UNFORTUNATELY IT SEEMS LIKE AT LEAST ACCORDING TO THE VARIOUS FORMS OF MEDIA OUT THERE, THAT AMERICAN GOVERNMENT IS MORE ABOUT THE FORMER THAN THE LATTER.

THAT'S WHY IT SAYS IN THE BOOK OF PHILIPPIANS, DO EVERYTHING WITHOUT COMPLAINING OR ARGUING SO THAT YOU MAY BECOME BLAMELESS AND PURE CHILDREN OF GOD WITHOUT FAULT IN A CROOKED AND THE PRAY GENERATION IN WHICH YOU SHINE LIKE STARS IN THE UNIVERSE.

ITEM SEVEN, EIGHT NATIONAL POLICE WEEK MERRILL PROCLAMATION PRESENTATION TO THE HUMAN RIGHTS POLICE DIVISION BY MAYOR JEFF CORR GOOD THE NATION FOR NATIONAL POLICE.

SO WHEREAS THERE ARE APPROXIMATELY 800,000 LAW ENFORCEMENT OFFICERS SERVING IN COMMUNITIES ACROSS THE UNITED STATES, INCLUDING 54 SWORN MEMBERS OF THE HEBREW HEIGHTS POLICE AND WERE ASKED SOME 61,000 ASSAULTS AGAINST LAW ENFORCEMENT OFFICERS ARE REPORTING TO CHEER RESULTING OF AN APPROXIMATELY 18,000 INJURIES.

AND WHEREAS SINCE THE FIRST RECORDED DEATH IN 1786, MORE THAN 22,611 LAW ENFORCEMENT OFFICERS IN THE UNITED STATES HAVE MADE THE ULTIMATE SACRIFICE AND BEEN KILLED IN THE LINE OF DUTY, INCLUDING ONE MEMBER OF THE GIVER POLICE DIVISION.

AND WHEREAS THE NAMES OF THESE DEDICATED PUBLIC SERVICE ARE INGRAINED INTO THE WALLS OF THE NATIONAL LAW ENFORCEMENT OFFICER'S MEMORIAL, WHICH WAS DEDICATED IN 1991 IN WASHINGTON DC.

AND WE'RE GOING TO ASK THE SERVICE AND SACRIFICE OF ALL OFFICERS KILLED IN THE LINE OF DUTY WILL BE HONORED.

AND THE NAMES OF THE OFFICERS DOING GRAPE ON THE MEMORIAL WILL BE PERFORMED DEDICATED FOR THE NATIONAL LAW ENFORCEMENT OFFICERS, MEMORIAL FUNDS, VIRTUAL CANDLELIT VIGIL, AND READING OF THE NAMES, THIS VIRTUAL CANDLELIGHT VIGIL AND READING THE NAMES CAN BE VIEWED ANYWHERE IN THE WORLD ON MAY 13TH, 2022.

SO WHEN YOU LOOK AT THE POPULARITY AND THE STRENGTH OF OUR WAYNE HIGH SCHOOL ATHLETICS, FROM A FOOTBALL PERSPECTIVE, THOSE ROOTS RUN VERY DEEP BACK INTO OUR YOUNG ATHLETIC PROGRAMS. AND THIS IS THE TYPE OF TALENT THAT DEVELOPS OUT OF IT.

WE HAVE, UM, AS YOU KNOW, THIS IS THE SECOND YEAR I BELIEVE IN THE 1ST OF MAY, I BELIEVE TWO YEARS AGO, WE TURNED THE SOFTENING ON AND IT'S BEEN A GREAT BOON TO THE COMMUNITY.

UH, YOU KNOW, WE DON'T GET THE CALLS ABOUT THE HOT, THE, THE HARD WATER ANYMORE.

UM, IT'S BEEN, IT'S JUST BEEN REALLY AMAZING.

UM, THE SYSTEM THAT THE CITY CHOSE BECAUSE OF PARTLY BECAUSE OF FOOTPRINT AND BECAUSE THEY WANT TO STAY UP WITH THE TIMES IS THE NANOFILTRATION SYSTEM.

AND, UH, THAT PARTICULAR SYSTEM IS A PRETTY EXPENSIVE TO RUN, BUT IT'S ALSO VERY, VERY, A LOT OF GOOD THINGS HAVE COME FROM IT.

