THE APOSTLE PAUL WROTE IN PHILIPPIANS CHAPTER TWO, YOUR ATTITUDE SHOULD BE THE SAME AS THAT OF CHRIST JESUS, WHO BEING IN VERY NATURE, GOD DID NOT CONSIDER EQUALITY WITH GOD.

SOMETHING TO BE GRASPED, BUT MADE HIMSELF NOTHING.

TAKING THE VERY NATURE OF A SERVANT BEING MADE IN HUMAN LIKENESS AND BEING FOUND IN APPEARANCE AS A MAN, HE HUMBLED HIMSELF AND BECAME OBEDIENT TO DEATH, EVEN DEATH ON A CROSS.

THEREFORE, GOD EXALTED HIM TO THE HIGHEST PLACE AND GAVE HIM THE NAME THAT IS ABOVE EVERY NAME, THAT AT THE NAME OF JESUS, EVERY KNEE SHOULD BOW IN HEAVEN AND ON EARTH AND UNDER THE EARTH.

A FRIEND AND I WENT TO SEE A MOVIE LAST WEEK CALLED THE BOYS IN THE BOAT.

IT'S A GOOD MOVIE BASED ON A TRUE STORY ABOUT THE UNIVERSITY OF WASHINGTON'S JUNIOR ROWING TEAM THAT COMPETED IN THE 1936 OLYMPICS IN GERMANY.

THERE'S A SCENE WHEN ONE OF THE ROWERS WAS HAVING TROUBLE.

HE WAS OUT OF SYNC WITH THE OTHERS IN THE BOAT.

HE WAS HAVING TROUBLE BECAUSE HE WAS FOCUSING ON HIMSELF.

HE COULDN'T GET OUT OF HIS OWN HEAD BECAUSE HE HAD SOME PERSONAL STUFF GOING ON.

BUT A WISE OLDER MAN, THE ONE WHO BUILT THE BOATS, ADVISED HIM THAT IT'S NOT ABOUT HIM, IT'S ABOUT THE BOAT AND THE OTHERS IN THE BOAT WITH HIM.

AND WHEN THE YOUNG MAN, SO TO SPEAK, MADE HIMSELF NOTHING AND THE ROWERS WERE ONE WITH THE BOAT, THEY WON GOLD.

MAY I SAY THAT GOD IS THE BOAT BUILDER.

JESUS IS THE BOAT.

NOVEMBER 23, SPECIFICALLY THE VOTE ON ISSUE ONE, ABORTION ISSUE TWO, CANNABIS, THE CITIZENS OF HUBER HEIGHTS VOTED YES TO ABORTION AND YES TO CANNABIS.

MONTGOMERY COUNTY CITIZENS VOTED YES TO ABORTION AND YES TO CANNABIS.

THE CITIZENS OF BETHEL TOWNSHIP VOTED NO TO ABORTION AND NO TO CANNABIS.

THE MIAMI COUNTY CITIZENS VOTED NO TO ABORTION AND NO TO CANNABIS.

I DO NOT CONSIDER THIS A LIBERAL OR CONSERVATIVE VOTE, NOT A YOUNGER OLD VOTE, NOT A MALE OR FEMALE VOTE, NOT AN ECONOMICAL VOTE.

BUT INSTEAD, I RELATE THE OUTCOME TO A URBAN VOTE COMPARED TO A RURAL VOTE SHOWING AGAIN, THE BASIC DIFFERENCES BETWEEN OUR COMMUNITIES CHOSEN WAY OF LIFE WITH BOTH LIFESTYLES IMPORTANT AND CHOSEN BY EACH CITIZEN FOR THEIR FAMILIES.

IN REFERENCE TO THE CANNABIS ISSUE BEING ENACTED BY THE GOVERNING BODY IN COLUMBUS, YOUR DISAPPROVAL IS EVIDENT NOT ONLY BY YOUR RECENT NINE MONTH MORATORIUM, WHICH I ACTUALLY AGREE WITH, BUT YOUR COUNSEL'S ACTIONS ARE NOT LIMITED TO THESE RECENT EVENTS.

