THE APPLICANT, JOHN ACK, IS REQUESTING APPROVAL OF A MAJOR CHANGE TO THE DETAILED DEVELOPMENT PLAN TO CONVERT THE FORMER TRUCK PRO BUILDING INTO A TAP ROOM AND RESTAURANT.

THE APPLICANT PLANS AN ADDITIONAL AND ADDITION OF A BEER GARDEN IN A MINOR EXTERIOR MODIFICATIONS.

PROPERTY IS LOCATED AT 66 0 2 EXECUTIVE BOULEVARD, MJC, DDP 2239.

SO THE, UH, THE SITE HERE IS ALONG EXECUTIVE BOULEVARD.

THE ROSE IS TO, UH, THE EAST.

UH, AND THEN THIS IS THE SITE.

THIS IS THE FORMER TRUCK PRO WAREHOUSE DISTRIBUTION AND, AND RETAIL FACILITY.

THE EX SURROUNDING ZONING IS I LARGELY I ONE TO THE WEST, UH, AND PLAN EMPLOYMENT PARK OR P P TO THE EAST.

UM, WE'LL, WE'LL TALK, WELL WE CAN TALK ABOUT THAT LATER, BUT, UM, IT'S FOUR AND A HALF ACRES ZONED PLANE.

EMPLOYMENT PARK.

UM, AS I SAID, IT IS THE FORMER TRUCK PRO SITE, WHICH WAS LARGELY WAREHOUSE AND THEN RETAIL SALES OUT OUT THE FRONT.

UM, DOING THIS AS A MAJOR CHANGE, THIS PROCESS DOESN'T FIT WELL WITH, UH, WITH THE PLAN EMPLOYMENT DISTRICT.

UM, THAT IT'S NOT, I DON'T THINK DESIGNED FOR AN ADAPTIVE REUSE THE WAY IT WAS WRITTEN, BUT I THINK THE MAJOR CHANGE IS THE, IS THE RIGHT WAY TO GO.

IN THIS PARTICULAR CASE, UM, THERE ARE JUST MINOR EXTERIOR ALTERATIONS.

THE BUILDING IS BEING RE UH, REUSED.

AND THEN THERE THE LARGEST IMPROVEMENT IS THE CONSTRUCTION OF A, UH, OUTDOOR BEER GARDEN, UH, TO THE EAST.

SO THIS IS A RENDERING, UH, THIS IS THE FRONT SIDE.

THIS IS FACING NORTH.

UH, THE, THE BEER GARDEN WILL BE TO THE EAST.

UH, THE ROSE IS, IS REALLY RIGHT HERE OFF OF, OFF OF THE PAGE.

UM, THE INTERIOR PROGRAMMING, THE FRONT WILL BE THE TAP ROOM IN RESTAURANT.

UM, THERE IS SEATING FOR APPROXIMATELY 136 INDIVIDUALS, UM, BOTH IN THE RESTAURANT AND, UH, ON THE PATIO.

UH, THE TWO THIRDS OF THE BUILDING IS DEDICATED THEN TO THE SUPPORT, UM, SYSTEMS, THE, THE KITCHEN, THE PILOT BREWING SYSTEM, UH, AND THEN THE REST IS WAREHOUSE IN, IN LAR WILL PROBABLY BE USED FOR DISTRIBUTION, UM, OF THEIR PRODUCT.

UH, IN, IN NEARBY RESTAURANTS.

THIS IS, UH, NORTH ELEVATION.

UM, AS FAR AS SIGNAGE, UH, THERE ARE FOUR WALL SIGNS.

UH, THE LARGE BRANDED, UH, WARPED WING WHERE IT GETS ITS NAME, THE ENTRY, UM, SIGN OVER THE, THE NEW FRONT DOORS, UH, AND THEN, UM, WARPED WING.

AND THEN THERE ARE PHRASE, UH, SHARE OF PINT, UM, ON THE, UH, ON THE EAST EDGE OF THE BUILDING.

THE REAR OF THE BUILDING DOESN'T CHANGE.

IT'S, UH, SO I DON'T HAVE THEM UP HERE.

IT'S, THERE'S BASICALLY A, A LOADING DOCK DOOR, AND THAT'S, THAT'S REALLY ABOUT IT.

UM, THE SITE PLAN, UH, AS I MENTIONED, THERE IS A NEW PATIO.

