UH, SO THAT PROJECT THEY'RE DOING SOME CLEANUP AND SOME FINAL GRADING ON THE SIDE OF THE ROADWAY.

UM, AND, UH, AND THAT SHOULD, SHOULD, SHOULD BE UP IN UP AND GOING.

UH, ALSO WE ARE STILL AWAITING FINAL WORK DONE AT THE BRUTE PIKE AND CHAMBERSBURG GROUP MASTER ARM INSTALLATION, UH, AT MY LAST CHECK, WHEN WE'RE STILL AWAITING CONNECTION OF POWER FROM D P AND L, THEY WERE BACKLOG TO DO TO AND SERVICE FIXES DUE TO THE WIND DAMAGE, UH, FROM A FEW WEEKS BACK.

UH, AND ON TOP OF THAT, WE ARE, UM, ARE HOPING TO ANNOUNCE, UH, TOMORROW AN EVENT, UH, FOR VIRTUAL CHRISTMAS TREE LIGHTING, UH, CITY HALL HAS HAD LIGHTS AND STOWED EICHELBERGER, AND THE CHRISTMAS TREE UP AND I CAN PROGRESS LIGHTS INSTALLED AND, UM, UH, GOD WILLING WITH ALL THIS TECHNOLOGY, WE'LL BE ABLE TO PROVIDE THAT LIVE STREAM AT LEAST A QUICK PLAYBACK OF A RECORDED EVENT, UH, FOR THE COMMUNITY ON, UH, ON SATURDAY.

UM, REACHED OUT, UH, YESTERDAY AND HAD AN IDEA, UM, AND TALKING, UM, ABOUT INCORPORATING A TOUR OF HUBER HEIGHTS FROM SANTA CLAUS.

SO WE WILL ALSO BE ANNOUNCING A SCHEDULED TOUR OF LOCATIONS WITHIN THE COMMUNITY THAT, UH, PARENTS CAN BRING THEIR KIDS OUT TO AT LEAST HAVE A CLOSE ENCOUNTER WITH SANTA CLAUS, UM, AND BE ABLE TO SEE HIM AND IN GREET HIM, UH, IN A KIND OF A DRIVE-THRU PARKING LOT TYPE OF APPROACH AT SEVERAL LOCATIONS.

AND THEN, UH, ALL THE KIDS WILL BE ENCOURAGED TO RUN BACK HOME, UH, HOPEFULLY.

AND, UM, WE'LL HAVE THE BLIND STREAM UP AND GOING AT THAT TIME

UM, IT WAS, UM, UH, I THINK A GREAT COMPLIMENT TO THE, UH, TO THE EVENT AND MAKING USE OF THE OPPORTUNITIES THAT WE HAVE, UH, UNDER THE RESTRICTIONS THAT WE HAVE, BUT STILL BRING, UH, THE, THE, THE, UH, THE TRADITIONAL HOLIDAY SPIRIT AND SOME MORE MODERN METHODS.

SO, UH, THOSE ARE THE LOCATIONS AS WELL AS, UH, TOM CLOUD PARK AND ROSE MUSIC CENTER FOR KIND OF A NORTH AND SOUTH KIND OF, UM, ROLLOVER OVERFLOW AREA.

IF PEOPLE AREN'T FAMILIAR, UM, ON THE OUTSKIRTS WHERE THE, UM, WHERE THE ELEMENTARY SCHOOLS ARE.

MAYOR AND COUNCIL MEMBERS I HAVE BEFORE YOU, UH, THE, UM, FINAL SUPPLEMENTAL TO THE 2020 BUDGET.

I HAD ONE ITEM IN THE, UM, IN YOUR PACKET AND THEN A FEW ITEMS, UH, ADDITIONALLY WERE ADDED.

UH, I THINK TONY SENT THAT OUT ABOUT AN HOUR AGO AND, UH, AS YOU KNOW, I'M, UM, UM, MY STAFF AND I TRY TO LOOK OVER THE BUDGET AND, UH, BRING UP ANY, UH, POTENTIAL, UH, ITEMS THAT COULD COME UP BETWEEN NOW AND THE END OF THE YEAR, SINCE YOU WERE NOT MEETING AGAIN UNTIL JANUARY.

