SINCE WE HAVE SUCH A GREAT HIGH PRIEST OVER THE HOUSE OF GOD, LET US DRAW NEAR WITH A TRUE HEART IN FULL ASSURANCE OF FAITH WITH HEARTS SPRINKLED CLEAN AND BODIES WASHED IN PURE WATER. LET US HOLD ONTO THE CONFESSION OF OUR HOPE WITHOUT WAVERING SINCE HE WHO PROMISED IS FAITHFUL. LET US CONSIDER ONE ANOTHER TO INVOKE LOVE IN THE WORKS. NOT TO GATHER TOGETHER AND ENCOURAGING EACH OTHER ALL THE MORE AS YOU SEE THE DAY APPROACHING. CERTAINLY, THE DAY THAT THE AUTHOR HAS IN MIND IS DIFFERENT THAN ONE IN OUR CONTEXT. WE ARE APPROACHING A DAY LIKE NO OTHER IN OUR COMMUNITY. A DAY WHERE OUR HEARTS AND MINDS ARE TURNED TWO THINGS THAT REALLY MATTER IN HER LIFE. THINGS LIKE FAMILY AND OUR NEIGHBORS AND OUR COMMUNITY. IS AN AWARD GIVEN TO THOSE IN THE COMMUNITY THAT HAVE BROUGHT THIS TO THEMSELVES AND HONOR TO THE COMMUNITY BY THE ACHIEVEMENT. AND WE WANT TO GIVE SPECIAL RECOGNITION. THE CITY OF HUBER HEIGHTS AS A RESULT OF THOSE SELECTED TO RECEIVE THIS AWARD. FROM 1951 TO 1954 WITH THE LEADERSHIP OF THE CLASS WHERE HE WAS RESPONSIBLE FOR THE UPKEEP OF -- AS IN UPKEEP OR OF THE CITY'S LONG HISTORY FROM HIS GREAT-GREAT-GRANDFATHER THAT SERVED IN THE CIVIL WAR AND TWO SONS THAT SERVED IN THE U.S. NAVY. 8, CITIZENS COMMENTS ON THE AGENDA ITEM. NEXT UP IS NUMBER 9, CITY MANAGER REPORT FROM THE CITY COUNCIL. WE ASKED FOR THE MANAGER REPORT FOR 2024. WE WELCOME SOME NEW EMPLOYEES THIS LAST WEEK. I WANT TO HIGHLIGHT THEM AND WHAT WE ARE DOING WITH POLICE AND FIRE. WE HEAR KIND OF REDUNDANTLY THAT WE HAVE ISSUES WITH FINDING QUALIFIED PEOPLE BUT WE DO STILL FIND GOOD QUALIFIED PEOPLE. LAST WEEK IN THE FIRE DIVISION WE HAD A FIREFIGHTER AND PARAMEDIC THAT CAME FROM US WITH THE COMMUNITY HERE AND IT IS GOOD TO HAVE HIM ON BOARD. THE NEXT THING WE WANT TO BRING TO YOUR ATTENTION, I WANT TO SHOW YOU THE NEW RENDERING IF YOU WILL ABOUT WHAT YOU WILL SEE IN JANUARY AS WE BRING TO THE RFP FOR THE EXPANSION YOU GUYS HAVE TALKED ABOUT FOR DISTRICT 23. WE MET LAST WEEK AND I THOUGHT IT WOULD BE IMPORTANT TO SHOW YOU WHAT THE FACE WILL LOOK LIKE US RESTART THE EXPENSE OF THE SERVICES HERE IN THE CITY.

