WHEREAS THE SPECIAL RECOGNITION FOR CERTIFICATE ACHIEVEMENT IS AN AWARD TO INDIVIDUALS IN THE COMMUNITY, BUT GREAT CREDIT TO THEMSELVES AND HONOR TO THE COMMUNITY BY ACHIEVEMENT OF SUCH MAGNITUDE AS TO WARRANT SPECIAL RECOGNITION.

WHERE DOES THIS HONOR IS RESERVED FOR THOSE INSTANCES WHERE THE CITY OF DOVER HEIGHTS IS PLACED IN HIGH ESTEEM AS A RESULT OF THE ACCOMPLISHMENTS OF THOSE SELECTED TO RECEIVE THIS AWARD.

AND WHEREAS WILLIAM CARL IS 97 YEARS OLD AND HAS RESIDED IN HEBREW HEIGHTENED SINCE 1956.

AND ONE OF THE ORIGINAL HOUSES BUILT BY CHARLES CUMIN.

AND WHEREAS WILLIAM CARL IS A WORLD WAR II VETERAN WHO JOINED THE US NAVY AS SOON AS POSSIBLE AFTER THE ATTACK ON PEARL HARBOR AND SERVED ON TINIAN ISLAND, THE LAUNCHING POINT FOR THE ATOMIC BOMB ATTACKS AGAINST HIROSHIMA AND NAGASAKI JAPAN.

AND WHEREAS WILLIAM CARL'S NAVAL UNIT WAS HONORED FOR ITS SERVICE AND ACTIONS SHOWING EXTRAORDINARY HEROISM AND ACTION AGAINST AN ARMED ENEMY.

THE UNITED STATES WITH THE NAVY PRESIDENTIAL UNIT CITATION.

FIRST OFF, GOT TO START OFF BY SAYING WE ARE THE CITY.

OFTENTIMES FOLKS DON'T REALIZE THE DATE MEDIATION CENTER.

DOESN'T THEY? NUMBER ONE, DON'T REALIZE THAT WE EXIST.

AND NUMBER TWO, THAT WE ACTUALLY PART OF THE CITY OF DAYTON, THAT'LL BE IN, SAID WHAT WE, WE ARE A NEUTRAL THIRD PARTY TO SUPPORT PEOPLE AND TALKING ABOUT THINGS.

SO I'M A MEDIATOR.

AND AT THE END OF THE DAY, UH, PEOPLE WOULD LIKE TO TALK ABOUT THINGS TOGETHER.

AND AS THEY FIGURE OUT WHAT IT IS THEY WANT TO DO MULTIPLE DIFFERENT PROGRAMS EXIST.

UH, THE MEDIATION CENTER IS A COMMUNITY MEDIATION CENTER, WHICH MEANS IT DEALS WITH ALL THINGS, COMMUNITY BARKING, DOGS, YOU KNOW, LEAVES BLOWING ON THE NEIGHBOR'S YARD.

ALL OF THOSE THINGS, UH, HAPPENED WITH THE CITY OF DATE.

AND WE DEFINITELY TAKE THOSE AS THOSE ARE THINGS THAT KIND OF CONFLICT WE DEAL WITH, UH, ADDITIONAL ITEMS, ADDITIONAL PROGRAMMING, UH, THAT WE HAVE WITH THE COUNTY, FOR EXAMPLE, UH, PARENTING TIME, WHENEVER PARENTS ON WHAT PARENTS ARE WANTING TO HAVE A CONVERSATION ABOUT,

UH, WHAT'S GOING ON WITH PARENTING TIME OR CUSTODY, THEY'RE ABLE TO GO THROUGH THE COURT OR COME TO US TO HAVE THOSE CONVERSATIONS DEPENDING ON THE SITUATION.

UH, THOSE AGREEMENTS CAN BE READ IN THE COURT RECORD.

ALSO PROGRAMS LIKE SMALL CLAIMS COURT, EVICTION COURT, UH, ALSO THAT EXISTS WITHIN THE CITY OF DAYTON.

