AND FOR ANYONE WHO IS WATCHING THE LIVE STREAM FROM HOME OVER THE LAST PROBABLY SIX TO EIGHT WEEKS, I HAVE GOTTEN A VERY INCREASINGLY AMOUNT OF EMAILS AND PERSONAL MESSAGES TO ME REGARDING, UM, SOME SPEED VIOLATORS, I GUESS, IN THE CITY. AND IT'S NOT JUST IN ANY SPECIFIC AREA. I MEAN, THIS IS, UM, A PROBLEM THAT'S BEING ADDRESSED ALL OVER THE CITY THAT PEOPLE ARE NOTICING AND NOT JUST THROUGH THE STREETS, BUT EVEN WHAT'S EVEN MORE CONCERNING IS PEOPLE SPEEDING THROUGH SCHOOL ZONES DURING SCHOOL HOURS WHILE WE'VE GOT KIDS ON THE STREETS, I'VE RECEIVED VIDEOS. I MEAN, PEOPLE ARE SITTING THE VIDEOS WHERE THEY'RE RECORDING PEOPLE, DRIVING WAY TOO FAST THROUGH SCHOOL ZONES, WHERE, WHERE KIDS ARE. AND THE ISSUE IS SOMEBODY SPEEDS BY YOU DON'T HAVE THEIR, YOU GOT A VIDEO, YOU CAN SEE IT, BUT YOU DON'T HAVE A DRIVERS OR A LICENSE PLATE NUMBER. UM, WE COULD CALL THE POLICE AND SAY, HEY, SO-AND-SO, I'VE SEEN THIS CAR SPEEDING DOWN THE ROAD, BUT WE DIDN'T SEE THEM. THERE'S NOT A WHOLE LOT LEGALLY WE CAN DO. SO WHAT I REALLY WANTED TO DO THIS TOWN HALL FOR WAS TO OFFER A CHANCE FOR PEOPLE IN THE COMMUNITY TO COME AND TALK TO US AGAIN, THE CHIEF'S HERE AND THE MILLIGAN'S HERE TO BE ABLE TO HAVE A DIALOGUE ABOUT WHAT YOU'RE SEEING IN YOUR NEIGHBORHOODS WHAT'S GOING ON, AND THEN NOT JUST FROM THAT PERSPECTIVE, BUT THEN WHAT WE CAN DO ABOUT IT. AND IF IT'S DETERMINED THAT YOU KNOW WHAT WE NEED, WE NEED MORE RESOURCES. UM, DO WE NEED MORE PATROL OFFICERS? THEN IF THAT'S THE FEELING WE'RE GETTING FROM THE COMMUNITY, THEN OUR JOB AS IS TO MAKE SURE WE PROVIDE THE RIGHT AMOUNT OF RESOURCES TO OUR POLICE DEPARTMENT. SO WE CAN TAKE CARE OF THE ISSUES THAT, UH, OUR COMMUNITY MEMBERS OR RESIDENTS ARE SEEING. SO I THINK IT'S VERY IMPORTANT THAT YOU'RE HERE AND YOU'RE LETTING US KNOW WHAT YOU SEE AND WHAT SOME OF THOSE ISSUES ARE. AND THEN WE CAN ADDRESS IT WITHIN THE MEANS THAT WE HAVE, BUT OUR JOB AS COUNCIL IS TO MAKE SURE THAT OUR POLICE DEPARTMENT HAS ALL THE RESOURCES THEY NEED AND THAT THE CHIEF COMES TO US. AND I'M AS COUNCIL MEMBERS ARE HERE, AT LEAST FROM OUR PERSPECTIVE, I BELIEVE YOU WOULDN'T HEAR ANY OF US SAY WE WOULDN'T PROVIDE THOSE RESOURCES THAT OUR POLICE DEPARTMENT IS ASKING FOR. SO IT'S CERTAINLY LOOK, UH, TO WHATEVER WE COULD DO TO ALLOCATE THOSE SIGNS AND MAKE SURE THAT WE'RE TAKING CARE OF THE ISSUES THAT WE SEE. AND, YOU KNOW, ALTHOUGH THERE MAY BE