UM, THE, UH, THERE ARE FOUR SKIDS THAT ARE USED TO, UM, ACTUALLY FEED.

SO THERE ARE FOUR SKIDS THAT ARE USED, UM, TO, TO, IN ASSISTANCE TO SOFTEN THE WATER.

AND GARY COULD TELL YOU A LOT, MUCH MORE ABOUT THAT, WHICH I'LL INTRODUCE YOU TO HIM IN JUST A FEW MINUTES.

UM, BUT HERE WE HAVE, UM, THE SKIDS HAVE MEMBRANES IN THEM AND SKID NEVER.

ONE OF THE FOUR OF THEM ACTUALLY STARTED REALLY DOING SOME PRETTY POOR PERFORMANCE.

UH, WE ANTICIPATED WE'D GET ABOUT 10 YEARS OUT OF THESE JUST BY TALKING TO OTHER PEOPLE THAT HAD BEEN IN, IN THE, AND THEY'RE NOT CHEAP TO REPLACE.

SO WE ACTUALLY TRIED SEVERAL THINGS WHILE IT WAS UNDER WARRANTY WITH THE GROUP THAT WAS TAKING CARE OF IT.

AND JUST ABOUT THE SAME TIME AS THE WARRANTY WAS UP, WE GOT A HOLD OF SOME FOLKS IN OUR NEW JERSEY OFFICE, THEY CAME DOWN, THEY PULLED ONE OF THAT SCARED IN PARTICULAR, PULLED OUT THE MEMBRANES, TOOK IT.

I WAS SHIPPED IT OFF TO A FOREIGN COUNTRY.

I WANT TO SAY, I DON'T REMEMBER THE NAME OF THE AWEBER, WHERE IT WAS, BUT AT ANY RATE, THEY TOOK IT OUT, SEND IT OFF.

WE DID WHAT WE CALLED AN AUTOPSY ON IT.

THE AUTOPSY WAS REALLY IMPORTANT BECAUSE THAT IS WHAT HELPED US DECIDE WHAT THE BEST SOLUTION WAS, WHAT WAS, WHAT WAS CAUSING THE FOULING SO TO SPEAK.

AND WE DID WITH, FROM THAT, WE WERE ABLE, ONCE THE REPORT WAS BACK, WE WERE ABLE TO CREATE A SPECIAL SOLUTION THAT ACTUALLY DID A REALLY GOOD JOB OF GETTING THE MAJORITY OF 3, 1, 2, 3, AND FOUR.

WHEN WE CLEANED THEM, THEY CAME BACK TO ALMOST PERFECT, PRACTICALLY NEW, NEW, UM, CONDITION SKID ONE.

IT HAD QUITE A BIT OF IMPROVEMENT, BUT IT IT'S DEFINITELY GOING TO BE THE FIRST ONE TO GO.

AT LEAST THEY WON'T ALL FOUR GO AT THE SAME TIME.

THAT ONE WAS GOING TO GO FIRST FOR SURE.

BUT IT DID IMPROVE SIGNIFICANTLY.

AND I BELIEVE WE HAVE ONE MORE THING THIS YEAR.

NO, JUST THE ONE SO FAR.

WE'RE GOOD.

SO DID SO WELL, IT MIGHT NOT HAVE CLEAN AGAIN THIS YEAR.

UH, WE DID PERFORM OVER A 6,300 WATER QUALITY RESULTS AS ALWAYS, UH, WE PRODUCED OVER 1.4 BILLION GALLONS OF WATER, WHICH IS ABOUT THE SAME AS WE DID LAST YEAR.

A LITTLE BIT, MAYBE A LITTLE BIT MORE, UM, SOME OF THE HIGHLIGHTS, UM, NOW I'LL ASK GARY, BUT NOW AT THE STAGE, PLEASE, THIS IS GARY.

I WANTED TO INTRODUCE YOU TO HIM.

HE IS ACTUALLY OUR NEW OPERATIONS MANAGER FOR, UM, THE WATER TREATMENT FACILITY.

HE ACTUALLY CAME TO US FROM WRIGHT PATTERSON AIR FORCE BASE, WHERE HE WAS OPERATING THE FILTRATION SYSTEM.

I ON EXCHANGE SOFTENING PLANT, UM, BEFORE THAT, UH, WELL ACTUALLY LET ME GO START AT THE BEGINNING.

GARY WORKED FOR US FIRST.

