THERE ARE THOSE WHO SEEK WORLDLY POWER AND THOSE WHO SEEK THE SPIRITUAL POWER THAT IS GRACIOUSLY GIVEN US BY GOD THROUGH CHRIST, SATAN AND HIS INSANITY WANTS TO DE DETHRONE GOD AND TO TRY TO DETHRONE GOD FROM THE HEARTS AND MINDS OF PEOPLE SO THAT THEY SEEK A KIND OF WISDOM AND UNDERSTANDING OF THEIR OWN APART FROM CHRIST.

SO I'M EXCITED THAT I CAN INTRODUCE TONIGHT THE, UH, SEVEN NEW POLICE OFFICERS THAT WE HAVE HIRED IN 2023.

UM, I WANT TO THANK THE MAYOR, AND I WANT TO THANK COUNSEL FOR THE PATIENCE YOU'VE HAD WITH MYSELF AND THE COMMAND STAFF BECAUSE AS YOU KNOW, THE PROCESS TO GET TO WHERE WE'RE AT TODAY IS NOT A QUICK PROCESS.

SO THESE GENTLEMEN STANDING UP HERE TODAY, THEY WENT THROUGH A, UH, INTERVIEW.

THEY WENT THROUGH AN EXTENSIVE BACKGROUND INVESTIGATION.

THEY WENT THROUGH A PSYCHOLOGICAL EVALUATION.

THEY WENT THROUGH A PHYSICAL, AND THEN THEY ENDED UP GETTING, UH, SELECTED OUT OF THE OTHER CANDIDATES THAT WERE, UH, THAT WERE ON THE LIST.

SO, TOM GREW UP IN HUBER HEIGHTS AND WAS A PART OF THE HUBER HEIGHTS POLICE EXPLORERS, WHICH LAUNCHED HIS INTEREST IN LAW ENFORCEMENT.

HE'S A SECOND GENERATION TO SERVE THE CITY OF HUBER HEIGHTS.

AS HIS FATHER SERVED WITH THE HUBER HEIGHTS FIRE DIVISION FOR 29 YEARS, TOM CAME TO HUBER HEIGHTS WITH 17 YEARS OF LAW ENFORCEMENT EXPERIENCE AND BROUGHT WITH HIM A WEALTH OF KNOWLEDGE RANGING FROM EVIDENCE TECHNICIAN, FIELD TRAINING OFFICER, CIT TRAINED, AND A BIKE OFFICER.

TOM LOOKS FORWARD TO SERVING THE CITIZENS OF HUBER HEIGHTS.

ANDREW REESE.

ANDREW WAS BORN AND RAISED IN PICK ONE.

GRADUATED FROM PIQUA HIGH SCHOOL IN 2011.

HE ATTENDED HOCKING COLLEGE AND OBTAINED AN ASSOCIATE DEGREE IN NATURAL RESOURCES LAW ENFORCEMENT.

IN LATE 2014, ANDREW STARTED HIS LAW ENFORCEMENT CAREER IN 2015 AS A POLICE OFFICER WITH THE CITY OF ATHENS, OHIO, AND SERVED THE ATHENS COMMUNITY UNTIL 2023.

WELL, WITH ATHENS, HE SERVED AS A FIELD TRAINING OFFICER, OFFICER IN CHARGE, AND A MEMBER OF THE MULTI-AGENCY TACTICAL RESPONSE TEAM.

RILEY BROWN RILEY ATTENDED THE DAYTON POLICE ACADEMY IN 2018 AND GRADUATED IN 2019.

HE HAS FIVE YEARS EXPERIENCE WITH THE CITY OF DAYTON, THREE YEARS ON PATROL, AND THE LAST TWO WERE ON A PROACTIVE UNIT ADDRESSING VIOLENT OFFENDERS AND GUN RELATED CRIMES THROUGHOUT THE ENTIRE CITY.

AUSTIN PALMER AUSTIN WAS A HUBER HEIGHTS POLICE EXPLORER FOR SIX YEARS BEFORE BEING HIRED BY THE HUBER HEIGHTS POLICE DIVISION AS A DISPATCHER.

