THAT I WOULD LIKE TO READ, UH, FOR EVERYONE HERE THIS EVENING AND ANYONE WHO IS, UH, WATCHING FROM HOME.

AND, UH, IT'S IN REGARDING THE PRESENTATION THAT WAS GIVEN LAST WEEK BY THE INTERIM CITY MANAGER AND OUR POLICE CHIEF.

SO, I WOULD LIKE TO ADDRESS EVERYONE REGARDING THE PRESENTATION, GIVEN THAT THE LAST WORK SESSION BY THE INTERIM CITY MANAGER AND THE POLICE CHIEF ABOUT THE DATA THAT WAS PRESENTED.

THERE ARE MANY THINGS THAT ARE CONSIDERED WHEN MAKING DECISIONS THAT AFFECT THE PUBLIC SAFETY OF OUR COMMUNITY.

AND THE DATA THAT WAS PRESENTED LAST TUESDAY IS, BUT ONE OF THOSE FACTORS, I WANNA ASSURE EVERYONE THAT MORE DISCUSSIONS WILL BE TAKING PLACE BETWEEN THIS COUNCIL AND CITY MANAGEMENT TO DETERMINE WHAT OUR BEST COURSE OF ACTION IS, TO MAKE SURE WE HAVE ALL OF THE RESOURCES NECESSARY TO MAINTAIN PUBLIC SAFETY AT THE HIGHEST AND MOST EFFICIENT LEVELS POSSIBLE.

SECONDLY, I WANNA REITERATE THAT ONE OF THE MAIN REASONS THIS COUNCIL SELECTED MR. Z AS OUR NEXT CITY MANAGER IS BECAUSE OF HIS VAST EXPERIENCE AS A PUBLIC SAFETY DIRECTOR AND WITH DISPATCH CENTERS.

IT'LL BE EXTREMELY IMPORTANT TO HAVE MR. ZICK INVOLVED IN ANY DISCUSSIONS MOVING FORWARD THAT INVOLVES THE MEN AND WOMEN OF OUR POLICE FORCE, AND I KNOW HE LOOKS FORWARD TO THOSE CONVERSATIONS AND PROVIDING HIS INPUT IN THE DECISION MAKING PROCESS IN THE UPCOMING BUDGET SEASON.

LASTLY, I THINK EVERYONE KNOWS THAT I HAVE BEEN A VERY PRO ECONOMIC DEVELOPMENT MAYOR OVER THE PAST FIVE AND A HALF YEARS, AND IT SHOULD GO WITHOUT SAYING THAT.

I FULLY UNDERSTAND THAT IN ORDER FOR ECONOMIC GROWTH IN BOTH COMMERCIAL AND RESIDENTIAL SECTORS, TO NOT ONLY BE VIBRANT BUT SUSTAINABLE PUBLIC SAFETY HAS TO CONTINUE BEING THE BEST IN THE REGION AS IT ALWAYS HAS BEEN.

NEW BUSINESSES AND RESIDENTS SIMPLY WILL NOT LOCATE HERE IF THEY DON'T BELIEVE PUBLIC SAFETY IS A TOP PRIORITY.

AND I'M HERE TO LET EVERYONE KNOW THAT IT IS.

AND WE WILL CONTINUE TO DO EVERYTHING IN OUR POWER LEGISLATIVELY AS A COUNCIL TO MAKE SURE THAT EVERYONE KNOWS HUBER HEIGHTS IS SAFE AND A PLACE THEY CAN FIND COMFORT AT HOME, AT WORK, AND WHILE BEING INVOLVED IN OUR COMMUNITY EVENTS.

UH, YES, WE HAVE TWO THIS EVENING.

THE FIRST WOULD BE, UH, MR. DOG BEHRINGER.

UH, COUNCILMAN AND WOMEN? MY NAME IS DOUGLAS J BEHRINGER.

I'M GENERAL COUNSEL FOR THE FRATERNAL ORDER, PLEASE, OHIO LABOR COUNCIL, WHICH REPRESENTS THE HUBER HEIGHTS F O P LODGE 1 61.

AND THIS STATEMENT IS ON THEIR BEHALF.

USUALLY THE UNION STAYS IN THE BACKGROUND REPRESENTING YOUR POLICE OFFICERS.

