UH, FIRST, THE, UH, NEW TRAFFIC SIGNAL AT OLD TROY AND HAYDEN, UH, NEXT TO HUNTINGTON BANK IS SCHEDULED FOR ACTIVATION ON APRIL 17TH.

IT'S CURRENTLY IN A FLASHING WARNING CONDITION.

NOW, UH, WE WILL, UH, UM, ACTIVATE THAT LIGHT, UH, AS AGAIN, I SAID ON APRIL 17TH.

UH, AUTHORIZATION LEGISLATION FOR THE ADDITIONAL LANE, THE EXTENSION OF THE ADDITIONAL LANE, UH, OUT TO I 70 IS EXPECTED, UH, TO CITY COUNCIL IN MAY.

AS WE LOOK TO COMPLETE, UH, THE REMAINING PORTION OF THAT PROJECT, I ALSO WANNA LET, UH, COUNCIL AND THE COMMUNITY KNOW THAT, UH, THE CITY IN PREMIER, EXCUSE ME, CLOSED ON THE NECESSARY LOT LINE ADJUSTMENT AT, UH, THE FORMER MARION MEADOW SITE TO FACILITATE THE ADVANCEMENT OF HERITAGE COMMONS PROJECT.

UH, WE ARE NOW CURRENTLY WORKING WITH, UH, HOMESTEAD DEVELOPMENT, UH, WHO IS, UH, PUTTING TOGETHER THE HOMESTEAD COMMONS PROJECT, UH, TO SCHEDULE A CLOSE FOR THEM.

WE ARE LOOKING TO PROVIDE COUNSEL A, UH, FULL PROJECT UPDATE ON THE HERITAGE COMMON, INCLUDING, UH, AN UPDATE ON THE CR DATE ON, UH, THE CR DATE FACILITY, UH, AND AN UPCOMING WORK SESSION.

PRELIMINARY DEVELOPMENT WORK ALSO CONTINUES ON THE NEW PUBLIC WORKS FACILITY, UH, FOLLOWING A SITE VISIT ON MARCH 25TH FROM, UH, COONEY ARCHITECTS TO ASSESS POTENTIAL BUILDING PLACEMENT LOCATIONS.

UH, THE DESIGN TEAM IS RETURNING NEXT WEEK, APRIL 11TH, TO SURVEY THOSE POTENTIAL LOCATIONS, UH, SO THAT THEY MAY BEGIN ENGINEERING A PREPARING ENGINEERING DESIGN FOR, UH, PAD AND CONSTRUCTION.

UH, A DRAFT OF THE FACILITIES MANAGEMENT PLAN HAS BEEN SUBMITTED, UH, BY CITY, EXCUSE ME, HAS BEEN SUBMITTED BY WILPERT ENGINEERING FOR STAFF'S REVIEW.

UH, THAT IS CURRENTLY BEING REVIEWED AND EVALUATED BY STAFF IN A PRESENTATION TO COUNCIL IS EXPECTED AT A FUTURE WORK SESSION.

UH, LAST, AS I HAD, UH, COMMENTED, UH, BACK ON MARCH 27TH, I DO WANNA LET FOLKS KNOW THAT, UH, CURRENTLY THE TAX OFFICE IS EXTENDING ITS HOURS FOR APPOINTMENTS, UH, TO ACCOMMODATE TAXPAYERS DURING, UH, THIS LAST PUSH OF THE TAX SEASON.

UH, ALL TIMES ARE BY APPOINTMENT ONLY, AND THERE IS NO CURBSIDE SERVICE OR WALK-IN SERVICE AT THIS POINT IN TIME.

UH, THE OFFICE IS OPEN FROM EIGHT UNTIL 6:00 PM ON FRIDAY, APRIL 14TH.

UH, WE'LL ALSO HAVE HOURS ON APRIL 17TH AND, UH, TUESDAY, APRIL 18TH FROM UH, EIGHT UNTIL SIX.

UH, THERE ARE LIMITED APPOINTMENTS BETWEEN, UH, 12:00 PM AND 2:00 PM ON SATURDAY, APRIL 15TH.

UH, THE OFFICE IS ALSO OPEN FROM EIGHT 30 IN THE MORNING UNTIL FOUR 30 IN THE AFTERNOON.

UH, AGAIN, UH, TIMES ARE BY APPOINTMENT, AND WE WOULD ASK THAT CITIZENS REACH OUT TO THE TAX DIVISION IF THEY NEED HELP IN ASSISTANCE PREPARING THEIR RETURNS.

