THOSE ARE NUMBER 90, WHICH IS OUR SAME AS YOUR REPORT, MR. OF BRIEF UPDATES THIS EVENING, AS YOU RECALL, WE HAD SOMEONE KIND OF TAKE A PRECURSORY, LOOK AT THE WATER SYSTEM REGARDING, UH, SEVERAL WATER MAIN BREAKS.

UM, ALTHOUGH THERE'S NOTHING SIGNIFICANTLY EVIDENTIARY OR, OR ABSOLUTELY CONFIRMED, BUT A PLAUSIBLE EXPLANATION IS THE FACT THAT THE SOFTENING SYSTEM HAS KIND OF CHANGED THE CHEMISTRY AND THE PIPES AND SOME OF THE PIPES THAT WERE AGED AND PROBABLY LIKELY CORRODED DUE TO SOIL CONDITIONS AND OTHER THINGS.

UH, UM, THERE WERE SOME ADJUSTMENTS, SOME OF THE CHEMISTRY THAT THE SOFT BEANS AT THE SOFTENING PLANT, UH, THAT ACTUALLY CREATES A PROTECTIVE FILM, UH, WITHIN THE PIPES AND THE WATER LINES THAT WILL OVER TIME HELP SECURE THAT.

UH, I DON'T UNDERSTAND THAT THE CHEMISTRY OF IT, BUT THAT'S WHAT THE EXPERT SAID.

SO, UM, MUCH LIKE IN THE HOUSEHOLD WHEN YOU RELEASE SOME OF THAT SCALE WHEN, AND, AND BUILD UP WITHIN THE SYSTEM, IT'S THE SAME TYPE OF SCENARIO AND SITUATION.

SO, UM, THE, THE BRAKES HAVE SLOWED DOWN.

UM, BUT NONETHELESS, WE HAVE BEGUN TO LOOK AT, UH, THAT PARTICULAR AREA, UH, LAWFORD HARSHMAN ADVIL, BASKET, MARY, OR WE'VE HAD SEVERAL OF THEM

AND LOOK AT SOME OPPORTUNITIES FOR, UH, LINING OF SOME OF THE REMAINING PIPES THAT COULD POTENTIALLY BE, UM, AGED.

AND WE'RE MEASURING THAT AND COMPARING THE TECHNOLOGY OF THAT VERSUS REPLACEMENT, UH, UNTIL SUCH TIME, THE SCHEDULE REPLACEMENT OF MAJOR MAINTENANCE, UH, ALONG THE, THE MAIN THOROUGHFARE.

SO, UH, ENGINEERING IS WORKING ON THAT NOW.

AND IF WE FIND THAT AN AREA WOULD BE A NEED RELYING, A LOT OF THE SANITARY PIPES NOW, UH, BUT NOW I GUESS YOU CAN DO MINING WITH THE ACTUAL WATER, CERTAIN SPIKES AS WELL, AND IT BECOMES VIRTUALLY INDESTRUCTIBLE AND, UH, AND ALSO, UH, REALLY EXTENDS THE LIFETIMES AS LONG AS THERE'S A PIPE THROUGH IT.

SO UPDATE ON THAT, HOPEFULLY THINGS ARE CONTROLLED NOW.

UH, THEY, AGAIN, THEY'VE, THEY'VE REDUCED THE NUMBER OF WOOD AND, UH, WE HOPE THAT, UH, THE BULK OF THEM ARE BEHIND, UH, THAT I SEEING IS WE GET A LOT OF QUESTIONS ABOUT THE, UH, UM, SOME OF THE VARIOUS DEVELOPMENTS CHICK-FIL-A BEING ONE, UH, AND, UH, JUST THOUGHT THAT WE'D GIVE AN UPDATE.

UM, THEY HAVE SUBMITTED THEIR PLANS, THEY PULLED THEM IN AND THEY RESUBMITTED THEM, UH, DUE TO SOME CHANGES BECAUSE OF A BIKE GUESSING COLON COVID EXACTLY BECAUSE OF COVID.

AND, UH, THEY SUSPECT THAT ALL OF THOSE PERMITS WILL BE IN HAND BY DECEMBER, AND THEY HOPE TO BEGIN DEMO ON THE SITE, UH, IN FEBRUARY, MARCH AND CONSTRUCTION OF THEIR FACILITY.

SO IT'S NOT THAT IT ISN'T HAPPENING.

IT'S JUST, IT'S KIND OF CHANGE THEY'RE CHANGING.

THERE IS 40,000, CORRECT? CORRECT.

AND AGAIN, THEY CHANGED THE DESIGN.

THIS IS GOING TO BE A NEW TYPE OF LAYOUT BASED ON, I GUESS, THEIR USE IT, THE NEW NORMAL, UH, UH, THAT WE, UH, THAT WE SEE, UM, OH YEAH, THEY ARE COMMITTED.

UH, THEY'RE SAYING NOW THAT, UM, THIS FRIDAY, THE 18TH, UH, BETWEEN SEVEN AND 7:00 PM AND 6:00 AM, UH, THEY WILL DO THE PATCHING AND BASE REPAIR AND THE FOLLOWING WEDNESDAY, THE 23RD, OR THEY WOULD BE GOING AGAINST 6:00 PM THROUGH 7:00 AM EACH NIGHT, UH, FOR THE BILLING AND PAYMENT UNTIL THEY'RE DONE.

