THE APPLICANT CAMPBELL BURLING HUBER HEIGHTS IS REQUESTING APPROVAL OF A DETAILED DEVELOPMENT PLAN FOR 43, RESIDENTIAL LOTS IN THE QUAIL RIDGE SUBDIVISION LOCATED ON THE SOUTH SIDE OF CHAMBERSBURG ROAD, ZONING CASE 21 DASH 19.

UM, AND AS MENTIONED, THE FIRST CASE TONIGHT IS THE DETAILED DEVELOPMENT PLAN FOR THE QUAIL RIDGE SUBDIVISION.

UH, THIS IS, UH, SOMETHING THAT CAME BEFORE PLANNING, COMMISSION AND CITY COUNCIL A COUPLE OF TIMES THIS YEAR.

UM, WE HAD THE ORIGINAL APPROVAL OF THE REZONING TO A PLANNED RESIDENTIAL, AND THEN THERE WAS THE MAJOR CHANGE THAT REDUCED THE NUMBER OF LOTS AND ADDED THAT, UH, LARGE OPEN SPACE AT THE EAST SIDE OF THE PROPERTY.

UH, SO THIS IS THE DETAILED DEVELOPMENT PLAN STAGE.

SO THIS IS WHERE THE FINAL DESIGN DOCUMENTS COME FORWARD, UH, PRIOR TO THE START OF CONSTRUCTION OF THE STREETS, UTILITIES AND SETTING UP UP THE LOTS THEMSELVES.

SO AS YOU RECALL, THERE ARE, UH, SEVERAL OPEN SPACE, LOTS THERE'S, UH, THREE LARGE GREEN SPACE AREAS.

TWO OF THOSE ARE BEING USED FOR A STORM WATER RETENTION.

UM, SO THOSE ARE THE ONES, UH, LOCATED AT THE WEST SIDE OF THE PROPERTY THAT, UH, AS YOU, UH, FIRST COME DOWN THE NEW STREET AND THEN DOWN IN THE SOUTH WEST CORNER AS WELL.

UM, AS I MENTIONED, THE OPEN SPACE ON THE, UH, EASTERN PORTION IS, UH, THE AREA WHERE THEY HIT ROCK.

SO THEY'RE LEAVING THAT AS, UH, JUST PLAIN OPEN SPACE.

THESE LOTS ARE ALL A MINIMUM OF 60 FOOT WIDE.

UM, AND THESE DO HAVE, UH, THOSE FOUR FLAG LOTS THAT'S GO, UM, UH, IN BETWEEN A COUPLE OF LOTS THAT GO TO THE REAR THERE ON THE EAST SIDE ATTACHED IN THE PACKETS, THERE WAS A, THE EXAMPLE, A LETTER THAT WAS TALKED ABOUT, ABOUT A NOTIFICATION OF THE PROPERTY OWNERS FOR WHEN THEY DO PURCHASE THOSE PROPERTIES, THAT THEY KNOW THAT THERE WILL BE A DRIVEWAY NEXT TO THEIR HOUSE.

SO THAT WAS INCLUDED IN YOUR PACKET TO SHOW HOW THAT WORKS.

UM, AND THEN ALSO SOME, UH, UH, SOME DETAILS OF HOW THE DRIVEWAYS WORK AS WELL.

THIS WILL BE CONNECTED TO ALL PUBLIC, UH, SEWER AND WATER.

SO THE, UH, THE WATER SYSTEM COMES OFF A CHAMBERSBURG ROAD AND THEN ALSO CONNECTS OVER INTO, UH, THE WEXLER IN PLACE SUBDIVISION.

THE SEWER ALSO, UH, RUNS ALONG THE, UH, COMES FROM THE LEXINGTON PLACE SUBDIVISION.

AND THERE'S ONE AREA THAT IT DOES GO WITH THE REAR OF THE LOTS TO MAKE THE GRADES WORK, UM, TO GO OUT TO THE MAIN STREETS THAT'S BEING PROPOSED, UH, AS THIS IS A, UH, WE'LL SAY, A LONG CUL-DE-SAC THAT, UH, HAS, UH, THE 43 LOTS, UH, ALONG IT, THERE IS THE EMERGENCY ACCESS THAT GOES OVER TO HIGHLY A PARK THAT IS IN THE LEXINGTON PLACE SUBDIVISION.

UH, SO THAT IS, UH, WE'LL HAVE A GATE WITH A KNOX BOX, UH, FOR THOSE EMERGENCY VEHICLES, UH, TO BE ABLE TO HAVE THAT, UH, SECONDARY ACCESS, UM, DRAINAGE, UH, IN GENERAL FALLS, UH, FROM THE EASTERN SIDE TO THE WESTERN SIDE.

THAT'S WHY YOU DO HAVE THE TWO, UH, STORM STORMWATER DETENTION BASINS.