HE'S BEEN HERE.

HE WAS HERE FOR A YEAR, TWO YEARS, TWO YEARS.

AND THEN HE WAS ACTUALLY, UH, HE MOVED ON TO THE CITY OF FAIRBORN, WHICH WE'VE LOST QUITE A FEW PEOPLE TO NEVERMIND.

THAT'S ANOTHER STORY.

UH, WE CONTACTED HIM WHEN WE HAD AN OPENING AT THE TREATMENT FACILITY AND VERY PROUDLY TOOK THAT POSITION.

UM, HE IS, UH, HAS BEEN A GREAT ASSET TO THE, TO THE GROUP ALREADY.

UH, WE HAD A NEW 237 MORE NEW SERVICES INVOLVED WHERE WE USED TO, I USED TO GET UP HERE AND SAY WE HAD 15 OR 16,000 CUSTOMERS.

NOW IT'S OVER 17,000 CUSTOMERS.

SO WE'RE GROWING CONTINUE TO GROW.

UH, WE HAVE, UM, WE HAD 82 BREAK, BUT HAD 22 BREAKS, WHICH IS DOWN FROM LAST YEAR, WHICH WAS 180 SOMETHING THIS YEAR, THIS MONTH, I SHOULD SAY, WE'VE HAD TWO, AND THIS IS THE 16TH COURSE.

NOW I'M GOING TO JINX MYSELF AS THIS WOULD.

UM, BUT, UH, WE ARE SLOWLY MOVING BACK INTO THE NORMAL RANGE, I BELIEVE FOR THOSE BREAKS.

UM, AND THEN WE HAVE, UH, HYDRANTS THAT WE PAINTED.

REMEMBER THAT WE GOT KIND OF BEHIND ON THINGS WHEN THE COVID THING HIT, WE WERE ALLOWED TO WORK OUT ROUND PEOPLE AND ALL THESE WONDERFUL THINGS.

UH, BUT WE GOT CAUGHT UP FROM THE PREVIOUS YEAR.

I BELIEVE THEN A COUPLE OF NEW THINGS HAPPENED LAST YEAR.

ONE IS WE HAD A VALVE TRAILER THAT WAS INTRODUCED.

UM, AND THE VALVE TRAILERS, ACTUALLY IT ARRIVED.

WE THOUGHT WE WOULD GET STARTED THAT PROGRAM LAST YEAR.

BUT AGAIN, DUE TO COVID, IT DIDN'T COME UNTIL REALLY LATE IN THE YEAR.

SO WE ACTUALLY, ALL WE GOT DONE WAS TRAINING AND THEN ONCE IT ARRIVED AND THEN WE STARTED THE PROGRAM THIS YEAR.

UH, LET'S SEE, WE'VE GOT, UM, OVER HERE ON THE RIGHT-HAND SIDE, YOU'VE GOT THE PICTURES OF, THIS IS, UH, THE FIRST ONE IS MAIN BREAK AND THAT'S A SHORING EQUIPMENT.

WE'RE HOPING THAT WE CAN FIND SOMETHING, SOMETHING LITTLE SUSAN TILL NEXT YEAR, WE'RE MAKING, GET IT PUT INTO THE BUDGET.

UM, HERE'S THE BUDGET FOR 2022.

IT DOES SEEM LIKE SOME OF THOSE NUMBERS DIDN'T SHOW UP EITHER.

I'M NOT SURE WHY, BUT, UM, THESE ARE ACTUALLY JUST WHAT WE PLANNED ON FOR THIS YEAR BEFORE WE KNEW THAT WE WEREN'T GONNA BE ABLE TO GET THINGS BEFORE WE KNEW THAT EVERYTHING WAS GOING UP IN PRICE.

UM, YOU KNOW, WE WILL CONTINUE THE MAIN VALVE EXERCISE PROGRAM THAT I DON'T, I'M NOT SURE WE REALLY TALKED TOO MUCH ABOUT THAT, BUT, UM, VALVE EXERCISE PROGRAM, IT'S WHERE WE'RE GOING TO ACTUALLY EAT AN EPA MANDATED, UM, REQUIREMENT, UH, TO EXERCISE ALL THE VALVES WITHIN THE SYSTEM.

UH, WE'RE GOING TO DO IT ON A SEVEN YEAR ROTATION.

