SO, UH, I JUST WANTED TO GIVE A HUGE SHOUT OUT AND JUST KINDA GIVE YOU GUYS SOME NUMBERS ON KIND OF WHERE WE'VE, WE'VE COME SINCE LAST WEEK. UM, ONE, I THINK MIKE AND HIS CREWS DID AN OUTSTANDING JOB. SO I JUST WANTED TO PROBABLY GIVE THEM SOME, SOME, UH, KUDOS FOR A JOB WELL DONE. SO, UM, WE DO HAVE SOME ENGINEERING UPDATES AND, AND RUSS IS HERE, BUT HE SENT THIS OUT. BUT YOU CAN SEE THAT WE HAD SOME PRETTY HIGH YEARS THERE. 2020 AND 2021 WERE, WERE, YOU KNOW, PRETTY HIGH. SO, UM, 11 LAST JANUARY. AND RUSS, WHAT DID WE END UP? I KNOW JANUARY JUST ENDED. RUS UH, YEAH, BOTH OF THESE ARE YEARLY, YEARLY PRO PROGRAMS THAT WE DO. UH, AND THIS IS FOR ADVERTISING AND RECEIVING BIDS. UH, I INCLUDED A STREET MAP OF THE SIDEWALK PROGRAM IN YOUR PACKET. UH, THE SIDEWALK CO WILL OCCUR BETWEEN MARCH AND MAY, AND THE CURB REPLACEMENT WORK WILL GO THROUGH MOST OF THE SUMMER FOR REPLACEMENT. UH, THIS SIDEWALK PROGRAM IS SET IN NOT TO EXCEED OF 170,000 FUNDED THROUGH THE SIDEWALK FUND AND THE CONCRETE PORTION OF THE PROGRAM, WHICH IS CURB REPLACEMENT. UM, AND THIS IS LOCATED ON, MAINLY ON THE STREETS THAT WE'RE GONNA REPAVE NEXT FALL. AND THAT NOT TO EXCEED IS 950,000, AND THAT'S FUNDED THROUGH THE STREET CAPITAL FUND, WHICH IS STREET LEVY. UH, THE STREETS ARE SHOWN ON THE MAP THAT WE INCLUDED AND THE STREETS ARE SPREAD OUT THROUGHOUT THE CITY. UM, PAVING ALSO INCLUDES EIGHT STREETS THAT ARE IN THE WATER MAIN REPLACEMENT PROGRAM, WHICH IS PART LAST YEAR AND PART THIS YEAR. UM, THE PROGRAM ALSO INCLUDES, UH, MAKING STREET BASE REPAIRS AND PATCHING ASPHALT IN BAD AREAS ON OTHER STREETS. AND ANYWHERE THAT'S BEEN, UH, WATER MAIN BREAKS OVER THE PAST YEAR. WE, UH, DRESS THOSE UP AND MAKE 'EM LOOK NICE WITH NEW ASPHALT. UH, THIS YEAR THERE'S ONLY ONE SCHOOL LOCATED WITHIN THE STREET PAVING AREA, AND THAT IS VALLEY FORD SCHOOL LOCATED ON TROY MANOR. UH, WE WILL [00:10:01] BE REPLACING WATER MAIN ON THAT ROAD IN THE SUMMER, AND THEN WE'RE GONNA TRY TO MILL AND REPAVE IT IN, IN THE FALL, EITHER, HOPEFULLY ON A HOLIDAY OR ON A SATURDAY. SO TRY TO KEEP IT OUT OF THE SCHOOL DAYS OF THE SCHOOL. UH, AND THIS IS PROGRAM'S NOT TO EXCEED 1.9 MILLION AND THAT'S, UH, DEDICATED STREET, UH, CAPITAL IMPROVEMENT FUND AND GAS TAX FUNDS. UM, ABOUT HOW, HOW LONG AGO DID THEY, UH, THAT INTERIOR STREETS PROGRAM LEGISLATION TAKE PLACE? LIKE HOW LONG AGO HAS THAT BEEN? PROBABLY 92, 19 92. SO 30, 34 YEARS OR SO AGO. I THINK THIS IS SOMETHING THAT WE DON'T TALK ABOUT ENOUGH WHEN, WHEN WE TALK ABOUT HOW OTHER COMMUNITIES, I MEAN, WE, UM, READ THE FRUSTRATION AND HEAR THE FRUSTRATION. I KNOW A LOT OF OUR, UH, MEETINGS THAT WE HAVE WHERE WE ARE AROUND OTHER PEOPLE FROM DIFFERENT COMMUNITIES, WE HEAR ABOUT THE FRUSTRATIONS OF STREET REPAIR AND THE STRUGGLE THAT A LOT OF OTHER COMMUNITIES ARE HAVING, PASSING LEVIES TO TAKE CARE OF THEIR STREETS AND THINGS LIKE THAT. AND THEN WE GO BACK TO THE, UH, YOU KNOW, AND HERE WERE 34 YEARS AGO WHERE WE HAVE MONEY DEDICATED OUT OF THE ACTUAL INCOME TAX TO TAKE CARE OF OUR STREETS. AND WHEN I LOOK AT THIS AT 24 DIFFERENT STREETS, OVER FIVE MILES OF ROAD FOR $1.9 MILLION BEING INVESTED BACK INTO OUR INTERIOR STREETS, I JUST THINK THAT'S PHENOMENAL. AND I DON'T THINK WE TALK ABOUT THAT ENOUGH IN TERMS OF, OF, UM, FORESIGHT AND PLANNING SO MANY YEARS AGO TO MAKE SURE THAT MONEY IS STILL DEDICATED EVERY YEAR TO MAINTAIN THE AMOUNT OF STREETS THAT WE'VE, THAT WE'VE GOT HERE. UM, I THINK WE NEED TO, I THINK WE NEED TO, THAT'S THE I'M TALKING ABOUT NOW. 