UH, THERE WERE JUST OVER 74, UH, 37,000, UH, GUESTS THIS YEAR COMPARED TO 35,000 IN, UH, 23. WE SOLD, UH, 371 MEMBERSHIPS UP FROM 328, UH, LAST YEAR. UH, AND THEN THE, THE OUTSTANDING STAFF THERE THAT IS AT THE KROGER AQUATIC CENTER WAS, UM, WAS AWARDED FOR VARIOUS, UH, VARIOUS COMMENDATIONS THROUGHOUT THE, THROUGHOUT THE SEASON, SUCH AS BEST WHISTLE AND STRONGEST SWIMMER. UH, AND THEN WE ARE, AS FAR AS THE UPDATE TO THE PUBLIC WORKS, UM, FACILITY STARTED PREP WORK FOR THE FOOTER FOUNDATIONS. SO, UM, AGAIN, I DON'T WANNA SPEND A WHOLE LOT OF TIME ON THIS FIRST CHART HERE, BUT THE, I JUST WANNA, YOU KNOW, HIGHLIGHT A FEW THINGS FOR YOU RELATIVE TO YOUR RATINGS. THERE'S SEVERAL DIFFERENT RATINGS OUT THERE, UM, ON THE CITY, UH, EVERY TIME, UH, THAT WE HAVE TO ISSUE FIXED RATE BONDS, WE DO HAVE TO GO BACK BEFORE, UH, MOODY'S AND STANDARD AND POORS, DEPENDING ON WHICH BOND ISSUE OR WHAT CREDIT IS SUPPORTING THE FINANCING. UM, BUT YOU CAN SEE THERE IN THE MIDDLE, UH, WHAT YOU SEE HERE IS WHAT THE, THEY CALL THE INVESTMENT GRADE CATEGORY. UM, BEING TO THE LEFT IS, IS HIGHER CREDIT, QUAL QUALITY, UH, LOWER INTEREST RATES. YOU DON'T WANNA BE DOWN TO THE RIGHT HAND SIDE BECAUSE IT'S, UH, HIGHER INTEREST RATES AND A LITTLE BIT MORE DIFFICULT TIME TO SELL YOUR DEBT. BUT IN GENERAL, UM, YOU KNOW, AS IT RELATES TO THIS COMMUNITY AND OTHER COMMUNITIES, UM, ACROSS OHIO, THERE'S ALL KINDS OF DIFFERENT FACTORS THAT GO INTO THIS. UM, SOME OF THE THINGS YOU CAN CONTROL, LIKE GENERAL FUND BALANCE, UM, DEATH LE UH, DEATH LEVELS, DEBT LEVELS, UM, THAT BURDEN NOT ONLY YOURS, BUT THE SCHOOL DISTRICT THAT OVER ON TOP OF YOU. BUT, AND ALSO THE PENSIONS ARE ALSO IN THERE TOO. SO THERE'S A LOT OF DIFFERENT FACTORS THAT GO INTO THIS DEBT RATING. UH, THEY DO UP, THEY DO LOOK AT THIS EVERY YEAR. UM, THEY DO TAKE IN CONSIDERATION THINGS OUTSIDE, LIKE ECONOMIC PROFILE, WHAT'S HAPPENING WITH THE CITY IN TERMS OF GROWTH, MANAGEMENT, THOSE TYPES OF ITEMS. BUT AGAIN, WITH THE RATINGS, YOU'RE IN A VERY GOOD SPOT. UH, AND AGAIN, THEY WILL TAKE A LOOK AT THAT AS WE PROBABLY GO INTO NEXT YEAR, UH, LOOKING AT CONVERTING SOME OF THESE NOTES AND THE BONDS AT THAT PRESENT TIME. SO, ANY QUESTIONS AT ALL ABOUT THE RATINGS? I KNOW WE'VE SEEN THIS CHART SEVERAL TIMES NOW, BUT WANNA MAKE SURE WE HIT IT AGAIN? I'M GONNA GO THROUGH JUST SOME INTEREST RATE UPDATES. UM, THIS IS AS OF AUGUST 1ST, AND, AND AS WE CAME THROUGH AUGUST, WE HAD A JOBS NUMBER IN THE FIRST FRIDAY IN AUGUST. THAT WAS PRETTY SIGNIFICANT. AND MOVE TO MARKETS, WE GOT ANOTHER BIG NUMBER COMING FRIDAY. SO, UM, THE FIELD IS, YOU KNOW, RIGHT NOW IN A COUPLE WEEKS TO THE FED'S GONNA MOVE ANYWHERE FROM 25 TO 50 BASIS POINTS. UM, AND THIS IS A CHART THAT ACTUALLY SHOWS YOU THE LONG TERM AVERAGE