YOUR COUNSEL HAS A HISTORY RESTRICTING ANY INROADS TO LEGAL, MEDICAL CANNABIS DISPENSARIES ESTABLISHING YOUR STANCE ON CANNABIS.

BUT NOW, BECAUSE OF THE DECISIONS OF AN OUTSIDE LARGER GOVERNING BODY THAT YOU DO NOT AGREE WITH, YOU'LL HAVE TO CHANGE YOUR LAWS AND ORDINANCES IN GENERAL, YOUR WAY OF LIFE, CHANGING YOUR COMMUNITY FOREVER.

THESE RECENT CHAIN OF EVENTS ILLUSTRATE, AGAIN, MY VIEW RELATING TO HOW UNJUST AND DISRUPTIVE IT IS WHEN OUTSIDE LARGER GOVERNING BODIES MAKE DECISIONS NOT IN LINE WITH THE VIEWS OF THE COMMUNITY.

LEADERS CAN CHANGE THEIR ENTIRE COMPLEXION, A COMMUNITY AND THEIR CHOSEN WAY OF LIFE.

HOW DOES IT FEEL TO LOSE CONTROL OF YOUR ABILITY TO GOVERN, YOUR ABILITY TO DECIDE WHAT IS BEST FOR YOUR COMMUNITY, LOSE YOUR ABILITY TO LEAD, LOSE YOUR ABILITY TO CHOOSE? OUR COMMUNITY IS IN A SIMILAR SITUATION.

WE ARE AGAINST HIGH DENSITY DEVELOPMENTS AND HAVE BEEN FOR DECADES, WHICH IS EVIDENT BY OUR ZONING GUIDELINES.

BUT A REQUEST IS SUBMITTED TO YOUR COUNCIL ASKING FOR YOU TO DECIDE HOW OUR COMMUNITY LIVES WITHOUT OUR INPUT.

JUST AS 250 YEARS AGO AT THE BOSTON TEA PARTY, THE COLONISTS HAD AN ISSUE WITH TAXATION.

WITHOUT REPRESENTATION, THERE SHOULD BE NO ANNEXATION WITHOUT REPRESENTATION.

SINCE THE LEGISLATURES IN COLUMBUS HAVE ALLOWED THIS CURRENT ANNEXATION LAWS AND PROCESSES, WHICH DOES NOT ALLOW BETHEL TOWNSHIP CITIZENS OR THE CITIZENS OF MIAMI COUNTY TO VOTE YES OR NO TO THIS ANNEXATION REQUEST.

AS IT STANDS NOW, ONLY YOUR COUNSEL HAS THE VOTE AND THE POWER TO ALLOW OR STOP ANNEXATIONS OF PROPERTY LOCATED IN MIAMI COUNTY.

YOUR NEIGHBORS IN BETHEL TOWNSHIP NEED YOUR HELP AND PROTECTION.

SO I CHARGE EACH OF YOU WITH THE RESPONSIBILITY TO DO THE RIGHT THING AND NOT ONLY REPRESENT YOUR COMMUNITY, BUT YOU HAVE THE MORAL AND ETHICAL OBLIGATION TO REPRESENT OUR COMMUNITY, WHICH IS A DISADVANTAGED COMMUNITY.

YOUR VOTE WILL HAVE A MAJOR AND PERMANENT EFFECT ON OUR COMMUNITY.

YOUR NO VOTE WILL BE KEY TO ALLOWING OUR RURAL COMMUNITY TO ENJOY OUR CHOSEN WAY OF LIFE.