AFTER DISPATCHING FOR A YEAR, HE ATTENDED AND GRADUATED FROM THE DAYTON POLICE ACADEMY IN 2020.

AFTER WORKING IN DAYTON FOR THREE YEARS, AUSTIN CAME BACK TO HUBER HEIGHTS POLICE DIVISION, WHICH IS WHERE HE HAS BEEN SINCE MARCH OF 2023.

MUSSA CHICA MUSSA IS ORIGINALLY FROM RUSSIA AND RELOCATED TO THE STATE OF CONNECTICUT IN 2005.

HE SPENT MOST OF HIS CHILDHOOD 18 YEARS IN THE CAPITAL CITY OF HARTFORD, WHERE HE ATTENDED BOTH HIGH SCHOOL AND COLLEGE.

GROWING UP IN HARTFORD AND BEING FLUENT IN OVER FIVE LANGUAGES ALLOWED HIM TO CONNECT WITH NUMEROUS DIVERSE CULTURES AND IMPROVED UPON HIS COMMUNICATION SKILLS AND SKILLS.

IN 2020, MUSSA BEGAN HIS LAW ENFORCEMENT CAREER IN THE HARTFORD, CONNECTICUT POLICE DEPARTMENT, SERVING THE COMMUNITY FOR OVER TWO YEARS.

IN 2023, HE MADE THE DECISION TO RELOCATE TO THE DAYTON, OHIO AREA TO BE CLOSER TO HIS FAMILY.

WHILE CONTINUING HIS LAW ENFORCEMENT CAREER, HE OBTAINED HIS OHIO POLICE OFFICER TRAINING ACADEMY CERTIFICATION AND JOINED THE HEBREW HEIGHTS POLICE DIVISION TO CONTRIBUTE TO THE COMMUNITY AND APPLY ALL HIS KNOWLEDGE.

HE IS HONORED TO USE HIS DIVERSE CULTURAL BACKGROUND TO MAKE A POSITIVE IMPACT AND BETTER SERVE EVERYONE.

MATTHEW BARRY.

MATTHEW BEGAN HIS CAREER IN LAW ENFORCEMENT IN JANUARY, 2014, BRINGING YEARS OF KNOWLEDGE AND EXPERIENCE TO THE CITY OF HUBBER HEIGHTS.

HE HAS SERVED AS A FIELD TRAINING OFFICER, EVIDENCE TECHNICIAN, AND OFFICER IN CHARGE.

MATTHEW IS CERTIFIED IN AIDE, BICYCLE, AND CRISIS INTERVENTION AS WELL.

PRIOR TO BEGINNING HIS CAREER IN LAW ENFORCEMENT, MATTHEW BEGAN SERVICE WITH THE OHIO ARMY NATIONAL GUARD AS A MILITARY POLICE OFFICER.

MATTHEW DEPLOYED AFGHANISTAN IN 2011, ULTIMATELY ACHIEVED THE RANK OF SERGEANT AND WAS A LESS THAN LETHAL WEAPONS INSTRUCTOR.

HE CONCLUDED HIS TENURE IN 2015 AND SEPARATED WITH A HONORABLE DISCHARGE.

MATTHEW'S INTEREST IN BECOMING A POLICE OFFICER BEGAN WHEN HE WAS YOUNG, AS BOTH HIS FATHER, KEN BERRY AND STEPFATHER LEE EDWARDS WERE BOTH OFFICERS PROVIDING HIM GUIDANCE AND DEMONSTRATING SELFLESS SERVICE FOR THEIR RESIDENTS AND CITIES.

I THINK THEY'RE GOING TO BE A HUGE ASSET TO THIS CITY AS I LOOK FOR A FAIR AND DECENT OUTCOME OF MY INQUIRY OF JULY, 2021 TRAFFIC SIGNAL AT RUSTIC WOODS IN TAYLORSVILLE.

I WANT TO THANK CITY ASSOCIATES, MR. ROGERS AND MRS. POWELL.

