ARE YOU READY?

[00:00:01]

WE'RE RECORDING.

WE'RE READY.

[1. Call Meeting To Order/Roll Call]

GOOD EVENING, EVERYONE.

WELCOME TO SAFE HUBER HEIGHTS.

THIS IS A CITY COUNCIL WORK SESSION HYBRID IN-PERSON AND REMOTE MEETING.

TODAY'S DATE IS APRIL 20TH, 2021.

WE'RE GETTING STARTED RIGHT AT SIX O'CLOCK.

THIS MEETING IS OFFICIALLY CALLED TO ORDER.

MR. ROGERS, WOULD YOU CALL THE ROLL PLEASE? MR. SHAW, MS. BAKER HERE.

MR. CAMPBELL HERE.

MRS. BURSCH HERE.

MR. OTTO, MR. LYONS, DEAR MR. HILL HERE.

MR. WEBB HERE, MAYOR GORE HERE.

[2. Approval of Minutes]

NEXT IS ITEM NUMBER TWO OF OUR APPROVAL OF MINUTES.

THERE'S ONE SET OF MINUTES, WHICH IS DATED APRIL SIX, 2021.

IF THERE ARE NO CORRECTIONS COMMENTS OR CONCERNS REGARDING THOSE MINUTES, THEY WILL STAND AS APPROVED.

OKAY.

SEEING NONE, THOSE MINUTES ARE APPROVED NEXT

[ City Manager Report]

UP IS THAT NUMBER THREE? UH, THE MEAT OF OUR DISCUSSION THIS EVENING, OUR WORK SESSION, TOPICS OF DISCUSSION.

AND WE'LL BEGIN WITH MR. MCCALSKY AND THE CITY MANAGER REPORT.

SCOTT.

THANK YOU.

GOOD EVENING.

I HAVE A COUPLE ITEMS FOR YOU TONIGHT.

SO ONE IS THAT WE DID NOT RECEIVE THE GRANT FOR THE MOUNTAIN BIKE TRAILS AT DOLL PARK.

UH, JOSH IS WORKING ON FINDING SOME OTHER FUNDING OPPORTUNITIES AND SOME VOLUNTEER OPPORTUNITIES THROUGH THE MOUNTAIN BIKE ASSOCIATION.

UM, HE RECEIVED SOME COMMENTS ON OUR SCORING AND, UH, SOME RECOMMENDATIONS OF THINGS WE CAN DO TO SCORE BETTER AT THE NEXT ROUND.

SO WE'LL KEEP MOVING FORWARD ON, UM, SOME MENTAL CYCLES ON THAT.

UM, ALSO I'M, I'M SURE EVERYBODY'S NOTICED, UH, THE DEMOLITION IS GOING ON DOWN AT MARRIOTT MEADOWS, SO THAT WILL BE ONGOING AND CONTINUE.

UH STEP-BY-STEP UM, SO THERE'S STILL, AS WE MOVE FORWARD, GO ON ACROSS THE WHOLE SITES, UM, TAKING DOWN THE BUILDINGS SINCE THERE'S STILL SOME UTILITIES AND THOSE KINDS OF THINGS, SO THAT'S JUST GOING TO BE ONGOING AND YOU'LL CONTINUE TO SEE THAT.

SO MOVE FORWARD.

ALSO THE, UH, THE QUARTERLY NEWSLETTER THAT WE DISCUSSED, UH, THAT IS SCHEDULED TO PRINT AND START MAILING IN MID TO LATE MAY.

SO WE'LL START SEEING THE NEXT ONE GO ACTUALLY OUT IN THE WATER BILLS WITH THAT.

GOOD.

AND, UM, LASTLY, UH, MIKE AND HIS CREW, JUST TO LET EVERYBODY KNOW THEY'RE READY FOR THE BLIZZARD.

TONIGHT'S SUPPOSED TO GET THAT SNOW STARTING AROUND 10 O'CLOCK AND THEN OF COURSE BE UP TO 50 DEGREES TOMORROW.

OKAY.

GREAT.

ANY QUESTIONS OR COMMENTS FOR, OR SCOTT? WAS THAT ALL THAT SAME? YES.

ANY QUESTIONS? COMMENTS FROM MR. FALKOWSKI REGARDING HIS UPDATE THIS EVENING? MR. LYONS.

THANK YOU, MAYOR.

UM, MAYOR, I HAVE A QUESTION, UH, CONCERNING, UH, RESOLUTION 69, 83 DENOUNCING RACISM.

UM, HOW COME THAT WASN'T PUT ON THE AGENDA FOR THIS EVENING? I THINK WE DISCUSSED THAT LAST TIME.

UM, I WILL MAKE SURE THAT IT GOES ON AND UPCOMING AGENDA.

SOON IF YOU HAVE ANY QUESTIONS OR PROBLEMS ABOUT THAT, YOU'RE CERTAINLY FREE TO SEND ME AN EMAIL.

WELL, I THOUGHT A PUBLIC MEETING STATEMENT I MADE, UH, WAS QUITE CLEAR, UM, SHORT AGENDA TONIGHT AT THIS TIME.

UH, I WOULD LIKE TO MOTION TO AMEND THE AGENDA TO TALK ABOUT THAT RESOLUTION.

AND I CERTAINLY WOULD HOPE THAT, UH, ALL THE MEMBERS IN ATTENDANCE AT LEAST TO GET ONE TO SECOND THAT SO WE CAN HAVE THAT DISCUSSION ALL SET.

GOOD THEN MR. CAMPBELL, SECOND DISCUSSION.

OKAY.

UH, YES, AIR, I, I, I THINK THIS, UH, OH, I'M SORRY.

DID YOU CALL ON ME? NO, I DID.

OKAY.

MY APOLOGIES, MR. HILL.

YEAH, MY, UM, MY ONLY CONCERN IS THAT THIS WOULD ALSO BE SOMETHING THAT I THINK MR. SHAW AND MR. OTTO WOULD LIKE TO SPEAK ABOUT.

AND THAT'S WHY I THINK IT WOULD BE BETTER FOR US TO PUSH THIS ON TO THE NEXT WORK SESSION SO THAT WE CAN ALL HAVE A CHANCE TO DISCUSS IT.

THANK YOU.

THANKS MICHELLE, MS. BAKER, UM, NOBODY FROM THE DIVERSITY COUNCIL IS PRESENT TO SPEAK WITH US.

OKAY.

YES.

WE'RE JUST GOING TO BE HERE.

THAT WAS GOING TO BE MY COMMENT.

UH, I DO THINK IT'S IMPORTANT.

WE DO NEED TO TALK ABOUT IT, BUT WHEN WE DO, I'D LIKE TO HAVE AS FULL OF COUNSEL AS POSSIBLE IN THE DIVERSITY COMMISSION HERE.

OKAY.

MR. LYONS? YES.

THANK YOU, MAYOR.

UM, I, I COULDN'T AGREE MORE WITH COUNCILMAN HILL, UH, COUNCIL, WOMAN BAKER AND COUNCILMAN CAMPBELL.

UH, HOWEVER, I WOULD LIKE TO POINT OUT THAT WE CAN HAVE THIS DISCUSSION, UM, TONIGHT AS WELL AS CONTINUATION BECAUSE ALL OF THESE DECISIONS ARE NOT GOING TO BE MADE.

UH, TAKE, FOR EXAMPLE, IN SECTION, UM, NUMBER SIX, JUST TAKING THAT.

AND THERE'S FIVE SECTIONS BEFORE THAT.

AND TWO AFTER, UH, CITY OF HUBER HEIGHTS IS COMMITTED TO RECEIVING REGULAR REPORTS AND UPDATES FROM CITY STAFF AS DIRECTED

[00:05:02]

ON THE PROGRESS BEING MADE CONCERNING THE COMMITMENTS MADE IN THIS RESOLUTION IN ORDER TO ENCOURAGE ONGOING COMMUNITY ENGAGEMENT AND TRANSPARENCY, AND TO IDENTIFY ADDITIONAL OPPORTUNITIES TO ADVANCE RACIAL EQUALITY, EQUITY, EXCUSE ME.

SO JUST WITH THAT SECTION ALONE, UM, WE CAN TALK ABOUT, AND MAYBE COME TO SOME DECISIONS TONIGHT, AND THIS WILL BE AN ONGOING DISCUSSION THAT WILL BE, I WOULD IMAGINE OVER REPEATED COUNCIL, UH, WORK SESSIONS, UH, BY, UM, WE HAVEN'T BEEN, UH, EVEN HAD THE DISCUSSION ABOUT WHAT THE EXPECTATIONS ARE OF STAFF WHEN THEY WILL, WHEN THEY ARE EXPECTED TO BRING BACK TO COUNCIL, UM, WHAT, WHAT NEEDS TO BE GOING ON ON THEIR PART NEEDS TO DIRECT THEM.

AND LIKE I SAID, I THINK THIS IS IMPORTANT TO TALK ABOUT.

WE PASS THIS, UH, APRIL 1ST AND THIS IS APRIL 20TH.

AND, UM, I THINK WE HAVE A PLAQUE.

