IT'S ALWAYS A PLEASURE TO DO THE INVOCATION.

WOULD YOU BOW ME IN A WORD OF PRAYER? OUR FATHER AND OUR GOD, WE COME BEFORE YOU TODAY, AND WE LIFT UP OUR MAYOR, OUR CITY COUNCIL MEMBERS, OUR LOCAL LEADERS, ALL WHO SERVE OUR LOCAL COMMUNITIES.

FATHER, THERE ARE MANY CHALLENGES, ISSUES, CONCERNS, UH, THAT PEOPLE BRING UP.

AND THERE ARE MANY VOICES THAT CRY OUT EVERY DAY.

MY PRAYER IS THAT ABOVE ALL THAT THEY WOULD HEAR YOUR VOICE.

AND AS WE LOOK TO OUR CITY LEADERS FOR ASSURANCE AND GUIDANCE, I ASKED THAT SHE WOULD INSPIRE THEM AND SPEAK THROUGH THEM, THROUGH THE POWER OF YOUR HOLY SPIRIT.

STRENGTHEN THEM WITH WISDOM AND GRACE FOR THE HEAVY BURDENS THAT THEY HAVE TO CARRY.

MY PRAYER IS THAT THEY WOULD KEEP THEIR HEARTS PURE AND THEIR EYES TOWARDS YOUR FACE AS THEY WORK FOR THE BEST INTERESTS OF THE PEOPLE OF THIS GREAT CITY THAT THEY'RE CALLED TO SERVE.

SO THAT WE MAY LEAD A QUIET AND PEACEFUL LIFE IN A GODLY, DIGNITY AND, AND DIGNIFIED WAY.

SO THIS EVENING WE HAVE, UH, MAYOR PROCLAMATION FOR DEVELOPMENTAL DISABILITIES AWARENESS.

SO ORGANIZE INDIVIDUALS WITH DEVELOPMENTAL DISABILITIES, THEIR FAMILIES, FRIENDS, NEIGHBORS, AND COWORKERS.

ENCOURAGE EVERYONE TO FOCUS ON THE ABILITIES OF ALL PEOPLE.

AND WHEREAS THE MOST EFFECTIVE WAY TO INCREASE THIS AWARENESS IS THROUGH EVERYONE'S ACTIVE PARTICIPATION IN COMMUNITY ACTIVITIES AND THE OPENNESS TO LEARN AND ACKNOWLEDGE EACH INDIVIDUAL'S CONTRIBUTIONS.

AND WHEREAS OPPORTUNITIES FOR CITIZENS WITH DEVELOPMENTAL DISABILITIES TO FUNCTION AS INDEPENDENTLY AND PRODUCTIVELY AS POSSIBLE MUST BE FOSTERED IN THE COMMUNITY.

AND WE'RE, AS GALVANIZING EFFORTS TO CREATE EQUITABLE AND INCLUSIVE ENVIRONMENTS FOR INDIVIDUALS WITH DEVELOPMENTAL DISABILITIES IS A SHARED RESPONSIBILITY THAT WILL LEAD COMMUNITIES AND POLICY MAKERS TO CREATE REAL SYSTEMS OF CHANGE.

WHEREAS ALL CITIZENS ARE ENCOURAGED TO SUPPORT OPPORTUNITIES FOR INDIVIDUALS WITH DEVELOPMENTAL DISABILITIES IN THE HUB HEIGHTS COMMUNITY, INCLUDING FULL ACCESS TO EDUCATION, HOUSING, EMPLOYMENT, AND RECREATIONAL ACTIVITIES.

NOW, THEREFORE, I, JEFF MOORE, MAYOR OF THE CITY OF HUBER HEIGHTS, DO HEREBY PROCLAIM THE MONTH OF MARCH, 2023 AS DEVELOPMENTAL DISABILITIES AWARENESS MONTH, AND RECOGNIZES THAT COMMUNITIES ARE STRONGER WHEN EVERYONE PARTICIPATES IN PROMOTING AWARENESS OF DEVELOPMENTAL DISABILITY IN WITNESS FOR, I APPEAR TO SET MY HAND AND CAUSE THE SEAL OF THE CITY OF HUB HEIGHTS TO BE AFFIXED AS 27TH DAY OF FEBRUARY AND YEAR OF OUR AWARD 2020.

