CLOCK IS, IS NOW

[1. Call The Meeting To Order - Mayor Jeff Gore]

SEVEN O'CLOCK.

SO WE WILL CALL THE MEETING TO ORDER.

THIS IS THE CITY HUBER HEIGHTS, CITY COUNCIL MEETING, REGULAR SESSION, UH, VIA REMOTE MEETING.

IT IS JANUARY 11TH, 2021.

AND WE'RE GETTING STARTED RIGHT AT SEVEN O'CLOCK.

UH, NEXT IS OUR INVOCATION AND PASTOR RANDY GRIFFITH OF THE FREE METHODIST CHURCH AT 68, 75 OLD TROY PIKE.

AND HE WRITES IS WITH US AGAIN THIS EVENING.

PASTOR GRIFFIN.

THANK YOU FOR BEING HERE.

WE APPRECIATE IT.

THANK YOU.

I'M GONNA READ FROM GENESIS CHAPTER THREE, VERSES ONE THROUGH FIVE.

NOW THE SERPENT WAS MORE CRAFTY THAN ANY OF THE WILD ANIMALS.

THE LORD GOD HAD MADE.

HE SAID TO THE WOMAN, DID GOD REALLY SAY YOU MUST NOT EAT FROM ANY TREE IN THE GARDEN.

THE WOMAN SAID TO THE SERPENT, WE MAY EAT FRUIT FROM THE TREES IN THE GARDEN, BUT GOD DID SAY YOU MUST NOT EAT FRUIT FROM THE TREE THAT IS IN THE MIDDLE OF THE GARDEN.

YOU MUST NOT TOUCH IT, OR YOU WILL DIE.

YOU WILL NOT SURELY DIE.

THE SERPENT SAID TO THE WOMAN FOR GOD KNOWS THAT WHEN YOU EAT OF IT, YOUR EYES WILL BE OPEN.

GOD KNOWING GOOD AND EVIL SATANIC TEMPTATION SEEMS TO CONSISTENTLY OPERATE BY THE SAME PRINCIPLE.

GET PEOPLE TO DOUBT THE WORDS OF GOD THAT IS TO DOUBT GOD, MAKE GOD SEEM EVIL AND THEN OFFER AN ALTERNATIVE.

THAT SEEMS BETTER EXALTING THE PERSON INTO THE PLACE OF THE ONLY TRUE GOV.

THE TRUTH SAYS, EVERYTHING BEGINS WITH GOD.

THE LIE SAYS, EVERYTHING BEGINS WITH YOU.

FRANCIS SHAFFER WROTE IN HIS BOOK, HOW SHALL WE THEN LIVE? IF THERE IS NO ABSOLUTE BY WHICH TO JUDGE SOCIETY, SOCIETY IS ABSOLUTE.

THAT IS OF GOD AND HIS WORD ARE NOT THE REFERENCE POINT FOR RIGHT AND WRONG.

THEN SOCIETY TAKES HIS PLACE IN THE GREATEST EVIL OF ALL IS TO PUT ANY CREATED THING ABOVE THE CREATOR, WHERE PEOPLE IN SOCIETIES MAKE THEMSELVES THE CENTER AND THEIR OWN MEASURE FOR RIGHT AND WRONG RATHER THAN GOD.

AND HIS WORDS.

WHAT YOU OUGHT TO DO IS ONLY WHAT A SOCIAL LOGICALLY ACCEPTED AT THE MOMENT, WHATEVER CONTEMPORARY THINKING IS PROMOTING AND OR THE AGENDA OF AN AUTHORITARIAN ELITE BECOME THE STANDARD.

AND THE RESULT IS CHAOS AND EVENTUAL COLLAPSE AMERICA AND OUR CONSTITUTION THEY'LL OFTEN MISAPPLY HAVE A BIBLICAL FOUNDATION.

OUR NATION IS MEANT TO SERVE GOD FIRST AND THEN OTHERS, ANY GOVERNMENT, IF IT IS TO ENDURE AND MUST ALIGN ITSELF WITH THE TRUTH, WHOSE SOURCE IS GOD, HE IS THE SOURCE OF ALL THINGS AND CAN BE TRUSTED.

IT ALL MUST START WITH HIM.

ONLY.

GOD IS AUTONOMOUS.

WHEN PEOPLE ARE SOCIETY'S ATTEMPT TO MAKE THEMSELVES AUTONOMOUS, THEIR TRUTH BECOMES ARBITRARY AND MORALITY AND JUSTICE, AND MANY OTHER EVILS ENTER IN AND UNITY AND STABILITY AND INDIVIDUALS AND SOCIETIES FALLS APART.

YOU CANNOT SOLVE REAL PROBLEMS WITH WRONG SOLUTIONS.

UNITY AND STABILITY ARE THE NATURAL OUTFLOW OF OBEYING GOD.

ACCORDING TO THE BIBLE, NOT JUST AS A MEANS TO AN END, BUT BECAUSE THEY ARE THE TRUE WAY, ONLY THE POWER OF CHRIST AND THE BIBLICAL WORLDVIEW CAN WITHSTAND THE PRESSURES OF LIFE AND KEEP AMERICA FROM BEING PULLED DOWN BY THE UNDERTOW OF FALSE THINKING.

THAT'S BRIGHT, YOU CREATED ALL THINGS AND YOU HOLD EVERYTHING TOGETHER.

