IN THIS SITUATION OF THIS ASSEMBLY, GROPING AS IT WERE IN THE DARK TO FIND POLITICAL TRUTH AND SCARCE ABLE TO DISTINGUISH IT WHEN PRESENTED TO US, HOW HAS IT HAPPENED, SIR, THAT WE HAVE NOT ONCE THOUGHT OF HUMBLY APPLYING TO THE FATHER OF LIGHTS TO ELIMINATE OUR UNDERSTANDINGS.
IN THE BEGINNING OF THE CONTEST WITH GREAT BRITAIN WHEN WE WERE SENSIBLE OF DANGER, WE HAD DAILY PRAYER IN THIS ROOM FOR DIVINE PROTECTION. THE FIRST MASTER PLAN IN 2003 INDICATED THE LOT WAS GOING TO BE A GREEN SPACE GATEWAY. THEN THE PLAT WAS FURTHER REFINED IN 2005. THE CENTRAL GREEN SPACE FEATURE WAS REMOVE AND THE STREETS WERE RECONFIGURED AND THIS LOT WAS SLATED TO BE GREEN SPACE IN 2005.
THE LOT OFF SILVER OAK ON KIND OF THE NORTHEAST SIDE OF THIS PLAT IS THE ONLY OPEN SPACE BESIDES THE PERIMETER THAT WAS

YOU CAN SEE LOT 199. THERE'S A GREEN SPACE AND NO STRUCTURE RESTRICTION ON THAT PLAT IF THIS APPROVED WE'LL FILE AN AMENDMENT WITH THE RECORDERS OFFICE REMOVING THAT RESTRICTION AND THE ORDINANCE SO FORTH. THAT WOULD ALLOW THE APPLICANT TO MOVE FORWARD WITH THE APPLICATION TO DO SOMETHING WELLS THE PROPERTY BUT WE WANTED TO SPLIT THE DISCUSSION.
ONE IN THE REMOVAL AND THEN IF THE APPLICANT WANTS TO MOVE FORWARD WITH THE STRUCTURE THAT WOULD BE A DETAILED DEVELOPMENT PLAN THAT WOULD NEED TO GO TO COMMISSION.

PARK WE'RE INVESTING UPWARDS OF $600,000 IN UPGRADE AND INITIALLY WE'LL BE BUILDING A CROSS WALK TO THAT PARK LATER THIS YEAR. SECONDLY, THE LOT IS MORE OF A FINANCIAL LIABILITY OF THE HOA THAN NEIGHBORHOOD ASSET.
THE HOA HAS NO PLANS TO INVEST SIGNIFICANT CAPITAL INTO CREATING GATEWAY FEATURE AND THREE THERE IS NO REQUIREMENT FOR OPEN SPACE FOR THE PLANNED RESIDENTIAL DISTRICT.
PLANNING STAFF DOES SUPPORT THE CHANGE TO REMOVE THE GREEN BASE RESTRICTION FROM THE OAKS AND HUBER HEIGHTS SECTION NINE PLAT.
WE RECOMMENDED THAT PLANNING COMMISSION APPROVE IT RECOMMEND APPROVAL WITH NO CONDITIONS AND THE PLANNING COMMISSION DID RECOMMEND APPROVAL OF THIS MAJOR CHANGE WITHOUT CONDITIONS AND SO WE'RE HERE TODAY FOR THE PUBLIC MEETING.