THEY HAVE BEEN VERY KIND AND INFORMATIVE AS I HAVE HAD MEDICAL SITUATIONS AND FAMILY FOR THE LAST COUPLE YEARS AND CANNOT ALWAYS GET UP TO THESE BIWEEKLY COUNCIL MEETINGS.

ALSO, I THOUGHT THEIR HANDING HANDLING OF THE FOOD AND BEVERAGE FOR THE NEW COUNCIL INDUCTION WAS SUPER NICE.

EVERYONE KNOW THAT THAT'S THE NUMBER ONE VOLUME ON THE COUNCIL, OKAY? AS A CITY MAYOR, WE ARE NOT IN THE REAL ESTATE BUSINESS.

THIS WAS BUILT AS A RED BEDROOM COMMUNITY.

ON ONE HAND, YOU'RE SAYING BUYING LAND TO CONTROL WHAT COMES IN.

BUT ON THE OTHER HAND, WITHIN A STRETCH OF FOUR MILES ON OUR TWO MAJOR THOROUGHFARES, WE'VE GOT DUPLICATED BUSINESSES TO THE HILT.

WE WILL HAVE 24 CONVENIENCE STORES WITHIN THAT EIGHT MILE STRETCH.

AND IF YOU, YOU, YOU ARE THE PEOPLE THAT GOTTA PUT THE MEASURES IN PLACE TO STOP THINGS LIKE THAT.

NOW, MY COMMENT IS, I'M ASKING YOU TO SLOW WALK THIS DECISION OF ANY ANNEXATION, BECAUSE ALREADY THE CONGESTION AND ATION BRANT, I ALMOST GOT CREAMED A COUPLE TIMES.

BETHEL SCHOOL HAS GONE FROM 900 STUDENTS TO 2000 IN LESS THAN 10 YEARS.

WE BUILT A NEW HIGH SCHOOL.

WE BUILT A NEW JUNIOR HIGH, AND WE BUILT A NEW ELEMENTARY.

THOSE TWO NEW BUILDINGS ARE OVER CAPACITY.

NOW, IF THIS PROPOSAL GOES, AND IT STARTED OUT WITH 1300 HOMES WHERE WE DON'T HAVE THE PROCE, I DON'T BELIEVE WE HAVE THE MONEY TO GET TO TAKE THESE PEOPLE IN BECAUSE, AND THEY DON'T HAVE TIME TO ASSIMILATE TWO BETHEL TOWNSHIP TO HUBER HEIGHTS.

AND WHAT I ALSO WAS ALSO THINKING IS THAT THE POLLUTION OF ALL THE CARS, THE CONCRETE, THE SIDEWALKS, THE BLACKTOP, DRIVEWAYS, AND THE ROADS, WE DON'T HAVE ENOUGH TREES OR GREEN GROWTH TO ABSORB THE CO2 AND GIVE US OXYGEN BACK.

I WANT TO, I WANT THE LANDOWNERS TO GET AS MUCH MONEY AS THEY WANT.

I WANT THE BUILDER TO MAKE AS MUCH MONEY AS THEY WANT, BUT I WANT IT DONE ON BETHEL SPECS, NOT TWO TENTHS OF AN ACRE.

THAT INCLUDES THE HOUSE, THE DRIVEWAY, THE SIDEWALK, AND THE ROAD.

WHERE WILL KIDS BE? WHERE WILL KIDS PLAY? BUT I WANT THE BUILDING TO BE, LIKE I SAID, ON ON THE SPECS, THE CURRENT PLAN OF HOUSES, DRIVEWAY, SIDEWALKS, AND ON TWO TENS OF AN ACRE IS JUST TOO SMALL.

THEY'RE NOT HUBER, THEY'RE NOT BETHEL, THEY'RE HUBER BETHEL.

THEY ARE DIVIDED WITH THEIR LOYALTY.

AND HEATHER MOORE 288 APARTMENT COMPLEX AS PART OF THE MEADOWS 97 RESIDENTIALS AT ADDITIONS AT WAVERLEY PLACE, 29 OR SINGLE FAMILY HOMES, 34, 2 FAMILY HOMES, 42 POTENTIAL TOWN HOMES AT THE GABLE OF HUBER HEIGHTS.