THEY WERE GIVEN A PLAQUE AT THE MEETING ON APRIL 1ST.

IS THAT PLAQUE BEEN POSTED OR, UM, PRESENTED IN THE ACTUAL, UH, COUNCIL WORK ROOM, MR. ROGERS? UH, IT HAS BEEN POSTED TO THE WEBSITE, UH, THE MAINTENANCE PEOPLE WERE HERE TODAY AND WE IDENTIFIED A SPOT, UH, TO HANG IT IN THE CITY HALL LOBBY.

THEY'RE COMING BACK TOMORROW MORNING TO, UH, TO PLACE THAT ON THE WALL IN THE LOBBY.

OKAY.

SO THE PLAQUE TURNAROUND CAME PRETTY QUICKLY.

I WOULD CERTAINLY HOPE THAT, UH, COUNSEL WOULD, UH, CONSIDER TALKING ABOUT THAT BECAUSE THE PLAQUE GOING ON THE WALL SEEMS TO BE A LITTLE BIT MORE PRIORITY THIS TIME THAN DISCUSSION OF OUR EXPECTATIONS OF CITY STAFF.

THANK YOU, MAYOR MS. BIRCH.

UM, YES, I GUESS, UM, THE SECTION THAT MR. LYONS POINTED OUT IS VERY, VERY BROAD, AND I THOUGHT THAT IN ORDER TO DETERMINE THE AREAS THAT THAT MAY NEED SOME ADDITIONAL ATTENTION, UH, WAS TO, UH, GENERATE AN, UH, AN EFFORT TO COMPLETE A NEEDS ASSESSMENT AND FIND TO DETERMINE A SPECIFIC AREAS AND WITHOUT, UH, CONCISE AREAS TO BE DISCUSSED ON THE AGENDA.

UM, I DON'T KNOW HOW WE COULD HAVE ANY CONSTRUCTIVE CONVERSATIONS.

AND I WOULD THINK THAT IF THERE ARE SOME PARTICULAR CONCERNS, UH, ANY IN PARTICULAR AREAS THAT THOSE RECOMMENDATIONS FOR INVESTIGATION, UM, WITH RECOMMENDATIONS SHOULD COME FROM THE CULTURAL CULTURE AND DIVERSITY COMMISSION BASED ON, UH, DATA THAT THEY'VE COLLECTED TO INDICATE THAT THERE IS A PROBLEM NICE AND LIKED TO LOOK AT HAVING US LOOK AT PRIOR TO HAVING COMPLETED A COMPLETE COMMUNITY NEEDS ASSESSMENT.

SO WHILE I THINK A DISCUSSION WHEN THE TIME IS RIGHT IS VERY APPROPRIATE.

I THINK THAT RIGHT NOW WE DON'T HAVE A SPECIFIC DIRECTION OR AN AREA THAT'S BEEN DEFINED AS NEEDING ADDITIONAL ATTENTION.

AND THAT'S NOT TO SAY THAT WE DON'T HAVE THEM, BUT IT'S JUST TO SAY THAT WE NEED A DIRECTION, UM, MAYBE EVEN A PRIORITY FROM THE CULTURE AND DIVERSITY COMMISSION ON, UH, WHAT THEY WOULD LIKE US TO LOOK AT.

AND ONCE AGAIN, I SUPPORT, I THINK THIS DISCUSSION NEEDS TO HAVE THE COMMITTEE REPRESENTATIVE HERE.

OTHERWISE WE'RE JUST GOING TO HAVE TO REPEAT IT AGAIN WHEN THEY ARE HERE.

MR. CAMPBELL.

YES.

THE REASON FOR MY SECOND WAS OBVIOUSLY TO HAVE THE DISCUSSION AND, UH, I WOULD ASK MAYOR IF WE COULD PLEASE HAVE THIS ON THE AGENDA AT THE NEXT WORK SESSION.

YES.

ALL RIGHT.

AND, UH, TONY? YES, SIR.

WOULD IT BE ALLOWED FOR ME TO WITHDRAW MY SECOND, SINCE THERE HAS BEEN DISCUSSION AND FOR ALL YOUR SIDE COUNT? YEAH.

OKAY.

SO MAYOR, I DO WITHDRAW MY, UH, SECOND.

OKAY.

UH, THE REASON WHY SECONDED THE MOTION WAS SO WE COULD HAVE THE DISCUSSION, UH, I'M SATISFIED HEARING FROM MY COLLEAGUES AND, UH, DO ASK THAT WE, UH, HAVE THIS ANNUAL WORK SESSION.

GIVE US YOUR CAMERA'S WITHDRAWN A SECOND.

IS THERE A, ANOTHER SECOND TO CONTINUE THE MOTION TO CONTINUE THE MOTION MEETING? NO,

[00:10:01]

WE WILL PUT THIS ON THE NEXT WORK SESSION AGENDA, BUT THE MOTION WAS MADE BY MR. LYONS.

AND THEN SECOND, MR. CAMPBELL TO AMEND THE AGENDA FOR THIS EVENING.

MR. CAMPBELL HAS SINCE WITHDRAWN HIS MOTION HAVE AGREED TO PUT IT ON THE NEXT WORK SESSION AGENDA.

SO AT THIS POINT, IF THERE'S NOT ANOTHER SECOND TO AMEND THE AGENDA THIS EVENING, THAT EMOTION WOULD FAIL AND THEN WE'LL MOVE ON, UH, WITH OUR ITEM B MR. LYONS, ANY FURTHER COMMENT? THERE'S NO SECOND.

THERE'S NOTHING ELSE I CAN SAY ON THIS MATTER.

THANK YOU, MAYOR.

THIS IS BERT.

IS YOUR HAND STILL UP OR DID YOU HAVE SOMETHING ELSE TO SAY OR, OKAY, SO I'M SORRY.

OKAY.

NEXT UP IS I'M

[ City Liability Insurance Renewal]

THREE B CITY LIABILITY INSURANCE, RENEWAL.

HOW ARE YOU? I'M GOOD.

GOOD TO SEE YOU.

MAYOR COUNCIL.

THIS IS OUR ANNUAL LEGISLATION FOR LIABILITY INSURANCE, PROPERTY AND CASUALTY.

UM, WE HAVE BEEN WORKING WITH MARSH AND MCLENNAN, OUR INSURANCE AGENCY.

THEY HAVE NEGOTIATED, UM, A PRETTY GOOD PERCENTAGE.

IT DOESN'T INCREASES.

THERE'S USUALLY AN INCREASE EVERY YEAR INCREASE IS 10.8%.

UM, THE TREND IS TYPICALLY HAS BEEN, WHAT WE'VE SEEN IS BETWEEN 15 AND 20.

SO I WOULD LIKE TO MOVE THIS FORWARD TO MONDAY FOR APPROVAL.

UM, I HAVE PUT IN THE LEGISLATION AS I ALWAYS DO EVERY YEAR, A NOT TO EXCEED AMOUNT, WHICH INCLUDES, UM, A $25,000 FOR ANY ADDITIONAL PREMIUM OR DEDUCTIBLES THAT MAY HAPPEN BEYOND THIS PREMIUM THAT'S A YEAR.

SO THE NOT TO EXCEED AMOUNT WOULD BE 287,000.

MAYBE HAVE ANY QUESTIONS, ANY QUESTIONS FROM COUNCIL FOR ANY OBJECTIONS TO MOVING THIS ON TO MONDAY'S MEETING? OKAY.

SEEING NONE NEXT UP

[ Ohio Public Employees 457 Deferred Compensation Plan]

IS ITEM THREE C PUBLIC EMPLOYEES, FOUR 57 DEFERRED COMPENSATION PLAN.

YES.

THANK YOU.

UM, AS YOU'RE AWARE, WE HAVE A FOUR 57 PLAN.

IT ALLOWS EMPLOYEES TO VOLUNTARILY TAKING THEIR PAYCHECK AND PUT MONEY INTO ANOTHER RETIREMENT FUND ESSENTIALLY.

UM, AND IT ALLOWS THOSE DOLLARS TO BE PRE-TAXED.

SO I HOPE DEFERRED COMP HAS SINCE THEN, UM, PROBABLY WITHIN THE LAST YEAR HAS DEVELOPED A ROTH PLAN AND WE WOULD LIKE TO ADD THAT TO OUR CURRENT PLAN OF THE ADDITIONAL, ADDITIONAL PLAN FOR EMPLOYEES TO DO AND IT'D BE AFTER TAX.

SO THEY HAVE THE PRE-TAX AND THEN THEY'LL HAVE THE AFTER TAX CAPABILITY TO DO THAT IF THEY SO CHOOSE.

SO WE'D LIKE TO ADD THAT TO OUR PLAN.

OKAY.

ANY OBJECTIONS, CASEY? NOTHING.

WE'LL MOVE THAT ON.

NEXT

[ Lehman Farm - Land Lease]

UP IS I'M IN 3D THE LAYMAN FARM LAND LEASE.

YES.

THANK YOU, SIR.

UH, YOU CAN ALSO RAISE YOUR HANDS.