NEXT, I WANT TO BRING AND HIGHLIGHT A PROGRAM FROM WHEN I WAS IN THE FIRE DIVISION. THIS IS AN ALERTING SYSTEM THAT WE PUT ON THE EMERGENCY APPARATUS. IF ANY OF YOU HAVE BEEN DRIVING AROUND TOWN AND USE GOOGLE MAPS OR APPLE MAPS, YOU MIGHT HEAR ON THEIR THAT IT SAYS APPROACHING EMERGENCY VEHICLE OR EMERGENCY VEHICLE APPROACHING. THAT IS DUE TO THE FACT THAT WE HAVE INSTALLED, A SENSOR THAT SENDS OUT A MESSAGE TO PEOPLE THAT ARE DRIVING AROUND THE CITY THAT THERE IS AN EMERGENCY GOING ON OR THAT PEOPLE ARE APPROACHING. TO DATE, WE PUT THIS IN PLACE IN APRIL AND TO DATE, WE HAVE NOTIFIED 32,000 VEHICLES TO TELL PEOPLE ABOUT EMERGENCY SCENES AND THE EMERGENCY APPARATUS. IN THE POLICE DIVISION WE ALSO AGAIN THIS MORNING HAVE THE PLEASURE OF SWEARING IN A NEWLY MINTED OFFICER, DEREK DALTON AND COMES FROM A BEAUTIFUL PART UP THERE. I KNOW THAT HE LOOKS 12. I SWEAR, HE IS 21. THEY SAID SO, RIGHT? THE AWESOME PART IS THAT HE WAS HERE AS A LAWYER. HE WAS A GRADUATE OF THE HIGH SCHOOL AND IN THE MARCHING BAND. WE ARE REALLY HAPPY TO HAVE DARREN HERE AS WELL. ANOTHER THING THAT CAME ABOUT JUST THE OTHER WEEK HERE. I WANT TO ASK THE PARENTS IF YOU WILL IN THE AUDIENCE AND ON LINE TO PAY CLOSE ATTENTION TO THE POLICE DIVISION FACEBOOK PAGE. THEY ARE LOOKING FOR THREE-YEAR-OLD TO 10-YEAR-OLD KIDS TO SUBMIT FOR A DRAWING TO HAVE A DINNER WITH SANTA AT THE POLICE DEPARTMENT. IT WILL BE ON DECEMBER 19TH FROM 3:00 TO 6:00 AND THEY WILL DRAW THE WINNERS HERE IN THE NEXT COUPLE WEEKS. WANT TO BRING THAT TO YOUR ATTENTION. AND THEN THE THREE THAT YOU HAVE SENIOR RECENTLY, I WILL REPEAT THEM AGAIN. THE BILL OF LICENSES HERE ON SALE.

IT RUNS NORTH AND SOUTH AND YOU CAN SEE THE RAVINE. THIS WAS THE ORIGINAL SITE PLAN THAT WAS APPROVED BY THE PLANNING COMMISSION. WITH THE POTENTIAL TOWNHOME AND THE STONE VENEER.

AS FAR AS CONFORMANCE WITH THE DEVELOPMENT PLAN, THE FIRST ENTITY IS A FIVE DWELLING UNIT PER ACRE. THE OPEN-SPACE IS 9.7 DWELLING UNITS. THE PLANNED RESIDENTIAL DISTRICT DOES HAVE 12 UNITS PER ACRE. THIS IS WELL BELOW WHAT IS PERMITTED IN THE ZONING CODE. THE MINIMUM BUILDING SETBACKS ARE OFF OF THE CURB AND LANDSCAPING AND LIGHTING PLANS HAVE NOT BEEN

SUBMITTED YET WHICH IS PRETTY TYPICAL. AND AS I MENTIONED, THE DRAWINGS ILLUSTRATE THE STONE ACCENTS. THOSE WILL BE DETAILED DURING THE DEVELOPMENT PROCESS. THERE IS AN ATTRACTIVE ENTRY SIGN THAT IS PROPOSED ON THE WILDCAT SIDE AS WELL AS CHARLESGATE. THEY ARE PROPOSING THE OPEN SPACES PER UNIT. STAFF IS SUPPORTIVE OF THIS BASIC DEVELOPMENT PLAN APPLICATION.

THEY UNANIMOUSLY APPROVED THE BASIC DEVELOPMENT FOR THE PLANNING COMMISSION RECOMMENDING UNANIMOUSLY TO APPROVE. ONE WAS ASSESSING THE EXISTING HEALTH OF THE TREES TO TRY AND PROTECT WHAT CAN BE PROTECTED. WE WORKED WITH STAFF TO DETERMINE THE PLACEMENT DURING THE DEVELOPMENT PLAN.

SIGNS SHOULD CONFORM WITH CHAPTER 1189. THEY SHOULD BE PLACED IN THE PUBLIC EASEMENTS AND THIS WOULD BE IMPROVED TO CITIES STANDARDS AND THE ADDITIONAL RIGHT AWAY FEATURE OF 10-12 FEET FROM THE EXISTING PATH. CURRENTLY, MARK HOLMES IS THE PRESIDENT OF THE SCHOOL BOARD. I REACHED OUT TO MARK AND ASKED IF YOU WOULD HAVE A DISCUSSION WITH ME. WE DID, WE MET ON SATURDAY. IT WAS A VERY GOOD DISCUSSION. PART OF WHAT THAT LED TO AS WELL, I KNOW, JASON WAS TALKING TO ME ABOUT MAKING SURE THAT WE RECONVENE THE JOINT SCHOOL BOARD COUNCIL MEETING. MARK CERTAINLY IS ON BOARD WITH THAT. I DON'T KNOW WHO THE NEXT BOARD PRESIDENT WILL BE OR THE CURRENT BOARD PRESIDENT. OR WAS THE PRESIDENT NEXT YEAR.

