UM, AS YOU KNOW, THE APPLICANT IS REQUESTING TO BUILD A, UH, JUST SHY OF 11,000 SQUARE FOOT EMERGENCY, UH, OUTPATIENT MEDICAL FACILITY, THE REZONING AND BASIC DEVELOPMENT PLAN WAS BO JOAN AND APPROVED BY COUNCIL LAST NIGHT.

AND SO WE'RE HERE, UM, TO APPROVE THE DETAILED DEVELOPMENT PLAN.

SO THE APPLICANT CAN CLOSE ON THE PROPERTY.

THIS IS THE SITE HERE AT THE CORNER OF, UH, MOSTLY THE CORNER OF OLD TROY PIKE AND TAYLORSVILLE.

UM, THIS IS THE, UH, THE RURAL KING PARKING LOT TECHNOLOGIES.

THIS IS THE APPROVED BASIC DEVELOPMENT PLAN.

UH, THE SITE HAS GONE THROUGH A NUMBER OF ITERATIONS, UM, BUT HAS, UH, LANDED ON THIS CONFIGURATION, WHICH ADDRESSES MOST OF THE CONCERNS THAT WERE BROUGHT UP BY THE PLANNING COMMISSION AND ALSO, UH, CITY COUNCIL REGARDING, UH, ACCESS ONTO TAYLORSVILLE.

SO THE ACCESS POINTS WILL BE, UH, TWO ACCESS POINTS TO NORTH IN THE, UH, OFF THE, UH, EXISTING PARKING LOT DRIVE ISLES, UH, AND THEN THE, TO THE SOUTH OR WEST THE EXISTING, UH, DRIVE MOUTH INTO, UH, THE RURAL KING PARKING LOT, UM, WHICH WILL PROVIDE ACCESS, UH, EASTERLY INTO THE SITE.

THE, UH, THE SITE, AS YOU KNOW, HAS, HAS MOVED A LITTLE BIT OVER, UM, OVER THE ITERATIONS.

THERE'S A LARGE, UH, SEWER EASEMENT

THAT, UH, CUTS NORTH SOUTH, WHICH NECESSITATED THE BUILDING SHIFTING SLIGHTLY WEST.

UM, THE APPLICANT SUBSEQUENTLY HAS AGREED TO PURCHASE ADDITIONAL LAND.

SO THE, THE SITE ALSO GOT SLIGHTLY LARGER.

UM, THERE WERE SEVEN CONDITIONS THAT THE PLANNING COMMISSION PLACED ON THEIR, UM, THEIR RECOMMENDATION OF APPROVAL, UM, WHICH INCLUDED STREET TREES ALONG TAYLORSVILLE, UH, AND THEY BASICALLY CONFORMANCE TO THE ZONING CODE FOR SCREENING OF SERVICE STRUCTURES, LIGHTING, LANDSCAPING.

UM, THE SIGNAGE WAS A DISCUSSION AS FAR AS THE GROUND SIGN, MAKING SURE THAT IT DID NOT EXCEED SIX, UH, SIX FEET TALL, UM, AND THAT THE APPLICANT WOULD COMPLY WITH THE FIRE REGULATIONS.

THE CITY COUNCIL ADDED A EIGHTH CONDITION OF APPROVAL, UM, LAST NIGHT, UH, WHICH WAS THAT THERE WOULD BE A D UM, DEMONSTRATION OF UNRESTRICTED, PERMANENT EGRESS AND INGRESS AND EGRESS FOR THE APPLICANT, UH, ALONG THAT, THAT PROPERTY.

AND I'LL GET TO THAT.

SO HERE'S THE SITE PLAN FOR THE DETAILED DEVELOPMENT PLAN? UM, THERE IS SIGNIFICANT LANDSCAPING AND SCREENING, UH, AROUND THE PERIMETER OF THE SITE.

UM, THERE IS THE TREE, THE STREET TREES ALONG, UH, OLD TROY PIKE, UH, ARE ACTUALLY ABOUT 25 FEET ON CENTER GIVE OR TAKE, UM, SIGNIFICANTLY CLOSER THAN WHAT THE CODE REQUIRES.