WHILE MOST PEOPLE IN THE CITY WOULD NOT EVEN KNOW WE EXISTED THIS, HOWEVER NEEDED, NEEDED TO CHANGE THIS EVENING TO ADDRESS WHAT OUR MEMBERSHIP FEELS IS A COM, A COMPLETE LACK OF SUPPORT FOR THE POLICE OFFICERS WORKING IN THE CITY.

OUR MEMBERS HAVE BEEN WATCHING YOUR CITY COUNCIL MEETINGS, WHETHER IN PERSON OR VIA VIDEO.

AND THE TIME FOR US TO VOICE OUR CONCERNS IS NOW, ALTHOUGH THERE ARE A LOT OF ISSUES THAT COULD BE DISCUSSED, I WILL KEEP IT BRIEF AND ONLY TOUCH UPON WHAT WE FEEL IS THE MOST SERIOUS I HAVE WITH ME.

THE 2002 STUDY CONDUCTED BY THE INTERNATIONAL ASSOCIATION'S CHIEFS OF POLICE FOR THE CITY OF HUBER HEIGHTS POLICE DEPARTMENT.

IN 2002, THE CITY AUTHORIZED AND STAFFED 52 SWORN OFFICERS FROM THE CHIEF ON DOWN.

IN THAT SAME STUDY, THEY PROPOSED STAFFING LEVELS OF 63 SWORN POLICE OFFICERS FROM THE TOP DOWN.

THAT WAS IN 2002.

CURRENTLY, WE ARE AUTHORIZED 55 SWORN ALL EMPLOYEES IN THE MOST RECENT CITY, THE CITY RE MOST RECENT CENSUS, THE CITY HAD A POPULATION OF JUST OVER 43,000 RESIDENTS AT THE TIME OF THE 2002 STUDY THAT THE POPULATION OF WAS JUST OVER 38,000.

I DO NOT THINK ANYONE HERE TODAY CAN ARGUE THAT IN THE PAST 21 YEARS, THE CITY HAS NOT GROWN FROM BOTH A BUSINESS AND A RESIDENTIAL STANDPOINT.

SO WHY HASN'T THE POLICE SERVICES FOLLOWED SUIT? IN ADDITION TO THE BUSINESS GROWTH AT THE SHOPPING CENTERS, WE HAVE CONSTRUCTED A VERY NICE OUTDOOR MUSIC VENUE.

NO ONE IS COMPLAINING ABOUT HOW NICE THE ROSE IS.

HOWEVER, SIX MONTHS OUT OF THE YEAR, IT CAN TAKE ANYWHERE FROM FOUR TO SIX OFFICERS TO STAFF THE SECURITY DETAIL.

THIS IS OFTEN EQUAL TO OR MORE THAN THE MINIMUM ROAD PATROL COVERAGE AT ANY GIVEN TIME CITYWIDE.

THERE HAVE ALSO BEEN CERTAIN CONCERTS WHERE EIGHT MEMBERS HAVE WORKED AT THE ROWS, WHICH EXCEEDS THE COVERAGE PROVIDED FOR THE ENTIRE CITY.

WE UNDERSTAND WHAT WAS PRESENTED TO YOU AT THE WORK SESSION REGARDING PART ONE CRIMES.

HOWEVER, THIS DOES NOT PAINT THE FULL PICTURE OF OF OUR MEMBERS DAY IN AND DAY OUT WORKLOAD.

OUR CALLS FOR SERVICES ARE NOT LISTED IN THE PART ONE CRIME THAT STILL REQUIRE A TWO OFFICER RESPONSE ARE NUMEROUS ALARMS, DISTURBANCES, DISORDERLY CONDUCT, SUSPICIOUS CIRCUMSTANCE, DOMESTIC VIOLENCE THEFT, SERIOUS CRASHES, JUST TO NAME A FEW.

THESE CALLS FOR SERVICES ARE SOME OF THE MOST COMMON.

THIS MEANS THAT DEPENDING ON THE SHIFT, 40 TO 50% OF OUR STAFF MEMBERS WOULD BE UNAVAILABLE FOR OTHER ROUTINE CALLS FOR SERVICE WHEN THEY ARE ALWAYS AT MINIMUM STAFFING.

