UH, COUPLE ITEMS FOR, UH, COUNCIL IN THE COMMUNITY TONIGHT.

UH, JUST WANNA MAKE EVERYBODY AWARE THAT WE DID RECEIVE PROPOSALS TODAY FOR THE DESIGN OF THE NEW PUBLIC WORKS FACILITY.

THOSE PROPOSALS WILL BE REVIEWED AND EVALUATED BY STAFF, AND A RECOMMENDATION WILL BE FORTHCOMING TO CITY COUNCIL, UH, IN THE NEAR FUTURE.

ON MONDAY, THE 28TH, UH, L WC WILL BE MEETING WITH, UH, REPRESENTATIVES FROM THE SENIOR CENTER, UH, TO REVIEW THE PROPOSED CIVIC CENTER AND ACCOUNT FOR ANY, UH, WANTS OR NEEDS THAT THEY MAY HAVE WITH REGARD TO THAT, UH, STRUCTURE.

UH, ALSO ON MONDAY THE 28TH PUBLIC WORKS WILL BEGIN ITS THIRD PASS THROUGH THE CITY, UH, FOR LEAF COLLECTION.

UH, THEY'LL CONTINUE TO MAKE PASSES THROUGH THE CITY UNTIL THEY'VE GOTTEN ALL THE LEAVES OR UNTIL UH, MOTHER NATURE FORCES THEM TO CHASE THE SNOW, UH, ON.

THEN FINALLY ON SATURDAY, DECEMBER 3RD.

I KNOW EVERYBODY HAS THEIR CALENDARS MARKED BECAUSE IT'S, UH, NATIONAL GREEN BEAN CASSEROLE DAY.

UH, BUT IT IS ACTUALLY, UH, OUR ANNUAL CHRISTMAS CONCERT AND TREE LIGHTING EVENT OVER AT THE IKE.

UH, THAT EVENT IS FROM FIVE TO SEVEN AND INCLUDES VISITS WITH SANTA WAGON RIDES, REFRESHMENTS, AND, UH, THE HIGHLAND DANCERS.

UH, THE EVENT IS FREE AND EVERYONE IS ENCOURAGED TO BRING A FOOD ITEM FOR DONATION TO A LOCAL FOOD PANTRY.

NUMBER THREE B IS THE CITY TABLE OF ORGANIZATION STAFFING LEVELS.

UM, TONIGHT, THIS IS THE ANNUAL LEGISLATION WE BRING BEFORE YOU TO ESTABLISH AND AMEND OUR ORGANIZATIONAL CHART AND STAFFING LEVELS.

UM, THERE ARE A FEW AMENDMENTS TO THIS, SO I WILL GO OVER THEM, UH, QUICKLY.

WE ARE MOVING THE COMMUNITY ENGAGEMENT SPECIALIST, WHICH WAS CURRENTLY UNDER THE ECONOMIC DEVELOPMENT DEPARTMENT TO THE CITY MANAGER'S OFFICE, WHERE WE THINK THAT WILL BEST SERVE UNDERNEATH THE ASSISTANT CITY MANAGER IN THAT POSITION.

UM, AND THE FIRE DIVISION, WE ARE ASKING TO ADD A MEDICAL DIRECTOR, A WELLNESS COORDINATOR.

THIS IS A GRANT THAT THE FIRE DIVISION HAS, UM, APPLIED FOR.

WE HAVEN'T HEARD THE ANSWER YET AS TO WHETHER WE ARE GETTING THIS OR NOT.

UM, WE WOULD LIKE TO GO AHEAD AND MOVE FORWARD ADDING THAT.

AND ALSO IN THE FIRE DIVISION, WE ARE GOING TO ADD A SECOND CAPTAIN, WHICH THIS COST WILL BE COST NEUTRAL.

UM, DUE TO THERE ARE 10 LIEUTENANTS, ONE OF THEM BEING A FIRE, UH, TRAINING LIEUTENANT WHO IS A 40 HOUR EMPLOYEE.

THEIR PAY WILL BE THE SAME AS WHAT THE CAPTAIN'S PAY WOULD BE.

SO ONCE WE PROMOTE TO THOSE CAPTAIN POSITIONS, THAT 10TH LIEUTENANT, WHICH IS THE TRAINING LIEUTENANT WILL CALL IT, WILL GO AWAY.

SO THAT'S WHERE THE COST NEUTRAL COMES IN, THAT LIEUTENANT AND THAT CAPTAIN WILL HAVE THE SAME PAY CUZ THAT LIEUTENANT HAS A, I FORGET THE PERCENTAGE, THE PERCENTAGE ABOVE WHAT THE LIEUTENANTS, THE SHIP LIEUTENANTS HAVE.

