THIS IS A, AS I WAS TELLING MARY BORE, THIS IS THE MOST EXCITING PART OF MY JOB, OR ONE OF THE MOST EXCITING PARTS OF MY JOB HAS BEEN IN MY SHORT TIME HERE, WE'VE HIRED SEVERAL PEOPLE AND WE HAVE PROMOTED SEVERAL PEOPLE AND THERE'S NOTHING MORE JOYOUS THAN TO ACTUALLY, YOU KNOW, BE PART OF A PROMOTIONAL CEREMONY AS A CHIEF RUSSELL THAT STANDING HERE HAS WORKED VERY HARD [00:05:01] TO GET TO THE POSITION HE'S IN. THE FIRST TWO PROMOTIONS WE'RE GOING TO DO IS FOR BATTALION CHIEF, JOHN RUSSELL AND BATTALION CHIEF, KEN STIFLE, AND THEN BEING A BATTALION CHIEF MEANS THAT THEY'VE NOT ONLY SERVED TIME WITH US AS FIREFIGHTERS. THEY'VE ALSO BEEN SUPERVISORS AS LIEUTENANTS FOR SEVERAL YEARS, AND NOW THEY'RE GETTING A SECOND PROMOTION AS A, AS THE BATTALION CHIEF. SO, UM, I'LL TAKE A SECOND HERE TO TELL YOU JUST A VERY LITTLE BIT ABOUT JOHN. UH, JOHN IS A HOMETOWN GUY AND HE'S A WAYNE HIGH SCHOOL GRADUATE. HE STARTED WITH US, UH, JUST OVER 20 YEARS AGO. UH, HE CAME TO US, UH, WHERE HE STARTED FULL-TIME IN ZENYA. UH, HE WAS PROMOTED, UH, HE WAS PROMOTED TO LIEUTENANT IN 2012 AND, UH, HE WAS PROMOTED TO BATTALION CHIEF ON MARCH 5TH, UM, WITH, UH, COVID. IT TOOK A WHILE FOR US. WE WANTED TO MAKE SURE WE HAD ALL THE HARDWARE IN PLACE AND ALL THE PEOPLE IN PLACE, AND WE'VE DONE ALL THAT. SO NOW WE'RE HERE FOR THE CEREMONY. UH, JOHN'S HERE WITH HIS SHANNON AND HIS SON, GARRETT KIND OF SURPRISED HIM COMING IN FROM, UH, COMING IN FROM SCHOOL TODAY. SO IT WAS NICE TO SEE ERIC COME IN, UH, THE PROMOTIONS THEMSELVES. IT'S A LITTLE BIT OF A TRIVIA HERE WHEN, WHEN CHIEF ASHWORTH AND CHIEF AVON'S BATTALION CHIEF EVANS RETIRED THAT CREATED THE UPWARD MOVEMENT TO WHERE, UH, WHEN I MOVED FROM BATTALION CHIEF TO FIRE CHIEF, WE HAVE TWO BATTALION CHIEF OPENINGS. AND THEN OBVIOUSLY TO LIEUTENANT, THIS IS GOING TO BE A BUSY YEAR, UH, BECAUSE WE ALSO HAVE YOUR PROMOTIONS LATER ON IN THE YEAR, WE HAVE A LIEUTENANT WHO IS GOING TO MAX OUT HIS RETIREMENT POTENTIAL AND WE'LL HAVE TO LEAVE IN OCTOBER. AND THEN NEXT YEAR WE HAVE ANOTHER RETIREMENT. SO AS A NEW FIRE CHIEF, I'VE BEEN DEALT A TREMENDOUS HAND IN HAVING PEOPLE THAT ARE VERY NEW INTO POSITIONS AND THEY'RE VERY PRIDEFUL AND THEY'RE VERY EXCITED AND EAGER TO, UH, TO MOVE THE FIRE MISSION FORWARD, UH, BETWEEN, UH, BETWEEN, UH, JOHN, UH, KEN, BRANDON AND MIKE, THAT