UM, MY NAME'S LU KNAPP.

I AM A RESIDENT OF THE CITY.

UM, I'M HERE TO ADDRESS THE PROFITS THAT, UH, THE ROSE HAS EARNED.

UM, YOU MAY BE FAMILIAR WITH THE ARTICLE THAT WAS IN THE DAYTON DAILY, AND IT TALKED ABOUT THE RECORD PROFITS THAT THE CITY HAS, UH, GENERATED.

I'LL JUST READ PORTIONS OF THIS.

I WON'T READ THE ENTIRE THING, BUT PORTIONS OF IT.

THE ROSE HAS BECOME A SIGNIFICANT FINANCIAL ASSET TO THE CITY OF HUBER HEIGHTS.

WITH THE VENUE REPORTING PROFITS TOTALING 1.2 MILLION IN 2022.

UM, CITY MANAGER, MR. KOWSKI WAS QUOTED AS SAYING A HUNDRED THOUSAND OF THIS WAS REINVESTED INTO THE VENUE, LEAVING A TOTAL TAKE HOME PROFIT OF 1.08 MILLION.

AND THEN MAYOR GORE, YOU RECORDED AS SAYING THE PROFIT GENERATED FROM THE VENUE FINANCES, OTHER ASSETS WITHIN THE CITY.

IT HELPS US PAY FOR PARKS AND THINGS LIKE THAT WITHOUT A NEED TO HAVE A RECREATIONAL LEVY LIKE OTHER CITIES HAVE.

IT'S A GREAT REVENUE GENERATOR FOR THE CITY.

MY QUESTION TO THE COUNCIL IS WHY NOT GIVE A TAX BREAK TO THE RESIDENTS OF THE CITY? UM, WHEN WAYNE TOWNSHIP WAS INCORPORATED AS A CITY BACK IN 1981, THE RESIDENTS OF THE CITY WERE PROMISED THAT THERE WOULDN'T BE A TAX, A CITY TAX.

WELL, THAT'S WATER UNDER THE BRIDGE, BUT WHY NOT GIVE A TAX BREAK TO THE RESIDENTS OF THIS CITY WITH THIS REVENUE? UM, I DON'T THINK WE SHOULD FEEL GRATEFUL THAT WE DON'T HAVE A RECREATION LEVY LIKE OTHER CITIES.

UM, THE CITY OF HUBERT HEIGHTS HAS A TAX RATE OF 2.25, ONE OF THE HIGHEST IN THE AREA.

ONLY OAKWOOD AT 2.5 HAS A HIGHER RATE.

I THINK WHERE THE MONEY SHOULD GO IS INTO THE POCKETS OF THE TAXPAYERS.

UH, THE BOTTOM LINE IS THIS, THE PREMISE GIVEN TO THE TAXPAYERS OF THIS CITY HAS ALWAYS BEEN THAT IT LACKS INDUSTRY OR OTHER COMPANIES TO GENERATE REVENUE.

THEN THE LOGICAL ASSUMPTION WOULD BE THAT WHEN WE DO HAVE FACILITIES THAT GENERATE CONSIDERABLE REVENUE, THAT TAX RATE SHOULD GO BACK TO THE, TO THE TAXPAYERS.

THE TAX RATE SHOULD BE LOWERED AND NOT REINVESTED IN PARKS AND BUILDINGS.

IT'S A SIMPLE PREMISE.

I MEAN, LIKE I SAID, THE PREMISE HAS ALWAYS BEEN TOLD TO THE TAXPAYERS THAT, LOOK, WE GOTTA RAISE THE TAX RATE OF THE CITY BECAUSE WE DON'T HAVE, YOU KNOW, INDUSTRY.

