BASICALLY , THAT REQUIRED ALL COUNTIES IN MONTGOMERY COUNTY IN OHIO TO PERFORM SOLID WASTE MANAGEMENT DISTRICTS. THE DISTRICTS WERE THEN REQUIRED TO MEET CERTAIN GUIDELINES AND DEVELOP A PLAN THAT MIRRORED THE STATE SOLID WASTE MANAGEMENT PLAN. WITHIN THE STATE PLAN , THERE WERE GOALS SET THAT THE DISTRICT PLANS HAD TO MEET. I'M NOT GOING TO GO BACK THROUGH THE OLD PLAN PROCESS BECAUSE THERE IS A NEW ONE, BUT THIS PLAN AS A PLAN UPDATE IS A FIVE-YEAR PLAN . BASICALLY WE HAVE TO DO 15 YEARS OF MODELING . OUR PLAN ACTUALLY DOES 20 YEARS OF MODELING SIMPLY BECAUSE IT IS JUST BENEFICIAL FOR US TO DO THAT AND TO KIND OF PROJECT OUT TO SEE WHERE WE ARE GOING IN THE NEXT 20 YEARS IN THE MANAGEMENT. THE FIRST GOAL WAS THAT THE SOLID WASTE MANAGEMENT PLAN MUST PROVIDE FOR 20 YEARS OF DISPOSAL CAPACITY FOR ALL RESIDENTIAL, COMMERCIAL AND INDUSTRIAL WASTE GENERATED IN MONTGOMERY COUNTY . WE ACHIEVE THAT THROUGH A COUPLE OF METHODS. ONE THROUGH CONTRACTUAL BASIS WITH THE TRANSFER STATION LOCATED IN [00:15:01] MORAINE HAS A CONTRACT FOR DISPOSAL . THAT MATERIAL GOES DOWN -- IT ACTUALLY GOES TO TWO LANDFILLS. ONE IN CINCINNATI AND WE HAVE SEVERAL OPTIONS TO EXTEND THAT CONTRACT . SO, THAT CONTRACTUAL RELATIONSHIP GIVES US THE FIRST PART OF THAT GUARANTEE. THEN WE HAVE THE STONY HOLLOW LANDFILL . WE DO NOT USE THAT LANDFILL BUT IT IS OPEN TO THE PUBLIC AND TO BUSINESSES TO USE . ALL RESIDENTIAL WASTE COMES TO A TRANSFER STATION AND WE ALSO DO COLLECT COMMERCIAL WASTE FROM SOME OF THE OTHER HAULERS. SO, THROUGH STONY HOLLOW AND OUR RELATIONSHIP -- OUR CONTRACTUAL RELATIONSHIP WITH GRANDE KEY, WE MEET THE TWENTY-YEAR CAPACITY . THE OTHER IS WE MUST REDUCE THE AMOUNT OF WASTE GOING INTO THOSE LANDFILLS. THAT HAS CHANGED OVER THE YEARS. THE 25% FOR RESIDENTIAL AND INDUSTRIAL COMBINED IS STILL INTACT AND HAS NOT GONE AWAY. CURRENTLY MONTGOMERY COUNTY IS 25.6% OF THAT GOAL AND SO WE ARE MEETING THAT GOAL , BARELY. JUST TO GIVE YOU AN IDEA OF WHAT IT TAKES TO MOVE THAT NEEDLE , WE NEED ABOUT 10,000 TONS TO MOVE 1% . SO, WHEN WE WORK ON TRYING TO MOVE THAT NEEDLE, IT IS NOT AN EASY THING TO MOVE. UNFORTUNATELY, STYROFOAM , AS MANY SEMI'S AS WE HAVE HAULED OUT , IT DOES NOT WEIGH THAT MUCH. AS MANY OF YOU HAVE WORKED THE EVENT, THERE IS ENOUGH STYROFOAM TO FILL THIS ROOM, PROBABLY. SO, WE DO ACCOMPLISH THAT . THE INDUSTRIALS SECTOR USED TO HAVE A GOAL OF 60% , BUT OVER THE YEARS, THEY HAVE FAR EXCEEDED THAT GOAL. HERE IN EMERY COUNTY , THEY ARE ABOUT 92% OF RECYCLING AND THE INDUSTRIALS SECTOR DOES AN INCREDIBLE JOB OF RECYCLING. THERE