OH, I'M SORRY.

I'M LOOKING AT, UM, MY APOLOGIES MAYOR AND MEMBERS OF COUNCIL.

UH, THIS IS A, UH, AT LEAST TO ALLOW THE GLUES IN MEYER FAMILY BEDROCK FARMS TO FARM THE LAYMAN PROPERTY ONE FINAL YEAR.

UH, THIS IS VERY SIMILAR TO THE LEASE THAT COUNCIL ENTERTAINED LAST YEAR ABOUT THIS TIME, UH, AND THIS YEAR WE'VE ADDED A TRANSFER PROVISION, UH, DUE TO, UH, THE CONVERSATIONS THAT WE'VE BEEN HAVING WITH INTERESTED PARTIES ON THIS PROPERTY.

IN THE LONGTERM SHOW, WE WOULD ASK COUNCIL, CONSIDER THIS AT ITS MEETING ON MONDAY.

OKAY.

THANK YOU, BRIAN.

ANY DISCUSSION REGARDING THE LANDLEASE? YES, IT WAS BIGGER.

SO I JUST HAVE ONE QUESTION.

SO THE GRUESOME OUR FAMILY WOULD FARM THE PROPERTY CROPS GO IN AND MAY THEY'D HAVE IT THROUGH HARVEST TOBER.

CORRECT.

OKAY.

THANK YOU.

ANY OTHER QUESTIONS, MR. WEBB? UM, THANK YOU, MAYOR.

UH, THIS IS BRIAN BRIAN, ANY, UM, I GUESS SINCE WE'RE TALKING ABOUT AGRICULTURE UP THERE AND WE'RE TALKING ABOUT FARMING THAT PROPERTY WITH THE NEW DEVELOPMENT OF THE APARTMENTS, FINISHING OUT UP THERE WITH PARKVIEW, IS THERE ANY, UM, BIOHAZARD SPRAYS CHEMICALS SHOES THAT WOULD NOT BE CONDUCIVE TO PEOPLE LIVING IN APARTMENT NEXT TO IT, BASED ON THE INFORMATION WE HAVE? NO, THERE IS NOT.

AND THE PORTION OF THE PROPERTY THAT IS ELIGIBLE TO BE FARMED UNDER THE LEASE IS TO THE WEST OF JUST TO THE WEST OF THE PARK VIEW APARTMENTS.

HM.

UH, HAVING, UM, UM, BEEN, UH, FRIENDS THAT HAVE ABUTTING FARM LAND UP NEAR THEIR PROPERTIES.

I HAVE SEEN THINGS LIKE, UM, WELL, FOR EXAMPLE, WHEN IT'S FIRST TILLED UP A LOT OF DUSTIN DOOR, UH, AND SPRAYS THAT HAVE IMPACTED THEIR PROPERTY.

SO WHEN I SAW THAT, I KNOW WE DO THIS OVER YEAR ORANGE, PRETTY MUCH JUST A BOILER PLATE THING, BUT I WONDER SINCE WE HAVE DEVELOPED UP WITH THE APARTMENTS IN THAT AREA, IF THERE WAS ANY CAUSE ALONG, UM, IF NOT, THEN I DON'T HAVE AN OBJECTION TO IT.

[00:15:03]

SO AS FAR AS WE KNOW, THERE'S NO NOTHING TO BE WORRIED ABOUT.

THERE IS NONE, BUT WE CAN FOLLOW UP WITH THE GROOVES IN MYERS BETWEEN NOW AND THE COUNCIL MEETING ON MONDAY, UH, FROM THAT AND UNDERSTANDING, I THINK, UH, THANKS, ROB.

I THINK I'D LIKE TO HAVE THAT INFORMATION TO YOU JUST TO MAKE SURE THAT WE'RE AND WE HAVE LOTS OF FAMILIES LIVING CLOSE BY NOW AS PORTER BEFORE THERE.

WASN'T SO GREAT.

ANY OTHER QUESTIONS OR COMMENTS REGARDING THAT? LANDLEASE OKAY.

THANK YOU.

UH, ANY OBJECTIONS TO MOVING THAT ON TO MONDAY'S MEETING? OKAY.

AND THEN YOU CAN HAVE THAT INFORMATION BY THE, BY THE MEETING.

OKAY.

THANK YOU.

NEXT UP IS I AM IN 3D,

[ Trash Hauling Bids]

WHICH IS OUR TRASH HAULING BIT.

I AM GOING TO SHARE A SCREEN, MAKE SURE THIS WORKS.

OKAY.

THE CITY PUT OUT FOR PUBLIC BID, THE, UM, THE TRASH HAULING PROPOSALS, THE RFP, AND RECEIVED THREE PROPOSALS.

WHAT CAME BACK, UH, WHAT WAS PART OF THAT? RFP IS WE HAD A BASE BID THAT IS THAT YOU WOULD PICK UP WEEKLY, TRASH AND WEEKLY RECYCLING, UH, FOR EVERY ONE OF OUR SINGLE FAMILY AND TWO FAMILY HOMES AS OUR CURRENT CONTRACT, AS WE PROVIDED FOUR DIFFERENT OPTIONS, UH, OPTION NUMBER ONE WOULD BE THE WEEKLY TRASH PICKUP.

AND BI-WEEKLY RECYCLING, WHICH IS WHAT WE CURRENTLY HAVE OPTION.

NUMBER TWO IS THAT THE RESIDENTS SHALL USE THE CONTRACTOR CARTS ONLY, AND THAT EVERYTHING HAS TO FIT WITHIN THOSE CARTS FOR PICKUP.

AND YOU CAN'T USE YOUR OWN METAL TRASH CANS OR THINGS LIKE THAT.

OPTION NUMBER THREE WOULD BE THAT THE BILLING WOULD BE PROVIDED BY THE CITY.

AND THEN OPTION NUMBER FOUR IS TO HAVE THE SENIOR DISCOUNT OF 10% FOR 65 OR OLDER.

SO WITH THAT, UH, AS I MENTIONED, WE DID RECEIVE THREE, UH, PROPOSALS FROM, UH, COMPANIES THAT, UH, EVERYBODY'S HEARD OF THAT SERVICES, THESE AREAS, AND HAS SERVICE, UH, PORTIONS OF HUBER HEIGHTS IN THE PAST, WHICH HAS REPUBLIC, WHICH IS OUR CURRENT PROVIDER RUM KEY AND WASTE MANAGEMENT.

SO WHEN THOSE, UM, WHAT WE, UM, LOOKED, WHAT I'M GOING TO SHOW YOU IS, UH, THE SERVICES THAT STAFF RECOMMENDS, WHICH IS, UM, FROM OUR, UH, SURVEY THAT WENT OUT, UM, AS YOU'LL REMEMBER THAT, UH, PEOPLE WERE GENERALLY HAPPY WITH THE BI-WEEKLY RECYCLING.

UM, THEY WERE ASKED, HEY, WOULD YOU WANT TO HAVE EVERY WEEK RECYCLING? AND THEY SAID IN GENERAL, WELL SURE.

BUT THEN WHEN ASKED, WHAT WOULD YOU LIKE TO PAY MORE FOR IT? AND I SAID, WELL, MAYBE NOT.

UH, SO, UH, AND THIS RECOMMENDATION IS BE TO KEEP THE SAME SERVICE OF THE, UM, WEEKLY PICKUP FOR TRASH.

AND BI-WEEKLY RECYCLING, UM, ALSO INCLUDED IN THIS IS THE SENIOR 10% DISCOUNTS.

UM, AND THEN ALSO, UM, WHAT YOU'LL SEE UP HERE ON THE SCREEN IS A LITTLE BIT OF A DIFFERENCE IN THE, USING THE CONTRACTOR CARDS.

WE RECEIVED DIFFERENT PROPOSALS FROM EACH OF THE DIFFERENT, UH, CONTRACTORS ON HOW THAT WORKS AND WHAT I'M SHOWING YOU IS THE BEST PRICE FOR BEST SURFACE OPTION, UH, TO COMPARE.

AND WHEN I MENTIONED THAT, IS THAT FOR BOTH FROM QI AND WASTE MANAGEMENT, THEY HAD A BETTER PRICE FOR, UH, THE SERVICES WITH UTILIZING THEIR OWN CARDS FOR REPUBLIC.

THEY HAD A BETTER PRICE FOR NOT REQUIRING THAT THEY USE THE CONTRACTOR CARDS.

THEY WILL STILL PROVIDE THE CARTS AS THEY DO NOW.

UM, BUT STILL PICK UP THE OTHER CARTS OR, OR TRASH AS THE CURRENT CONTRACT ALLOWS.

SO AS YOU'LL SEE IS A FIVE-YEAR BREAKDOWN OF COST, UM, WAS WHAT'S THE SCREEN.

SO FOR THE FIRST YEAR, IT RANGES FROM RUMPY AS THE LOW PRICE OF 1350 PER MONTH, UM, THAT RANGES THEN TO REPUBLIC FOR 1436 PER MONTH, AND UP TO 1499 PER MONTH FOR WASTE MANAGEMENT.