WE'RE GOING TO PRESENT TONIGHT. MIKE AND JOHN, UH, YOU KNOW, JOHN AND KEN REPRESENTED ABOUT 20 YEARS OF LEADERSHIP EXPERIENCE ALREADY WITHIN THE CITY OF HUBER HEIGHTS. ALL FOUR OF THEM COMBINED IS 95 YEARS OF FIREFIGHTING AND EMS EXPERIENCE THAT WE HAVE HERE IN THE CITY. AND THAT'S JUST FOUR OF OUR FOUR OF OUR PUPILS, UM, MAYOR. SO THIS IS, UM, KIND OF A UNIQUE SITUATION FOR MYSELF, JOHN AND I GRADUATED HIGH SCHOOL. AND SO, YOU KNOW, WHEN I THINK BACK OF US IN HIGH SCHOOL AND TO RUN AROUND THOSE HALLS ONE DAY, I'D BE THE MAYOR AND BE A BIG PRO TO A BATTALION CHIEF. AND IT WAS JUST KIND OF LIKE, YOU KNOW WHAT I MEAN? IT'S JUST CRAZY HOW THINGS KIND OF COME FULL CIRCLE, BUT I'LL TELL YOU WHAT, UM, JOHN, BACK TO HIGH SCHOOL, WHICH IS SUCH AN OUTSTANDING GUY, A GREAT FRIEND, UM, NEVER SAID A BAD WORD ABOUT ANYBODY. EVERYBODY KNEW THEY COULD GO TO JOHN. UH, YOU COULD COUNT ON JOHN, EVEN WHEN THE GUY WAS 17, 18 YEARS OLD, AND I AM THE LEAST SURPRISED PERSON IN THE CITY THAT JOHN WAS STAYING HERE TODAY. THEY PROMOTE YOU TO A BATTALION CHIEF. SO MAN, CONGRATULATIONS JUST PHENOMENAL JOB. AND AS A FRIEND, MAN, I APPRECIATE IT. CONGRATULATIONS. THANKS SCOTT. AND THE FAMILY IS BASICALLY MAKES A, JUST, UH, ANYBODY IN PUBLIC SAFETY FROM OUR COMMUNICATIONS OFFICERS WHO WERE HERE RECOGNIZING TONIGHT AS WELL, UH, TO THE POLICE OFFICERS AND THE FIREFIGHTERS AND THE FAMILIES, A BIG PART OF THIS. SO I'M GOING TO GO AHEAD AND PRESENT GARRETT WITH THE BADGE AND HE WILL GIVE IT TO HIS MOTHER. WHO'S GOING TO NOT STAB HIM. SHE WENT TO HIGH SCHOOL WITH US TOO. [00:10:03] NEXT STEP. WE'RE NOT GOING TO BUY A CAFETERIA FOOD, MUCH LESS WEAR SHORTS BUT ANYWAYS, KEN START WITH THE, WITH THE CITY, THERE'S A VOLUNTEER, UH, UH, THEY'RE UH, VOLUNTEER POSITIONS TO WHERE, UH, THEY WERE, WE WERE RUNNING THE CITY AT THE TIME, WAS RUNNING SOME CLASSES AND KEN WAS ABLE TO KIND OF GET HIS TRAINING AS A VOLUNTEER, UH, THAT WAS IN 1990. AND THEN KEN WENT TO XENIA WAS THE FIRST PLACE TO OFFER A FULL-TIME JOB TO IT. AND THEN HE WAS ABLE, WE WERE ABLE TO GET KEN TO COME BACK IN 1993, UM, CAN ACTUALLY, UH, IT WAS ONE OF THE REASONS, AND THIS IS SOMETHING THAT WE'RE TRYING TO PROMOTE WITHIN THE FIRE DIVISION. KEN'S ONE OF THE REASONS WHY I CAME TO HUBER HEIGHTS AS A YOUNG FIREFIGHTER WAS KEN WAS ONE OF OUR LAB INSTRUCTORS IN