YOU ARE THE SOURCE OF WHAT IS REAL AND GOOD AND TRUE.

SO LORD HELP US AS A PEOPLE TO ALIGN WITH YOU, HELP US AS A GOVERNMENT, AS CITIZENS, AS PEOPLE TO BE IN HARMONY WITH YOU.

SO WE ASK FOR YOUR GUIDANCE TONIGHT THAT ALL BE DONE.

BE PLEASING TO YOU IN CHRIST NAME IN THE PAST, YOU'RE GIVEN AN EXTRA PLEDGE OF ALLEGIANCE.

I PLEDGE ALLEGIANCE TO THE FLAG, NICE STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS ONE NATION UNDER GOD, INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL.

[00:05:01]

ROGERS, ITEM SIX, A AN ANNOUNCEMENT, THE PUBLIC HEARING SCHEDULED FOR JANUARY 11TH, 2021 BY THE HUBER HEIGHTS CITY COUNCIL FOR ZONING CASE TWO ZERO DASH THREE, ONE KOHLER AND WANG REQUESTING APPROVAL OF A MAJOR CHANGE TO THE BASIC DEVELOPMENT PLAN FOR THE OAKS OF HUBER HEIGHTS AND A PR PLAN.

AND I DON'T NUMBER SEVEN IS CITIZEN'S COMMENTS.

ARE THERE ANY THIS EVENING? I HAVE NONE THIS EVENING THERE.

KATE.

THANK YOU, SIR.

AND I REMEMBER EIGHT IS CITIZENS REGISTERED TO SPEAK ON SPECIFIC AGENDA ITEMS? I HAVE NONE OF THOSE EITHER FOR SURE.

NEXT UP IS ITEM NUMBER

[9. City Manager Report]

NINE, WHICH IS OUR CITY MANAGER REPORT.

MR. SCHOMER, IF YOU WOULD, YOU MEAN MAYOR COUNCIL? UM, JUST A COUPLE OF ITEMS TO UPDATE AND THEN I HAVE A, A, A GUEST UPDATE FOR, UM, THE, UH, CULTURE OF DIVERSITY CITIZEN ACTION COMMISSIONS, THE CHAIR MRS. UH, YOLANDA STEVENS.

SO, UH, YIELD TIME FOR THAT UPDATE AS WELL, REAL QUICK REGARDING SOME ONGOING PROJECTS, UH, THE LIBRARY, AS YOU KNOW, WE HAVE A CURRENT AGREEMENT, A PURCHASE AGREEMENT ON FILE WITH THEM.

UH, AS YOU CAN IMAGINE THROUGH THE HOLIDAYS, THERE WAS SOME DELAYS IN SOME OF THE CONTRACTORS GETTING SOME OF THE SOIL BORINGS AND, UH, GEOLOGICAL WORK DONE.

UH, THEY'RE WAITING ON THEIR REPORTS.

THE WORK IS DONE.

SO THEY'VE ASKED, UH, UNTIL THE 25TH TO END THEIR DUE DILIGENCE PERIOD.

UH, I DIDN'T FORESEE ANY ISSUE WITH THAT OR COUNCIL HAVING ANY CONCERN WITH THAT, UH, THAT IS VERY REASONABLE.

AND, UH, WE HAVE GONE AHEAD AND AGREED TO THAT.

UH, SO I WANTED TO GIVE A NOTICE OF THAT ADDITION, LIKE LATE LAST WEEK, WE CLOSED ON THE, UM, UH, CURRENT PROPERTY THAT HOLDS SIT, STAY IN PLAY, UH, TO, UH, TO CONTINUE AND FINALIZE THAT ASSEMBLY OF PROPERTY AND BUILDINGS IN THE, UH, OLD MARION SHOPPING.

NOW, UM, SOUTH POINT CROSSING AREA, UH, IN ADDITION, WE WILL HAVE A LEASE THAT WILL BEGIN TO BE EXECUTED THAT SUSTAINED PLAY WILL REMAIN THERE, UH, FOR THE, UH, FOR THE TIME BEING, AS THEY EXPLORE OPTIONS AND OPPORTUNITIES TO POTENTIALLY REDEVELOP.

UM, THIRD, WE HAVE, UH, AS YOU NOTICED IN A EMAIL EARLIER, WE JUST WANT TO MAKE SURE THAT IT IS ON RECORD, THAT THERE, UH, WE'RE MAKING CORRECTIONS BASED ON A SCRIBNER'S ERROR.

UH, WHEN YOU PASS THE STAFFING TABLE, THE DEPUTY FINANCE DIRECTOR WAS MISTAKENLY PLACED IN THE WRONG PAYSCALE.

AS YOU RECALL, WE WENT THROUGH AFTER OUR EXTENSIVE STUDY FROM THE, UH, THE CLASSIFICATION AND SALARY THAT WE DID, UH, AND ANNOUNCED EARLIER OR LATE LAST YEAR, I SHOULD SAY, NOT EARLIER THIS YEAR, CAN'T GET MUCH EARLIER THAN THE FIRST MEETING OF THE YEAR, RIGHT.

I GUESS.

UM, AND, UH, THERE WAS A SCRIBNER'S AIR AND PLACING ONE OF THE CATEGORIES AND PUTTING A 50 INSTEAD OF A 45.