AND THEN WE'LL PROBABLY REDUCE THAT TO FIVE YEARS WITH ALL THE CRITICAL VALVES BEING, UM, EXERCISE MORE OFTEN THAN THAT ONE PROGRAM IS COMPLETELY UNDERWAY.

SO WE STARTED THIS YEAR, UH, IN SOME OF THE PLACES WE DIDN'T THINK WE'D RUN INTO A LOT OF PROBLEMS AGAIN, BECAUSE THESE VALVES ARE VERY EXPENSIVE AND EVEN MORE SO NOW THAN EVER.

SO WE'RE TRYING TO EITHER WAIT IT OUT OR AT LEAST BE ABLE TO GET IT INTO THE, TO THE BUDGET AND NOT HAVE TO ASK FOR ADDITIONAL MONIES FOR IT.

SO FAR, THE PROGRAM IS GOING PRETTY WELL.

I THINK WE HAVE ABOUT 122 THAT WAS DONE.

BECAUSE WHEN PEOPLE GO AND PURSUE COLLEGE DEGREES THAT SAYS THEY'VE TAKEN THE TIME THEY'VE TAKEN THE ENERGY, THEY'VE TAKEN LOANS, OR THEY'VE GOT THE FINANCES VESTED TO GET THE SKILLS NEEDED, TO DO A JOB EXPERIENCE MATTERS BECAUSE EXPERIENCE IS WHAT WE ALL NEED TO ENSURE THAT THOSE SKILLS HAVE BEEN IMPLEMENTED.

AND THEN PASSION IS IMPORTANT BECAUSE WE WANT SOMEONE THAT'S PASSIONATE THAT LOVES OUR CITY, RIGHT? WE WANT SOMEONE THAT IS NOT JUST HERE BECAUSE THEY WANT A PAYCHECK.

WE WANT SOMEBODY THAT'S VESTED.

SO IT ALL MATTERS.

AND I WANT YOU ALL TO REALLY TAKE THAT INTO CONSIDERATION AS YOU ALL MAKE YOUR FINAL DECISION.

AND I DO WANT TO BRING SOMETHING TO YOUR ATTENTION.

THERE IS SOMETHING CALLED THE HALO EFFECT.

THE HALO EFFECT IS A COGNITIVE BIAS IN WHICH WE ALLOW ONE OBVIOUS POSITIVE ABOUT A PERSON TO AFFECT HOW WE JUDGE THEM IN A BROADER SPECTRUM.

SO I WANT YOU ALL TO BE VERY MINDFUL OF THOSE BIASES, BECAUSE WE ALL HAVE THEM.

EVERYBODY HAS BIAS.

PEOPLE SAY THEY DON'T, WE ALL DO.

FIRST, I'D LIKE TO THANK THE DEVELOPER TO CONTINUE TO ENGAGE US AS NECESSARY TO GAIN THEIR INSIGHT AND THOUGHT INTO THE PROPOSAL, ALWAYS PROFESSIONALLY FROM THE FIRST PLAN TO THIS ONE ON THE TABLE, STORMWATER RETENTION GREW ALMOST FIVE FOLD.

WHY WHEN THE DENSITY WAS DECREASED, WAS IT INCORRECT UPFRONT? AND IT WAS CAUGHT IN THERE.

I HAVE BEEN PROVIDED THE CALCULATIONS AND WHILE THEY'RE PRETTY CLOSE TO ACCURATE, I DON'T THINK THEY CAPTURE THE MITIGATING ISSUES DUE TO THE DESIGN OR HAVE THE CAPABILITY TO CATCH THE AMOUNT OF WATER IN THE LOWER PART OF THE PROPER, A PROPERTY NEAR THE STREAMS AND WETLANDS.

I THINK WE NEED A FULL WAR STORMWATER STUDY OF THE AREA, AND IT MIGHT HAVE TO BE BIGGER WHERE THE POND IS PROPOSED IN THE APPROXIMATELY ABOUT 25 TO 30% IN MY CALCULATIONS, AS YOU WOULD HAVE MORE RUNOFF ON THE LOWER PART THAN THE UPPER PART BECAUSE OF LESS PERMEABLE SOIL LEFT.

SECOND, UH, WE'RE STILL WAITING FOR THE ADEQUATE ANSWER.

WHY HERE WITH THE DENSITY, OTHER THAN DOLLARS AND CENTS THAT HAVE AN OPTION TO BUY THE PROPERTY.

