SO IT'S A BIG ACHIEVEMENT.

MIKE WAS HIRED BY GRAND VIEW MEDICAL CENTER POLICE DEPARTMENT AS A POLICE OFFICER, WHERE HE WAS EMPLOYED FOR TWO YEARS BEFORE BEING HIRED BY HEBREW HEIGHTS POLICE IN 2014 AND ASSIGNED TO ROAD PATROL HIS SPECIALTIES AND HIS DUTIES INCLUDED CRASH, RECONSTRUCTIONIST, FIELD TRAINING, OFFICER CRITICAL INCIDENT, EVIDENCE, TECHNICIAN, DRIVING INSTRUCTOR, AND OFFICER IN CHARGE OF A SHIP.

WHEN THE SUPERVISOR WAS OUT, MIKE HAS MARRIED AND HAS A SON.

HE THEN WENT ON TO WORK AT THE ST PARIS POLICE DEPARTMENT IN 2008.

THE FOLLOWING YEAR HE JOINED THE HUBER HEIGHTS POLICE DIVISION.

HE, WHILE AT OUR POLICE DIVISION, HE'S, UH, WAS A MEMBER OF THE CRASH INVESTIGATION TEAM AS A LEVEL FOUR CRASH RECONSTRUCTIONIST.

HE ALSO BECAME A DETECTIVE IN 2015 AND WAS IN THAT POSITION AS A DETECTIVE, JUST PRIOR TO BEING PROMOTED, INVESTIGATING, INVESTIGATING FELONY CRIMES TO INCLUDE SEVERAL HOMICIDES DURING HIS TIME AS A DETECTIVE, HE WENT TO REED'S ADVANCED INTERVIEW AND CLASS SOUTHERN POLICE INSTITUTES.

HOMICIDE INVESTIGATION COURSE BECAME A CVSA OPERATOR COMPLETED THE FIRST-LINE SUPERVISION COURSE AND ACTED AS THE PRIMARY OFFICER IN CHARGE FOR THE INVESTIGATIVE SECTION FOR THE PAST THREE YEARS, ALL WHILE GOING TO COLLEGE FULL-TIME AND OBTAINING HIS BACHELOR'S DEGREE IN BUSINESS MANAGEMENT FROM PARK UNIVERSITY, JOSH HAS MARRIED WITH FIVE CHILDREN, ENJOY SPENDING TIME WITH HIS FAMILY, OUTDOORS, WOODWORKING AND READING.

THERE WILL BE TIMES YOU'RE GOING TO HAVE TO SIT IN FRONT OF YOUR SUBORDINATES AND ANNOUNCE AND IMPLEMENT SOME UNPOPULAR DECISION OR POLICY GRIPING, COMPLAINING OR BELITTLING.

THE DECISION OR POLICY IS A DISSERVICE TO YOUR SUBORDINATES.

IT DOESN'T CHANGE THE POLICY OR DECISION, BUT IT DOES GIVE YOUR SUBORDINATES PERMISSION TO GRIPE, COMPLAIN AND BELITTLE YOU THEREBY UNDERMINING YOU AS WELL.

YOUR OFFICERS ARE GOING TO MIMIC WHAT YOU DO.

MANY SUPERVISORS HATE TO ADMIT WHEN THEY MADE A MISTAKE.

THEY OFTEN VIEW IT AS A WEAKNESS AND HOPE THAT IF THEY IGNORE IT OR DENY IT, EVERYONE ELSE WILL TOO.

AS A LEADER, IT'S YOUR JOB TO NOT ONLY ADMIT YOUR MISTAKES, BUT ALSO HELP OTHERS DEAL WITH ERRORS.

THE KEY TO DEALING WITH ERRORS IS TO FIX THEM, LEARN FROM THEM AND THEN MOVE ON.

SO THEY WERE STILL BEING MISLED OVER 250,000 ACTIVE AMERICANS WERE STILL BEING A SLEIGH AFTER THEY WERE SET FREE BECAUSE THEY DID NOT KNOW EVEN AFTER WORK, GOT TO THEM THAT THEY WERE FREE.

SOME COMMERCIAL TYPE USES THE, UH, PROPERTY HAS BEEN, UH, THE BUILDINGS HAVE BEEN RAISED.

THE OLD, UM, TANKS HAVE BEEN REMOVED AND REMEDIATED.