SO, UH, SUCH AS THE LIST IS WHAT WENT OUT EARLIER TODAY.

FIRST ITEM WAS, UM, THE ADDITIONAL DOLLARS, WHICH I TOLD YOU WERE, UH, COMING FROM THE CORONAVIRUS RELIEF FUND, IF, UH, ANY OF THE OTHER, UM, MUNICIPALITIES TURNED MONIES BACK IN, UH, THAT ENDED UP BEING $23,371 AND 54 CENTS.

AND SO WE NEED TO SPEND THAT REAL QUICKLY HERE.

SO I NEED TO HAVE YOU, UH, APPROVE AN INCREASE TO THE CORONAVIRUS, UH, BUDGET TO TRANSFER THOSE MONIES OVER TO THE POLICE FUND, TO PAY FOR POLICE SALARIES, UH, THAT WERE RELATED TO COVID.

UH, ADDITIONALLY THERE WAS $125, UM, UH, COUNTY AUDITOR COLLECTION FEE THAT WAS RELATED TO THE MONTGOMERY COUNTY CENTRAL TIF FUND.

UH, WE JUST STARTED GETTING THOSE DOLLARS IN THIS YEAR.

AND SO THAT, UH, FEE WAS NOT KNOWN WHAT IT MIGHT BE AHEAD OF TIME.

SO WE JUST NEED AN ADDITIONAL ONE 25 FOR THAT.

AND THEN, UH, THERE'S ALWAYS, UM, UH, WHEN WE GET TO DECEMBER, SOME ADJUSTMENTS THAT NEED TO BE MADE TO PERSONNEL COUNTS, SOMETIMES PEOPLE, UM, CHANGE THEIR, UH, INSURANCE WITHHOLDINGS FROM FAMILY TO SINGLE AND VICE VERSA AND OVER NINE FUNDS, UH, THE TOTAL OF THOSE CHANGES OR ADJUSTMENTS IS $19,750.

AND SO I NEED THAT TO BE AN INCREASE.

AND THEN SINCE COUNCIL ACTED, UH, I BELIEVE IT WAS AT THE LAST COUNCIL MEETING TO, UH, CANCEL THE DAYTON INTERCONNECT PROJECT, UM, THAT HAD BEEN BUDGETED.

AND, UH, FOR CAPRA PURPOSES, I WOULD LIKE TO SEE, UH, THE, THE BUDGET FOR THOSE DOLLARS TAKEN OUT OF THE BUDGET.

SO THAT WAY AN EXPLANATION DOESN'T HAVE TO MEAN THE CAFFER IS TO, HEY, YOU BUDGETED THIS MUCH MONEY, BUT NOW THE ACTUAL WAS FAR LESS.

SO THAT REQUIRES, UM, A DECREASE TO THE WATER FUND, UH, 1 MILLION, $100,000, WHICH WAS, UH, GOING TO BE A TRANSFER OVER TO THE WATER UTILITY RESERVE FUND, WHICH IS BASICALLY THE WATER CAPITAL FUND, UH, ALSO 1 MILLION, $100,000 WHERE THAT MONEY WAS BUDGETED TO SPEND FOR THAT PROJECT.

SO, UH, THE COMBINATION OF THOSE TWO ALONE, UH, REDUCES THE BUDGET BY $2.2 MILLION.

UH, THE NET IMPACT OF ALL OF THESE CHANGES, A REDUCTION OF 2 MILLION, $180,125.

YES, I DID SAY REDUCTION.

AND SINCE THIS IS OUR LAST MEETING COMING UP ON MONDAY, I WOULD APPRECIATE IF COUNCIL WOULD, UM, APPROVE THAT, UH, THOSE CHANGES, UH, FOR MONDAY NIGHT.

[ Bellefontaine Road Widening/Culvert Replacement - Award Contract]

THREE C, WHICH IS THE BELL FOUNTAIN ROAD, WHITE COLBERT REPLACEMENT AND AWARDING THAT CONTRACT.

UM, MR. BERMAN.

YEAH, GOOD EVENING.