THE CURRENT RATE THAT WE HAVE FOR THE FINAL YEAR OF

[00:20:01]

THE EXISTING CONTRACT IS $11 AND 19 CENTS PER MONTH.

SO THERE'S GOING TO BE AN INCREASE WITH THIS, NO MATTER WHAT, SOME OF THE ADDITIONAL NOTES, UH, FROM THEIR PROPOSALS, UM, THE, FOR A FUEL SURCHARGE, RUM KEY, UM, DID NOT HAVE A FUEL SURCHARGE.

THEIR FEE IS BASED ON NO MATTER WHAT THE FUEL IS, WASTE MANAGEMENT, THEIR TRUCKS RUN ON THE COMPRESSED NATURAL GAS.

SO THEY, UH, ALSO THEIR FEE IS WHAT THEIR FEELING IS.

UH, REPUBLIC DID PROPOSE A FUEL SURCHARGE WHEN IT GETS OVER $4 A GALLON FOR DIESEL.

AND IT'S CURRENTLY ABOUT SLOWER THAN THIS.

NOW I CHECKED TODAY WHEN I DID THIS, IT WAS TWO 99 TODAY IT'S DOWN TO LIKE TWO 83 OR SOMETHING LIKE THAT.

I LOOKED BACK ON THE AVERAGE DIESEL COSTS, UM, AND WHERE I FOUND, UH, IN THE MIDWEST REGION.

UM, IT'S BEEN BELOW $4 SINCE 2013.

AND FROM 1994 TO 2013, THERE WERE A TOTAL OF 13 MONTHS THAT WERE AT $4 OR ABOVE.

UH, SO, UM, IT'S NOT LIKELY THAT WE'LL HIT $4, BUT THERE IS A CHANCE THAT THEY'LL HIT $4 THAT DAY FUEL SURCHARGE WOULD COME INTO PLAY.

UM, FOR THE CALL CENTERS, UH, REPUBLIC HAS A NATIONAL CALL CENTER.

REMCO HAS A LOCAL CALL CENTER AND A WASTE MANAGEMENT HAS A NATIONAL CALL CENTER, UH, AS WELL.

UM, BOTH RUNKEE AND WASTE MANAGEMENT WILL PROVIDE ADDITIONAL STAFFING AND ADDITIONAL TRAINING AT THE BEGINNING OF THE TRANSITION.

UH, REPUBLIC HAS EXISTING STAFF THAT ISN'T JUST EXISTING TRAINED FOR HUBER HEIGHTS, UH, REPUBLIC WE'LL USE UP SEVEN VEHICLES, TOTAL, UH, RUM KEY UP TO SEVEN VEHICLES, COMBINED FOUR FOR TRASH, THREE FOR RECYCLING AND WASTE MANAGEMENT, SINCE THEY WILL USE FOUR VEHICLES, UM, FOR BULK PICKUP REPUBLICS, UH, BULK PICKUP IS CURRENTLY UNLIMITED.

UM, NOW WHEN I SAY UNLIMITED, THERE'S STILL THE, IF YOU'RE MOVING AND CLEANING OUT YOUR WHOLE HOUSE AND PUTTING OUT YOUR WHOLE FRONT YARD, RIGHT, THERE'S A DIFFERENT PROCESS FOR THAT.

BUT, UM, THE, UH, ARAMCO IS PROPOSING BULK PICKUP THAT, UH, YOU CAN CALL FOR WEEKLY BULK PICKUP, BUT ONLY THREE ITEMS AT A TIME AND WASTE MANAGEMENT'S PROPOSAL.

I HAD BOUGHT PICKUP FOR ONLY TWO ITEMS AT A TIME.

UM, SO, UH, ALSO IN THE WASTE MANAGEMENT PROPOSAL, THEY HAVE A RECYCLING PROCESSING FEE INCREASE THAT IF THE PROCESSING COSTS REACHED $30 A TON, THEN THERE'D BE AN ADDITIONAL FEE ON THE BILL.

THE CURRENT COST IS 28 53.

SO ONCE AGAIN, IT'S HARD TO TELL WHETHER THAT'LL GO UP DOWN, UM, HOW THAT'LL WORK, BUT, UH, THERE IS THE POTENTIAL THAT THERE'S AN ADDITIONAL FEE WITH THE WASTE MANAGEMENT.

UM, SO THOSE ARE THE COMPARISONS, UM, THAT, UH, THERE IS THE, UH, DIFFERENCE IN COSTS AND A COUPLE OF DIFFERENT, UH, NUANCES IN HOW IT GETS PICKED UP.

UM, THE ONLY OTHER DIFFERENCES, UM, AS, UM, WE DID HAVE THAT SURVEY THAT, UM, IN GENERAL, UH, PEOPLE ARE HAPPY WITH THEIR SERVICE, UM, THAT'S WITH OUR CURRENT CONTRACTOR.

AND IF YOU REMEMBER, WHEN WE DID THE SWITCH OVER EIGHT YEARS AGO, THERE WILL BE A TRANSITION.

UM, AND, UM, THAT'S THAT, OR THERE WILL BE SOME, UH, UH, OBSTACLES TO GO THROUGH TO MAKE SURE THAT THERE'S A SMOOTH TRANSITION WITH ANY KIND OF CHANGE.

SO IT'S GOING, I KNOW THAT THERE ARE FIRST SHIRT BACK, UM, AND, UM, TWO OF THE CONTRACTORS ARE HERE TONIGHT, IF YOU HAD ANY SPECIFIC QUESTIONS FOR RUNKEE OR REPUBLIC.

SO THOSE ARE THE YEARS OF THE CONTRACT AND THE PRICE INCREASES OVER THAT.

JUST MAKE SURE IT'S SOMETHING THAT IS CURRENT OVER THOSE THREE, THE 25, 26 YEAR.

SO THE DIFFERENCE IN YEAR ONE IS, WOULD BE 86 CENTS PER MONTH IN THE CONTRACT.

MR. BURCH SEES YOUR HAND UP.

YOU HAVE A QUESTION.

YES, I DO.

UM, SCOTT, I GOT A COUPLE OF QUESTIONS.

UH, SCOTT IS THE OPTION WITH THE CITY BILLING, REALLY AN OPTION.

UM, TH SO THERE, THERE WOULD BE A SAVINGS TO THE CONSUMER, BUT THERE WOULD BE AN INCREASE IN COST ON THE CITY END, UM, FOR OUR OWN PROCESSING, OUR, UH, POTENTIALLY

[00:25:01]

HIRING OF ADDITIONAL STAFF AND THEN ALSO DEALING WITH COLLECTIONS.

SO THERE'S ADDITIONAL COST ON THAT.

SO, UM, THE STAFF DOES NOT RE RECOMMEND GOING THAT DIRECTION WITH THE CITY.

SO LIKE THE WAY WE ARE RIGHT NOW WITH REPUBLIC, I USE AUTO BILLING, AND THAT WOULD NOT BE AN OPTION IF THE CITY BILL, RIGHT.

NOT CURRENTLY.

AND, AND THERE WOULD ALSO BE A FEE FOR SOMEBODY TO PAY THEIR, THEIR BILLS.

SO THAT WOULD BE AN ADDITIONAL COST TO THE CONSUMER, POTENTIALLY.

YES.

IF SOMEBODY WILL LIKE PAY IT ONLINE FOR, WITH CREDIT CARD, THEN THE CITY WOULD HAVE TO SET UP THAT, AND THERE ARE FEES TO THAT.

RIGHT.

AND, AND THE, THE LENGTH OF THE CONTRACT WHEN WE SIGN IT IS FOR FIVE YEARS, FIVE YEARS WITH THE POTENTIAL OPTION OF UP TO THREE MORE YEARS AS THAT'S THE SAME SETUP AS WE HAD LAST TIME.

OKAY.

UM, I, I APPRECIATE THE COMMENT THAT ONE OF THE, UH, ONE OF OUR RESIDENTS SENT IN ABOUT, UH, RUM CAKE AND WE HAD BRUM KEY IN THE PAST.

AND I'LL TELL YOU FROM PERSONAL EXPERIENCE THAT I, EVEN THOUGH IT'S A LITTLE BIT MORE, UM, I THINK THAT OUR, OUR RESIDENTS HAVE EXPRESSED A LOT OF FAVOR FOR STAYING WITH REPUBLIC.

AND, UM, I WOULDN'T WANT TO THROW THAT OPINION OUT JUST BECAUSE THERE IS A SMALL DIFFERENCE IN PRICE.

AND IF YOU, UM, LOOK AT LIKE OPTION ONE, WHICH IS BASICALLY WHAT WE'RE DOING RIGHT NOW, UM, IT'S NOT THAT MUCH DIFFERENCE BETWEEN FRANCHI AND REPUBLIC.

AND I DON'T KNOW IF ANYBODY'S NOTICED THIS, BUT ROCKY'S TRUCKS ARE PRETTY RUGGED LOOKING AND, UM, WE HAD TROUBLE WITH THEM, UH, SPEWING TRASH AND STUFF WHEN WE HAD THEM BEFORE.