AND THAT, UM, THAT PROBABLY SHOULD BE DONE THROUGH THAT WEEK, THAT NEXT WEEK, NOT INTO THE WEEKEND AND THAT'S RIGHT.

WE'RE CERTAINLY AND COMBINED SUCH LAND WITHIN PROJECT.

NUMBER TWO OF THE TRANSFORMATIONAL ECONOMIC DEVELOPMENT PROGRAM AT THE FIRST GRADE AND MR. SCHOMER COMMENTS.

AS YOU RECALL, COUNCIL PASSED THE TRANSFORMATION ECONOMIC DEVELOPMENT PROGRAM PROJECT NUMBER TWO IN THE MARION SHOPPING CENTER AREA AND SURROUNDING PARCELS.

UM, THIS COUNCIL HAS PREVIOUSLY ENTERED INTO AGREEMENT FOR THE PREMIER HEALTH LAND SURROUNDING MARIANNE.

AND THESE TWO PARCELS.

ONE IS THE REMAINING PARCEL THAT IS ATTACHED TO MARION SHOPPING CENTER.

AND THE OTHER IS THE, UM, UH, THE SHOPPING CENTER DIRECTLY TO THE SOUTH, UH, AT THE CORNER OF BRANDON.

WE HAVE ITEM NUMBER 11 C I DON'T, I HAVEN'T SEEN THE RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT FOR THE CITY OF YOUR BRIDES TO BECOME A MEMBER OF THE PROPOSED RIGHT REGIONAL COUNCIL OF GOVERNMENTS, OF THE FIRST GROUP MR. JONES.

UH, YES, AS PRESENTED AT THE WORK SESSION, WE HAVE AN OPPORTUNITY TO JOIN OTHER COMMUNITIES SURROUNDING RIGHT PATTERSON, UH, TO COMBINE FORCES FORM A COUNCIL OF GOVERNMENTS AND BE THE RECIPIENT OF A COMBINED USE PLAN STUDY, UH, AND POTENTIAL GRANTS AND MONIES TO CONDUCT THAT WE FEEL THAT THIS IS A GREAT VENTURE, A JOINT VENTURE BETWEEN THE COMMUNITIES TO MAKE SURE THAT THEY, UM, UH, THEY UTILIZE THEIR INDEPENDENT AUTHORITIES FOR FILAMENT ZONING AND LAND USE PLANNING TO MAKE SURE THAT THERE'S NO COACHMEN, UM, FROM OR TO THE RIGHT PAINTER FOR SPACE, UH, AND ITS MISSION, AND ALSO MAKE SURE THAT THE DEVELOPMENT IS COMPATIBLE WITHIN.

UH, WE THINK THAT THIS MAKES OUR REGION MORE COMPETITIVE FOR MILITARY TYPE ASSIGNMENTS THAT WOULD COME TO RIGHT PAYER FOR SPACE, AS MANY HAVE BEEN LED BY CONGRESSMAN TURNER.

AND, UH, THIS WAS SOMETHING THAT HE KIND OF BROUGHT TO THE TABLE, RECOGNIZING SOME OF THE COMPETITIVE NATURE OF THE WINS THAT WE'VE HAD AND WHAT WOULD TAKE US TO THAT NEXT LEVEL.

SO WE CERTAINLY ASKED THAT WE SHOULD BE CONSIDERED TONIGHT FOR ADOPTION SO WE CAN MOVE FORWARD AND FINALIZE THE COUNCIL GOVERNMENTS PENDING DECISION FROM THE OTHER WEANING COMMUNITIES AFTER ALL, THAT WAS THE RECOMMENDATION TO WORK SESSION AS THEIR MOTION.

I HAD AN 11 D AN ORDINANCE AUTHORIZING THE TRANSFERS BETWEEN VARIOUS FUNDS OF THE CITY OF HUBER HEIGHTS, OHIO AND AMENDING ORDINANCE.

NUMBER TWO, ZERO ONE LINE DAYS SHOWED AS TWO 40 ZERO THREE BY MAKING SUPPLEMENTAL APPROPRIATIONS FOR EXPENSES OF THE CITY OF YOUR RIGHTS LAB FOR THE PERIOD BEGINNING JANUARY 1ST, 2020, AND ENDING DECEMBER 31ST, 2020 AT THE FIRST GRADE, AS SOON AS A VARIETY OF OTHER TRANSFERS LISTED THAT JIM COVERED IN THE WORK SESSION, UH, THE, UH, THE TRANSFER FROM THE CURRENT PARKS, UH, GENERAL FUND TO CAPITAL IMPROVEMENT FUND, UH, TO BEGIN TO WORK, THAT WAS A DIRECTIVE FOR THE VENDORS, MORE PROJECT, ALSO PROPERTY TAX COLLECTION FEES FOR THE SAME HALF ASSESSMENT.

A THIRD WOULD BE THE COVID-19 CARE ZACK FUND TO REIMBURSE, UH, RELATED TO PAYROLL EXPENSES, PRIMARILY FROM THE FIRE DIVISION AND ALSO THE INCREASE TO THE WATER FUND TO COVER THE MAINTENANCE CAP BASED ON THE AFOREMENTIONED.