UH, THAT'S ALSO MY PROGRAM AND THAT GOES ALONG WITH THE LANDLORD TENANT HOMELESSNESS PREVENTION PROGRAM TALKING ABOUT TONIGHT, UH, THAT PARTICULAR PROGRAMMING EXISTED, UH, ONLY WITHIN THE CITY OF DAYTON UNTIL THIS YEAR WHERE WE WERE ABLE TO, UH, WORK WITH THE COUNTY TO GET, UH, TO GET ADDITIONAL FUNDING, UH, WHICH ALLOWS US TO, TO SERVE THE ENTIRE COUNTY.

SO THIS IS ONE OF THE REASONS I'M ABLE TO BE HERE TODAY TO TALK ABOUT THIS PARTICULAR PROGRAM, THE LANDLORD TENANT, HOMELESSNESS PREVENTION PROGRAMMING.

AND SO WE HAVE PAPERWORK, NOT NECESSARILY THIS RACK CARD, UH, BUT A SMALLER CAR THAT GOES OUT WITH ALL EVICTION NOTICES WITHIN THE CITY OF DAYTON.

AND RECENTLY THAT'S BEEN EXPANDED TO VANDALIA MUNICIPAL COURT, KETTERING MUNICIPAL COURT AND THE MONTGOMERY COUNTY MISSILE COURTS.

OF COURSE, I THINK THIS IS THE EASTERN DIVISION WE HAVE HERE BEHIND US.

UH, SO OUR CARS GO OUT TO WHENEVER ALL THE INDIVIDUALS, UH, WHO ARE RECEIVING EVICTION NOTICE AND ALSO THE, UH, THE PLAINTIFF OR THE PROPERTY OWNER IS ALSO ABLE TO OBTAIN THAT CARD AND GIVES A CALL TO SEE IF THEY'RE INTERESTED IN, IN HAVING A CONVERSATION.

NOW, AT THIS POINT ONLY THE MEDIATION PROCESS WHERE WE'RE ABLE TO, UH, GENERATE AN AGREEMENT OR THEY ENTER INTO, INTO A COURT RECORD THAT ONLY HAPPENS WITHIN THE CITY OF DAYTON AT THIS POINT, BUT WE'RE HOPEFUL TO SEE SOME EXPANSION IN THAT PARTICULAR WAY.

UM, SPECIFICALLY, UH, WITH THIS HOMELESSNESS PREVENTION LANDLORD TENANT PROGRAMMING ALLOWS FOR, UH, BOTH PARTIES, UH, TO GIVE US A CALL AND TO TALK ABOUT THESE THINGS AND PERHAPS IF THEY CAN GET TOGETHER AND TALK ABOUT IT, WE'D LOVE TO HAVE THAT HAPPEN.

UH, ONE OF THE BIGGEST THINGS TO HIGHLIGHT IS THAT THIS IS A FREE SERVICE, UH, TO EVERYONE WITHIN THE COUNTY.

SO ANYONE CAN REFER ANYONE, GIVE US A CALL IT'S FREE.

ALSO, I'M NOT A LAWYER OR ATTORNEY, SO AT NO POINT, AM I EVER GIVING YOU LEGAL ADVICE I HAPPEN TO BE IN AND AROUND LEGAL PEOPLE ON A REGULAR BASIS.

JUST ON THE DETAILS, BECAUSE I DID TALK TO A TEACHER AND I KNOW ONE OF YOU AS A TEACHER UP HERE, SHE SAID, UM, THEY'RE USING EVERY AVAILABLE PIECE OF SPACE IN THE BUILDING STORAGE CLOSETS COACH'S OFFICE USE FOR ELL TEACHERS, SPEECH THERAPY, EIGHT ELEMENTARY CLASSROOMS ARE IN MODULAR UNITS, ONE KINDERGARTEN AND ONE THIRD GRADE CLASSROOM, OR IN THE C HALL, FAR AWAY FROM THEIR K IN THIRD GRADE TEAMS, C HALL IS ALSO USED BY MIDDLE SCHOOL CLASSROOMS. AND FOURTH GRADE, DEFINITELY NOT IDEAL FOR FIVE AND SIX YEAR OLD KIDS IN A MIDDLE SCHOOL HALLWAY.