'CAUSE THEN WE NEED TO TALK ABOUT THAT MORE, UH, AS SOMETHING VERY GOOD THAT, THAT WE DO HERE. YES. YEAH. SO THIS WAS AN INITIATIVE, UH, BROUGHT TO US BY MAYOR JACK HINSLEY. HE WAS BIG ON STREETS. HE RAN ON STREETS. UM, THE FIRST TWO YEARS WAS, UH, DEDICATION TO THE TAXPAYERS AND A TRIAL RUN SHOWING THE TAXPAYERS THAT IF WE TOOK MONEY OUT OF OUR GENERAL FUND, WHICH WE DID FOR TWO YEARS, AND WE HIRED OUTSIDE CONTRACTORS. SO THERE WAS NO WASTE, NO, NO, UH, QUESTION, UH, THAT WE COULD SPEND A MILLION DOLLARS A YEAR ON OUR STREETS, EFFECTIVELY, EFFICIENTLY. THEN THAT WAS MADE PART OF THE, UH, OVERALL INCOME TAX. THEN THERE WAS AN INITIATIVE BROUGHT ON BY COUNCIL THAT WE EARMARKED, AND I THINK IT WAS 0.25% THAT WENT DIRECTLY TO THE INTERIOR STREETS PROGRAM. SO THAT THAT'S WHEN IT WAS REALLY SOLID SOLIDIFIED AND, AND EVERYONE, YOU KNOW, KNEW THAT WE WERE GONNA HAVE, UM, A STREAM OF MONEY MM-HMM . TO KEEP THE ROADS UP. YEAH. I THINK WE, YOU KNOW, YOU, YOU SEE IT IF YOU, YOU KNOW, YOU, YOU DRIVE AROUND WHEN IT COMES TIME AND YOU SEE THOSE STREETS THAT HAVE BEEN MILLED AND, AND WE STILL GET THE CALLS. PEOPLE WONDERING IF WE'RE GONNA LEAVE IT LIKE THAT . SO THEY KNOW YEAH. THE PAVING IS TO COME LATER. BUT, UM, BUT I JUST, I THINK IT'S, I THINK IT'S JUST ONE OF THOSE THINGS THAT YOU KINDA TAKE FOR GRANTED THAT PEOPLE JUST DON'T THINK ABOUT. BUT WE SPEND A LOT OF MONEY AND A LOT OF TIME AND A LOT OF PLANNING AND MAKING SURE WE KNOW WHICH STREETS NEED TO BE DONE AND WHAT ORDER THEY NEED TO BE DONE. I MEAN, IT IS QUITE AN UNDERTAKING THAT HAPPENS FROM, FROM RUSS IN OUR ENGINEERING DEPARTMENT. AND THE FACT THAT THERE'S ALMOST $2 MILLION WORTH OF MONEY THAT'S EARMARKED TO TAKE CARE OF THOSE THINGS SHOWS SOME REALLY, REALLY GOOD PLANNING IN THE PAST. SO, UM, SO YEAH, I THINK THOSE ARE SOME OF THE, THE VICTORIES WE NEED TO DO BETTER AT, AT TALKING ABOUT A LOT MORE OFTEN. OUR FINANCIAL PERSON IS ANDY ROSSER ROSSER. UH, OUR ANDY BACK THEN WAS BOB CRAMER AND WE INCORPORATED BOB CRAMER WITH, UH, JOHN GEIGER MM-HMM . AND THEY ANALYZED AND WAS ABLE TO COME BACK AND TELL US THAT WE NEEDED TO BE ABLE TO FIX ALL OUR INTERIOR STREETS EVERY 14 YEARS. SO THE WHOLE PROGRAM WAS DESIGNED WITH THE FINANCES BACKWARDS. SO THAT'S, THAT'S WHERE WE COME UP WITH ALL OF IT. AND WHAT THREW A CURVE BALL WAS THE, UH, UH, INCREASE IN OIL PRICES, WHICH ELIMINATED, AND I THINK FOR A WHILE, RUSS, UH, WE WOULD DO A LITTLE DIFFERENT WITH OUR CEMENT PORTION OF THE PROJECT. YEAH. WE DIDN'T DO AS MUCH CURB FOR A WHILE YEAH. 'CAUSE OF THE ASPHALT PRICES, BUT EVENTUALLY THAT KIND OF ACTUALLY SWITCHED CONCRETE CAME MORE EXPENSIVE AND THE ASPHALT WENT DOWN. SO, YEAH. AND IT WAS SUPPOSED TO BE INFLATIONARY BASED ON, AS THE INCOME TAX MONEY INCREASED WITH WAGES AND SO ON, WE HOPED IT WOULD KEEP UP WITH OIL PRICES. BUT THERE WAS, UH, A ONE-OFF WITH THAT FOR A WHILE.
