THIS IS A CITY OF HUBER HEIGHTS, CITY COUNCIL MEETING, REGULAR SESSION.

WE ARE HYBRID AND IN PERSON AS WELL.

TODAY'S DATE IS MARCH 22ND, 2021.

AND FOR THE RECORD WE'RE GETTING STARTED RIGHT AT 7:00 PM.

UH, THIS MEETING IS OFFICIALLY CALLED TO ORDER.

THE NEXT ITEM ON OUR AGENDA IS OUR INVOCATION, UH, FROM PASTOR RANDY GRIFFITH OF THE FREE METHODIST CHURCH AT 68 75 OLD TROY PIKE IN HEBREW HEIGHTS, OHIO PASTOR HAVE A GOOD TO SEE YOU, UM, WITH A FRIEND REGARDING THE SAVING OF PEOPLE THAT IS THE SAVING OF THE SOUL.

AND HE ASKED ME IN SO MANY WORDS, WILL GOD SEND ALL PEOPLE WHO DON'T BELIEVE IN JESUS TO HELL IT'S AN A VALID QUESTION, BUT IT NEEDS TO BE VIEWED FROM A DIFFERENT ANGLE.

IT NEEDS TO BE VIEWED FROM THE PERSPECTIVE OF A LIFEGUARD.

LIFEGUARD DOES NOT GO INTO THE WATER UNLESS SOMEONE IS DROWNING.

OR IF SOMEONE HAS DROWNED ALREADY NEEDING TO BE RECOVERED QUICKLY AND HAVE CPR ADMINISTERED.

HE DOESN'T NEED TO GO IN UNLESS THAT HAPPENS.

BUT IF SOMEONE IS IN TROUBLE, HE GOES IN.

IT'S NOT THAT MANKIND WAS ALREADY OKAY, AND THAT GOD WOULD CONDEMN THEM.

IF THEY DID NOT CHOOSE JESUS, IT IS THAT PEOPLE ARE ALREADY DROWNING AND SIN AND ALREADY SEPARATED FROM GOD.

THEY'RE ALREADY LOST.

THAT'S WHY OUT OF LOVE FOR US, THE FATHER SENT HIS ONE AND ONLY SON HERE TO SAVE US ONLY.

HE CAN DO IT.

HE IS OUR LIFEGUARD SEPARATED FROM GOD.

PEOPLE ARE ALREADY ON THAT PATH TO HELL.

JESUS CAME TO CHANGE THAT TO SEEK AND TO SAVE WHAT WAS ALREADY LOST.

HE CAME TO RESCUE US FROM THE PREDICAMENT OF SIN AND SPIRITUAL DEATH THAT WE WERE ALREADY IN.

JESUS GAVE HIS OWN LIFE TO SAVE OURS.

HE AROSE SO THAT WE MAY HAVE HIS LIFE AND SET THE HOLY SPIRIT SO THAT HIS LIFE MAY BE WITHIN US SO THAT WE MAY NEVER DIE AND NEVER AGAIN, BE SEPARATED FROM GOD AS HIS NAME MEANS HE IS GOD, OUR SAVIOR, BUT MANY DON'T KNOW DON'T BELIEVE, OR DON'T WANT TO BELIEVE THIS.

THEY TRY TO AVOID OR FIGHT OFF THE LIFEGUARD WHO HAS COME TO SAVE THEM RATHER THAN SWIM TO HIM OR SIMPLY REMAIN STILL AND ALLOW HIM TO COME TO THEM.

THEY TRY TO GET AWAY FROM HIM.

THEY FALL ASLEEP, BELIEVE THAT HE DID NOT REALLY COME FOR THEIR BENEFIT, BUT THE TRUTH IS THAT GOD DID SEND JESUS AND ONLY JESUS TO SEEK AND TO SAVE WHAT WAS LOST.

ONLY.

HE HAS THE AUTHORITY AND POWER TO SAVE ALL WHO BELIEVE WHAT GOD HAS DONE FOR THEM THROUGH HIM.

DON'T TRY TO AVOID HIM, BUT COME TO HIM AND LET HIM SAVE YOU.

LET'S PRAY, FATHER, WHAT WE NEED IS TRUTH.

AND THAT COMES FROM YOU AND YOUR WORD.

