UH, HOLD A MEETING OF THE CITY OF HUBERT HEIGHTS, PROPERTY MAINTENANCE REVIEW BOARD TO ORDER PLEASE.

MADAM SECRETARY, WOULD YOU CALL THEM MS. FOWLER? MS. GRAY, MS. HARRIS HERE, MR. ROBERTS, MR. ROSTER AND MR. WINKLER.

ALL RIGHT.

UH, MOVING ON TO WORKING ON THE AGENDA HERE.

I NEED THE APPROVAL AND THE EMOTION FROM THE, UH, FROM THE BOARD HERE TO APPROVE THE AGENDA.

ALL RIGHT.

UH, WITHOUT OBJECTION, THE AGENDA FOR TONIGHT'S MEETING IS APPROVED AND I'M STARTING.

THE NEXT ITEM OF BUSINESS WOULD BE TO SOLARIUM THIS ROSTER SET DOWN HERE AND DO THAT.

YEAH, YOU CAN STAY RIGHT THERE AS LONG AS WE CAN HEAR YOU.

ALL RIGHT.

CAN YOU RAISE YOUR RIGHT HAND AND REPEAT AFTER ME PLEASE? HI, MARYLAND ROSTER.

DO YOU SOLEMNLY SWEAR OR AFFIRM TO SUPPORT THE CONSTITUTION OF THE UNITED STATES? THE CONSTITUTION OF THE STATE OF OHIO AND THE CHARTER AND ALL THE ORDINANCES OF THE CITY OF HUBER HEIGHTS, THE CHARTER AND ALL OF THE ORDINANCES AND CITIES, AND THAT I WILL FAITHFULLY AND IMPARTIALLY DISCHARGE THE DUTIES OF MY OFFICE TO THE BEST OF MY ABILITIES.

THANK YOU.

SO, MS. MARILYN, I'M SWEARING THE SWEARING IN OF THE WITNESSES.

ANYONE THAT'S WISHING TO SPEAK OR GIVE TESTIMONY.

UM, I NEED TO SWEAR YOU IN, SO, UM, ASK, RAISE YOUR RIGHT HAND, PLEASE.

DO YOU HEAR BY SWEAR OR AFFIRM ON THE THREAT OF PERJURY TO TELL THE TRUTH, THE WHOLE TRUTH AND NOTHING BUT THE TRUTH SO HELP YOU GOD, THANK YOU.

SO THERE IS NO PENDING BUSINESS OF OUR AGENDA WITH EX I'M SORRY, PENDING BUSINESS.

BACK IN NOVEMBER 12TH, WE HAD A CASE AT 49, 84 CHEST AND DRIVE I'LL PAY OR TIG AS FOR 30 DAYS EXTENSION.

AND WE GAVE HIM A 60 DAYS AT TIMES OF THAT.

SO IS THAT CONSIDERED A PENDING VISIT? IS NOW HE IS COMPLIANT.

YES.

YES.

WE WATCHED THAT AND HE BECAME COMPLIANT AHEAD OF SCHEDULE.

OKAY.

ALL RIGHT.

SO NEW BUSINESS, YOU HAVE PLRB CASE 21 ZERO ONE.

UM, THE PROPERTY OWNER WARRANTS AND ALICE MITCHELL WAS IN VIOLATION OF SECTION 13, 13 OF THE PROPERTY MAINTENANCE CODE, THAT PROPERTY LOCATED AT 1546 SABER DRIVE.

GOOD EVENING, EVERYONE.

ARE YOU READY TO MOVE MR. CHAIRMAN? YES, PLEASE.

AND THE PROPERTY AT 1546, SEGURA IS IN VIOLATION OF SECTION 13, 13.05 C OF THE MORASS PROPERTY.

MEANING THE SCOPE FOR STORAGE OF JUNK ON THE PROPERTY.