SO I DON'T KNOW, I'M, I'M PERSONALLY, UH, LEAVING FORD, STAYING WITH REPUBLIC FOR, I JUST, I THINK THEIR SERVICE HAS BEEN REALLY GOOD IN ALL THE TIME THAT WE'VE HAD THEM.

AND, UM, I THINK THE LITTLE BIT DIFFERENCE IN COSTS IS, UM, WELL WORTH, WELL, WORTH IT TO, TO KEEP A GOOD SERVICE.

THANK YOU.

THANKS MS. BURCH, I THINK GOING BACK TO, UM, PEOPLE THAT I'VE TALKED TO REGARDING THE BILLING ISSUE, LIKE MOST PEOPLE PREFER TO KEEP THE BILLING ON THEIR OWN.

SO I THINK THAT IS A WISE STAFF RECOMMENDATION THAT WE CAN HANDLE BILLING THE SAME WAY THAT IT'S ALWAYS BEEN DONE, REGARDLESS OF WHO COUNCIL CHOOSES TO, TO MOVE FORWARD WITH, IF THAT'S THE CASE.

I THINK, UM, I HAVEN'T ANY, I HAVEN'T HAD ANYBODY EXPRESS TO ME THAT THEY WANTED BILLING TO BE TAKEN OVER THE CITY.

SO I THINK THAT'S, UM, WHAT'D BE CONSISTENT.

AND I THINK ONE THING I APPRECIATE ABOUT THE, THE SURVEY THAT WE DID WHEN WE GOT THE RESULTS BACK IN JANUARY, WE WERE PRETTY SPECIFIC ABOUT MAKING SURE THE SURVEY DIDN'T ADDRESS ANY SPECIFIC VENDOR.

THE SURVEY WAS ABOUT SATISFACTION OF A UNIVERSAL TRASH CONTRACT REGARDLESS OF THE VENDOR.

AND I THINK THAT'S WHAT WE GOT ALL THAT FEEDBACK FROM.

AND I THINK THAT THE SURVEY NUMBER, I THINK OUT OF IT WAS ABOUT AN 84% APPROVAL RATING OF HAVING A UNIVERSAL TRASH COMPANY, REGARDLESS OF WHO THE VENDOR WAS.

SO CERTAINLY THE MAJORITY OF OUR RESIDENTS, LIKE HAVING UNIVERSAL TRASH, UM, THE EASE OF IT, THE LESS TRUCKS ON THE ROAD, UM, LESS TRUCKS, DIFFERENT TIMES A DAY, ALL THE REASONS THAT WE ALL KNOW UNIVERSAL TRASH HAULING WORKS.

SO I THINK THE, UM, JUST LOOKING AT WHAT THE OPTIONS ARE AND THE PRICING THAT CERTAINLY WHAT THIS COUNCIL'S GOT TO FIGURE OUT, UM, THE TRANSITION PERIOD, UM, ALREADY BEING ESTABLISHED WITH THE COMPANY, WHAT THAT CHANGE LOOKS LIKE, WHAT THAT TRANSITION LOOKS LIKE, WHAT THAT DOES TO, UH, RESIDENTS WHO ARE ALREADY SET UP, UM, YOU KNOW, VERSUS, YOU KNOW, KIND OF THE PROS AND CONS OF, OF MAKING THAT CHANGE TO SAVE SOME MONEY OR STICKING WITH WHAT THEY KNOW AND PAYING A LITTLE BIT MORE.

SO, YOU KNOW, THAT REALLY IS YOU LOOK AT THIS KIND OF COMES DOWN TO IT.

I THINK THE, THE IDEA OF THE TRASH HAULING IS CERTAINLY WHAT THE PEOPLE HAVE ASKED FOR CERTAINLY TRENDING THAT WAY.

UM, BUT YEAH, THE BILLING ISSUE, I THINK THAT'S, AGAIN, THAT'S A GOOD RECOMMENDATION.

WE, WE, THAT IS KIND OF EVERYONE I'VE TOLD I HAVEN'T HAD ANYBODY TELL ME HOW THEY WOULD LIKE TO JUST HAVE CITY BELLMAN.

MR. WEBB.

THANK YOU.

MA'AM UM, OKAY, SCOTT, SO

[00:30:02]

I KNOW I BROUGHT THIS UP, BUT IF YOU COULD CLARIFY FOR EVERYONE ELSE, THE FUEL SURCHARGE GOES ABOVE $4 ACCOUNT, OR WE GET A FUEL SURCHARGE WITH REPUBLIC GOES BACK DOWN BELOW $4 A GALLON.

SO YOU FEEL SURCHARGE GOES AWAY, CORRECT? THAT IS CORRECT.

OKAY.

THE FUEL SURCHARGE IS QUOTED AS A PERCENTAGE AND I, UH, I DON'T HAVE IT UP IN FRONT OF ME, BUT I THINK IT WAS 22 POINT SOMETHING PERCENT.

WHAT DOES THAT A PERCENT OF? SO, UM, I, I WAS GIVEN THE EXAMPLE TO BE ABLE TO PROVIDE, SO THE, UH, LET'S GIVE A BASE RATE OF $16 AND 10 CENTS.

SO THIS WAS BASED ON JUST THE, THE, UH, THE BASE PROPOSAL WHEN THE FUEL GOES TO $4 AND 1 CENT, THE SURCHARGE IS 20.3, 1% OF THE BASE RATE.

OKAY.

SO THE NEW RATE WOULD BE $19 AND 37 CENTS FOR THAT TIME PERIOD.

HOW MANY DOLLARS IS THAT FOR A PLUMBER LACHMAN? SO THAT'S AN INCREASE OF $3 AND 27 CENTS.

OKAY.

AND SCOTT, YOU MENTIONED THAT YOU RESEARCHED THAT ON HOW MANY TIMES DO YOU THINK THAT HAS APPLIED IT AS, SINCE 1994, 13 MONTHS HAVE BEEN OVER $4.

SO ABOUT OVER 324 MONTHS, 13 OF THEM HAVE BEEN OVER $4 A GALLON FOR DIESEL.

LET ME TAKE KICKS IN AT FOUR OH ONE, NOT $4 WHEN IT GOES OVER FOUR FOR $4 ON A PENNY AND WHAT I'M HEARING.

UM, OKAY.

SCOTT NOW ONTO THE, UM, WASTE MANAGEMENT PRO PROPOSAL, THEIR RECYCLED PROCESSING FEE, IF IT GOES TO $30 A TON AND CURRENTLY AT 28 53, FROM WHAT I'M READING, UM, I'M GETTING VERY KNOWLEDGEABLE ABOUT RECYCLING AND TRASH.

WHEN I'M READING, IT'S NOT UNLIKELY THAT IT WILL GO BEYOND, UH, IT'LL HIT THAT $30 A TON.

SO WHEN, AND IF IT DOES, WHAT IS THE PROCESSING FEE THAT THEY'RE PROPOSING? UH, THERE WAS NOT A DOLLAR AMOUNT OR A PERCENTAGE IN THE PROPOSAL, AND I DO NOT HAVE WHAT THAT RATES WOULD BE IF IT GOES ABOVE.

OKAY.

ALSO ON WASTE MANAGEMENT.

I DID NOTICE THAT, UH, BOTH PUMPKIN REPUBLIC, UM, SPECIFY THEIR CALL CENTERS AND IT LOOKS LIKE WASTE MANAGEMENT, SPECIFIES A WEBSITE.

DOES WASTE MANAGEMENT ADDRESS OUR CALL CENTER LOCAL.

YEAH.

THEY TRY TO DIRECT PEOPLE THROUGH THE WEBSITES, BUT THEY DO HAVE A PHONE NUMBER.

THEY DO HAVE A CALL CENTER.

OKAY, GREAT.

UM, I HAVE ONE OTHER HERE, SCOTT.

NO.

AND I THINK YOU, YOU, UM, MADE IT PRETTY CLEAR, BUT WHEN I WAS READING THE REPUBLIC BUILD, I NOTED THAT REPUBLIC APPEAR TO CHARGE MORE FOR EVERYONE TO GIVE A SENIOR DISCOUNT.

AT LEAST THAT'S THE WAY IT LOOKED IN THEIR PROPOSAL.

CORRECT.

ON THAT.

SO THEIR RATE, THEIR RATE IS HIGHER.

IF WE GIVE A SENIOR DISCOUNT OR EVERYONE, THAT IS CORRECT.

OKAY.

AND THAT'S ALL FOR NOW MIRROR.

OKAY.

THANKS.

SCOTT IS BAKER.

SCOTT, CAN YOU PLEASE GO BACK TO THE OTHER SLIDE? WE'RE TALKING ABOUT BULK PICKUP AND THE SURCHARGES CURRENTLY REPUBLIC DOES NOT HAVE A, THERE'S NOT A LIMIT TO THEIR BULK PICKUP.

YES.

SO IF YOU CALLED AND YOU PUT UP YOUR HAVE EIGHT ITEMS THAT YOU WANT TO PUT OUT, THEY WILL PICK ALL EIGHT.

