UH, AND SO STAFF, UH, LOOKED AT OTHER PROVIDERS OUT THERE.

UH, WE DETERMINED THAT SO OPEC WAS THE BEST VALUE, UM, FOR THE COMMUNITY, UH, AND ALSO THE ORGANIZATION.

UH, SO WE, THIS IS ONE OF TWO REQUIRED PUBLIC HEARINGS.

UM, I WAS GO ADDING THIS TO THE END OF THE, UH, PLANNING COMMISSION MEETING.

UM, I SAY THAT JOKINGLY ABOUT THIS DOCUMENT 'CAUSE IT IS NOT THE MOST EXCITING DOCUMENT IN THE WORLD, BUT WE DO HAVE TO HOLD A PUBLIC HEARING ON IT.

BUT I'LL WANNA WALK YOU ALL THROUGH EACH STEP OF THAT DOCUMENT.

SO, UH, THE DOCUMENT I'M REFERENCING, GO BACK.

ONE IS THE ELECTRIC PLAN OF OPERATION GOVERNANCE.

UH, AND IT'S RELATED TO, AS MR. RELL REFERENCED, THE, UM, ELECTRIC AGGREGATION PROGRAM.

EACH PROGRAM IS REQUIRED TO ADOPT A PLAN WHEN THEY START A PROGRAM.

AND, UH, SOPAC AS I'LL GO THROUGH THIS, HAS AN EXISTING PLAN THAT WE, UH, UTILIZE, UH, FOR ALL OF OUR MEMBER COMMUNITIES.

UM, JUST TO GIVE YOU A QUICK HIGHLIGHTS ABOUT US BEFORE WE, WELL ACTUALLY JUST GET RIGHT INTO IT FOR YOU.

I'M NOT GONNA SPEND MUCH TIME ON THIS SLIDE, UM, SINCE YOU HAVE AN EXISTING ELECTRIC AGGREGATION PROGRAM, UM, I THINK FOLKS KNOW A LITTLE BIT ABOUT IT.

UM, BUT TO GIVE YOU A LITTLE BIT OF UNDERSTANDING, UH, AGGREGATION ALLOWS A COMMUNITY TO SET BASICALLY A NEW DEFAULT RATE FOR THEIR COMMUNITIES, UH, FOR THEIR COMMUNITY RESIDENTS AND SMALL BUSINESSES, UH, FOR THOSE FOLKS THAT ARE ON THE STANDARD SERVICE SOFTWARE WITH THE LOCAL UTILITY.

SO THE PIECE OF THIS THREE STEP, UH, CHART, UH, THAT AGGREGATION REALLY IMPACTS IS THE FIRST PIECE THAT IS THE SUPPLY PORTION OF YOUR ELECTRIC BILL.

UM, SO WE'RE ABLE TO CHANGE, UM, UH, THE, THE RATE IS PART OF THAT BILL FOR THE SUPPLY, AND ALSO IF YOU WOULD LIKE TO ELECT TO HAVE RENEWABLE ENERGY SOURCES, UH, WHICH PEC COMMUNITIES DO.

UM, THAT IS ALSO AN ELEMENT OF THIS TOO.

SO IT GIVES YOU A LITTLE MORE LOCAL CONTROL OVER THAT PIECE OF THE BILL.

UH, THE DELIVERY PIECE OF THE BILL.

THE SECOND PART IS, UM, REMAINS WITH THE LOCAL UTILITY.

SO, UH, THE MAINTENANCE OF THE WIRES, UM, MAKING SURE THAT THE LIGHTS STAY ON.

THAT SORT OF THING REMAINS WITH A ES OHIO HERE LOCALLY.

AND THEN THE LAST PIECE IS THE CUSTOMER.

THAT'S WHEN THE ELECTRICITY ACTUALLY REACHES THEM, UM, AND HOPEFULLY GETTING THEM, UH, MORE COMPETITIVE RATES AND, UM, 100% RENEWABLE ENERGY IN THIS CASE, AND A LITTLE MORE LOCAL CONTROL.

SO, JUST TO GIVE YOU A LITTLE BIT OF UNDERSTANDING OF WHY WE HAVE TO HAVE THESE TWO HEARINGS.

SECTION 49, 28 0.20 C OF THE OHIO REVISED CODE REQUIRES US TO HAVE TWO PUBLIC HEARINGS ON THE PLAN.

UH, AND AS MR. RELL MENTIONED, UH, THIS IS FOR THE FUTURE ELECTRIC AGGREGATION PLAN.

YOUR CURRENT EXISTING PROGRAM RUNS THROUGH

SO THIS WILL NOT PICK UP UNTIL OCTOBER WHEN THERE WILL BE A NEW RATE WITH THE NEW PROGRAM.

