IT'S, UH, IT'S AN HONOR AND A PRIVILEGE, UH, TO BE HERE AND TO BE ABLE TO DO THE, UH, INVOCATION AT THIS MEETING.

UM, EVERY DAY I'M REMINDED OF A SIMPLE TRUTH.

GOD IS THE SAME YESTERDAY, TODAY, AND FOREVERMORE.

AND THAT BRINGS ME GREAT COMFORT.

THE WORLD AS WE KNOW IT HAS CHANGED.

WELL, SOME THINGS HAVE CHANGED, UM, AND OTHERS ARE FAMILIAR WITH A LITTLE BIT OF A TWIST, BUT IT CAN BE UNSETTLING.

UM, IT'S A TIME OF ANTICIPATION OF NEW THINGS THAT MAY OR OR WILL COME.

IT'S A TIME OF NEW OPPORTUNITIES AND AT TIMES OF PLACE WHERE CAUTION MAY NEED TO BE EXERCISED.

SO THE QUESTION I HAVE FOR US TODAY IS HOW ARE WE FACING THESE CHALLENGES AND THESE OPPORTUNITIES THAT ARE BEING PRESENTED TO US? WHAT GIVES US CONFIDENCE TO ENTER INTO THIS SEEMINGLY UNKNOWN ON A DAY-TO-DAY BASIS? AND IT SEEMS LIKE EVERY DAY THERE'S SOMETHING NEW.

IS IT OUR FRIENDS AND OUR FAMILY THAT GIVE US STRENGTH? IS IT SOMETHING ELSE THAT WE DRAW FROM DEEP WITHIN INSIDE OF US? IS IT OUR FAITH? THERE'S SOMETHING TO BE SAID ABOUT THE ORDINARY AND THE MUNDANE.

HOWEVER, WE ARE LIVING AN EXTRAORDINARY TIME IN HISTORY.

THERE'S A REORDERING IN OUR WORLD, AND THE THINGS THAT MATTERED 18 MONTHS AGO MAY NOT BE THE SAME THINGS THAT MATTER SO MUCH ANYMORE.

FOR MANY OF US, OUR PRIORITIES HAVE CHANGED AND MANY OF US HAVE BEEN CHANGED AND ARE BEING CHANGED.

I INCLUDE MYSELF AS WELL AS THIS.

I'M NOT THE SAME PERSON I WAS 18 MONTHS AGO.

I'VE BEEN STRETCHED.

I'VE BEEN TESTED.

I'VE PREVAILED.

BUT SO HAVE YOU.

YOU'VE BEEN TESTED, YOU'VE BEEN STRETCHED, AND WE'VE ALL PREVAILED.

AND SO TODAY, LET US REFLECT ON THE AREAS WHERE WE'VE BEEN STRETCHED AND WHICH WE HAVE PREVAILED.

CONSIDER A MOMENT.

CONSIDER FOR THE MOMENT THE WAYS THANKS HAVE CHANGED WITH LOVE AND COMPASSION FOR OURSELVES AND FOR OTHERS.

UM, I JUST WANTED TO TAKE A FEW MINUTES JUST TO INTRODUCE MYSELF.

AGAIN, MY NAME IS ADAM SWEER.

I'M THE GOVERNMENT RELATIONS DIRECTOR FOR THE DAYTON METRO LIBRARY.

AND I'M RELATIVELY NEW TO THIS ROLE, SO I WANTED TO MAKE SURE YOU HAD A FACE TO PUT TO THE NAME AND A GOOD RESOURCE AND CONTACT TO GO TO FOR ANY OF THE OFFERINGS THAT WE HAVE FOR OUR DERE METRO LIBRARY SYSTEM.

SO, WANTED TO GIVE JUST KIND OF A VERY BRIEF, UH, KINDA OVERVIEW OF UPDATE OF, UH, THE HUBER HEIGHTS BRANCH AND OUR, KIND OF OUR, OUR SYSTEM AT LARGE.

SO, I PROMISE TO KEEP IT QUICK, CUZ I KNOW THERE'S A LENGTHY AGENDA IN FRONT OF YOU.

BUT, UM, SO I RECENTLY CAME INTO THIS ROLE JUST A COUPLE MONTHS AGO AT THE, THE END OF, UH, THIS PAST YEAR.

AND MY JOB IS TO CONNECT WITH OUR ELECTED DECISION MAKERS AT THE FEDERAL, STATE, AND LOCAL LEVEL.

SO OBVIOUSLY, I'M, I'M HERE TONIGHT TO, UH, PRESENT TO YOU AND WE WANNA MAKE SURE THAT WE HAVE STRONG CONNECTIONS WITH ALL THE COMMUNITIES IN WHICH WE SERVE.

IF THERE ARE THINGS THAT WE CAN DO BETTER AS A LIBRARY SYSTEM, WE WANT TO HEAR ABOUT THAT.

OR IF THERE ARE, YOU KNOW, WAYS WE CAN BETTER SERVE THE COMMUNITY.

AND THAT DIFFERS CERTAINLY FROM BRANCH TO BRANCH AND COMMUNITY TO COM TO COMMUNITY.

WE WANT TO HEAR FROM YOU BECAUSE WE WANT TO SERVE THE PATRONS AS BEST WE CAN.

THE ONLY WAY WE CAN DO THAT IS TO STAY CONNECTED TO INDIVIDUALS AT THE GROUND LEVEL WHO UTILIZE OUR SERVICES EVERY SINGLE DAY.

SO YOUR, YOUR INSIGHTS ARE CERTAINLY APPRECIATED AND VALUED.

IN TERMS OF HUBER HEIGHTS, I PULLED THE DATA THIS MORNING, UH, LOOKING AT THE, UH, CIRCULATION DATA FROM THIS PAST MONTH, JANUARY, 2023, MADE OVER 26,000 ITEMS, WHETHER IT'S A FISCAL BOOK OR IT'S SOME SORT OF DIGITAL MEDIA CHECKED OUT FROM THE LIBRARY.

THAT DOES NOT EVEN INCLUDE OUR EBOOKS, WHICH ARE PULLED FROM OUR MAIN WEBSITE.

UM, SO IN TOTAL YOU'D PROBABLY HAVE, LOOKING AT THE HUBER HEIGHTS AREA, ABOUT 35,000 ITEMS CHECKED OUT IN ONE MONTH.

SO YOU ARE VERY AVID READERS.

WELL DONE.

UH, IN TERMS OF TOTAL CIRCULATION, YOU'RE GENERALLY ABOUT SECOND OR THIRD IN TERMS IN TERMS OF THE MOST ITEMS CIRCULATED THROUGH YOUR BRANCH EVERY SINGLE MONTH.

SO YOU ARE RIGHT UP THERE WITH OUR MAIN BRANCH, OUR, OUR MAIN LIBRARY DOWNTOWN.

AND, UH, WILMINGTON STROOP ALWAYS BATTLES, YOU KNOW, FOR NUMBER ONE, BUT YOU'RE DEFINITELY HIGH ON THE, UH, THE LIST IN TERMS OF, YOU KNOW, UTILIZATION OF RESOURCES.

SO WELL DONE.

KEEP IT UP.

OBVIOUSLY YOU HAVE A NEW BRANCH UNDER CONSTRUCTION.

IT'S DOWN THE ROAD AND WE ARE VERY, VERY MUCH LOOKING FORWARD TO THAT.

THAT'S COM COMPLETION.

TALKED TO THE, UH, CONSTRUCTION MANAGEMENT MANAGER JUST EARLIER TODAY.

HE SAID THE PROJECT IS NOW 80% DONE, LOOKING TO HAVE CONSTRUCTION WRAPPED UP BY LATE MARCH, EARLY APRIL.

WE'LL HAVE A GROUND BREAK OR GROUND BREAK RIBBON CUTTING AND GRAND OPENING THEN SHORTLY THEREAFTER.

SO WE'LL MAKE SURE THAT EVERYONE HERE IS INVITED CUZ IT REALLY IS A GREAT, UH, FACILITY TO CELEBRATE.