THEN THE FLIP SIDE OF THAT SHOULD BE WHEN WE DO GENERATE CONSIDERABLE REVENUE.

SHOULDN'T THAT GO BACK TO THE TAXPAYERS WITH A LOWER RATE? YOU CAN, YES.

HEY, UM, I WOULD LIKE TO HEAR FROM ONE OF THE COUNCIL MEMBERS TO TAKE UP A MOTION TO TAKE UP THIS ISSUE AT A LATER DATE.

I'VE BEEN A CITIZEN IN HUBER HEIGHTS FOR 51 AND A HALF YEARS, EVEN THOUGH I DON'T LOOK LIKE I COULD BE THAT OLD , UM, LAUGHTER.

UM, I HAVE MY SON WITH ME, MATTHEW HILTON, WHO HAS BEEN IN HUBER HEIGHTS FOR 22 YEARS.

I HAVE TWO OTHER BOYS, 25 AND 24 WHO COULDN'T MAKE IT.

AND, AND HIS FATHER.

WE HAVE SOME FAMILY MEMBERS, UM, WITH US AS WELL.

AND THE REASON THAT I'M HERE TONIGHT, I, I JUST COULDN'T HAVE PICKED A BETTER NIGHT BECAUSE , I'M HERE TO TALK ABOUT ACCESSIBILITY.

UM, AND I'M HERE TO BRING INFORMATION TO THE BOARD AND TO THE CITIZENS OF HUBER HEIGHTS.

MOM IS MY FAVORITE HAT.

UM, I'VE

BEEN AN EDUCATOR FOR 17 YEARS.

UM, I ACTUALLY WORK WITH THE MONTGOMERY COUNTY BOARD OF DEVELOPMENTAL DISABILITY SERVICES.

AT THIS TIME, I CONTRACT AS A PROGRAM MANAGER, UM, NOT A PROGRAM MANAGER OR PROGRAM CONSULTANT.

AND, UM, I'M ALSO CO-LEAD FOR AN ORGANIZATION CALLED CHANGING SPACES.

THIS IS WHAT WE'RE WEARING, AND WHAT I WANNA TALK TO YOU ABOUT IS HEIGHT ADJUSTABLE ADULT CHANGING TABLES.

AND I KNOW THE RESTROOM IS NOT A, A POPULAR TOPIC THAT WE, WE WANNA TALK ABOUT, BUT, UM, I REALIZE THAT UNLESS YOU HAVE SOMEBODY LIKE MATTHEW, YOU PROBABLY DON'T REALIZE THAT WHEN WE, WE WANT TO HAVE OUR CITY BE ACCESSIBLE AND WE WANT TO INCLUDE ALL OF OUR INDIVIDUALS.

MATTHEW'S NOT INCLUDED IN THAT BECAUSE THERE ISN'T A PLACE FOR ME TO CHANGE HIM IF WE LEAVE OUR HOUSE.

SO I ASK, IF YOU THINK ABOUT IF YOU ARE GOING TO RUN YOUR ERRANDS FOR THE DAY, OR IF YOU WANNA GO TO THE MOVIE, OR IF YOU WANNA GO TO THE ZOO, OR YOU WANNA GO TO A PLAY, OR YOU WANNA GO TO THE PARK, WOULD YOU REALLY GO KNOWING YOU CAN'T GO TO THE BATHROOM? IF YOU HAVE TO GO TO THE BATHROOM, YOU'RE GONNA HAVE TO STOP EVERYTHING AND GO HOME, BECAUSE THAT'S WHAT WE DO ON A DAILY BASIS.

AND MATTHEW IS ONE OF, UM, APPROXIMATELY 500,000 INDIVIDUALS IN THE STATE OF OHIO AND 8 MILLION PEOPLE WITHIN THE, THE UNITED STATES THAT HAVE A DISABILITY THAT WOULD AFFECT SELF-CARE.

