WHAT, WHAT, WHAT, WHAT COURSE OF ACTION DO YOU THINK WE WOULD GAIN THE MOST OUT OF AND FOR MORE TIME AND THEN TO THESE TIMES AS WELL? RIGHT. I GUESS THERE'S NO, UM, I DON'T KNOW IF THERE'S ANY THERE'S, THERE'S NO ADVANTAGE UNLESS THERE'S SOME, UNLESS THERE'S A PARTICULAR ITEM THAT, THAT WE FEEL LIKE NEEDS TO BE ADDRESSED RIGHT NOW. RIGHT. AND, UH, I THINK IT'D BE EASIER FOR US TO, TO GET THOSE PRIORITIES SO WE CAN DIGEST THEM AND ALLOW THEM TO PREPARE FOR, YOU KNOW, THOSE QUESTIONS AND DISCUSSIONS. THEY WANTED TO BE ABLE TO HAVE THE BOARD BASICALLY A BOARD THAT CAN DO PARALLEL INVESTIGATIONS WITH INTERNAL AFFAIRS. RIGHT. AND THAT WHATEVER FINDINGS THAT WE HAVE, THAT THEY WOULD CONSIDER THOSE FINDINGS THAT WE HAVE. RIGHT. THAT'S I THINK THAT'S WHAT THE NAACP IS LOOKING FOR. RIGHT. AND THEN, HOWEVER, THE RESPONSE FROM THE HUBRIS POLICE DEPARTMENT, YOU KNOW, THEY JUST BASICALLY SAY, HEY, YOU KNOW, WE HAVE A VERY COMPREHENSIVE COMPLAINT INVESTIGATION PROCESS. UM, AND, UH, AND THEY, THEY PROVIDE, DON'T HAVE A REVIEW BOARD, RIGHT. AS CITIZENS REVIEW BOARD, THAT'S A PART OF IT. AND ONLY THING THEY DO IS THEY PROVIDE A ANNUAL REPORT AT THE END OF THE YEAR THAT WILL BE MADE AVAILABLE TO THE PUBLIC. SO AS WE DISCUSSED, RIGHT, WE DON'T BELIEVE THAT MEETS THE INTENT OF WHAT THE ASK IS. RIGHT. RIGHT. THAT'S WHAT THEY'RE SAYING. AND THEY'RE SAYING, WAIT, WE WANT TO HAVE A BOARD, A GROUP THAT'S DOING A PARALLEL INVESTIGATION. THAT'S WHAT THEY'RE ASKING. RIGHT. RIGHT. WE NEED, WE NEED TO FEED BACK FROM THE CITY POLICE DEPARTMENT COMMISSION, WHAT IT MEANS FROM THE, FROM THE CITY ON HOW THAT WOULD LOOK LIKE, RIGHT. HOW WOULD YOU IMPLEMENT THAT, THAT THAT'S WHAT NEEDS TO BE SORTED. AND THAT THAT'S, THAT'S THE PART THAT I'M SAYING, THAT'S WHAT EXACTLY WHAT, AS STEFAN SAID, HOW DO WE DO THAT? WAS THAT, OR THE FEEDBACK HE WAS GETTING BACK FROM PEOPLE, YOU KNOW, FROM LEAST FROM AFRICAN-AMERICANS WAS THAT, UM, PARENTS WERE SAYING, YOU KNOW, WHILE WE DON'T WANT OUR CHILDREN TO BE POLICE OFFICERS, IT JUST WASN'T LIKE THE THING THAT WE WANTED KIDS TO DO OR BE RIGHT. AND IT MAY BE THE CASE, I DON'T KNOW. RIGHT. UM, YOU KNOW, I THINK HE CAN USE THAT TO SAY, THAT'S WHY THEY'VE HAD A HARD TIME. RIGHT. YOU KNOW, BUT HAVE THEY DONE EVERYTHING? AND THEN WHEN WE, THEN WHEN WE, UH, CONVENE NEXT MONTH, WE CAN COME BACK WITH OUR COMMENTS QUESTIONS, AND MAYBE SOME, SOME RECOMMENDATIONS WE'LL IF WE'RE PREPARED TO DO THAT, RIGHT, BECAUSE WHAT I'M GOING TO BE ABLE TO DO, IT KIND OF TIES TO WHAT YOU MAYBE I'LL JUST KIND OF DISCUSS THIS AS WELL. RIGHT. YOU KNOW, TERRY, YOU MENTIONED THAT, HEY, YOU SET THIS ALL THE LINK TO THE DAYTON, UM, POLICE REFORM SITE. RIGHT. AND YOU CAN SEE IT IN THERE, YOU KNOW, AND THEY HAVE A LARGE