UH, THE TIMING DEPENDS ON, UH, THE BASE COURSE, EXCUSE ME, THE FINAL COURSE OF ASPHALT WITHIN THE NEW DEVELOPMENT AND AN ABILITY TO GARNER ACCESS ACROSS WHAT IS NOW, UH, HUBER COURT THAT WILL BE CLOSED.

SO WE, WE DON'T WANT BOTH OF THOSE, UH, AVENUES OF TRANSPORT OPEN.

SO, UH, THAT IS THE PLAN IS TO CLOSE THAT OFF, UH, AT HUBER AVENUE AND PROVIDE, UH, ACCESS INTO THAT DEVELOPMENT AT THAT LOCATION.

TONY? YEAH, WE HAVE, UH, VINCE KING, THE CHAIR OF THE PARKS AND RECREATION BOARD TO GIVE OUR, UH, ONGOING UPDATE.

YEP.

UH, AGAIN, VINCE KING, PARKS AND RECREATION BOARD CHAIR, UH, FOR 2023.

UM, FIRST AND FOREMOST, I WANT TO THANK YOU ALL FOR ALLOWING ME TO CONTINUE TO SERVE ON THE BOARD.

UM, HERE I WAS, UM, UNANIMOUSLY VOTED IN AGAIN.

UM, WE ALSO HAVE A NEW MEMBER ON THE BOARD AS WELL.

HE STARTED, I THINK, IN FEBRUARY, SO, UM, HE'S GONNA BE A GREAT ADDITION AS WELL.

UM, SO A BRIEF UPDATE FROM THE, FROM THE BOARD.

UM, SO I WAS NOT ABLE TO MAKE LAST, LAST MONTH'S MEETING, SO ANY QUESTION DEALING WITH THAT, THAT MEETING, I'M, I WAS NOT, I'M NOT AWARE OF WHAT WAS SAID THERE, UM, IN ITS ENTIRETY.

BUT WHAT I WILL SAY IS, THANK YOU AGAIN FOR COMMUNITY PARK.

UM, THAT NEW PLAYGROUND LOOKS GREAT, UM, ESPECIALLY WITH THE NEW, UM, CEMENT LEADING UP TO THE, UH, WHEELCHAIR SWING AS WELL.

SO THAT LOOKS GREAT, AND I CAN'T WAIT TO SEE, UM, SOME KIDS ON IT OR SOME ADULTS PLAYING ON THE SWING AS WELL.

UM, MS. KITCHEN, WE DO, WE DID HEAR YOU REFERENCING ADDING IN A SWING, SO THAT IS PART OF OUR DISCUSSIONS AS WELL.

SO, UM, WE'RE ALWAYS LOOKING AT WAYS TO IMPROVE THE PARTS.

SO, UM, SO WE'RE DEFINITELY GONNA LOOK AT DOING THAT AS WELL.

UH, OUR NEXT TOPIC WE HAVE IS EARTH DAY.

SO EVERY YEAR, UH, FOR THE LAST, WELL, THIS IS OUR SECOND TIME, I BELIEVE.

SO WHAT WE'RE TRYING TO DO IS TWO EVENTS FROM THE PARK AND RECREATION BOARD, WHICH WE WILL HOST.

SO ON APRIL 22ND, WE'RE HAVING AN EARTH DAY EVENT OUT AT THE COMMUNITY CENTER WHERE WE WILL HOST, WE'LL HAVE A COUPLE OF, UH, ACTIVITIES FOR THE KIDS.

UM, WE MAY EVEN HAVE SOME GIVEAWAYS.

UM, WE DID ORDER SOME WATER BOTTLES THIS YEAR, SO WE'LL BE GIVING THOSE OUT TO, UM, THOSE WHO COME OUT, UH, TO THE COMMUNITY CENTER.

AND WE'RE ALSO ENCOURAGING, UM, OUR ENTIRE COMMUNITY TO GO OUT INTO THE PARK AND HELP CLEAN IT UP, PICK UP TRASH, ANY, UH, DEBRIS OR ANYTHING LIKE THAT.

PUT IT IN THE TRASH CANS OR PUT IT, YOU KNOW, PUT IT IN A, IN A BAG THEMSELVES, AND PUT THE BAGS NEXT TO THE TRASH CANS NEAR THE PARK.

SO THAT'LL HELP OUR CITY STAFF, UM, AS WELL AS, UM, ANYONE ELSE WHO'S OUT THERE.

UM, IT'LL HELP MAKE OUR PARKS, KEEP OUR PARKS CLEAN, AND WILL ALSO, UM, GET US READY FOR THE SUMMER SEASON AS WELL.

LET'S SEE.