THESE CALLS ALL VARY IN THE AMOUNT OF TIME IT WOULD TAKE FOR TWO OFFICERS TO FINISH AND CLEAR THE CALL WHILE ALARM CAN BE CLEARED QUICKLY, IF IT'S FOUND TO BE A FALSE ALARM, SOMETHING LIKE A DOMESTIC VIOLENCE CALL WILL ROUTINELY TAKE THOSE OFFERS OVER AN HOUR TO COMPLETE BETWEEN INTERVIEWING THE PEOPLE, DETERMINING IF THERE'S AN OFFENSE, COMPLETING NECESSARY PAPERWORK AT THE SCENE, JAIL, TRANSPORTATION, THEN A REPORT.

THIS IS SUBSTANTIAL WHEN YOU CONSIDER THAT 40 TO 50% OF THE MANPOWER STATISTICS MENTIONED PREVIOUSLY.

I KNOW A COMMENT WAS MADE ABOUT CALLS FOR SERVICE BEING UP AND THAT EXPLANATION ABOUT PEOPLE CALLING IN ABOUT TRASH PICKUP WAS PARTIALLY BLAMED FOR THESE NUMBERS.

I WOULD LIKE TO CLARIFY THAT A CALL FOR SERVICE IS NOT GENERATED UNLESS AN OFFICER MUST RESPOND TO HANDLE A CALL.

ROUTINE CALLS LIKE TRASH SERVICE QUESTIONS ARE DONE BY DISPATCH AND NEVER MAKE IT TO THE POINT OF AN OFFICER BEING CALLED FOR SERVICE.

WE DO AGREE WITH CHIEF LIGHTNER THAT WE PRIDE OURSELVES IN NOT ORDERING OUR MEMBERS INTO WORK ON THEIR DAYS OFF, BUT THIS MEANS THAT OFFICERS THAT ARE NOT, THAT ARE WORKING ARE EITHER STAYING OVER ON THEIR SHIFT OR COMING IN FOUR HOURS EARLY.

WHILE THIS DOES NOT SEEM LIKE A BIG DEAL AT FACE VALUE, WHEN MEMBERS ARE WORKING OVERTIME, SEVERAL TIMES THROUGHOUT A WORK ROTATION BEGINS TO TAKE A TOLL.

OUR MEMBERSHIP SHOULD NOT HAVE TO MAKE THE DECISION TO EITHER BE A POLICE OFFICER OR A PARENT COACH OR TEACHER.

BY THIS I MEAN THAT OFTEN MEMBERS ARE PICKING UP OVERTIME THAT THEY DO NOT WANT TO PREVENT FROM BEING CALLED IN OR ORDERED IN ON DAYS THAT THEY HAVE A SERIOUS CONFLICT WITH THEIR PERSONAL SCHEDULE OUTSIDE OF WORK.

BASICALLY PICKING THE LESSER OF TWO EVILS THAT TAKES A TOLL ON THE MEMBERSHIP BOTH HERE AND WITH THEIR PERFORMANCE AND IN THEIR HOME LIFE.

WHEN YOU WORK THREE OR FOUR DAYS OR MORE OF OVERTIME THROUGHOUT YOUR ROTATION, YOU CAN'T HELP BUT FEEL WORN OUT.

THERE ARE TIMES WHEN THE OFFICERS NEED THAT TIME IN BETWEEN CALLS TO DECOMPRESS AND PREPARE FOR THE NEXT CALL TO COME IN.

SPEAKING OF THESE CALLS FOR SERVICE, THEY HAVE CHANGED QUITE A BIT AS WELL IN TODAY'S,

IN TODAY'S DAY AND AGE, MENTAL HEALTH IS A HOT TO TOPIC ITEM AND OUR RESPONSE ON HOW WE DEAL WITH THESE PERSONS WITH MENTAL I ILLNESSES CHANGED SOCIETY NOW EXPECTS US TO BE MENTAL HEALTH EXPERTS WITHOUT THE APPROPRIATE DEGREE OR EXPERTISE.

SO MUCH SO THAT INITIATIVE WAS SENT ON IN MOTION TO HAVE EVERY SWORN OFFICER ATTAIN A C I T CRISIS INTERVENTION TEAM TRAINING FOR A WEEK DEALING WITH MENTAL HEALTH ISSUES.

THESE, THIS TRAINING WAS DESIGNED TO ASSIST OFFICERS IN DEALING WITH PEOPLE WITH MENTAL HEALTH ISSUES WHILE THIS INITIATIVE WAS NEEDED.