UM, I'M SORRY, PUTTING A 45 INSTEAD OF A 50, UH, YOU SAW COPIES OF THAT, UH, THAT MEMO.

SO WE JUST WANT TO INDICATE AND MAKE SURE THAT, YOU KNOW, THAT WE'RE MAKING A CORRECTION TO RESOLUTION 2020 DASH R DASH SIX NINE THREE SIX, NOT IN CONTACT OR ANY SUBSTANTIVE CHANGE AT ALL.

IT IS MERELY A SCRIBNER'S ERROR.

SO WHILE DIRECTOR HAS REVIEWED THAT, AND THAT WAS THE RECOMMENDATION OF COURSE OF ACTION.

UH, AND THE, UH, THE LAST THING WOULD GO INTO THE UPDATE FOR OUR, UH, CULTURE AND DIVERSITY CITIZEN ACTION COMMISSION.

UH, AS YOU KNOW, THE, UH, THE COMMISSION HAS BEEN VERY ACTIVE AS WELL AS MULTIPLE COMMITTEES AND TAKING ON, UM, THEIR ROLES AND RESPONSIBILITIES AND DEVELOPING SOME, UH, INITIAL PRIORITIES AND ACTIONS AND ACTIVITIES, UH, TO BENEFIT THE COMMUNITY ALL IN A AWARENESS OF INCLUSIVITY, UM, UH, INCREASED DIVERSITY AND INEQUITY THROUGHOUT NOT JUST THE CITY GOVERNMENT, BUT THE COMMUNITY AND ALL THE BENEFACTORS

[00:10:01]

AND STAKEHOLDERS WITHIN.

UM, ONE THING THAT HAS COME UP AS YOU RECALL, WAS THE CONCEPT OF A NEEDS ASSESSMENT.

WE HAD A PREVIOUS DISCUSSION WITH THAT IN A, IN A WORK SESSION.

AND AS A RESULT OF THAT DISCUSSION AND WORK SESSION WAS RECOMMENDED THAT WE UTILIZE AND TAKE A LOOK AT FIRST, SOME RESOURCES THAT ARE ALREADY AVAILABLE, INCLUDING, UH, THE NEWLY APPOINTED, UM, UM, UH, STEPHANIE, A MEMBER OF THE RPC, MR. ELEY, UH, AS WELL AS SOME OTHER INTERNAL RESOURCES, AS YOU KNOW, MUCH OF A NEEDS ASSESSMENT INVOLVES, UM, DEVELOPING MORE OR LESS A STRATEGIC PROCESS AND PLAN, UH, SURVEYING FOCUS GROUPS, UH, IN INCLUDING GETTING IT.

UH, WE HAD, UM, HAD TEED UP THE, UM, THE IMPACT GROUP.

WHO'S DOING SOME SURVEYS NOW TO SEE IF THERE'S ANY COLLATERAL DATA, UH, AND COMBINED RESOURCE AND INFORMATION FOR EFFICIENCY AND EFFICIENCY PURPOSES, UH, FOR USE OF THE ADMINISTRATION OF THAT PROCESS.

SO WE PRESENTED THAT TO THE, UH, UM, TO THE COMMISSION.

UH, THE COMMISSION HAD A DISCUSSION AND, UM, QUITE FRANKLY, THE INVOLVEMENT OF THE, THE CITY KIND OF APPEARING AS IF THERE WAS A PREDETERMINATION OF HOW THE PROCESS WAS GOING TO GO.

UM, UH, IT SEEMED TO CREATE SOMEWHAT OF A BARRIER AND THE ABILITY TO FEEL AS IF THE COMMISSION'S NEEDS REFLECTING, UM, THEIR REPRESENTATIVES THROUGH THE LENSES OF THEIR EYES, UH, IN THE COMMUNITY WOULD BE OBSTRUCTED.

SO OUT OF RESPECT AND COMPLETE UNDERSTANDING AFTER LISTENING TO THAT CONVERSATION, UH, HAVING MA MANY OF THOSE STATEMENTS, UH, MADE DIRECTED, DIRECTED DIRECTLY TOWARDS ME AS A REPRESENTATIVE AS THE ADMINISTRATIVE, UH, MANAGER OF THE CITY.

UM, I COMPLETELY UNDERSTAND AND APPRECIATE THE DESIRE OF THE COMMISSION TO, TO WORK, UH, INDEPENDENTLY FROM, UH, SOME OF THE ALREADY DECIDED PROCESSES AND RESOURCES BROUGHT TO THE COMMISSION ON BEHALF OF THE CITY.

UH, I FULLY AGREE, AND, UM, AND BELIEVE THAT THE DEFINITION OF THE SCOPE AND THE DEVELOPMENT OF A, UH, STATEMENT OF QUALIFICATIONS FOR FIRMS THAT WOULD BE ABLE TO BE ATTUNED TO THE SPECIAL NEEDS AND TARGETED INTERESTS THAT THE COMMISSION CAN IDENTIFY IS, UH, IS APPROPRIATE, UH, AND IS A, THE RESPONSIBLE WAY TO DO THAT.

SO, UM, I WILL BE BRINGING TO THE NEXT WORK SESSION, A RECOMMENDATION FOR A AUTHORIZATION TO PASS A RESOLUTION TO INITIATE THAT RFQ PROCESS.