PARAMEDIC SCHOOL BACK IN 90 1992, 93, AND LAW THAT YOU PROVIDE SKIES WERE OUT THERE TEACHING. AND, YOU KNOW, I THINK TODAY, LIKE WITH, UH, WITH BATTALION CHIEF RUSSELL, CHIEF MALL OR THE WHOLE GROUP THAT WE'RE PROMOTING TONIGHT, THEY'VE ALL TAUGHT PEOPLE IN OUR AREA IN FIREFIGHTING OR PARAMEDICINE. AND I BELIEVE THAT'S ONE OF THE, ONE OF THE BIG DRAWS THAT WE HAVE WITH OUR COMMUNITY IS THE EFFORTS THAT, UH, ALL THESE, UH, ALL THESE PEOPLE GETTING PROMOTED AND I'VE PUT FORWARD. UH, KEN WAS PROMOTED, UH, IN 2010 UNTIL THE TENANT. AND THEN, UH, HE BECAME A BATTALION CHIEF ON MARCH 7TH, UH, 2021. ONE OF THE THINGS I DIDN'T TALK ABOUT EARLIER WAS THE BATTALION CHIEFS. WE DID SOMETHING UNIQUE WITH THE BATTALION CHIEFS PROCESS THIS YEAR IS WE ACTUALLY KIND OF DID SOME BOOK REPORTING AND, UH, TRYING TO BUILD A CULTURE OF EXTREME OWNERSHIP AND THEY HAD TO DO ESSENTIALLY, WHAT WAS IT, AN HOUR LONG PRESENTATION ON EXTREME OWNERSHIP? WHAT EXTREME OWNERSHIP CAN DO FOR THE FIRE DIVISION AND THEN KIND OF PRESENT WHAT THEIR VISION OF THE FIRE DEPARTMENT IS. SO WE'RE REALLY TRYING TO BUILD ON THAT. UH, KEVIN, JOHN, OBVIOUSLY, WE'RE THE, WE'RE THE, WE'RE THE TOP TWO SCORES, UH, ALL THE, UH, ALL THE ASSESSMENTS WE BROUGHT IN FROM THE AREA. WE'RE VERY IMPRESSED WITH OUR CANDIDATES. UH, EVEN, EVEN THE GUY IN ANY OF OUR PROCESSES THAT SCORE THE LOWEST LINE OF FIRE APARTMENTS STILL LOOK VERY HIGHLY OF ANYBODY THAT'S FROM OUR, UH, FROM THE GUY THAT SCORED AT THE BOTTOM OF THE LIST OF THE TOP OF THE LIST. WE HAVE NOTHING BUT GOOD PEOPLE. SO WE HAVE A LOT OF, A LOT OF TOUGH DECISIONS, BUT ALL GOOD THINGS TO DEAL WITH. AND WHEREAS DISPATCHERS ARE THE LINK BETWEEN THOSE AND THE COMMUNITY AND THE PUBLIC SAFETY RESPONSE SYSTEM WITH THE RIGHTS DISPATCHERS ARE TRAINED TOGETHER, PERTINENT INFORMATION DURING THE CALLS FOR SERVICE AND TO USE THIS EXPERTISE, TO PRIORITIZE THOSE CALLS FOR THE PUBLIC SAFETY AGENCIES. I'VE BEEN HERE FOR 30 YEARS AND, UM, THE POLICE DEPARTMENT DISPATCHERS AND THE FIRE DISPATCHERS ARE THE UNSUNG HEROES OF, OF, OF THE BUILDING OVER HERE, BECAUSE THEY'RE NOT IN THE PUBLIC EYE, NOBODY SEES THEM, BUT THEY'RE IN THE VOICE THAT YOU HEAR ON THE PHONE WHEN YOU CALL AND TALK ABOUT A STRESSFUL JOB BECAUSE THEY GET YELLED AT WHEN YOU WERE A DISPATCHER FOR YEARS, SHE, THIS IS DEBORAH WILDLY, BY THE