HUBER HEIGHTS OFFERS ANNEXATION LAWS ARE BEING MANIPULATED AND ABUSED BY DEVELOPERS TO DRIVE THEIR QUEST TO DO BUSINESS WITHOUT REGARD TO THE WISHES OF THE LOCAL COMMUNITY.

DECISION MAKING IS A PROCESS WHERE WE GATHER INFORMATION, WEIGH THAT INFORMATION, AND THEN DECIDE WHAT RIGHT IS.

UH, THIS PARTICULAR ISSUE, UH, THAT YOU'RE LOOKING AT, THIS IS NOT THE FIRST TIME THIS HAS COME UP.

UH, LAST TIME IT CAME UP, IT, UH, IT DID NOT PASS FOR WHATEVER REASON.

THERE WERE, I KNOW THERE WERE SOME EMOTIONS THAT WERE BEHIND THAT.

THERE WERE A LOT OF DISCUSSIONS BEHIND IT.

UH, ONE OF THE RESIDENTS FROM THE OAKS, UM, HER AND HER HUSBAND, MS. CINDY SMITH, SOME OF YOU KNOW MR. BRAD SMITH.

UH, WERE VERY, UH, OUTSPOKEN WITH OUR COMMUNITY AND WE HAVE VISITED THIS COUNCIL ON PA ON A NUMBER OF OCCASIONS IN THE PAST.

SO I GUESS YOU'LL SEE ME AGAIN AS WE GO THROUGH THIS PROCESS ONCE MORE.

UM, ONE OF THE REASONS THAT, THAT THERE'S SO, SO MUCH OBJECTION TO BUILDING DIRECTLY ACROSS FROM THE OAKS.

NUMBER ONE, I LOOKED AT THE MAP AGAIN, IT'S ALMOST THE IDENTICAL PLAN THAT THEY PROVIDED UPFRONT, 97 UNITS THAT THE DENSITY THERE IS OVERPOPULATE, IT IS TOO CLOSE TOGETHER.

THINGS ARE, UH, IT HAS DENSITY ISSUES.

THERE'S ALSO TRAFFIC ISSUES IF THAT PROPERTY IS DEVELOPED.

YOU HAVE HOME HOMEOWNERS WITH 97 UNITS,

LET'S SAY THAT ONLY HALF OF THOSE ARE WORKING INDIVIDUALS AND THEY DRIVE OUT TO WORK EVERY MORNING.

THEY MEET THE HUBER HIGH, THEY MEET THE OAKS RESIDENCE DRIVING OUT OF THEIR PROPERTY AT THE SAME TIME.

SO NOW YOU'VE CREATED INCREASED TRAFFIC ON BELL FOUNTAIN ROAD AT THE PEAK OF THE MORNING HOUR.

NOW YOU REPEAT THAT AGAIN IN THE EVENINGS.

YOU, THOSE, ALL THOSE PEOPLE GOING HOME, YOU RE YOU CREATE THE SAME ISSUE WITH TRAFFIC AND PROBLEMS. ONE OF THE THINGS THAT WAS DIFFERENT ABOUT THIS PARTICULAR, UM, REVIEW OF THAT WAVERLY EDITION THIS TIME BY SOME OSMOSIS AND SOME GREAT AMOUNT OF, UH, FORETHINKING.

WE SAID WE WERE GONNA PAY FOR SOMETHING THAT NOBODY IN THE HUBER HEIGHTS COMMUNITY WANTED IN THE FIRST PLACE.

WE, UH, WE SAID, OH, WE'RE GONNA PAY, WE'RE GONNA, THIS IS A TAX INCENTIVE INITIATIVE, MEANING THAT THE TAXPAYERS OF HUBER HEIGHT PAY FOR THAT.

NOW, IF THAT IS NOT, AND I KNOW THAT YOURE, YOU, UH, REGROUP TAXES OFF OF THAT AND STUFF LIKE THAT, BUT INITIALLY THERE HAS TO BE SOME OUTGO BEFORE THERE'S REVENUE GENERATED.

