THIS IS THE CITY HUMAN RIGHTS MAYOR PROCLAMATION FOR SPECIAL RECOGNITION FOR SIGNIFICANT ACHIEVEMENT.

SO WHEREAS THE CITY OF HUMAN RIGHTS WISHES TO EXPRESS IT, SINCERE APPRECIATION TO THE DEDICATED AND DISTINGUISHED SERVICE OF MR. DON STEWART.

WHEREAS DOM STEWART SERVED ON THE BOARD OF ZONING APPEAL FROM FEBRUARY 10TH ON FEBRUARY, 2010 THROUGH JUNE OF 2022.

BUT THE BEAUTY OF LIFE IS WHEN YOU CAN SIT BACK AND LOOK AT A CONDITION THAT YOU'RE GOING THROUGH AND LOOK OVER LIFE, SIR, AND REALIZE I BEEN HURT A SOUL TO GET HERE.

THAT'S A BLESSING WITHIN ITSELF.

YOU KNOW, I KNOW WHAT POLITICS IS.

WE PLAYED A GAME, BUT THEN YOU GOTTA LOOK BACK AT YOUR LIFE.

WHAT DID I DO? DID I HURT JUST TO GET AHEAD, JUST TO GET RECOGNITION OR DID I GIVE THE LOVE THAT GOD TOLD ME TO GIVE? AND EVENTUALLY IT'LL COME AROUND WHERE PEOPLE BE LIKE, IT SHOULDN'T HAVE BEEN LIKE THAT.

THAT WAY IT ELEVATES US FROM THE WAY WE THINK.

DON'T ALWAYS TAKE WHATEVER'S DARK AND KEEP IT IN YOUR SPIRIT.

COME FORWARD PLEASE THE CITY HEIGHTS SMALL BUSINESS SATURDAYS, WHEREAS THE CITY OF HUB HEIGHTS, OHIO CELEBRATES ITS LOCAL SMALL BUSINESSES AND CONTRIBUTES CONTRIBUTIONS THESE BUSINESS MAKE TO LOCAL ECONOMY AND COMMUNITY.

ACCORDING TO THE UNITED STATES SMALL BUSINESS ADMINISTRATION, BUT CURRENTLY 32.5 MILLION SMALL BUSINESSES IN THE UNITED STATES, WHICH REPRESENT 99.7% OF ALL BUSINESS WITH EMPLOYEES IN THE STATES AND ARE RESPONSIBLE FOR 60 OF NEW JOBS, SMALL BUSINESS EMPLOY OF THE EMPLOYEES IN THE PRIVATE SECTOR IN THE UNITED STATES.

I HAVE BEEN A MIAMI COUNTY BETHEL TOWNSHIP RESIDENT FOR WHILE OVER 50 YEARS.

I WILL BE BRINGING FORTH SOME INFORMATION AND NUMBERS.

I'M SURE THEY WON'T BE EXACTLY ACCURATE, BUT YOU'LL GET THE IDEA.

IF YOU SEE THE NEED TO CORRECT THESE NUMBERS, PLEASE DO SO.

I WOULD ACTUALLY APPRECIATE KNOWING WHAT THE NUMBERS ACTUALLY ARE.

OVER THE YEARS, HUBER HEIGHTS HAS ALLOWED A NUMBER OF PARCELS OF LAND EQUALING SOMEWHERE AROUND A THOUSAND MIAMI COUNTY ACRES TO BE ANNEXED INTO HUBER HEIGHTS REZONED AND DEVELOPED.

AND I CAN ONLY IMAGINE THAT IN THE FUTURE OTHER MIAMI COUNTY PROPERTIES WILL BE IN THE CROSSHAIRS.

I AM ASKING THIS COUNCIL TO STOP ACCEPTING THESE CONTINUED EXPANSION INTO MIAMI COUNTY.

PLEASE LOOK CLOSELY AT ALL THE COMPLICATIONS THAT ANNEXATION AND DEVELOPMENT CREATE FOR US IN BETHEL TOWNSHIP, MIAMI COUNTY.

I AM SURE THE DEVELOPERS HAVE PAINTED A PRETTY PICTURE WITH A RAINBOW AND A POT OF GOLD AT THE END.

JUST BECAUSE THE LAW ALLOWS MIAMI COUNTY LAND OWNERS UNDER DEVELOPERS CONTRACT WITH CONTINGENCIES TO APPLY FOR ANNEXATION TO HUB HEIGHTS DOES NOT MAKE IT MORALLY OR ETHICALLY RIGHT.