SO THE ONLY OTHER THING I'D LIKE TO TALK ABOUT IS THE PRIORITY LIST.

AGAIN, I BRING IT UP EVERY TIME, SO I DON'T WANT, WANT ANYONE TO FORGET IT, BUT I WON'T GO THROUGH THE ENTIRE THING.

UM, SO OUR NUMBER ONE PRIORITY IS THE PICKLEBALL COURTS.

I DON'T KNOW IF ANYONE HAS BEEN OUT TO SEE THE PICKLEBALL COURTS LATELY, BUT THEY ARE, YOU CAN'T REALLY, YOU CAN'T USE THEM AT ALL.

THERE ARE SOME HOLES.

THERE ARE, UM, THE CONCRETE'S CRACKED.

SO WE HIGHLY RECOMMEND THAT WE PUT SOME FOCUS ON IN 2023 ON RE ON REDOING THE PICKLEBALL COURTS COMPLETELY.

UH, AND THAT INCLUDES EXPANDING IT AND MAKING IT BIGGER AS WELL.

WE ALSO RECOMMEND THAT WHEN THAT PROJECT IS, WHEN WE'RE DOING THAT PROJECTS, ALSO CONSIDERED DOING THE BASKETBALL COURTS RIGHT NEXT TO IT.

THAT WAY YOU HAVE BOTH SETS THAT MATCH AND ARE UP TO PAR.

UM, ADDITIONALLY, WE WILL STILL FOCUS ON, UM, ADDING BA BASKETBALL COURTS NORTH OF 70 UP HERE BY THE Y UH, OR BY THE AQUATIC CENTER, I'M SORRY.

AND THEN WE HAVE ALSO, UH, WANT TO ADD A FITNESS PAD AND FITNESS EQUIPMENT, TOHO.

UM, WE THINK, YOU KNOW, IT'S GREAT TO HAVE ONE DOWN IN THOMAS AT THOMAS CLOUD PARK, BUT SOMETHING SIMILAR OR SOMETHING IN A COMPACT AREA UP, UM, IN, UP IN THE SHELL AREA WOULD BE, WILL ALSO BE BENEFICIAL AS WELL.

AND THEN, UM, LAST AND, BUT NOT LEAST, WE WANNA MAKE SURE THAT WE, UM, REMEMBER THAT WE NEED TO ADD A PLAYGROUND TO THE COMMUNITY CENTER.

UM, OUR RECOMMENDATIONS TO ADDED NEAR THE BASKETBALL COURTS.

UM, ONLY BECAUSE, UM, THAT WAY IF A BROTHER AND SISTER OR AN OLDER CHILD AND A YOUNGER CHILD ARE PLAYING ON THE BASKETBALL COURT AND THEY HAVE A YOUNGER ONE WHO'S PLAYING ON THE, UM, PLAYGROUND, THEY CAN ACTUALLY KEEP AN EYE ON EACH OTHER INSTEAD OF, YOU KNOW, BEING OUT OF SIGHT.

SO WE RECOMMEND ADDING ON THAT SIDE, UM, CUZ WE ALSO, UM, WE ALREADY HAVE THE MONKEY BARS AND EVERYTHING OVER BY THE, UH, SHELTER AS WELL.

SO, UM, THERE'S ACTUALLY ENOUGH ROOM TO ADD TO MORE DISTANCE IN BETWEEN THE, LET'S SEE, 1, 2, 3, AND 1, 2, 3.

THE, THE COURTS IN THE MIDDLE.

UH, WE, UH, GOT APPROVAL FROM, UH, UH, THE COUNCIL AND ON THE 13TH, UH, WE POSTED, UH, THE RFP ON FEBRUARY 14TH.

WE CLOSED ON THE 27TH.

WE GOT A TOTAL OF FOUR BIDS, UM, VARIOUS PRICES.

UH, ONE WAS A COMPANY OUT OF FLORIDA THAT WAS, UH, PROBABLY THE HIGHEST, UH, THE HIGHEST BID.

UM, UH, OUR NEW WELLNESS MEDICAL DIRECTOR, UH, DR.

CHRIS MCINTOSH AND BATTALION CHIEF BLEY REVIEWED ALL THE QUOTES THEY INTERVIEWED.

UH, THEY ASKED QUESTIONS WE'RE, UH, ANYTHING THAT THE RFPS DID.

UH, REMEMBER THIS IS ALL PART OF AN ARPA GRANT, SO WE'LL BE REIMBURSED.

UH, THE RFP BEFORE IT CAME TO YOU HAD TO GO TO THE STATE FOR APPROVAL.