YOUR NO VOTE WILL SHOW YOUR SUPPORT OF YOUR NEIGHBORS IN BETHEL TOWNSHIP AND SHOW THE DEVELOPERS THAT OUR CHOSEN WAY OF LIFE AND OUR DESIRE TO MAINTAIN THAT LIFESTYLE IS MORE IMPORTANT THAN THE DEVELOPERS INSATIABLE THIRST FOR MAKING MONEY, NO MATTER THE COST TO OUR LOCAL COMMUNITY.

YOU CAN VOTE NO TO ANNEXATION.

THERE'S NO LAW AGAINST YOU.

VOTING NO.

AS A CITY COUNCIL IN NEW CARLISLE LOCATED IN CLARK COUNTY, VOTED NO TO ANNEXATION REQUESTS OF A HUNDRED PLUS ACRES AND THE BUILDING OF 300 PLUS HIGH DENSITY HOUSES.

ONLY ONE OF THE SEVEN COUNCIL MEMBERS VOTED YES.

THE PROPERTY IN QUESTION IS ALSO LOCATED IN MIAMI COUNTY.

I BELIEVE IN MY HEART THAT YOU ALL SEE THE ANNEXATION LAWS WERE ENACTED TO HELP TWO AGREEING COMMUNITIES, PROMOTING AND SUPPORTING THE ANNEXATION, LOOKING FOR BENEFITS THAT EACH COMMUNITY WOULD SHARE AND ENJOY.

THIS ANNEXATION IS NOT ONE OF THOSE.

THE DEVELOPERS ARE TAKING ADVANTAGE OF LAWS THAT NEED MODIFYING.

THE 5,000 CITIZENS OF BETHEL TOWNSHIP ARE AGAINST THE ANNEXATION IN THE BUILDING OF HIGH DENSITY HOUSING DEVELOPMENTS.

THE THREE BETHEL TOWNSHIP TRUSTEES REPRESENTING THE CITIZENS OF BETHEL TOWNSHIP ARE AGAINST THIS ANNEXATION AND THE BUILDING OF HIGH DENSITY HOUSING DEVELOPMENTS.

THE THREE MIAMI COUNTY COMMISSIONERS REPRESENTING 110,000 CITIZENS OF MIAMI COUNTY ARE AGAINST THIS ANNEXATION AND THE BUILDING OF HIGH DENSITY HOUSING DEVELOPMENTS.

SO PLEASE BE A GOOD NEIGHBOR AND DO THE RIGHT THING.

VOTE NO TO ANYTHING ASSOCIATED WITH THE ANNEXATION OR PROPERTY LOCATED IN MIAMI COUNTY.

UH, THE PROJECT WAS EVENTUALLY EXTENDED UNTIL JANUARY 19TH, UH, AND WE DO STILL EXPECT THE ROAD TO REOPEN BY NEXT FRIDAY.

UM, ON THE IT DEPARTMENT FRONT, WE RECEIVED 110 APPLICANTS FOR THE IT DIRECTOR POSITION.

UH, TODAY WE REVIEWED CANDIDATE RESUMES WITH OUR RECRUITMENT FIRM MANAGEMENT ADVISORY GROUP WHO, UH, WHO PRESENTED WITH US THE BEST CANDIDATES.

UH, WE'LL BE BRINGING IN EIGHT CANDIDATES FOR FIRST ROUND INTERVIEWS, UH, FOR IT DIRECTOR THE WEEK OF JANUARY 29TH.

UM, ALSO, WE ARE CONTINUING TO RECOVER FROM THE CYBER ATTACK.

SO WHEN WE LOOK AT EXECUTIVE BOULEVARD AND THE DIFFERENT PROPERTIES THAT HAVE BEEN PURCHASED AND SOLD UP IN THAT AREA, LONG EXECUTIVE, I JUST KIND OF WANTED TO GO THROUGH THERE BECAUSE, YOU KNOW, WE'VE BEEN, UM, JUST HEARING A LOT THAT WE'RE OVERPAYING FOR THIS PROPERTY, THAT THE $2,050,000 IS TOO MUCH FOR THAT PROPERTY.

