GOOD EVENING.

I'M VICE MAYOR AND COUNCIL.

UH, NOTHING REALLY SIGNIFICANT THIS EVENING.

UH, MANY ITEMS IN THE, UH, IN THE AGENDA AT NIGHT FOR UPDATE AND THINGS THAT ARE GOING ON.

UH, BUT JUST BRIEFLY OUR STREET PAVING PROGRAM, UM, IS, UH, IS UNDERWAY.

WE ALSO HAD A PAVING PROJECT THAT IS DUE THROUGH OH, DOT ON STATE ROUTE TWO OH ONE.

WE WERE NOTIFIED TODAY THAT BEAR PAVING HAS PUT THAT ON HOLD.

UH, IT WAS A DAY BELIEVABLE.

DON'T START AGAIN SOMETIME THIS WEEK.

SO I KNOW NOTICES WENT OUT REGARDING TRAFFIC SHUTDOWN OR THEY'RE GOING TO DO THE WORK AT NIGHT.

UM, BUT, UH, IT WAS SUPPOSED TO START TODAY.

WELL, NOT, UH, HOPEFULLY AGAIN YET THIS WEEK.

SO, UH, WITH THAT, THAT'S ALL I HAD A AGAIN WITH UPDATES, UH, ATTACHED TO SOME OF THE AGENDA ITEMS THIS EVENING.

HEY, ROB, HAS THE CONSTRUCTION STARTED ON BELL FOUNTAIN ROAD YET? I DO NOT BELIEVE IT HAS YET.

YOU MEAN THE COUNTY BRIDGE OR OUR CULVERT THAT WE'RE DOING? UH, THE, I WOULD BE THE BRIDGE HAS GOT THE ROOT, RIGHT? YEAH, WE'RE DONE.

THERE'S TWO PROJECTS ON BELL FOUNTAIN, ONE BETWEEN CHAMBERSBURG AND FITCHBURG AND ONE UP BETWEEN TAYLORSVILLE AND .

SO ARE YOU TALKING ABOUT THE ONE? YEP.

UH, YEAH, I BELIEVE THAT THEY'VE STARTED SOME, UH, CONSTRUCTION.

UM, I HAVE TO DOUBLE CHECK, BUT I BELIEVE THEY'RE WAITING ON DELIVERY OF THE ACTUAL CULVERT TO INSTALL.

[ Suez - Maintenance Cap Increase]

THREE, B MAINTENANCE CAP INCREASE MR. BERGMAN.

OH, YES.

UH, THIS LEGISLATION IS TO INCREASE THE MAINTENANCE CAP FOR SUEZ.

UM, SUEZ HAS AN ACCOUNT WITH THE CITY EVERY YEAR.

THAT COVERS EXPENSES THAT THEY OCCUR ANYTHING UNDER $7,500 IS COVERED THROUGH THIS ACCOUNT.

UM, THE MAINTENANCE CAP FOR THIS YEAR IS ROUGHLY $182,000 DOLLARS.

UM, MOST YEARS WE'RE ABLE TO KEEP UNDER THAT MAINTENANCE CAP AT NIGHT.

USUALLY DON'T HAVE TO COME BACK TO COUNCIL FOR THIS, BUT, UH, AT THE END OF AUGUST THIS YEAR, WE'RE AT 92% OF THAT ACCOUNT BALANCE.

UM, I DID ATTACH A LIST TO YOUR PACKET OF ALL THE EXPENSES THEY'VE HAD HAD.

AND, UH, MOST OF THE USAGE OF THAT ACCOUNT OCCURRED IN THE LAST THREE MONTHS DUE TO WATER MAIN BREAKS.

UM, THE COST FOR THE WATER MAIN BREAKS IS FOR THE MATERIALS USED AND FOR ALL THE RESTORATION COSTS THAT GOES WITH IT, EITHER CURB OR SIDEWALK AND SOME CASES OR PAVEMENT THAT HAS TO BE RESTORED.