OF A, OF A GROUP OF INDEX BONDS. UH, AND WHERE INTEREST RATES ARE AT TODAY. UM, WHAT YOU'RE GONNA START TO SEE IS THAT FAR RIGHT, THE, THE GREEN START TO COME DOWN OVER TIME, UH, WHICH HOPEFULLY WILL BE, UM, IN LINE WITH US GOING TO BONDS NEXT YEAR ON, UM, SOME FIXED RATE, UH, SECURITIES. SO REALLY THE STRATEGIES WORKED OUT PRETTY WELL FOR YOU. WE, WE WANTED TO STAY SHORT. WE THOUGHT THE MARKET WAS GONNA CHANGE OVER TIME. WE'RE SEEING THAT HAPPEN, WE'LL SEE IT HAPPEN FURTHER. GOING INTO 2025. THIS IS A GOOD, UH, DEPICTION OF THE YIELD CURVE. AND WE TALK ABOUT, UH, THE INVERTED YIELD CURVE. YOU CAN SEE THE, THE, THE GREEN LINE THAT GOES ACROSS THERE, WHERE THE NUMBER THREE IS AT 3%. UM, AND THIS IS A RANGE OF WHERE THE MARKET'S BEEN GOING BACK TO 1991. UH, WHEN YOU ISSUE BONDS, EACH INDIVIDUAL YEAR HAS A DIFFERENT INTEREST RATE ASSOCIATED WITH IT. AND THIS SHOWS YOU SORT OF THAT, WHAT THAT SHOULD BE THAT SLOPE, WHICH IS THE, THE AVERAGE, THE ORANGE LINE. UM, SO, YOU KNOW, WE'VE HEARD A LOT ABOUT INTEREST RATES. YOU KNOW, THEY ARE HIGHER THAN NORMAL. UH, ARE THEY DOWN BELOW WHERE THEY, WE WERE AT EARLY IN THE, IN THE 2020? NO, BUT AS YOU SEE THAT GREEN LINE, WHAT'S GONNA HAPPEN THERE IS THAT [00:10:01] IT, YOU KNOW, IF WE GET THE RIGHT ECONOMIC NEWS COME FRIDAY, THAT FRONT END OF THE CURVE SHOULD COME DOWN. WELL, THE MORATORIUM WILL AUTOMATICALLY EXPIRE, SO THERE'S REALLY NOTHING YOU NEED TO DO. UM, THE TEXT AMENDMENT WAS TO MAKE SURE THAT THE, THE CODE, IF THAT'S THE DIRECTION THE CODE STILL PROHIBITS BOTH MEDICAL AND WELL MEDICAL WILL BE PROHIBITED ANYWAY, BUT JUST EXPAND THAT PROHIBITION TO ADULT USE. I THINK THE, THE, THE KEY TO UNDERSTAND TOO, I THINK WITH THIS IS THAT THIS ISN'T THE CITY TELLING ANYBODY THAT YOU CAN'T PARTAKE AND DO WHAT YOU WANNA DO IN YOUR OWN HOME. IF YOU GO TO ANOTHER CITY WHERE YOU CAN PURCHASE IT, YOU CAN BRING IT BACK INTO HUBER HEIGHTS. THIS JUST CREATES THE SAME SCENARIO WE HAVE IN OUR MEDICAL THAT THERE ISN'T A GROVE FACILITY, THERE'S NOT A CULTIVATING FACILITY, AND THERE'S NOT A DISPENSARY LOCATED IN THE CITY OF HUBER HEIGHTS. BUT IT DOESN'T MEAN THAT NOBODY CAN'T EXERCISE. THERE'S STATE GIVEN RIGHT NOW TO USE RECREATIONAL MARIJUANA OR BUY IT SOMEWHERE ELSE AND YEP, YEP, YEP. OKAY. I CAN, I CAN START THE DISCUSSION, I GUESS. UM, I, I, I HAVE NO PROBLEM WITH THE FACT THAT, YOU KNOW, PEOPLE'S PERSONAL USE OF IT. UM, BUT I DO HAVE PROBLEMS WITH THE FACT THAT THE STATE OF OHIO REALLY STILL HAS NOT DEFINED THE RULES AND REGULATIONS ON HOW THEY'RE GOING TO DEAL WITH RECREATIONAL MARIJUANA. UM, UM, THAT'S ONE ISSUE. SECOND ISSUE IS THAT BECAUSE THE BANKS IN MANY WAYS, I GUESS, ARE PROHIBITED BECAUSE IT'S STILL A, IT'S, IT'S STILL AT THE FEDERAL LEVEL, STILL IS NOT LEGAL, THAT