UM, THAT BREAKS DOWN TO $126,811 AN ACRE.

SO THAT'S REALLY THE NUMBER THAT WE'LL TALK ABOUT.

THE PROPOSAL TONIGHT IS TO BUY LAND FOR 126,000 AN ACRE WHERE LAND IS SOLD ALL AROUND, ANYWHERE FROM 71,000 UP TO $1.5 MILLION AN ACRE.

IF YOU LOOK AT THE, THE COMPREHENSIVE PICTURE, UM, THE, THE MONEY AT LEAST THAT WE ARE PUTTING INTO THE PROPERTY WITH THE VISION OF MAKING HUBER HEIGHTS BETTER AND LIVING UP TO THAT SLOGAN AND LOGO THAT WE HAVE OF COME GROW WITH US.

AND, AND, AND FOR ME ROLLING THE CLOCK BACK A LITTLE BIT, LOOKING AT SOME OF THE DEALS, AND I, AND, AND I REMEMBER THE COMPLAINTS THAT, THAT I HEARD I'M TALKING NINE, 10 YEARS AGO ABOUT CITY PURCHASES AND WHAT'S GOING ON, AND, AND THEN FAST FORWARD AND LOOK AND SEE WHAT HAS BEEN DONE WITH EXECUTIVE BOULEVARD TO THIS POINT.

AND THE CITY HAS NOT LOST MONEY.

SO AT, AT LEAST IN MY ESTIMATION, I I PLAN TO SUPPORT THE RESOLUTION WITH SOME CONCERN THAT I HOPE I'M NOT BEING DUPED.

BUT MOST CITIES ARE, ALL CITIES THAT I'M AWARE OF CONSIDER THE WATER LINES A PART OF THE UTILITY.

SO BASICALLY OUR COST TO PRODUCE THE WATER, DELIVER IT AS WELL AS OUR COSTS TO TAKE IN SANITARY SEWAGE AND PROCESS, IT SHOULD BE FULLY FUNDED BY THE ENTERPRISE UTILITY FUND.

AND THAT MONEY, THE PROFIT THAT WE MADE FROM THAT PARTICULAR LAND SALE, UH, WE CREATED THIS TRANSFORMATIONAL ECONOMIC DEVELOPMENT FUND UNDERSTANDING THAT THE CITY WAS GONNA HAVE PROBABLY SEVERAL MORE PROJECTS DOWN THE ROAD THAT WE WOULD USE THE MONEY THAT WOULD BE INVESTED BASED ON PROFITS FROM DIFFERENT REAL ESTATE TRANSACTIONS, UH, TO BUILD AND DESIGN AND DO THESE EXTRA PROJECTS.

SO, FOR EXAMPLE, MARY MEADOWS IS ANOTHER TRANSFORMATIONAL ECONOMIC DEVELOPMENT PLAN THAT WE CALL OUR TED FUND.

AND IT'S LISTED IN THE BUDGET AS A TED FUND AND IT HAS MONEY IN IT.

AND THAT'S WHAT WE USE TO HELP SPUR THAT ECONOMIC DEVELOPMENT IN SPECIFIC PROJECTS.

SO WE STARTED THIS FUND OFF WITH BASICALLY 1,000,008 IN PROFIT THAT WE TOOK FROM A, A TAX FORECLOSURE ON THE PROPERTY WHERE, UH, WE'RE, WE'RE WHERE CAMPING WORLD IS AT, AND I BELIEVE OUR PLANNING COMMISSION JUST APPROVED LAST NIGHT, UH, FOR RIGHT WAY AN ACTUAL CAMPGROUND ALSO IN THAT PROPERTY THAT WE'RE, WE'VE DONE A LAND SWAP FROM THE LAND THAT IS BEHIND CEDAR HILL FURNITURE FOR THE LAND THAT'S THERE, WHICH ACTUALLY HAS SOME DEVELOPMENT ABILITIES VERSUS NOT A WHOLE LOT OF DEVELOPMENT ABILITIES, UH, BEHIND CAMPING WORLD.