UH, WE ARE ASKING FOR AN INCREASE OF 160,000 TO COVER THE LAST FOUR MONTHS OF THE YEAR.

UH, THIS IS BASED KIND OF ON A WORST CASE SCENARIO.

UH, THE LAST, LAST MONTH IN AUGUST, WE HAD, UH, $40,000 IN EXPENSES THAT MONTH.

SO I TOOK FOUR MONTHS, TIMES 40,000 CAME UP WITH 160.

WE ARE HOPING FOR A LOT LESS THAN THAT.

UH, WE'RE HOPING THE WATER MAY SLOW DOWN FOR ONE THING, UM, WHICH WE HAVEN'T HAD ONE FOR A WEEK OVER A WEEK NOW.

SO WE'RE HOPING THAT CONTINUES.

SO IF THAT DOES, UM, NORMALLY FOR, UH, THE LAST FOUR MONTHS WE USED ABOUT $87,000, UH, THROUGH PAST FIVE YEARS, THAT'S WHAT WE'VE NOTICED ON AN AVERAGE OF 87,000.

SO WE'RE HOPING THERE'LL BE A LOT LEFTOVER AT THE END AND THEN THAT MONEY IS WON'T BE USED AND IT'LL STAY IN THE WATER ACCOUNT.

SO, UM, THAT'S

UH, LIKE I SAID, IT'S COMING OUT OF THE WATER FUND FOR THIS.

UM, I KNOW THAT WE'VE BEEN EXPERIENCING QUITE A BIT OF A WATER MAIN BREAKS.

UH, I'VE GOTTEN A LOT OF PHONE CALLS FROM PEOPLE AROUND THE CITY, AND I'M JUST, I WANT TO SAY, I APPRECIATE THE FACT THAT WE'RE FOCUSED ON THAT AND WE'RE GOING TO MAKE THIS MOVE.

I THINK THIS IS GOOD THAT WE NEED TO MAINTAIN THIS INFRASTRUCTURE.

AND I KNOW WE'RE GOING TO HAVE ISSUES FOR A LITTLE WHILE, BUT ONCE WE GET THROUGH IT, I THINK WE'RE GOING TO BE A MUCH BETTER POSITION.

AND AGAIN, I APPRECIATE THIS MOVE.

UM, THAT'S REALLY IT.

ONE THING I WANTED TO ADD IS THAT THIS IS JUST A ONE TIME THING.

THIS IS NOT CHANGING THE, UM, THE CREW OR MAINTENANCE CAP INCREASE FOR AGREEMENT FOR THE TERM OF IT.

IT IS A ONE OFF JUST FOR A, FOR THIS CALENDAR YEAR.

I JUST WANTED TO MAKE SURE THAT BE CLEAR AND WHAT WE WILL PRESENT FOR MONDAY.

SUPPLEMENTAL APPROPRIATIONS, MR. BELL, UH, GOOD EVENING, UH, NANCY AND THE REST OF COUNCIL.

UM, IT'S GOOD TO COME TO YOU TONIGHT, UH, WITH A FEW ITEMS ON THE AGENDA.

UM, FIRST THE SUPPLEMENTAL, UM, I PASS THESE OUT INTO YOUR, UM, PACKET AHEAD OF TIME.

UH, FIRST ITEM $2,745 FOR PROPERTY TAX COLLECTION FEES.

UH, WE TRY AND ESTIMATE WHAT THESE WILL BE.

AND, UH, THE SECOND HALF SETTLEMENT CAME IN AND THE FEES FOR COLLECTION WERE A LITTLE BIT LARGER THAN WE HAD PLANNED ON.

AND SO, UH, THAT'S FOR THE MIAMI COUNTY TAX SETTLEMENT, WE HAVE NOT SETTLED WITH MONTGOMERY COUNTY YET, SO THAT IS, UH, THAT SMALL AMOUNT OF MONEY.

UM, THEN I WANT TO JUMP DOWN TO THE, UH, WHAT RUSS JUST TALKED ABOUT, THE, UM, INCREASING THE MAINTENANCE CAP.