AND THEN WE ALSO WENT AHEAD AND, UH, GOT APPROVAL FROM THE STATE.

WE TOLD THEM WHO WE THOUGHT OUR BEST, UH, BEST LOWEST BID WAS.

WE PRESENTED ALL THE DOCUMENTATION.

WE'VE RECEIVED APPROVAL.

IF YOU ELECT TO, UH, UH, AWARD THE CONTRACT.

THE STATE HAS ALREADY AGREED TO ALLOW THAT TO GO THROUGH SCENE THERE.

THE GATEKEEPER OF THE ARPA MONEY, UH, AND THE, UH, LOWEST BEST BID, UH, PER DR.

UH, IN THIS PARTICULAR INSTANCE, IT WAS A PLACEHOLDER THAT WE PUT IN, UH, TO MAKE SURE THAT WE COULD BE HELD ACCOUNTABLE TO COUNSEL TO DELIVER, UH, THIS PARTICULAR ITEM, UH, THE 90 DAYS WAS, UH, MY NUMBER BASED ON THE AMOUNT OF WORK THAT WE ARE CURRENTLY, UH, TASKED TO COMPLETE UNDER TIMEFRAMES, UM, AND BY THE D UH, NOT THE DIRECTION OF COUNSEL AND OTHERS.

SO THAT WAS WHY WE HAD PUT IN THE 90 DAY TIMEFRAME, UH, TO MAKE SURE THAT WE WOULD HAVE SUFFICIENT OPPORTUNITY TO MEET, UH, OUR COMMITMENTS THAT WE HAVE NOW, AS WELL AS BE ABLE TO MEET THIS COMMITMENT, UH, WITHOUT, UH, YOU KNOW, UM, BASED ON THE WORKLOAD.

WITH THAT BEING SAID, CAN YOU GIMME A GENERAL ESTIMATION OF WHEN WE MAY SEE CONSTRUCTION BEGIN, OR, OR, OR, UH, COMPLETION? SO I, ANY IDEAS BASED ON, UH, HISTORY WITH, UH, PARKS? THERE IS AN INTENTIONALLY LARGE STORMWATER DETENTION BASIN THAT IS BEING, UH, CONSTRUCTED ON THE WEST OF, UH, THE SHEETS FACILITY SHEETS WILL USE 30% OF IT.

THE REMAINING CAPACITY IS FOR THE LAYMAN FARM SITE NORTH OF EXECUTIVE, UH, TO, UH, HELP ONE REDUCE STORMWATER RUNOFF.

UM, ONE OF A FEW OF THINGS THAT WE'RE DETAILS THAT WE'RE STILL WORKING OUT AS PART OF THE DETAILED DEVELOPMENT PLAN ARE THE, UM, TURN LANES, UM, FROM BRANT PIKE INTO THE SITE, AS WELL AS THE, UH, TURN LANE LEFT ONTO EXECUTIVE.

UM, THE CITY ENGINEER AND I, AS WELL AS THE, UH, APPLICANT HAVE BEEN DISCUSSING THIS, WE THINK WE CAN MAKE THEM A LITTLE BIT, UH, SHORTER SO THAT WE DON'T INTERFERE, UH, WITH THE DECORATIVE MEDIAN, UM, THE DECORATIVE MEDIANS THAT ARE BOTH ALONG, UH, GRANT PIKE AND, UH, AND EXECUTIVE.

SO THE STAFF RECOMMENDATION WAS THAT TO APPROVE THE REZONING, UH, AND THE BASIC DEVELOPMENT PLAN WITH SIX CONDITIONS, ONE, THE SIDEWALKS BE PROVIDED ALONG THE LENGTH OF EXECUTIVE BOULEVARD, UM, AND THE FRONTAGE OF THE STORMWATER MANAGEMENT BASIN.

SECOND WAS THAT THE APPLICANT IDENTIFY EXISTING TREES WITHIN 40 FEET OF THE EXECUTIVE BOULEVARD IN BRANT PIKE RIGHT AWAY THAT HAVE A FOUR DIAMETER, UM, UH, DIMENSION OF BREAST HEIGHT.

UH, WE WOULD LIKE TO SEE MORE AND MORE MATURE TREES, UH, INCORPORATED INTO THE SITE PLANS.

UM, THEY'RE STILL WORKING ON THAT PROVISION, UH, TWO THAT WE, UH, MITIGATE ANY OF THE VISUAL IMPACTS OF THE CHANGES TO THE DECORATIVE MEDIANS, UH, AS PART OF THE, THE DROPOUT LANES, BOTH THE LEFT TURN LANES ON EXECUTIVE AND BRANT FOUR, THAT WE WILL PROVIDE STREET TREES ALONG EXECUTIVE BOULEVARD, UH, AND, UH, BRANT PIKE AT A MI UH, MAXIMUM SPACING OF 40 FEET ON CENTER WITH THE SIGNS WILL MEET OUR SIGN CODE.