WAY, SHE'S THE DIRECTOR, THE MANAGER OF THE COMMUNICATION CENTER. THEY GET YELLED AT, THEY GET CUSSED AT, UM, THEY GET THE WRATH OF EVERYBODY WHEN THEY CALL IN. AND THEN WHAT THEY GENERALLY DO IS SETTLE THE PERSON DOWN BEFORE WE GET THERE. SO IT'S NICE. SOMETIMES THEY CAN'T SETTLE THEM DOWN AND THEN WE HAVE TO DEAL WITH, BUT, UM, GREAT GROUP OF PEOPLE, MEN AND WOMEN WHO LOVE THEIR JOB, THEY DO AN EXCEPTIONAL JOB. AND I THINK WHEN I'D SAID, IT'S NO SECRET THAT THIS COMMISSION WAS FORMED BECAUSE OF WHAT HAPPENED TO GEORGE FLOYD. THERE'S, THERE'S NOBODY THAT CAN DENY THAT. THAT IS THE REASON THIS CAME ABOUT THE CONVERSATIONS THAT TOOK PLACE BETWEEN ME AND SOME COMMUNITY MEMBERS, MS. STEVENS, MS. SOMEONE, UH, THERE WAS NO DOUBT THAT THAT'S THE REASON THAT THAT COMMISSION WAS FORMED. AND YOU KNOW, WHEN, WHEN DR. FORD AND THE NAACP HAD COME OUT WITH THEIR EIGHT POINT PLAN AND THINGS THAT THEY WOULD LIKE TO SEE DONE IN THE COMMUNITIES, UH, MR. SCHOMER WAS RIGHT ON TOP OF THAT. WE HAVE THIS, THIS CITY, THIS COUNCIL HAS A GREAT RELATIONSHIP WITH THE NAACP, THE, UH, DAYTON REGION. AND WE HAD SEVEN OF THOSE ACCOMPLISHED ALMOST IMMEDIATELY. WE GOT IN THE, THE BODY CAMERAS, ALL THE THINGS LIKE THAT, THAT WE NEEDED TO DO AS A COMMUNITY. WE, WE WERE VERY QUICK TO MAKE SURE THOSE THINGS HAPPEN. AND THE LAST THING WAS KIND OF THAT, UH, COMMUNITY BODY TO, TO REPRESENT THE DIVERSE CULTURE IN THE CITY. THAT WAS KIND OF THE MISSING PIECE. AND THAT'S WHERE THAT CAME FROM AS, UH, AS A RESULT OF WHAT HAPPENED TO MR. FLOYD, WE, AND YOU BROUGHT UP THE OTHER NATIONALITIES AND ETHNICITIES THAT WE HAVE HERE. AND HE WRITES, AND I THINK ONE OF THE THINGS THAT THE, UH, THE COMMISSION IS GOING TO BE WORKING ON IN THEIR MISSION STATEMENT IS TO, UH, NOT THROUGHOUT INCLUSIVE ALREADY, BUT TO REALLY MAKE THAT MISSION STATEMENT, ALL INCLUSIVE OF ALL THE DIFFERENT NATIONALITIES AND ETHNICITIES THAT WE HAVE HERE IN THE CITY. AND I LOOK FORWARD TO SEEING ALL THE WORK THAT THEY DO AND RECOMMENDATIONS THAT THEY BRING BACK TO THIS COUNCIL. AND, YOU KNOW, I THINK IT'S JUST, IT'S JUST A MATTER OF UNDERSTANDING THAT THERE ARE THINGS THAT MYSELF AS A MIDDLE-AGED WHITE MALE, THAT I WILL JUST NEVER UNDERSTAND ABOUT YOUR EXPERIENCE AND ABOUT WHAT YOUR LIFE HAS BEEN, THE THINGS THAT YOU'VE BEEN THROUGH, AND IT'S IMPOSSIBLE FOR ANY OF US TO