UM, OBVIOUSLY WE NEED TO INCREASE THE AMOUNT IN THE BUDGET TO PAY FOR THOSE AND THE USUAL, UM, UH, DEFINITION BETWEEN WATER AND SEWER.

UH, WE'VE ESTIMATED TO BE $132,000 NEEDED FOR WATER.

ANY WATER MAINTENANCE THAT'LL HAPPEN BETWEEN NOW AND THE END OF THE YEAR, AND THEN, UM, 28,000 FOR SEWER ITEMS. UH, THOSE COULD, MIGHT NEED TO BE ADJUSTED AS WE GET FURTHER INTO THE YEAR, BUT I THINK THOSE WILL BE GOOD NUMBERS AS TO WHAT WILL BE COMING UP BETWEEN NOW AND THE END OF THE YEAR.

AND THEN THE REST OF THAT, UH, WHICH LOOKS LIKE A LARGE NUMBER ACTUALLY IS NOT 278,541 79.

UH, THAT IS ACTUALLY THE, THE NEW, UH, THE NEW AMOUNT THAT CAME IN, UH, FOR MANY OF YOU KNOW, THAT THE, UM, THE COVID MONEY THAT WE'VE BEEN RECEIVING THROUGH THE CARES ACT.

UH, WE HAD AN INITIAL ALLOTMENT OF 557,000 A LITTLE BIT MORE THAN THAT.

AND THEN OUR MOST RECENT, UM, INCREASE WAS, UM, 278,005, 41 79.

AND, UM, SO I NEEDED TO OBVIOUSLY INCREASE THE BUDGET FOR THAT.

AND AT THE SAME TIME THAT I'M ASKING YOU TO INCREASE THE BUDGET, I'M ALSO ASKING YOU TO REPOSITION IT.

UM, AS WE'VE GONE FURTHER AND FURTHER INTO THIS PROCESS, IT APPEARS THAT THE MOST LIKELY, UM, UM, WAY TO GET REIMBURSED FOR OUR EXPENSES IS, UH, THE MOST GUARANTEED WAY IS THROUGH REIMBURSEMENT OF, UM, FIRE DEPARTMENT EMPLOYEES WHO ARE DOING, UM, EMS SERVICES, BECAUSE OBVIOUSLY EVERY EMS RUN IS COMPLETELY DIFFERENT THAN ANY EMS RUN WE HAD BEFORE MARCH 1ST.

AND SO, UM, ALL OF THE INFORMATION I'M GETTING, UM, OHIO BUREAU OF, UM, MANAGEMENT AND BUDGET THEY'RE, UM, ALLOWING REIMBURSEMENT, I SPENT THE DAY THERE.

SO I'M TRYING TO CHANGE THE BUDGET IN THE CORONAVIRUS RELIEF FUND, WHICH WE'RE CALLING NUMBER TWO 90, UH, SO THAT, UH, MOST OF THE EXPENSES CAN BE REIMBURSING OR A TRANSFER OVER TO THE FIRE FUND TO REIMBURSE THOSE EXPENSES PAID OUT FOR PAYROLL RELATED ITEMS IN THE FIRE FUND.

AND SO IF WE WERE TO GET ANY ADDITIONAL MONEY ON TOP OF THIS, I WOULD ALSO BE ASKING COUNCIL TO, UH, PUT THAT MONEY AS A TRANSFER BACK TO FIRE AS A REIMBURSEMENT.

AND, UM, IN ADDITION TO THAT JUST TODAY, I HAVE LEARNED THAT, UH, THERE MAY BE, UM, COMING UP HERE VERY SOON, UM, EXPENSES AS WE GET STARTED ON THE VETERANS MEMORIAL PROJECT.

UH, AS YOU KNOW, COUNCIL PASSED A POTENTIAL, A BUDGET OF UP TO $1 MILLION.