SO THERE WILL BE, THERE WILL BE CUTTING OUT, UM, THE EXISTING ASPHALT AND CONSTRUCTING AN OUTDOOR, UH, BEER GARDEN PATIO.

UH, RE STRIPING THE, UH, THE LOT HERE TO ADD THESE, UH, PARKING SPACES AND THEN PARKING SPACES IN THE REAR.

UH, OTHERWISE, UH, THE SITE IS LARGELY UNCHANGED.

UM, STAFF RECOMMENDATION IS THAT A SIDEWALK BE CONSTRUCTED TO, UM,

LINK THE SIDEWALK HERE THAT IS IN FRONT OF THE ROSE ACROSS THE FRONT OF, OF THE SITE.

WE'VE SEEN A COUPLE OF PROPOSALS.

WELL, YOU'VE SEEN AT LEAST ONE, UM, WITH RESIDENTIAL DEVELOPMENT.

THAT WAS, THAT WAS PLANNED FOR THIS AREA.

I THINK THERE WILL BE MORE RESIDENTIAL DEVELOPMENT.

SO I THINK IT, IT MAKES SENSE TO START TO, UH, MAKE SURE WE'RE DEVELOPING THAT, THAT PEDESTRIAN, UM, CONNECTIVITY, ESPECIALLY TO, UH, THIS SITE, WHICH WILL BE, YOU KNOW, PROBABLY A YEAR ROUND DRAW.

THIS IS A DESTINATION SITE.

SO AS FAR AS THE OVERALL PROJECT, UM, THE EXISTING BUILDING IS 12,300 AND SQUARE 12, EXCUSE ME, 12,300 SQUARE FEET.

I MENTIONED THERE ARE MINOR FACADE CHANGES INCLUDING PAINTING, AND THEN A NEW FRONT ENTRANCE.

UH, THE TAP ROOM ITSELF IS APPROXIMATELY 3,700 SQUARE FEET.

UH, THE OUTDOOR BEER GARDEN IS ROUGHLY 40, UH, ABOUT 4,000 SQUARE FEET.

UH, AND THEN THE LAST THIRD IS 4,700 SQUARE FEET, WHICH IS THE WAREHOUSE DISTRIBUTION, UM, FACILITY.

AND THE USES ARE PRINCIPALLY PERMITTED, UM, BOTH THE RESTAURANT WAREHOUSE AND RETAILER PERMITTED USES IN THE PLAN EMPLOYMENT PARK.

UM, AS FAR AS DEVELOPMENT DETAILS OR DEVELOPMENT CHANGES, I'M ONLY GONNA TALK ABOUT WHAT, BECAUSE WE'RE REUSING, IS THIS AN EXISTING BUILDING? WHAT, UM, WHAT WILL BE IMPROVED AS FAR AS PARKING AND LOADING? UM, THE PLAN INDICATES THERE ARE 90 SPACES, 78 ARE REQUIRED.

UM, THAT IS, UM, BASED ON 136 SEATS, UH, FOR THE RESTAURANT IN PATTY.

UH, WELL INSIDE 136, UH, SEATS, UH, I TYPICALLY DON'T COUNT, UM, THE BEER GARDEN OR THE OUTDOOR SEATING BECAUSE IT'S, IT'S RATHER SEASONAL.

UM, AND WE, I DON'T, WE DON'T NEED TO BE PLANNING FOR THAT MUCH, UH, PARKING.

UM, AND THEN AS FAR AS THE EMPLOYEES ON THE LARGEST SHIFT, UM, IN SPEAKING WITH, UH, WITH THE ESTABLISHMENT, THEY EXPECT, UH, ABOUT 10, UH, EMPLOYEES OR 10 SPACES WOULD BE, WOULD BE REQUIRED.

THERE'S ABOUT 20 EMPLOYEES, UH, AT THEIR BUSIEST SHIFT, WHICH WOULD REQUIRE 10 SPACES.

SO ALL IN ALL 78 PARKING SPACES ARE REQUIRED.

UH, THERE ARE 90 HERE, PLUS ANOTHER THOUSAND JUST TO THE, UH, IMMEDIATE, UH, EAST OF THE SITE.