AND SO I AM CONCERNED THAT WITH, WITH TAKING A LOOK AT WANTING TO APPROVE A REDEVELOPMENT OF THAT AREA, UH, PART OF IT I UNDERSTAND IS, UH, THE, UM, ELECTRIC COMPANY OWNS OVER THERE.

SO THEY WOULD BE PURCHASING THAT.

I UNDERSTAND THERE'S GONNA BE SOME BRIMS THAT ARE GONNA BE PUT IN TO, UH, KINDA SHELTER THAT, UH, SHELTER THAT AREA.

BUT MY CONCERN IS THAT IT DOESN'T ENHANCE, AND THE HOMES THAT ARE DIRECTLY ACROSS FROM IT ARE QUITE DIFFERENT THAN THE ONES THAT YOU'RE TALKING ABOUT THAT ARE TALK, THE DEVELOPERS' TALKING ABOUT PUTTING IN, IN MY, AND THE CLOSEST THING THAT I CAN ASSIMILATE THEM TO ARE CONDOS.

THEY'RE FULL HOMES, I UNDERSTAND THAT, BUT THEY ASSIMILATE CONDOS.

AND THE CLOSEST THING TO US IN OUR NEIGHBORHOOD IS PROBABLY A HALF A MILE MILE, MAYBE A MILE DOWN ON, UM, UH, BELL FOUNTAIN THAT'S FURTHER UP THE ROAD.

THAT IS NOT WHAT OUR COMMUNITY IS TO LOOK LIKE OR DO WE WANT IT TO LOOK LIKE IF WE'RE, IF THERE'S ANY DEVELOPMENT OVER THERE, WE DON'T HAVE A PROBLEM WITH THE DEVELOPMENT OVER THERE.

IF THERE'S WANTING TO PUT IN SINGLE FAMILY DETACHED HOMES, JUST LIKE THE PROPERTY THAT'S JOINING FOR, WE STILL HAVE SOME CONCERNS ABOUT THEM, THE TRAFFIC.

BUT I THINK THAT YOU COULD COME UP WITH A WORKABLE PLAN FOR THAT TRAFFIC.

BUT I, BUT THERE ARE SOME DEFINITE OBJECTIONS TO HAVING THAT HOME, THAT AREA OVER THERE REDEVELOPED FIRST TIME AROUND YOU DECIDED NOT TO.

AND WHERE WE'RE AT AGAIN, IS THE PROBLEM OF DEVELOPING THAT PROPERTY.

THAT ZONING HAS ALREADY PASSED.

SO WHAT'S BEFORE US THIS EVENING IS TO CREATE THE TAX INCENTIVE, UH, THE TAX INCREMENT FINANCING DISTRICT THAT IT'S IN.

SO IT ISN'T A TAX INCENTIVE DISTRICT, IT'S, IT'S A TAX INCREMENT FINANCING.

SO THAT MONEY THAT IS GENERATED OUTTA THAT DEVELOPMENT, UH, IS WHAT WAS EXPLAINED DURING THE WORK SESSION, IS ROUGHLY ABOUT FIVE AND A HALF MILLION DOLLARS.

ABOUT $1 MILLION OF THAT IS WHAT'S GONNA BE PUT BACK INTO THAT DEVELOPMENT ON WIDENING THE PORTION OF BELL FOUNTAIN AT THE ENTRANCE ON BUILDING UP THE BERMS AND THINGS ALONG BELL FOUNTAIN, UH, TO PROVIDE SOME SECURITY OR, UH, SOME MASKING OF THAT PARTICULAR PROPERTY.

SO, UH, AND THOSE THINGS, IN FACT, WERE KIND OF WORKED OUT WITH THE SMITHS BRAD AND CINDY SMITHS LAST YEAR DURING THEIR CONVERSATIONS WITH THE DEVELOPER.

SO AS THAT PROJECT MOVED FORWARD, THOSE WERE KIND OF SOME OF THE CONCESSIONS THAT THE DEVELOPER MADE THAT THE CITY AGREED TO, ALONG WITH THE SMITHS AND SOME RESIDENTS OF THE OAKS IN ORDER FOR THAT PROJECT TO MOVE FORWARD.