UH, WE BELIEVE THAT BETWEEN NOW AND THE END OF THE YEAR, WE MAY BE SPENDING AS MUCH AS $200,000.

SO I'D LIKE TO ASK COUNCIL TONIGHT.

IT WASN'T IN YOUR PACKET, BUT

I THINK IT WOULD BE SMART.

UH, SCOTT TOLD ME TODAY THAT, UH, THERE'S SOME EXPENSES, UM, FOR THINGS LIKE SURVEYS, SOIL, BORINGS, UH, DESIGN WORK THAT WOULD HAPPEN BETWEEN NOW AND THE END OF THE YEAR, AND COULD BE AS MUCH AS $200,000.

YOU THINK THAT'S A SAFE DOLLAR AMOUNT TO PUT FORWARD AS A REQUEST TO INCREASE THE BUDGET? UH, THAT INCREASE WOULD BE IN OUR CAPITAL IMPROVEMENT FUND.

I WOULD LIKE TO SET UP AN EXPENSE ACCOUNT THERE TO TRACK ALL EXPENSES, UH, ANYTHING THAT HAPPENS THIS YEAR AND NEXT YEAR.

AND, UM, AND OBVIOUSLY THERE'S NO REVENUE SOURCE, UH, AND THE CAPITAL IMPROVEMENT FUNDS.

SO I WOULD ALSO ASK COUNCIL TO APPROVE A TRANSFER OF THAT $200,000 FROM THE GENERAL FUND AVAILABLE BALANCES TO THE CAPITAL IMPROVEMENT FUND.

AND THAT WOULD BE, UM, EVERYTHING I HAVE TONIGHT FOR YOU FOR, UM, INCREASES TO THE BUDGET FOR THIS MEETING.

AND I, I WOULD LIKE YOU TO APPROVE THOSE ON MONDAY NIGHT WITH A, UM, UH, WAVING IN A SECOND.

I HAVE A SECOND READING AND APPROVE IT MONDAY NIGHT, PLEASE.

AND THAT IS MORE THAN ENOUGH TO COVER THE AMOUNT OF CARES ACT FUNNY THAT WE RECEIVED.

SO THERE'S NO NEED TO GO FURTHER AND LOOK INTO OTHER DEPARTMENTS, UH, WHEN IT'S, UM, UH, ALMOST, YOU KNOW, IT'S AN AUTOMATIC FROM THE FIRE DEPARTMENT, IF WE WERE RECEIVED MORE FUNDING AND IT WAS MORE THAN WHAT THEY WERE PAYING OUR EMS WORKERS, THEN I WOULD LOOK INTO REIMBURSING.

THAT IS ONE OF THE, UM, WHAT THEY'VE LISTED IS, UM, FIRE DEPARTMENT EMPLOYEES, UH, THEY'RE PROVIDING EMS SERVICES, UH, POLICE DEPARTMENT EMPLOYEES, AND ALSO DISPATCH ANYONE THAT IS WORKING DISPATCH TO SEND THOSE INDIVIDUALS OUT ON THEIR CALLS, UH, WOULD ALSO BE, UH, QUALIFIED EXPENSES.

AND IT HAS BEEN SUGGESTED THAT IN ORDER TO, UM, HAVE THESE EXPENSES, UM, UM, IT'S IMPORTANT TO BRING THEM TO COUNCIL, TO HAVE COUNCIL DECLARE THEM AS NECESSARY.

SO THAT WAY COUNCIL IS VERY, VERY AWARE OF ALL EXPENSES.

AND, AND EVEN THOUGH THE WIDE MAJORITY OF THESE EXPENSES WILL BE REIMBURSING THE EMS EMPLOYEES, THERE ARE OTHER EXPENSES, AS YOU KNOW, WE'RE LOOKING INTO TOUCHLESS, UH, FEATURES, UH, AT THE MUSIC CENTER ALSO AT CITY BUILDINGS.

I BELIEVE THOSE BIDS ARE COMING IN MAYBE THIS WEEK.

