AND, UM, THE REASON I WANT TO COME AND SPEAK TO YOU, UM, ARE FOR TWO REASONS IT'S TWOFOLD.

THE FIRST ONE IS WHAT I'M GONNA TALK ABOUT RIGHT NOW.

THE SECOND ONE IS ABOUT THE CITY MANAGER'S POSITION.

THE FIRST ONE THAT I WANT TO TALK TO YOU ABOUT IS I, I CAN'T, I CAN'T THANK YOU GUYS ENOUGH FOR BEING HERE FOR BEING HERE AS A COMMITTEE AND FOR WHAT YOU DO AND WHAT YOU STAND FOR.

AND I'M HERE TO TALK TO YOU ABOUT MY EXPERIENCES AND, UM, MY THOUGHTS AND MY FEELINGS.

AND I WANT YOU, AND UNFORTUNATELY, I WISH THAT YOU WERE BEEN AROUND WHEN SOME OF THESE THINGS WERE HAPPENING TO ME BECAUSE I TRULY NEEDED SOMEBODY TO TURN TO, TO TALK TO, BECAUSE THAT'S JUST WHAT I HAVE TO SAY.

SO WHAT I WANT TO TALK TO YOU ABOUT, UM, OR LIKE I SAID, MY EXPRESSIONS, BECAUSE I DIDN'T HAVE ANYBODY TO TURN TO WHEN I FELT LIKE I WAS BEING OPPRESSED AND YES, ME, I FEEL LIKE I WAS OPPRESSED AND I'M STILL OPPRESSED.

AND BECAUSE OF THAT, I FEEL THAT WHILE I SAT UP THERE ON THAT DIETS, MY EXPERIENCES WERE THAT I WAS A MEMBER OF THE NATIONAL LEAGUE OF CITIES, MILITARY COMMUNITIES, COUNCIL.

I WAS THE ONLY ACTIVE REPRESENTATIVE IN THIS REGION ON THAT BOARD.

AND I HAD REQUESTED A TRAVEL TO GO TO THE NLC SUBCOMMITTEE IN JUNE OF 2018.

AND THEN I ASKED AGAIN TO GO IN JULY OF 2018 BECAUSE I SAT ON COMMITTEES THAT I NEEDED TO GIVE REPORTS AND I WAS DENIED TRAVEL, AND I WAS DENIED TRAVEL WITHOUT ANY KIND OF MERIT.

BUT WHAT I WILL TELL YOU, AND IT'S NOTHING AGAINST MY COLLEAGUES, THEY HAVE NO, WE HAVE NO AUTHORITY TO APPROVE OR DENY MY TRAVEL THAT IS ONLY WITH THE MAYOR AND THE MAYOR ONLY.

BUT I WILL TELL YOU THE ONLY DISTINGUISHING FACTOR BETWEEN MYSELF AND MY COLLEAGUES THAT GOT TO GO WAS THAT I WAS THE ONLY FEMALE ASKING TO GO.

AND I WAS THE ONLY ONE DENIED.

AND I DON'T WANT YOU GUYS TO KNOW THAT.

AND WE TALK ABOUT THE SCORING SHEETS.

WHEN YOU HAVE APPLICANTS TO COME INTO THE CITY AND THEY WANT EITHER APPOINTMENT TO A COMMITTEE, A COUNCIL POSITION, IT DOESN'T MATTER, WHATEVER IT IS.

I WANT YOU TO THINK ABOUT THE OTHER TWO SITUATIONS THAT I'M GOING TO TALK ABOUT, WHERE MINORITY APPLICANTS APPLIED AND THEIR APPLICANTS WERE HEAD AND SHOULDERS ABOVE ANYONE ELSE.

AND I'LL GIVE YOU THE FIRST EXAMPLE IS WHEN THEY REPLACED ME, WHEN I GOT RECALLED, THEY NEEDED AN APPOINTMENT FOR WAR.

AND WHO DO YOU GET? THE TWO APPLICANTS THAT WERE REVIEWED OR THAT WERE INTERVIEWED WERE ALBERT GRIDS AND DON WEBB.