AND I IMAGINE THAT WILL ONLY INCREASE YOUR, YOUR CIRCULATION AND DOOR COUNTS EVEN FARTHER.

SO WE'RE REALLY LOOKING FORWARD TO THAT.

IT'S A LOVELY FACILITY.

MAY 27,000 SQUARE FEET, 25% LARGER THAN YOUR CURRENT ONE.

AND SO WE REALLY LOOK FORWARD TO UTILIZING THAT RESOURCE TO ENRICH THE COMMUNITY AND, UH, LOOK FORWARD TO THAT, THAT GROUND BREAK RIBBON CUTTING VERY SOON.

FINALLY, JUST A COUPLE QUICK HITS.

YOU KNOW, SOME OF THE BROADER SYSTEM DEVELOPMENTS JUST FOR YOUR, YOUR KNOWLEDGE AND INFORMATION, IF IT MIGHT BE A RESOURCE TO YOUR CONSTITUENTS.

UH, WE WERE VERY HAPPY TO, UH, ANNOUNCE RECENTLY THAT THE DAYTON METRO LIBRARY SYSTEM WAS THE RECIPIENT OF A $250,000 GRANT TO THE STATE DEPARTMENT OF EDUCATION.

IT, THE PART OF THE LIBRARY'S ACCELERATING LEARNING GRANT PROGRAM.

THESE FUNDS ARE GONNA BE UTILIZED FOR TWO PURPOSES ACROSS THE DAYTON METRO LIBRARY SYSTEM.

THE FIRST IS OUR HOMEWORK HELP PROGRAM.

FOR THOSE OF YOU WHO AREN'T FAMILIAR RIGHT NOW, WE HAVE IT IN ABOUT THREE BRANCHES.

AND THIS IS A PROGRAM IN WHICH K THROUGH 12 STUDENTS CAN COME IN AFTER SCHOOL HOURS, THREE TO SIX, AND THEY CAN SIT DOWN WITH TRAINED VOLUNTEERS TO HELP THEM WITH ANY SUBJECT MATTER ON ANY OF THEIR HOMEWORK ITEMS THAT THEY MAY HAVE TO SUPPLEMENT THEIR LEARNING, UH, THAT THEY RECEIVED IN THEIR CLASSROOM.

AND SO WE STARTED THIS PROGRAM JUST A COUPLE YEARS AGO.

WE'RE REALLY, WE'RE EXCITED ABOUT IT.

THROUGH THIS GRANT THAT WE WON THROUGH THE STATE, WE'RE ABLE TO EXPAND THAT PROGRAM INTO 10 DIFFERENT BRANCHES ACROSS THE SYSTEM.

I DON'T HAVE THE THE BRANCHES LIST YET WHERE THAT WILL BE EXPANDING.

I'M VERY HOPEFUL HUBER HEIGHTS WILL BE ON THAT LIST.

BUT IT IS A FREE SERVICE IF YOU HAVE K THROUGH 12 POPULATION THAT WOULD LIKE TO GET SOME ASSISTANCE FROM VERY KNOWLEDGEABLE INDIVIDUALS AFTER SCHOOL HOURS IS FREE AND AVAILABLE TO THEM.

SO I REALLY,

REALLY WANNA EMPHASIZE THAT WE'RE, WE'RE LOOKING FORWARD TO THAT EXPANSION VERY SOON.

THE OTHER PROGRAM THAT WE'RE EXPANDING UNDER THIS GRANT PROGRAM IS OUR, UH, OUR KINDERGARTEN CLUB.

AND SO THIS IS FOR CHILDREN ABOUT TO ENTER KINDERGARTEN, PRESCHOOL AGE.

THIS IS AN EIGHT WEEK SEMINAR GOES ON DURING THE SUMMER IN ADVANCE OF ENTERING KINDERGARTEN AND REALLY PROVIDES THESE YOUNG KIDS WITH SOME OF THE BASIC LEVEL SKILLS THAT THEY'RE GONNA NEED TO BE SUCCESSFUL AS THEY ENTER THE FORMAL SCHOOL ENVIRONMENT.

AND SO, AGAIN, IT'S FREE OPEN TO THE PUBLIC, UM, VERY EASY TO SIGN KIDS UP AND REALLY WANT TO STRESS THAT AS WE, YOU KNOW, GO INTO ANOTHER SCHOOL YEAR NEXT YEAR, ESPECIALLY WITH SOME OF THE LEARNING LOSS THAT WE'VE SEEN IN RECENT YEARS THROUGH THE PANDEMIC AND WHATNOT.

UM, AND FINALLY WE JUST WANT TO PLUG SOME OF OUR WORKFORCE DEVELOPMENT EFFORTS.

NOT A LOT OF PEOPLE THINK, YOU KNOW, PUBLIC LIBRARIES AND WORKFORCE, BUT IT REALLY IS ONE OF OUR KEY, YOU KNOW, PROGRAMS THAT WE'RE VERY PROUD TO SUPPORT.

WE HAVE A CAREER ADVENTURES DAY THAT WE HOST, UH, USUALLY EVERY FALL.

THIS PAST NOVEMBER WE HOSTED IT.

WE HAD 1200 KIDS IN THE MAIN LIBRARY OF OUR, UH, OUR SYSTEM, MIDDLE SCHOOL, JUNIOR HIGH AGE.

AND THEY WERE THERE TO MEET WITH POTENTIAL EMPLOYERS IN THE FUTURE.

WE HAD A COUPLE DOZEN ACROSS DIFFERENT INDUSTRIES, WHETHER IT'S HEALTHCARE, CONSTRUCTION, IT, AEROSPACE, PUBLIC SERVICE, YOU NAME IT.

AND THIS IS TO JUST ALLOW KIDS TO EXPLORE FUTURE INDUSTRIES, FUTURE CAREERS AND ALLOWS EMPLOYERS TO PLANT SOME EARLY SEEDS TO DEVELOPING THEIR NEXT, UH, THE NEXT WAVE OF THEIR WORKFORCE.

AND SO THE KIDS CAN LEAVE KNOWING, HEY, WHAT'S IT TAKE TO GET INTO THIS INDUSTRY? OH, I'M REALLY INTERESTED IN LEARNING MORE ABOUT THIS OR THAT.

SO THEY HAVE SOME OF THE KNOWLEDGE AND INFORMATION AND A LITTLE BIT OF EXPERIENCE IN TALKING WITH THESE EMPLOYERS SO THAT THEY, THEY CAN EXPLORE THEIR CAREER OPTIONS FURTHER DOWN THE LINE.

SO I IMAGINE WE'RE GONNA KEEP THAT PROGRAM GOING.

I WANNA SEE IT GROW AND WE HAVE EVEN MORE, UM, KIDS EXPLORING THEIR FUTURES.

SO THOSE ARE JUST SOME EXCITING, I THINK, SYSTEM-WIDE DEVELOPMENTS ACROSS THE LIBRARY SYSTEM.

AGAIN, WE'RE VERY EXCITED ABOUT YOUR OWN BRANCH, ABOUT TO OPEN UP HERE IN THE COMING MONTHS.

AND AGAIN, I'LL MAKE SURE EVERYONE HAS MY CONTACT INFORMATION.

BUT THE HUBER HEIGHTS BUS IS COMING THIS YEAR.

UM, AND THAT BUS WILL BE OUT FOR THE LENGTH OF HOW LONG THAT, THAT BUS'S LIFE IS.

SO 10 TO 12 YEARS, UM, THAT'LL BE ROLLING ON THE STREET.

UM, AND THAT BUS IS AT YOUR DISPOSAL TO USE IT AT, UH, COMMUNITY EVENTS THAT YOU MAY HAVE.

I KNOW SOME OF THE COMMUNITIES HAVE USED IT AS LIKE COOLING STATIONS, HEATING STATIONS AT DIFFERENT EVENTS, BUT IT'S BEEN A GOOD ADDITION THAT SOME OF THE COMMUNITIES HAVE UTILIZED FOR.