SO THERE'S BASICALLY JUST A KIND OF, IT'S ALMOST A GRAVEL PARKING LOT NOW BECAUSE OF ITS DETERIORATION.

SO THE PROPOSAL IS FOR A NEW 1400 SQUARE FOOT OIL CHANGE FACILITY LOCATED AT THIS PROPERTY.

SO THE PROPERTY CURRENTLY HAS TWO CURB CUTS WITH THEIR DEVELOPMENTS.

THEY WILL BE REMOVING THE NORTHERN CURB CUTS AND ONLY UTILIZING THE SOUTHERN CURB CUT.

SO YOU WILL ENTER THE SITE, UM, AND ENTER THE BUILDING FROM THE REAR.

UH, THEY WILL, UH, ATTEMPT TO SAVE AS MANY TREES AS POSSIBLE WITH THIS, UH, THAT ONLY REMOVING SOME DEAD AND DISEASED ONES.

AND THEN ALSO JUST WITHIN THE DEVELOPMENT AREA ITSELF AS PART OF THE PLANNING COMMISSION CASE, UH, SOME OF THE DISCUSSION REVOLVED AROUND PARKING SPACES AND ALSO THE FIRE ACCESS.

SO AS PART OF THE, UH, ORDINANCE PART OF THE DECISION RECORD, THE RECOMMENDATION FROM PLANNING COMMISSION WAS TO INCREASE TO SEVEN PARKING SPACES.

SO ALL OF THE, UH, STANDARDS THAT WERE APPROVED, UH, WILL REMAIN.

SO THEY'RE NOT ASKING FOR ANY KIND OF VARIANCE FOR SMALLER LOTS OR A SMALLER SETBACKS, OR TO REDUCE, REDUCE THE BUFFER ZONES THAT WERE ORIGINALLY APPROVED.

UH, SO WHAT THIS DOES IS NOW INSTEAD OF A LOOP ROAD WITHIN HERE, IT HAS AN INDIAN AND A CUL-DE-SAC DOES HAVE THE EMERGENCY ACCESS OVER TO HIGHLY A PARK, UH, FOR THAT WILL HAVE A GATE, UH, LOCATED ON IT THAT HAS THE KNOX BOX FOR THE FIRE DIVISION OR POLICE TO BE ABLE TO GET THROUGH.

UM, ALSO LOCATED AT THE FRONT OF THE PROPERTY ARE FOUR FLAG LOTS.

UH, WE DISCUSSED THAT AT PLANNING COMMISSION AND THEN ALSO AT THE WORK SESSION THAT, UH, THIS DEVELOPMENT WILL PROVIDE FOR, UH, SOME OF THOSE ADDITIONAL ITEMS, UH, FOR THIS WHOLE AREA.

WITH THIS DEVELOPMENT, THERE ARE MULTIPLE ACCESS POINTS THAT, UH, GO OUT TO TAYLORSVILLE ROAD AND GO OUT TO OLD TROY PIKE.

THERE WILL BE DIRECT ACCESS FROM THE APARTMENT AREAS DOWN TO TAYLORSVILLE ROAD.

UM, OLD TROY PIKE, THERE'LL BE A NEW TRAFFIC SIGNAL, UH, PLACED FOR THE MAIN ENTRANCE, UH, ACROSS FROM THE ENTRANCE THAT IS AT THE, THE BURGER KING LOCATION.

UH, HEBA ROAD WILL BE VACATED WITH THIS TOOL, UM, AND DECREASE THE NUMBER OF CURB CUTS OUT ON OLD TROY PIKE AND ALSO FOCUS THE TRAFFIC OUT TO THE TRAFFIC SIGNAL OR DOWN TO TAYLORSVILLE ROAD.

TAYLORSVILLE ROAD WILL BE WIDENED, UM, A CONTINUATION OF THE EXISTING WIDENING THAT'S THERE THAT HAS A SLIGHT TURN LANE.

THIS WILL NOW BE WIDENED ALL THE WAY TO THE END OF THEIR PROPERTY.

UM, AND THEN OLD TROY PIKE WILL BE WIDENED, UH, AN ADDITIONAL LANE.

UM, WE'LL CALL IT A, UH, AN EXPRESS LANE THAT GO WILL EVENTUALLY GO ALL THE WAY UP TO THE HIGHWAY ACCESS.