UM, AND THEN YOU DO HAVE THAT A STORM, UH, PUBLIC STORM SYSTEM THAT DOES COLLECT THAT WATER AND ROUTE IT IN THOSE DIRECTIONS.

AND AT SOME OF THE REAR LOTS, THERE ARE, UH, SOME SWALES BEING PUT IN TO DIRECT THAT WATER, UH, TO KEEP IT GOING, UM, FROM GOING ONTO THE NEIGHBORING PROPERTIES ITSELF.

IT'S JUST THE, UH, THE PLAN PROFILE SHEETS SHOW THAT, UH, HOW THE, UH, THE UTILITIES AND SOME OF THE UNDERGROUND WORKS.

UM, THEY ARE PROPOSING TO HAVE THE MAILBOX STRUCTURE LOCATED AT THE, UH, THE MAIN ENTRANCE NEAR THAT,

UH, FRONT, UH, RETENTION POND.

UM, AND, UH, THAT JUST BE THE, THE ONE AREA FOR, UH, THIS WHOLE, UH, SUBDIVISION ITSELF.

AND AS I MENTIONED, THE GRADING, THIS IS ALL A FLOWING INTO THE, A EXISTS, THE, THE PROPOSED RETENTION BASINS, AND THEN OUTLET INTO EXISTING DRAINAGE PATHS AND EXISTING STORMS, UM, WOULD THAT, AND I'LL BE HAPPY TO ANSWER ANY QUESTIONS AND THE APPLICANTS HERE TONIGHT AS WELL.

UM, I KNOW WE HAVE, UH, WITH YOUR HELP RESURRECTED THIS JOB, WE WERE, WE WERE, WHEN WE HIT ROCK, WE HAD ALMOST TWICE AS MANY LOTS ORIGINALLY.

SO WITH STEPPING BACK, WE'VE MADE THE DEVELOPMENT WORK WITH YOUR HELP AND SCOTT'S HELP.

AND, UM, I KNOW I SEE ONE OF THE NEIGHBORS HERE, AND I KNOW THAT THAT'S BEEN A SENSITIVE ISSUE FOR HIM.

UM, BUT WE ARE PICKING UP THE DRAINAGE, AS SCOTT SAID ON THE SOUTH SIDE OF THE PROPERTY.

UM, THERE'S A DRAINAGE SWALE, EXCUSE ME, THAT WOULD INTERCEPT ANY WATER GOING TO THE SOUTH TO THE NEIGHBOR.

SO WE HEARD THAT ISSUE AND WE ADDRESSED IT.

SO I'M GLAD TO ANSWER ANY QUESTIONS ARE, HAVE ANY QUESTIONS FOR THE APPLICANT, MR. JEFFRIES? I KNOW WHEN WE HAD TALKED ORIGINALLY, THERE WAS SOME BUFFERED AREAS OR DESIGNATED PRESERVATION AREAS.

AS OF THOSE DISTANCES STAYED THE SAME WITH ALL THE CHANGES.

THAT'S A 20 FEET ON THE SOUTH SIDE AND THEN 10 FEET ON THE EAST AND WEST SIDES AS APPROVED.

AND WE DON'T NEED TO WORRY ABOUT ON THE NORTH SIDE, RIGHT.

BECAUSE THAT'S WHERE THE ROCK IS.

WE'RE NOT BUILDING UP IN THE NORTH SIDE IS CHAMBERSBURG ROAD.

UH, THANK YOU FOR HELPING OUT WITH THE WATER SITUATION OVER THERE.

MY QUESTION I HAVE ON THAT, I WAS TRYING TO READ THIS DIAGRAM AND I'M NOT REALLY UNDERSTANDING THE WHOLE THING.

DOES THE, DOES THAT SWELL ACTUALLY GO CLEAR TO THE BACK OF A LOT NUMBER 20 OR DOES IT START ABOUT HALFWAY DOWN? I COULDN'T TELL FROM LOOKING AT IT, IT STARTS ABOUT HALFWAY DOWN BECAUSE THE, THE HALFWAY BACK IS GOING TO STAY NATURAL AND WOODED.

SO THEY'RE NOT GOING TO CUT ANY OF THE WOODS IN THE BACK AREA.

SO IT STARTS ABOUT, UM, AS YOU MENTIONED ABOUT HALFWAY, WHICH CATCHES LARGE PORTION OF THAT HILL, THAT COMES DOWN THE, UH, NATURAL SWELL THAT'S IN MY BACKYARD AND ALL THE WAY DOWN THROUGH AARON, THEY WOULDN'T LET US TOUCH THOSE.

WHEN WE BOLT AND CLEAR BACK TO 1956, THEY WOULDN'T LET HIM TO TOUCH IT.