MOVE FORWARD. AND OUR THINKING UNTIL WE UNDERSTAND THAT ALL OF OUR EXPERIENCES ARE DIFFERENT. AND I THINK MY GOAL, WHICH I BELIEVE IS THE GOAL OF ALL THIS COUNCILS TO MAKE SURE, AS I SAID, AT OUR SPECIAL MAINTENANCE, THERE ISN'T ANYBODY IN THIS COMMUNITY THAT DOESN'T FEEL UNWANTED UNWELCOMED OR DISCRIMINATED AGAINST IN ANY WAY THAT SHOULD BE, THAT SHOULD BE THE ULTIMATE GOAL FOR ALL OF US IS THAT NONE OF OUR FRIENDS, NONE OF OUR NEIGHBORS EVER FEEL UNWELCOMED, UNWANTED, OR DISCRIMINATED AGAINST. AND, AND THE MORE THAT WE FOCUS ON THAT, THE BETTER THIS COMMUNITY IS GOING TO BE. I GO TO SCHOOL EVERYDAY. I TEACH, I HAVE CLASSROOMS OF STUDENTS WHO LOOK, NOTHING LIKE ME. OOPS, MOST OF THEM DON'T LOOK ANYTHING LIKE EACH OTHER. WE'RE WE'RE THAT DIVERSE. AND I RECOGNIZE THAT THOSE STUDENTS DON'T JUST APPEAR THEY'RE COMING FROM SOMEWHERE, THEY'RE COMING FROM FAMILIES AND HOMES THAT LOOK LIKE THEM. SO WE, WE ARE EXTREMELY DIFFERENT. ALL OF US ARE DIFFERENT, BUT, UM, I, I DO BELIEVE THAT OUR COMMUNITY AND IN HEBREW HEIGHTS CAN SURPASS ALL OF THOSE STIGMAS, ALL OF THOSE ISSUES, ALL THOSE PROBLEMS. THERE IS PUBLIC UTILITIES AVAILABLE, SO THEY WILL CONNECT TO THE PUBLIC SANITARY AND WATER SEWER SYSTEMS. THEY WILL COLLECT ALL OF THE STORM WATER INTO THE STORMWATER SYSTEM AND PROVIDE A NEW DETENTION POND LOCATED ALONG BELL FOUNTAIN ROAD. SO THIS WILL TAKE ALL OF THE WATER THAT CURRENTLY GOES KIND OF TO THE NORTHEAST AND PULL IT INTO THAT SYSTEM. SO THE REAR YARDS THAT ARE CURRENTLY THERE THAT ARE GETTING, UM, A LOT OF THAT ADDITIONAL WATER OFF OF THIS, UH, THIS PROPERTY, IT WOULDN'T BE NOW COLLECTED INTO THE STREET SYSTEM. SO, SO THAT'S WHERE THE NUMBER OF THE 34 LOTS IN THIS, UH, THIS PLAN, THE ORIGINAL PLAN FROM THE VERY BEGINNING HAD 85 FOOT LOTS IN THIS AREA. IF YOU TOOK THESE AND MADE THESE 85 FOOT LOTS, UM, ABOUT FOUR LOTS WOULD NEED TO BE REMOVED TO BE ABLE TO MAKE THAT WORK. UH, SO IT WOULD BRING IT DOWN TO 30 FOOT, 30 LOTS TO GET 85 FOOT LOTS IN THIS AREA. SO THAT'S THE DIFFERENCE IN WHAT WAS ORIGINALLY APPROVED IN THE OAKS SUBDIVISION, UH, FROM WHAT IS BEING PROPOSED HERE TONIGHT AT PLANNING COMMISSION, THERE WAS A, A LOT OF DISCUSSION AND WE DID HEAR YOU, YOU SAW SOME OF THE, UH, THE EMAILS THAT HAVE COME THROUGH. PLUS THERE WERE PEOPLE THAT CAME TO SPEAK AT PLANNING COMMISSION, THE