CONTINGENCY, RIGHT? I MEAN, THERE'S THIS FOR REFORM POLICE REFORM. THEY HAVE, I DON'T KNOW HOW MANY MEMBERS. RIGHT. BUT IT'S, YOU KNOW, LADY 50 PEOPLE, I DON'T KNOW. UH, AND THEY HAD IT BROKEN OUT BY DIFFERENT, UH, DIFFERENT TOPICS, IF YOU WILL. RIGHT. THAT USE OF FORCE. AND THEY GOT, YOU KNOW, DIFFERENT AREAS. RIGHT. BUT WHAT THEY'RE DOING IS RIGHT. THEIR RESULTS OR OUTCOME IS HERE ARE THE RECOMMENDATIONS, RIGHT. WE'VE HAD THESE MEETINGS HERE, THE RECOMMENDATIONS THAT WE HAVE THAT WE'RE PRESENTING TO, UM, WE'RE PRESENTING TO CITY COUNCIL, RIGHT. FOR THEM TO CONSIDER, TO HAVE THE, THE ACTUAL RIGHT. THE RECOMMENDATION. AND THEN THEY HAVE THE STATUS OF EACH RECOMMENDATION. RIGHT. UH, WHEN IT WAS SUBMITTED AND THEN WHETHER OR NOT THE CITY COUNCIL HAS APPROVED THEM AND ACCEPTED THEM. RIGHT. AND THAT'S THE WAY I ALWAYS ENVISIONED THE CITY WAY. RIGHT. WHAT OUR ROLE IS TO COME UP WITH RECOMMENDATIONS, RIGHT. WE LOOK AT WHAT THE ISSUES ARE, IF THERE ARE ISSUES. AND AGAIN, I WOULD SAY THAT WE HAVE [01:15:01] SIGNIFICANT ISSUES. RIGHT. THE THING IS, WE WANT TO KNOW THE POINT I REALLY WANT TO MAKE IS WE WANT TO BE PROACTIVE VERSUS REACTIVE. RIGHT. I HAVEN'T HAD A GEORGE FLOYD SITUATION HERE IN HUBER HEIGHTS. RIGHT. AND I DON'T KNOW OF ANY SIGNIFICANT POLICE BRUTALITY OR EXCESSIVE FORCE COMPLAINTS WE'VE HAD IN HUBRIS. I DON'T KNOW. MAYBE THERE HAVE BEEN, I DON'T KNOW. RIGHT. DOESN'T MEAN IT CAN'T HAPPEN. DOESN'T MEAN IT WON'T HAPPEN. SO HOW DO WE REDUCE THE ODDS OF IT HAPPENING? HOW DO WE REDUCE THE PROBABILITY OR THE NUMBER OF OCCURRENCES, YOU KNOW, LET'S BE PROACTIVE. RIGHT. SO THAT'S WHAT WE WANT TO BE ABLE TO DO, UH, COME UP WITH RECOMMENDATIONS FOR THE CITY TO CONSIDER. AND THEN WE WANT TO, LIKE I SAID, WE WANT THIS TO BE A WIN-WIN. I DON'T WANT TO MAKE ANY RECOMMENDATIONS THAT ARE GOING TO PUT OFFICERS IN HARMS WAY. RIGHT. YOU KNOW WHAT I'M SAYING? FOR EXAMPLE. RIGHT. UM, BUT THE KEY THING WHO WANT TRANSPARENCY THOUGH, RIGHT. WE JUST, WE WANT THOSE THINGS. RIGHT. SO IF AN OFFICER WAS, YOU KNOW, IF HE'S DONE SOMETHING WHERE HE HIGHLIGHTED, YOU KNOW, HIS CITIZENS RIGHTS, THEN OBVIOUSLY YOU SHOULD BE HELD ACCOUNTABLE. THAT'S ALL WE'RE ASKING FOR RIGHT. AT THE END OF THE DAY. RIGHT. AND SO AGAIN, UM, SO YEAH. I WANT TO BE ABLE TO COME UP WITH RECOMMENDATIONS. RIGHT. SO I THINK THAT'S, WELL, THAT'S REALLY WHAT OUR FOCUS SHOULD BE AS A REPORT COMMITTEE. RIGHT. YOU WHAT'S THERE IDENTIFY WHERE THERE MAY BE HOLES, THE ISSUES, WHAT HAVE YOU, AND THEN RIGHT. SO, SO BACK TO WHAT I WAS SUGGESTING WAS WE COULD, AGAIN, START WITH, AFTER WE HAVE THIS DISCUSSION, YOU KNOW, WE START WITH LOOKING AT A THROWAWAY REVIEW ON THOSE FIRST COUPLE OF POLICIES, IDENTIFYING SOME OF THE SCENARIOS WHERE WE MAY WANT TO MAKE SOME CHANGES.