SO AT THIS POINT IN TIME, WHAT WOULD THIS WILL DO FOR THIS AREA IS INCREASE THE VOLUME OF VEHICLES THAT ARE ABLE TO TRAVERSE THROUGH, UM, NORTHBOUND ON OLD TROY PIKE, UH, BY 50%.

SO IT'S A TWO LANES GOING NOW, THIS WILL ADD THAT THIRD LANE THAT, UH, WOULD GO, UM, FOR THIS PROPERTY.

AND THEN ALSO ALL THE WAY UP TO, UH, UM, W THERE WILL BE, UH, THE CURB CUTS THAT ARE THE EXISTING ONES DOWN, UH, CLOSER TO TAYLORSVILLE ROAD, WE'LL HAVE RESTRICTED ACCESS SO THAT YOU DON'T HAVE THAT LEFT TURN MOVEMENT.

UM, IT'S ALSO ANY OF THOSE WOULD GO UP TO THE TRAFFIC SIGNAL OR DOWN TO TAYLORSVILLE ROAD.

UH, WE HAVE NOTICED THAT, UH, THAT SOME OF THAT BOTTLENECK IS SOME OF THAT TIMING THAT, UH, ODAT WANTS TO GET PEOPLE OFF THE HIGHWAY.

UM, AND WE WANT TO GET PEOPLE PAST THE HIGHWAY OR ONTO THE HIGHWAY.

UH, WE JUST RECEIVED SOME DESIGN DRAWINGS, UH, THAT, UH, IS SOMETHING THAT WE'RE GOING TO BRING FORWARD TO CITY COUNCIL HERE IN, UH, UH, ONE OF THE FUTURE MEETINGS FOR SOME MODIFICATION OF THE MEDIUM THAT IS NORTH OF MERRILY WAY THAT WILL HELP,

UH, WE'RE ALSO LOOKING AT IMPROVING MERRILY WAY AT THAT INTERSECTION THERE, BACK WHEN MCDONALD'S CAME IN, THERE WAS A LITTLE BIT OF WIDENING THAT GOT TO THEIR DRIVEWAY.

UM, SO, UM, ALSO DOWN ON TAYLORSVILLE ROAD WITH THESE ACCESS POINTS THAT ARE THERE, UM, THERE, THEY WILL BE THE FULL ACCESS TO BE ABLE TO, UM, HAVE PEOPLE COME OUT TO TAYLORSVILLE, UH, TO BE ABLE TO GO EASTBOUND OR WESTBOUND AND NOT GO OUT TO OLD TROY PIKE, AND THEN ALSO BE ABLE TO, UH, GO TO TERRORISTS WILL, AND THEN TURN SOUTHBOUND ON OLD TROY PIKE, WHERE WE WERE NOT SEEING ISSUES ONCE YOU GET PAST TAYLORSVILLE IN THAT AREA.

SO THIS WILL HELP SPREAD OUT A LOT OF THAT TRAFFIC, UM, AT THAT, UH, THIS PROJECT, UH, ON ITS OWN WILL, UH, BE A CATALYST FOR BEING ABLE TO DO SOME OF THOSE ADDITIONAL THINGS AS WELL.

THE, THIS DID GO THROUGH PUBLIC BID, UH, FOR THE BIKE TRAILS AND THE, UM, EVERYTHING THAT GOES ON AT THE SITES OF THE LAYOUT ITSELF, UM, DID NOT HAVE A PARKING LOT OFF STREET.

IT'S CURRENTLY ON STREET.

PARKING IS, UH, YOU CAN GET ABOUT 20, 25 CARS PARKED ALONG THE STREET ITSELF.

UM, ALSO I SPOKE WITH OUR PARKS MANAGER ABOUT, UH, THE NEIGHBORHOODS, SINCE WE SEE THAT NOW THE DRAWING, SOME OF THOSE TRAILS THAT ARE GOING UP NEXT TO THE REAR YARDS AND I'VE INQUIRED ABOUT, UM, HOW MUCH DISCUSSION HAS BEEN WITH THOSE NEIGHBORS.

UM, AND, UH, HE HAS SAID THAT THERE'S BEEN A COUPLE THAT HE HAS SPOKEN TO, BUT OVERALL HAS NOT SPOKEN TO THE ONES ACROSS THE STREET ON DIAL OR SOME OF THE OTHER ONES ALONG THAT WAY.