BUT, UH, AS WE'RE ABLE TO HIRE, WE ARE DEFINITELY RESTORING SERVICES TO WHERE THEY WERE BECAUSE MOST IMPORTANTLY, 65% OF THE CUSTOMERS THAT UTILIZE US ON A DAILY BASIS ARE GOING TO PLACES OF EMPLOYMENT FOLLOWED BY HEALTHCARE APPOINTMENTS, UM, AND OTHER THINGS SUCH AS EDUCATIONAL OPPORTUNITIES IN SCHOOL AND THINGS LIKE THAT.

IT'S OUR 50TH ANNIVERSARY, UH, THIS YEAR FOR THOSE OF YOU THAT HAVE BEEN IN THE COUNTY FOR LONGER.

UH, YES, WE'VE BEEN HERE MORE THAN 50 YEARS.

IT'S A 50TH ANNIVERSARY OF THE GREATER DAYTON RTA, UM, THAT'S CELEBRATING FOR 50 YEARS.

AS MANY OF YOU KNOW, WE, UH, RTA SERVICES HAVE BEEN IN THE COMMUNITY FOR WAY LONGER THAN THAT.

UH, BUT THIS YEAR CELEBRATES OUR 50TH ANNIVERSARY.

SO WE'VE HAD A LOT OF CUSTOMER AND COMMUNITY PROMOTIONS, UM, THAT WILL CONTINUE TO RUN THROUGH THIS YEAR.

ONE OF THE MOST EXCITING THINGS I THINK, FOR OUR CUSTOMERS THAT THEY'VE BEEN ABLE TO EXPERIENCE OVER THE PAST COUPLE YEARS IS THE IMPLEMENTATION OF OUR NEW PAYMENT SYSTEM.

TAP PAY.

WHAT THIS HAS ALLOWED OUR CUSTOMERS TO DO IS SAVE ON THEIR FARE.

UH, TRADITIONAL TRANSIT FAIR PAYMENTS, UNFORTUNATELY BY NATURE, ARE NOT THAT EQUITABLE IN TERMS OF CUSTOMERS WHO ARE PERHAPS LEAST ABLE TO AFFORD THE UPFRONT COSTS OF TRADITIONAL THINGS LIKE MONTHLY PASSES.

WHAT ENDS UP HAPPENING ARE THOSE THAT ARE EITHER LOW INCOME UNBANKED OR UNDERBANKED UNDER PREVIOUS, UH, FAIR PAYMENT SYSTEMS, THEY TEND TO PAY THE MOST AT THE END OF THE MONTH THAN THOSE THAT ARE ABLE TO AFFORD THE UPFRONT COSTS OF MONTHLY PASSES.

SO WHAT OUR NEW SYSTEM ALLOWS CUSTOMERS TO DO IS PAY AS THEY GO.

THEY'RE CAPPED ON A DAILY BASIS IN A MONTHLY BASIS, AND WHAT THAT ALLOWS THEM TO DO IS HOLD ONTO THEIR MONEY LONGER AND ENSURE THAT THEY'RE NEVER SPENDING MORE THAN THE DAILY AND MONTHLY MAXIMUM.

THIS HAS BEEN A HUGE FOR OUR CUSTOMERS IN TERMS OF, UM, THOSE SAVINGS AS WELL AS THE FACT THAT THEY CAN MANAGE FAMILY ACCOUNTS UNDER THIS NEW SYSTEM, PAYING WITH EITHER A SMART CARD OR A SMARTPHONE.

UH, LATER THIS YEAR WE'LL BE RELEASING CONTACT LIST, WHAT'S CALLED EMV.

SO IF YOU HAVE A DEBIT OR CREDIT CARD AND YOU SEE THE LITTLE WIFI SYMBOL ON IT, YOU'LL BE ABLE TO UTILIZE THAT, UM, WHEN YOU GET ON THE BUS AND TAP IT.

AND WHAT IT'LL DO IS IT'LL ALSO CAP YOU ON A DAILY AND MONTHLY BASIS.

SO CUSTOMER DOESN'T EVEN NEED TO USE THEIR SMARTPHONE UNLESS THEY WANT TO USE THINGS LIKE GOOGLE AND APPLE PAY, WHICH WILL ALSO BE AVAILABLE DOWN THE ROAD AS WELL.

SO THIS HAS BEEN HUGE FOR OUR CUSTOMERS AND ALLOWED THEM TO SAVE MONEY.

CURRENTLY WE RUN 18 BUS ROUTES WITHIN THE COUNTY, OVER 2,500 BUS STOPS.

WE HAVE OUR CONNECT ON DEMAND PROGRAM, WHICH I'LL TALK ABOUT AS WELL AS OUR OTHER CONNECT PROGRAMS. AND RIGHT NOW WE ARE CURRENTLY RUNNING THE SAME SERVICE SEVEN DAYS A WEEK.

WHAT THIS HAS ALLOWED US TO DO IS, UM, OUR WEEKEND SERVICE, WHICH HAS BEEN TYPICALLY EVEN PRIOR TO THE PANDEMIC, NORMALLY LOWER SERVICE THAN THE WEEKDAYS.

WHAT WE'VE NOTICED SINCE THE PANDEMIC, SINCE THE MAJORITY OF OUR CUSTOMERS WERE ESSENTIAL WORKERS, THAT WE STARTED TO SEE ONE, A LEVELING OUT OF RIDER SHIFT DURING THE DAY.

WE DIDN'T HAVE MANY OF THOSE AM AND PM RIDER, AS MANY WERE WORKING FROM HOME, BUT WHAT YOU SAW WAS AN INCREASE IN WEEKEND NEEDS, UH, FOR RIDER.

SO WE HAVE BEEN ABLE TO INCREASE THOSE SERVICES ON WEEKENDS.

THE NEXT STEP, AS I SAID, WITH HIRING MORE THAN UH, 75 DRIVERS, IS TO GET THE WEEKDAY SERVICE BACK TO WHAT IT USED TO BE PRIOR TO THE PANDEMIC CONNECT ON DEMAND IS A THREE PROGRAM, UM, NAME THAT WE'VE PUT FOR THIS.

UH, ON DEMAND IS A SERVICE THAT I'LL TALK ABOUT, UH, HERE SHORTLY.

THAT'S A SERVICE THAT WE'RE PROPOSING TO PUT IN PARTS OF HUBER HEIGHTS, WHICH WOULD ACTUALLY EXPAND EXISTING SERVICES.

TODAY WE HAVE OUR PARATRANSIT SERVICE, WHICH MANY OF YOU MIGHT HAVE HEARD OF BEFORE, IS REFERRED TO AS PROJECT MOBILITY.

UM, THAT'S A SERVICE FOR CUSTOMERS WHO ARE PHYSICALLY OR COGNITIVELY UNABLE TO UTILIZE THE BUS ROUTE SERVICES.

THIS IS AVAILABLE TO THEM AND AN ELIGIBILITY PROCESS FOR THAT.

AND THEN FINALLY WE HAVE OUR 53 10 PROGRAM, WHICH HAS BEEN LIVE FOR ABOUT OVER A YEAR NOW.

AND WHAT THIS DOES IS THIS PROVIDES AT A REDUCED COST RATE THROUGH A FEDERAL PROGRAM, THE

53 10 PROGRAM, CUSTOMERS WHO ARE 65 AND OLDER, OLDER ADULTS AND PERSONS WITH DISABILITIES, IF THEY'RE TRAVELING TO AND FROM MEDICAL APPOINTMENTS TO GROCERY STORE, THE PHARMACY, WE OFFER A SUBSIDY FOR THEIR TRIPS AT $5 PER ONE WAY TO THOSE SPECIFIC TRIPS.

AND THAT'S FOR ANYONE WITHIN MONTGOMERY COUNTY IS ELIGIBLE FOR THAT SERVICE.

AND THEY CAN ACTUALLY BRING SOMEONE WITH THEM FOR STILL THE SAME COST OF $5 EACH WAY.

SO IF YOU'VE EVER TAKEN AN UBER OR LYFT, IT'S DEFINITELY, UH, A REDUCED, UH, FAIR.