SO WHAT'S ON FRONT, WHAT'S IN FRONT OF US THIS EVENING IS APPROVING THE TAX INCREMENT FINANCING DISTRICT THAT THAT PARTICULAR DEVELOPMENT WILL BE IN THAT WILL PROVIDE THE REVENUE SOURCE BACK TO THE CITY AND THE ABILITY TO HAVE THE DEVELOPER PUT IN

OR MAINTAIN THOSE PARTICULAR ITEMS THAT WAS NEGOTIATED IN THE OVERALL REZONING PLAN TO BEGIN WITH LAST YEAR.

SO THAT'S WHAT, THAT'S WHAT COUNCIL'S VOTING ON THIS EVENING.

AND IF I CAN MAKE ONE OTHER YES, AND IF YOU WANNA MAKE COMMENT YES.

AND YOU REFERENCED THE CONDOS THAT ARE BEING BUILT DOWN ON BELL FOUNTAIN.

THOSE, THOSE WERE APPROVED WITH THE UNDERSTANDING THAT THEY WOULD NOT DIMINISH THE VALUE OF THE HOMES THAT ARE SITTING RIGHT NEXT TO THEM, WHICH ARE VERY MUCH LIKE THE HOMES IN THE OAKS.

THEY'RE NOT LIKE THE HOMES IN THE OAKS.

MEANING THAT THEY, THE HOMES THAT ARE ACROSS, I UNDERSTAND, SIR, I UNDERSTAND WHAT YOU'RE SAYING, BUT THE VALUE OF THE HOME, THE, THE STANDARDS OF WHICH THE HOMES ARE BUILT IS WHAT THE, THE, THE CONCERN WAS IT, IT'S NOT GOING TO LOOK LIKE THE OAKS BECAUSE IT'S NOT THE OAKS.

I UNDERSTAND.

ABSOLUTELY.

YES.

BUT YOU WANT TO MAINTAIN THE VALUE OF THE HOME AND TO NOT DEGRADE THE APPEARANCE OF THE AREA.

AND JUST BECAUSE IT'S A DIFFERENT KIND OF HOUSE DOESN'T MEAN THAT IT'S, THAT IT'S NOT COMPATIBLE.

SO I COULD ACTUALLY BUILD ANY KIND OF HOUSE THAT WOULD EMULATE THAT AT THAT SAME VALUE.

ONE OF THE REASONS WHY WE WERE CONCERNED ABOUT THOSE HOMES DIRECTLY ACROSS THE STREET AND ALSO THE ONES THAT WERE IN SILVER OAKS, IS BECAUSE OF THE VAL, THEY BUILT HOMES IN THE SILVER OAK EDITION, PRICED THEM AT 400 PLUS THOUSAND DOLLARS.

NOW, DID THAT DETER, DID THAT, UH, CHANGE THE PRICE OF THE HOMES THAT WERE BUILT IN, IN THE OAKS? NO, AS A MATTER OF FACT, OUR HOMES WERE ALL, SOME OF OUR HOMES WERE ALREADY VALUED AT THAT AMOUNT BEFORE THOSE, WHAT WE WERE CONCERNED ABOUT IS THE AESTHETICS THAT THE WAY THE HOMES LOOKED, THE, IF YOU'RE IN A HOA EDITION, HOMES SHOULD HAVE A CERTAIN STANDARD PERIOD, WHETHER IT'S SHUTTERS, WHETHER IT'S DOORS, WHETHER IT'S, UH, SIZE OF LAND.

NOW WE'RE GONNA GO RIGHT ACROSS THE STREET.

AND I KNOW THAT IT'S NOT THE OAKS ABSOLUTELY UNDERSTAND THAT, BUT I'M TALKING ABOUT IF I PUT IN THOSE HOMES ACROSS THE STREET, THEY'RE GOING TO LOOK, THERE'S NOTHING THAT YOU CAN TELL ME THAT WILL CONVINCE ME THAT THEY'RE NOT GONNA LOOK LIKE, UH, I KNOW THEY'RE CONDOS.