THIRD, THE FLOW OF TRAFFIC IN AND AROUND THE AREA NEEDS A FULL STUDY.

WE CAN'T KEEP ON DEVELOPING WILLY-NILLY, UH, DIFFERENT PARCELS HERE AND THERE WITHOUT ADDRESSING THE FULL IMPACTS.

LOOK AT THE OTHER PROBLEMS WE HAD TRAFFIC PROBLEMS WE HAVE IN OTHER PARTS, THIRD COPIC,

FIRE ACCESS AND HOME ACCESS.

THE PREVIOUS DESIGN HAD A LOOP TO ALLOW IN AND OUT ACCESS FOR ALL.

NOW, IN ORDER TO SAVE DEVELOPMENT COSTS, YOU HAVE THE FUNNEL DESIGN.

AS I CALL IT TWO FORKS, ONE AND ONE AXIS, ALMOST LIKE A WINEGLASS APPROVAL FROM THE FIRE CHIEF THAT THE DESIGN CONFORMS TO PAR CODE IS FINE, BUT WHAT'S THE INDUSTRY STANDARDS INDUSTRY STANDARD IS TWO ACCESSES.

I PITY THE LARGE RESPONSE IN CERTAIN PARTS THAT WILL IMPACT NOT JUST A SMALLER AREA, BUT HALF THE DEVELOPMENT WITHOUT LOOPS FOR HOURS.

YOU HAVE AREAS OWN FOR THREE TO FIVE ACRES OF AGRICULTURE, NOT FIVE TO SIX IN THE LOWER PART OF THE DEVELOPMENT.

TOO MANY QUESTIONS STILL NEED TO BE ANSWERED BEFORE ANY VOTE.

I RECOMMEND TO EITHER TABLE IT FOR ANOTHER READING OR SHELVE IT UNTIL ANSWERS ARE GOTTEN.

THERE'S BEEN MUCH DISCUSSION ABOUT THE LOWERING OF STANDARDS WITHIN THE CITY.

AND THE REAL IRONY IS HERE.

IF ANY OF THE BORDERING NEIGHBORS WANT TO BUILD A SECOND HOME ON THEIR PROPERTY, THEY WILL HAVE TO FOLLOW ALL THE GUIDELINES AND BUILD A 100% BRICK WRAP HOME AND MEET ALL OF THE MINIMUM CITY STANDARDS.

THESE LOT SIZES HAVE BEEN CRITICIZED.

THEY RUN FAR BELOW THE CITY STANDARDS.

YET THEY BACK UP TO MULTI ACRE HOMES.

IT'S A PERFECT EXAMPLE OF POOR CITY PLANNING.

WHEN I WAS LOOKING AT AN AERIAL VIEW OF OUR CITY AND HOW IT'S GROWING.

IF YOU LOOK BETWEEN FITCHBURG IN CHAMBERSBURG FROM SHADY OAKS, WHICH IS JUST WEST OF THE, OF THE OAKS, THERE ARE HUNDREDS OF ACRES AND HUNDREDS OF HOMES, AND THEY ALL FOLLOW THE COMPREHENSIVE PLAN.

SO WHEN ASKED BY THE MAYOR, WHY THIS PRODUCT ON THIS PIECE OF PROPERTY, THE ANSWER WAS IT WAS A PIECE OF PROPERTY FOR SALE.

SO DOES A PIECE OF PROPERTY FOR SALE MEAN THAT WE THROW ALL CITY PLANNING OUT THE WINDOW.

THE DEVELOPER DID MOVE FROM ALL DUPLEXES TO MORE THAN HALF OF DUPLEXES, BUT THERE ARE NOT SUPPOSED TO BE ANY DUPLEXES HERE.

THIS IS NOT AN URBAN AREA AND IT DOES NOT SUPPORT AN URBAN DESIGN.

THERE IS NO PUBLIC TRANSPORTATION.

THERE IS NOTHING NEARBY.

IT IS A RURAL COMMUNITY.

MY NEIGHBORS THAT LIVE ON THE PROPERTY THAT BORDER THIS DEVELOPMENT HAVE VOICED THEIR CONCERNS RUNNING FROM PRIVACY ISSUES TO WATER ISSUES, TO TRESPASSING.