AND WE'VE SEEN A LOT OF PEOPLE TAKE ADVANTAGE OF THIS BECAUSE OBVIOUSLY NOT EVERYBODY HAS SOMEONE WHO CAN NECESSARILY TAKE THEM ALL THE TIME, UM, ON THESE TRIPS.

BUT WE'VE BEEN ABLE TO MAKE THIS PROGRAM AVAILABLE AND WHAT THAT'S ALLOWED US TO DO IS HAVE A HUNDRED PERCENT COVERAGE WITHIN THE ENTIRE COUNTY FOR OLDER ADULTS AND PERSONS WITH DISABILITY.

WHEN IT COMES TO TRANSPORTATION SERVICES.

THERE ARE SERVICES AVAILABLE AND THERE'S, THERE'S NO GAPS WITHIN THAT.

SO OUR CURRENT SERVICE IN HUBER HEIGHTS, IF YOU'RE NOT FAMILIAR, WE HAVE OUR 18 AND 19 THAT ARE BUS ROUTES THAT HAVE BEEN HERE FOR QUITE SOME TIME.

UM, BUT WHAT WE'RE LOOKING TO DO IS PROPOSE TO EXPAND THE SERVICE.

RIGHT NOW WE ARE GOING THROUGH A SYSTEM REDESIGN, PUBLIC OUTREACH, WHERE WE'RE PRESENTING OUR FUTURE PLANS WITH CUSTOMERS SO THAT WE CAN GET AN UNDERSTANDING OF WHERE PEOPLE WANT TO GO.

WE HAD THIS PLAN DEVELOPED ORIGINALLY BEFORE THE PANDEMIC, BUT LIKE MANY THINGS, THE PANDEMIC CHANGED THINGS.

SO WE WANT TO MAKE SURE WHAT OUR REDESIGN OF THE REDESIGN IS, IS MATCHING WHAT CUSTOMERS NEED TODAY.

SO THAT WAY AS WE'RE ABLE TO HIRE THESE DRIVERS, WE CAN START ROLLING OUT THESE POSITIVE CHANGES AND EXPANSIONS, UM, TO THE COMMUNITY.

UH, IT'S CALLED OUR WHAT CONNECTS YOU, UH, REDESIGN.

AND WHAT OUR GOAL IS IS TO REDUCE THE AMOUNT OF CONNECTIONS THAT CUSTOMERS NEED TO MAKE, UH, WITHIN OUR SYSTEM.

AS MANY OF YOU KNOW, WE COME, A LOT OF OUR SERVICES COME DOWNTOWN AND THEN GO OUT FROM THERE.

UNDER THE REDESIGN, WE'RE LOOKING TO CREATE MORE CROSS CITY CONNECTIONS SO THE CUSTOMERS DON'T HAVE TO COME TO DOWNTOWN TO TRANSFER.

AND ONE OF THOSE CONNECTIONS IS ACTUALLY GONNA BE HERE IN HUBER HEIGHTS, WHICH WILL HELP, UH, BENEFIT CUSTOMERS, UH, LIVING IN THIS COMMUNITY.

THE REDESIGN IS GONNA MAKE IMPROVEMENTS ALL OVER THE COUNTY, UM, BY REACHING, UH, OVER 70% OF COUNTY RESIDENTS.

UM, 80% OF INDIVIDUALS THAT ARE LIVING IN POVERTY WILL HAVE ACCESS TO TRANSPORTATION.

UNDER THIS PROGRAM, UH, WE'RE INCREASING OUR FOOTPRINT IN TERMS OF WHERE THE JOBS ARE LOCATED IN THE COUNTY, AS WELL AS UM, MAINTAINING OUR 100% COVERAGE TO MAJOR HOSPITALS THAN WITH MONTGOMERY COUNTY.

AND AS I MENTIONED BEFORE, WE STILL ARE HAVING THAT 100% COVERAGE FOR THOSE WHO ARE OLDER ADULTS AND PERSONS WITH DISABILITIES.

SO HOW WILL THIS WORK, UH, FOR HUBER HEIGHTS? WHAT WE'RE PROPOSING, UM, FOR HUBER HEIGHTS IS THE EXPANSION OF, UH, OUR ON-DEMAND SERVICE, WHICH I'M, I MENTIONED EARLIER, WHAT ON-DEMAND IS, IS IT IS A SERVICE WHERE YOU CAN EITHER DOWNLOAD THE UBER OR LYFT APP OR YOU CAN CALL US CUZ WE KNOW NOT EVERYONE HAS A SMARTPHONE.

AND WHAT THAT ALLOWS YOU TO DO IS CUSTOMERS CAN TRAVEL ANYWHERE WITHIN THIS EXAMPLE, WITHIN THAT GREEN ZONE, UM, AT NO CHARGE CURRENTLY AND GET TRANSPORTATION TO AND FROM LOCATIONS WITHIN THAT AREA.

WE HAVE FOUR OTHER ZONES CURRENTLY TODAY THAT ARE ACTIVE WITH THAT PROGRAM.

UM, BUT WHAT THIS ALLOWS CUSTOMERS TO DO IS GET FURTHER BEYOND OUR BUS ROUTE SERVICE AND MAYBE GET TO PLACES THAT AREN'T EASILY ACCESSIBLE FROM OUR BUS ROUTES, BUT WE KNOW CUSTOMERS NEED TO GO TO, BUT MAYBE IT'S NOT NECESSARY TO HAVE A FULL 40 FOOT BUS GO THERE.

THIS PROGRAM IS IN PLACE TO INCREASE THOSE CONNECTIONS.

UM, AND I APPRECIATE, UH, BRIAN, YOUR OPPORTUNITY TO MEET.

UM, A COUPLE MONTHS AGO I WAS ABLE TO GET A BETTER UNDERSTANDING OF SOME OF THE ECONOMIC DEVELOPMENT, UM, THAT'S HAPPENING IN, IN HUBER HEIGHTS AS WELL AS REG, UH, RESIDENTIAL DEVELOPMENT.

SO A LOT OF OUR PLAN IS BASED OFF TRYING TO MEET WHAT THE FUTURE GROWTH LOOKS LIKE IN SOME AREAS, NOT ALL AREAS INITIALLY.

UM, BUT WHAT WE ARE LOOKING TO DO IS LAUNCH THAT ON-DEMAND SERVICE HERE WITHIN HUBER HEIGHTS.

IT'S NOT REPLACING ANY CURRENT BUS ROUTE SERVICE YOU HAVE, IT'S GOING TO BE ON TOP OF THE BUS ROUTE SERVICE YOU HAVE TODAY.

UM, CREATING CONNECTIONS HONESTLY BETWEEN HUBER HEIGHTS AND VANDALIA, UM, AS WELL.

UH, THE EAST CONNECTOR, UM, IS A NEW ROUTE WHICH WILL REPLACE, UM, CURRENT ROUTES THAT RUN IN THAT AREA.

AND WHAT THE EAST CONNECTOR DOES IS IT ACTUALLY TRAVELS, CAN'T SEE ON THE MAP THERE FURTHER SOUTH RIGHT INTO KETTERING.

WHAT WE'VE FOUND WITHIN OUR DATA FROM THE APPS THAT OUR CUSTOMERS USE AND WHAT THEY REQUEST, THERE'S A LOT OF TRAFFIC BETWEEN HUBER HEIGHTS AND KETTERING.

NOW THOSE ARE TWO CITIES THAT REALLY STUCK OUT IN TERMS OF CUSTOMERS.

WE'RE NOT SURE SURE WHICH DIRECTION THEY'RE GOING IN NECESSARILY, BUT THE STARTING AND ENDING LOCATIONS ARE IN HUBER HEIGHTS AND KETTERING.

SO THIS EAST CONNECTOR WILL PROVIDE A DIRECT CONNECTION FROM HUBER HEIGHTS TO KETTERING, BUT WILL ALSO INTERSECT WITH OTHER ROUTES ALONG THE WAY.

AND THAT WILL ALLOW, UM, RESIDENTS WITHIN HUBERT HEIGHTS TO NOT HAVE TO TRAVEL DOWNTOWN IF THEY DON'T NEED TO IN ORDER TO ACCESS, UM, OTHER PARTS OF THE COUNTY AS WELL AS OUR ROUTE 27.