OKAY.

SO THAT'S WHERE THAT COST MUTUAL COMES INTO PLAY.

SO THAT SECOND CAPTAIN WON'T REALLY COST THE CITY ANY ADDITIONAL FUNDS.

UM, MOVING ON TO, WHOOPS, I'M SORRY.

THE POLICE DIVISION.

THEY ARE ADDING A, AN ADMINISTRATIVE ASSISTANT.

WE'RE NAMING THAT ADMINISTRATIVE ASSISTANT TO THANK YOU.

UM, THIS IS RIGHT UNDERNEATH THE ADMINISTRATIVE ASSISTANT THREE.

THIS POSITION.

I BELIEVE CHIEF GAVE THIS IN HIS, UM, REVIEW OF HIS DEPARTMENT THAT THIS POSITION WILL BE IN CHARGE OF THE TRAINING, KEEPING TRACK OF TRAINING, SCHEDULING, TRAINING, THAT THAT'S WHAT THIS POSITION IS THERE FOR.

UM, WE ARE ALSO MOVING OUR, INCREASING THE POLICE OFFICER POSITIONS TO 43.

IT WAS 42.

THAT'S ALSO IN HIS PRESENTATION TO GIVE ANOTHER SRO TO GO TO THE SCHOOLS.

SO THAT'S WHERE THE 43 COMES INTO PLAY.

UM, IN THE TAX DIVISION, ASSISTANT TAX ADMINISTRATOR, WE PREVIOUSLY HAD TWO BECAUSE WE WERE TRANSITIONING TO A NEW TAX ADMINISTRATOR.

SHE IS NOW ON BOARD.

SO WE'D LIKE TO PUT THAT BACK TO ONE

PUBLIC WORKS DIVISION.

UM, I BELIEVE IN MIKE GRAY'S REVIEW OF HIS DEPARTMENT.

UH, HE WAS ASKING FOR, UM, A SECOND SUPERVISOR TO INCREASE THE SUPERVISION OVER THE CREW.

AND THEN ALSO WE ARE KIND OF REORGANIZING THE PARKS TO GIVE, UM, THE PARKS A LITTLE MORE RESOURCES AVAILABLE TO THEM.

SO WE ARE TAKING THE PARKS MANAGER, MOVING IT UNDERNEATH THE PUBLIC WORKS DIVISION, UM, TO A PARKS TECHNICIAN POSITION.

SO THAT ESSENTIALLY WILL GIVE THAT POSITION MORE RESOURCES TO DO THE THINGS HE NEEDS TO DO FOR THE ROADS, THE MUSIC, UH, THE MUSIC CENTER, THE PARKS WE HAVE.

UM, SO HOPEFULLY WE CAN HAVE MORE RESOURCES ALLOTTED TO THAT.

AND THOSE WERE ALL THE AMENDMENTS FOR THE TABLED ORGANIZATION.

SO, SO OUTSIDE OF THE TAX TECHNICIAN THAT WE ARE CURRENTLY, UM, I BELIEVE, UH, NEXT WEEK, UH, OFFERING A POSITION DUE THAT WOULD MAKE US FULLY STAFFED.

AM I CORRECT? YOU'RE TECHNICALLY, THEY WERE TECHNICALLY TOO SHORT.

WE ADDED ONE.

IF HE HAS TWO, WE WOULD BE SHORT ONE.

UM, SO WE HAD THAT DONE.

WE HAVE ADJUSTED SOME OF THE, SOME OF THE PAY RANGES.

UM, NOT A WHOLE LOT.

AND I WANT YOU TO BE AWARE THAT THEY ARE TO SALARY RANGES.

SO IF WE MOVE THE MAX, YOU KNOW, WHATEVER PERCENTAGE THAT WAS, NOBODY'S MOVING DIRECTLY TO THAT MAX.

IT'S JUST A RANGE TO KEEP COMPETITIVE WITH THE LOCAL JURISDICTIONS.

UM, SO THIS SALARY LEGISLATION WILL SET THOSE.

WE BRING IN SOMEBODY BETWEEN THOSE TWO.

THEY GET AN OPT OUT COST OR $2,500, WHICH IS TAXABLE.

SO THEY GET $625 A QUARTER FOR NOT TAKING OUR INSURANCE.

UM, OUR INSURANCE IS VERY GOOD.

UM, HAVE BEFORE YOU THE, UM, TAX DIVISION LEASE.

UH, AS YOU KNOW, WE, UM, UH, FOR THOSE OF YOU WHO WERE ON COUNCIL, UH, BACK IN 2017, WE, UM, MOVED TO, UM, THE SAME HUBER CENTER, BUT ON THE CHAMBERSBURG SIDE RATHER THAN THE, UM, UH, BRAT PIKE SIDE, UH, SEVERAL YEARS AGO.