IT FURTHER SHOWS THAT MORE TIME IS SPENT DEALING WITH THESE SITUATIONS.

THE STATE OF IOWA'S ALSO MANTA MANDATED ONLINE TRAINING FOR ALL SWORN PERSONNEL ON VARIOUS TOPICS.

THESE TRAINING SESSIONS CAN TAKE UP TO TWO TO THREE HOURS OF TIME TO COMPLETE EACH MONTH.

THESE TWO TO THREE HOURS MAY NOT SEEM LIKE MUCH, BUT WHEN OUR MEMBERS HAVE TO ACCOMPLISH THIS DURING REGULAR DUTY HOURS, IT BECOMES A BIT HECTIC.

THEY MAY START THE TRAINING, THEY HAVE TO PAUSE THE TRAINING AND DEAL WITH THE CALL FOR SERVICE ONCE AVAILABLE AGAIN, THEY NEED TO FIND AN APPROPRIATE PLACE TO PARK, TRY TO RESUME THE TRAINING UNTIL THE NEXT CALL COMES IN AND THE PROCESS REPEATS ITSELF OVER AND OVER.

TIME SPENT DOING THIS IS NOT TIME SPENT PROACTIVE POLICING.

WE HAVE A NEW REPORTING SYSTEM, WHICH TO PUT IT NICELY, HAS NOT BEEN WELL RECEIVED.

THE IMPLEMENTATION WENT LIVE ON DECEMBER 13TH, 2022, AND IS STILL NOT OPERATIONAL TO THE STANDARDS THAT WE FEEL IS ADEQUATE.

EVERYONE BEHIND ME HERE TONIGHT COULD TELL YOU A STORY AFTER STORY ON HOW MUCH LONGER IT TAKES TO DO EVEN THE SIMPLEST REPORTS WITH THE CURRENT SYSTEM.

THIS, AGAIN, TAKES AWAY FROM DOING PROACTIVE POLICE WORK.

HERE AGAIN, WE ARE NOT STATING THAT THESE ARE THE ONLY ISSUES OR THE OUR REASONING BEHIND CERTAIN QUESTIONS ASKED ARE DEFINITIVE, BUT WE NEED YOU AS A CITY TO KNOW THAT PURE NUMBERS DO NOT PAINT THE FULL PICTURE.

THESE ISSUES ARE NOT ONLY A MATTER OF PUBLIC SAFETY, BUT OF OFFICER, OFFICER SAFETY.

I'M SURE YOU WOULD ALL AGREE THAT THESE ARE BOTH PRIORITIES FOR THE CITY CITIZENS OF SCHUBERT HEIGHTS AS WELL AS THEY GO HAND IN HAND.

THAT BEING SAID, AS THE CITY CONTINUES TO GROW, ARE, WERE YOU READY TO GROW WITH IT? THANK YOU.

JEFF MORFORD, BETHEL TOWNSHIP, MIAMI COUNTY TO CURRENT AND FUTURE HUBER HEIGHTS.

CITY COUNCIL MEMBERS, THE RESIDENTS OF HUBER HEIGHTS AND THE RESIDENTS OF BETHEL TOWNSHIP ANNEXATION.

THERE'S BEEN MANY ANNEXATIONS THROUGHOUT OHIO THAT HAVE BEEN BROUGHT TO THE COMMUNITY LEADERS, WHICH HAVE BEEN MUTUALLY BENEFICIAL TO BOTH COMMUNITIES.

THIS IS NOT ONE OF THOSE.

IN A FEW INSTANCES, THE CITY LEADERS SAW THE ANNEXATION IN A SUBSEQUENT DEVELOPMENT AS A PROBLEM TO BOTH COMMUNITIES ON BOTH SIDES OF THE BORDERLINE AND VOTED NO TO THE ANNEXATION REQUEST.

THEN THERE HAVE BEEN A FEW INSTANCES THAT WHEN THE CITY LEADERS VOTED YES TO THE ANNEXATION, BUT THE CITIZENS FROM BOTH COMMUNITIES BELIEVE ANNEXATION AND BUILDING OF HIGH DENSITY HOUSING DEVELOPMENT IS NOT IN THE BEST INTEREST OF EITHER COMMUNITY FOR A VARIETY OF REASONS.