I TAKE GREAT OFFENSE TO THAT BECAUSE AS A MILITARY MEMBER OR, YOU KNOW, FAMILY, WE MOVED ALL OVER THE PLACE.

COULD YOU IMAGINE WHAT IT WOULD'VE BEEN LIKE IF EVERY MILITARY FAMILY WAS DISCRIMINATED AGAINST BECAUSE THEY MOVED BECAUSE THEIR JOB TOLD THEM THAT THEY NEEDED TO MOVE.

WE ARE IN A MILITARY COMMUNITY.

THAT IS NOT A GOOD REASON TO SAY THAT THEY DON'T WANT TO HIRE HIM BECAUSE HE GOT $98,000 PAID OUT.

WELL, GEEZ, LOUISE, I WANT TO KNOW WHY MY FORMER CITY MANAGER GOT PAID 180 TO WALK AWAY.

WE DON'T EVEN KNOW WHY HE'S NOT HERE ANYMORE.

AND THE PROBLEM IS, IS OUR COUNCIL'S BUILDING ON STUFF.

AND THEN THEY COME BACK ON AND SAY, GOD, I DIDN'T REALIZE WHAT I WAS VOTING ON.

IT HAPPENED WITH THE CITY MANAGER'S APPOINTMENT OR THE RESIGNATION SLASH CONTRACT HAPPENED WITH THE TRASH CONTRACT.

NOW WE'VE GOT THE FIASCO AROUND THE CITY MANAGER'S APPOINTMENT.

AND I WANT TO KNOW WHY, WHY ARE WE SO

YOU KNOW WHAT THAT IS? THAT'S AN ECONOMICALLY DISTRESSED AREA FROM REAL ESTATE.

SOMETIMES YOU DON'T HAVE THE RESOURCES OR THE KNOWLEDGE TO HELP GET YOU WHAT YOU NEED.

AND SOMETIMES EDUCATION IS A FACTOR BECAUSE WE ALL KNOW THAT IF YOU COME FROM A LOWER INCOME AREA, IT'S HARDER TO GET OUT OF THAT.

THAT MEANS HEALTHCARE IS HARDER TO GET.

EDUCATION IS HARDER TO GET.

SO I WANT YOU TO UNDERSTAND THAT THE, THE WATER MAIN BREAKS FOR THESE PEOPLE IN THIS AREA HAVE INCREASED EXPONENTIALLY SINCE 2019.

AND WHEN I SAY INCREASED EXPONENTIALLY, I'M NOT TALKING JUST A LITTLE BIT.

I'M TALKING A LOT.

AND SINCE THEN, I WANT TO SHOW YOU SOME THINGS.

THERE'S SOMEBODY HERE ON HUBBARD.

NOW, ALL WE'RE ASKING FOR HUMAN RIGHTS, BASIC HUMAN RIGHTS IS WATER.

WE ALL DESERVE WATER.

THIS IS NOT A THIRD WORLD COUNTRY, BUT WE HAVE PEOPLE IN THIS COMMUNITY LIVING LIKE IT'S A THIRD WORLD COUNTRY.

THIS RIGHT HERE, THIS WAS LAST YEAR'S TICKETS HAVE NO WATER AND WATER BOIL ADVISORIES.

YOU KNOW WHAT? YOU KNOW WHAT I MEAN? THERE'S BEEN SO MANY MORE ADDED TO THIS ONE RESIDENT.

SHE'S HAD 14 WATER MAIN BREAKS IN A YEAR AND A HALF IN FRONT OF HER HOUSE.

14, THAT'S 120 HOURS EACH BREAK ON A BOIL ADVISORY.

THEY'RE UNDER A BOIL ADVISORY NOW, BUT THEY DON'T HAVE ANY WATER TO BOIL.

NOW I PURCHASED, UH, UH, A FLAT OF WATER AND ME AND THIS RESIDENT AND ANOTHER PERSON WE WENT OUT AND WE DELIVERED WATER TO THESE PEOPLE.

AND THESE ARE, AND THAT'S WHY I KNOW WHO LIVES THERE.

CAUSE I'VE BEEN KNOCKING ON THEIR DOORS.

AND THESE ARE ELDERLY.

