YOU KNOW, WHETHER IT BE THE FIRE DEPARTMENT, WHETHER IT BE, UM, HEALTH AND SERVICES.

WELL, YOU KNOW, ALL THE DIFFERENT, AGAIN, THE DIFFERENT, THE VARIOUS DEPARTMENTS WITHIN THE CITY.

YOU KNOW, MAKING SURE WE, WE LOOK AT THOSE PRACTICES, LOOK AT THOSE POLICIES, UM, TO SEE WHERE, UH, CHANGES MAY BE MADE.

YOU KNOW, ARE WE, YOU KNOW, WHAT I'M SAYING IS THE, YOU KNOW, THE POLICE DEPARTMENT OR THE FIRE DEPARTMENT OR WHOEVER ARE THEY, YOU KNOW, INFORMED ENOUGH TO KNOW HOW TO DEAL WITH SOMEBODY THAT'S IN A CRISIS BECAUSE THEY'RE GONNA BEHAVE A LOT DIFFERENTLY THAN A, I DON'T WANT TO SAY A REGULAR PERSON CAUSE THEY'RE REGULAR PEOPLE TOO.

BUT IF THEY'RE HAVING A MENTAL HEALTH CRISIS, THEY'RE GOING TO REACT DIFFERENT TO SITUATIONS.

IT WOULD BE ALSO PROBABLY LOOKING INTO, I THINK, ARE WE PROVIDING, OR ARE THEY TRAINED IN THE DEESCALATION TECHNIQUES THAT SOMEBODY THAT IS WORKING DAY TO DAY IN THOSE TYPES OF ENVIRONMENTS, YOU KNOW, THEY'RE SPECIFICALLY TRAINED TO DEAL IN THOSE, THOSE AREAS, LIKE, AND ALL, YOU KNOW, FIRST RESPONDERS IN ANY WAY, CAPACITY SHOULD BE EITHER TRAINED IN THAT, OR THERE SHOULD BE PROVIDED IN SOME OTHER CAPACITY.

YOU KNOW, IF YOU'RE NOT GONNA TRAIN YOUR OFFICERS IN YOUR FIRE DEPARTMENT, IN DEESCALATION TECHNIQUES, ARE YOU GOING TO PROVIDE THE STRANGE SOCIAL WORKER TO RESPOND IN THOSE SCENARIOS? YOU KNOW, VERSUS, YOU KNOW, THE HORRIFIC VERSION OF EVENTS WAS THE ONE WITH A SOCIAL WORKER WAS TRYING TO DEESCALATE WITH THE, THE PERSON THAT HAD AUTISM AND THEY SHOT THE SOCIAL WORKER WHILE HE WAS LAYING ON THE GROUND WITH HIS HANDS UP SAYING, DON'T SHOOT ME.

THEY SHOT THE SOCIAL WORKER, THE POLICE THAT WERE RESPONDING TO THE, YOU KNOW, ISSUE.

SO, SO YEAH, SO THOSE, THOSE SPECIFIC, I GUESS, YOU KNOW, EXAMPLES OR EVEN POTENTIAL RECOMMENDATIONS, THEY ALL FALL ON A POLICE REFORM, RIGHT.

SO THOSE ARE, WE WANT TO LOOK AT, YOU KNOW, IDEAS, UH, THINGS WE WANT TO CONSIDER AS A PART OF POLICE REFORM.

YOU KNOW, WE TALK ABOUT, I JUST WANT TO SAY, I GUESS MY QUESTION IS, ARE THERE ANY OTHER TYPES OF REFORM THAT WE WANT TO, AS WE LOOK AT THIS FROM A DIVERSITY AND INCLUSION FROM A DIVERSITY AND INCLUSION PERSPECTIVE AND FAIR TREATMENT, OR WHAT HAVE YOU, ARE THERE, UH, OTHER AREAS, UM, THAT NEED THAT NEED ADDRESSING, RIGHT.

MAYBE WE DON'T KNOW THAT RIGHT NOW, MAYBE THAT'S WHAT WE DO THIS, THAT NEEDS ASSESSMENT, MAYBE THAT HELPS WITH THAT.

BUT, YOU KNOW, I'M JUST, JUST TRYING TO, YOU KNOW, DETERMINE IF THERE'S JUST AT A, AT A HIGH LEVEL, WHERE DO WE BELIEVE IN THE CITY OF CUPRA HEIGHTS? UM, YOU KNOW, WHERE DO WE THINK REFORM NEEDS TO TAKE PLACE, OR AT LEAST AREAS WE NEED TO LOOK AT? I THINK, YOU KNOW, I, I DON'T HAVE A, A TON OF LENS TO ADD OVER LIKE, YOU KNOW, POLICING AND IT, CAUSE I HAVEN'T HAD THAT MUCH INTERACTION HERE TO KNOW, YOU KNOW, KIND OF HOW IT GOES.