THEY ALL MOVED TO A RURAL AREA AND MORE OF MORE THAN HALF OF THEM MOVED IN THE PAST FOUR YEARS TO ESCAPE SUBURBAN SPRAWL AND LIVE QUIETLY ON LARGE PIECES OF LAND.

THEY BELIEVED THAT THE CITY WOULD FOLLOW ITS COMPREHENSIVE PLAN AND CITY CODES.

AND WHILE THAT LAND MIGHT BE DEVELOPED, IT WOULD BE DONE.

SO WITHIN THOSE PARAMETERS, THERE IS NOT ANY BUFFER OR TRANSITION ZONE AS WE HAVE SEEN REQUIRED IN OTHER DEVELOPMENTS.

IN FACT, IN THIS INSTANCE, THE DEVELOPER HAS ASKED TO REDUCE THE BACKYARD FROM 40 FEET TO 20, EVEN CLOSER TO THE PROPERTY LINE.

THIS DEVELOPMENT DOES NOT FIT IN THE NEIGHBORHOOD ONE IN WHICH WE TAKE GREAT PRIDE AND WORK HARD TO KEEP OUR AREA OF HUBER HEIGHTS.

ONE THAT THE CITY CAN CERTAINLY BE PROUD OF.

SO BASED ON THE INFORMATION THAT WAS PRESENTED TO US, THAT ADDRESSED THE ISSUE OF STORMWATER, WE

DID NOT MOVE FORWARD WITH ANY ADDITIONAL STUDYING BASED ON THE DIRECTION THAT COUNCIL WANTED TO SEE THE DETAILED STORM WATER INFORMATION FROM THIS PARTICULAR PROJECT.

AND AT THE TIME I DON'T RECALL THAT A TRAFFIC STUDY HAD BEEN COMPLETED, BUT SUBSEQUENT TO COUNSEL'S INITIAL LOOK AT THIS PROJECT, THE COMPLETE TRAFFIC STUDY HAS BEEN SUBMITTED FOR STAFF TO REVIEW WELL, IF I UNDERSTAND CORRECTLY AT THE LAST MEETING THAT I ATTENDED, THEY PRESENTED INFORMATION THAT IN THE MORNING HOURS, THE COMMUTE HOURS, ONLY 61 CARS WOULD BE TRAVELING ON THE STREET, UH, TO GO TO WORK BASICALLY.

UM, AND FOR THAT BIG AREA, I DON'T KNOW THAT CERTAINLY COULDN'T HAVE, UH, ENCOMPASSED ALL THE CARS COMING OUT OF, OF THE OAKS OUT OF THAT DEVELOPMENT OUT OF SILVER OAKS, OUT OF, UH, THE PROPOSED DEVELOPMENT THAT'S GOING IN EVENTUALLY AT THE CORNER OF BELL FOUNTAIN AND FITCHBURG.

AND SO, AS A RESULT OF THAT, I THOUGHT THAT A, THAT THE CITY WAS GOING TO DO A MORE COMPREHENSIVE, UH, TRAFFIC STUDY TO, UH, DETERMINE WHETHER THAT STREET NEEDED TO BE WIDENED.

UH, IF WE HAD TO HAVE A TURN LANE IN THERE OR WHAT THEIR PROPER RESOLUTION WAS, BECAUSE TH THOSE CALCULATIONS JUST DIDN'T SEEM TO BE RIGHT.

SO, UM, WHETHER WE BREAK THIS OUT TO ME, EVEN IF THE PLANNING COMMISSION IS TO SEE THIS, I WOULD, I DON'T KNOW HOW THE PLANNING COMMISSION WOULD PASS THIS WITHOUT HAVING ADDITIONAL INFORMATION ON THE STORMWATER AND THE TRAFFIC AT THEIR DISPOSAL.

UM, I JUST, IN THE STORM WATER THAT ENCOMPASSED, I THINK THAT WAS PRELIMINARILY DONE, OR, OR PRIMARILY DONE TO ADDRESS THE SIZE OF THE DETENTION POND.

SO, UH, IN THE MORNING THERE WOULD BE 61 TRIPS, UH, THAT'S 46 CARS EXITING AND 15 COMING IN.

UM, SO THERE, THE ENGINEERS DID FORECAST OUT, UM, SORT OF THE NATURAL TRAFFIC GROWTH, BUT IT DOESN'T ALWAYS TAKE INTO ACCOUNT EVERY POSSIBLE, UM, THE POTENTIALLY DEVELOPABLE LAND IN THE FUTURE.