THE CITIZENS COME TOGETHER AND CIRCULATE A REFERENDUM PETITION IF SUCCESSFUL THEN TO THE BALLOT WHERE THE VOTERS WILL DECIDE OF THE HUNDREDS OF VOTES THE CITY COUNCIL CASTS A VERY SMALL NUMBER ARE OBJECTED TO OR CHALLENGED USING A REFERENDUM.

BUT THE CITIZENS GO THROUGH THE HIGHLY DIFFICULT PROCEDURE OF A REFERENDUM, SHOWS THAT THE ELECTED OFFICIALS MIGHT NOT BE IN TUNE WITH THE SENTIMENT OF THE COMMUNITY.

THE VOTE WILL TELL THE FAITH OF THE CITIZENS AND THE ELECTED OFFICIALS WILL ALSO BE EXAMINED.

IT HAS BEEN SUGGESTED THAT A LOT OF BETHEL RESIDENTS AND OPPOSITION TO THIS ANNEXATION SHOW UP TO THESE MEETINGS TO PROTEST.

BUT WHERE ARE THE HUBER HEIGHTS RESIDENTS? AS I HAVE STATED BEFORE, THE COMPLICATIONS OR RESPONSIBILITIES OF LIFE RESTRICT MANY FROM ATTENDING.

I HAVE SUGGESTED BEFORE AND NOW REPEAT.

SEND OUT A SURVEY.

A SURVEY WILL BE A SIMPLE WAY TO ASK QUESTIONS AND GET ANSWERS.

TAKE THE INITIATIVE YOURSELF.

IT'S YOUR JOB TO DO ALL YOU CAN.

OR ARE YOU AFRAID WHAT THE RESULTS MIGHT BE.

REMEMBER, YOU ARE ELECTED OFFICIALS WHO ARE TO REPRESENT YOUR CITIZENS.

ASK THE EVERYDAY CITIZEN HOW DO THEY FEEL? PLEASE DON'T LISTEN ONLY TO THE DEVELOPERS AND BELIEVE THE DEVELOPMENT IS THE ANSWER TO ALL YOUR FINANCIAL WOES.

AND THE POT OF GOLD IS AT THE END OF THE RAINBOW PROVIDED BY THE DEVELOPERS.

IF THE HUBER HEIGHTS COMMUNITY WANTS TO GROW, PLEASE DO IT WITHIN YOUR BOUNDARIES, WITHIN YOUR SCHOOL SYSTEM, WITHIN YOUR CITY, WATER AND SEWAGE SYSTEM.

DON'T LOOK TO OUR COMMUNITY TO SUPPORT YOUR UNTETHERED, RUNAWAY, AND UNCONTROLLED EXPANSION.

WE HAVE ENOUGH PROBLEMS OF OUR OWN ANNEXATION, EXPANSION, BUILDING.

INCREASED POPULATION IS NOT ALL AS TOUTED TO BE.

THERE ARE SERVICES THAT ARE REQUIRED, WATER, SEWAGE, ROAD SCHOOL, FIRE, POLICE, ALL COSTING MONEY AND TIME.

AND SADLY, INCREASED POPULATION CAUSES

ROAD AND HUGE TRAFFIC PROBLEMS AND LIKE IT OR NOT, AN INCREASE IN CRIME.

NOW, IF THAT MONEY CAME IN THE FORM OF A WINDFALL, LIKE A PAST FINANCIALLY SUCCESSFUL ALUMNI, GIFTING THE SCHOOL OR GIFT OF A LARGE WINNING LOTTO TICKET OR THE OIL BEING DISCOVERED ON THE SCHOOL GROUNDS WOULD BE A POSITIVE STORY.

BUT PLEASE REMEMBER, THE ONLY REASON THAT BETHEL RECEIVED A LARGE PORTION OF THIS MONEY IS BECAUSE OF THE EXPLODED BETHEL STUDENT POPULATION FROM THE CARRIAGE TRAILS, HUBER HEIGHTS DEVELOPMENT.