AND THAT FIRST LEASE WAS SET UP FOR 2018 TO 2022.

AND SO THAT LEASE IS COMING, UH, TO A CLOSE HERE AT THE END OF THE YEAR.

SO THAT LEASE DID ALLOW FOR TWO FIVE YEAR RENEWAL TERMS. SO I AM BRINGING THAT TO COUNCIL AS A RECOMMENDATION.

THE, UH, THE INCREASE THAT, UH, MR. NOLTON, UM, PROVIDED TO US WAS, UM, AROUND 5%.

SO I THOUGHT THAT WAS VERY REASONABLE, UH, SINCE, UM, IT'S BEEN IN PLACE FOR FIVE YEARS, SO WE'RE EXTENDING IT ANOTHER FIVE YEARS.

I, UH, ASKED HIM, UH, SINCE WE HAVE PLANS TO POTENTIALLY MOVE, UH, THE STAFF IN THERE TO ANOTHER FACILITY WITHIN THE NEXT MAYBE THREE OR FOUR YEARS, UH, THAT THERE WAS AN OPT OUT CLAUSE AND, UH, HE ADDED THAT.

SO, UH, I SAID WE COULD GUARANTEE THAT WE'D BE THERE FOR THE NEXT TWO YEARS.

AND BEYOND THAT, WE'D, UH, WE'D LIKE TO HAVE A FIVE YEAR CONTRACT, BUT IF TURNS OUT THAT WE HAVE ANOTHER FACILITY READY TO MOVE INTO, THEN, UH, THEN WE ARE ALLOWED TO OPT OUT OF THE CONTRACT.

I THINK WE NEED TO GIVE, UM, I THINK IT'S, UH, 180 DAYS NOTICE.

I HAVE THAT IN YOUR PACKET.

UH, AS WE MOVE THAT PROJECT FORWARD, MR. NOLAND'S PROPERTY, UH, BECOMES THE NEXT LOGICAL REDEVELOPMENT SITE.

UH, WE'D LIKE TO DO A NOT TO EXCEED ON THIS OF 90,000 JUST TO COVER IF THERE'S ANYTHING COMES UP DURING THE, THE PROCESS, IF THEY HAVE TO HAVE ANYTHING EXTRA ON THAT.

THEY ACTUALLY DID THE LAST WATER MAIN REPLACEMENT WE DID ON HARSHMAN BILL ROAD, UH, NEAR CHAMBERSBURG, JUST, UH, PROBABLY TWO YEARS, TWO AND A HALF YEARS AGO, UH, FOR THIS, UH, PROJECT, WE DID RECEIVE A HUNDRED THOUSAND DOLLARS IN GRANT MONEY FROM THE OHIO PUBLIC WORKS COMMISSION, UH, EARLIER THIS YEAR.

AND SO WE'LL BE USING THAT WITH THIS, UH, TO FUND THIS PROJECT.

UM, THIS IS A SMALL PORT.

IT'S 1500 LINEAR FEET OF WATER MAIN REPLACEMENT, UH, IN THAT AREA.

THEY'VE HAD OVER 12 WATER MAIN BREAKS IN THE LAST FIVE YEARS, AND FOR THAT SMALL AREA, THAT'S ONE OF THE HIGHEST NUMBER OF BREAKS WE'VE HAD IN THE CITY, EVEN MORE THAN OVER AT THE OTHER AREA.

UM, WE WERE ABLE TO PRE-ORDER THE DUCT ARM PIPE FOR THIS, SO THEY WILL BE ABLE TO START POSSIBLY, UH, IN JANUARY IN THIS PROJECT.

UM, AND THEN WE'LL BE USING THE WATER FUND TO PAY FOR THAT IS NOT TO EXCEED A $459,000.

AND SO STAFF NEEDS TO TAKE THE TIME, STAFF NEEDS TO HAVE THE TIME TO BE ABLE TO ENGAGE THE APPROPRIATE CONSULTANTS, PUT TOGETHER THE APPROPRIATE PLANS, AND BE ABLE TO HAVE ALL OF THAT WORK READY TO GO.

UH, ON TOP OF WHICH, UM, YOU KNOW, THERE ARE SOME RESOURCES, UM, THAT WILL BE COMING OUR WAY, UH, IN THE FUTURE.

SO IN 2025, I BELIEVE, UH, WE PAY OFF, UM, SOME LONG-TERM NOTES, UH, FROM THE WATER FUND, AND THAT WILL FREE UP 1.6 MILLION.