UH, THIS ONE, THIS LEGISLATION IS TO ENTER INTO A CONTRACT WITH BROOMBALL CONSTRUCTION FOR THE FELL FOUNTAIN ROAD, WIDENING AND CULVERT REPLACEMENT PROJECT.

UH, THIS PROJECT INVOLVES WIDENING BELL FOUNTAIN ROAD FROM CHAMBERSBURG ROAD TO THE ENTRANCE, INTO THE OAKS.

UH, BASICALLY THE THREE LANES.

UH, THE WORK ALSO INCLUDES REPLACING A LARGE CORRUGATED METAL CULVERT AND RAISING THE ROAD ABOUT FIVE FEET TO IMPROVE THE DRIVING SITE DISTANCE THERE AND INSTALLING STORM SEWER AND CURBING GUTTER.

UH, THERE WERE 12 BIDDERS ON THIS PROJECT, UH, AND BROOMBALL CONSTRUCTION WAS THE LOWEST AND BEST BETTER AT $797,622.

UH, THE BID TABULATION FOR THAT WAS INCLUDED IN YOUR PACKET.

IF YOU WANTED TO TAKE A LOOK AT THAT, UH, BROOMBALL HAS DONE MANY PROJECTS FOR THE CITY IN THE PAST, AND THEY, THE ONES THAT JUST COMPLETED ARE COMPLETING THE CULVERT REPLACEMENT.

THEY'RE ON BELL FOUNTAIN DOWN BY 70.

UM, THEY PLAN TO BEGIN THE PROJECT IN EARLY APRIL, UH, AND COMPLETE THE PROJECT IN APPROXIMATELY THREE MONTHS.

UH, THE, THE ROAD WILL BE CLOSED DURING THAT TIME.

A PORTION OF THIS PROJECT IS BEING FUNDED WITH A GRANT MONEY FROM, UH, THE OHIO PUBLIC WORKS COMMISSION.

THAT'D BE 250,000 ALONG WITH THE LOAN OF 250,000 THROUGH THEM ALSO, UH, THAT'S PRETTY MUCH ABOUT IT AND IF THEY HAVE ANY QUESTIONS, I CAN TAKE THEM.

AND, UH, THIS IS ON FOR MONDAY NIGHT.

IS THERE SOME REASON WHY NOT? I MEAN, WHEN WE DID THE, UH, WIDENING OF CHAMBERSBURG, WE PUT SIDEWALKS IN, BUT WHEN WE DID CHAMBERSBURG YET, WE'LL BE PUT THAT BIKE PATH IN GOING NORTH AND SOUTH EASTERN WEST.

I UNDERSTAND, BUT IS THERE SOME REASON WHY WE'RE NOT DOING THAT AS WE'RE GOING DOWN BELL FOUNTAIN NOW? UH, I GUESS AT THE TIME WE DIDN'T FEEL THAT, THAT THERE WAS MUCH TRAFFIC.

OUR FESTER IS WALKING BETWEEN THERE.

WELL, THERE'S NO SIDEWALK.

WELL, YEAH.

ONE OF THE THINGS, UM, THAT WE WOULD CALL WITH THE OAK SUBDIVISION IS THEIR ACCESS TO CHAMBERSBURG WAS PROVIDED ON A DEDICATED PEDESTRIAN WALKWAY THAT CUTS DIRECTLY FROM THAT TO CHAMBERSBURG ROAD.

SO HAVING ACCESS ON A, UM, ROADWAY THAT ISN'T CLOSE TO MERCHANTS OR OTHER THINGS, GENERALLY, PEOPLE JUST DON'T WALK UP AND DOWN THOSE ROADS.

SO IF THEY'RE GOING TO WALK TO, AND FROM THE AREAS THAT PEDESTRIANS WOULD LIKELY GO WHERE THE SHOPS AND THE RESTAURANTS WOULD BE, THERE IS ALREADY SIDEWALK THAT INTERCONNECTS FROM THE RESIDENTIAL AREA TO CHAMBERSBURG ROAD, UH, WHICH WOULD THEN BYPASS THE NEED TO HAVE A CONNECTING SIDEWALK FROM BELL FOUNTAIN TO CHAMBERSBURG.