IS A LOT OF REASONS FOR THAT . THERE IS THE SUSTAINABILITY PLAN IN ECONOMICS AND IT JUST MAKES A LOT OF SENSE. A LOT OF MATERIAL TYPES THEY MANUFACTURE ARE ALSO HIGHLY RECYCLABLE . THE OTHER COMPONENTS OF THE PLAN THAT WE LOOK AT OUR OF COURSE OUR PROGRAMS . THAT IS PART OF THOSE OTHER GOALS THAT YOU ARE VERY FAMILIAR WITH. WE SUPPLY CLOSE TO $400,000 PER YEAR IN COMMUNITY GRANTS AND BUSINESS GRANTS AND NEW RECYCLING SERVICE GRANTS . EDUCATION GRANTS TO SCHOOLS AND THEN WE HAVE A LITTER PREVENTION AND ENFORCEMENT GRANTS THAT WE SUPPLY AS WELL. WE ALSO HAVE OTHER RECYCLING PROGRAMS AT THE FACILITY OTHER THAN THE FAMOUS STYROFOAM PROGRAM THAT I KEEP MENTIONING . I KEEP MENTIONING IT AND WE ARE EXCITED ABOUT IT . SO, WE HAVE THOSE PROGRAMS THAT WE CONTINUE TO OPERATE. SOME ARE VERY EXPENSIVE. THE SOLD HAZARDOUS WASTE PROGRAM IS EXPENSIVE BECAUSE THE MATERIAL IS VERY DIFFICULT TO RECYCLE AND ALSO DIFFICULT TO MANAGE, AS YOU CAN IMAGINE . WE ALSO HAVE AN ELECTRONICS PROGRAM THAT WE TAKE. THOSE TWO PROGRAMS ALONE HAVE ALMOST DOUBLED IN COST OVER THE LAST THREE YEARS. SO, WE ARE LOOKING AT DIFFERENT WAYS TO MANAGE THOSE PROGRAMS TO KEEP COSTS DOWN . WE RECENTLY ENTERED INTO AN AGREEMENT WITH AN ORGANIZATION IN CINCINNATI CALLED 25 MINISTRIES . THEY TAKE ALL OF OUR PAINT FREE OF CHARGE . AND, THE PAINT WAS OUR MOST BROUGHT IN COMMODITY AT OUR FACILITY. IT IS ALMOST 300,000 POUNDS OF PAINT BROUGHT INTO OUR FACILITY A YEAR . SO, GETTING THEM TO TAKE THAT AT NO COST WAS A HUGE, HUGE BENEFIT. THEN TWO YEARS LATER, OUR PRICES WENT UP ON THE OTHER STUFF AND IT KIND OF ERASED THAT BENEFIT FOR US . WE CONTINUE TO LOOK FOR WAYS TO MANAGE THOSE PROGRAMS. THE OTHER KEY COMPONENT OF OUR PLAN, OF COURSE IS YOU HAVE PROGRAMS AND THAT IS A BUDGET . OVER THE YEARS , WE HAVE ACTUALLY USED A BALANCE DRAWN TO FUND THE PLANT. WE HAVEN'T HAD TO RAISE FEES , WE HAVE BEEN CONTINUING TO TRY TO SPEND AS MUCH MONEY TO FIND DIFFERENT WAYS TO BETTER MANAGE THE MONEY AND KEEP DRAWING DOWN FROM THAT BALANCE . OUR FINANCIAL TEAM MET ABOUT TWO YEARS AGO WITH OUR FINANCIAL ADVISORY COMMITTEE WHICH IS MADE UP OF CITY MANAGERS, FINANCIAL FOLKS FROM THOSE COMMUNITIES AND TOWNSHIPS , ET CETERA. AND, PROJECTED THAT IN 2026 WE WERE FINALLY GOING TO HIT A DEFICIT . SO, THEY HAD SEVERAL MEETINGS AND DETERMINED THAT THE INCREASE WAS GOING TO BE APPROPRIATE TO CONTINUE FUNDING THE PROGRAMS THAT WE HAVE. THE AMOUNT OF THAT WAS DEBATED ANYWHERE FROM RAISING IT TWO DOLLARS AND SO ON AND SO FORTH. WE KIND OF FINALLY SETTLED IN WITH KIND OF A COMPROMISE OF