UM, THE COMMISSION WILL CONTINUE TO BE HARD AT WORK TO IDENTIFY WHAT THEY WOULD BE LOOKING FOR IN A FIRM AND A RESOURCE TO PROVIDE THAT INFORMATION, UH, AS WELL AS IDENTIFY ANY REQUISITES, UH, OR CRITERIA AND A BASIC DEFINED SCOPE OF WORK.

ONCE THEY ARE ABLE TO COMPLETE THAT, THEN WE WILL PUT THAT INTO THE STANDARD FORMAT AND THEN PUT THAT OUT TO SEE WHAT TYPE OF, UH, FIRMS, UH, RESPOND.

AND THEN THE QUALIFICATIONS OF THOSE FIRMS WOULD THEN BE REVIEWED TO SEEK WHICH ONES WE WOULD WANT TO SEEK PROPOSALS FROM.

SO, UM, THAT PROCESS IS A, IS A BIT DOWN THE ROAD, OBVIOUSLY.

UM, BUT, UH, FOR NOW, ALL THAT WE WILL NEED TO DO IS ENTERTAIN A RESOLUTION TO AUTHORIZE US, TO ENGAGE THAT PROCESS.

AND THAT PROCESS WILL BE HEAVILY WEIGHTED ON THE DEVELOPMENT OF THAT INFORMATION FROM, UH, THE COMMISSION ITSELF.

UH, AS I'VE INDICATED, DAVE, THEY'VE GOT DONE MULTIPLE COMMITTEES AND THEY'VE GOT, UM, ARE ALREADY SOME, SOME, SOME AREAS IN SOME TARGETED PRIORITIES THAT THEY WANT TO MAKE SURE IS INCLUDED IN THAT, UH, AS THEY ARE THE, UH, APPOINTED BOARD TO REPRESENT, UH, THOSE TYPE OF ITEMS IN THE EYES OF THE COMMUNITY AND THE SEGMENTS AND PARTS OF THE COMMUNITY THAT THEY REPRESENT.

SO, UM, WE WANTED TO MAKE SURE TO BRING THAT UPDATE TO YOU THAT, UH, ALTHOUGH THE EXPECTATION WAS TO GET GOING ON SOME OF THOSE OTHER OBJECTIVES, UH, THEY DID INITIATE A MOTION AND THEY ELECTED TO, UH, TO, UH, TO NOT SUPPORT MOVING FORWARD WITH, UM, UH, SOME, SOME LOCALIZED AND ALREADY INTERNAL RESOURCES AVAILABLE, UH, BUT YET GO THROUGH THAT PROCESS.

SO I THINK THAT THAT IS A VERY GOOD IDEA, AND I, UH, I SUPPORT THAT AND WE'LL BE BRINGING THAT RESOLUTION TO YOU TO SUPPORT, TO FOLLOW UP ON THAT.

IN ADDITION TO SOME UPDATES REGARDING THE COMMISSION ITSELF ON THE LINE IS THE CHAIR OF THE COMMISSION, UH, MS. YOLANDA STEVENS.

AND I WOULD THEN TURN IT OVER TO HER IF APPROPRIATE.

HELLO EVERYONE.

THANK YOU, MR. SCHOMER FOR THE INTRODUCTION, I'M YOLANDA STEVENS, IT'S YOUR, OF THE HUBER HEIGHTS CULTURE AND DIVERSITY COMMISSION.

AND I REALLY WANT TO GIVE YOU AN UPDATE ON SOME OF THE THINGS THAT WE'RE DOING.

SO I'M HOPING THAT I CAN SHARE MY SCREEN PRETTY QUICKLY HERE.

ALL RIGHT.

ARE YOU ABLE TO SEE MY SCREEN? YES, MA'AM.

OKAY.

ALRIGHTY.

I REALLY WANT IT TO GIVE YOU AN OVERVIEW OF THINGS THAT ARE HAPPENING THE COMMISSION.

UM, WE'VE BEEN VERY BUSY AS MR. SHOWMAN SHOMER POINTED OUT.

UM, AS YOU'RE AWARE, WE ARE NINE COMMISSION MEN, NINE

[00:15:01]

COMMISSION MEMBERS ON OUR, UM, COMMISSION, BUT I WANT TO POINT OUT THAT WE HAVE FOUR COMMITTEES AND THOSE COMMITTEES WERE DEVELOPED BASED ON SOME FOCAL AREAS THAT WE WANTED TO REALLY, UM, FOCUS OUR INTENT ON THOSE FOUR AREAS ARE OUTREACH, ADVOCACY, EDUCATION, AND REFORM.

AND THESE ARE THE MEMBERS OF THOSE SPECIFIC COMMITTEES IN THE CHAIR, THE CHAIRS OF THOSE COMMITTEES AS WELL.

I WANT TO GIVE YOU AN UPDATE ON SOME OF THE THINGS THAT THOSE COMMITTEES ARE WORKING ON.

SO FIRST LET ME, UM, OUTLINE THE OUTREACH COMMITTEE.

THE PURPOSE OF THE OUTREACH COMMITTEE IS REALLY TO CHAMPION FOR CULTURE AND DIVERSITY INITIATIVES THROUGHOUT THE COMMUNITY, IN THE, BRING THE CITIZEN OF FEWER HEIGHTS TOGETHER IN CELEBRATION, TO BE ABLE TO CELEBRATE DIFFERENCES, TO PROMOTE INCLUSION, TO PROMOTE DIVERSITY AND APPRECIATION OF DIFFERENT RACES AND CULTURES.