I THINK A LOT OF THAT WILL BE WITH THE NEEDS ASSESSMENT.

I MEAN, EVERY PLACE NEEDS REFORM.

I THINK WE, ESPECIALLY WITH WHAT CAME OUT OF THAT CHAMBER OF COMMERCE, A STATEMENT THAT WAS MADE, UM, AT THE BLACK LIVES MATTER PROTEST PRIOR TO THAT OF LIKE HOW TO REACT AND ALTHOUGH THE CITY BACKED IT UP, I THINK WE NEED TO MAYBE JUST ENSURE FAIR BUSINESS PRACTICES OVERALL OVER BUSINESS OWNERS IN HUBER HEIGHTS.

YOU KNOW, WE HAVE A LOT OF DIVERSITY AND A LOT OF DIVERSITY IN THE BUSINESS OWNERS, BUT THERE SEEMS, YOU KNOW, WE JUST SHOULD BE LOOKING INTO ENSURE THAT ALL BUSINESSES ARE OPERATED FAIRLY AND THERE'S NO, YOU KNOW, HOW DO THE CITIZENS REALLY FEEL ABOUT ALL OF THE BUSINESSES HERE AND HOW THEY'RE WRONG? ARE THEY FAIR? ARE THEY TREATED THE SAME WAY? SO WHEN I THINK OF OBJECTIVES AND I HAVE A COUPLE

OF, I GUESS, AREAS THAT COULD BE OF USE TO LOOK ON TUNE, WHICH THINK INCLUDES THE, THE, THE LAW ENFORCEMENT COMMUNITY, BUT JUST THE GENERAL ADMINISTRATION OF HUBER HEIGHTS.

SO FOR, FOR ME, WHEN I THINK OF OBJECTIVES, I THINK THE OBJECTIVE, WELL, ONE OF THE OBJECTIVES THAT I WOULD LIKE TO SEE US TO SEE IT'S TO DETERMINE IF THERE'S EVIDENCE OF BIAS WITHIN THE ADMINISTRATION OF HUBER HEIGHTS, THAT THAT WOULD INCLUDE ONLY THE POLICE DEPARTMENT THAT WOULD INCLUDE, UH, YOU KNOW, UH, UH, THE DEPARTMENT OF, UH, THE FIRE DEPARTMENT OR HOWEVER, THE PRACTICES WITHIN, UH, THE PUBLIC ADMINISTRATION ITSELF.

UM, SO WHEN I THINK OBJECTIVES, I THINK OF SOMETHING THAT WE CAN USE AN UMBRELLA EFFECT TO FOCUS ON AND THEN KIND OF USE THE COMMUNITY TO, TO PING, TO UNDERSTAND WHAT'S GOING ON.

SO I WOULD CATEGORIZE THAT AS THE FRUSTRATION OF HUBER HEIGHTS, AND THAT WOULD BE AN AREA THAT I, I, I LISTED AS AN AREA TO LOOK INTO, BUT ALSO HOUSING, UH, UH, PINGING, UM, UH, THE COMMUNITY, AGAIN, TRYING TO FIGURE OUT IF THERE ARE ANY ISSUES WITHIN, YOU KNOW, THE HOUSING PROCESS.

UH, AND AGAIN, THESE ARE WHERE YOU MAY NOT EXPERIENCE THESE ISSUES, BUT IN ORDER TO FIGURE OUT IF THERE ARE ANY OBJECTIVES OR ANY SPECIFIC PROGRAMS OR REFORMS FOR US TO TACKLE PING IN THE COMMUNITY, THOSE THAT ARE EXPERIENCING ISSUES, UH, I, I THINK THAT WOULD BE ANOTHER CATEGORY.

UM, AND THEN MOST IMPORTANTLY NOW VOTING, I KNOW WITH COVID A LOT OF THE, UH, DIFFERENT, UH, PROCESSES THAT WE'RE GOING THROUGH RIGHT NOW, BUT EDUCATING THE YOUTH, UM, LOOKED INTO, UH, THE PAST COUPLE OF, UH, VOTING, UM, UH, TERMS, THE AVERAGE AGE FOR VOTING IN HUBER HEIGHTS WAS 38 39, UH, SORRY, 42 TO 45 AVERAGE AGE WAS ANYWHERE BETWEEN 35 TO 36.

UM, I THINK AS WE'RE GOING INTO, YOU KNOW, AFFORD ELECTIONS, MAYBE TO TRY AND FIGURE OUT SOME PRO, MAYBE SEEING IF THERE'S ANY AREAS THAT WE COULD APPROVE FOR OUR COMMUNITY TO UNDERSTAND THE VOTING PROCESS AND UNDERSTANDING THE VOTING CONCEPTS, BUT AGAIN, SOMETHING THAT WE CAN ASK COMMUNITY TO, TO LOOK INTO AND OF COURSE, CIVIL RIGHTS AND KNOW YOUR RIGHTS, UM, IS IT EASY FOR OUR CITIZENS TO, UH, YOU KNOW, REACH OUT TO THE HUBER HEIGHTS ADMINISTRATION TO UNDERSTAND THE PROCESS, TO MAKE COMPLAINTS? IS IT EASY? IS IT PAINFUL? AND I FOUND THAT THOSE BREED RESTRICTIONS WERE DISCRIMINATORY AT BEST WHEN WE'RE PICKING AND CHOOSING OUR VICIOUS BREEDS.