THESE ARE ECONOMICALLY CHALLENGED.

AND THESE ARE MINORITIES.

THESE PEOPLE ARE TRYING TO JUST MAKE ENDS MEET.

THEY DON'T HAVE THE RESOURCES OR THE TIME TO COME IN HERE AND TALK TO PEOPLE WHO ARE JUST GOING TO EITHER SHUT THEM DOWN, CALL THEM A LIAR AND SCOOT THEM RIGHT OUT DOOR.

BECAUSE MOST PEOPLE ARE AFRAID TO COME HERE AND TALK BECAUSE THEY'RE AFRAID OF RETALIATION.

AND I'M HERE TO SAY, WE GOT TO STOP THIS AS A TEAM.

SO IT'S SOMETHING THAT WE CAN LOOK INTO AND WE CAN ASK FOR INFORMATION ABOUT IT.

YES, IT'S UNCOMFORTABLE, BUT IN ORDER TO MAKE CHANGE IN OUR SOCIETY, WE'RE GOING TO HAVE TO HAVE THOSE DISCUSSIONS, YOU KNOW, ESPECIALLY DURING THESE TIMES, UM, AGAIN, MR. RON JACKSON, HE SPOKE AGAIN FOR THAT SESSION, MRS. TAYLOR CURTIS, AND DR.

SONIA HUNT, PHENOMENAL AS THEY TALKED ABOUT OTHER ASPECTS OF RACISM, SUCH AS THE SOCIAL ASPECT, PSYCHOLOGICAL AND ECONOMIC.

UH, WE'LL BE DISCUSSING THE TOPIC OF BECOMING A POLICE OFFICER, WHAT THAT ENTAILS.

UH, WE'RE GOING TO TALK ABOUT THE TOP FIVE CRIMES THAT ARE HAPPENING WITH YOUTH.

UM, THINGS LIKE KIDS DON'T KNOW THAT REALLY SEXTING IS A FEDERAL CRIME.

AND, YOU KNOW, IF YOU GET CONVICTED OF THAT, YOU KNOW, YOU GOT TO REGISTER AS A SEX OFFENDER AND THINGS LIKE THAT.

AND I THINK THE CHANGE IN SHIFT, IN VIEWPOINT, COMING FROM EDUCATION AND COMING FROM EXPERIENCES, AND THAT'S SOMETHING THAT I CAME INTO THE COMMISSION SAYING CULTURE IS, IS TASTED AND TOUCHED AND EXPERIENCED.

AND YOU CAN'T BE OUTSIDE LOOKING IN EXPECTING TO UNDERSTAND SOMEBODY ELSE'S CULTURE.

YOU HAVE TO BE IMMERSED AND YOU HAVE TO BE OPEN TO THEIR CULTURE AND NOT COME IN WITH OUR WORLDVIEWS.

SO ACCORDING TO CARMEN HEALTH, AND YOU ALL RECEIVED SOMETHING IN YOUR AGENDA BACK IN THE UNITED STATES IS SUSPECTED THAT ROUGHLY 13% OF WOMEN WILL DEVELOP INVASIVE BREAST CANCER DURING THEIR LIFE THAT'S MORE THAN 280,000 CASES EVERY YEAR, BUT THE RISKS ARE NOT THE SAME FOR EVERYONE.

SO ACCORDING TO DATA SHARED BY THE SUSAN G KOMEN BREAST CANCER FOUNDATION, WHITE WOMEN HAVE THE HIGHEST RATES OF DIAGNOSED BREAST CANCER AT 13% FOLLOWED CLOSELY BY BLACK WOMEN AT 12% WHO DESPITE THE SLIGHTLY LOWER DIAGNOSIS RATE HAD THE HIGHEST MORTALITY RATE OF ANY DEMOGRAPHIC GROUP, HISPANIC AND ASIAN AND PACIFIC ISLANDER WOMEN HAVE A LIFETIME RISK OF 11% FOLLOWED BY NATIVE AMERICAN WOMEN.