IT'S JUST THE ONLY SPACE AVAILABLE.

AND EVEN THEN KINDERGARTEN CLASSES ARE 26 TO 27 STUDENTS IN EACH OF THE SIX SECTIONS.

AND WE'RE ALL ALONG US, ROUTE 40, AND WE HAVE THE CAPACITY VIA CLARK COUNTY.

WE HAVE ENOUGH OF AN AGREEMENT WITH THEM.

WE HAVE PLENTY OF CAPACITY TO SERVICE THE ADDITIONAL SIX TO 900 UNITS, AND IT'S IN OUR SBA.

AND MOST OF THIS YOU'VE HEARD SOME OF THEM YOU'VE HEARD THE SCHOOL CAN NOT KEEP PACE WITH THE NUMBER OF NEW STUDENTS ENROLLING DUE TO THE DENSITY OF THE HOUSES BEING BUILT ON THE ACREAGE THAT THE DEVELOPER HAS PREVIOUSLY STATED.

THE UNIT MIX OF SINGLE FAMILY APARTMENTS, SENIOR LIVING, PATIO HOMES, ET CETERA.

AND THE HOUSING DENSITY WILL BE SIMILAR TO CARRIAGE TRAILS.

IN THE FALL OF 2011.

THE YEAR CARRIAGE TRAILS BASICALLY STARTED BETHEL HAD 954 STUDENTS.

10 YEARS LATER, AS CARES TRAILS IS WINDING DOWN.

WE HAVE 1834, NEARLY DOUBLE AS BETH MENTIONED, UH, IN THAT 10 SHORT YEARS, SINCE 2016, THE STUDENTS HAVE BEEN COMING EVEN FASTER WITH THE EXCEPTION OF LAST YEAR DUE TO COVID, WE'VE SEEN A HUNDRED TO 130 NEW STUDENTS PER YEAR.

SO ON OUR SMALL SCHOOL, YOU CAN IMAGINE THAT IMPACT IF ANNEX, THE RAMP UP OF HOUSES WILL BE QUICKER AND CARED SHELVES 2.0 BECAUSE EVERYTHING'S ALREADY THERE, RIGHT? THEY'RE JUST GOING TO MOVE UP THE ROAD AND CONTINUE ON.

SO THE ADDITION OF A 220 TO 130 STUDENTS PER YEAR IS EXPECTED TO CONTINUE UNINTERRUPTED.

WE BUILT A NEW HIGH SCHOOL THREE YEARS AGO AND WE WERE ABOUT TO BUILD A NEW ELEMENTARY, WHICH IS EXPECTED TO BE OVER CAPACITY WHEN IT OPENS IN TWO YEARS.

AND IT WILL BE OVER JUST WITH THE FINISHING UP OF CARRIAGE TRAILS, NOTHING TO DO WITH THE ADDITIONAL ANNEXATION.

IT IS IMPOSSIBLE TO FUND ENOUGH CLASSROOM SPACE FOR THAT MANY NEW ENROLLEES PER YEAR.

EVEN IF WE HAD BUCKETS OF MONEY, IT TAKES OVER THREE YEARS TO OPEN A NEW BUILDING.

SO WE NEED LOTS OF LEAD TIME.

SECOND REASON THE CURRENT ROAD DESIGN DOES NOT SUPPORT ADDING AN ADDITIONAL 700 TO A THOUSAND HOUSES ALONG 40.

IN FACT, THE ROADS AND SIGNALS HAVE YET TO BE UPGRADED, TO SUPPORT THE TRAFFIC THAT FLOWS TO AND FROM CARRIAGE TRAILS, WE ARE LACKING TURN LANES, TRAFFIC SIGNALS, AND THE WIDER ROADS NEEDED TO SUPPORT THE TRAFFIC, LET ALONE ADDING ANOTHER 2000 PLUS VEHICLES FROM THIS 233 ACRES, THIRD REASON.