UM, SO WE REALLY WANT TO CONNECT WITH THE COMMUNITY.

WE WANT TO MAKE SURE THAT EVERYONE IS ABLE TO CONNECT REGARDLESS OF THEIR RACE OR THEIR CULTURE IN THAT EVERYONE FEELS INCLUDED.

SO YOU'LL SEE THE OUTREACH COMMUNITY DOING A LOT OF ACTIVITY BASED THINGS.

SO THE FIRST THING THAT THEY'RE FOCUSED ON, UM, FOR THIS MONTH ACTUALLY IS THE MLK UNITY WALK.

AND THAT'S GOING TO BE JANUARY 18TH FROM 10 TO 11:30 AM, UM, FROM THE MARION PLAZA TO THE LIBRARY.

AND I HEARD A COUPLE OF DIFFERENT NAMES FOR THAT PLAZA.

SO WE NEED TO, UM, I NEED TO DETERMINE THE EXACT, I GUESS, NEW NAME, WHERE THE STAY IN PLAY IS OF WHAT THAT, UM, IS CALLED.

YEAH, WE'RE GOING TO BE DOING A BLACK HISTORY MONTH ESSAY CONTEST FOR MIDDLE SCHOOL STUDENTS.

AND THAT WILL BE DURING BLACK HISTORY MONTH IN FEBRUARY.

AND, UM, REALLY EXCITING IS THE HUBER HEIGHTS CULTURAL FESTIVAL, WHICH WILL BE HELD JUNE THE 12TH FROM TWO TO 6:00 PM.

SO THAT WILL ALLOW AN OPPORTUNITY FOR OUR COMMUNITY TO COME TOGETHER AND CELEBRATE OUR DIFFERENCES, TO CELEBRATE CULTURAL DIFFERENCES, RACE, AND REALLY, UM, CREATE AN INCLUSIVE ENVIRONMENT.

OUR ADVOCACY COMMITTEE, THEIR GOAL IS TO ADVOCATE FOR, AND SUPPORT DISENFRANCHISE RACE AND CULTURAL GROUPS, AND TO MAKE RECOMMENDATIONS ON BEHALF OF THESE GROUPS.

UH, WE HAD IN OCTOBER A UNITY, UM, UH, UNITY SUPPORT FOR THE FOOD BAZAAR BECAUSE THEY HAD QUITE A FEW ISSUES THERE.

SO WE CAME TOGETHER AND UNITY THAT WAS UNDER OUR ADVOCACY COMMITTEE.

UM, ADVOCACY COMMITTEE IS WORKING ON DEVELOPING A PROCESS FOR CITIZENS TO BE ABLE TO SHARE THE CONCERNS TO SHARE IF THEY FEEL LIKE THEY'VE BEEN DISCRIMINATED AGAINST IN ANY WAY, OR THEY'VE BEEN TREATED IN AN INEQUITABLE WAY.

SO THAT COMMITTEE IS REALLY FOCUSED ON, UH, DEVELOPING A PROCESS.

SO CITIZENS CAN BE ABLE TO DO THAT.

AND WE WANT TO BE ABLE TO HAVE AN OUTLET ON THE WEBSITE ON THE CITY WEBSITE FOR CITIZENS TO BE ABLE TO LODGE THOSE CONCERNS AS WELL AS GIVE ANY KUDOS TO THE CITY IN TERMS OF DIVERSITY AND INCLUSION, OUR EDUCATION COMMITTEE, THEIR GOAL IS TO EDUCATE CITIZENS ON ISSUES OF DIVERSITY, EQUITY, INCLUSION, AND RACISM.

AND SOME, SOME OF THE THINGS THAT THEY'RE WORKING ON IS ACTUALLY IMPLEMENTING A TRAINING AND EDUCATION, ONLINE RESOURCE AND DATABASE OF INFORMATION THAT WILL BE ACCESSIBLE TO ALL OF OUR COMMUNITY.

AND EVEN THOSE OUTSIDE OF OUR COMMUNITY, THE VISION IS TO HAVE A WEB BASED RESOURCE, A LINE TO THE CITY PAGE, UM, WHICH ALSO ALIGNS TO THE COMMISSIONS PAGE, BUT HAVING AN ONLINE REPOSITORY OF INFORMATION THAT WE'LL INCLUDE LINKS TO BOOKS, IDEAS FOR BOOKS, ARTICLES, DIFFERENT WEBSITES THAT FOCUS ON CULTURE, DIVERSITY AND INCLUSION.

SO THAT WEBPAGE WOULD BE A RESOURCE AND REPOSITORY OF INFORMATION THAT ANY OF OUR CITIZENS AND EVEN THOSE OUTSIDE OF OUR CITY CAN GO TO, TO FIND INFORMATION.

THEY WILL ALSO BE CONDUCTING QUARTERLY EDUCATION FORUMS. SO A FORUM EVERY QUARTER, THOSE WILL FOCUS ON RACIAL SENSITIVITY, HOW COVID 19 AFFECTS PEOPLE OF COLOR ECONOMIC DEVELOPMENT FOR MINORITY OWNED BUSINESSES AND RACISM AS A PUBLIC HEALTH CRISIS.