THE HOUSE IS VACANT AND ZOOM NEWS LETTERS HAVE BEEN RETURNED BY THE POST OFFICE AS AN TO, FOR THE TAX RECORD OF SUPPLY CHAINS.

ALL TAXES ARE CURRENT AND HAVE A STORE WITH PAY.

I BELIEVE IT'S SAFE TO ASSUME THAT HE WORKED IN SUPPORT ORDERS WILL BE WHOMEVER PAYS SOME PROPERTY TAXES OR THROUGH THE ASSESSMENT PROCESS.

A STAFF RECOMMENDATION IS THE BOARD DECLARED THE PROPERTY, A NUISANCE AND THE BOARD ORDER STATUS TO

[00:05:01]

HAVE THE CONTRACT ANSWERING THE QUESTION YOU MIGHT HAVE.

THE ONLY JUNK IS ON THE PROPERTY.

IS IT THE MATTRESS IN THE BOX? AND I WAS WONDERING TOO, I NOTICED THAT THE CORRESPONDENCE THAT WAS SENT OUT ONLY TWO LETTERS ON THIS ONE, YOU GOT A PARTICULAR KEEP IT CAUSES OF PAIN, PROPERTY BEING RETURNED.

SO IT WAS DECIDED THAT SPENDING POSTAGE CONSENT LETTERS, JUST FUNERAL.

NOW THE QUESTION IS THAT OUR STATE CONTRACTOR THAT REMOVED ALL OF THE JAPANESE STAFF FROM DIFFERENT HOMES, HOW MUCH DO THEY CHARGE YOU? IT'S AN HOURLY RATE AND WE HAVE A CONTRACT THAT SPECIFIES HOW MUCH THEY WILL CHARGE FOR CERTAIN SERVICES.

I THINK THERE MIGHT BE A PALLET THERE AS WELL, ANY JUNK ITEMS THAT ARE ON THE EXTERIOR OF THAT PROPERTY.

SO WHEN HE WOULD APPEAR, THERE WERE MORE JUNK ITEMS THAT, OF COURSE IT HAS TO MEET THE CITY'S DEFINITION OF JOHN, BUT HE'S DONE THIS FOR YEARS.

IF HE HAS ANY QUESTIONS, HE CONTACTS ME WHETHER OR NOT , I'M NOT SURE OF THE OWNER STATUS, BUT YOU MENTIONED.

ALL RIGHT.

ANY OTHER QUESTIONS? WE HAVE A MOTION PLEASE.

TO REMOVE THE ITEMS. I HAVE A SECOND, PLEASE.

YES, YES, YES.

MR. ROBERTS.

YES.

YES.

RESTROOM.

YES.

MR. WAFER.

YES.

SO MOTION CARRIES FOR PMR CASE NUMBER, YOU KNOW, MURPHY CASE NUMBER, UH, 20 DAYS OR 21 DASH ZERO.

OH ONE.

SORRY ABOUT THAT.

OKAY.

MOVING ON.

SO OUR NEXT CASE IS PMR V CASE NUMBER 21 ZERO TWO.

AND OKAY.

UH, ALRIGHT.

DMRB CASE 21 DASH ZERO TWO OF THE PROPERTY OWNER FOR REMINDER OR VENDOR C IS IN VIOLATION OF SECTION 13, 13, APPROXIMATELY MAINTENANCE PERIOD AT THE PROPERTY LOCATED AT 56 50 RASPBERRY DRIVE, UH, OR THE INITIAL STAFF REPORT, MR. CHAIRMAN, THAT THE PROPERTY IS BECOME COMPLIANT.

UM, THANKS TO THE OWNER.

SCOTT CO-OPERATION STAFF RECOMMENDS DISMISSAL OF THE, AGAIN, THE MOTION HAS TO BE TO A PAPER PROPERTY, OR WE JUST DISMISS OR DISMISSAL.

ALL RIGHT, WE'RE ROLLING WITH THAT.

SO MR. ROBERTS, AND THEN MS. GRAY.