CONCERNS THAT WERE BROUGHT UP OR THE LOT SIZE THAT WAS NUMBER ONE. UM, THERE WERE A COUPLE OTHER CONCERNS. UH, SOME MENTIONED THINGS LIKE DRAINAGE, WHICH THAT DOES GET TAKEN CARE OF WITH THIS DEVELOPMENT. AND I KNEW TENSION BASED IN, UM, THE ACCESS POINT OFF A BELL FOUNTAIN. THERE WAS A REQUEST FOR A BOULEVARD ENTRANCE, AND THAT WAS A CONDITION THAT PLANNING COMMISSION DID RECOMMEND IS THAT THE, UH, THE ENTRANCE OFF BELL FOUNTAIN IS MADE A BOULEVARD ENTRANCE UP TO THE FIRST STREET TO GIVE SEPARATION OF THAT, UH, DRIVE ACCESS AS IT COMES IN, THEIR ORIGINAL SUBMITTAL ALSO HAD SOME MORE OPEN SPACE IN THE CENTER. UM, BUT IT WAS A SMALL AREA BEHIND A LOT OF HOMES. IT WAS BROUGHT UP BY A CONCERNED NEIGHBOR ABOUT WHAT IF ALL THOSE HOMES WOULD PUT UP PRIVACY FENCES. THEN IF THE KIDS ARE PLAYING BACK THERE, NOBODY COULD SEE THEM FROM THE STREETS. UH, SO THAT WAS ALSO A RECOMMENDATION FROM PLANNING COMMISSION THAT, THAT BE REMOVED IN THE PLAN THAT YOU SEE UP THERE NOW HAS BEEN MODIFIED TO SHOW THAT OF EXTENDING SOME OF THOSE LOT LINES SO THAT, UH, THOSE ARE NOW ALL JUST PART OF, UH, THE RESIDENTIAL LOTS. THAT'S WHAT WE'VE DISCUSSED BEFORE. IT'S KIND OF AS SIMPLE AS THAT, AS STATED BEFORE THE RESIDENTS OF THE OAKS, WE HAVE ALL CHOSEN OUR HOMES CAREFULLY WITH THE UNDERSTANDING THAT WE BOUGHT INTO A DEVELOPMENT THAT WILL HAVE A CONSISTENT LOOK ENVISIONED THROUGHOUT. THERE'S A LOT OF PRIDE IN OUR NEIGHBORHOOD. PEOPLE PUT A LOT OF WORK INTO THE YARD AND INTO THEIR HOMES. AND WE MADE A COMMITMENT WHEN WE BOUGHT OUR HOUSES, WHEN WE BOUGHT OUR HOMES TO LIVE IN A DEVELOPMENT AND TO COMPLY WITH THE STANDARDS SET WITH THE EXPECTATION THAT THESE STANDARDS WOULD BE MAINTAINED THROUGHOUT OUR COMMUNITY. SO WE'VE BEEN ASKING THE COUNCIL TO HOLD THIS FINAL 15% TO THOSE STANDARDS TO MAINTAIN [01:10:01] OUR STANDARDS AND OUR VISION. AS STATED BEFORE OUR NEIGHBORHOOD IS INVESTED TOGETHER OVER $60 MILLION. AND WE WANT IT TO BE AN EXAMPLE OF WHAT A HUBER HEIGHTS PLANNED COMMUNITY CAN LOOK LIKE. LASTLY, I'D LIKE TO MAKE A STATEMENT ABOUT STANDARDS, NOT DENSITY STANDARDS, WHETHER THEY BE USED IN A MANUFACTURING CONTEXT AND A MILITARY REGULATION AND A MEDICAL CONNOTATION LIKE STANDARDS OF CARE OR, AND HUBER HEIGHTS, CITY ORDINANCE ARE USED TO ASSURE CONSISTENCY. BUT TODAY HOME BUILDING AND HUBER HEIGHTS IS BOOMING AND