WE COLLABORATED WITH LOCAL SCHOOL SYSTEM, MONTICELLO AS THE CHOIR PERFORMED. WE HAD QR CODES SET UP SPORADICALLY THROUGHOUT THE HIGH SCHOOL WHERE YOU COULD LEARN ABOUT MARTIN LUTHER KING JR.AS WELL AS THE CIVIL RIGHTS MOVEMENT.
FOR THE REMAINDER OF 2026, WE HAVE TWO BIG EVENTS, FIRST ONE IS THE JUNETEENTH CONCERT AS THE MAYOR ALLUDED TO, A LITTLE BIT BEFORE OUR JULY 4TH KICKOFF, WE HAVE THE JUNETEENTH CONCERT, SCHEDULED FOR JUNE 15TH, 2025. THAT WILL GO FROM 4:00 P.M.

THERE'S BEEN A LOT OF CHANGES WITH MEDICS INCLUDING THE COST INCREASING, BUT ALSO THE DELIVERY TIME. THE LAST MEDIC THAT WE PLACED ON ORDER, WE PLACED ON ORDER OVER TWO YEARS AGO. SIMPLY PUT, WHEN A TIF IS CREATED, THE PROPERTY TAXES ON THE LAND ARE FROZEN AT THE CURRENT LEVEL AND AS DEVELOPMENT HAPPENS, PROPERTY VALUES RISE AND THE INCREASE, THAT INCREMENTAL INCREASE IN TAX REVENUE IS SET ASIDE TOPAY FOR THOSE IMPROVEMENTS. IN HUBER HEIGHTS, WE WANT TO MAKE SURE THAT THE SCHOOLS AND OTHER SERVICES RECEIVE THE ORIGINAL TAX AMOUNT. WE KEEP THE SCHOOLS WHOLE.
SO THE CITY OF HUBER HEIGHTS IS DOING AN INCENTIVES AUDIT, AND THAT'S ME.
THAT'S BEEN A BIG THING I'M FOCUSED ON HERE THESE DAYS, AND SO WHAT IS THE AUDIT? WHAT ARE THE OBJECTIVES? WE HAVE FOUR OBJECTIVES IN THE AUDIT. FIRST OF ALL, I'M MAKING SURE THAT THE BUSINESS AGREEMENTS AND THAT THE LEGISLATION THAT WE HAVE DONE IN THE PAST HAS CONSISTENCY AND LEGAL ACCURACY. IF IT WON'T HOLD UP IN COURT, THAT'S A PROBLEM. SIMILARLY, WE WANTED CONFIRM THAT THE STATE OF OHIO HAS THE NECESSARY DOCUMENTS THAT THEYTHEY NEED, AND IF I DO IDENTIFY, IT'S IMPORTANT THAT I RESOLVE THE DISCREPANCY, WHICH LEADS MEME ISSUES WITH THE CURRENT TIF.
SO THE CURRENT MEADOWS TIF THAT WE HAVE HAS THREE PROBLEMS. THE FIRST PROBLEM IS THAT IT WAS SET UP AS AN INCENTIVE DISTRICT.
INCENTIVE DISTRICT TIFS HAVE TO DO WITH HOUSING.
THEY'RE USED FOR HOUSING DEVELOPMENTS. THE MEADOWS IS NOT A HOUSING DEVELOPMENT.
IT'S A COMMERCIAL DEVELOPMENT. IT'S A STRIP MALL.
SO THAT'S PROBLEM NUMBER ONE. PROBLEM NUMBER TWO AND THREE, BOTH OF THESE FIGURES WERE OMITTED FROM THE EXISTING TIF, AND SO THE FIRST ONE IS THE PERCENTAGE OF THE TAX INCREASE AMOUNT WASN'T SPECIFIED AT ALL, AND TYPICALLY THAT'S 100%. AND THE THIRD THING IS THERE'S NO TIME PERIOD INDICATED, SO TYPICALLY 30 YEARS IS WHAT'S INDICATED, SO THOSE THREE THINGS WERE A PROBLEM. SO WE THINK BACK TO 2023.

THE FUNDING ALLOCATION IS AS SUCH, SO THERE'S THE $50,000 LOCAL MATCH FOR COUNTY AND STATE GRANTS, SO IF THERE'S A COUNTY OR STATE GRANT UP TO $30,000 AS AN EXAMPLE, THAT SMALL BUSINESS, BETTER KNOWN BUSINESS, WOMEN OR MINORITY- OWNED BUSINESS.