THEY'RE NOT GONNA LOOK LIKE, UH, A SINGLE HOME THAT HAS TWO OPENINGS ON THE SAME SIDE WITH A GARAGE.

THAT'S WHAT THEY'VE REPRESENTED BEFORE.

NOW IF THEY'VE CHANGED THAT, I, I, I APOLOGIZE FOR THAT, BUT THAT IS WHAT WAS SHOWN BEFORE.

WELL, I UNDERSTAND, I UNDERSTAND WHAT YOU'RE SAYING, BUT YOU NEED TO BE CONCERNED ABOUT WHETHER IT DIMINISHES REGARDLESS OF, OF THE STRUCTURE OF HOW THEY'RE BUILT, THE MATERIALS THEY USE.

NOW THAT GOES BACK TO, IF YOU LOOK AT THE OVERHEAD, THERE'S AN AREA THERE THAT THEY COULD NOT BUILD ON.

SO THE SINGLE FAMILY HOMES TAKE UP THE FRONT PART ALONG WITH BERMING SO THAT YOU'RE NOT LOOKING OUT FROM THE OAKS AT, UM, UH, A DISSIMILAR PRODUCT ACROSS THE STREET.

SO THE DEVELOPER WENT TO GREAT LANES TO DO BI TO ACTUALLY CHANGE THE DESIGN DEVELOPMENT.

UH, IN THAT HE PUT SINGLE FAMILY HOMES AT THE FRONT, THE MULTIFAMILY AT THE REAR.

THERE WERE A LOT OF CHANGES THAT TOOK PLACE.

AND MAYOR, IF YOU, SOMEBODY WANTS TO CORRECT ME ON THIS, UH, MAYOR OR MARK, 'CAUSE YOU GUYS ARE MORE WELL VERSED IN THIS THAN I AM.

BUT WHAT WE'RE TALKING ABOUT TONIGHT WITH THIS TIFF AND THE MONEY THAT WILL BE GOING TO THE DEVELOPER, THAT PORTION THAT WILL BE GOING TO THE DEVELOPER IS TO HANDLE A LOT OF THE PROBLEMS THAT CAME UP DURING THAT TIME.

IF YOU REMEMBER, THERE WAS TALK OF, UH, EGRESS AND, UH, UH, ENTRANCE INTO THE FACILITY.

AND SO WE'RE TALKING WIDENING AND WHEN THEY PUT IN THE ISLAND, IT WASN'T JUST FOR AESTHETICS TO, TO MATCH THE OAKS, UH, THE ENTRANCE ISLAND WAS THERE TO HELP CONTROL TRAFFIC, UH, TO GIVE US BETTER FLOW IN AND OUT.

SO THERE WERE A NUMBER OF DIFFERENT THINGS THAT HAPPENED THERE TO TRY AND MAKE SURE THAT, UH, THE DEVELOPER WAS ABLE TO COMPROMISE WITH THE FOLKS FROM THE OAKS.

SO TONIGHT, AS WE'RE MOVING FORWARD ON THIS TIFF, UH, WHAT WE'RE LOOKING AT, THERE IS A WAY TO GENERATE THAT MONEY TO ALLOW THAT DEVELOPER TO DO THE THINGS THAT ORDINARILY THEY WOULD NOT HAVE DONE.

UH, THEY, UH, THE IDEA CAME UP DURING THAT DISCUSSION THAT BY TIPPING THIS PROPERTY, WE COULD BE ABLE TO DO THE IMPROVEMENTS THAT THE PEOPLE FROM THE OAKS WERE ASKING FOR.

SO IF, IF YOU WERE HERE, YOU REMEMBER A LOT OF THAT, BUT I JUST WANTED TO POINT OUT THAT FROM THE VERY FIRST ITERATION WE SAW UNTIL THE DEVELOPMENT, UH, CAME BACK TO US IN ITS PRESENCE, UH, FORM, IT WAS A VASTLY DIFFERENT PRODUCT.