AT 8% BLACK WOMEN ARE DISPROPORTIONATELY EXPOSED TO CARCINOGENS THAT AFFECT THEIR OVERALL BREAST HEALTH CARCINOGENIC INGREDIENTS ARE VERY PREVALENT IN SKIN LIGHTENERS, HAIR RELAXERS, AND ACRYLIC NAILS, ALL PRODUCTS AND TREATMENTS THAT ARE HEAVILY MARKETED TO BLACK WOMEN AND COMMUNITIES OF COLOR UNEQUAL.

ACCESS TO HEALTH CARE HAS A HUGE EFFECT ON THE BIPAP BIPAP WOMEN, MEANING BLACK INDIGENOUS PEOPLE OF COLOR AND THEIR COMMUNITIES.

RELATIONSHIP TO BREAST CANCER IN PARTICULAR, BLACK WOMEN ARE MORE LIKELY TO BE DIAGNOSED WITH BREAST CANCER.

LATER ON, SINCE AS A GROUP, THEY'RE OFFERED FEWER OPPORTUNITIES FOR SCREENINGS AND EARLY INTERVENTIONS THAT COULD HALT THE SPREAD OF THE DISEASE.

THE FIVE-YEAR RELATIVE SURVIVAL RATE FOR BREAST CANCER FOR WHITE WOMEN IS 92%, BUT FOR BLACK WOMEN, IT'S ONLY 83%.

SOME OTHER COMMON CONTRIBUTING FACTORS INCLUDE AGE AT FIRST PERIOD, WEIGHT NUMBER OF CHILDBIRTH, WHETHER CHILDREN WERE BREASTFED OR NOT AGING MENOPAUSE USE OF MENOPAUSAL AND OTHER TYPES OF HORMONE THERAPY.

SOME OF THESE RISK FACTORS AFFECT BLACK WOMEN AND WOMEN OF COLOR IN PARTICULAR MAKE A DIFFERENCE.

UM, I AM ASKING THAT WE HAVE A TASK GROUP TO FINALIZE THE STRUCTURE, MEMBERSHIP AND PROCEDURE FOR HOW THE CCRB WILL WORK FROM THE TIME OF COMPLAINT UNTIL THE OUTCOME OF THE INVESTIGATION.

SO MEMBERS HAVE REFORMED, SINCE YOU ALL HAVE PRIVY TO THOSE DISCUSSIONS.

UM, I AM REQUESTING THAT YOU TAKE A LOOK AT, UH, THE CCRB DOCUMENT THAT YOU HAVE, ERIC ACTUALLY SENT OUT SOMETHING TO CITY COUNTS.

SO I THINK IT WAS FEBRUARY THE 18TH IF I'M REMEMBERING CORRECTLY.

UM, BUT ALSO, AND I MAKE COPIES OF THESE.

SO YOU ALL CAN HAVE THEM.

SO WE'LL LOOK BACK AT, YOU KNOW, WHAT WE HAD DISCUSSED AND, AND WHAT WE HAD KIND OF THOUGHT HOW THAT WOULD LOOK.

UM, I KNOW, UH, MAYOR BOAR'S COMMENT WAS IN THE BEGINNING THAT, YOU KNOW, WE WERE SUPPOSED TO MEET THAT NEED.

AND I WANTED TO JUST EXPLAIN THAT THE REASON THAT WE BACKED OFF OF THAT IS, UM, WE'RE COMPROMISED WHEN WE ARE DOING WHAT WE DO ON THIS DIET.

AND SO THE ASK FROM THE NAACP WAS AN INDEPENDENT DULY ELECTED GROUP OF PEOPLE TO SERVE ON THAT GROUP OR ON THAT, THAT, UH, BOARD, UM, WHERE ONE OF US, AS WELL AS A POLICE REPRESENTATIVE WOULD ALSO MAYBE SIT ON THAT BOARD OR OUR EX FACTO MEMBER OF THE NAACP, UM, WOULD BE ANOTHER GOOD CANDIDATE, BUT YOUTH THROUGH THAT DISCUSSION, UM, THE REASON THAT WE ARE NOT GOING TO SERVE IN THAT ROLE IS JUST THAT WE ARE NOT OBJECTIVE ENOUGH FOR THESE ISSUES AND FOR THESE THINGS, FOR US TO DO THAT AND TO SERVE IN THAT ROLE AND NOT DO A DISSERVICE TO THE COMMUNITY.