SO WHEN THE WATER COMES OFF THAT HILL ON A BIG RAIN, OUR YARDS IN THE MIDDLE OF THE BACK OF OUR YARDS IS A RIVER AND IT DISSIPATES QUICKLY.

BUT IF YOU'RE MOWING THE GRASS IN THE NEXT FEW DAYS, YOU HAVE A PROBLEM.

SO IF IT PICKS UP SOME OF THAT, THAT WOULD HELP WITH THE OTHER PROBLEM WE HAVE IS, UH, BACK WHEN THE, WHEN WE PUT IN THE, UH, THE, UH, YEAH, STONY CREEK, THEY HAD TO PUT IN A SUBSTATION TO PUMP UP THE SEWAGE.

AND THAT GOES DOWN OUR STREET THROUGH A PIPE, OF COURSE.

AND, UH, THE, WHEN THEY DID THAT, THEY HAD A PROBLEM.

THEY HAD TO PUT AN AIR VENT BACK BY MY BARN.

AND THAT USED TO BE WHEN THAT AIR VENT

OPENED, YOU CAN IMAGINE THE GAS COMING OUT OF THERE.

AND IF THERE WAS A SPARK, MY BARN AND EVERYTHING UP AROUND THERE WOULD GO, IT WAS THAT BAD.

I COULD BE IN THE BARN WITH A CLOSED.

AND I MEAN, I HAD TO LEAVE.

IT WAS THAT BAD.

SO THEY DID DO SOMETHING TO HELP THAT, BUT THAT UNIT IS STILL THERE.

AND IT'S ABOUT EVEN WITH THE FRONT PART OF MY BARN, BUT ON THE PROPERTY THERE, THAT'S GOING TO BE A LOT 21.

SO ANYWAY, WHEN THEY PUT THAT IN, I'VE GOT A BLACKTOP DRIVEWAY THAT GOES BACK TO MY BARN AND MY BARN HAD TO BE BACK ON THE CORNER.

I'VE GOT 300 FEET OF LAND THERE THAT HAD ME BACK THERE BECAUSE OF MY, UH, SEPTIC SYSTEM.

THEY MAY BE RUN 900 FEET OF LITCHFIELD WHEN I BUILT.

SO ANYWAY, UH, SO WHAT HAPPENS IS I'VE GOT, I'VE GOT MY DRIVEWAY, I GET IT ALL SEALED ABOUT EVERY THREE YEARS.

I KEEP IT NICE.

CAUSE I DON'T WANT TO REPLACE SOMETHING, GOING TO A BARN THAT THE EMPTY CARS GO TO AND THAT'S ABOUT IT.

UH, BUT THE PROBLEM IS, IS WHERE THAT, WHERE THEY PUT THAT IN, THAT STARTED DIVERTING WATER.

INSTEAD OF COMING DOWN TO THE SWELL AND RUNNING OVER THERE RUNS ACROSS MY DRIVEWAY AND ALONG COMES MUD AND TREE, LIMB DEBRIS AND ALL THAT KIND OF STUFFS.

EVERY TIME IT RAINS, I'M OUT THERE, I CAN'T STAND TO SEE THE MUD AND STUFF OVER MY DRIVEWAY.

THAT'S WHY I PUT A BLACK TOP THEN.

SO IF THIS, IF THIS LITTLE DETENTION THING COULD RUN BACK, IT'S ABOUT 40 FEET, 40 FEET FROM THE BACK PART OF THAT PROPERTY.

IF THEY CAN GO BACK THAT FAR, I WOULDN'T EVEN BE WILLING TO PAY WHATEVER PRICE THAT WOULD BE TO PICK UP THAT, THAT LITTLE BIT OF WATER.

IT'S NOT A HUGE AMOUNT OF WATER, BUT IT'S JUST ENOUGH WHERE IT RUNS ACROSS THE DRIVEWAY.

AND I'VE TRIED TO PUT A DRAIN IN DOWN MY, AND I CAN'T, I GUESS I DON'T HAVE IT RIGHT.

OR SOMETHING, BUT, UM, I DON'T KNOW HOW MUCH TROUBLE THAT WOULD BE.

UM, BUT, UM, IF THIS WOULD BE THE TIME TO CONFRONT THAT, THAT'S WHY I CAME TONIGHT.

YEAH.

THAT'S SOMETHING THAT WE CAN LOOK AT IT, MAKE, CATCH THAT NOW WITH THESE PLANS.

SO, UM, THAT'S SOMETHING THAT, UH, WE CAN WORK WITH THE DEVELOPER AND YOU, AND LOOKING AT THAT BECAUSE, UM, BY THE DIAGRAM WHERE IT APPEARS THE MAJORITY OF THE WATER THAT'S COMING ONTO YOUR PROPERTY, UM, IS FOCUSED, IS BEING COLLECTED.