SO LORD, AND ALL THE BUSINESS THAT'S DONE HERE IN THIS COMMUNITY AND IN THIS PLACE TONIGHT, MAY YOUR TRUTH GUIDE AND YOUR LOVE DIRECT EVERYTHING FOR US IN CHRIST'S NAME.

UH, MR. ROGERS, IF YOU WOULD READ ITEM SEVEN, A WOMEN'S HISTORY MONTH PROCLAMATION PRESENTATION TO MS. JACKIE WILLIAMS BY MARRIAGE.

SO THIS IS A MAYORAL PROCLAMATION FOR WOMEN'S HISTORY MONTH.

SO WHEREAS AMERICAN WOMEN OF EVERY RACE, CLASS AND ETHNIC BACKGROUND THAT MADE HISTORIC CONTRIBUTIONS TO THE GROWTH AND STRENGTH OF THIS NATION AND THE COUNTLESS RECORDED AND UNRECORDED WAYS.

AND WHEREAS AMERICAN WOMEN HAVE PLAYED AND CONTINUE TO PLAY CRITICAL CULTURAL AND SOCIAL ROLES IN EVERY SPHERE OF THE LIFE OF THE NATION BY CONSTITUTING, A SIGNIFICANT PORTION OF THE LABOR FORCE WORKING INSIDE AND OUTSIDE OF THE HOME.

WHEREAS AMERICAN WOMEN PLAYED A UNIQUE ROLE THROUGHOUT THE HISTORY OF THE NATION BY PROVIDING THE MAJORITY OF THE VOLUNTEER LABOR FORCE OF THE NATION.

AND WE'RE AS AMERICAN WOMEN WERE PARTICULARLY IMPORTANT IN THE ESTABLISHMENT OF EARLY CHARITABLE, PHILANTHROPIC AND CULTURAL INSTITUTIONS IN THIS NATION.

AND WE'RE AS AMERICAN WOMEN ARE VERY RACIST, ETHNIC BACKGROUNDS, RELIGIOUS AFFILIATIONS, AND SEXUAL ORIENTATION, AND SERVED AS EARLY LEADERS IN THE FOREFRONT OF EVERY MAJOR PROGRESSIVE SOCIAL CHANGE MOVEMENT.

AND WE'RE AS AMERICAN WOMEN HAVE SERVED OUR COUNTRY COURAGEOUSLY IN THE MILITARY AND WE'RE AS AMERICAN WOMEN HAVE BEEN LEADERS, NOT ONLY IN SECURING THEIR OWN RIGHTS OF SUFFRAGE AND EQUAL OPPORTUNITY, BUT ALSO AN ABOLITIONIST MOVEMENT, THE EMANCIPATION MOVEMENT AND THE INDUSTRIAL LABOR MOVEMENT, THE CIVIL RIGHTS MOVEMENT AND OTHER MOVEMENTS, ESPECIALLY THE PEACE MOVEMENT, WHICH CREATED WELFARE AND JUSTICE FOR ALL.

SO, UM, THE HUMAN RIGHTS CULTURE, DIVERSITY CITIZEN ACTION COMMISSION, THAT'S A MOUTHFUL WE'D LIKE TO THANK ALL OF THE STUDENTS WHO PARTICIPATED IN THE 2021 BLACK HISTORY MONTH ESSAY CONTEST.

WE'RE ALSO THANKFUL TO THE PARENTS AND TEACHERS WHO ENCOURAGED STUDENTS TO READ ABOUT ALL AFRICAN-AMERICANS WITH INFLUENCED THEIR LIVES.

ONE GOAL OF THE HUBER HEIGHTS, CULTURAL DIVERSITY CITIZEN ACTION COMMISSION IS TO INSPIRE A GREATER KNOWLEDGE OF DIFFERENT CULTURES.

AND WE REALIZED THAT EDUCATION AND OUTREACH ARE CRITICAL TO ACCOMPLISHING THAT VISION.

THE EVALUATORS, UM, WERE, UH, LET'S SAY, MEMBERS OF THE OUTREACH COMMITTEE, THE EDUCATION COMMITTEE, AND ONE ADDITIONAL COMMITTEE MEMBER.

UM, I HAPPENED TO BE MY WIFE, UH, SHE'S JUST GOT HER PHD.

AND SHE TOLD ME TO MAKE SURE I MENTIONED THAT SHE'S SUBMISSIONS WERE COLLECTED FROM THE SEVENTH AND EIGHTH GRADE CLASSES.