I'M NOT SURE ABOUT THAT. WE TALKED ABOUT MAKING SURE THAT WE GET TOGETHER THE SECOND OR THIRD WEEK OF JANUARY. I THINK, EIGHT YEARS AGO WHEN I FIRST STARTED RUNNING FOR THIS POSITION, I ALWAYS SAID THAT THE CITY AND THE SCHOOLS HAVE TO COEXIST. WE WILL NEVER HAVE A SUCCESSFUL CITY WITHOUT A SUCCESSFUL SCHOOL DISTRICT. YOU'LL NEVER HAVE A SUCCESSFUL WILL DISTRICT WITHOUT A SUCCESSFUL CITY. THEY GO HAND-IN-HAND. THE COMMUNICATION BETWEEN THE GOVERNING BODY AND THE SCHOOL DISTRICT NEED TO HAVE WORK MEDICATION. ONE OF THE THINGS, I WILL JUST SAY, THERE IS A BIG TOPIC OF CONVERSATION I WANT TO TALK ABOUT. IS A SYSTEM CALLED AN EVOLVED SYSTEM. THE DISCUSSION IS BROUGHT UP WITH LEADERSHIP OF THE SCHOOLS REGARDING THE METAL DETECTION SYSTEM TO MAKE SURE THAT -- THE SCHOOL DISTRICT THAT I WORKED OUT LAST YEAR, THE FOUR MADISON SCHOOLS, WE HAVE A SYSTEM THAT IS NOT A METAL DETECTION SYSTEM BUT IS MORE OF AN IMAGE SCANNING SYSTEM AND IT IS LOOKING FOR THINGS THAT COULD BE SOME TYPE OF A WEAPON. AND THE PEOPLE THAT ARE AGAINST A SYSTEM LIKE THAT, WHAT ABOUT THE SCHOOLS? WILL MAKE THE KIDS FEEL SAFER ?

OR WILL IT MAKE THEM FEEL LIKE THEY ARE NOT SAFE BECAUSE WE HAVE THESE THINGS? I WILL SAY, A PART OF MY OWN BIAS AND PERCEPTION WAS HOW I WAS TREATED. WELL, YOU KNOW WHAT, HOW MANY TIMES HAVE I GONE TO A CONCERT VENUE AND HOW MANY TIMES ABOUT GOING TO OUR OWN MUSIC CENTER? ANY TIMES HAVE I GONE TO THE ZOO YOU KNOW, KINGS ISLAND. DISNEY WORLD. ALL OF THESE OTHER PLACES HAVE THEIR TYPE OF SYSTEM WHERE PEOPLE ARE MADE TO FEEL SAFE. I DON'T KNOW WHY THAT SHOULD BE ANY DIFFERENT FROM A SCHOOL. WE SENT OUT SURVEYS, GOOGLE FORMS SURVEYS TO THE STUDENTS AND THERE WAS A VIOLENT INCIDENT THAT HAPPENED AT THAT SCHOOL. ONCE THOSE SYSTEMS WERE PUT IN PLACE , THAT WAS A HIGH SCHOOL BUILDING OF 2200 STUDENTS. WE LET THEM IN THE BUILDING AT 7:00 A.M. AND WE GOT 2200 KIDS IN THE DOOR EVERY MORNING IN 15 MINUTES AND NOBODY ENTERED THAT BUILDING WITHOUT GOING THROUGH THAT SYSTEM. A KID CAME IN LATE, THERE WAS A SYSTEM THAT WAS BY THE ATTENDANCE OFFICE. I TALKED TO MARK ABOUT IT AND DON ABOUT THE SYSTEM AND THINGS IN THE PAST. DON HAS LOOKED AT IT TOO AND HAS REACH OUT TO ONE OF THE REPRESENTATIVES. ONE OF THE WORK SESSIONS IN JANUARY. I WOULD LIKE HIM TO COME IN HERE AND IT IS NOT TOO FAR-FETCHED.

WE INVITE THE SCHOOL BOARD AND SUPERINTENDENT TO COME IN TO LOOK AT HOW THIS ACTUALLY WORKS.. ONE OF THE MOST IMPORTANT ISSUES IN SCHOOLS NATIONWIDE TODAY IS MAKING SURE THAT SCHOOLS ARE SAFE. NOT ONLY THAT THEY ARE SAFE BUT THEY FEEL SAFE. A KID CANNOT FEEL SAFE IF THEY'D GO TO SCHOOL HUNGRY IN THE MORNING. THIS IS THE NUMBER ONE ISSUE HAPPENING IN SCHOOLS ACROSS THE COUNTRY ALL OVER THE PLACE, EVERY DAY.