AND SO WE NEED TO GET THOSE, UH, ENCUMBERED AND SPENT BY THE END OF THE YEAR IN ORDER TO QUALIFY AND THERE'S, UM, UH, COUNCIL CHAIRS, UH, FOR THOSE THAT HAVEN'T BEEN TO THE CITY HALL, UH, TONY HAS ORDERED NEW COUNCIL CHAIRS THAT ARE, UM, UH, MICROBIAL.

I DON'T KNOW WHAT THE EXACT PHRASE IS, BUT, UH, BUT THERE ARE EASIER TO, UM, UH, CLEAN AND KEEP GERMS AND VIRUSES AWAY.

SO, UH, THE LEGISLATION THAT I PUT TOGETHER WITH A LOT OF, UH, WHEREAS CLAUSES, UH, ONE AND TWO, I REALLY DIDN'T HAVE A SAMPLE TO USE FROM ANY OTHER COMMUNITY.

SO, UH, AS FAR AS I KNOW, WE'RE THE FIRST COMMUNITY TO PUT THIS TOGETHER.

AND SO THE, UM, WE NEED TO GET THIS, UH, ASSESSMENT REQUEST, UH, DOWN TO THE COUNTY AS SOON AS POSSIBLE ACTUALLY TODAY WAS THERE A DEADLINE, BUT I KNOW THAT ACCEPTED, UH, IF IT'S, UH, APPROVED NEXT MONDAY, I'M SORRY, MONDAY, MONDAY IS THEIR DEADLINE.

SO IF A COUNCIL ORDER APPROVE THIS ON MONDAY, WE CAN GET IT DOWN TO THEM AND HAVE IT ON NEXT YEAR'S TAXES.

UM, SO TONIGHT, UH, THE, THE INITIAL PREMISE WAS TO GIVE YOU A, UH, PRESENTATION, UH, WITH RESPECT TO OUR ECONOMIC DEVELOPMENT STRATEGY.

AND, UH, AND I DO INTEND TO DO THAT, BUT SINCE, UM, I HAD YOU HERE, UH, AND YOU'RE A CAPTIVE AUDIENCE, I WANTED TO GIVE YOU A QUICK UPDATE ON, UH, ON WHERE WE ARE, UH, WITH REGARD TO THE HEIGHTS AND THE LAYMAN PROPERTY.

SO, UH, THIS IS A TIMELINE, UM, VERY SIMPLE.

UM, AND IT'S A TIMELINE THAT YOU HAVE SEEN, UH, PREVIOUSLY IN A DIFFERENT VERSION, BUT IT SETS OUT EXACTLY WHAT WE'VE DONE TO DATE, UH, WITH RESPECT TO THE PROPERTY FROM ITS ACQUISITION, TO UNDERSTANDING HOW WE CAN BETTER PLACE IT IN THE MARKET.

UH, AND THEN WE ALSO, UM, MET WITH MITCH HEAT AND FORMERLY AT THE DAYTON DEVELOPMENT COALITION, UH, NOW WITH HIS OWN, FROM HEAT AND DEVELOPMENT.

UH, AND, UH, THE PURPOSE OF THAT WAS DISCUSSED WITH HIM, POTENTIAL ADVOCACY PROPOSAL.

SO, UM, MAKING SURE THAT, UH, OUR NAME AND THIS SITE ARE IN FRONT OF THE RIGHT PEOPLE, UM, AND IF THEY ARE NOT MAKING SURE THAT THEY DO SO, UH, RIGHT NOW WE ARE EXPLORING THOSE OPTIONS AND WE ARE EXPLORING, UM, WHAT THOSE POTENTIAL AVENUES MIGHT BE TO CONTINUE ADVANCING THE, UH, THE PROPERTY.

THIS IS THE, UH, THE QUICK VERSION OF HOW THE SAUSAGE GETS MADE, SO TO SPEAK.

UM, SO ECONOMIC DEVELOPMENT, UH, WHAT IT ISN'T, UH, IT IS NOT CALLING PEOPLE AND QUICKLY CONVINCING THEM TO ALLOW YOU TO SPEND THEIR MONEY.