UM, I AM SUGGESTING THAT, UM, ONE OF THE CONDITIONS BE THAT WE REPLACE THE MISSING PARKING LOT TREES THAT HAVE, WELL, PROBABLY THERE AT ONE POINT IN TIME, BUT, UH, ARE NO LONGER.

SO THERE ARE THREE ISLANDS THAT ARE MISSING TREES HERE, HERE, AND HERE.

UH, AND I SUGGEST THAT THOSE BE REPLACED, UM, PER CODE.

AS FAR AS SIGNS THERE, THE APPLICANT IS GOING TO REUSE THE EXISTING GROUND SIGN THAT'S, UH, IN THE FRONT, UH, AT EXECUTIVE.

THERE'S ALSO A PYLON SIGN, UH, ALONG 70 THAT WILL BE REUSED.

UM, AS FAR AS BUILDING SIGNS, THERE ARE FOUR PROPOSED WALL SIGNS TOTALING 176 SQUARE FEET.

THIS IS A PLAN DISTRICT, SO A PLANNING COMMISSION HAS WIDE LATITUDE, UH, ON THE SIGNAGE.

UH, AS FAR AS SIZE, SIGN SIZE, THE LARGEST SIGN IS THE PAINTED WING, WHICH IS APPROXIMATELY 92 SQUARE FEET.

UM, SO THE SIGN COACH SUGGESTS THAT, UM, THE LARGEST WALL SIGN WOULD BE 75 SQUARE FEET.

UH, NOT TO EXCEED AN AGGREGATE OF 150 SQUARE FEET.

STAFF IS FINE WITH, WITH WHAT IS BEING PROPOSED.

IT, IT LOOKS PROPORTIONAL.

THE BUILDINGS SET BACK PRETTY FAR.

BUT AGAIN, YOU KNOW, AGAIN, PLANNING COMMISSION HAS, HAS GREAT LATITUDE IN APPROVING, UM, THE, THE SIGNAGE.

SO AS FAR AS THE ANALYSIS AND RECOMMENDATION, UM, THESE USES ARE PRINCIPALLY PERMITTED IN THE DISTRICT.

UM, THE IMPROVEMENTS MEET THE ZONING REQUIREMENT AND STAFF'S OPINION IS A GOOD REUSE OF THIS EXISTING STRUCTURE.

UH, I THINK THE ADDITION OF A TAP ROOM RESTAURANT AND BEER GARDEN ENHANCES THIS BURGEONING, UH, EXECUTIVE BOULEVARD ENTERTAINMENT DISTRICT AND ADDS YET ANOTHER DESTINATION, UH, IN THIS AREA.

UM, SO WE RECOMMEND APPROVAL OF THE, OF THE DE DETAILED DEVELOPMENT PLAN WITH THESE FOLLOWING CONDITIONS THAT THE APPLICANT REPLACED THE MISSING PARKING LOT TREES.

UM, THE THIRD ONE IS THE APPLICANT CONSTRUCTED SIDEWALK ALONG EXECUTIVE BOULEVARD THAT CONNECTS TO THE EXISTING SIDEWALK.

AND THEN THE SECOND CONDITION IS I'M, WHETHER IT HAPPENS EARLY ON OR LATER, UH, I THINK THAT THERE WILL BE DESIRE PASS THAT GET, UM, THAT GET RUDDED

BETWEEN THE PARKING LOT AND THEIR, UH, THEIR FACILITY, ESPECIALLY IF DEMAND IS, IS GREAT.

SO I WOULD LIKE TO SEE A WALKWAY BUILT BETWEEN THE TWO IF POSSIBLE.

UH, WHETHER IT HAPPENS DURING THIS CONSTRUCTION SEASON OR THE NEXT, I THINK THAT, I THINK WE'LL SEE JUST NATURAL PATHWAYS THAT ARE FORMED AND, AND THAT'S WHERE THE CONCRETE SHOULD GO.

OTHERWISE THERE'S A POTENTIAL FOR JUST TO BE A MUDDY MESS.

ABOUT HALF OF THIS PROPERTY IS ON, IS THE CITY'S OWN PROPERTY.

UH, AND THEN ABOUT ABOUT 10 FEET IS THE APPLICANT'S PROPERTY.

WE'LL GIVE THE APPLICANT AN EASEMENT IN ORDER TO CONSTRUCT THAT AT SOME TIME IN THE FUTURE.