SO WE'VE DONE A LAND SWAP FROM THAT PERSPECTIVE.

SO, UH, AGAIN, THAT'S ANOTHER PROJECT THAT, THAT HAS TURNED OUT VERY WELL AND PUT MONEY INTO THE COFFERS OF THE CITY.

AND I THINK WHEN WE, WHEN WE LOOK AT, UH, WE'VE BEEN INVESTING ROUGHLY 1,000,005 MILLION SIX INTO OUR WATER FUND OVER THE LAST FEW YEARS, EACH YEAR, THEN I THINK IT WAS IN ROUGHLY NOVEMBER OF 22.

AND I THINK, UM, YOU KNOW, WHEN WE'RE LOOKING AT BACKLOGS OF, OF SOME OF THE PIPING TO GET IN FOR OUR WATER MAINS, UH, THE SUGGESTION WAS MADE BY STAFF TO MOVE TO AN 18 MONTH CYCLE, UH, ON FUNDING OUR WATER JUST BECAUSE IT WAS TAKING THAT LONG TO GET THAT MATERIAL IN.

SO, UM, AS WE HAVE ECONOMIC DEVELOPMENT PROJECTS THAT PRODUCE MONEY AND CAPITAL IN THE GENERAL FUND FOR THE CITY, THEN COUNCIL CAN THEN TAKE THE OPPORTUNITY TO LOOK AT WHAT THE OVERALL BUDGET IS, WHAT THE GENERAL FUND IS, WHAT OUR TAX REVENUES ARE, WHAT OUR, UH, UTILITY CAPITAL IMPROVEMENT FUNDS, WE HAVE THE OPPORTUNITY, THEN HAVE THOSE DISCUSSIONS AND SEE WHERE THAT MONEY'S AT.

AND OF COURSE, AS MORE ECONOMIC DEVELOPMENT MONEY COMES INTO THE CITY'S COFFERS, THAT FREES UP OTHER MONEY THAT WE CAN USE.

SO I DON'T KNOW IF, UM, EARMARKING SPECIFIC PROJECT ON ECONOMIC DEVELOPMENT FOR INFRASTRUCTURE FOR WATER UTILITY IS THE RIGHT THING TO DO, BUT THAT'S A COUNCIL DECISION AND DISCUSSION THAT WE CAN HAVE, OR WE JUST NEED TO LOOK AT WHAT THE BUDGET LOOKS LIKE AND DETERMINE WHERE THAT MONEY IS FREED UP BECAUSE OF SOME OF THE PROFITS AND THE MONEY WE'VE MADE ALL FOR ECONOMIC DEVELOPMENT PROGRAMS TO BE ABLE TO FREE THAT MONEY UP AND USE IT IN OTHER AREAS AND OTHER PLACES IN THE CITY.

UM, BUT AS IT RELATES TO THE TOPIC TODAY, YES, I DIDN'T LOVE DOING IT THIS WAY, BUT WHEN I MET WITH JIM BELL THIS WEEK ABOUT THE BUDGET, I MENTIONED THAT WE WOULD NEED TO INCREASE THE SPENDING AUTHORITY ON THE CYBERSECURITY INCIDENT OR CYBER SECURITY UPDATES.

HE RECOMMENDED THAT SINCE THIS PIECE IS ALREADY HERE, UH, WE COULD HAVE DISCUSSION TODAY AND DO AN AMENDMENT ON IT.

SO IT'S NOT LIKE THEY'RE GOING OUT CARTE BLANCHE BLIND, IT'S, THEY DO DO AN, IF YOU WANNA CALL IT A LESS FORMAL RIGHT, UH, SURVEY OF THE SERVICES AND GOODS THAT ARE IN THE AREA.