OKAY.

UM, AS, AS A CONVERSATION FOR ANOTHER TIME, BECAUSE I, YOU KNOW, IF YOU LOOK TO MAKE OUR CITY BICYCLE FRIENDLY, IT WOULD BE NICE TO HAVE A PLACE TO WALK.

SO IF SOMEONE ARE RIDE A BIKE, IF THEY WANTED TO GO UP TO CARRIAGE HILLS PARK OR WHATEVER, AND THAT, THAT OPPORTUNITY IS THERE FOR THOSE RESIDENTS VIA THOSE PATHWAYS THAT I JUST NOTED.

WELL, I'M SPEAKING MORE OF THE OTHER PEOPLE THAT DON'T LIVE IN THE OAKS, PEOPLE WHO LIVE FURTHER DOWN BELL FOUNTAIN, WHO MIGHT WANT TO, TO USE BELL FOUNTAIN ROAD INSTEAD OF USING, UH, BRENT PIKE.

UM, YOU KNOW, THERE'S AN OPPORTUNITY THERE FOR US TO PROVIDE AN ALTERNATE PATH, BUT LIKE I SAID, IT'S, IT'S, IT'S A CONVERSATION FOR ANOTHER TIME.

COSTS WERE.

UH, SO WE HAVE ALSO IN THE MEANTIME, GOING THROUGH AND IDENTIFIED SOME, SOME KEY ELEMENTS AS TO THE ACCOMMODATION OF THOSE INCREASED COSTS.

AND WE WANTED TO MAKE SURE, UM, THAT, UH, THAT IT WOULD IN FACT COVER IT.

SO, UH, WE'VE REVIEWED THE WATER RATE ANALYSIS AND STUDY THAT WE DID PRIOR TO TAKING ON THOSE TWO MAIN PROJECTS AND, UH, LOOKING AT, UM, UH, LOOKING AT CURRENT NUMBERS UNDER OUR ESTIMATES ACTUAL NUMBERS IN 2019 AND ALSO PROJECTIONS FOR 2021.

UM, THE, UH, IN, IN, IN SHORT, THE CITY'S WATER FUNDS CAN ANTICIPATE THESE, UH, THESE INCREASED COSTS AS AGAIN, PART OF THE RATE STUDY DID INCLUDE AN INCREASE IN OPERATIONS.

THERE ARE A FEW, UH, UH, VARIANCES AND DIFFERENCES THAT WE WILL STILL CONTINUE TO GO THROUGH AND, UH, AND VALUE DOWN TO MAKE MORE PRECISE THINGS.

AND AGAIN, AS WE HAVE A FULL YEAR OF OPERATION, A LOT OF THESE ARE ESTIMATES AT THIS TIME.

SO, UH, AS YOU, AS WE NOTED IN THAT PRESENTATION, SO WE'RE HOPEFUL THAT AS WE GO THROUGH AND, AND LEARN EFFICIENCIES WITHIN THE SYSTEM, THAT SOME OF THOSE COSTS CONTINUE TO DRIVE DOWN, UH, THE MAJORITY OF THE COSTS, UM, OF COURSE COME FROM THE, UH, FROM THE CURRENT WATER FUND.

UH, AND OF COURSE, SOME OF SUEZ HAS WORKERS RELATED TO THE SANITARY SYSTEM AS WELL.

SO IT'S A COMBINATION OF, OF REVENUE SOURCES THAT THE SUEZ CONTRACT COMES FROM, UM, ABOUT, UM, ABOUT $400,000 A YEAR WAS COSTED, WAS COSTED FOR THE ANTICIPATED INCREASE IN THE OPERATION AND MAINTENANCE.

AND THAT FALLS PRETTY MUCH IN LINE, UH, WITH WHAT SUEZ HAD VALIDATED AND STAFF HAD VALIDATED IN THE, IN THE MOST RECENT STUDY, UH, IN ADDITION, OUR DEBT SERVICE FOR THE WATER SOFTENING PROJECT, UH, BASED ON OUR ORIGINAL ESTIMATES ACTUALLY HAS REDUCED BY ABOUT $110,000.