UM, SO, UH, STAFF WOULD RECOMMEND THAT, UH, WE MOVE THIS TO A SECOND RATING TO PROPERLY ADDRESS THE PARKING, TO BE ABLE TO RE UM, REWORK THE PLAN AT THE SAME PRICE TO GET THE SAME, UH, TYPE OF, UH, PLAN FOR THE TRACKS AND EVERYTHING, TO BE ABLE TO GET TO PARKING LOT FIT IN THERE, AND ALSO HAVE A NEIGHBORHOOD MEETING, UM, WHETHER IT'S A TOWN HALL MEETING HERE OR SOMETHING OUT AT THE SITE, UM, TO GET, UH, ANY CONCERNS THAT ARE FROM THOSE NEIGHBORS, WHETHER WHAT KIND OF BUFFERING WE MAY NEED TO ADD, OR THOSE KINDS OF THINGS.

SO THAT, THAT WOULD BE STAFF'S RECOMMENDATION AT THIS POINT IN TIME.

SO WHAT DO WE DO IN NORMAL NOTIFICATION TO THOSE THAT LIKE WE WOULD ON THE COMMERCIAL ITSELF? YES, WE WOULD SEND OUT THE POSTCARDS WITH A TIME AND A DATE AND A LOCATION, UH, TO EACH OF THOSE RESIDENTS THAT ARE TYPICAL FOR LIKE A REZONING IS 200 FEET.

UM, SO WE WILL MAKE SURE THAT WE GET EVERYBODY THAT'S ADJACENT TO THAT PROPERTY THAT WOULD BE AFFECTED.

SO OFF STREET PARKING, UM, IT'S OWN LOT, UM, UTILIZING THAT CURB CUTS OR SOMETHING LIKE THAT, BUT THEN HOW TO MOVE THE, UH, TRACK AWAY FROM THAT, AROUND THAT.

UM, LIKE I SAID, IT WAS JUST VERY QUICK LOOKS, I HAD ADD IT, UM, THAT WE CAN MAKE THIS WORK TO BE ABLE TO HAVE THE PARKING, GET IT OFF THE STREETS, CAUSE DIAL ROAD AS YOU'RE COMING UP THAT HILL.

UM, IF PEOPLE ARE PARKED ON THERE, THERE'S SOME SITE ISSUES ON THE, UH, THE WEST END OF THIS THAT WE WANT TO MAKE SURE THAT IT'S SAFELY THAT'S, WE'RE GOING TO DO SOME NO PARKING AREAS AND ALSO, UM, BE COGNIZANT OF THE RESIDENTS ACROSS THE STREETS.

SO THEY DON'T HAVE PEOPLE PARKING IN FRONT OF THEIR HOUSE, 24 7, THAT'S UTILIZING THE BIKE PARK.

RIGHT, RIGHT.

YEAH.

I WOULD JUST, YOU KNOW, LOOK, I AGREE WITH SCOTT HERE.

I THINK, UM, I THINK THIS PARK IS GOING TO BE EXTREMELY WELL UTILIZED.

I MEAN, I, IT LOOKS LIKE IT'S GOING TO BE A LOT FUN AND WE THOUGHT ABOUT HOW, HOW WELL IT'S GOING TO UTILIZE.

I WOULD AGREE.

SO I KNOW IT'S GOING TO GET UTILIZED BY A LOT OF KIDS JUST ON BIKES AND THINGS RIGHT THERE IN THAT AREA.

BUT THERE'LL BE PARENTS, SO MANY YOUNG KIDS WANTING TO RIDE AND BE THERE AS WELL.

I THINK SO.

I CAN SEE PARENTS WANTING TO DRIVE ACROSS TOWN.

YOU KNOW, KIDS ARE GOING TO BE RIDING OVER 70 TO GET TO THIS.

SO PARENTS ARE GONNA THROW THE BIKES IN THE TRUCK OR THE BACK OF THE CAR AND TAKE THEM THERE.

AND THEN THERE'S, AND THEN ABOUT A PLACE TO PARK.

I THINK WE WOULD REALLY BE DOING A DISSERVICE TO WHAT THIS PARK ACTUALLY COULD BE.