UM, SO TONIGHT'S THE FIRST OF THESE TWO PUBLIC HEARINGS, UH, TOMORROW MORNING AT 10:00 AM IS THE SECOND ONE ADVANCE.

UM, AND AS PART OF THIS, UH, THIS HAS ALREADY BEEN TAKEN CARE OF.

THERE'S, UM, PUBLIC NOTICE THAT IS PUT OUT LEGAL NOTICE, UH, FOR THESE TWO PUBLIC HEARINGS.

UH, WE ARE A REGIONAL COUNCIL OF GOVERNMENTS, UM, THAT OPERATES AS A SHARED ENERGY OFFICE.

WE'RE MADE UP OF, UM, COMMUNITIES AND POLITICAL SUBDIVISIONS THROUGHOUT THE STATE.

UH, WE ARE QUITE LITERALLY GOVERNED, UH, BY OUR MEMBERS, UH, WITH A GENERAL ASSEMBLY, WHICH EACH, UH, MEMBER OF.

SO OPEC HAS ONE REPRESENTATIVE ON THAT GENERAL ASSEMBLY.

AND THEN ON OUR BOARD OF DIRECTORS MADE UP OF 15 SEATS.

FIVE, UH, LARGEST POPULATION, UH, COMMUNITIES, FIVE AT LARGE MEMBERS THAT ARE ELECTED, AND THEN FIVE REGIONS OF THE STATE.

CER HEIGHTS WILL HAVE AC SEAT ON THAT BOARD OF DIRECTORS.

UM, WE ARE FORMED AS AN ALTERNATIVE TO THE PRIVATE BROKER MODEL.

AND AS I STATED, WE ARE A REGIONAL COUNCIL OF GOVERNMENTS.

WE'RE A SHARED ENERGY OFFICE, SO WE REALLY PROVIDE, UH, WHATEVER ENERGY SUSTAINABILITY SERVICES THAT OUR MEMBERS ARE LOOKING FOR AND HELP THEM THROUGH THAT PROCESS.

BUT WHAT, WHAT OUR MAIN PROGRAMS, UH, WE FOCUS ON ARE THESE ELECTRIC AGGREGATION PROGRAMS. AND AGAIN, I KIND OF REFERENCED THIS BRIEFLY, BUT, UH, WE HAVE COMMITMENT TO RENEWABLE ENERGY.

ALL OF OUR COMMUNITIES HAVE 100% RENEWABLE ENERGY BY DEFAULT.

UH, AND WE'VE BEEN ABLE TO DO THAT AND ALSO SAVE OUR COMMUNITIES A LOT OF MONEY.

SO YOU CAN DO BOTH.

AND IT'S A WIN-WIN.

UH, PEC MEMBERSHIP IS UP TO 42 MEMBER COMMUNITIES.

UM, THIS NUMBER'S SET TO GROW HERE IN THE NEXT COUPLE WEEKS TOO, AS OTHER COMMUNITIES ARE GOING THROUGH THEIR PROCESS.

UM, BUT WHAT THAT AMOUNTS TO IS, UM, LARGE BULK BUYING POWER.

UM, WE NOW SERVE OVER 1.2 TERAWATT HOURS OF LOAD PER YEAR JUST ON THE ELECTRIC AGGREGATION PROGRAM SIDE.

UM, CITIES OF CLEVELAND, DAYTON, HANANA UP ARLINGTON, ATHENS TO NAME A FEW RIVERSIDE HERE LOCALLY AS WELL ARE SOME OF OUR MEMBERS.

AND THEN ALSO LOCALLY HERE, DAYTON METRO LIBRARY AND FIVE RIVERS METRO PARKS.

UM, OUR MISSION, I KIND OF REFERENCE THIS BRIEFLY, IS TO PROVIDE SIMPLE, VALUABLE AND RELIABLE PUBLIC ENERGY PROGRAMS TO OUR MEMBERS.

UM, WHATEVER THAT MAY BE, EACH MEMBER.

IT'S NOT ONE SIZE FITS ALL.

UH, DIFFERENT MEMBERS HAVE DIFFERENT GOALS.

UM, AND WE ARE GOVERNMENT.

SO LIKE, UH, YOU ALL, WE ARE SUBJECT TO PUBLIC RECORDS, REQUESTS SUCH A LAWS AND AUDITED EVERY TWO YEARS.

SO WE, UM, BELIEVE VERY, UH, VERY STRONGLY IN TRANSPARENCY.

SO GETTING INTO THE ACTUAL ELECTRIC PLAN OF OPERATION AND GOVERNANCE, AS I MENTIONED, IT IS A RATHER BORING DOCUMENT.