UM, THIS IS A VERY COMPLICATED, IT IS A VERY DIFFICULT PROCESS, UM, AND IT INVOLVES A LOT OF THINGS AND A LOT OF FACTORS THAT WE HAVE NO CONTROL OVER.

UM, AND I'LL COVER SOME OF THAT IN, UH, IN GREATER DETAIL, UM, AS WE GET DEEPER INTO THIS PRESENTATION, BUT BASICALLY WHAT THIS BOILS DOWN TO IS WHO, YOU KNOW, AND A LOT OF LUCK AND A SIGNIFICANT AMOUNT OF HARD WORK AND DUE DILIGENCE.

AND SO, UH, WE'RE GOING TO TALK ABOUT, UM, HOW WE GO ABOUT PUTTING OUR TIME EFFORT, ENERGY INTO THOSE ITEMS, BECAUSE WE DO HAVE, UH, YOU KNOW, LIMITED RESOURCES.

WE ARE NOT AN ORGANIZATION THAT HAS MONEY AD NAUSEUM, UH, TO PUT INTO THIS KIND OF EFFORT.

SO, UH, ECONOMIC DEVELOPMENT MEANS A LOT OF DIFFERENT THINGS TO A LOT OF DIFFERENT PEOPLE.

UM, WHAT THE, WHAT YOU HAVE IN FRONT OF YOU, THIS SLIDE IS A VERY WORDY, UH, EXPLANATION OF, OF WHAT WE THINK IT SHOULD BE.

AND THAT IS BASICALLY IMPROVING THE QUALITY OF LIFE AND OUR COMMUNITY.

ANY PROJECT THAT HELPS DELIVER WHETHER OR NOT IT'S A REVENUE SOURCE, WHETHER OR NOT IT'S AN AMENITY, WHETHER OR NOT IT IS A, UM, A BRICK IN THE FOUNDATION OF WHAT IT IS, UM, A QUALITY OF LIFE IMPROVEMENT FOR OUR COMMUNITY.

THAT'S HOW WE, THAT'S HOW MY DIVISION AND MY DEPARTMENT, UH, WE'RE DEFINING ECONOMIC DEVELOPMENT.

SO IT'S A BROAD HOST OF THINGS.

IT'S A BROAD RANGE OF ITEMS BECAUSE WE WANT TO BE AS INCLUSIVE AS POSSIBLE BECAUSE OUR MAKEUP AS A COMMUNITY IS INCREDIBLY BROAD.

AND SO WE WANT TO MAKE SURE THAT WE CAPTURE THE BEST OF WHAT WE CAN FIND AND MAKE SURE THAT IT'S HERE IN HUBER.

SO THE PRIORITY NUMBER ONE IS RETENTION AND EXPANSION.

WE HAVE A LOT OF REALLY GOOD, UH, CORPORATE RESIDENTS.

WE HAVE A LOT OF, UH, BUSINESS CITIZENS HERE, AND WE WANT TO KEEP THEM.

AND THE REASON THAT WE WANNA KEEP THEM IS BECAUSE 60% OF JOB GROWTH COMES FROM THOSE BUSINESSES.

AND SO, UM, YOU KNOW, JASON FOSTER, OUR ECONOMIC DEVELOPMENT COORDINATOR, HE SPENDS A LOT OF TIME, UH, PAYING VISITS TO, TO THESE PEOPLE, INTO THESE BUSINESSES TO MAKE SURE THAT, UM, YOU KNOW, THEY'RE GETTING WHAT THEY NEED FROM US AS A COMMUNITY.

THEY'RE GETTING THE SUPPORT THAT THEY NEED.