UM, AND I FOUND THAT, YOU KNOW, WHEN YOU'RE ALREADY DEALING WITH THE TOUGH RENTAL MARKET AND THEN YOU ADD MORE STIPULATIONS AND THINGS ON, ARE WE FURTHER EXCLUDING THAT, THAT DEMOGRAPHIC THAT WOULD BE NORMALLY RENTING WITH SAID ANIMALS? IT'S IT DISCRIMINATORY AT BEST? I FOUND, YOU KNOW, AND I HAVE TWO DOGS AND I WAS LIKE, UH, OKAY.

UM, AND ONE OTHER THING I WANTED TO SAY WHEN WE WERE TALKING ABOUT THE RIDE ALONGS AND GROWING RELATIONSHIPS.

ONE OTHER THING THAT RHONDA AND I HAD DONE WAS, UM, STAKEHOLDERS WHO ARE THE STAKEHOLDERS IN THE COMMUNITY THAT ARE GOING TO BE WITH US ON REFORM, WHO IS GOING TO STAND BY US WHEN IT COMES TO TAKING THIS TO THEIR LARGER COMMUNITY.

AND IT'S NOT THE FOUR OF US, YOU KNOW, WE HAVE GOT OF WITH ADVOCACY AND IS ONE OF OUR GOALS IS THE EDUCATION SYSTEM AND HELPING PUBLIC EDUCATION SCHOOLS BECAUSE THEY'VE BECOME LIKE A SECONDARY SOCIAL SERVICE, YOU KNOW, WAS THE BOARD OF EDUCATION.

YOU KNOW, TEACHERS WHO ARE THE STAKEHOLDERS IN OUR COMMUNITY, THE NAACP, YOU KNOW, UM, BUSINESS OWNERS AND THINGS THAT ARE GOING TO BE WITH US WHEN WE'RE GROWING THESE RELATIONSHIPS.

SO IT'S JUST SOMETHING ELSE TO THINK OF IS, YOU KNOW, MAYBE JUST DEFINING SOME GOALS AND OBJECTIVE AND OUR STAKEHOLDERS, UM, THAT'LL ASSIST US WITH THIS, WHICH WOULD BE THE POLICE AND MAYBE POLICE, CHIEF FIRE CHIEFS, YOU KNOW, PEOPLE LIKE THAT.

THEN WE COULD THINK ABOUT DOING SOME, MAYBE SOME TARGETED RECRUITING, IF IT'S SO DIFFICULT, YOU KNOW, TO RECRUIT THERE'S THERE'S WAYS THAT WAS TRIED ANY OF THAT DOWN.

SO THAT WAS, THAT WAS, THAT WAS, I THINK WE, I THINK IT'S IMPORTANT THAT WE, UH, THAT WE IDENTIFY THE STAKEHOLDERS, RIGHT.

BECAUSE WE NEED TO ENSURE THAT, UM, WE HAVE THEIR BUY-IN RIGHT AND HAVE THEIR SUPPORT.

UM, CAUSE THAT'S THE ONLY WAY THIS THING IS GOING TO THE ONLY WAY WE'RE GOING TO BE SUCCESSFUL.

RIGHT.

IT'S GETTING EVERYONE, ALL THE KEY PEOPLE ON BOARD AND UM, YOU KNOW, READY TO MOVE IN THE RIGHT DIRECTION TO, TO MAKE THE APPROPRIATE, POSITIVE CHANGES THAT WE THINK WE, WE NEED HERE.

SO, UM, SO YEAH, SO BACK TO YOU, THEY'RE LIKE, YEAH, I LIKE THE IDEA.

I THINK YOU'RE RIGHT.

YOU DO NEED TO PRIORITIZE.

I THINK, YOU KNOW, AND THIS WAS ONE THAT WE WANTED TO AT LEAST IDENTIFY KIND OF THE SCOPE KIND OF THE AREAS WE WANT TO FOCUS IN ON, BUT WHEN IT COMES, BUT WHEN IT COMES TO THE ACTUAL EXECUTION, YOU'RE RIGHT.

WE NEED TO PROJECT AS, HEY, THIS IS THE AREA THAT WE'RE GOING TO FOCUS ON FOCUSING ON.

I'D LIKE TO FOCUS IN, ON POLICE REFORM BECAUSE IT'S THE HOT TOPIC, RIGHT.