SO, UH, THAT IS, UM, THAT IS A COST THAT WE ANTICIPATED, BUT WE'RE NOT GOING TO SEE, SO THAT AGAIN HELPS ASSIST IN THE COVERAGE OF ANY ANTICIPATED INCREASED COSTS.

AND, UH, AND FINALLY, AS YOU KNOW, WE HAVE BUILT IN INCREASES IN THE, UH, IN THE WATER RATES, UH, THAT ALSO ALLOW FOR, UH, CONTINUED INCREASES BASED ON, UM, THE, UH, THE CPI OF THE, UH, OF THE YEARS.

SO, UH, IN ALL, WE FEEL THAT THE, UH, THE WATER FUND HAS ADEQUATE REVENUES.

UH, THE MAJORITY OF WHICH WERE ANTICIPATED IN, COUNTED ON, WE HAD A, UH, A LITTLE BIT OF A, UM, I GUESS I DON'T WANT TO CALL IT A BONUS, BUT A, A UNANTICIPATED SAVINGS IN A REDUCTION IN THE COST OF THE DEBT SERVICE FOR THE PROJECT ITSELF.

SO WE WILL BE, UH, WE WILL BE BRINGING THE, UM, THE CONTRACT ITSELF FOR CONSIDERATION FOR THE NEXT MEETING.

UH, AS WE INDICATED A COUPLE MEETINGS AGO IN THE PRESENTATION, WE WERE GOING TO GO THROUGH AND VALIDATE THOSE NUMBERS AND MAKE SURE THERE ARE SOME ONE-TIME COSTS IN THERE THAT WE WANTED TO MAKE SURE DON'T REFLECT AN ANNUAL INCREASE.

UH, WE TALKED ABOUT SOME TECHNOLOGY AND SOME EQUIPMENT, IF YOU RECALL, AND DOING SOME OF THE, I THINK IT WAS LIKE A SONAR TYPE OF READING OF THE SEWER LINES TO IDENTIFY CLOGS, TO, UH, MAKE REPAIRS IN THE, IN THE RED ZONES OR THE, OR THE HOT ZONES OF, UH, OF, OF FLOWS AND BACKUPS, AS OPPOSED TO JUST BLINDLY GOING IN AND DOING CLEANING JUST ON A REGULAR, WE CAN FOCUS OUR ATTENTIONS TO WHERE, UH, WE MAY HAVE, UH, WE MAY HAVE ISSUES IN, IN FLOWS, ET CETERA.

SO A LOT OF THOSE TECHNOLOGIES WILL THEN BACK PAY INCREASED EFFICIENCIES.

AND AS WE HOPE THAT WE INCORPORATE THESE NEW TECHNOLOGIES AND NEW IMPROVEMENTS TO THE SYSTEM, UH, OVER TIME, WE WILL SEE THE BENEFIT NOT ONLY OF WHAT OUR PLANNED ANTICIPATED INCREASED COST IS, BUT WE'LL SEE THE BENEFIT OF A REDUCTION BECAUSE THE SYSTEM IS MORE EFFICIENT AND IS PROVIDING.

AND THE, UH, THE FOURTH AND FINAL WOULD BE THAT WE ACTUALLY HAVE MORE WATER CUSTOMERS PAYING INTO THE SYSTEM, UH, ON AN ANNUAL BASIS AND AN INCREASE THAN WHAT WE ANTICIPATED AS WELL.

UH, NOT HUGE, BUT IT IS STILL A PART OF THE FORMULA.

SO, UM, JUST WANTED TO CIRCLE BACK AROUND AND LET YOU KNOW THAT WE DID OUR, OUR DUE DILIGENCE ON REVIEWING THAT AND ANALYZING WHAT OUR WATER RATE STUDY DID, WHAT WE ARE CURRENTLY COLLECTING BASED ON ACTUALS IN 19, WHERE WE ARE CURRENTLY IN 20 AND WHAT OUR ESTIMATES ARE 21, UH, AS WELL AS MAKING SURE THAT THAT AGREEMENT COVERS, UM, ALL OF THOSE, UH, NECESSARY INCREASES IN OPERATION AND MAINTENANCE.