IF YOU TOOK THE TIME TO TALK TO THE RESIDENTS OF BETHEL TOWNSHIP, PARTICULARLY THE RESIDENTS WITH SCHOOL CHILDREN, I'M QUITE SURE THEY WOULD SAY THE MONEY GENERATED BY THE STUDENT POPULATION INCREASE FROM CARRIAGE TRAIL IS NOT WORTH THE OVERALL PROBLEMS. THE VAST MAJORITY OF THE VAST MAJORITY OF PRIVATE INDIVIDUALS, TOWNSHIPS, CITIES, COUNTIES, STATES, ALL HAVE FINANCIAL CONSIDERATIONS.

BUT WE LIVE WITHIN OUR BUDGET.

UM, I'M KIND OF CONFUSED ABOUT THAT BECAUSE TO THIS DATE I HAVE NOT GIVEN A WRITTEN RESIGNATION.

UM, NO ONE HAS ASKED ME ABOUT MY PLAN TO RETURN TO HUBER HEIGHTS, AND I DO RECALL A PREVIOUS MEMBER OF COUNCIL SITTING IN HIS SEAT FOR MONTHS UNTIL HE WAS FINALLY FORCED TO RESIGN.

UM, SO BECAUSE I WAS CONFUSED, I DID LOOK AT THE CHARTER AND IT DOES SAY THAT ACCORDING TO CHARTER SECTION 9 0 7, IT TAKES SIX MEMBERS OF COUNCIL TO REMOVE A BOARD COMMISSION MEMBER FROM THEIR SEAT.

SO I WOULD JUST LIKE TO ASK WHICH SIX OF YOU VOTED TO REMOVE ME FROM MY SEAT? OKAY.

UM, SO THE ONLY WAY THAT THERE WILL BE A VAC VACANCY IS IF SOMEONE RESIGNED FROM THEIR SEAT.

UNTIL THIS POINT, I HAVE NOT DONE SO.

SO THAT WAS A SHOCK TO THEM TO FIND OUT THAT THERE WAS A VACANCY.

AND NO ONE, THEY KNEW IT WAS ME 'CAUSE MY NAME WASN'T THERE.

AND TO THIS DATE, I HAD NOT HEARD ANYTHING ABOUT ME SERVING IN AN EX OFFICIO POSITION AS CHAIR.

THERE HAD BEEN NO COMMUNICATION.

AND WE HAVE A MEETING COMING UP SEPTEMBER THE SEVENTH.

AND I KNOW YOU TOLD ME, TONY, THAT I COULDN'T CHAIR THAT MEETING BECAUSE I'M TECHNICALLY NOT ON THE COMMISSION.

THE LANGUAGE IS VERY AMBIGUOUS, AS IS A LOT OF POLICIES AND LANGUAGE THAT I, AND I'VE TALKED ABOUT THIS FOR YEARS.

IF IT'S LEFT TO INTERPRETATION AND DIFFERENT PEOPLE INTERPRET IT DIFFERENTLY, I INTERPRET THAT AS I'M A RESIDENT OF THE CITY WHEN I APPLY AT THE TIME OF APPLICATION.

BUT IF IT DOESN'T STATE THAT I NEED TO REMAIN A RESIDENT FOR THE TERM OF MY COMMISSION, THEN MAYBE THAT'S LANGUAGE THAT YOU ALL NEED TO CONSIDER.

WELL, DAVE, YOU CAN CORRECT ME IF I'M WRONG, BUT, UH, CHARTER DOES SPEAK TO, UH, BEING AN ELECTOR, WHICH REQUIRES THAT YOU BE A RESIDENT OF THE CITY AS, AS A REQUIREMENT IN THE CITY CHARTER.

ALSO, I WANT TO CLEARLY STATE THE REASON FOR MY RELOCATION BECAUSE I HEARD THERE'S RUMOR, BUT I WANT TO BE CLEAR ABOUT WHY I, WHY I LEFT THE CITY.

MY FAMILY AND I WERE ACTUALLY FORCED TO LEAVE THE CITY.

UM, WE WERE FORCED TO LEAVE OUR HOME OF SEVEN YEARS BECAUSE MY PRIVATE OWNER RETIRED AND SOLD THE PROPERTY TO A REAL ESTATE INVESTOR WHO ASSURED ME THAT SHE WAS NOT GOING TO CHANGE ANYTHING BUT OWNERSHIP.