SO THOSE ARE THE FOUR AREAS THAT THERE'LL BE FOCUSED ON THIS YEAR.

AND DEPENDING ON HOW COVID IS, UM, THESE EDUCATIONAL FORUMS CAN TAKE PLACE IN AN ONLINE ZOOM FORMAT, OR HOPEFULLY WE'LL GET TO A POINT WHERE WE CAN HAVE SOME OF THESE WORKSHOPS FACE-TO-FACE AND OFFER THOSE IN THE COMMITTEE.

AND

[00:20:01]

LASTLY, REFORM THEIR GOAL IS TO IDENTIFY, PROMOTE AND RECOMMEND POLICY CHANGES TO THE CITY THAT SUPPORT EQUITY AND FAIR TREATMENT OF ALL CITIZENS, REGARDLESS OF RACE, COLOR, OR CULTURE AND REFORM IS WORKING RIGHT NOW CLOSELY WITH, UM, THE CITY MANAGER, MR SCHOMER, AND WITH CHIEF LEITNER.

ALSO, THEY WILL BE MEETING WITH THEM OVER THE NEXT COUPLE OF WEEKS, UM, TO LOOK AT THE POLICE DEPARTMENT AND SOME OF THE POLICIES THAT THEY HAVE IN PLACE, UM, AND MAYBE SOME AREAS OF IMPROVEMENT AS WELL.

SO THAT IS A FOCAL AREA FOR REFORM.

THE ITEMS THAT WE'RE WORKING ON AS MR SCHIRMER MENTIONED IS THE NEEDS ASSESSMENT.

SO WE'LL BE SEEKING A R F A Q FOR THAT, SO THAT WE CAN SELECT THE MOST QUALIFIED CONSULTANT TO MAKE SURE THAT WE GET THE BEST DATA, THE MOST ACCURATE DATA THAT WE POSSIBLY CAN SO THAT WE CAN REALLY, UM, FOCUS IN ON KEY AREAS IN TERMS OF WHAT OUR CITIZENS NEED, ESPECIALLY OUR MINORITY CITIZENS.

UM, WE WANT TO BE ABLE TO HEAR FROM THEM TO HEAR WHAT SOME OF THE ISSUES, SOME OF THE CONCERNS ARE, SOME OF THE GREAT THINGS THAT ARE HAPPENING THAT WE NEED TO CONTINUE TO DO AS WELL.

AND THEN LASTLY, THE PROCLAMATION, UM, IN RESOLUTION, WHICH WE'RE WORKING ON WITH THE CITY.

SO OUR COMMISSION REALLY IS, I SAID, WE'RE LIKE A FOCUS GROUP IN ITSELF BECAUSE WE HAVE A COMPLETELY DIFFERENT LENS.

OUR COMMISSION IS VERY DIVERSE, UM, NOT JUST IN RACE AND CULTURE, BUT IN AGE, WE'RE PRETTY DIVERSE.

WE HAVE SINGLE PARENTS, SO WE HAVE, UM, A PRETTY DIVERSE COMMISSION.

AND SO I LIKE TO THINK OF US AS, AS THAT.

WELL, WE ARE THAT ADVISORY COMMITTEE TO CITY COUNCIL, BUT BECAUSE WE ALL COME FROM DIFFERENT BACKGROUNDS, WE HAVE A DIFFERENT LENS, UM, IN A DIFFERENT FOCUS, DIFFERENT WAY.

WE HAVE DIFFERENT BACKGROUNDS THAT WE COME FROM.

SO WE THINK ABOUT THINGS DIFFERENTLY AS MR. SCHOMER MENTIONED, UM, IN OUR DISCUSSION ABOUT THE NEEDS ASSESSMENT, THAT DEPENDING ON WHAT LENS YOU WALK FROM, YOU MADE, THERE MAY BE SOME THINGS THAT YOU MISS.

SO I APPRECIATE THAT CITY COUNCIL AND THE CITY, UM, WAS REALLY LISTENING TO THE COMMISSION, UH, BECAUSE WE HAVE A LOT OF DIFFERENT EXPERIENCES THAT THE CITY CAN LEVERAGE.

UM, SO I THINK THAT THIS IS A GREAT OPPORTUNITY FOR THE, FOR THE CITY AND FOR US TO, TO REALLY SHARE HOW INCLUSIVE WE REALLY ARE.

SO ARE THERE ANY QUESTIONS, FIRST OF ALL, I JUST WANT TO, UH, TO THANK YOU FOR, UH, COMING TO OUR MEETING AND BEING PART OF IT AND GIVING US THAT, UH, THAT UPDATE.

WE CERTAINLY APPRECIATE IT.

UH, AND YES, I'M, I'M SEEING THERE ARE SOME, UH, COUNCIL MEMBERS WHO HAVE THEIR HANDS UP.

SO, UH, IN THIS ORDER THAT I SAW THEM RAISED, WE'LL GO TO MRS. BERGE AND THEN TO MR. LYONS AND THEN TO MR. OTTO, MRS. BIRCH.

YES.

UH, YOLANDA, I APPRECIATE THE EFFORTS OF YOUR GROUP.

UH, YOU'VE, YOU'RE MAKING GREAT PROGRESS THERE.

UM, I DO HAVE A QUESTION FOR YOU ON THE EVENTS THAT YOU HAVE PLANNED FOR THE YEAR, UH, BECAUSE WE HAVE SUCH A DIVERSE COMMUNITY, UH, WHICH INVOLVES, UH, LATINOS, JEWISH, MUSLIM, ISLAMICS LGBT.