THAT'S IT.

THERE'S ALSO THE AGING.

UM, WE HAVE A LOT OF ADVOCATES WHOSE PARENTS WOULD NEED A, A TABLE IN WHICH THAT THEY COULD BE CHANGED THERE.

AND WHAT'S HAPPENING NOW, AND AGAIN, I WOULDN'T EXPECT YOU TO KNOW THIS, AND THAT'S WHY I'M BRINGING THIS TO YOU.

WHAT'S HAPPENING NOW IS PEOPLE ARE CHANGING INDIVIDUALS ON BATHROOM FLOORS AND THE PACKETS THAT I'VE GIVEN YOU AND THE PACKETS THAT WE'RE GONNA PASS AROUND, CAUSE I'VE GOT, I'VE GOT TOYS FOR EVERYBODY, UM, SHOW PICTURES OF THAT.

PEOPLE ARE CHANGING INDIVIDUALS ON BATHROOM FLOORS.

I'VE NEVER DONE THAT WITH MATTHEW BECAUSE I CHOOSE NOT TO.

MATTHEW HAS BEEN FULLY INCLUDED.

HE WAS AT ST.

PETER'S SCHOOL BECAUSE THAT'S WHERE WE EDUCATED OUR CHILDREN.

I STARTED A NONPROFIT SO THAT THE FUNDING WOULD BE THERE FOR HIS EDUCATION, AND IT'S STILL GOING TO TO FUND OTHERS.

HE WENT TO WAYNE HIGH SCHOOL IN, UM, IN HIS HIGH SCHOOL YEARS AND HAD AN EXCELLENT EDUCATION THERE AS WELL.

HE'S FULLY INCLUDED WITH THE FAMILY.

WE, WE, WE DO EVERYTHING THAT WE WOULD DO, WHETHER MATTHEW HAD HIS CHALLENGES OR NOT.

THE ONE THING IN 22 YEARS THAT HAS GOTTEN IN OUR WAY IS THERE'S NO PLACE FOR ME TO CHANGE MATTHEW.

WE HAVEN'T TRAVELED OUT OF STATE FOR AT LEAST SIX YEARS TO GO TO COLUMBUS.

I'M TAKING A RISK.

AND SO FOR SEVERAL YEARS, WE JUST DIDN'T GO.

AND I SAID, THIS IS NOT OKAY.

SO NOW WE PACK UP AND WE GO KNOWING AT ANY POINT WE MAY HAVE TO TURN AROUND AND GO HOME, BECAUSE RIGHT NOW MY ONLY OPTION IS IN MY VAN ON THE SEAT, AND I CAN'T STAND UP IN THE VAN.

AND I'M LIFTING MY 108 POUND SON WHO'S ALMOST AS TALL AS ME.

IT'S VERY UNSAFE.

SO, BUT THERE IS A SOLUTION, AND THAT IS THESE HEIGHT ADJUSTABLE ADULT CHANGING TABLES.

WE ALSO CALL THEM UNIVERSAL TABLES BECAUSE ANYBODY CAN BE CHANGED ON THEM.

YOU DON'T NEED A BABY CHANGING TABLE IF YOU HAVE THEM.

AND WHAT'S REALLY INTERESTING, UM, YOU KNOW, BACK IN 2014, WE, UH, INITIATED LEGISLATION.

WE'VE HAD THREE BILLS IN THE OHIO SENATE.

WE'VE HAD ONE IN THE HOUSE OF REPRESENTATIVES.

WE HAD CONCURRENT BILLS IN 2019 THAT FAILED IN 2020.

SENATOR PEGGY LAER WAS OUR CHAMPION.

SHE, SHE PUSHED AND SHE DID WHAT SHE COULD.

REPRESENTATIVE RICK PERELLIS WORKED WITH US, UM, IN THE HOUSE.