I DON'T THINK IT'S NECESSARILY NEEDS TO BE DONE NOW.

I THINK WE'LL NEED TO SEE WHERE, HOW PEOPLE TRAS THROUGH, BUT IT'S GONNA HAPPEN.

WOULD THAT BE SOMETHING THAT THEY WOULD WANT TOURE THE WHOLE EXPENSE OF GOING ON ONTO THE CITY PROPERTY ALSO? OR IS THAT SOMETHING THAT COULD WORK OUT WITH THE CITY? I THINK THAT'S SOMETHING, WE'LL, WE'LL WORK OUT TOGETHER.

IT'S ONLY, I DON'T KNOW, 20 FEET.

BUT REGARDLESS, THEY WILL NEED TO MEET CODE IF THEY BUILD A DUMPSTER ENCLOSURE.

WE'VE ASKED THEM TO CLEAR AND AND CLEAN OUT THIS, UH, THERE'S A CATCH BASIN BACK IN HERE.

IT'S REALLY OVERGROWN AND KIND OF DISHEVELED.

THEY'RE GONNA CLEAN THAT UP AND IMPROVE THE APPEARANCE OF THAT, BUT IT'S A REALLY DEEP LOT.

UM, SO I DON'T THINK THERE'S ANY ADDITIONAL LANDSCAPING.

I JUST TO THINK IF WE PUT IT HERE, IT'S GONNA GET TRAMPLED ON.

UM, AND SO LOOKING AT THE SITE PLAN, ADDING THESE THREE TREES, I, I THINK, WELL, WE, WE THOUGHT WAS SUFFICIENT.

THE, UH, THE TREES TO THE WEST, IS THAT ON THEIR PROPERTY OR THE, UH, THEY ARE.

YEAH, THE, THE, UM, THE PROPERTY LINE KIND OF CUTS BASICALLY.

THE NATURAL PATHWAYS THAT PEOPLE TAKE FROM THE ROSE PARKING LOT TO, TO HERE.

CAUSE I'D HATE FOR IT US TO INVEST A FEW THOUSAND DOLLARS AND THEN, SURE, NO, I'D BE IN THE WRONG PLACE AND BE IN THE WRONG PLACE.

HOW WOULD WE WRITE THAT UP? YEAH, THAT WAS MY QUESTION.

I THINK THAT LONG TERM PLANS COULD BE FOR AN EXPANSION OF THE BUILDING TO THE REAR, DEPENDING ON HOW WELL THE SITE DOES SO WE'LL, YOU KNOW, I HOPE IT DOES WELL AND THEY'LL BE BACK FOR AN EXPANSION CUZ THERE'S PLENTY OF ROOM, THERE'S SOME GRADE CHANGES IN THE BACK THAT, THAT DO PROVIDE SOME CHALLENGING, UH, SOME CHALLENGES ON HOW TO DEVELOP IT.

BUT AS FAR AS WHAT MOST PEOPLE WILL SEE, UM, THIS WILL GET CLEANED UP AND, AND, AND THAT OVERGROWTH KIND OF CAN TRIMMED UP.

I THINK I I CUZ I WENT THROUGH IT.

UM, I MUST HAVE PUT THE WRONG NUMBER IN THE STAFF REPORT BECAUSE WHEN YOU PUT THE TWO TOGETHER, YOU'RE LOOKING AT OVER 300 PEOPLE AND THEN YOU'RE TALKING ABOUT PARKING 90 PARKING SPOTS FOR UM, A MUCH SMALLER PLAN.

AND I JUST, I JUST WANTED TO RAISE THAT QUESTION.

SO THE CODE DOESN'T, UM, CODE IS REALLY SILENT ON OUTDOOR SEATING.

UM, THE BEST PRACTICE IS REALLY NOT TO COUNT OUTDOOR SEATING FOR PARKING PER REASONS BECAUSE WE'RE REALLY ONLY A THREE TO FOUR MONTH OUTDOOR SEATING, UM, ENVIRONMENT.

UM, BUT I THINK THE 68 INDOOR SPACES, OR GIVE OR TAKE IS, IS CORRECT FOR THE AMOUNT OF, OF SEATING THAT'S IN HERE? YEAH, CUZ THERE'S A, BY THE DRAWING THAT'S WITHOUT THE BAR STOOLS, IT'S 160.