UM, ARE YOU NOT PLANNING ANY, UH, UH, COMMUNITY EVENTS FOR ANY OF THOSE OR HAVE YOU CONSIDERED IT? UM, WE HAVE OUR CULTURAL FAIR, WHICH IS IT, UM, DIFFERENT CULTURES OF VARIETY OF CULTURES ARE, AND THAT GOES KIND OF BACK TO OUR LEGISLATION, WHICH WE ARE REVIEWING RIGHT NOW, UM, BECAUSE OUR LEGISLATION POINTS SPECIFICALLY, UM, DIVERSITY AND POINTS OUT, I THINK, UH, RACISM, INEQUALITY, AND IT'S NOT NECESSARILY FOCUSED ON LGBTQ ISSUES AS THE LEGISLATION IS WRITTEN.

SO THAT IS SOMETHING THAT WE'RE GOING BACK TO REVIEW NOW, HOW WE PROCEED WITH THAT.

UM, BECAUSE THE, THE WAY THE COMMISSION REALLY CAME OUT OF THE ISSUE OF THE GEORGE INCIDENT, UM, WHICH WAS REALLY FOCUSED ON, UH, RACIAL DISPARITY AND RACIAL TENSIONS, WHICH IS WHY THE COMMISSION WAS REALLY FOCUSED ON THOSE CULTURE AND RACE DIFFERENCES.

OKAY.

WELL, AS ONE COUNCIL MEMBER, I THOUGHT WHEN WE TALK CULTURE AND DIVERSITY, THAT IT INCLUDE ALL GROUPS, NOT JUST, UM, THE SITUATION WENT, GEORGE FLOYD, WHICH DEFINITELY NEEDS TO BE A BIG PART OF IT, BUT WE'RE TALKING ABOUT DIVERSITY WITHIN THE COMMUNITY.

SO YOU HAVE TO LOOK AT ALL OF THE COMPLETE DIVERSITY, NOT JUST A SPECIFIC

[00:25:01]

GROUP OF PEOPLE OF COLOR OR WHATEVER WE NEED TO, UH, AND LIKE I SAID, YOU HAVE, YOU HAVE A MEMBER ON YOUR BOARD, WHO'S LATINO, OR, UH, AN, UH, I'M KIND OF SURPRISED WE DON'T HAVE A CINCO DE MAYO OR, OR SOMETHING LIKE THAT ON THERE.

SO, I MEAN, I'M JUST ASKING A QUESTION.

SO THANK YOU, MR. LYONS.

UH, THANK YOU, MAYOR YOLANDA.

THAT WAS AN EXCELLENT PRESENTATION.

THANK YOU SO MUCH.

UH, I DON'T HAVE ANY QUESTIONS, JUST A COMMENT.

I'VE HAD A CHANCE TO OBSERVE, UH, SOME OF THE MEETINGS IN THE SUBCOMMITTEE MEETINGS, AND HOPEFULLY I'LL BE ABLE TO OBSERVE MORE IN THE FUTURE.

ONCE I GET MY TECHNOLOGICAL ISSUES RESOLVED, UH, BY, UH, THE S THE COMMITTEES JUST STOOD UP AND ALREADY YOU HAVE AN AMBITIOUS SCHEDULE, AND I KNOW EVERYONE'S WORKING HARD, SO THANK YOU AND THANK EVERYONE FOR THEIR VOLUNTEER AND HELPING US WITH US.

THANK YOU.

THANK YOU, MR. OTTO.

YES.

THANK YOU VERY MUCH.

UH, THIS, ISN'T A QUESTION FOR YOU, UH, YOUR HONOR.

I DO APPRECIATE EVERYTHING YOU GUYS ARE DOING, AND, UH, WE'LL CONTINUE TO BE A PART OF THAT AS MUCH AS I CAN, BUT, UH, THIS FOR MR. SCHUMER, UH, ROB, YOU MENTIONED THAT, UH, WE HAD HAD A DISCUSSION PRIOR CONCERNING THIS ANALYSIS, AND I DON'T REALLY RECALL IT TOO MUCH UNLESS IT WAS PRETTY HIGH LEVEL.

COULD YOU DIRECT ME KIND OF TOWARDS THAT TIMEFRAME? SO I CAN REVIEW THAT.

I'D HAVE TO LOOK AT IT.

IT WAS A WORK SESSION.

IT WAS, UM, UM, THE TITLE OF IT WAS A NEEDS ASSESSMENT.

UM, I FORGET WHEN WE DID THAT, PROBABLY AROUND MAYBE LATE OCTOBER ISH.

MAYBE I REMEMBER CORRECTLY.

YEAH.

I'D SAY IT WAS EITHER THEN, OR IT MIGHT'VE BEEN, UH, MAYBE THE FIRST MEETING OF NOVEMBER, BECAUSE WE DIDN'T HAVE, YOU KNOW, BECAUSE OF THE THANKSGIVING WEEK AND ALL THAT.

I DON'T THINK IT WOULD HAVE BEEN IN DECEMBER.

SO I'M GOING TO SAY EARLY NOVEMBER.

IT WASN'T DECEMBER.

YEAH.