AND THIS COUNCIL IS NOT OBLIGATED, OBLIGATED TO ACCEPT THE APPLICATION.

PLEASE BE A GOOD NEIGHBOR.

ENOUGH IS ENOUGH.

HOW WOULD YOU LIKE IT IF A NEIGHBORING COMMUNITY WAS ABLE TO AFFECT YOUR CITY PLANS AND FUTURE WITH NO RECOURSE? HOW WOULD YOU LIKE IT IF YOUR NEIGHBOR STARTED MAKING WHAT THEY THOUGHT WERE IMPROVEMENTS, BUT YOU SAW THEM AS INFRINGEMENTS? THIS LAND IN MIAMI COUNTY IS NOW SOME ABANDONED DERELICT PROPERTY THAT NO ONE WANTS OR OWNS.

PLEASE TAKE CARE OF YOUR COMMUNITY AND ALLOW US TO TAKE CARE OF OUR COMMUNITY.

LET US DECIDE WHAT DIRECTION WE WANT TO GO AND AT WHAT PACE.

THESE DEVELOPMENTS OVER THE YEARS HAVE BROUGHT UP TRAFFIC ISSUES, BETHEL SCHOOL ISSUES, ALONG WITH MANY OTHERS.

, PLEASE LOOK AT NEW CARLISLE CITY COUNCIL WHO JUST RECENTLY VOTED NO TO A 300 HOUSE DEVELOPMENT WITH ANNEXATION FROM MIAMI COUNTY.

BETHEL TOWNSHIP.

THE CITY COUNCIL LOOKED AT THE PROJECT, DECIDED TO BE GOOD NEIGHBORS AND DO THE RIGHT THING.

ONLY ONE OF THEIR COUNCIL MEMBERS VOTED YES TO ACCEPT THE ANNEXATION REQUEST.

IT IS NOT ALWAYS ABOUT THE ALMIGHTY DOLLAR NEW CARLISLE CITY COUNCIL.

AFTER MONTHS AND MONTHS THROUGH MEETING, AFTER MEETING THROUGH THE PLANNING OF ZONING BOARD, THEN ONTO THE CITY COUNCIL HEARINGS AND FINALLY SPECIALLY SCHEDULED MEETING TO VOTE ON THREE SEPARATE ORDINANCES, THE ANNEXATION, THE REZONING FROM AGRICULTURAL TO RESIDENTIAL AND THE HOUSING PLAN ITSELF.

AFTER THE CLERK OF COUNCIL CALLED THE ROLE READ, THE THREE ORDINANCES MOVED TO VOTE ON THE FIRST ORDINANCE, WHICH WAS ANNEXATION.

ONE MEMBER WAS ABSENT DUE TO HEALTH ISSUES.

ONE MEMBER VOTED YES, FIVE MEMBERS VOTED NO.

I BELIEVE THEIR VOTE REPRESENTED THE SENTIMENT OF THE COMMUNITY WHO ELECTED THEM.

SO WHEN THE DEVELOPER SLASH LANDOWNER REQUEST TO BE ANNEXED INTO YOUR COMMUNITY, DO NOT BE INTIMIDATED OR THINK YOU ARE OBLIGATED, THIS IS YOUR COMMUNITY AND YOU CONTROL IT'S DESTINY AND DIRECTION, PLEASE VOTE NO TO ANY FUTURE ANNEXATION REQUESTS.

UH, THAT'S A PROPERTY THAT IS NOW SCHEDULED FOR A PERMANENT INJUNCTION HEARING ON DECEMBER 12TH.

AND THIS IS AN EFFORT TO ADDRESS PERSISTENT EXTERIOR PROPERTY MAINTENANCE ISSUES AT THAT LOCATION.

UH, ON DECEMBER 13TH, UH, AT 6:00 PM THE CITY WILL HOLD AN INFORMATIONAL MEETING FOR THOSE RESIDENTS IMPACTED BY THE 2022 WATER MAIN REPLACEMENT PROJECT.

AN EXAMPLE OF THE LETTER MAILED TO THOSE PROPERTY OWNERS HAS BEEN PROVIDED TO COUNCIL TONIGHT.

UH, INFORMATION ABOUT THIS MEETING WILL ALSO BE ADDED TO THE WEBSITE, UH, AND SOCIAL MEDIA PLATFORMS, UH, AS WE APPROACH THE OFFICIAL MEETING DATE.