UM, AND RUM KEY RUNKEE IS SPECIFIES IN THEIR PROPOSAL.

THAT THREE ITEMS, LIKE WHEN YOU CALL IN AND THEY'LL SAY THAT THERE'S THREE ITEMS THAT YOU'RE ALLOWED TO PICK TO BE PICKED UP IN WASTE MANAGEMENT.

IT'S TRUE.

OKAY.

OKAY.

THANK YOU, MR. CAMPBELL.

YES, SCOTT, I DON'T KNOW HOW MUCH YOU WORK THE NUMBERS, BUT COULD YOU GET BACK WITH US IF YOU DON'T HAVE THIS NUMBER TONIGHT, IS THE INCREASE ABOUT $70 OVER THE LIFE OF THAT THIS CONTRACT PER CUSTOMER FOR THE FIVE YEARS WHILE WE'RE TALKING, I CAN GET THAT.

IS IT THAT, THAT SOUNDS CLOSE ON THAT BECAUSE NOT $70 PER YEAR, BUT $70 OVER THAT TIME PERIOD.

AND THE ONLY REASON I'M ASKING THAT IS JUST TO MAKE SURE I UNDERSTAND THE NUMBERS COMPLETELY IN ONE, THE INCREASE DOES WORK OUT TO BE SCOTT'S

[00:35:01]

AN ENGINEER.

HE'LL GET THAT NUMBER TO US RIGHT AWAY.

OKAY.

I FEEL LIKE WE NEED JEOPARDY CIVIC.

SO I'M JUST TAKING THE AVERAGE OF THE FIVE YEARS, UM, AS IN THE 15 AND A QUARTER RANGE.

UM, SO PER MONTH, THE DIFFERENCE FROM THE CURRENT CONTRACTS, UM, OF 11, 19, UM, IS ABOUT A $48 AND 50 CENT PER YEAR.

SO OVER FIVE YEARS, THAT'S A CURRENT, UM, IT'D BE, UH, $242 OVER FIVE YEARS FROM WHAT THE CURRENT CONTRACT IS NOW.

AND MY QUESTION SCOTT IS NOT THE INCREASE OVERALL FOR WHAT WE'RE PAYING NOW TO WHAT WE WOULD PAY, BUT WOULD BE THE DIFFERENCE TO THE LOW BIDDER COMPARED TO, UH, RUNKEE THE, UM, I THINK THE DIFFERENCE FOR THE 14,000 CUSTOMERS, UM, THE FIRST YEAR WOULD BE ABOUT 140 4002ND YEAR WOULD BE ONE 71 THIRD YEAR WOULD BE ONE 98, FOURTH YEAR.

IT'D BE TWO 31.

THE FIFTH YEAR WOULD BE 262 FOR A GRAND TOTAL OF $1,000,008.

AND IF WE DIVIDE THAT BY THE, UH, UH, NUMBER OF YEARS, NUMBER OF CUSTOMERS, I BELIEVE IT COMES OUT TO ABOUT $72 PER CUSTOMER OVER THAT FIVE-YEAR PERIOD.

AND I JUST WANTED YOU TO RUN THE NUMBERS TO MAKE SURE THAT I WAS CORRECT.

UH, MARK, WERE YOU ASKING, IS THAT IF WE UNDER THE UNDERWATER PAYING NOW AND THE NEW REPUBLIC OR, OR THE NEW LOWE'S BETTER, THE NEW REPUBLIC BID COMPARED TO THE LOW BETTER, WHAT IS THE DIFFERENCE? THE DIFFERENCE OVER THE FIVE-YEAR CONTRACT? YES, BECAUSE I THINK THAT'S WHAT IT BOILS DOWN TO, UH, THE, THE HIGH BIDDER, I WOULD TOSS OUT PERSONALLY MYSELF.

SO, SO YOU HAVE TWO BIDDERS AND WE NEED TO MAKE A DECISION.

RIGHT.

AND THEN MAKING THE DECISION.

I THINK I'VE HEARD STAFF FAVOR, UH, THE EXAMPLES OF WHY YOU WOULD WANT TO STAY WITH A REPUBLIC.

SO OBVIOUSLY THE, UH, UH, ITEMS ON THE NEGATIVE PART OF THE COLUMN WOULD BE THE COST.

RIGHT.

AND I BELIEVE THE COST IS ABOUT $72 PER CUSTOMER, $74 AND 88 CENTS.

WE WON'T CRITICIZE YOU SAY THAT.

OKAY.

SO, SO IT'S LESS THAN $75 A CUSTOMER OVER THE FIVE YEARS.

YES.

OKAY.

MR. LYONS, THANK YOU, MAYOR.

UH, JUST, UH, ONE QUESTION FOR SCOTT SCOTT WITH IF COUNSEL SHOULD CHOOSE TO, UM, GO WITH ANOTHER VENDOR THAN THE ONE WE CURRENTLY HAVE, HOW MUCH TIME WOULD THE NEW VENDOR HAVE IN ORDER TO, UM, DISTRIBUTE THEIR BARRELS? SO THE EXISTING CONTRACT ENDS AT THE END OF JUNE.

SO FROM WHERE WE'RE AT RIGHT NOW, IF COUNCIL DECIDES TO MOVE WITH SOMETHING ON MONDAY, THERE BE A LITTLE OVER TWO MONTHS TO BE ABLE TO WORK THE PROCESS.

SO WHAT THE PROCESS WOULD BE IS THAT THE NEW VENDOR WOULD CREATE LITERATURE TO SEND OUT TO ALL THE RESIDENTS, EXPLAINING THE CHANGE OVER.

THEY WILL SEND THAT OUT, UM, EXPLAINING WHAT THE NEW RATES ARE, WHAT THE, UM, HOW THE PROCESS WILL WORK OF THAT.

THEY WILL DROP OFF NEW, UH, CARDS AND THE EXISTING CONTRACTOR WOULD REMOVE THE OLD CARTS, UH, AND THEN WORK THAT TIMING OUT SO THAT IT WORKS OUT THAT YOU'LL GET YOUR NEW CARTS.

UM, HOPEFULLY AT LEAST A WEEK BEFORE, UM, THAT THE LAST PICKUP FROM THE EXISTING, AND THEN WHEN THE EXISTING, UM, CONTRACTOR, THEY COLLECT YOUR TRASH AND THEN IT'S FOLLOWED UP BY THAT, UM, USUALLY THAT SAME DAY OR WITHIN A DAY THAT, UH, THEY WILL COME AND COLLECT THOSE CARTS.

UM, SO FROM WHAT I'VE HEARD IS A TWO MONTH PROCESS IS, UH, TYPICAL, UH, FOR THAT ROLLOUT.

OKAY.

AND THAT'S WHAT I WAS GETTING TOWARDS.

I KNOW THAT, UM, IF A NEW VENDOR IS CHOSEN BY THIS COUNCIL, THEN THE NEW VENDOR WOULD HAVE TO LAY OUT, UM, THEIR PLAN OF

[00:40:01]

DROP OFF THE TRASH CANS, AND THEN, UM, OBVIOUSLY DESIGN A ROUTE FOR ALL OF HUBER HEIGHTS IN ORDER TO PICK UP.

AND, UM, I'M HAPPY TO HEAR THAT THEY'RE ABLE TO DO THAT IN TWO MONTHS.

I KNOW EIGHT YEARS AGO, UH, WE GAVE THE VENDORS THREE MONTHS AND I JUST WANTED TO CHECK TO SEE IF TWO MONTHS WOULD BE ENOUGH TIME TO BE ABLE TO HAVE THAT TRANSFER.

AND OBVIOUSLY THE CURRENT VENDOR WOULD HAVE TO PICK UP THEIR TRASH ANTS THAT THEY HAVE AS WELL.

BUT I JUST WANTED TO CHECK ON THAT BACK TWO MONTHS.

YOU'RE SAYING IT'S ENOUGH TIME.

THAT IS WHAT I'VE BEEN TOLD BY VENDORS.

OKAY.

THANK YOU, MAYOR.

MR. BERGE, I SAW YOUR HAND UP A FEW MINUTES AGO.

IS IT STILL THERE? YOU HAVE A QUESTION? NO, I'M JUST KIND OF WAVERING HERE.

NO, I DON'T HAVE ANYTHING RIGHT NOW.

OKAY.

ANY OTHER QUESTIONS THIS EVENING FOR, UH, FOR MATTER OF DISCUSSION? SO DOES COUNCIL BELIEVE WE NEED TO HAVE MORE DISCUSSION ALONG THESE LINES AT THE NEXT WORK SESSION? OR IS THERE ANYONE WHO'S READY TO MAKE A RECOMMENDATION, UH, FOR, FOR MONDAY'S MEETING? OR DO WE NEED MORE DISCUSSION MR. CAMPBELL? I NEED MORE DISCUSSION.

OKAY.

SO, UH, ARE THERE ANY OBJECTIONS TO MOVING THIS TO THE NEXT WORK SESSION TO HAVE ANOTHER REGARDING THIS BEFORE AND DECISIONS MADE ANY OBJECTIONS FOR THAT? YES.