THE GOOD THING THAT CAME FROM THAT THOUGH, WAS THE INTERNATIONAL CODE COUNCIL GOT IN TOUCH WITH US THROUGH SENATOR LANE'S HOUSE, OR WELL, HER, NOT HER HOUSE.

SHE'S PROBABLY THERE MORE THAN, THAN HOME, BUT HER, UH, HER OFFICE.

AND SO I'VE WORKED WITH THE INTERNATIONAL CODE COUNCIL FOR A COUPLE YEARS, AND WE HAVE WRITTEN CODE, WHICH YOU HAVE A COPY OF, AND THE SPECS THAT WILL BE IN 2024 INTERNATIONAL BUILDING CODE.

AND AS MOST OF YOU PROBABLY KNOW, THAT DOESN'T MEAN WE'RE DONE, BECAUSE NOW OHIO NEEDS TO ADOPT THAT BUILDING CODE.

WE'RE ON OUR WAY.

WE HAVE PETITIONED, UH, WE'VE ALREADY MET.

RECENTLY, THE MONTGOMERY COUNTY BOARD OF DEVELOPMENTAL DISABILITY SERVICES, UH, DR.

PAMELA COMBS WROTE FOR ARPA FUNDS TO BE USED TO INSTALL THE TABLES ACROSS MONTGOMERY COUNTY.

AND SHE RECEIVED THE FUNDS.

SO WE ARE CURRENTLY WORKING ON UTILIZING THOSE FUNDS TO HELP BUSINESSES INSTALL THE TABLES.

SO THAT'S ANOTHER WIN FOR US.

UM, WE, UM, I'VE HAVE STARTED A NONPROFIT.

UM, WE ARE JUST GETTING GOING.

AND OUR, OUR MISSION IS TO RAISE FUNDS, WRITE GRANTS, SO THAT WE CAN ALSO ASSIST WITH BUSINESSES IN INSTALLING.

THE LIBRARY THAT'S GOING IN IN HUBER HEIGHTS WILL HAVE A TABLE.

I'VE REACHED OUT TO A LOT OF COMPANIES AND IT'S THE ONES THAT HAVE, HAVE HAD CONVERSATION WITH ME AND ALLOWED ME TO COME IN AND TALK WITH ME THAT WE ARE CURRENTLY WORKING WITH.

AND I WOULD ASK, BE ASKING THEM IF I CAN PUT UP MY DRAG RACING VENUE AND ALL THINGS GO WITH THAT, WHICH YOU, YOU CAN CONTROL.

OVER THE LAST 40 YEARS, DAYTON WOULD'VE BEEN DECIDING WHAT IS RIGHT FOR YOUR RESIDENCE DECISION.

I'M SURE YOU BELIEVE WERE BETTER MADE BY THIS COUNCIL, SUCH AS I HAVE SEEN RELATES TO YOUR VOTES IN PROBLEM ALCOHOL ESTABLISHMENTS, GAMBLING FACILITIES, GENTLEMAN'S CLUBS, MARIJUANA DISPENSARIES, AND OTHER BUSINESS THAT YOU DEEM UNWELCOME IN HUBER HEIGHTS.

IF THE VOTE WERE IN THE DAYTON CITY COUNCIL, THE COMPLEXION OF HUBER HEIGHTS COULD BE MUCH DIFFERENT.

YOU HAVE YOUR VALUES THERE SHOULD BE RECOGNIZED AND RESPECTED AS OUR VALUES SHOULD BE RE RESPECTED IN BETHEL TOWNSHIP.

IT'S HEALTH AND SAFETY INFORMATION.

WE HAVE A WATER DISTRIBUTION INTEGRITY STUDY THAT SAYS OUR WATER INFRASTRUCTURE IS IN DESPERATE NEED OF HELP.

IT SHOULD HAVE STARTED YEARS AGO.

YOU DID NOT KNOW WHAT YOU DID NOT KNOW, BUT NOW YOU KNOW, AND NOW YOU'RE HERE AND YOU HAVE TO DEAL WITH IT.