UM, SO MR. BERGMAN, OUR CITY ENGINEER HAS HIRED A SURVEYOR THAT'S GOING OUT AND DOING THE GRADE WORK IN BETWEEN THOSE HOUSES, UH, RUNNING THE LINES TO SEE HOW THAT CAN WORK FOR THE DIRECT CONNECTION THAT COMES FROM JANETTA TO THE SOUTH.

SO THEY ARE WORKING ON GETTING THAT FIELD DATA RIGHT NOW TO BE ABLE TO RUN THOSE.

HE HAS ALSO TALKED TO A COUPLE OF CONTRACTORS ABOUT THE POSSIBILITY OF BORING THAT LINE, UM, SO THAT NOT HAPPENED TO DISTURB IN BETWEEN HOUSES WITHIN THAT EASEMENT.

AND THEN ALSO I JUST FOUND OUT THIS MORNING, UM, FROM THE, FROM, UH, MR. BELL, OUR FINANCE DIRECTOR, THE SHUTTERED VENUES GRANT THAT WE RECEIVED, UM, THEY REACHED BACK OUT TO US TO SAY THAT THERE HAS BEEN MORE MONEY IN THE POT AND THAT IF WE WANTED TO APPLY FOR MORE, IF WE HAD ELIGIBLE, UH, POSSIBILITIES.

SO MR. BELL PUT, UH, SPENT A LOT OF TIME, PUT THINGS BACK TOGETHER, SENT IT BACK TO THEM.

AND JUST THIS MORNING, WE HEARD THAT WE WILL BE GETTING AN ADDITIONAL $1.9 MILLION FROM THAT GRANT FUNDING BRINGS THAT UP TO A TOTAL OF $5.8 MILLION.

SO JUST, UH, I KNOW IT'S DESIGNATED FOR CERTAIN THINGS AND MR. BELL HAD TO GO THROUGH AND GO THROUGH WHAT THOSE ITEMS WERE, UM, FOR THE FACILITY.

SO, UM, I ASKED THAT WE GIVE THEM SUFFICIENT TIME TO DO WHAT THEY NEED TO DO AND TO GET IT HERE AS QUICKLY AS POSSIBLE, BUT I DON'T WANT TO PUSH THEM TO COME UP WITH A SOLUTION AND TAKE THEIR EFFORTS AWAY FROM OTHER URGENT THINGS THAT THEY'RE WORKING ON.

SO SCOTT FOLLOW THE RECOMMENDATION OF STAFF BEAVERS AS MR. KING WORKING WITH THE PARKS AND REC BOARD REGARDING THESE LOANS TERM LEASES.

SURE.

SO, UM, I'VE HAD DISCUSSIONS WITH MR. KING AND HE HAS HAD DISCUSSIONS WITH THE GIRLS SOFTBALL GROUP AND THOSE, UH, THE OTHER GROUPS, THAT KIND OF THING.

AND, UM, WE HAVE NO PROBLEM WITH THE LONG-TERM LEASE.

JUST WANT TO MAKE SURE THAT WE, LIKE, LIKE I SAID, OUR CURRENT RULES THAT WERE APPROVED THROUGH A RESOLUTION IS THAT I CANNOT SIGN OFF ON A FIVE-YEAR LEASE FOR A PARK USER.

SO THAT DOES HAVE TO EITHER BE CHANGED IN THE, UM, THE WAY THE PARKS ARE LOOKED AT OR A SPECIFIC AGREEMENT THROUGH CITY COUNCIL, UM, AS WAS BROUGHT UP AT THE LAST WORK SESSION.

THE ONLY CONCERN THAT WE WANT TO MAKE SURE OF IS LET'S SAY WE DO A FIVE-YEAR LEASE, MAKING SURE WE PICK THE RIGHT FIELDS THAT THEY WANT.

SO FOR THE GIRLS SOFTBALL THAT GROUPING DON'T SEE ANY PROBLEMS AT ALL WITH THAT THEY ARE HELPING TO TAKE OVER THE LITTLE LEAGUE FIELDS.

WHAT IF LITERALLY WANTS TO COME BACK IN TWO YEARS AND WE'VE GOT A FIVE-YEAR LEASE WITH A DIFFERENT GROUP.