WAS BAKER.

YES.

SO IN TWO WEEKS TO BE A WORK SESSION? YES.

SO THAT WOULD BE MAY THE THIRD ISH AND A THIRD.

YEAH, WE MOVED IT UP AT NIGHT BECAUSE OF THE ELECTION.

SO TURN AROUND EIGHT WEEKS FROM THERE.

IT'D BE JULY THE THIRD, IF WE MEET WITH A NEW VENDOR TO PICK UP AND OUR CONTRACT ENDS WHEN THE END OF JUNE, JUNE.

OKAY.

THANK YOU.

SO THEN KEEP IN MIND IF WE HAVE THAT DISCUSSION AT THE NEXT WORK SESSION, THEN IT WOULD MOVE ONE MORE WEEK LATER.

THAT'D BE A RECOMMEND.

YEAH, THERE'D BE A RECOMMENDATION THEN TO MOVE THROUGH THE 10TH.

AND THE 10TH IS WHEN I DROPPED DATE.

RIGHT.

AND OUR TWO OTHER MEMBERS, PETER JOHNSON.

YEAH.

I THINK CERTAINLY IF WE'RE BASED ON THAT TIMEFRAME, IF THE DECISION IS TO CHANGE VENDORS, THEN THAT DECISION I THINK WOULD NEED TO BE MADE ON THE MAY 10TH AT THE MAY 10TH MEETING, DEPENDING ON HOW THE DISCUSSION GOES AT THE NEXT WORK SESSION.

SO MR. WEBB, THANK YOU, MIRIAM SCOTT, IS THERE AN ADVANTAGE FOR STAFF OR THE CITY TO PLOW AHEAD WITH US AND GET IT ON THE AGENDA FOR MONDAY'S COUNCIL MEETING INSTEAD OF PUTTING IT OFF TO A WORK SESSION AND DO WE HAVE WHAT WE NEED TO MOVE ON THOSE? UM, I'LL SAY THAT'S, UM, IF THERE'S COUNCIL'S CONCERNS STILL, THAT WOULD LIKE TO DISCUSS SOMETHING FURTHER THAN WE CAN DISCUSS FURTHER.

UM, SO THAT'S, UM, WE'LL SAY THAT'S AT THE PLEASURE OF COUNCIL, WHETHER YOU'RE READY TO MOVE FORWARD WITH ONE OR THE OTHER.

UH, I GUESS MY QUESTION WOULD BE, ARE WE PUTTING YOU ON A BOND BY GIVING YOU A SHORTER TIMEFRAME TO REACT OR AS OPPOSED TO MAKING A DECISION AND GETTING ON WITH IT I'LL MAKE WORK EITHER WAY AS YOU ALWAYS DO, SIR.

OKAY.

MA'AM YES.

SCOTT.

WHEN, WHEN WAS THE BID OPENING? UH, APRIL THE FIRST.

OKAY.

THANK YOU.

ANY OTHER QUESTIONS? COMMENTS? YES, MA'AM.

YEAH, SPECIAL LINES.

THANK YOU.

UM, JUST, UH, VERIFY THE TIMETABLE, UM, THAT I THINK, UH, COUNSEL WANTED BAKER AND EVEN COUNCILMEN, UM, THE ESTEEM COUNCILMEN WEBB FROM WARD TWO.

SORRY ABOUT THAT, MR. WEBB.

UM, THE NEXT WORK SESSION WILL BE ON MAY 3RD AND THEN THE VOTE WOULD GO WITH THE NEXT CITY COUNCIL IF MEETING ON MAY 10TH.

IS THAT THE TIMELINE? YES.

MAY 10TH WOULD BE THE NEXT COUNCIL MEETING, FOLLOWING THAT MAY 3RD WORK SESSION.

OKAY.

AND THEN THAT WOULD BE LESS THAN TWO MONTHS IF COUNCIL DECIDES TO CHANGE VENDORS, CORRECT? YES.

BY ABOUT A WEEK, ON A WEEK.

BY ABOUT A WEEK AND A HALF.

SO YEAH, THAT

[00:45:01]

MIGHT HANDCUFF COUNCIL'S DECISION, WOULD IT NOT? WELL, I THINK THE, IN THE CASE OF A, OF A VENDOR CHANGE, I THINK THE COUNCIL IS GOING TO MAKE THE DECISION TO CHANGE VENDORS.

I DON'T SEE HOW THAT DECISION CAN COME ANY LATER THAN MAY 10TH.

IF COUNCIL IS GOING TO KEEP WITH THE VENDOR, THEN NOTHING CHANGES.

THEN THE DECISION JUST NEEDS TO BE MADE PRIOR TO THE END OF THE CONTRACT.

SO THEY KNOW, FORGET THE NEW CONTRACT IN PLACE TO, TO CONTINUE THE SERVICES THE WAY IT IS.

UM, MR. CAMPBELL HAD ASKED FOR MORE DISCUSSION SCOTTSDALE, HE WOULD MAKE IT WORK.

SO WITHIN THOSE GUIDELINES, I THINK I'D BE COMFORTABLE WITH THAT.

IF SCOTT SAYS HE CAN MAKE THAT SIX AND A HALF WEEK TIMEFRAME WORK AFTER THE MAY 10TH COUNCIL MEETING.

UM, AGAIN, I THINK THE ONLY ISSUE IS WHETHER, UH, IF COUNCIL IS GOING TO MAKE THE DECISION TO, TO MAKE THAT CHANGE, THEN I THINK MAY 10TH WOULD BE THE DROP DEAD DATE OF A MEETING TO MAKE THAT DECISION.

MR. CAMPBELL.

YES.

UH, I DO NEED MORE TIME, UH, INCLUDING TO HAVE MORE OF THE COUNCIL HERE TO DISCUSS THIS ISSUE.

I MEAN, THIS IS A MAJOR FIVE TO EIGHT YEAR ISSUE, RIGHT? BUT TONY, WHEN IS THE NEXT MEETING? MAY 5TH, MAY 3RD, A MONDAY, TWO WEEKS FROM NOW TWO WEEKS FROM LAST NIGHT, YOU'RE IN A WEEK BOUND BY HAVING A MEETING THEN.

AND NOT EARLIER, IF SOMEONE'S WORRIED ABOUT THEIR HANDS BEING BOUND AND TIED, NOW WE CAN HAVE A MEETING AT COUNCIL'S PLACE.

SARAH CAN CALL US APPROPRIATELY.

SO WE HAVE TWO MEMBERS OF COUNCIL THAT AREN'T HERE.

AND I THINK FOR GOOD REASON, UH, WE OWE IT TO THEM AND 40,000 PEOPLE TO HAVE THEM DELIBERATE ON THIS, IN MY OPINION, I'D LIKE TO AT LEAST SLEEP ON THIS.

SURE.

UH, SO WE OPENED THE BIDS THREE WEEKS AGO, RIGHT? YEP.

TONIGHT THREE WEEKS AGO.

YEP.

OR WE'RE TALKING ABOUT IT TONIGHT THREE WEEKS AFTER THE BID OPENING AND WE DON'T HAVE TO WAIT TWO WEEKS FOR A MEETING, SO I'LL HOPE THERE.

NO.

YEAH.

I THINK IF, IF WE HAD, SO I WOULD JUST SAY IF WE HAVE A SITUATION WHERE ON, WE HAVE A DISCUSSION ON MAY 3RD, AND IF THERE IS A, UM, CONSISTENCE AMONG COUNCIL OF THE DECISION THAT THEY WANT TO MAKE, IF, IF THE DECISION IS TO CHANGE VENDORS, I CAN CALL A SPECIAL MEETING AS SOON AS MAY 5TH.

SO THAT WOULD, THAT WOULD ADD ANOTHER FIVE DAYS, UM, YOU KNOW, INSTEAD OF THE 10TH TO MAKE, TO MAKE THAT DECISION.

AND WE, WE WOULD JUST HAVE THE, UH, THE TRASH HAUL CONTRACT, BE THE ONLY ITEM ON THE AGENDA CALL A SPECIAL MEETING, TAKE THE VOTE, AND THEN WE WOULD BE DONE WITH IT.

THEN WE WOULDN'T HAVE TO WAIT UNTIL THE 10TH, THE 10TH WOULD JUST BE THE NEXT MEETING IN THE CYCLE.

THERE ISN'T ANYONE IN ATTENDANCE THAT WOULD WANT TO VOTE ON THIS MONDAY.

IS THERE, I MEAN, SERIOUSLY, IT, YOU LIKE TO VOTE ON A MONDAY, WOULD YOU MONDAY BE A RATHER LENGTHY MEETING? I BELIEVE COUNCILMAN CAMPBELL OR WOULD, UH, BECAUSE WE WOULD HAVE TO GET ALL THAT DISCUSSION NOW.

YEAH.

AS LONG AS, UM, OUR STUDY MANAGER, IT WAS COMFORTABLE WITH IT.

I'M COMFORTABLE WITH THEM.

SO IN SCOTT, YOU DON'T COME TONIGHT WITH A RECOMMENDATION ONE WAY OR THE OTHER DAY.