UH, WE HAVE TRAFFIC SAFETY ISSUES.

WE HAVE SERIOUS HEALTH AND SAFETY ISSUES.

I NEED TO SEE THIS MANY NEW FIREFIGHTERS, THIS MUCH REDUCED WATER MAIN BREAKS, WHATEVER, CREATE THESE GOALS.

CHECK THESE GOALS QUARTERLY.

DID YOU MEET THOSE GOALS FOR THOSE FOUR METRICS THIS QUARTER? IF SO, LIMIT HOW MANY, HOW MUCH DEVELOPMENT YOU'RE GOING TO APPROVE FOR THE NEXT QUARTER.

YOU'VE DONE THIS STUFF ALL YOUR LIFE.

THE CONTRACTOR, M N T EXCAVATING INTENDS TO MOVE IN TOMORROW AND WILL BE NOTIFYING RESIDENTS OF THEIR INTENT TO START ON WEDNESDAY.

UH, HAD A VERY PRODUCTIVE MEETING TODAY WITH REPRESENTATIVES FROM UH, L W C, JOHN FAUN, UH, THE ARCHITECT WHO HAS BEEN ASSISTING US WITH A PRELIMINARY DESIGN FOR THE CIVIC CENTER.

IT IS ON, THE KEY WORD HERE IS RESIDENTIAL, NOT COMMERCIAL.

THE MOMENT THAT A BUSINESS SIGN, NO MATTER THE SIZE OR LACK OF ILLUMINATION, IS PLACED ON A RESIDENTIAL PROPERTY, IT IS NO LONGER RESIDENTIAL.

IT IS COMMERCIAL PROPERTY BY VIRTUE OF THE BUSINESS SIGN BEING PLACED ON THAT RESIDENTIAL PROPERTY.

WHEN ELECTIONS OCCUR, CANDIDATE SIGNS GO UP IN HOMEOWNER'S YARDS, AND I FULLY UNDERSTAND AND APPRECIATE THAT I SUPPORT THE DEMOCRATIC SYSTEM.

HUBER HEIGHTS HOMEOWNERS HAVE GENERALLY INVESTED SIGNIFICANT AMOUNTS OF MONEY, INCLUDING WA IN, IN IMPROVING AND MAINTAINING THEIR HOMES AND LAND AT A TIME IN THE FUTURE.

WHEN THEY GO TO SELL THEIR PROPERTY, THEY DESERVE TO BE REWARDED FOR THEIR HARD EFFORTS IN THE FORM OF ACHIEVING THE GREATEST RETURN ON THEIR INVESTMENT.

HOMEOWNERS HAVE THE OPTION OF LIVING IN MIXED COMMERCIAL AND RESIDENTIAL PROPERTIES, BUT BY LIVING IN RESIDENTIAL NEIGHBORHOODS, THEY HAVE MADE A STATEMENT THAT THEY DESIRE RESIDENTIAL OVER COMMERCIAL DISTINGUISHED CITY COUNCIL MEMBERS.

I ASK YOU TO REJECT THE PROPOSAL THAT ALLOWS COMMERCIAL SIGNS TO BE PLACED ON HUBER HEIGHTS RESIDENTIAL PROPERTIES.

PRIVATE HOME BUSINESSES CAN STILL BE OPERATED IN RESIDENTIAL NEIGHBORHOODS, AS FAR AS I'M CONCERNED, AS LONG AS THERE ARE NO EXTERIOR INDICATIONS OF A BUSINESS BEING CONDUCTED AT THAT SAME HUBER HEIGHTS RESIDENTIAL PROPERTY, BUSINESS SIGNAGE, AND HUBER HEIGHTS RESIDENTIAL NEIGHBORHOODS WILL NEGATIVELY IMPACT BOTH PROPERTY VALUES AND APPEARANCES.

HOME BUYERS PRIMARILY PURCHASE HOMES TO LIVE IN, NOT TO RUN BUSINESSES FROM.