SORRY GUYS.

ALRIGHT.

MS. BALLARD.

YES.

MS. GRAY.

YES, YES, YES, YES.

MR. ROGERS, MR. ROSTER.

YES.

MR. BAKER.

YES.

SO THE MARINE CASE 21 DAYS OR TOO MUCH IN THE SECURITY TO DO, TO DISMISS.

ALRIGHT.

MAYBE ON PLRB CASE 21 DASH ZERO

[00:10:01]

THREE.

UH, THE PROPERTY OWNER JACK CLAP IS IN VIOLATION OF SECTION 13, 13 OF THE PROPERTY MAINTENANCE CODE, THAT PROPERTY LOCATED AT 52 31 FITCHBURG ROAD.

OKAY.

NOW, AS THE CHAIRMAN, I'LL READ MY STAFF REPORT AND THEN, UH, IT WAS ABOUT MS. HOSKINS.

WE'LL HAVE A EMAIL FROM THE OWNER'S DAUGHTER THAT SHE'LL BE EVEN GETTING BACK THE PROPERTY.

IF YOU DO 31 FISHING BIRD, ROADS, AND VIOLATION OF SECTION 13, 1304 H ONE OF THE HEBREW HIGHEST PROPERTY MAINTENANCE CODE FOR A MAINTENANCE OF THE EXTERIOR OF A STRUCTURE.

THIS IS ALREADY A NON-CONFORMING STRUCTURE DO AS PARK ACIDITY TO ROBERT BEING LESS THAN FIVE FEET.

THE VIOLATION OF THAT IS FOR THE CONDITION THAT THE EXTERIOR CLADDING OF THE BUILDING, NOT ITS LOCATION, AS PHOTOS ILLUSTRATE THE SHOWS IN NEED OF REPAIR TO PREVENT FURTHER DETERIORATION, AS WELL AS PREVENTING ANIMAL INTRUSION.

AND THE OWNER HAS BEEN NON-RESPONSIVE TO CITY ZONE THAT ACCIDENT I'VE HEARD I'VE SUPPLIED SHOWS, ALL TAXES ARE OCCURRENCE AND HAVE A STORE THAT THEY PAY.

I BELIEVE THE SAFETY ASSUME THAT ANY WORK ORDERS WILL BE PAID BY WHOMEVER PIECE OF PROPERTY TAXES OR THROUGH THE ASSESSMENT PROCESS.

STAFF RECOMMENDATION IS THE BOARD DECLARED THE PROPERTY USES AND ALL THE STAFF TO HAVE THE SHIP REPAIRED.

IT WAS A SINGLE CONTRACT AND I'LL ASK HIM HIS HOUSE CAN STILL READ THE EMAIL, CAME FROM THE WATER OF THE CITY.

OKAY.

ALL RIGHT.

MY NAME'S CHERYL ORBACH.

I AM WRITING THIS LETTER CONCERNING THE COMPLAINT, THE SHED LOCATED ON THE PROJECT, THE ABOVE LISTED PROPERTY, 53 58 FISHBURG ROAD.

THIS PART IS OWNED BY MY PARENTS, JACK AND JULIANA CLAPP, WHO ARE BOTH NOW DECEASED.

SHE'S UNABLE TO BE AT THE MEETING TONIGHT BECAUSE SHE WAS RECENTLY EXPOSED TO COVID-19.

SHE'S ASKING FOR AN EXTENSION OF 60 DAYS TO REPAIR OR REMOVE THE SHED.

IT IS HER INTENT TO GET THIS ACCOMPLISHED DURING THE EXTENSION.

THANK YOU FOR YOUR TIME AND CONSIDERATION.

I GUESS NOT REALLY ANYBODY TO ASK ME QUESTIONS, UNLESS ANYBODY HAS ANY QUESTIONS FOR ME.

I DID SPEAK TO HER AT LENGTH YESTERDAY.

