PART OF THIS ALSO WAS DONE SIGNIFICANTLY DURING THE CYBER ATTACK, AND SO OUR FINANCE DEPARTMENT REALLY PULLED THROUGH TO GET THIS COMPLETED AND THE ACCOLADES SHOW THAT. WE RECENTLY RECEIVED A GRANT OF $20,000.
THAT IS FOR TWO RTA BUS SHELTERS THAT WE ARE GOING TO BE PLACING ON BRANDT PIKE NEAR THE VILLAGE PARK APARTMENTS, AN AREA THAT HAS ASKED FOR BUS STOPS AND SHELTERS.
THERE'S A BENCH NOW. IT IS A HEAVILY TRAVELED STOP, SO WE WERE AWARDED THAT AND WILL BE INSTALLING THOSE THIS YEAR. THIS LAST FRIDAY JOHN PRESENTED AT THE I- 75 DEVELOPMENT ASSOCIATION BREAKFAST BRIEFING SO THAT WAS WELLWELL RECEIVED.
HE WAS ABLE TO TALK ABOUT ALL THE GREAT THINGS WE ARE DOING HERE IN THE CITY ALONG WITH THE CITY MANAGER FROM WEST CARROLLTON. JUST A FEW OTHER ITEMS WE WILL BE GOING DOWN TO ONE- LANE REDUCTION ON THIS COMING THURSDAY THURSDAY AT BRANDT PIKE AT CARRIAGE TRAILS.
THERE'S TWO MORE STORY TIMES THIS COMING WEDNESDAY AND THEN "RUN, KATIE, RUN" THIS SATURDAY.

INTERESTING, WE'RE BOTH ON OUR THIRD MARRIAGE AND NEITHER ONE OF US LASTED FIVE YEARS ON OUR FIRST TWO MARRIAGES, SO IT WAS JUST MEANT TO BE, AND SO I WANTED TO MAKE THAT PRESENTATION WITH HER HERE AS WELL.
>> YES. SO, WITH THAT BEING SAID, I'LL GET RIGHT INTO IT. SO THE PROPERTY MAINTENANCE REVIEW BOARD HEARD 19 CASES LAST QUARTER OF 2024 AND THE FIRST HALF THIS YEAR HAS HEARD 23 CASES WHICH IS UP TO DATE -- WHICH WE HAD A MEETING LAST WEEK, I THINK IT WAS. YES, LAST WEEK.
AND SO THAT BRINGS THE TOTAL OF 42 CASES THAT CAME BEFORE OUR BOARD IN THE LAST YEAR. I CAN'T TELL YOU HOW MANY CASES DIDN'T MAKE IT TO THE BOARD.
I JUST HAD A DISCUSSION WITH JERRY, AND WE WERE TALKING ABOUT THE PROCESS OF THE CODE ENFORCEMENT OFFICER SEEING THINGS AND THEN PRESENTING THE PROPERTY OWNERS WITH A LETTER OF INTENT TO BRING THE PROPERTY TO CODE. AND A MAJORITY OF THOSE, I WOULD SAY LESS THAN 30%, ACTUALLY MAKE IT YOUR BOARD. SO, APPARENTLY, WE'RE DOING SOMETHING RIGHT. AND, WITH THAT BEING SAID, OF THE 42 CASES, 20 CASES WERE ABATED, AND THE CITY CONTRACTOR BROUGHT THOSE CASES TO COMPLIANCE. SO THAT MEANS ALSO THAT WE'RE SAVING THE CITY MONEY BECAUSE WE'RE PAYING THE CONTRACTORS TO BRING THESE PROPERTIES TO CODE AND THEN IT'S BEING ABATED ON THE PROPERTY TAXES, AND SO WE'RE RECOUPING THAT MONEY. AND SO I FEEL THAT THE MONEY IS WELL SPENT. AND BY THE TIME IT GETS TO OUR BOARD, IT'S USUALLY, YOU KNOW, IT'S EITHER A HARDSHIP CASE CASE IT'S JUST OUT OF CONTROL AND IT NEEDS TO BE TAKEN CARE OF. SO OF THE REMAINING 22 CASES, EIGHT CASES BECAME COMPLIANT BEFORE THEY EVEN CAME TO OUR BOARD, AND THEN 14 CASES WERE DISMISSED AT THE MEETING BECAUSE THEY BECAME COMPLIANT JUST PRIOR TO COMING TO THE BOARD. 50% OF THOSE BECAME COMPLIANT BEFORE THEY EVER MADE IT TO OUR BOARD OR WHEN THEY GOT TO OUR BOARD, WE DISMISSED THE CASES BECAUSE THEY BECAME COMPLIANT. SO WE'VE HAD A PRETTY GOOD SUCCESS IN HELPING THE PEOPLE OF HUBER HEIGHTS, AND I FEEL THAT WE DO A REALLY GOOD JOB. WE HAVE REAL GOOD BOARD MEMBERS.
IN FACT, WE ADDED A NEW BOARD MEMBER THIS YEAR, AND SO IT'S BEEN A REAL GOOD EXPERIENCE FOR ME. I'VE BEEN ABLE TO GIVE BACK .
I GREW UP HERE AND IT'S JUST A GOOD FEELING WE'RE ABLE TO HEM AND THAT THE CITY HAS A VESSEL OR A TOOL TO TAKE CARE OF THIS -- BE THE INTERMEDIARY BETWEEN ESCALATING INTO COURTS OR, YOU KNOW, NOT DOING ANYTHING ABOUT IT. AND BECOMING A BLIGHT FOR OUR CITY. I JUST WANT TO SAY IN CLOSING THAT IT'S MY OPINION AS WELL AS THE HEAD CODE ENFORCEMENT OFFICER, SOLELY BASED ON THE VERY EXISTENCE OF THE PROPERTY MAINTENANCE REVIEW BOARD PROPERTY OWNERS ARE BECOMING COMPLIANT. AND, AS I SAID EARLIER, IT LOOKS LIKE ABOUT 30% THAT DON'T -- YOU KNOW, IT JUST DROPS OFF BEFORE THEY EVEN TRY TO COME TO OUR BOARD.