SO AGAIN, IT'S, IT'S A, IT'S BASICALLY A REPLACEMENT OF THE SERVICES WE HAVE HERE TODAY.

UM, THE 27 WILL PROVIDE THAT ACCESS TO DOWNTOWN, UM, BUT THE EAST CONNECTOR'S GONNA PROVIDE THAT, AGAIN, ABILITY FOR CUSTOMERS TO NOT HAVE TO TRAVEL, UM, INTO THE DOWNTOWN TO ACCESS MORE SERVICE.

AND WITH THAT, I CAN ANSWER ANY QUESTIONS THAT YOU MAY HAVE.

SO I THINK THIS IS ALL GREAT NEWS FOR HUMAN RIGHTS AND EVERYONE IN HUB THAT THAT USES THE RTA

SO THAT'S A, IT'S A BIG ISSUE FOR HIGH SCHOOL STUDENTS WHO LIVE A LONG WAY AND I KNOW THERE'S LOTS OF STUDENTS WHO USE THE RTA IN ORDER TO GET TO SCHOOL.

SO I MEAN THERE'S, YOU KNOW, THE RTA BUS STOP RIGHT ACROSS FROM CLOUD PARK RIGHT AT THE HIGH SCHOOL.

MM-HMM.

THE, I THINK ONE OF THE ISSUES IS THOUGH IS WE HAVE ANY OF THESE HIGH SCHOOL STUDENTS BECAUSE THE BUS ONLY RUNS AT A CERTAIN TIME IN THE MORNING, SO SCHOOL DOESN'T START TILL THEY'RE GONNA BE AT SCHOOL BY SEVEN 40, BUT WE'VE GOT KIDS WHO ARE TRYING TO GET TO THE BUS STOP AT, YOU KNOW, 6 30, 6 20 IN THE MORNING AND THEN THEY'RE ON THE BUS AND THEY'RE RIDING ALL AROUND THE PLACE TO GET BEFORE THEY FINALLY GET DROPPED OFF AT THE SCHOOL.

SO I JUST THINK IT WOULD, IT WOULD BE NICE, AND I DON'T KNOW IF, IF ANY CONVERSATIONS HAVE HAPPENED WITH THE HEBREW RIGHTS CITY SCHOOLS AND THE SUPERINTENDENT OR THE TRANSPORTATION DEPARTMENT TO FIND OUT IF THERE'S ANYTHING THAT COULD BE DONE TO HELP THOSE ROUTES FOR THOSE STUDENTS WHO RIDE THE BUS.

CUZ THERE ARE, THERE ARE SEVERAL, BECAUSE WE DON'T OFFER BUSING AT THE HIGH SCHOOL LEVEL REGARDLESS OF HOW FAR THEY LIVE.

AND LIKE AT THE ELEMENTARY OR THE MIDDLE SCHOOL, I THINK IT'S A MILE, MAYBE TWO MILES THEY'RE WALKING.

BUT, YOU KNOW, IF YOU LIVE FOUR OR FIVE MILES FROM THE HIGH SCHOOL, IF YOU'RE OUT IN ONE OF THOSE AREAS, YOU'RE NUMBER ONE, YOU GOTTA FIND A WAY TO GET TO THE BUS STOP OR YOU MIGHT BE WALKING A MILE TO GET TO THE BUS STOP AND YOU GOTTA BE THERE TWO AND A HALF HOURS BEFORE SCHOOL STARTS.

SO THAT WOULD BE NICE IF THERE'S SOME TYPE OF COMMUNICATION CAN HAPPEN TO FIND OUT IF ANYTHING COULD BE DONE TO HELP THOSE STUDENTS.

THAT QUESTION WAS, AND I QUOTE, I APPRECIATE THE FACT THAT WE HAD THE CHEAPEST RATES AROUND FOR QUITE A WHILE, BUT IT ALMOST SOUNDS LIKE THERE'S BEEN NOT BEEN A LOT OF LONG RANGE PLANNING AND BUDGETING SO THAT WE DIDN'T COME TO THE UP TO THIS POINT WHERE WE NEED THE MASSIVE AMOUNT TO GET WELL.

THAT QUESTION RESONATED THROUGH MY HEAD.

THE ONE OF MANY TOPICS NEEDING ADDRESSED TONIGHT IS OUR WATER INFRASTRUCTURE IN 2018, RESOLUTION WAS PASSED TO BEGIN ANNUAL RATE INCREASES FOR OUR WATER.

MR. FALKOWSKI CONDUCTED PRESENTATIONS IN THOSE MEETINGS, ILLUSTRATING RATE COMPARISONS TO SURROUNDING AREAS PROJECTED GAINS OVER TWO SPECIFIC PERIODS, AS WELL AS VALIDATION FOR THE NEED TO INCREASE RATES.

HERE IT'S MY OPINION THAT THAT PRESENTATION ACTUALLY DISTRACTED FOCUS FROM THE ACTUAL INTENT OF THE RESOLUTION, WHICH DOES PERMIT CONTINUED RATE INCREASES.

HE ALSO LISTED CALLS FOR THE INCREASES BASED ON THREE FACTORS WITH THOSE BEING ONE, THE WATER SOFTENING PROJECT TWO, THE SYSTEM PRESSURE INCREASE NORTH OF I 70 AND THREE LAST, BUT MOST IMPORTANTLY, REPLACEMENT OF AGING WATER MAINS THAT WERE ALREADY KNOWN TO BE A PROBLEM AND WHERE WATER SOFTENING WOULD CREATE FURTHER ISSUES.

IN 2000 OR SINCE 2018, THE CITY HAS EXPERIENCED AN ELEVATED RATE OF WATER MAIN BREAKS AS THOSE BREAKS WERE OCCURRING.

A RESIDENT CAME FORWARD TO SHARE FINDINGS OF THE WATER QUALITY AT THEIR HOME.

SHE TOOK THE TIME, EFFORT, AND EXPENSE TO HAVE THEIR WATER ANALYZED AND THEN PRESENTED THOSE RESULTS TO THIS COUNCIL.

THOSE FINDINGS RESULTED IN HER ONLY BEING RIDICULED, DEMEANED, AND ACCUSED OF CREATING PANIC AND FEAR.

ALL THE WHILE HER CONCERNS WERE IGNORED BY THIS COUNCIL.

YOU, MR. GORE RECENTLY WENT ON RECORD AND STATED, WE DON'T HAVE A WATER QUALITY ISSUE.

WE HAVE A DELIVERY ISSUE.

ALSO DURING THIS TIME, IT'S MY UNDERSTANDING THAT THE WATER FUND HAD ACCUMULATED A TOTAL VALUE OF APPROXIMATELY 30 PLUS MILLION.

QUESTIONS NOW NEED TO BE ANSWERED.

DO WE OR DO WE NOT NEED TO BE CONCERNED ABOUT OUR WATER QUALITY? WHAT HAPPENED TO THE 30 PLUS MILLION THAT WAS IN OUR WATER FUND? WHERE DID IT GO AND WHAT WAS IT USED FOR? HOW MANY OF THE AGING WATER MAINS NOTED AS CAUSED FOR THE NEEDED RATE INCREASES BACK IN 2018 HAVE ACTUALLY BEEN REPLACED? NEXT WE NEED TO, OR WE PAID APPROXIMATELY $87,000 FOR A WATER STUDY TO TELL US WHAT'S OCCURRING AND WHAT WE NEED TO DO TO FIX IT.

THAT STUDY WAS COMPLETED NOVEMBER OF LAST YEAR.

NOW ALMOST FOUR MONTHS LATER, WE'RE STILL WAITING TO HAVE DISCUSSIONS ABOUT THAT STUDY.

AND PER THE FEBRUARY 7TH COUNCIL WORK SESSION, DISCUSSIONS ARE BEING DELAYED YET ANOTHER MONTH.

WE'VE BEEN TOLD SO MANY STORIES THAT WE NOW DON'T KNOW WHAT TO BELIEVE ANYMORE.