UM, SIGNIFICANT BUFFERING, UM, FROM THE EXISTING PARKING AND DRIVE ISLES BOTH TO THE NORTH AND, UH, TO THE WEST.

UH, THE SERVICE STRUCTURE OF THE DUMPSTER ENCLOSURE IS LANDSCAPED THAT MOST OF THE UTILITIES OR OTHER MECHANICALS ARE ROOFTOP MOUNTED AND ARE SCREENED AS WELL.

UH, THESE ARE JUST TWO OF THE MAJOR ELEVATIONS THAT ARE GOING TO BE MOST, I WOULD SAY, PUBLICLY PROMINENT.

UM, THIS IS THE SOUTHERN, UH, L UH, ELEVATION, WHICH IS WHAT YOU WOULD SEE FROM, UH, TAYLORSVILLE.

UM, AND THEN THIS IS THE WEST ELEVATION.

SO YOU WOULD SEE THIS TRAVELING EASTBOUND ON TAYLORSVILLE AS YOU HEAD TOWARDS, UH, OLD TROY PIKE.

UM, SO AS FAR AS CONFORMANCE WITH THE ZONING REGULATIONS, UM, THE APPLICANTS INDICATED THAT THEY WILL, UM, I, MY HEAD AND MY PRESENTATION.

SO, UH, AS FAR AS STREET TREES, UM, THEY, THEIR CODE REQUIRES THAT THEY BE EVERY 40 FOOT ON CENTER.

UH, THE, UM, THEY ARE PLACED ABOUT EVERY 25 FEET ON CENTER.

UH, THE BASIC DEVELOPMENT PLAN, UM, CALLED FOR COMPLIANCE WITH SCREENING OF SERVICE STRUCTURES, THE DETAILED DEVELOPMENT PLAN DOES INDICATE THAT THE DUMPSTER AND A SERVE THE DUMPSTER IS SCREENED.

AND MOST OF THE MECHANICALS, UM, ARE A ROOFTOP MOUNTED.

UM, AS FAR AS LIGHTING STANDARDS, THE, UH, PHOTOMETRIC PLANS THAT WERE INCLUDED, UH, ILLUSTRATES THAT THE LIGHT LIGHT TRESPASS IS MINIMAL AND MEETS THE CODE REQUIREMENTS.

AS FAR AS THE LIGHT TRESPASS INTO THE PUBLIC RIGHT AWAY, THERE IS SLIGHT, UH, LIGHT TRESPASS TO THE WEST, BUT IT'S INTO THE PARKING LOTS, AND THOSE ARE ILLUMINATED AS WELL.

SO IT REALLY DOESN'T MATTER.

UM, THE PARTS THAT MATTER, UH, ARE FULLY CODE COMPLIANT, UM, LANDSCAPING AND SCREENING COMPLIANCE.

UM, THE DETAILED DEVELOPMENT PLAN SHOWS EXTENSIVE LANDSCAPING, UH, BOTH IN THE PERIMETER OF THE SITE, AS WELL AS ALONG THE BUILDING.

UM, SO HERE, THE BUILDING SITE PLAN IS HARD TO SEE HERE, BUT THIS IS ESSENTIALLY THE FRONT, UM, WHICH HAS, UH, SIGNIFICANT LANDSCAPING ALONG THE FRONT OF THE BUILDING.

AND THEN, UH, AS YOU SAW IN THE PLANS, SIGNIFICANT, UH, PLANTING, UH, PLANT MATERIAL ALONG THE PERIMETER TO REALLY BREAK UP THE SITE AND, UH, AND HAVE IT STAND OUT FROM, UH, IT'S, UH, JASON PROPERTY TO THE NORTH AND TO THE WEST, AS FAR AS SIGNAGE.

UM, THE REQUIREMENT WAS THAT THE, UH, APPLICANT SUBMIT A SIGNED PACKAGE THAT WAS SIMILAR TO WHAT WAS SUBMITTED ON THE APRIL 12TH MEETING, WHICH INCLUDED, UH, SOME EMERGENCY SIGNAGE AS WELL AS THREE, UH, CORPORATE BRANDINGS.