UM, AND THEN ON, ON THE ISSUE OF STORMWATER, WHAT WAS DISCUSSED WAS HAVING A LARGER STUDY DONE, UM, THAT LOOKS AT SOME OF THE OTHER FLOODING ISSUES THAT THE NEIGHBORS WERE EXPERIENCING.

THEN WOULD THAT BE ADDRESSED IN THE DETAILED PLAN? IF THERE WAS EXTRA, THERE WAS AN ADDITIONAL STUDY AT THE DETAILED PLAN BACK TO THE PLANNING COMMISSION ON STORM WATER RETENTION? UH, TECHNICALLY, NO.

UH, SO BECAUSE I DON'T WHAT, BUT I THINK WHAT WE NEED TO LOOK AT BEFOREHAND, AND WE'LL, WE'LL TALK WITH THE DEVELOPERS, IS THERE ARE A LOT MORE INPUTS, UH, OF STORMWATER COMING, NOT JUST FROM THIS PROPERTY, BUT FROM SURROUNDING PROPERTIES.

AND I DON'T KNOW THE, UH, OFF THE TOP OF MY HEAD, CAUSE I HAVEN'T LOOKED AT IT YET WHAT THE DRAINAGE PROFILE IS FOR THOSE SURROUNDING AREAS.

SO THERE COULD BE RUNOFF THAT WOULD HEAD THIS, THAT DIRECTION SOUTH FROM THIS SITE.

I DON'T BELIEVE THAT'S WHAT THE CONTOURS SHOWED.

IT HAS MORE NORTHWEST OR SORT EXCUSE ME, NORTHEAST, UM, AND TO THE BACK OF THE PROPERTY.

AND WHAT I REMEMBER WHERE THE CONVERSATION WAS THAT THE PROPERTY OWNER WHO HAD MENTIONED THE CONCERNS ABOUT FLOODING, IT WAS THE PROPERTY TO THE SOUTH.

AND SO THERE ARE, THERE WERE OTHER CONTRIBUTING FACTORS.

THAT'S NOT, PROBABLY NOT THIS SITE THAT IS, THAT IS CONTRIBUTING TO THE FLOODING OF THAT INDIVIDUAL'S PROPERTY.

SO I THINK WE CAN DETERMINE PRETTY QUICKLY WHETHER OR NOT THIS, UH, UM, DEVELOPMENT WOULD, WOULD IMPACT OR, OR WORSEN THE CURRENT SITUATION VERSUS THIS FLOODING IS CAUSED BY SOMETHING ELSE.

AND THAT'S SOMETHING ELSE MAY BE AN EXPENSIVE SOLVE.

AND SO I DON'T WANT, I CAN'T SAY YES, WE CAN, WE'RE GOING TO SOLVE IT BECAUSE, BUT WE CAN AT LEAST FIGURE OUT WHETHER OR NOT THIS DEVELOPMENT, UH, IS, IS MAKING IT WORSE OR AS NEUTRAL.

SO THAT WAS THE CONVERSATION THAT THE LAW DIRECTOR AND I WERE JUST HAVING IN, UM, I DON'T WANT TO PUT WORDS IN HIS MOUTH, BUT EFFECTIVELY, UH, THE, UH, PROVISION NUMBER TWO, THE APPLICANT SHALL COMPLY WITH ALL STORM WATER REQUIREMENTS.

SO IF IT IS DETERMINED BY THE ENGINEER AND THE PLANNER THAT THIS PROJECT, UM, OR THAT FLOODING AT THAT SOUTHERN PROPERTY IS CAUSED FROM RUNOFF FROM THIS LOCATION, OR WOULD BE EXACERBATED BY RUNOFF FROM THIS LOCATION, THAT WOULD BE A REQUIREMENT TO BE RESOLVED PRIOR TO FINAL PERMIT APPROVAL AND ISSUANCE AS IT GOES THROUGH THE DETAILED DEVELOPMENT PROCESS.

SO THE, THE, THE STORMWATER STUDY DOES LOOK AT WHERE THE OUTFLOW WILL BE, AND WHETHER THAT OUTFLOW IS WORSE OR BETTER THAN IT CURRENTLY EXISTS OR NEUTRAL, IT NEEDS TO BE NEUTRAL OR BETTER.