DISAGREEMENTS AMONG SOME OF US ON CITY COUNCIL, THE ONE THING NONE OF US HAVE EVER DISAGREED ON IS PUBLIC SAFETY, PUBLIC SAFETY, PUBLIC SAFETY IS NUMBER ONE. AND WE ALWAYS HAVE TO MAKE SURE THAT WE'RE DOING WHAT WE CAN DO TO MAKE SURE THIS COMMUNITY REMAINS SAFE. SO, UM, WITH THAT BEING SAID, THAT'S THE WHOLE PURPOSE OF THE MEETING TONIGHT WAS TO GET SOME DIALOGUE STARTED ON HOPING THIS ISN'T THE FIRST AND LAST, BUT MAYBE THE FIRST OF MANY WHERE WE HAVE GOOD DIALOGUE, OTHER PEOPLE HAVE SOME IDEAS THEY WANT TO DISCUSS AND TALK ABOUT MAYBE COME TO THE NEXT ONE. BUT CERTAINLY IT'S AN IMPORTANT TOPIC THAT WE DO NEED TO TALK ABOUT. SO WITH THAT BEING SAID, UM, I DON'T KNOW IF YOU HAVE SOME WORDS YOU WANT TO SAY OR JUST SAYING CHIEF, OR DO WE JUST WANT TO TURN IT RIGHT OVER TO, SO WE'LL JUST HAVE SOME HOPS IN QUESTIONS AND COMMENTS. SO I KNOW, UM, EVERYBODY DOES THE BEST THEY CAN, BUT IF WE CAN DO SOMETHING TO LET PEOPLE KNOW WHAT THE AWARENESS IS HEIGHTENED, IS THAT A DETERRENT FOR PEOPLE TO KNOW THAT, YOU KNOW WHAT THEY ARE PAYING ATTENTION. I AIN'T, YOU KNOW, WHAT'S MY ACTION TODAY. I, UH, ONE OF OUR ASSISTANT PRINCIPALS AT THE HIGH SCHOOL LIVES IN KAREN STRIPS AND HE WAS JOKING AROUND, WE HAD A STAFF MEETING TODAY. HE SAYS, UM, I'VE SEEN, YOU KNOW, A COUPLE OF COPS GOING BY, UM, THAT A COUPLE OF COWS DRIVING BY ON THE STREET THAT I, YOU KNOW, WE NORMALLY SEE AND I STARTED, HEY, YOU HAVING THIS TOWN HALL THING GOING ON, I THINK THAT'S GOT SOMETHING TO DO WITH IT. SO I THINK JUST AWARENESS IS REALLY A BIG DEAL. IF I'M AWARE THAT THERE ARE POLICE AROUND AND THEY'RE PAYING MORE ATTENTION AND THEY'RE FOCUSED ON SPEEDERS, THEN MAYBE THAT'LL GET PEOPLE TO TAKE THEIR FOOT OFF THE PEDAL. I DON'T LIKE TO THINK SO. SO WHEN I TALKED TO YOU, I THINK IT WAS WHEN I TALKED TO YOU LAST, IT WAS AROUND OCTOBER. UM, SO WHAT WE DID WAS WE PUT THE SIGNS OUT FOR A WEEK. WE PUT THEM OUT, UH, OCTOBER 17TH AND 18TH, AND THEN THAT WAS A SATURDAY AND A SUNDAY. AND THEN A WHOLE WEEK AFTER THAT, THEY WERE OUT. SO LIKE I SAID, THOSE SPEED MEASURING DEVICES, COLLECT DATA FOR US TIMES OF DAY, HOW FAST THE CARS WERE GOING. SO DURING THE, DURING THE, UH, THE PEAK TIME OF TRAFFIC, WHICH WAS 1,347 CARS IN THAT WEEKEND, UH, MOST OF THEM WERE GOING BETWEEN 31 AND 35 MILES AN HOUR. SO MOST TRAFFIC, MAJORITY OF TRAFFIC IS GOING TO SPEED LIMIT. NOW, WHAT I WILL SAY IS, AND I USED TO LIVE OUT