IT'S NOT THAT WE'RE MEAN OR ANYTHING LIKE THAT, THEY JUST KNOW THE CITY IS GOING TO TAKE CARE OF SOMETHING AND THEY'VE HAD PLENTY OF TIME TO FIGURE IT OUT AND THERE ARE CASES THEY CAN'T FIGURE IT OUT ANDAND CIRCUMSTANCES BEYOND THEIR CONTROL AND SO SO OFFER TO HAVE THEM COME AND SPEAK TO US AND GIVE THEM EXTENSIONS. I DON'T THINK WE'VE EVER HAD ANYBODY COME UP AND SHOW BUT MAYBE ONE PERSON IN THE LAST YEAR. SO IT DOESN'T EVEN ESCALATE TO THE POINT OF COMING AND ARGUING OVER THE LAST YEAR. IT'S BEEN A REAL PROCESS, AND I KIND OF JOKED WITH JERRY A LITTLE BIT AGO THAT I GUESS 14 YEARS OF BEING CHAIR ON THIS BOARD, I GOT EVERYBODY SCARED. AND I'M NOT THAT WAY AT ALL.SO I JUST WANTED TO BRING THE STATISTICS TO YOU GUYS, AND IF YOU HAVE ANY QUESTIONS, I'M HAPPY TOTO ANSWER.

>> GOOD EVENING, COUNCIL. THIS IS THE YEARLY LEGISLATION, IT'S A RESOLUTION OF NECESSITY FOR THE 2026 SIDEWALK PROGRAM. IN YOUR PACKET THERE IS A LIST OF STREETS AND THERE'STHERE'S A MAP SHOWING THE AREA THAT WE'RE FOCUSING ON THIS YEAR. THE AREA IS JUST EAST OF BRANDT PIKE AND SOUTH OF TAYLORSVILLE. IT'S FOR NEXT YEAR, '26.
THIS RESOLUTION WILL ALLOW US TO SEND OUT LETTERS TO CITIZENS THAT ARE INCLUDED IN THIS COMING YEAR'S PROGRAM, AND THAT'S ONLY THE ONES THAT HAVE MARKED -- WE WENT OUT AND MARKED THEIR SIDEWALKS OR DRIVE APPROACHES. THIS IS A RESOLUTION THAT AUTHORIZES THE EXECUTION OF A DEVELOPMENT AGREEMENT BETWEEN THE CITY AND CARRIAGE TRAILS COMPANY LLC FOR THE CARRIAGE TRAILS DEVELOPMENT. IT IS SUBSTANTIALLY SIMILAR TO THE DEVELOPMENT AGREEMENT WE ARE ENTERED INTO WITH DEC, THE SAME INDIVIDUALS INVOLVED.
IT LAYS OUT THE PARAMETERS AND EXPECTATIONS OF BOTH PARTIES AS WE FACILITATE THE DEVELOPMENT OF THE ROUGHLY 300 ACRES OVER THE NEXT DECADE OR SO.