BUT HOW MUCH FURTHER BACK, UM, ALONG THAT LINE, UM, I'M, I'M SURE THAT CAN BE ADJUSTED A LITTLE TO, UH, TRY TO CATCH A LITTLE BIT MORE IF NEED BE SO THAT THAT'S SOMETHING THAT WE CAN MAYBE MEET OUT ON SITE AND TAKE A LOOK AND I'D BE GLAD, YOU KNOW, IF THERE'S EXTRA COSTS, THEY'D BE GLAD TO PAY IT.

IT'S A COMPLEX PROCESS OF ONE GETTING IT UNDER A CONTRACT TO WORKING THROUGH YOUR COVID, WHERE YOU JUST REALLY COULDN'T HAVE MEETINGS AND TALK TO PEOPLE AND DO DO NORMAL STUFF.

BUT WE'RE HOPING TO GET THAT PROCESS MOVING SO THAT WE CAN STAY AHEAD OF THE DEMAND.

SO, UM, THE HOUSING COUNCIL IS A GROUP THAT'S SET UP THAT, UH, IT'S, IT'S A BOARD FOR THE CITY THAT, UH, IS THE REVIEWS, OUR EXISTING CRA DISTRICTS AND THE BUSINESSES THAT ARE WITHIN THOSE CR CRA DISTRICTS THAT ARE RECEIVING THE TAX BENEFITS OF THAT DISTRICT.

UM, SO WE HAVE, UH, SEVERAL DISTRICTS THROUGHOUT THE CITY AND SEVERAL BUSINESSES THAT HAVE TAKEN ADVANTAGE OF THOSE TAX INCENTIVES AND THAT ONCE A YEAR, WE GET TOGETHER AND HAVE A, UH, DISCUSSION.

WE GO THROUGH WHETHER THERE ARE ANY ZONING VIOLATIONS, WHETHER THEY'RE STILL OPEN, UM, THOSE KINDS OF THINGS, AND TO APPROVE, TO KEEP GOING WITH THAT.

CRA.

SO FOR EXAMPLE, AND CRA IS A COMMUNITY REINVESTMENT ACT THAT, UM, SO THE, THE MOST COMMON ONE IS A 15 YEAR, UM, ABATEMENT OF, UM, WHAT THE IMPROVED VALUE OF YOUR PROPERTY.

SO IF YOU HAVE A, UH, AN EXISTING BUILDING AND YOU ADD ON TO THAT BUILDING, YOU CAN GET THE TAX BREAK ON THAT ADDITION, UH, FOR 15 YEARS, UM, AND THERE'S OTHER KINDS TO DO AS WELL.

UM, SO IN THE PAST, UM, I KNOW THAT I HAVE BEEN AN APPOINTEE OF PLANNING COMMISSION FOR THAT, BUT I HAVE NOW BEEN NOW AN APPOINTEE FROM CITY COUNCIL.

SO WE NEED AS PART OF THE MAKE-UP, THERE'S AN OHIO REVISED CODE THAT SAYS, UH, HOW THE MEMBERS ARE APPOINTED AND WHO THEY ARE.

SO THERE'S STAFF MEMBERS INVOLVED AND THERE ALSO HAS TO BE TWO CITIZENS.

UM, AND THAT THERE ARE SOME THAT ARE APPOINTED BY CITY COUNCIL.

SOME THAT ARE APPOINTED BY THE BOARD AT THE ACCOUNT, THE BOARD ITSELF.

AND THEN THERE IS TO BE ONE APPOINTED BY PLANNING, COMMISSION PLANNING, COMMISSION APPOINTING, A MEMBER OF PLANNING COMMISSION ALSO COUNTS AS THAT CITIZEN AS WELL.

SO THAT IS THE REQUEST, IS THAT, UH, TO APPOINT ONE OF THE PLANNING COMMISSION MEMBERS TO BE A PART OF THIS HOUSING COUNCIL THAT MEETS ONCE A YEAR, UM, IN MARCH, UH, FOR A MEETING, UH, TO DISCUSS THE CRA DISTRICTS.

UM, AND IT'S, UH, THAT THE MEETING IS TYPICALLY DURING THE DAY AND LIKE NINE OR 10 O'CLOCK IN THE MORNING.

SO, SO IF, UH, THERE IS A MEMBER THAT WOULD LIKE TO, THAT CAN BE, AND IF YOU WOULD LIKE TO, FOR SOME REASON, DISCUSS THIS FURTHER AND, UH, HAVE THIS AT A FUTURE MEETING, THAT'S PERFECTLY FINE AS WELL, BECAUSE WE'VE GOT UNTIL NEXT MARCH, I WOULD LIKE TO ASK OUR CHAIR IF HE WOULD BE INTERESTED.