UM, SO WE WILL LOOK AT THOSE CALCULATIONS AGAIN, AGAIN, THE STORMWATER REQUIREMENTS ARE ESSENTIALLY IF I CAN BOIL IT DOWN IS, DO NO HARM.

SO THE, RIGHT NOW THERE IS NOTHING STOPPING OTHER THAN WHEN THERE'S COVER CROPS, UH, YOU KNOW, REALLY STOPPING THAT, THAT RUNOFF, THIS WILL BE DIRECTED, CONSTRAINED, AND THEN METERED OUT.

UM, AND SO IT SHOULD ACTUALLY IMPROVE THE DOWNSTREAM FLOODING THAT IS OCCURRING NOW, BUT WE WILL, AGAIN, DURING THE DETAILED PLAN PROCESS, MAKE SURE THAT THAT IS IN FACT, THE CASE.

WHAT WOULD THE, UM, THE NEW EPA REGULATIONS THAT DETERMINE THE, THE RUN RATE OF THESE RETENTION PONDS? SO IT'S, IT'S A, IT'S A SLOWER SEAT NOW TO MAKE SURE THAT THE WATER IS FILTERED BEFORE THE WATER IS FILTERED BETTER BEFORE IT GETS TO THE, TO THE STREAMS, I GUESS IT'S BASICALLY, SO WOULD THAT HELP? UH, AND SO WE WERE, UH, LOOKING AT A MULTITENANT SHOPPING CENTER SIGN BECAUSE THERE REALLY ISN'T ANYTHING FOR RURAL KING AND THOSE ASSOCIATED, UH, USES.

SO, UH, BUT THEY HAVE COME BACK WITH A COUPLE OF DESIGNS THAT WOULD HAVE THEIR FACILITY ALONG WITH THE RURAL KING AND MAYBE ONE OR TWO OTHER, UM, TENANTS IN THAT SHOPPING CENTER THAT'S PROVIDED, IT'S ALLOWED BY CODE.

I THINK AN EASIER LIFT FOR THE PLANNING COMMISSION THAN JUST A, A, A STAND ALONE 30 FOOT SIGN IS JUST THEM.

I DO THINK THAT THEY PROBABLY WILL WANT TO HAVE ADDITIONAL DIRECTIONAL SIGNAGE ON TAYLORSVILLE BECAUSE THE GPS WILL TAKE PEOPLE THERE.

UH, AND SO WHETHER THAT DIRECTS THEM TO THE EXISTING, UH, RURAL KING, UH, ENTRANCE FURTHER WEST OR AROUND,

UM, THE APPLICANT DID EVERYTHING CORRECTLY, UH, AS FAR AS LANDSCAPING SITE PLANNING, EVERYTHING.

UM, SO, UH, PLANNING COMMISSION DID APPROVE THE DETAILED DEVELOPMENT PLAN.

THIS IS REALLY AGAIN, JUST TO BROADEN THE JUICES.

SO YOU SAW THIS DURING THE WORK SESSION, THE UPPER TAIL, THE BUILDING ELEVATIONS.

UM, SO THE APPLICANT, THE STANDARDS THAT WERE, UH, THAT THE APPLICANT DESIGNED THE PARKING, UM, LOT TWO WAS BASED ON SPECIALTY RETAIL, COMMERCIAL SPECIALTY FOOD STORES, PERSONAL SERVICE COMMERCIAL CENTER, AND SHOPPING CENTER USE THAT AS A PARKING CATEGORY WITHIN THE ZONING CODE.

SO, UH, STAFF FEELS THAT THERE'S VERY LITTLE IMPACT TO THE SURROUNDING PROPERTY, UH, BY BROADENING THOSE USES BECAUSE THIS, THE SITE IS BUILT TO THIS PARKING STANDARD.

UH, AND SO WE RECOMMENDED THAT THE, UH, THAT, THAT BROADER SPECTRUM OF PERMITTED USES AS RETAIL, COMMERCIAL, ET CETERA, ARE APPROPRIATE FOR THE BUILDING DESIGN.

UH, AND IT WAS APPROVED THROUGH THE REZONING ORIGINALLY, UH, AS FAR AS THE, UM, THE SITE DEVELOPMENT PLAN, THE AMOUNT OF PARKING, ET CETERA.