SO I JUST WANTED TO SAY THAT OUT LOUD THROUGH OUR DISCUSSION VERY EARLY ON, UM, IT WAS DECIDED THAT WE CANNOT SERVE AS THAT CITIZENS REVIEW BOARD IN THAT CAPACITY AND STILL SERVE THE PURPOSE OF THAT BOARD.

IT IS TO BE OBJECTIVE.

IT IS TO BE, YOU KNOW, NOT HANDS IN THE POT AND, AND WE DEFINITELY HAVE OUR HANDS IN THESE POTS.

SO, SO I JUST WANTED TO SAY THAT OUT LOUD, IT WAS NEVER, YOU KNOW, I GUESS MAYBE SET OUT LOUD BETWEEN THESE DISCUSSIONS, HOW WE PULLED THAT BACK, THAT IT WAS NOT GOING TO BE US AND THAT WE WOULD NOT BE ABLE TO MEET THAT NEED FOR THE COMMUNITY, WE TO MEET ANOTHER NAME FOR THAT WAS A NEED.

SO I THINK THE ONE THING THAT I WANT YOU ALL TO THINK ABOUT WHEN YOU HAVE YOUR MEETING IS GOING BACK TO THAT EIGHT POINT INITIATIVE, THE KEY WORD, INDEPENDENT, THIS CANNOT BE A COMMITTEE THAT'S TIED TO THE CITY, OR IT WILL NOT WORK.

UM, AND I THINK THAT'S WHERE SOME OF THE PUSHBACK HAS COME BECAUSE IF THE CITY CONTROLS IT, THEN IT DEFEATS THE WHOLE PURPOSE OF IT BEING A CITIZENS REVIEW BOARD.

UM, YOU MAY WANT TO CONSIDER SOMEONE FROM THE ACL.

YOU, UM, YOU MENTIONED THE POLICE OR THE POLICE CHIEF OR DESIGNEE.

UM, YOU LOOK AT THE WIDE WCA BECAUSE THEIR MISSION IS VERY SIMILAR TO OUR MISSION IN ADVANCING EQUITY, INCLUSION, DIVERSITY.

WE NEED TO INVOLVE COMMUNITY PARTNERS BECAUSE OF THE OPTICS OF NOT.

AND I TALK ABOUT OPTICS ALL THE TIME, BUT THE OPTICS OF NOT HAVING COMMUNITY PARTNERS MEANS YOU DON'T HAVE DIVERSITY ABOUT, SO WE NEED PEOPLE FROM THE MENTAL HEALTH ORGANIZATION.

SO AS YOU ALL HAVE THESE MEETINGS, THINK ABOUT WHO WERE THE KEY PLAYERS AND THE STAKEHOLDERS THAT YOU NEED TO HAVE SITTING AT THE TABLE.

WE CAN'T OVERLOOK THE MENTAL HEALTH PIECE.

WE DID PUT A RECOMMENDATION, UH, TO COUNCIL.

WE MADE A RECOMMENDATION TO COUNCIL THAT THE CITY MANAGER PROCESS SHOULD BE RESTARTED BECAUSE OF THE APPARENT BIAS.

UM, TO THIS POINT, THAT PROCESS HAS NOT BEEN RESTARTED.

I DO THANK COUNCILMAN OTTO FOR PUBLICLY STATING THAT HE THOUGHT THAT COUNSEL SHOULD TAKE THE RECOMMENDATION OF OUR COMMISSION AND RESTART THAT PROCESS.

WE RECOMMENDED STAFF LEADERSHIP BOARDS AND COMMISSIONS, DIVERSITY TRAINING, ALL CITY LEADERSHIP, STAFF BOARDS, AND COMMISSIONS ATTEND REQUIRED ANNUAL DIVERSITY EDUCATION TRAINING.

AND THEN WE ALSO RECOMMENDED REVISING THE HUBER HEIGHTS WEBSITE, UH, FROM A DIVERSITY EQUITY LENS.

SO THOSE WERE ALL RECOMMENDATIONS.