UM, BUT THIS PLAN IS SOMETHING THAT EACH COMMUNITY HAS TO ESTABLISH.

UH, WE HAVE AN EXISTING PLAN THAT ALL OF OUR MEMBERS USE, UH, FOR CONVENIENCE AND ALSO A CERTIFICATE WITH THE PUCO.

UM, PUCO IS PUBLIC UTILITIES COMMISSION OF OHIO, AND THIS IS ON FILE WITH 'EM.

UM, SO A LITTLE BIT ABOUT THE PLAN.

UH, THE PLAN CONTAINS FOLLOWING STRUCTURE, UH, STRUCTURE, GOVERNANCE, OPERATIONS MANAGEMENT, FUNDING AND POLICIES, AND A LITTLE BIT MORE.

THIS IS A VERY CONDENSED VERSION.

UM, BUT IF YOU ARE HAVING TROUBLE FALLING ASLEEP ONE NIGHT, YOU COULD READ THE FULL VERSION.

UH, WE HAVE THREE DIFFERENT WAYS YOU CAN OPT OUT OF IT.

THERE'S A QR CODE THAT YOU CAN SCAN IT, GO TO THE WEBSITE, OPT OUT IF YOU SAY, THIS PROGRAM'S NOT FOR ME.

UM, AND THERE'S ALSO A ONE 800 NUMBER THAT GOES TO OUR CALL CENTER THAT IS, UH, AP ENERGY'S CALL CENTER, UM, BASED IN COLUMBUS, OHIO.

UM, SO THAT'S ANOTHER WAY TO OPT OUT OR GET YOUR QUESTIONS ANSWERED.

AND THEN THE THIRD WAY IS YOU CAN FILL IT OUT AND MAIL IT BACK IN.

UM, BUT AGAIN, UH, ONE OF THE GOALS OF THE PROGRAM IS TO LEVERAGE THIS BULK BUYING POWER OF A POOL OF CUSTOMERS.

UM, OTHER PARTS OF THE GOAL IS TO SECURE SUSTAINABLE ENERGY SOURCES AND MAKE SURE WE HAVE QUALITY AND RELIABLE CUSTOMER SERVICE.

UM, AND LASTLY, TO ADVANCE ECONOMIC AND ENERGY DEVELOPMENT GOALS.

UH, SO A LITTLE BIT ABOUT THE PRICE AND PROGRAM STABILITY.

UM, IT, IT SHOULD GO WITHOUT SAYING, BUT WE ALWAYS WANNA MAKE SURE TO STATE IT THAT SOPAC AND A EP ENERGY, WHICH IS SOFA'S EXCLUSIVE SUPPLIER FOR OUR ELECTRIC AGGREGATION PROGRAMS, WE HAVE NEVER TERMINATED, CANCELED, OR SUSPENDED AN AGGREGATION PROGRAM PRIOR TO THE COMPLETION OF ENGAGEMENT OR EXPIRATION OF THE FULL TERM.

UM, WE TYPICALLY UTILIZE FIXED TERM PRICING FOR 12 TO THIRD, OR I'M SORRY, ONE TO THREE YEARS.

UM, AND, UH, THAT IS, THOSE ARE THE OPTIONS WITH THE, UH, PUCO.

UM, BUT LATELY WE'VE BEEN TELLING FOLKS THAT THE ONE YEAR SHORTER, UH, MORE RESPONSIVE TO THE ENERGY MARKETS THAT HAVE BEEN VERY VOLATILE, IS A WISE WAY TO GO.

UM, ALSO JUST A LITTLE BIT, UH, OF SOMETHING ELSE I WANNA MENTION IN THIS PIECE.

UM, COMMUNITIES CAN ALSO ELECT TO GO A LITTLE BIT SHORTER TO SYNC UP WITH THE REST OF OUR COMMUNITIES BUNDLE JUST BASED ON THE TIMING.

SO THEORETICALLY, COOPER HEIGHTS COULD DECIDE SINCE YOU'RE STARTING IN OCTOBER, YOU COULDN'T LIKE LOCK A RATE TO THEN CATCH UP WITH THE REST OF THE BUNDLE OF COMMUNITIES IN JUNE SO THAT YOU'D BE SYNCED UP WITH DAYTON AND RIVERSIDE AND THOSE LOCAL COMMUNITIES.

THAT IS ONE OPTION.

WHAT WE TYPICALLY DO IS WE WORK CLOSELY WITH THE COMMUNITY TO LOOK AT BOTH PRICES AND LOOK AT WHAT THE MARKETS ARE DOING AT THAT TIME, AND JUST DECIDE WHAT MAKES THE MOST SENSE AT THAT MOMENT.