IT'S HIGH RISK BANKING. AND SO THE BANKS ARE FA FACING A RISK AND THE LONG TERM VIABILITY OF THE MARIJUANA COMPANIES THAT ARE COMING IN. UM, AND I'VE TALKED, I HAVE NOT SEEN ANY ARTICLES OR TALKED TO ANYBODY THAT HAS INDICATED [01:25:01] THAT THERE'S ANY REAL CONSISTENT REVENUE STREAM THAT'S COMING FROM THESE BUSINESSES. OH, YEAH. IN FACT, I TALKED TO, UM, A COUNCIL PERSON OVER IN YELLOW SPRINGS, SINCE THEY HAVE CRESCO OVER THERE AND THEY DON'T HAVE A STEADY REVENUE STREAM. CRISCO EVERY ONCE IN A WHILE JUST DUMPS SOME MONEY ON 'EM. UM, AND I, I, THE, THE TAX STRUCTURE HASN'T BEEN SET UP. I MEAN, THE WHOLE FINANCIAL VIABILITY, THE FINANCIAL TRANSPARENCY HAS NOT BEEN ESTABLISHED YET. UM, AND IT'S TOO HARD TO FIND, UM, ANY INFORMATION ON HOW THIS PROGRAM IS, IS BEING CONDUCTED. AND UNTIL THAT HAPPENS, I THINK THAT IT WOULD PUT OUR CITY AT RISK IF WE WERE TO ALLOW THESE BUSINESSES TO COME IN HERE RIGHT NOW. AND, AND I WOULD SUPPORT A BAN, UM, FOR THOSE REASONS. BASICALLY THE LEGALITY OF, OF THE WHOLE ISSUE AND THE LACK OF TRANSPARENCY. UM, AND THEN IF, IF THOSE THINGS, AND, AND IN TIME THEY WILL FLESH OUT, THEY'LL BECOME MORE TRANSPARENT, THEN WE CAN REVISIT THE BAN. BUT RIGHT NOW, THOSE ISSUES JUST REALLY BOTHER ME A LOT. AND THEY ALL WENT TO THE FIRST TRAUNCH WENT TO THOSE WHO ARE, UH, MEDICAL DISTRIBUTOR, UH, DIS MEDICAL LICENSE RIGHT NOW AS IT STANDS, THE TAXING STRUCTURE, AND I'M NOT SURE THERE'S BEEN ANY DISTRIBUTIONS TO LOCAL GOVERNMENTS YET, BUT THE WAY IT IS CODIFIED RIGHT NOW IS, UM, THE LOCAL GOVERNMENT FOR EACH DISPENSARY WOULD GET 3.6% OF THE SALE OF THE, THE SALES PROCEEDS, UM, WOULD, WOULD GO TO THE LOCAL GOVERNMENT FOR EACH DISPENSARY THAT THERE IS. IF YOU, UH, ON THE LOW END, BASED ON OHIO STATE'S ESTIMATES, UM, ON AVERAGE THAT WOULD YIELD IF, IF WE'RE THE SAME RUFFLE SALES, UH, OF VOLUME OF, OF, UM, MICHIGAN, THAT WOULD YIELD ON AVERAGE ABOUT HALF A MILLION DOLLARS A YEAR PER DISPENSARY. SO IF WE HAD, LET'S SAY, ONE DISPENSARY, HOW THAT WOULD COME BACK TO CER HEIGHTS, THERE'S NOTHING THAT SAYS IN THE FUTURE, THE STATE COULD SAY, WELL, HEY, WE'RE GONNA CHANGE THAT MUCH LIKE THEY DID WITH THE LOCAL GOVERNMENT FUNDS. UM, AND ESSENTIALLY IF THEY NEED THE MONEY, THEY'RE GONNA TAKE IT. SURE. AND I THINK WE'RE, WE'RE FACED WITH THAT NOW. AND THE PEOPLE HAVE SPOKEN AND EVERYBODY WHO VOTED FOR THIS LAW TO PASS WAS NOT JUST PEOPLE WHO DID NOT HAVE KIDS. AND AND THERE ARE PEOPLE WHO HAVE KIDS WHO VOTED YES FOR THIS. I MEAN, I KNOW THERE ARE, I'VE HEARD THEM IN SCHOOLS. THERE ARE KIDS WHO ARE AT HOME WATCHING MOM AND DAD SMOKE IT. YOU CAN'T, YOU KNOW, SO THAT'S, THAT'S JUST KIND OF THE WORLD THAT WE LIVE IN NOW. SO THAT MIGHT NOT NECESSARILY LINE UP WITH MY PERSONAL VALUES, BUT THE LAW IS THE LAW NOW.