AND THEN, UH, THE PLANNING COMMISSION WAS, UM, PRETTY CLEAR THAT THE, THE GROUND MOUNTED SITE SHOULD NOT EXCEED SIX FEET IN HEIGHT, WHICH IS THE, UH, COAT.

SO THE SIGN PACKAGE THAT HAS BEEN SUBMITTED, UM, UH, COMPLIES WITH ALL OF THIS, UH, INCLUDING THE GROUND MOUNTED SIGN, WHICH HAS MOVED FROM THE EAST SIDE OF THE SITE TO, UH, TO THE WEST.

UM, SO THERE ARE, UM, CORPORATE BRANDING ON THE EAST AND WEST SIDE OF THE SITE OR ON THE BUILDING, AND THEN, UH, EMERGENCY DESIGNATIONS ON THE, UH, THE NORTH SOUTH.

AND I BELIEVE THE, UM, THE WEST

UM, SO HERE ARE THE ELEVATIONS WITH, UH, WITH THE SIGNAGE AS IT'S CONCEIVED, UH, AND WILL LARGELY BE THE SAME IF, UH, THIS, IF THE APPLICANT DEVIATES FROM THE, THESE BASIC PARAMETERS, UM, THEY'LL NEED TO COME BACK IN FRONT OF THE PLANNING COMMISSION, BUT OTHERWISE, UM, WE'LL ISSUE SIGNED PERMITS BASED OFF OF, UH, WHAT IS APPROVED TODAY, THE, UH, EIGHTH CONDITION THAT WAS IMPOSED LAST NIGHT, UM, BY, UM, CITY COUNCIL WAS BASICALLY UNRESTRICTED, INGRESS AND EGRESS ALONG THE TAYLORSVILLE, UH, WELL REALLY TO THE ENTIRE SITE.

SO, UH, AT CLOSING, UH, WE'RE ALL KING WE'LL RECORD, A COVENANT GRANTING BLANKET, UH, ACROSS A VEHICULAR AND PEDESTRIAN ACCESS TO ALL THE DRIVE ISLES AND REGULAR ACCESS TO THE PUBLIC RIGHT AWAY, WHICH WILL REMAIN, UH, UNOBSTRUCTED.

SO THAT WILL OCCUR WHEN THE PROPERTY SALE OCCURS AND THAT COVENANT WOULD BE, UM, RECORDED AT THE TIME.

AT THAT TIME, AS FAR AS PARKING AND LOADING, UH, THE, THE DETAILED DEVELOPMENT PLAN MEETS THE PARKING REQUIREMENTS, UH, BASED ON THE PROGRAM, INTERIOR PROGRAMMING, 45 SPACES ARE REQUIRED.

UH, 50 SPACES ARE ILLUSTRATED.

UM, SO AS FAR AS THE ANALYSIS AND RECOMMENDATION STAFF FEELS THAT THE, UM, APPROVAL OUTLINED IN 11 71 0 9 CAN BE MET, UH, AND WE RECOMMEND APPROVAL OF THE DETAILED DEVELOPMENT PLAN WITH TWO CONDITIONS THAT THE APPLICANT COMPLIES WITH ALL FIRE CODE REQUIREMENTS, WHICH THEY HAVE INDICATED THEY WILL.

UH, AND THEN THE, UM, THE LAST CONDITION WOULD BE THAT THE, UH, THE, THE COVENANT OR THE DECLARATION IS ACTUALLY RECORDED AT CLOSING.

NOW, WE WOULD, I WOULD ARGUE THAT THAT WOULD NOT, WE WOULD JUST DO IT FOR STAFF, AS LONG AS IT WAS COMPLIANT WITH A CODE.

IF IT WERE SIGNIFICANTLY OUT OF COMPLIANCE, I WOULD REQUEST IT.

IT WOULD COME BACK HERE FOR YOUR REVIEW, BUT IF IT'S JUST AN ENTRANCE SIGN OR A DIRECTIONAL SIGN THAT MEETS THE SA THE SIGN CODE, I WOULD NOT REQUIRE THEM TO COME BACK FOR ANOTHER MEETING.

I MEAN, THAT SEEMS TO BE CLEANING UP AND COMING ALONG OVER THERE AND LOOKING MUCH BETTER.