SO SEE, I I'M SO VERY EXCITED ABOUT THIS.

I THINK IT'S GOING TO BE GREAT, BUT I THINK WE DO HAVE TO ADDRESS THAT ISSUE OF A PARKING LOT THERE REAL QUICK, MR. WEBB.

SO THAT WOULD INCLUDE, UM, LOOKING AT THE WHOLE ROAD OF MERRILY WAY AND MOUNT HOOD ABOUT HOW THAT ALSO CONNECTS DOWN TO TAYLORSVILLE, UH, UTILITY, RELOCATIONS, AND UPGRADES.

UM, THAT, UH, LOOKING INTO WHERE ALL OF THOSE, UH, THERE WOULD BE, HAVE TO BE SOME RELOCATION OF STORM SEWER, HOW TO DO THE DRAINAGE, UH, THOSE KINDS OF THINGS, THE WATER LINES, SEWER LINES, UM, HOW THOSE ARE AFFECTED FROM THIS LAND PURCHASE AND RIGHT OF WHITE TAKES.

UH, SO THERE NEEDS TO BE A HIRE A PROFESSIONAL TO WORK ON THAT END OF THINGS.

UM, SO, UM, I LOOKED AT X VALUES OF SOME OF THIS AREA AND, UM, AS, UH, ALSO ALONG MOUNT HOOD ITSELF, THERE MAY BE SOME RIGHT AWAY, TAKES THE DB DON.

SO IF I HAVE A DOLLAR FIGURE IN FOR THAT, THEN YOU HAVE THE BUILDING AND SITE DEMOLITION AND PREP.

SO, UM, IF THIS DOES GO THROUGH AREAS WHERE WE ARE TEARING DOWN BUILDINGS, THERE'S COSTS INVOLVED IN THAT ITSELF.

UM, SO FROM THAT, I HAD, UH, ABOUT SEVEN AND A HALF MILLION DOLLARS WORTH OF WORK OVERALL, UM, TO BE ABLE FROM, FROM START TO FINISH ON A, FOR A FINAL PROJECT WITH THAT TIMING.

UM, I, UH, CAME UP WITH, UH, YOU KNOW, THAT, THAT INITIAL PIECE ABOUT THE ENGINEERING SURVEYING, UH, LOOKING AT THE CONCEPTS ABOUT SIX MONTHS, UH, LAND ACQUISITION, UM, SIX MONTHS, THE CONSTRUCTION DOCUMENTS, ONCE WE HAVE A FINALIZED CONCEPT AND WE'VE GOT A WORKED OUT DEAL, UM, WITH THE, THE LAND ITSELF, ANOTHER SIX MONTHS ON THAT BIDDING IN AN AWARDING OF THE PROJECT THREE MONTHS, DEMOLITION OF THE BUILDINGS TWO TO THREE MONTHS, AND THEN CONSTRUCTION 12 MONTHS.

SO IT'S ABOUT A THREE-YEAR PROCESS FROM START TO FINISH ON THIS.

SO, UM, THAT'S WHERE WE STARTED ON A FURTHER DISCUSSION ABOUT, UH, UH, BEING ABLE TO TAKE TRAFFIC OFF OLD TROY PIKE TO HAVE, UH, THAT OTHER ROUTE TO SPREAD THINGS OUT.

UM, THAT ALSO GIVES THE OPPORTUNITY FOR THE RESIDENTS THAT LIVE OFF OF MOUNT HOOD TO HAVE EASIER ACCESS INTO SOME OF THE RESTAURANTS, THE, UH, SOME OF THOSE COMMERCIAL AREAS AND TO GET TO THE HIGHWAY EASIER, UM, AND BE ABLE TO SPREAD OUT SOME OF THAT TRAFFIC, WHICH IS PART OF THE MAIN GOAL IS TO, UH, PROVIDE SOME RELIEF.

I MEAN, WHEN I LOOK AT THAT AND I THINK THERE'S GOTTA BE, I WOULD JUST CALL IT A RELIEF VALVE ALMOST TO WHAT THAT PROVIDES BECAUSE AS, AS FUTURE GROWTH HAPPENS AND YOU KNOW, MORE PEOPLE ARE MOVING INTO THE NORTHERN PART OF TOWN, WE'VE GOT MORE GROWTH HAPPENING THAT WAY.