US CHANGING SOME OF THE PROGRAMS AROUND AND TRYING TO LOOK AT WHAT ESSENTIAL PROGRAMS WE HAVE. AND , THE REASON WE HAD [01:15:03] DONE IT AT THAT TIME AND THE REASON THIS DISCUSSION HAS COME UP AGAIN IS WE WANT TO ENSURE COUNCILMEMBERS THROUGH THEIR COMPENSATION ARE ABLE TO RECEIVE A FULL YEAR OF SERVICE CREDIT AND , AS IT HAS CHANGED THE MINIMUM SALARY , THE BASELINE COUNCIL COMPENSATION IS NOT STAYED CONSISTENT WITH THAT AND NOT KEPT UP WITH THAT . SO, WE CHANGED IT IN 2019 AND THE COUNCIL INCOME WAS SET AT 675 PER MONTH AND THE MINIMUM SALARY AT THAT TIME WAS 660 PER MONTH AND SO IT WAS JUST SLIGHTLY ABOVE THAT. OVER TIME, IT HAS ANNUALLY ADJUSTED THAT AND CURRENTLY IN 2025, THE MINIMUM BURNABLE SALARY IS NOW $734.07 . SO, WHAT IS HAPPENING IS COUNCILMEMBERS ARE NOT EARNING THAT FULL YEAR SERVICE CREDIT AND SO IT JUST GETS PRORATED AS A RESULT. SO, THE DISPATCHER SAYS , WELL, IN ORDER FOR US TO GET THEM TO CALL YOU BACK BECAUSE THE SUPERVISOR ON DUTY WAS ACTUALLY -- >> HE WAS ACTUALLY A ROAD SERGEANT . >> IT'S NOT LIKE THE ROAD SERGEANT WAS CHILLING IN THE OFFICE AND WAS OUT ON THE ROAD. THIS PERSON WILL HAVE TO CALL YOU BACK ANYWAY, SO PLEASE GIVE YOUR NUMBER. >> THE PERSON THEN STARTED THE PROCESS OF YOU ARE VIOLATING MY CONSTITUTIONAL RIGHTS AND REFUSING TO GIVE ME INFORMATION AND THIS CONVERSATION KIND OF WENT DOWNHILL FROM THERE WITH THE DISPATCHER . SO, THEN , THAT CALL WAS DISCONNECTED . NOT DISCONNECTED, THEY AGREED TO HANG UP AND THEN A FEW MINUTES LATER THE PERSON CALLED BACK AND GOT A HOLD OF THE DISPATCHER AND GOT BELLIGERENT AND AGAIN , THERE ARE THE AUDIO FILES. CALLED ONE OF OUR -- THE ROAD SERGEANT AT THE TIME. I DON'T KNOW IF THEY HAD TALKED TO HIM AT THAT POINT OR LEFT A MESSAGE. CALLED THE ROAD SERGEANT A DEROGATORY NAME TO THE DISPATCHER . WHEN THE DISPATCHER ASKED PUT THEM ON HOLD TO GET IN TOUCH WITH THE SUPERVISOR, THE PERSON ON THE PHONE MADE THE COMMENT I'VE GOT NOTHING BUT TIME AND MONEY. SO THEY WERE GOING TO HOLD. AND, THEY CAME BACK AND THIS PERSON LET THE DISPATCHER KNOW THEY HAD ALREADY GOTTEN 25 PEOPLE FIRED FROM CURRENT POSITIONS ALREADY DOING THESE KINDS OF THINGS BY VIOLATING THEIR CONSTITUTIONAL RIGHTS AND THESE KINDS OF THINGS. AND ALL THIS TIME REFUSING TO GIVE PERSONAL INFORMATION OR A PHONE NUMBER. THIS PERSON, I'VE SPENT THE MAJORITY OF MY AFTERNOON EVEN GETTING EMAILS FROM THIS PERSON . WE KNOW HIS NAME BECAUSE IT'S IN THE EMAIL. HIS NAME IS PART OF HIS EMAIL ADDRESS . HAS STILL, AND I DIRECTLY ASKED HIM, WHAT WAS THE PURPOSE OF YOUR ORIGINAL CALL TO OUR DISPATCH?