AND AS SOON AS SHE GOT OWNERSHIP OF THE PROPERTY, SHE FORCED US OUT $6,000 LATER WITH A HIGH ATTORNEY BILL BECAUSE I HAD TO MAKE SURE THAT OUR RIGHTS WERE NOT BEING VIOLATED.

AND THEY WERE, I'M OUT OF MY CONDO NO LONGER LIVING IN THE CITY THAT I LOVE, AND SHE'S HAD THE PROPERTY ON THE MARKET FOR RENT FOR 30 DAYS.

NOBODY'S LIVING THERE.

SO I BRING THIS UP TO SAY THESE ARE THE TYPES OF SYSTEMIC ISSUES THAT MY COMMISSION LOOKS AT ALL THE TIME.

PLEASE TAKE A LOOK AT RESIDENCY REQUIREMENTS IN THESE TYPES OF SITUATIONS.

WHEN SOMEONE IS DISPLACED, FORCED OUT OF THEIR HOUSING AND THEY'RE IN A PUBLIC OFFICE, THERE NEEDS TO BE SOME CLEAR LANGUAGE IN THE CHARTER THAT STATES IN THIS SITUATION, WHAT SHOULD HAPPEN.

AND I'M GLAD WE'VE GOT OUR, OUR HIRING UP ON OUR FIRE DEPARTMENT.

BUT HALF THIS COUNCIL HAS COMPELLED THE IDEA TO PUT THAT ITEM ON THE AGENDA IN SUCH A MANNER WHERE WE HAD TO HAVE WEEKLY FIREFIGHTER UPDATES RAN OUT HERE TO MAKE EVERYONE AWARE OF WHERE WE WERE AT, WHO WAS IN THE PROCESS, WHO WE WERE HIRING, WHERE THEY WERE AT IN THE PROCESS.

BUT NOT ONE TIME DID THE OTHER HALF OF THE COUNCIL COMPEL TO PUT THE ITEM ON THE AGENDA UNTIL NOW.

SO, YES, WE DID TALK ABOUT THAT.

WE HAD A TOWN HALL AND I DID RECOMMEND HIRING THREE ADDITIONAL POLICE OFFICERS THAT WE COULD HAVE A TRAFFIC CONTROL UNIT.

AND WE GOT A DIFFERENT OPINION FROM THE CHIEF AND DIFFERENT OPINION FROM THE CITY MANAGER AT THAT TIME.

SO OVER THE COURSE OF THE LAST SIX MONTHS, A YEAR WHEN THIS COUNCIL HAS BEEN FOCUSED ON NOTHING BUT THE FIRE DEPARTMENT AT THE WHIM OF MR. LYON, WHO NOW IS NOT HERE, WHEN THE F O P COMES TO TO BE UPSET, WHICH THEY HAVE EVERY RIGHT TO BE, AND MR. LYON HAS DECIDED NOT TO SHOW UP THIS EVENING, NOT ONE TIME DID ANYBODY ELSE COMPEL ME TO PUT ANY ADDITIONAL ITEM ABOUT HIRING POLICE OFFICERS ON AN AGENDA.

NOW WHEN IT MAKES SENSE TO DO THAT, WE'VE HIRED A NEW CITY MANAGER WHO HAS A TON OF EXPERIENCE IN WORKING IN PUBLIC SAFETY.

SO IF THE CHIEF COMES TO US AND SAYS, I NEED PEOPLE, AND I HAVE ASKED, MANY OF US HAVE ASKED, DO WE NEED IT FOR TRAFFIC CONTROL? DO WE NEED IT FOR SOME OTHER REASON? AND WE'RE CONSTANTLY TOLD, NO, WE DON'T NEED TO INCREASE OUR MANPOWER, SO PLEASE DON'T BLAME US BECAUSE WE HAVE STOOD BEHIND YOU.

AND, AND I WOULD JUST SAY ONE, ONE THING, AND I THINK ANYBODY CAN GO BACK AND WATCH THE MEETING.

AND I'VE VOICED MY FRUSTRATION AT THE WAY THIS PROCESS PLAYED OUT, PITTING THE FIRE DEPARTMENT VERSUS THE POLICE DEPARTMENT.

IT'S ALL PUBLIC RECORD, IT'S ALL IN THE MEETING.

