT AN ANOTHER, UH, OPEN.

UM, THINGS ARE, THINGS ARE PROGRESSING WELL WITH THAT.

SO I'LL CONTINUE TO KEEP YOU POSTED AS WE, UH, CONTINUE TO EVALUATE ALL OF THE, UH, ASSIGNMENT OF THOSE LEASES AND WORKING WITH THE, UM, WITH THE EXISTING TENANTS.

THE AGENDA DID NOT MAKE IT TO THE COUNCIL AGENDA.

AND SO, UM, THOSE ON THAT MEETING, I'M MOVING FORWARD, UH, WENT OVER THOSE IN DETAIL AND I HAVE TWO NEW ADDITIONS.

ONE WAS IN YOUR PACKET AND ONE WAS EMAILED TO YOU EARLIER TODAY.

THE ONE IN YOUR PACKET WAS 51,000, $250.

UH, THAT WAS A RETURN OF AN ADVANCE.

UH, SO NOW IT'S COMING BACK FROM THE EDGE FUND TO THE GENERAL FUND.

THE GENERAL FUND HAD TEMPORARILY LOANED IT, UH, WHILE WE WERE PAYING OUT, UH, EXPENSES TO THOSE BUSINESSES THAT HAD EDGE GRANTS.

AND NOW WE NEED TO RE THOSE MONIES AS WE GET THEM BACK IN FROM, UH, THE COUNTY.

UH, SO THAT, UH, BASICALLY IS A WASH AS FAR AS A FISCAL IMPACT TO THE BUDGET.

AND THEN THE SECOND ITEM THAT WAS EMAILED OUT TODAY, UH, PART OF THAT, UM, $102,000 THAT IS NEEDED FOR SEVERAL IMPROVEMENTS, UH, IN INFORMATION TECHNOLOGY.

UH, BRANDON PEYTON, UM, NOTIFIED ME THAT THERE IS A NEED FOR 3040 $2 FOR THE TAX SERVER, UH, RE HOSTING FEE THAT WAS NOT INCLUDED IN THOSE DOLLARS THAT HE HAD REQUESTED.

AND SO I'M ASKING ALSO FOR THAT ADDITION AND UH, SINCE THESE HAVE BEEN, UM, ON THE, UM, UH, IN ACUTE SET OF SPEAK FOR THE LAST THREE WEEKS, I WOULD ASK THAT YOU COULD PLEASE, UH, PROVE THOSE ON MONDAY NIGHT AT THE MEETING.

WE'VE GOTTEN INFORMATION THAT THE, UH, CLARK COUNTY JVS IS INTERESTED IN THAT, UM, GENERATOR DO YOU USING THEIR SMALL ENGINE REPAIR VOCATIONAL CLASS AND WE WOULD LIKE TO JUST DONATE TO THAT TO THEM.

SO THAT'S THE REASON FOR THIS IS JUST TO GET PERMISSION FROM COUNCIL TO DONATE THAT GENERATOR TO THE CLARK COUNTY JVS.

UM, AS WE'RE REVIEWING AND EVALUATING THAT INFORMATION, WE EXPECT, UH, THAT, UH, THAT DRAFTED THE STUDY IN HERE IN THE NEXT FEW WEEKS AS WE REVIEW AND EVALUATE THAT INFORMATION.

UM, IT'S OUR RECOMMENDATION, IT'S STAFF'S RECOMMENDATION TO COUNCIL THAT WE ALLOW THE, UH, GRUSON MEYER, UH, FAMILY TO CONTINUE TO FARM THE WESTERN PORTION OF THAT PROPERTY.

UH, THE BENEFIT TO THAT IS, IS THAT, UH, IT DOES PROVIDE US A LITTLE BIT OF REVENUE FROM THE PROPERTY SINCE WE'VE ACQUIRED IT.

AND BECAUSE IT'S BEING FARMED, IT ALSO PROVIDES THAT TAX BENEFIT TO US AS WELL.

UM, AS INACTIVE AGRICULTURE.

UM, WE DO HAVE THE EASTERN PORTION OF THE PROPERTY WHICH WILL BE, UH, TO THE EAST OF LANE IN LANE, UM, NORTH OF EXECUTIVE AND UH, WEST OF, UH, TWO OH ONE THERE THAT IS, IS DEVELOPABLE.

THAT'S A APPROXIMATELY TWO OUTLETS THERE.