THERE. I LIVED IN, IN, UH, THE CONDOMINIUMS THERE AT TROY AND, UH, CARRIES TRAILS FOR A COUPLE OF YEARS. AND, UH, I WILL SAY IF YOU, THE SPEED LIMIT IS 35, BUT IF YOU TAKE AROUND ABOUT A 35, YOU'RE GOING TO FEEL LIKE YOU'RE GOING 50. OH, ABSOLUTELY. IF YOU TAKE AROUND ABOUT A 35 AND IF YOU SEE SOMEBODY TAKING AROUND ABOUT A 35, YOU'RE GOING TO THINK THEY'RE GOING ABOUT 50. CAUSE YOU CAN'T TAKE AROUND ABOUT A 35 MILE AN HOUR. OKAY. WE'VE GOT ISSUES IN THE CENTER OF TOWN. WE'VE GOT ISSUES OFF OF STONYHURST, WE'VE GOT ISSUES ON THE PACKARD. SO THAT RUNS THE GAMUT THAT'S FROM THE NORTH SIDE TO THE SOUTH SIDE. SO IT ISN'T JUST ONE SPECIFIC AREA THAT WE HAVE PROBLEMS WITH. IT HAPPENS ALL OVER. AND AS YOU SAID, I'M SURE IT WAS THAT WAY 30. IT WAS THAT WAY 30 YEARS AGO TOO. SO I AM INTERESTED IN HAVING SOME DISCUSSIONS ON WHAT THIS COUNCIL CAN DO TO BECOME AND HELP OUR POLICE DEPARTMENT BECOME MORE PROACTIVE. AND MAYBE AS WE START LOOKING AND AS OUR BUDGET SEASON COMES UP AGAIN, UH, WE START LOOKING AT WHAT SOME OF THOSE THINGS ARE WITH OUR CITY MANAGER. SO WHAT WE CAN DO TO BE MORE PROACTIVE AND MAKING SURE WE'RE ALLOCATING THE RIGHT RESOURCES AND, AND, AND HAVE THOSE COMMUNICATIONS GOING ON AS TO WHAT, UH, SO WHAT WE CAN DO AGAIN, I THINK, BUT LET'S BE REALISTIC ABOUT IT AS WELL. IF WE, IF WE HAVE MORE OFFICERS, IT DOESN'T MEAN THAT WE'RE JUST, WE'RE GOING TO CATCH MORE SPEEDERS. IT MEANS WE'RE GOING TO BE MORE PROACTIVE IN TRYING TO DO LOTS OF OTHER THINGS AND SPEEDING IS A PROBLEM. BUT SO OUR NARCOTICS AND ROBBERIES, DOMESTIC VIOLENCE AND ALL THE OTHER THINGS THAT OUR POLICE OFFICERS DEAL WITH THEM ON A DAILY BASIS. SO, BUT, UH, I PROMISE YOU WE'RE GONNA DO OUR BEST AND WE'LL, AND WE WILL FIND OUT, AND WE WILL LOOK THROUGH THAT PROCESS AND LOOK AT OUR BUDGETS AND FIND OUT IF WE CAN ALLOCATE THOSE RESOURCES TO HELP, UH, PROVIDE THE RESOURCES OUR POLICE DEPARTMENT NEEDS. SURE. PEOPLE HERE WHO WANTS TO VOLUNTEER FOR THAT. THAT'S I MEAN, LOOK, THE ONE THING THAT HEBREW HEIGHTS HAS ALWAYS BEEN PHENOMENAL ABOUT AS VOLUNTEERS, YOU KNOW, FOR, SINCE I GREW UP HERE RIDING MY BACKGROUND, BEING VOLUNTEERS ARE WHAT BUILT THIS COMMUNITY. AND WE, WE HAVE NEVER BEEN SHORT ON VOLUNTEERS THAT, I MEAN, IT'S JUST ONE OF THE THINGS WE HAVE HERE. SO ANYBODY WHO WANTS TO VOLUNTEER ABSOLUTELY. AND ALSO, AND I'M SORRY, I KEEP POINTING TO YOU THERE, BUT I MEAN, HE'S WRITING EVERYTHING