I WAS EXTREMELY FRUSTRATED THAT MR. LYONS HAD BEEN ADVOCATING FOR NOTHING BUT FIREFIGHTERS ALL THAT TIME BEFORE WE EVEN HEARD A PRESENTATION FROM THE POLICE CHIEF REGARDING WHAT THE NUMBERS FROM THE POLICE DEPARTMENT SHOULD BE.

AND WE WERE OVERRULED BY THAT BECAUSE HALF THE COUNCIL DECIDED THEY WANTED THAT ON THE AGENDA.

AND THAT'S THE WAY THOSE DISCUSSIONS WENT.

IT'S ALL IN RECORD.

YOU CAN GO BACK AND WATCH ANY ONE OF THOSE MEETINGS.

WE'VE BEEN ADVOCATING FOR POLICE.

WE ASKED FOR POLICE, WE ASKED FOR PRESENTATIONS FROM EVERY DEPARTMENT MANAGER ABOUT WHAT POSITIONS THEY NEEDED, WHAT, UM, NEW EMPLOYEES THEY NEEDED FROM PLANNING AND ZONING TO OUR PUBLIC WORKS DEPARTMENT, TO OUR POLICE DEPARTMENT AND FIRE DEPARTMENT.

AND MR. LYONS WAS NOTHING BUT ABOUT THE FIRE DEPARTMENT BEFORE.

AND I WAS VERY FRUSTRATED BY THAT BEFORE WE EVEN HAD THE OPPORTUNITY HERE FROM ANY OF THE OTHER DEPARTMENT HEADS BEFORE WE HEARD FROM THE CHIEF BEFORE, BEFORE WE HEARD FROM MIKE GRAY, OUR PUBLIC WORKS MANAGER, AND BEFORE WE HEARD FROM ANYONE IN ZONING ABOUT ADDITIONAL MANPOWER NEEDS.

SO NOW HERE WE ARE, AND THAT'S THE DECISION THAT WAS MADE.

AND I AGREE, IT'S NOW TIME TO MAKE THE POLICE DEPARTMENT WHOLE.

NONE OF US UP HERE ARE AGAINST THAT.

BUT GOING INTO THE 2024 BUDGET SEASON, WE HAVE A NEW CITY LEADER THAT'S COMING ON BOARD.

CURRENTLY, UH, IN OUR STRAIGHT ZONED, UH, THERE'S A DISP, UH, DISPARITY BETWEEN, UM, THOSE, UH, AREAS THAT ARE ZONED AGRICULTURAL THROUGH R SEVEN VERSUS, UH, THOSE THAT ARE, UH, WITHIN THE P U D STANDARDS.

SO RIGHT NOW, UNDER STRAIGHT ZONING, IF YOU WERE TO BUILD A ONE STORY HOME, IT MUST BE A HUNDRED PERCENT BRICK.

UH, THE FIRST FLOOR OF ANY MULTI-STORY, UH, UH, OR THE FIRST FLOOR OF ANY MULTI-STORY BUILDINGS IN A STRAIGHT ZONE, UM, DISTRICT MUST BE A HUNDRED PERCENT, UH, BRICK ON THE FIRST FLOOR, UH, UNDER OUR PLANNED RESIDENTIAL.

UM, IT IS REALLY AT THE DISCRETION OF PLANNING COMMISSION AND CITY COUNCIL.

UH, IT JUST SAYS BRICK IN THE, UH, IN THE ZONING CODE.

UH, IT ALSO DEFINES OTHER MATERIALS THAT MAY BE USED FOR THAT NON BRICK OR THAT NON 25% REQUIREMENT, BUT THAT'S ALSO INCLUDES MASONRY OR VINYL.

WE ARE SETTING A MINIMUM STANDARD FOR VINYL, UH, AT 0.44 MILLIMETERS UNLESS IT'S, UH, INSULATED VINYL SIDING, UH, PARTLY TO REDUCE SAG, UH, WIND, UH, ISSUES WITH WIND, THAT KIND OF THING.

UH, ALL THOSE ISSUES THAT PEOPLE DON'T LIKE.

VINYL SIDING SHOULD BE ADDRESSED BY A THICKER VERSION OR INSULATED, UM, VINYL SIDING.

SO WHAT WE'RE PROPOSING IS THAT IN STRAIGHT ZONED AREAS, WE MOVE DOWN TO A MINIMUM OF 25% FOR THE FIRST ON THE FIRST FLOOR FRONT FACADE.