STORIES INCLUDE PIPE'S BEEN ORDERED, IT'S ON AN EVER-CHANGING BACKLOG, IT HASN'T BEEN ORDERED.

SOME HAS BEEN DELIVERED TO NOW THE CONTRACTORS ARE ORDERING IT.

NEXT WE ADD DISCUSSIONS FOR FUNDING.

THE DIRECTOR OF FINANCE MADE IT VERY CLEAR THAT WE DO NOT HAVE THE FUNDS TO FINANCE THE REPAIRS YET TONIGHT YOU'RE GOING TO PASS AN ORDINANCE TO TRANSFER $640,000 FROM THE GASOLINE TAX FUND TO THE CARRIAGE TRAILS INFRASTRUCTURE FUND DECLARING THAT NEED AS AN EMERGENCY AND OF WHICH IT WILL NOT BE REPAID.

IT'S ALSO BEEN SUGGESTED BY THE INTERIM CITY MANAGER TO ADDRESS ASES OR TO ADD ASSESSMENTS ON RES ON RESIDENTS PROPERTY TAXES AS AN OPTION TO FINANCE THE WATER MAIN REPLACEMENT.

THOSE ASSESSMENTS WOULD BE ASSIGNED ONLY TO THE RESIDENTS OF WHOM THE NEW PIPES SERVICES.

THAT, IN MY OPINION, IS LUDICROUS AND COMPLETELY UNFAIR.

IF WE RUN WITH THAT ASSUMPTION, THEN WOULD IT BE FAIR THAT THE DEVELOPERS PAY FOR ALL IN INCREASING COSTS THAT THEY ARE OR IMPOSING ON OUR WATER SYSTEMS PAY FOR ANY DAMAGES TO OUR SYSTEMS THAT THEIR DEMAND CREATES AND THAT NO FURTHER RATE INCREASES ARE IMPOSED ON US.

WITH THAT, I, WITH THAT SAID, I WOULD SUGGEST ANYONE LISTENING AND WHO IS POSSIBLY EXPERIENCING OR IN THE FUTURE MAY EXPERIENCE BREAKS, PAY VERY CLOSE ATTENTION TO HOW THIS RECOMMENDATION PLAYS OUT.

ONE OF MY EARLIER QUESTIONS RE RESURFACES AGAIN, WHERE IS THE 30 MILLION THAT WAS IN THE WATER FUND? ANOTHER QUESTION SURFACES AS WELL.

IF THE WATER STUDY RECOMMENDS A SPECIFIC TYPE OF PIPE TO BE UTILIZED, WHY IS OUR CITY ENGINEER STATING HE'S ALREADY ORDERED PIPE OF A DIFFERENT TYPE, BUT WILL WRAP IT IN PLASTIC INSTEAD OF UTILIZING WHAT IS BEING RECOMMENDED BY THE STUDY? HAS THAT METHOD BEEN THOROUGHLY RESEARCHED AND DISCUSSED? UNLIKE THE SIP PROCESS WHERE WE SPENT ALMOST 1 MILLION IN EXPERIENCED FAILURES, FAILURES ON THOSE LINES WITHIN A FEW MONTHS? WHY ARE YOU ARBITRARILY TAKING YOUR OWN ACTIONS AND IGNORING THE RECOMMENDATIONS OF THE WATER STUDY THAT WE HAVEN'T EVEN BEEN, OR THEY HAVEN'T EVEN BEEN DISCUSSED YET? THE AMENDMENT ALLOWS FOR THE EXPANDING OF THE CURRENT DEFINITION OF ALLOWABLE HOME OCCUPATIONS.

I TAKE ISSUE WITH EXPANDING HOME BUSINESSES TO INCLUDE THE UTILIZATION OF ONE ADDITIONAL PERSON WHO DOES NOT RESIDE AT THE HOME OR THE OCCUPATION TAKES PLACE.

IN MY OPINION, HOME BUSINESSES THAT HAVE GROWN OR THAT REQUIRE THE UTILIZATION OF ONE OR OR MORE ADDITIONAL PEOPLE DO NOT, UH, WHO DO NOT RESIDE IN THE HOME, HAVE OUTGROWN THE HOME AS AN INAPPROPRIATE PLACE FOR CONDUCTING BUSINESS AND SHOULD RELOCATE TO AN AREA ZONE TO CONDUCT BUSINESS.

I TAKE ISSUE WITH THE ADDITION OF ONE NON ILLUMINATED SIGN BEING PERMITTED IN THE PR UH, ON THE PRINCIPLE BUILDING OF A HOME'S BUSINESS.

OUR NEIGHBORHOODS ARE RESIDENTIAL ZONED AREAS WITHIN OUR COMMUNITIES.

SIGNAGE IS A TOOL USED TO INCREASE BUSINESS TRAFFIC, AND I CAN'T BELIEVE WE WANT TO ENCOURAGE MORE TRANSIENT TRAFFIC IN OUR RESIDENTIAL NEIGHBORHOODS BY PERMITTING STOREFRONT ADVERTISING.

I TAKE ISSUE WITH ALLOWING HOME BUSINESSES TO HAVE MORE THAN ONE CUSTOMER, INCLUDING THOSE CUSTOMERS ARRIVING AND WAITING FOR SERVICE AT ANY ONE TIME.

MY OPPOSITION IS DUE TO THE POTENTIAL IMPACTS ON NEIGHBORHOOD CHARACTER AND IMPACTS ON RESIDENTIAL ZONE PROPERTIES ALREADY WITH CONGESTED STREETS.

ADDITIONALLY, I HAVE NO, UH, ADDITIONALLY, I HAVE NO DIS UH, ADDITIONALLY, I'VE HEARD NO DISCUSSION REGARDING WHO IS GOING TO POLICE THESE REQUIREMENTS AND WHERE THE RESOURCES ARE GONNA COME TO DO SO.

I'M OPPOSED TO ITEM 10 C AND TONIGHT'S AGENDA IN ORDINANCE AMENDING THE CITY CODE OF HUBER HEIGHTS REGARDING THE BED AND BREAKFAST ESTABLISHMENTS PROPOSED STANDARD TWO OF THE AMENDMENT STATES, THE OWNER OF THE PREMISE SHALL RESIDE FULL-TIME IN THE DWELLING.

THE REQUIREMENT FOR THE OWNER TO BE ON THE PREMISE TO RESIDE FULL-TIME IN THE DWELLING MUST BE CLEANED UP TO BE CLEARER AND ENFORCEABLE.

THE PROPOSED AMENDMENT TO, UH, 11 23, 141 BED AND BREAKFAST ESTABLISHMENTS, SPECIFICALLY STANDARD SEVEN SAYS THERE SHALL BE NO CHANGE IN THE OUTSIDE APPEARANCE OF THE BUILDING OR PREMISES OR OTHER VISIBLE EVIDENCE OF THE CON UH, CONDUCT OF THE BED AND BREAKFAST ESTABLISHMENT THAT WILL INDICATE FROM THE EXTERIOR OF THE BUILDING THAT IT'S BEING USED FOR ANY OTHER PURPOSE OTHER THAN AS

THAT AMENDMENT IS ALSO SCHEDULED FOR A VOTE ON TONIGHT'S CITY'S COUNCIL MEETING.

THE INCONSISTENCY BETWEEN THE BED AND BREAKFAST BEING AN ALLOWABLE HOME OCCUPATION, BUT THE ONLY HOME OCCUPATION NOT ALLOWED TO HAVE AN EXTERIOR SIGNAGE APPEARS INAPPROPRIATE.

AS A MINIMUM, THE SITUATION SHOULD RESULT IN THE TABLING OF THIS ORDINANCE AMENDMENT UNTIL THAT INCONSISTENCY IS RESOLVED.

I'M OPPOSED TO ITEM 10 D ON TONIGHT'S AGENDA.

AN ORDINANCE AMENDING THE CITY OF HUBER HEIGHTS CODE REGARDING AUTOMOTIVE VEHICLE REPAIR FACILITIES.