UM, WE DO WATCH THE ENERGY MARKETS VERY CLOSELY.

UH, WE GET UPDATED DAILY PRICING FROM A EP ENERGY, UM, AND THAT ALLOWS US TO BE NIMBLE AND MOVE VERY QUICKLY IN, UH, IN ENERGY MARKET WITH, UM, UH, A COMMODITY THAT HAS BEEN VERY VOLATILE OF LAKE.

UM, AND AGAIN, WE, WE ALSO PAY VERY CLOSE ATTENTION TO THE LOCAL UTILITIES.

SO WE PAY, UH, VERY CLOSE ATTENTION TO A'S AUCTIONS TO SEE WHAT THEIR RATE IS GOING TO BE AND, UH, MAKE SURE WE HAVE THE MOST COMPETITIVE RATES.

UM, ONE THING I'LL MENTION AS PART OF THAT, THE A S OHIO CURRENT STANDARD SERVICE OFFER IS 9.45 CENTS PER KILOWATT HOUR.

SO THOSE RATES HAVE GONE UP QUITE A BIT HERE, STARTING IN JUNE.

UM, THAT RATE IS LOCKED UNTIL MAY 31ST OF, UM, 2026.

SO, UM, THAT WE KNOW WHAT THAT RATE'S GOING TO BE.

SO THAT IS REALLY OUR TARGET WHEN WE'RE GOING INTO OCTO OR BEFORE OCTOBER, BUT BEFORE THAT OCTOBER.

PRICING, UM, THE PRICE TO COMPARE THE PRICE WE WANT TO GET BELOW.

SO MORE ABOUT THE ACTUAL PROGRAM PROCESS AND WHO CAN ACTUALLY PARTICIPATE.

UM, IT IS MEANT FOR RESIDENTIAL AND SMALL COMMERCIAL ELECTRICITY ACCOUNTS.

SMALL COMMERCIAL IS DEFINED AS UNDER 700,000 KILOWATT HOURS PER YEAR.

UM, BUT OPT OUT ELECTRIC AGGREGATION BY STATUTE AND BY REGULATIONS EXCLUDES THE FOLLOWING CATEGORIES.

PIP CUSTOMERS, ANYONE WHO HAS GONE OUT ON APPLES TO APPLES AND SHOCKED AND HAS A THIRD PARTY CONTRACT.

UM, HOWEVER, THOSE FOLKS, IF THEY CHOOSE, THEY CAN COME INTO THE PROGRAM, BUT THEY'RE JUST NOT AUTOMATICALLY PUT INTO THE PROGRAM AS PART OF THE INITIAL START.

UM, LARGE INDUSTRIAL CUSTOMERS AND ANYONE WHO CHOOSE TO STOP OUT OF THE PROGRAM, UM, CAN DO SO.

UM, ANOTHER PART OF THAT I WANT TO MENTION IS WE DO NOT CHARGE EARLY TERMINATION FEES NO MATTER WHEN YOU LEAVE THE PROGRAM.

UM, YOU ALSO CAN COME BACK INTO THE PROGRAM ANYTIME YOU WANT FOR NO FEES.

UM, AND FRANKLY, THERE'S NOT REALLY A LIMIT OF HOW MANY TIMES YOU WANT TO GO IN AND OUT.

IT'S REALLY JUST BASED ON WHEN YOU GO IN OR OUT OF THE PROGRAM ON THE METER READ CYCLES.

SO, UM, I MENTIONED THIS A LITTLE BIT ALREADY AS WELL.

UM, THIS IS RATHER REPETITIVE.

UM, BUT THE OPTOUT NOTICE LETTER, UM, WILL COME TO FOLKS IN THE MAIL.

THEY WILL HAVE 21 DAYS IN THAT INITIAL OPTOUT PERIOD TO DECIDE IF THEY WANNA STAY IN THE PROGRAM OR LEAVE.

UM, THEY CAN LEAVE THE PROGRAM AT ANY TIME, BUT IF YOU DON'T OPT OUT IN THAT FIRST 21 DAY WINDOW, YOU WOULD BE IN THE PROGRAM FOR ONE MONTH AT A MINIMUM.

UM, BECAUSE OF THE METER READS, LET'S SAY YOU OPTED OUT ON DAY 22, THERE'S STILL NO FEES, BUT YOU WOULD BE IN THE PROGRAM FOR ONE MONTH UNTIL THAT NEXT MEETING READ.

UM, AND LASTLY, I I MENTIONED THIS PART, YOU CAN JOIN AT ANY TIME.