IT WAS TITLED NEEDS ASSESSMENT ON THE WORK SESSION AGENDA.

OKAY.

THANK YOU VERY MUCH.

DID YOU HAVE ANY THE QUESTION COUNCIL WORK SESSION? OKAY.

ANY OTHER QUESTIONS, COMMENTS FOR MS. STEVENS OR MISUSES YOU HAVE SOMETHING ELSE FOR US TO SEE? OH, I DO HAVE ONE OTHER THING.

UM, IN TERMS OF, UH, MS. BERGE MENTIONED THE CINCO DE MAYO, SO THAT THOSE EVENTS FALL UNDER OUR OUTREACH COMMITTEE AND WHAT WE HAVE UNDER THE OUTREACH COMMITTEE RIGHT NOW.

UM, IT'S JUST WHAT THEY HAVE PLANNED OVER THE NEXT FEW MONTHS, BUT I KNOW THAT THE OUTREACH COMMITTEE WILL BE LOOKING AT ADDITIONAL ITEMS AS WELL, ADDITIONAL, UM, GROUPS, CULTURE GROUPS, MS. BIRCH, I SEE YOUR HAND UP AGAIN.

DID YOU HAVE ANOTHER RESPONSE OR YOU'RE ON MUTE? LOOKS LIKE YES.

UM, ALSO THE PAN-AMERICAN GROUP.

UM, I DON'T KNOW WITH ME OF BEING ON THE COMMITTEE, IF YOU, IF SHE HAD ANY RECOMMENDATIONS FOR, UH, SOME ACTIVITIES, INCLUDING, UM, THEM OUTSIDE OF JUST THE CULTURAL, UH, HERITAGE FESTIVALS.

OKAY.

I HAVE, SO I THINK A GOOD RESOURCE FOR ADDITIONAL INFORMATION TOO, IS OUR COMMITTEE MEETINGS ARE ALL PUBLIC MEETINGS AS WELL, AND WE HAVE ALL OF OUR MINUTES.

SO ANYTHING THAT THEY'VE DISCUSSED WILL BE IN THOSE MEETINGS IN TERMS OF, OF A DEEPER LEVEL.

UM, SO THAT'S JUST FYI.

OKAY.

WELL, PERSONALLY, I WOULD HOPE THAT AS YOU'RE REVIEWING YOUR CHARTER, THAT, UM, THAT WE DO INCLUDE ALL ETHNIC GROUPS WITHIN THE CITY AND THAT IT NOT BE JUST, UM, JUST RESERVED TO DEALING WITH ISSUES SIMILAR ARE ASSOCIATED WITH, UM, GEORGE FLOYD AND, AND, UH, TRYING TO, UH, RECTIFY THOSE HORRIBLE SITUATIONS.

BUT, UM, BECAUSE IF WE'RE GOING TO HEAL A PROBLEM IN THE CITY, IT HAS TO GO ACROSS THE BOARD, NOT JUST ADDRESS ONE PARTICULAR SEGMENT IN THE CITY.

SO, UH, THERE ARE PROBLEMS ASSOCIATED WITH ALL KINDS OF, UH, WITH ALL, UM, DISENFRANCHISED GROUPS, I GUESS I COULD CALL THEM.

SO I HOPE THAT THE, UH, COMMISSION WOULD BE SUSCEPTIBLE TO INCLUDING ALL GROUPS IT'S, YOU KNOW, IN THE FUTURE.

ABSOLUTELY.

THAT'S WHY WE HAVE OUR, OUR

[00:30:01]

CULTURE FAIR COMING UP AS WELL.

SO THAT WILL BE VERY INCLUSIVE.

I THINK THAT WE'VE REALLY, WE'VE REALLY FOCUSED.

UM, WE FOCUSED A LOT ON RACE BECAUSE THAT IS, UM, A VERY, VERY PERTINENT ISSUE.

NOT THAT OTHER THINGS ARE NOT RIGHT NOW, BUT IT'S THE THING THAT'S IN THE FOREFRONT OF SOCIETY RIGHT NOW.

UM, AND WE DON'T WANT A REPEATED INCIDENT OF ANYTHING LIKE THE GEORGE VOID OR THE OTHER CIRCUMSTANCES THAT HAVE JUST HAPPENED OVER THE PAST MONTH, YOU KNOW, IN OTHER CITIES AROUND US.

UM, THOSE HAVE BEEN ISSUES WHERE PEOPLE HAVE LOST LIVES.

AND SO THAT IS VERY MUCH A PRIORITY OF THE COMMISSION.

I DO WANT TO POINT THAT OUT.

OH, I APPRECIATE THAT VERY MUCH.

AND YOU'RE ABSOLUTELY RIGHT.

IT IS ONGOING AND IT'S GOING TO TAKE A WHILE TO, TO CHANGE THAT.

BUT I THINK THAT THE COMMITTEE IS PROBABLY BIG ENOUGH TO WORK MULTIPLE ISSUES, WHICH YOU HAVE BEEN DOING.

SO, YEAH, WE'RE HOPING FOR A LOT OF, UH, VOLUNTEERS FROM OUR COMMUNITY AND YOU ALL ARE WELCOMED AS WELL.

HEY, SO THANK YOU VERY MUCH.

IS THERE ANY OTHER QUESTIONS OR COMMENTS FOR MS. STEPHENS? OKAY.

THANK YOU AGAIN.