THE PROPOSED LEGISLATION PROPOSES A STANDARD WHICH STATES IN PART THE STORAGE OF NON-OPERATIONAL VEHICLES FOR LONGER THAN ONE WEEK SHALL BE PROHIBITED.

VEHICLES MUST BE ABLE TO MOVE AT LEAST 100 FEET UNDER THEIR OWN POWER WITHIN 24 HOURS NOTICE OF THE CITY.

THERE'S AN INTERNAL INCONSISTENCY IN THESE TWO SENTENCES FOUND WITHIN THE SAME PROPOSED STANDARD.

IF IT IS ALLOWABLE FOR A VEHICLE IN REPAIR TO BE NON-OPERATIONAL FOR LESS THAN A WEEK, BUT FOR MORE THAN A DAY, THEN IT IS AND IT'S AWAITING PARTS, IT COULD BE UNREASONABLE TO REQUIRE THE VEHICLE TO BE ABLE TO BE MOVED UNDER ITS OWN POWER WITH THE 24 HOURS AT A MINIMUM, COUNSEL SHOULD TABLE THIS ORDINANCE UNTIL THAT INCONSISTENCY IS RESOLVED.

ALTHOUGH I HAVE AND CONTINUE TO ADVOCATE FOR A STRAIGHT UP NO VOTE ON THIS ITEM, RESULTING FROM MY ENVIRONMENTAL AND UNINTENDED CONSEQUENCES, CONCERNS, I'M OPPOSED TO ITEM 11 E ON THE AGENDA.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH MULO INDUSTRIES FOR THE PURPOSES OF, OF DISTRIBUTING A GRANT ASSOCIATED WITH THE ECONOMIC DEVELOPMENT GOVERNMENT EQUITY AGREEMENT BETWEEN THE CITY OF HUBER HEIGHTS AND MONTGOMERY COUNTY.

MATERIALS PROVIDED ON THIS TOPIC STATE THAT THE RESOLUTION AUTHORIZES MONIES PROVIDED FOR THE GRANT AND THE AMOUNT OF 62,400 TO BE PROVIDED VIA SUPPLEMENTAL APPROPRIATION, AND THAT ONLY AFTER MOOT INDUSTRIES DEMONSTRATES ITS COMPLIANCE.

WITH THE TERMS OF THE CONDITIONS OF THE CURRENT, THE CITY WILL BE REIMBURSED FOR THE AMOUNT OF 62,400 FROM MONTGOMERY COUNTY.

THIS MAKES THE CITY, AND THEREFORE THE RESIDENTS OF THE CITY RESPONSIBLE AND ACCOUNTABLE FOR THE PERFORMANCE OF MULO INDUSTRIES.

MULO INDUSTRIES CERTAINLY SEEMS TO BE A SIZE SUFFICIENT TO PERFORM SERVICES AND BE PAID UPON SUCCESSFUL COMPLETION AND NOT IN NEED OF FORWARD FINANCING.

IT'S MY OPINION THAT MULO INDUSTRIES SHOULD BE PAID WHEN THE COUNTY GRANT FUNDS BECOME AVAILABLE AND THE CITY FUNDS SHOULD NOT BE PLACED AT RISK WITH YET ANOTHER ADVANCE FROM THE GENERAL FUNDS.

I'M OPPOSED TO ITEM 11 F ON THE AGENDA.

SUPPLEMENTAL APPROPRIATIONS, TO BE CLEAR, I'M IN OPPOSITION TO SPECIFIC ELEMENTS OF THE SUPPLEMENTAL APPROPRIATIONS, NOT ALL OF THEM SPECIFICALLY, I'M OPPOSED TO THE TRANSFER OF $400,000 FROM THE SEWER FUND OF THE SEWER CAPITAL FUND FOR THE EAST SANITARY SEWER EXTENSION PROJECT.

THESE FUNDS SHOULD BE USED TO SUPPORT THE CURRENT INFRASTRUCTURE REQUIREMENTS WITH THE CURRENT CUSTOMERS COMING FIRST, IF AND ONLY IF THERE ARE EXCESS FUNDS BEYOND THOSE REQUIRED FOR SUSTAINMENT SHOULD THOSE FUNDS BE MADE AVAILABLE FOR INVESTMENT AND GROWTH AND EXPANSION.

AS I UNDERSTOOD IT, FUNDING FOR THE EAST SANITARY SEWER EXTENSION PROJECT WAS TO BE SOURCED FROM THE CITY'S SEWER PROJECT FUND AND THE AMOUNT OF 2.75 MILLION.

THIS MONEY WAS COLLECTED FROM EXISTING CUSTOMERS AND SHOULD HAVE BEEN USED FOR TO DEFER THE COSTS OF EXISTING INFRASTRUCTURE NEEDS AND NOT FOR GROWTH INVESTMENT.

BUT THAT IS WATER UNDER THE BRIDGE, IF YOU'LL EXCUSE THE PUN THIS, THIS INCREASE REPRESENTS AN APPROXIMATE 15% COST GROWTH IN THIS EFFORT BEFORE THE CONTRACT AWARD.

AT A TIME WHEN THE CITY IS GRAPPLING WITH SEWER AND WATER RATE INCREASES TO SUPPORT NECESSARY INFRASTRUCTURE REPAIR, MODERNIZATION, EXPANSION, AND REPLACEMENT NECESSARY TO SUSTAIN THE EXISTING RESIDENCE, THIS TRANSFER RESULTS IN AN UNFAIR FINANCIAL BURDEN BEING PLACED ON THE CITY'S CURRENT RESIDENTS THAT WILL HAVE TO BE MADE UP WITH LARGER RATE INCREASES.

THIS FUNDING COULD BE USED TO DILUTE REQUIRED RATE INCREASES AND SUPPORT THE CURRENT INFRASTRUCTURE NEEDS.

FURTHER SPECULATIVE, UH, FUTURE SPECULATIVE REVENUES FROM INVESTMENTS IN GROWTH DON'T ADDRESS IMMEDIATE CONCERNS OVER ARISING HOMEOWNER'S BILLS APPROVING THIS COURSE IS, UH, APPROVING THE COURSE IN THIS LEGISLATION DEMONSTRATES WHAT I CALL A LACK OF BALANCE BETWEEN GROWTH AND INFRASTRUCTURE MAINTENANCE.

I'M OPPOSED TO THE EXPENDITURE

OF THE $525,000, UH, AS AN ADVANCE FROM THE GENERAL FUND TO THE CAPITAL IMPROVEMENT FUND TO PURCHASE LAND FOR THE NEW PUBLIC WORKS FACILITY.

THIS FUNDING IF AVAILABLE, SHOULD BE USED TO SUPPORT REQUIREMENTS FOR SUSTAINMENT, MODERNIZATION, AND REPAIR OF EXISTING WATER DISTRIBUTION SYSTEM.

APPROVAL FOR THIS CAPITAL IMPROVEMENT PROJECT SHOULD BE DEFERRED UNTIL PERMANENT FINANCING IS SECURED BY THE CITY THROUGH THE ISSUANCE OF BONDS AT A FUTURE DATE.

ITEM 11 G ON TONIGHT'S AGENDA, AUTHORING A AUTHORIZING A ONE TIME TRANSFER OF MONIES FROM A GASOLINE TAX FUND TO DOCUMENT AN ADVANCE PREVIOUSLY MADE TO CARRIAGE HILL TRAILS INFRASTRUCTURE FUND BECAUSE AN ANTICIPATED S I B LOAN WAS NOT OBTAINED.

AS MENTIONED EARLIER, I'M OPPOSED TO THE PROPOSED $62,400 ADVANCE FOR THE, UH, GENERAL FUND, UH, CAPITAL IMPROVEMENT FUND FOR INITIAL FUNDING OF THE MULO INDUSTRIES.

ENCOURAGE THE COUNCIL TO FUND THIS EFFORT WHEN THE GRANT PROCEEDS ARE RECEIVED.

THESE GENERAL FUNDS SHOULD EITHER CONTINUE TO GENERATE INTEREST AT REVENUE IN THE GENERAL FUND OR BE APPLIED TO HIGHER PRIORITY FINANCIAL NEEDS AS NEEDED IN THE CITY.