THAT'S CURRENTLY GOING TO, UH, GOING TO, UM, UH, PAY OFF DEBT AT THE MOMENT.

SO WE COULD TAKE, UH, THOSE FUNDS, UH, AND APPLY THAT TO THE EXISTING, WHAT IS 1.3 MILLION THAT'S ALREADY THERE.

AND THAT GETS US CLOSE TO RIGHT AROUND, UH, WHATEVER THAT IS.

$3, UM, IS WHAT WE WOULD HAVE AVAILABLE LEAVING THE BALANCE TO GET TO, UH, THE, UH, THE SUGGESTED $4 MILLION MARK RIGHT AROUND 1.1 MILLION.

UM, THAT WOULD GIVE US TIME TO PUT TOGETHER.

UM, WORKING BETWEEN NOW AND 20 25, 20 26 WOULD GIVE US TIME TO BE ABLE TO IDENTIFY STREETS, BEGIN PREPPING WITH ENGINEERING, UH, TO PROPOSE SOME MODERATE RATE INCREASES OVER TIME TO MAKE SURE THAT WHEN, UH, IT IS READY TO GO, GO FULL BORE IN 2026, THAT WE HAVE ALL OF THE RESOURCES AVAILABLE FOR THAT.

AND THAT WE'VE THOUGHT ABOUT, UH, WHAT THOSE RESOURCES LOOK LIKE, UH, INTO THE FUTURE.

BECAUSE OBVIOUSLY THE COST TO DO ANYTHING TODAY IS NOT NEARLY AS CHEAP AS IT WAS TO DO IT YESTERDAY.

UH, IN THE FUTURE WILL BE MORE EXPENSIVE THAN WHAT IT IS TODAY.

SO WE WANNA BE VERY THOUGHTFUL ABOUT THOSE ITEMS. UH, AND WE ALSO NEED TO BE CONSCIENTIOUS ABOUT SOME OTHER EXPENSES THAT WE'RE INCURRING WITHIN THE UTILITY FUNDS.

UH, SO WE WANNA BE MINDFUL OF THOSE.

SO WE HAVEN'T PUT A LOT OF EFFORT AND OUR ENERGY INTO, UM, THE FULL DETAIL AND MERIT OF THE STUDY AT THIS POINT IN TIME.

UM, OTHERWISE I'M GONNA HAVE A TOUGH TIME SUPPORTING IT.

UH, THIS IS ONE OF THE MOST IMPORTANT THINGS A CITY DOES FOR ITS RESIDENTS IS MAINTAIN THE INFRASTRUCTURE.

SO THE CITY, THE TOWNSHIP, THE SCHOOL WILL HAVE A REPRESENTATIVE THERE, METRO PARKS, AND THEN, UH, ODOT AS WELL.

IF THEY WOULD LIKE TO SEND ANYONE, UH, THEY'LL BE KIND OF A FINAL WALKTHROUGH, TALK THROUGH OF WHAT IT IS THAT WE'RE INTENDING TO DO.

UH, AND PROVIDED THAT THERE'S NO, UM, CONCERNS OR, OR, UM, ISSUES, UH, THEN WE WOULD BEGIN THE PROCESS OF, UH, MAKING THE BOUNDARY ADJUSTMENT AT THAT LOCATION, UH, SO THAT THE CITY COULD HAVE, UM, JURISDICTION ON BOTH SIDES OF THE ROAD, UH, SO THAT THE STOPLIGHT COULD BE INSTALLED.

SO WHEN ARE YOU GOING TO ORDER THE EQUIPMENT? SO WHEN ALL THE APPROVAL IS OBTAINED, THAT LIGHT GOES UP AGAIN, SOONER THAN LATER.

AS SOON AS WE HAVE CONFIRMATION FROM, UH, THE COUNTY COMMISSION, OR I SHOULDN'T SAY FROM THE COUNTY COMMISSION, BUT AS SOON AS WE HAVE CONFIRMATION FROM THE COUNTY THAT THEY WILL NOT OBJECT TO THE BOUNDARY, UH, ADJUSTMENT, WE'LL ORDER THAT EQUIPMENT EVEN BEFORE WE GET THE LEGISLATION IN, UH, BECAUSE THAT'LL REQUIRE A SURVEY AND A DESCRIPTION SO WE CAN MOVE THE LINE AND ALL THOSE THINGS.

SO WE'LL DO THAT ALL IN TANDEM.

SO I'M JUST WAITING ON A DATE FROM THE, UH, COUNTY, UM, COUNTY ADMINISTRATOR'S OFFICE FOR THAT MEETING, AND THEN WE'LL, WE'LL KNOW MORE FROM THERE.