BUT JUST A STANDARD, UH, TRAILER DROP LOT WITHOUT REPAIR, UH, DOESN'T, DOESN'T FURTHER WHAT THE COMPREHENSIVE PLAN, UM, UH, SAYS IS CONSISTENT WITH THAT AREA.

SO THERE WAS SIGNIFICANT DISCUSSION BY THE PLANNING COMMISSION ABOUT THE GATEWAY NATURE OF, OF THE AREA AS FAR AS THE NEED FOR AN ATTRACTIVE BUILDING.

LANDSCAPING MEMBERS FELT THAT THE REPAIR FACILITY IS APPROPRIATE, BUT NOT WITH NOT JUST A, UH, SIMPLE TRAILER DROP LOT.

SO THEY, UH, THEY RAN A, UM, A REPORT FOR, FOR ME, UM, THAT INDICATED THERE ARE, UH, CURRENTLY 27 SHORT-TERM RENTALS LISTED IN HUBER HEIGHTS.

AND THOSE ARE, THEY, THEIR, THEIR SOFTWARE SCANS ABOUT 80 DIFFERENT, UH, WEBSITES.

THERE'S THE BIG FOUR AIRBNB, HOMEAWAY, VBR, R O, UH, TRIPADVISOR, UM, NO NEW LISTINGS, UH, THEY SAID IN THEIR REPORT HAVE APPEARED IN THE LAST YEAR.

UM, THERE ARE 16 HOMES AND 11 SHARED HOMES OR ROOMS THAT ARE AVAILABLE, UM, WITH AN AVERAGE, UH, NIGHTLY RATE OF, UH, JUST UNDER $89.

UM, SO BASED ON THEIR RATES, UH, I ASKED THEM, YOU KNOW, WHAT THEY ESTIMATED THAT THAT BRINGS IN, IN GROSS, UH, RENTAL AND ALSO WHAT, UH, THEY FELT SORT OF WERE THE NEXT STEPS.

SO BASED ON, UM, THE $162,000 OF GROSS ANNUAL REVENUE THAT THEY ESTIMATE IS, UH, THAT THESE AIRBNBS ARE MAKING, OUR 3% TRANSIENT TAX WOULD WOULD ACCOUNT FOR ABOUT $4,800.

UM, RIGHT NOW, OUR DEFINITION OF A HOTEL UNDER THE TRANSIENT TAX DOES NOT INCLUDE, UM, SHORT-TERM RENTALS.

IT'S FOR, UH, RENTALS THAT HAVE FIVE OR MORE ROOMS, UH, OR MORE THAN FIVE ROOMS. SO I'M RECOMMENDING THAT WE CHANGE THE DEFINITION OF OUR HOTEL AS IT RELATES TO THE TRANSIENT GUEST TAX TO ACCOUNT FOR THESE.

UH, AND THEN AT THE MOMENT, JUST WAIT AND SEE.

UH, THERE'S A HOUSE BILL, UM, 5 63 THAT'S WORKING ITS WAY THROUGH THE STATE HOUSE SLOWLY, UH, THAT WOULD SIGNIFICANTLY LIMIT OUR ABILITIES TO REGULATE SHORT TERM RENTALS.

UH, SO I THINK IT MAKES SENSE TO CHANGE THE, THE TAX CODE, UM, UNDER WHAT WE'RE ALLOWED TO DO.

AND THEN JUST KIND OF WAIT AND SEE WITH WHAT, UH, UH, WHAT HAPPENS AT THE STATE HOUSE.

UM, LIKE I SAID, THERE'S, THERE'S NOT THAT MANY, THERE'S 27.

THIS COMPARES TO OVER 200 IN DAYTON.

UH, AND AT THE COMPANY SAID THAT IF WE WANTED TO MOVE FORWARD, DEPENDING ON WHAT HAPPENS WITH, UH, HOUSE BILL 5 63, THEY COULD HELP US DRAFT, UH, SOME LEGISLATION AS FAR AS, UH, A REGISTRATION OR SOME OTHER GUIDELINES.

BUT AT THE MOMENT, UH, WE WOULD BREAK EVEN AT BEST WITH, UH, WHAT THEIR SYSTEM COSTS, UH, AND, AND WHAT WE WOULD, UM, WHAT WE WOULD ACTUALLY GENERATE IN REVENUE.