AND WHY IS IT FOR JUNIOR HIGH SCHOOL? AND THESE EVALUATORS INDEPENDENTLY ASSESSED EACH OF THE ESSAYS AND PROVIDED BOTH QUANTITATIVE AND QUALITATIVE FEEDBACK.

AND I KNOW ONE OR TWO OF THE MEMBERS OF THE COUNCIL ASKED FOR THOSE ESSAYS, BUT I DO WANT TO MAKE SURE I GET PERMISSION FROM THE STUDENTS BEFORE I DO THAT.

AND, UM, AND I'LL ASK THEM BEFORE THEY LEAVE.

SO THESE SCORES WERE AGGREGATED AND THE WINNERS WERE IDENTIFIED.

THE COMMITTEE WOULD LIKE TO THANK AND CONGRATULATE THE WINNERS FOR TAKING TIME TO WRITE AND SUBMIT VERY WELL WRITTEN AND INFORMATIVE ESSAYS.

AND AS LONG AS THE STATE LAW ALLOWS, UH, THE REMOTE MEETINGS TO HAPPEN, UH, WE'LL LEAVE IT THEIR CHOICE.

UH, SO I BELIEVE IT'S JULY THAT THE OVERALL ORDER RIGHT NOW IS TO GO AWAY, BUT THAT'S GOING TO BE UP TO EACH COUNCIL MEMBER FOR WHEN THEY DECIDE TO MAKE THEIR RETURN WITH BRINGING BACK CITY EMPLOYEES AND STUFF LIKE THAT.

UM, FIRST OF ALL, TONIGHT, UM, MR. BELL HAS JUST INFORMED ME THAT THE GOVERNMENT FINANCE OFFICERS ASSOCIATION HAS ANNOUNCED THAT THE CITY OF HUBER HEIGHTS HAS RECEIVED THE CERTIFICATE OF ACHIEVEMENT FOR EXCELLENCE IN FINANCIAL REPORTING FOR THE 2019 COMPREHENSIVE ANNUAL FINANCIAL REPORTS AGAIN.

SO IT'S A, SO THAT'S OUR 2019 KHAFRE YES.

SO A GREAT JOB BY OUR FINANCE DEPARTMENTS ON THAT.

I ALSO WANT TO REMIND EVERYONE THAT, UH, WE HAVE THREE ROAD CLOSURES AROUND OUR AREA RIGHT NOW.

UH, WE DO HAVE THE BRIDGE ON CHAMBERSBURG ROAD OVER ROUTE FOUR.

THAT'S CLOSED.

SOME OF THE RAMPS ARE STILL OPEN DEPENDING ON WHICH DIRECTION YOU'RE GOING.

UH, SO PAY ATTENTION TO THAT, UH, THAT THAT'S THAT FIVE MONTH PROCESS, UH, BELL FOUNTAIN ROAD IS CLOSED JUST SOUTH CHAMBERSBURG SORT OF PLACE THE CULVERTS AND DO, UH, THE, THE, UH, IMPROVEMENTS RAISED THE ROAD FOR BETTER SIGHT DISTANCE.

UM, THAT IS, UH, RIGHT NOW, UH, VECTREN IS DOING THE GAS LINE MODIFICATION RIGHT NOW.

THAT'S WHERE THAT IS IN THAT PROCESS.

AND LASTLY, THE RAMP FROM TO NORTH IS CLOSED WITH THAT DETOUR BEING STATE ROUTE TWO 35.

WE'VE NOTICED SO FAR THAT YES, PEOPLE ARE STILL USING, UH, ULTRA PIKE, BUT IT'S PROBABLY LESS THAN THEY WOULD HAVE IF THAT WAS THE ANNOUNCED DETOUR.

SINCE WE DO SEE PEOPLE ARE USING THE TWO 35 CRANK EXIT AS WELL.

UM, THEN NEXT WE HAVE THAT, UH, THE BUS SHELTERS, THAT PROJECT, UH, THEY ARE ALL INSTALLED EXCEPT FOR ONE, UH, THE ONE OUT IN FRONT OF CHICK-FIL-A THAT ONE'S GOING TO COME AFTER THE CHICK-FIL-A, UM, CONSTRUCTION IS DONE.

SO THOSE ARE ALL COMPLETE THE WASTE RECEPTACLES.

AND WHEN WE AMEND THE AGENDAS, IT KIND OF TAKES THAT AWAY FROM PEOPLE.