UM, SHE, AS AN ANALOGY IN THE LETTERS OF THE MAIL, ALTHOUGH THAT MAY BE THROUGH NO FAULT OF HER OWN IN THE FOLDING ISSUES, UM, THERE'S NO DEADLINE IN MIND.

SHE CAN MAKE THOSE REPAIRS BECAUSE THE HOLES ARE FAIRLY SMALL.

UM, I SUGGESTED TO HER, SHE'D KNOCK IT DOWN BECAUSE IT'S A VERY BAD CONDITION.

IT IS WAY TOO CLOSE TO THE PROPERTY LINES.

WE REQUIRE A FIVE FOOT SEPARATION OR THE SHIT WAS PUT IN PLACE.

THAT WAS NOT A REQUIREMENT.

HOWEVER, I TOLD HER THAT SHIT, IN MY OPINION, WOULD BE A DISADVANTAGE IN SOME PROPERTY.

I SUGGESTED SHE HAD, HOWEVER, I CAN'T REQUIRE THAT IT CAN'T BE REPAIRED AND SHE SEEMS WILLING AND INTERESTED TO DO SO.

YOUR ONLY RECOMMENDATION THEN IS WHAT WANTED TO DECLARE IT AT LEAST ONCE, BUT ALSO JUST TO REPAIR THE HOLE.

THAT'S CORRECT.

THAT'S CORRECT.

I DON'T FEEL THAT WE'RE IN A POSITION TO TAKE DOWN AN EXCESSIVE STRUCTURE WHEN THE HOLES ARE RELATIVELY SMALL.

OKAY.

REGARDLESS OF PERHAPS THE CONDITION OF THE SHED, MY CONCERN AT THIS POINT IS WE PREVENT ANY ANIMAL INTRUSION AND FLOODED DETERIORATION OF INTERIOR DESTRUCTION ORDER.

ANYBODY HAVE ANY QUESTIONS? OKAY.

SO WE'LL ENTERTAIN A MOTION.

SO I WOULD MAKE A MOTION THAT WE GIVE HER A 60 DAYS TO AIR THE SHED.

OKAY.

AND WE WILL HAVE A VOTE, MR. BRAY.

YES.

MR. ROBERTS.

YES.

THIS ROSTER AND MR. WAFER.

SO MOTION CARRIES .

NOW WE'RE MOVING ON.

THE AGENDA IS NOW TIME FOR ELECTION OF OFFICERS FOR 2021.

AND I WILL ENTERTAIN MOTIONS OR NOMINATIONS.

[00:15:19]

WE'RE GOING TO BUILD ON MR. WINKLER BEING THE CHAIR OF THIS COMING YEAR.

MS. BALLARD.

YES.

MS. GRAY.

YES.

YES.

MR. ROBERTS.

YES.

MS. ROSTER.

YES.

MR. WINKLER.

YES.

ALL RIGHT.

SO I'LL TAKE COMBINATIONS FOR ADVICE TO YOUR POLICE.

ALL RIGHT.

SO MS. VALOR? YES.

MS. GRAY.

SURE.

MR. ROBBINS ROSTER AND MR. YES.

RIGHT.

SO NOMINATION CARRIES MS. P VICE YEAR.

THANK YOU ALL VERY MUCH.

UM, MOVING RIGHT ALONG THEN.

UM, IF, WITHOUT OBJECTION FOR THE MINUTES OF NOVEMBER THE 12TH, 2020, IT SEEMS LIKE IT'S BEEN FOUR YEARS AGO.

UH, PROPERTY MAINTENANCE REVIEW BOARD MEETING, UM, OR APPROVED ANYONE OBJECT TO IT.

THERE'S NO OBJECTIONS TO THE MINUTES HAVE BEEN APPROVED.

ALL RIGHT.

WITH THAT, I WILL NOW ENTERTAIN A MOTION TO THE CHURCH.

OKAY.

THANK YOU ALL VERY MUCH.