I CONDITIONALLY SUPPORT ITEMS 11 AND ORDINANCE INCREASING THE SEWER RATES.

THE CONDITION IS ELIMINATION OF THE TRANSFER OF THE $440,000 FROM THE SOAR FUND OF THE SOAR CAPITAL FUND FOR THE EAST SANITARY SEWER EXTENSION PROJECT.

THAT FUNDING GENERATED FROM EXISTING USER FEES SHOULD BE USED FIRST TO OFFSET FUTURE RATE INCREASES NECESSARY TO SUPPORT THE EXISTING INFRASTRUCTURE.

I WOULD LIKE TO SEE A COMMITMENT FROM THIS COUNCIL TO SUPPORT THAT OBJECTIVE WITHOUT DELAYING TONIGHT'S PROPOSED RATE INCREASE.

AS WE ALL KNOW, FUTURE INCREASES ARE ALSO COMING AND THIS FUNDING COULD BE USED TO OFFSET AND DEFER THOSE FUTURE INCREASES.

I'M OPPOSED TO THE APPROVAL OF ITEM 11 N ON TONIGHT'S AGENDA AUTHORIZING A CONTRACT FOR THE EAST SANITARY SEWER EXTENSION PROJECT AS COVERED BEFORE.

I'M OPPOSED TO THE TRANSFER THAT SHOULD BE USED FOR THE STATEMENT OF THE EXISTING INFRASTRUCTURE.

ENTERING A CONTRACT WITHOUT HAVING IDENTIFIED AN ACCEPTABLE REVENUE SOURCE SHOULD NOT BE ALLOWED.

THIS IS AN AGENDA ITEM AND SHOULD BE DEFERRED UNTIL A BALANCED FUNDING STRATEGY IS FOUND.

UM, I ALSO HAVE CONCERNS ABOUT THE ENVIRONMENTAL IMPACT.

HOW WOULD HAZARDOUS MATERIALS BE DISPOSED OF? LIKE IF THEY'RE CHANGING OIL OR TRANSMISSION FLUID OR, YOU KNOW, WHEN YOU'VE GOT A FIVE ACRE AGRICULTURE, IT'S REAL EASY TO DUMP STUFF ON THE BACK OF YOUR LOT AND NOBODY'S GONNA SEE WHAT YOU'RE DOING OUT THERE.

UM, WHERE WE LIVE, IT'S A LOT OF WELL WATER.

SO I HAVE A A CONCERN ABOUT THE ENVIRONMENTAL IMPACT ON THAT AS WELL AS THE PARTS.

IF YOU'RE CHANGING A BATTERY, WHAT ARE YOU GONNA DO WITH THE OLD BATTERY IF YOU'RE REPAIRING DIFFERENT PARTS IN THE ENGINE, HOW IS THAT GONNA BE MONITORED? AS COUNSEL HAS PREVIOUSLY BEEN BRIEFED, THIS PARTICULAR MEASURE, UH, PROVIDES FOR, UH, NEW SANITARY SEWER TRUNK LINE, UH, TO CONNECT CENTER POINT 70 WITH THE CITY OF FAIRBORNE WASTEWATER TREATMENT PLANT.

IT IS A RECOMMENDATION OF STAFF THAT THIS ITEM BE ADOPTED THIS EVENING WAS THE RECOMMENDATION OF THE WORK SESSION.

UM, I HOPE THAT, UH, WITH THE LAST WORK SESSION AND TONIGHT'S CONVERSATIONS THAT UH, WE CAN FIND A WAY TO MAKE A PRIORITY WITH CITY STAFF AND COUNCIL, UH, TO FULLY FUND, WHICH WE HAVE 42 FIREFIGHTERS AND GET QUALITY FIREFIGHTERS HIRED, UM, QUICKLY.

UH, WE PASSED THAT LEGISLATION FOR ADDITIONAL MONEY IN 2022 AT THE END OF THE SUMMER LAST YEAR, AND IT'S INCLUDED IN THE 2023 BUDGET THIS YEAR.

AND PROCESS NORMALLY TAKES THREE TO FOUR MONTHS, AND WE'RE LOOKING WAY PAST SIX MONTHS NOW.

I HOPE THAT'S A PRIORITY THAT COUNCIL SETS.

SO, UM, I WOULD LIKE TO GET BACK TO, UM, BUSINESS OF THE CITY.

SO WHERE, WHERE DO WE GO FROM HERE? YES, SIR.

UH, WELL, WE'RE GONNA HAVE TO HAVE A, I GUESS, A DISCUSSION, UM, BOTH WITH, UM, COUNSEL, UH, SEL, AS WELL AS COUNSEL IL.

UM, I APPRECIATE THE OPINIONS THAT HAVE BEEN EXPRESSED TONIGHT AT THIS DIAS.

UH, BUT I WOULD, UH, REMIND COUNSEL THAT WE PROVIDED AN EXTENSIVE, UH, BRIEFING ON THIS.

I BELIEVE IT WAS IN AUGUST, UH, OF 2021, UH, THAT THIS PARTICULAR OPTION, UH, TO BUILD THE EAST SANITARY SEWER PROJECT.

UH, ONE, WE HAVE A COMMITMENT TO THE EPA, UH, TO PROVIDE SERVICE, UM, TO CENTER POINT 70 IN PARTICULAR OLD DOMINION, AND WE HAVE THAT OBLIGATION TO MEET BY JUNE.

UH, ADDITIONALLY, AS PART OF THE BRIEFING THAT COUNSEL WAS PROVIDED, UH, THIS PARTICULAR OPTION PROTECTS THE CITY'S INTERESTS AS IT RELATES TO, UM, CONTROLLABLE COMMITMENTS BECAUSE THE ONLY OTHER WAY TO ENSURE THAT SANITARY SEWER, UH, IS MADE AVAILABLE TO CENTER POINT 70, UH, BEYOND THIS PROJECT IS TO, UM, ACQUIESCE TO, UM, SIGNIFICANT DEMANDS THAT HAVE BEEN MADE BY CLARK COUNTY, UH, AND BETHEL TOWNSHIP CLARK, UH, AS THEY RELATE TO AN EXISTING JOINT ECONOMIC DEVELOPMENT AGREEMENT.

SO BY FAILING TO ADOPT THIS PARTICULAR LEGISLATION, THE CITY IS EFFECTIVELY CONTRIBUTING, UH, AGREEING TO PAY 50% OF ALL INFRASTRUCTURE TO BE, UH, CONSTRUCTED IN THE FUTURE.

AS PART OF THIS JED.

MORE IMPORTANTLY,

THE JED CAN BE AMENDED BY TWO OF ITS MEMBERS, UH, A SIMPLE MAJORITY THEREOF, MEANING THAT BETHEL TOWNSHIP, CLARK, AND CLARK COUNTY HAVE THE ABILITY TO EXTEND THE EXISTING JED, UH, BASED ON THE TERMS AND CONDITIONS OF THE AGREEMENT THAT THEY'VE PROPOSED, UH, AND ARE WILLING, UNWILLING TO AMEND, UM, TO EXPAND THAT TO ALL 500 ACRES OF DEVELOPABLE AND INDUSTRIAL PROPERTY, WHICH CURRENTLY, UH, ABUT THE EXISTING JET.

SO, UM, THAT IS AN ISSUE THAT WE'RE GOING TO HAVE TO ADDRESS BECAUSE, UM, I'M NOT QUITE SURE HOW WE'LL BE ABLE TO BUILD, UH, AND CONTROL THE FUNDING THAT WOULD BE ASSOCIATED, THE FUNDING MODELS THAT WOULD BE ASSOCIATED WITH THOSE COMMITMENTS IN THE FUTURE.

UH, SO WE'LL, UM, WE'LL, WE'LL HAVE TO COME BACK AND HAVE A CONVERSATION WITH COUNSEL ABOUT THIS BECAUSE THERE ARE SERIOUS AND SIGNIFICANT LONG-TERM CONSEQUENCES TO TONIGHT'S VOTE.