THE MARKET IS VERY STRONG. ANY DEVELOPER CAN MAKE A PROFIT ON THAT LAND. I DID FIND THAT I QUESTIONED SOME OF THE NUMBERS THAT WERE USED IF I USE THE NUMBERS THAT I FELT WERE CORRECT. AND I EXPLAINED THEM IN GREAT DETAIL. THE NUMBER COMES UP TO 30 TO 35. THIS IS AT 34. MR. KOHLER HAS COME UP WITH HIS OWN DENSITY CALCULATIONS, WHICH I HAVEN'T HAD A CHANCE TO REVIEW. I'D LOVE TO HAVE THE CHANCE TO LOOK AT THE CALCULATIONS AND REVIEW THEM. BUT I'VE ALWAYS SAID FROM THE VERY BEGINNING IN 2003, THAT DENSITY WAS SUPPOSED TO BE HELD AT TWO, 2.05 FOR OUR ENTIRE DEVELOPMENT, THE ENTIRE 116.9 ANCHORS IN 2005, WHEN THE REALLOCATION OF THE CHURCH CAME, UM, COUNCILMAN CAMPBELL REALLY CHAMPIONED HOLDING THE DEVELOPER AND NOT ALLOWING HIM TO SLIDE EXTRA LOTS IN, HE CHAMPIONED TO HOLD THE BIT TO 2.05 USING THE SAME METHOD OF CALCULATION. AND I REALLY FEEL THAT IF YOU'RE GOING TO COMPARE THINGS, YOU'D HAVE TO USE THE SAME METHODOLOGY. [01:50:01] IF I APPLY 2.05 TO THIS PARCEL, IT COMES OUT TO 29 WATTS, 29 LOTS COULD HAVE THE WIDTH OF 85 AND THE, AND THE LOT SIZE OF 12,000 SQUARE FEET. IT WOULD ALSO BE UNDER THE FIRE SAFETY REQUIREMENTS. IT COULD BE SAFELY ACCOMMODATED WITH ONE ENTRANCE. I'VE ALSO RAISED SOME QUESTIONS ABOUT GREEN SPACE, BECAUSE I WAS A LITTLE SURPRISED THAT THE PLANNING COMMISSION, WHEN I ASKED THEM, AND I THINK YOU WERE THERE MR. OTTO, WHEN I ASKED THEM FOR THE SAFETY OF FAMILIES AND CHILDREN, NOT TO HAVE GREEN SPACE AND THEN ISOLATED LOCATION TO PLEASE MOVE IT TO A CORNER LOT, WHICH CAN YOU PUT UP THE OTHER, UM, EVEN THE THREE, ONE WOULD BE FINE THAT MR. KOHLER USED, BUT WHAT ABOUT THE THREE, ONE THAT MR. BOWLER USED IS THAT EASIEST FOR YOU TO GET TO MY POINT IN THIS IS THAT THE CORNER LACKS ARE PREMIUM. LOTS BUILDERS CAN CHARGE MORE FOR THEM, BUT IN THE CASE OF OUR DEVELOPMENT IN THE OAKS, THEY, THEY USED A CORNER LOT FOR THE PLAY FOR THE PARK. IT'S HIGHLY VISIBLE, IT'S HIGHLY SAFE. AND THEN DO AREA THAT, UM, DR. HORTON IS DEVELOPING WITH CAMPBELL BERLIN. THEY ALSO ARE SETTING ASIDE A CORNER LOT. IT'S A PARK AREA IN THE DEVELOPMENT. THE MR. KOHLER'S DOING THE SET ASIDE AREA TO SAY THE SET ASIDE AREAS BY THE DETENTION POND. ARE YOU GOING TO TELL CHILDREN TO GO PLAY AROUND THE DETENTION POND? OR CAN WE LOOK AT A CORNER AREA IN OUR CASE? IF WE'RE NOT LISTENING TO THE, TO THE PEOPLE