DOWN. YEAH. BUT, UM, YOU KNOW, THERE'S A BIT OF A TURNOVER THERE SOMETIMES. SO IT REALLY HAS ONE WAY IN AND TOTAL LOOP, NO CROSS STREETS, NO REASON FOR STOP SIGNS. AND REALLY WHAT I LOOKED AT THAT I LOOKED AT IT AND I WENT, OOH, DAYTONA, 500, JUST GO IN THERE AND DO THE WHOLE LOOP AND BACK OUT. AND I GUESS I'M LOOKING AT, ARE WE DOING EVERYTHING WE CAN TO PUT THOSE STOPS IN, TO SLOW PEOPLE DOWN? HOPEFULLY I KNOW YOU SAID PEOPLE DON'T KNOW. YEAH. LIKE THE MAYOR SAID, I MEAN, STOP SIGNS ARE MORE, UH, UH, ENGINEERING, IF YOU WILL. UH, YEAH. THE ONLY THING WITH, UH, WE'VE HAD THIS MANY TIMES, THE PROBLEM IS, UH, WE HAVE DONE STOP SIGNS TO CONTROL SPEED, BUT NORMALLY ODOD, OR THE TRAFFIC CONTROL MANUAL TELLS YOU THAT THAT'S NOT THE REASON YOU PUT STOP SIGNS. SO WE TRY NOT TO DO THAT EVEN ON LONG STREETS. NOW WE'VE DONE IT LIKE ON SHOAL ROAD HAS ONE STOP SIGN ON IT. PEOPLE HAVE WANTED IT AT TROWBRIDGE AND WE STILL TEND NOT TO DO IT BECAUSE THERE'S MORE COMPLAINTS I GET OF PEOPLE ALWAYS COMPLAIN THAT IF STOP ON ME AND, AND A ROAD LIKE THAT, YOU DON'T REALLY NEED TO, EVERYBODY SHOULD KNOW THE SPEED. AND THAT'S THE PROBLEM IS EVEN IN MIDDLE OF THE SUBDIVISION, IT'S 25 EVERYWHERE. PEOPLE KNOW THAT THEY LIVE THERE, THEY STILL WILL SPEED. SO MAKING PEOPLE STOP DOESN'T NECESSARILY PREVENT THAT. AND A LOT OF THEM, LIKE YOU SAID, JUST RUN THE STOP SIGN ANYWAYS. SO WE, LIKE I SAID, WE'VE DONE IT. UM, THAT STONE HEARSE WAS ONE OF THEM THAT WAS DONE. I THINK MORE I'VE BEEN HERE 13 YEARS WAS DONE BEFORE THAT I BELIEVE, BUT THAT WAS DONE JUST FOR THAT REASON JUST TO STOP PEOPLE. AND, UH, SOMETIMES WE'LL DO A TRAFFIC STUDY TO SEE WHETHER IT'S KIND OF LIKE WARRANTED IN THAT AREA. BUT, UH, SO LIKE I SAID, I CAN'T, I USUALLY DON'T DO IT, BUT, UH, AND SPEED BUMPS. WE NEVER DO IS NOT ONE IN THE CITY. UH, I WAS GOING TO SAY ABOUT THAT. UH, I, I USED TO BE ENGINEERED FAIRBORN FOR AWHILE, AND I GOT MORE COMPLAINTS OF PEOPLE ABOUT THE SPEED BUMPS RATHER THAN HAVING THEM CONTROL. THEY ALL HATED THEM. SO I TEND NOT TO DO THAT. AND THEY'VE NEVER WERE PUT IN BEFORE I GOT HERE EITHER, BUT EMERGENCY VEHICLES HAVE PROBLEMS WITH THEM. UH, PLOW TRUCKS HAVE PILES WITH THEM. PEOPLE DAMAGE THEIR CARS WITH THEM. AND THEN THEY'LL TRY TO COME TO THE CITY TO GET PAYMENT FOR THEIR CAR REPAIR. IT'S JUST TOO MUCH OF A HASSLE FOR A LOT OF THOSE THINGS. UM, [01:05:01] BUT WE LOOK AT EVERY SITUATION.