THAT'S CORRECT.

OKAY, AWESOME.

SO I THINK I'D PREFER SOME, SOME MORE DISCUSSION ABOUT THIS AS WELL.

I THINK.

UM, AND I WOULD JUST, IF THE WORK SESSION ON THE THIRD, IF THE DECISION BY COUNCIL IS TO MOVE FORWARD WITH A CHANGE IN VENDOR, THEN I WOULD JUST SAY, NOW WE WOULD HAVE A SPECIAL MEETING ON THE FIFTH.

WE WOULDN'T WAIT UNTIL THE 10TH AND WE WOULD, WE WOULD DEAL WITH IT THEN.

SO THAT'S ANOTHER FIVE BUSINESS DAYS PRIOR TO, TO HELP GET THAT TRANSITION IN PLACE IF THAT'S WHAT COUNCIL THAT IS, THAT FAIR ENOUGH FOR EVERYONE, MR. LYONS, UH, MAYOR.

UM, THANK YOU FOR CALLING ON ME.

UM, UH, I WOULD, I HAVE ABSOLUTELY NO PROBLEMS WITH MORE DISCUSSION.

I THINK THERE IS MORE DISCUSSION TO BE HAD, ESPECIALLY, UH, WITH THE TWO COUNCIL MEMBERS THAT COULD NOT BE HERE TONIGHT.

UM, BUT I WOULD HESITATE TO, UH, PUT THIS OFF INTO MAY.

UH I'M UH, I'LL MAKE MYSELF AVAILABLE NEXT WEEK FOR A WORK SESSION JUST FOR THIS TOPIC.

AND THEN WE WILL KNOW ONE WAY OR THE OTHER, IF COUNCIL IS LOOKING TOWARDS, UH, CHANGING VENDORS OR NOT.

AND THEN THAT WILL GIVE US TIME TO GET IT DONE BEFORE THE TWO MONTH WINDOW.

OBVIOUSLY I WOULD HAVE PREFERRED TO HAVE HAD THIS INFORMATION, UM, LAST MONTH, UM, YOU KNOW, WHICH MEANS WE NEEDED TO GO OUT TO BED A MONTH EARLIER, THREE WEEKS EARLIER THAN WE DID.

SO, UH, UM, I'M JUST LETTING YOU KNOW I'M AVAILABLE FOR A SPECIAL WORK SESSION MEETING NEXT WEEK.

THANK YOU.

I APPRECIATE YOUR FLEXIBILITY, MR. LYONS.

AND AS I'M SURE EVERYONE ON COUNCIL CERTAINLY

[00:50:01]

MAKE THEMSELVES AVAILABLE IF W IF WE NEEDED TO.

I THINK, UH, IF WE GET TO A POINT WHERE MR , HE HAS DISCUSSIONS WITH VENDORS, AND IF, IF MR. RAKOWSKI TELLS US, HE DOESN'T THINK THAT THIS COULD BE DONE, UH, WITHIN THE TIMEFRAME, IF WE HA IF THIS WAS PASSED, THAT IT MAY 5TH SPECIAL MEETING, THEN CERTAINLY I WOULD, I WOULD BE OPEN TO CALLING A WORK SESSION PRIOR TO, UM, YOU KNOW, NEXT WEEK WHERE WE'D HAVE TWO MEETINGS, WE'D HAVE A COUNCIL MEETING AND THEN A WORK SESSION FOLLOWING.

UH, SO YES, I, THE TIMEFRAME WE CAN MAKE HAPPEN, BUT I DO THINK FURTHER DISCUSSION AS WELL.

OKAY.

ANY OTHER DISCUSSION? GOT IT LEAVES THAT OPEN SCOTT, IF I DON'T HEAR FROM YOU THAT WE NEED TO WORK SESSION SOONER FOR DISCUSSION, THEN TONY, WE'LL JUST KEEP THIS ON THE MAY 3RD WORK SESSION.

GOT IT.

IF COUNCIL'S DECISION THAT THAT WORKS SESSIONS TO RECOMMEND A CHANGE OF VENDOR, THEN WE WILL HAVE A SPECIAL MEETING ON WEDNESDAY, MAY THE FIFTH, MS. BAKER, WILL YOU MAKE SURE EVERYBODY GETS THOSE SLIDES? SO TO HAVE THEM REVIEW THEM? YES.

THANK YOU.

YES.

OKAY.

POST ONTO TO THE WEBSITE.

ONCE I GET ARM SCOTT, ALSO, WE ASKED THE CITIZENS FOR FEEDBACK.

MAYBE THEY'D HAVE SOME INSIGHT.

YOU'RE GOING TO POST IT TO THIS.

OUR, HE WRITES WEBSITE.

WOW, WELL, IT'LL BE POSTED TO AGENDA QUICK.

IT'LL BE AVAILABLE WITH THE MEETING MATERIALS FROM TONIGHT.

AND IF THEY HAVE SUGGESTIONS OR REQUESTS, THEY CAN, THEY ALWAYS DO DON'T.

THEY IS THAT ALWAYS PATERNITY FOR THE CITIZENS TO PROVIDE INPUT FOR ANY MEETINGS LEADING UP TO WHETHER IT'S A SPECIAL WORK SESSION AND THE NEXT SCHEDULED WORK SESSION THEY'D HAVE THAT OPPORTUNITY FOR SURE.

OKAY.

SEE, NO FURTHER QUESTIONS, NO DISCUSSION.

WE WILL MOVE FORWARD

[ City Code - Supplement 7 - Adopting Ordinance]

ON TO ITEM THREE F WHICH IS CITY CODE SUPPLEMENT SEVEN ADOPTING ORDINANCE.

MR. ROGERS.

OKAY.

YEAH.

THIS IS A ITEM THAT I BRING TO YOU REGULARLY.

UH, THIS IS THE SUPPLEMENT SEVEN TO THE CITY CODE.

UM, THIS, UH, CODIFIES, ALL OF THE LEGISLATION PASSED BY COUNCIL FOR THE PERIOD OF JANUARY 1ST, 2021 TO MARCH 31ST, 2021.

UH, THE CITY CHARTER DOES REQUIRE THAT WE MAKE APPROPRIATE LEGAL NOTICE AND ADVERTISE THAT THIS ORDINANCE IS, UH, BEFORE COUNCIL.

UM, I HAVE DONE THAT, UM, AND MADE APPROPRIATE LEGAL NOTICE.

UH, THIS IS AN ORDINANCE AND IT CAN GO TO THE TWO READINGS, UH, TO ALLOW FOR THAT APPROPRIATE LEGAL NOTICE.

AND, UM, SO I WOULD JUST ASK COUNCIL TO CONSIDER THIS FOR A FIRST READING ON MONDAY'S AGENDA THINKING MR. ROGERS, ARE THERE ANY QUESTIONS OR COMMENTS FOR MR. ROGERS? YES.

WHAT DOES THIS ORDINANCE COVER? IT'S JUST ADOPTING SUPPLEMENT SAVIN, WHICH IS THE CODIFICATION OF ALL LEGISLATION IN THAT QUARTERLY PERIOD, UH, BEING INCORPORATED INTO THE CITY.

OKAY.

YEAH.

OKAY.

THANK YOU.

SO IT'S NOT CREATING ANYTHING NEW.

IT'S JUST CODIFYING THE LEGISLATION THAT'S ALREADY BEEN PASSED, AND YOU'LL SEE THIS ABOUT FOUR TIMES A YEAR, UH, ON A QUARTERLY BASIS, UM, TO GO THROUGH THIS PROCESS.

ANY OTHER QUESTIONS OR COMMENTS? I'LL JUST SAY ONE OTHER THING.

WE USED TO DO THIS ANNUALLY, BUT THEN THE CODE DIDN'T GET UPDATED EXCEPT ONCE A YEAR, BY DOING THIS ON A QUARTERLY BASIS, UH, CITIZENS GET A MORE UPDATED CODE IN A QUICKER FASHION.

SO THAT'S THE PURPOSE FOR DOING THIS MORE FREQUENTLY.

THANKS MR. ROGERS, ANY OBJECTIONS TO MOVING THAT ON TO MONDAY'S MEETING FOR FIRST READING? CAN'T SEE OBJECTIONS.

SO THAT'S WHERE WE'LL LOSE THAT.

NEXT UP

[ Board and Commission Appointments * Parks and Recreation Board - Appointment]

IS ITEM 3G, WHICH IS OUR BOARD AND COMMISSION APPOINTMENTS.

MR. ROGERS, I'LL LET YOU GO THROUGH THIS.

OKAY.

YEAH, I HAVE A FEW THIS EVENING.

UH, THE FIRST IS AN APPOINTMENT TO THE PARKS AND RECREATION BOARD TO FILL THE VACANCY.

THAT WAS THE ONLY VACANCY.

WE NOW HAVE ANOTHER VACANCY THAT DOES COME UP, UH, DURING THE WEEK.

SO, UH, IF ANYONE'S INTERESTED IN APPLYING FOR THAT OTHER VACANCY, THE POSTING HAS BEEN, UM,