WHO PUT US HERE, THAT'S A DISSERVICE TO THEM. THE ONLY WAY WE KNOW THEY'RE NOT SATISFIED IS WHEN THEY FILL THOSE SEATS. SO IF WE'RE LOOKING AT A PARTICULAR AND THOSE SEATS ARE EMPTY, THIS COUNCIL FEELS MUCH MORE COMFORTABLE MAKING A VARIANCE OR ALLOWING SOMETHING DIFFERENT TO HAPPEN BECAUSE THERE'S NOT ANY OPPOSITION. SO THEN THE ONLY ADVICE WE CAN TAKE IS COLLECTIVELY OUR OWN. AS, AS WE HAVE THOSE CONVERSATIONS IN A PUBLIC MEETING LIKE THIS AT TIMES WHERE THERE ARE OPPOSITION AND STRONG OPPOSITION ON THE FLIP SIDE OF THAT, THIS COUNCIL HAS TO TAKE THAT INTO CONSIDERATION BECAUSE THERE ARE PEOPLE IN FACES IN THOSE SEATS BEHIND YOU. BURGESS SAID, DON'T, DON'T TAKE PRECEDENT INTO CONSIDERATION BECAUSE THE SPECIFIC CIRCUMSTANCES BIND EACH ONE OF THOSE INDIVIDUAL DEVELOPMENTS ARE ALL BASED AROUND THE PEOPLE WHO THOSE DEVELOPMENTS ARE GOING TO GO NEXT TO AND WHO THEY'RE GOING TO IMPACT. AND THAT IS, YOU KNOW, OUR SERVICE INDUSTRY BECAUSE OF THE PANDEMIC HAS REALLY BEEN DEVASTATED. AND WE'VE, THERE ARE BUSINESSES IN HUBER HEIGHTS THAT ARE HAVING TO ADJUST AND CHANGE THEIR OPERATIONAL HOURS BECAUSE THEY DON'T HAVE STAFFING. THEY DON'T, THEY DON'T HAVE ENOUGH PEOPLE WHEN, WHEN THIS HIT, WHEN THE PANDEMIC HIT AND WE HAD LOCKDOWNS AND BUSINESSES HAD TO SHUT DOWN. SO MANY PEOPLE IN THE SERVICE INDUSTRY COULDN'T WAIT THAT OUT. THEY COULDN'T WAIT FOR THOSE BUSINESSES TO OPEN BACK UP FULLY. AND OF COURSE THEY HAD FAMILIES TO TAKE CARE OF AND BILLS TO PAY. SO THEY'VE HAD, THEY'VE HAD TO MOVE ON AND GO PLACES THAT THEY COULD, THEY COULD FIND WORK, UM, TO PAY THEIR BILLS. AND SO NOW THAT WE'RE OPENING BACK UP AND THESE THEY'RE REALLY FACED WITH A CRISIS, THEY'VE GOT THEY'RE BUSIER THAN THEY'VE EVER BEEN, AND THEY HAVE LESS STAFF THAN THEY'VE EVER HAD. SO, AND IT'S, IT'S CREATING ISSUES, FRUSTRATED CUSTOMERS. THERE'S JUST NOT ENOUGH PEOPLE WORKING IN THOSE ESTABLISHMENTS. UM, THREE WEEKENDS AGO, I, YOU KNOW, I LIKE TEXAS ROADHOUSE. I WAS GOING TO GO THERE BY MYSELF. MY WIFE WAS VISITING HER SISTER AND I DID THE CALL AHEAD. AND JUST FOR ME, ONE PERSON AT SIX O'CLOCK ON A SATURDAY NIGHT, IT WAS, I WAS QUOTED 125 MINUTE WAIT. IT WAS A TWO HOUR WAIT FOR JUST ONE PERSON TO GO EAT. SO A LOT OF THAT IS BECAUSE OF STAFFING. IT'S NOT BECAUSE THEY DIDN'T HAVE ROOM, THEY DON'T HAVE PEOPLE TO TAKE CARE OF THEM.