OUR KIDS ARE NO DIFFERENT AND THEY DON'T DESERVE ANY LESS. I DO LOOK FORWARD TO A GROUP JOINT MEETING WITH THE SCHOOL COMING UP IN JANUARY. I LOOK FORWARD TO A MEETING WITH A REP FROM THE EVOLVE SYSTEM. AND THANK YOU FOR LOOKING AT THIS ALONG WITH THE SCHOOLS. AND ALSO AT A WORK SESSION THAT WAS BROUGHT UP, WE NEED TO HAVE A DISCUSSION REGARDING THE SECURITY AT COMMUNITY PARK. WE OUGHT TO BE THINKING ABOUT WHAT NEEDS TO BE DONE WHILE WE ARE ON OUR BREAK SO THAT WE CAN COME BACK THE FIRST OF THE YEAR AND THINK ABOUT WHAT WE CAN DO TO MAKE THAT PLACE SAFER. A LOT OF TIMES WHEN IT COMES DOWN TO POLICING, THEY ARE REACTIVE, NOT PROACTIVE. TYPICALLY THEY DON'T GET CALLED UNTIL SOMETHING HAS HAPPENED. SOMEONE IS HURT, SOMEONE IS INJURED. THAT IS WHEN WE CALL THE POLICE. WE NEED TO BE THINKING ABOUT WAYS TO PREVENT. YOU DON'T CHANGE THE OIL IN YOUR CAR WHEN YOU ARE SITTING ON THE SIDE OF THE HIGHWAY. THAT IS NOT THE RIGHT TIME TO BE THINKING ABOUT CHANGING THE OIL. PREVENTATIVE MAINTENANCE TO PREVENT THOSE THINGS FROM HAPPENING. WHAT CAN WE DO? THAT IS THE PERSPECTIVE I WANT TO LOOK AT. WHAT CAN WE DO WITH THAT PARK THAT WILL BE AROUND THE PREVENTATIVE SIDE TO KEEP THINGS LIKE WHAT HAPPENED LAST WEEK FROM HAPPENING. I HAVE SAID THIS BEFORE. IF YOU PUT ENOUGH SMART PEOPLE IN THE ROOM WITH ENOUGH GOOD IDEAS, TO BRAINSTORM AND YOU CAN EVENTUALLY COME UP WITH A GOOD SOLUTION. THAT IS WHERE WE ARE AT. WE ARE WELL PAST THE TIME WHERE DECISIONS ARE MADE AND WHERE THESE KIDS FEEL SAFE. I DO NOT WANT ANYBODY TO THINK THAT I AM PLACING BLAME ANYWHERE. THIS IS A NATIONWIDE PROBLEM HAPPENING IN OUR SCHOOLS. OUR SCHOOLS HAVE LOTS OF THINGS GOING ON AND THEY ARE ALL TREMENDOUSLY BUSY AND WE NEED TO ADD THE SAFETY PIECE ON TOP OF WHAT IT TAKES TO EDUCATE THOSE KIDS. IT IS HUGE. YOU KNOW EXACTLY WHAT I'M TALKING ABOUT. IT FEELS LIKE THERE'S NOT ENOUGH TIME THE DAY TO DO WHAT YOU FEEL LIKE YOU HAVE TO DO AND THEN YOU HAVE THE OTHER STRESSES ADDED INTO WHAT GOES ON IN THE SCHOOL. I AM IN NO WAY, SHAPE, OR FORM BLAMING ANYONE. ANYBODY THAT WANTS TO

CAUSE HARM OR CAUSE DAMAGE, THEY WILL PROBABLY FIND A WAY TO DO IT. WE CANNOT SIT BY AND MAKE IT EASY FOR THEM. WE HAVE TO MAKE IT MORE DIFFICULT. I THINK THE SCHOOL BOARD IS NOT SITTING ON THEIR LAURELS EITHER. THEY ARE JUST AS FRUSTRATED THAT THESE THINGS ARE HAPPENING AND THEY WANT

WITH SOME POSITIVE EFFORTS AND GOOD FAITH BY BOTH SIDES. THE RESOLUTION WAS REACHED AND CONFIRMED TODAY AND REFLECTED BY THE RESOLUTION WHERE THERE IS A NEW WATER AND SEWER AGREEMENT THAT CLEARLY DEFINES THE TERRITORY THAT WE SERVE WHICH IS REALLY THE ESSENCE OF WHAT THIS DEBATE WAS ABOUT. IT WAS UNCLEAR ABOUT GIS AND THE OTHER TECHNOLOGY WE HAVE AVAILABLE NOW. THERE WAS A MEETING OF THE MINDS TO SAY THAT THIS NEEDS TO GO AWAY.

I'M HAPPY TO REPORT THAT WE DID COME TO A RESOLUTION. I EXPECT THE COUNTY COMMISSIONERS WILL APPROVE THE SAVE -- SAME AGREEMENT. TO SIGN AS THE CITY MANAGER SIGNED BY THE END OF THE WEEK I WILL EXPECT THE LAWSUIT TO BE FORMALLY