UH, AND IF THEY'RE NOT, WHY AREN'T THEY, WHERE AREN'T THEY AND WHAT CAN WE DO TO HELP THEM WITH THAT? SO THAT'S WHY, UH, RETENTION AND EXPANSION, YOU'LL HEAR IT QUITE A BIT, UM, OUT OF THE ECONOMIC DEVELOPMENT COMMUNITY, THIS IS WHY 60% OF, UH, OF JOB GROWTH COMES FROM, UH, EXISTING BUSINESSES.

UM, NUMBER TWO, OR PRIORITY TWO.

THIS IS WHAT A LOT OF PEOPLE THINK, UH, ECONOMIC DEVELOPMENT IS REALLY ALL ABOUT.

AND DEPENDING UPON WHERE YOU ARE IN THE FOOD CHAIN, UH, THIS CAN BE SO AT THE STATE LEVEL, UM, BUSINESS ATTRACTION IS, UH, IS A BIG ITEM TO THEM.

IT'S NOT JUST RETENTION, BUT BUSINESS ATTRACTION.

AND FOR US HERE IN HUBER, WE'VE KIND OF BROKEN IT DOWN INTO THREE DIFFERENT SECTIONS.

SO THE FIRST IS THE MARKET DRIVEN RECRUITMENT, AND THESE ARE LARGE SCALE PROJECTS THAT TYPICALLY COME TO THE LOCAL JURISDICTIONS, UM, IN VERY ANONYMOUS WAYS.

SO, UH, JOBS, OHIO WITH THE DAYTON DEVELOPMENT COALITION WILL SEND OUT A BLANKET REQUEST FOR, UH, PROJECT BLUE WHALE.

AND, UH, YOU DON'T REALLY KNOW WHAT IT IS, BUT YOU GET SOME BASIC PARAMETERS.

THEY NEED SO MANY ACREAGE, THEY NEED, UH, SO MUCH SQUARE FOOTAGE OF A BUILDING.

THEY ARE GOING TO NEED, UH, YOU KNOW, A RAIL SPUR AND SO MANY KILOWATTS OF ENERGY.

AND, UH, YOU KIND OF BID THAT DOWN AND EVENTUALLY SOMETHING COMES OUT OF THAT.

AND YOU FIND OUT WHO THAT, THAT BIG WHALE IS.

UM, AND SOME EXAMPLES THAT OUR REGION HAVE BEEN THE CATERPILLAR FACILITY, UH, PAYLESS, CROCS, UM, OUT BY THE AIRPORT, UH, AND NOW THE GM DISTRIBUTION FACILITY.

SO, UM, THOSE ARE PROJECTS THAT, YOU KNOW, YOU DON'T REALLY KNOW WHAT YOU'RE GETTING YOURSELF INTO WHEN YOU START THE PROCESS.

UM, THEY CAN PAY BIG DIVIDENDS, BUT BECAUSE THEY'RE SO BIG, NOT ALL COMMUNITIES QUALIFY.

SO FOR INSTANCE, WHEN THE GM DISTRIBUTION, UM, RFI REQUEST FOR INFORMATION CAME OUT, WE DIDN'T QUALIFY FOR A COUPLE OF DIFFERENT REASONS.

UM, LARGELY BECAUSE WE DIDN'T HAVE THE SIZE OF PROPERTY AVAILABLE, WE DIDN'T HAVE HAVE THOSE REQUIREMENTS.

AND SO WE COULDN'T BID ON, ON THAT PARTICULAR PROJECT, BUT THAT'S THE BIG WHALE.

THAT'S THE BIG, BIG HUNT THAT EVERYBODY WANTS TO BE A PART OF.

UM, THE NEXT THING IS KIND OF TARGETED, RECRUITED, UH, TARGETED RECRUITING.

AND SO THIS IS WHERE WE'RE PICKING THE VERY SPECIFIC, UH, INDUSTRY, OR WE'RE PICKING A SEGMENT WITHIN AN INDUSTRY, UH, TO SPEND OUR TIME EFFORT AND ENERGY.

SO IT'S, IT'S MORE LIKE A COMMERCIAL FISHING, RIGHT? WE CAN FISH FOR POD, OR WE CAN FISH FOR PERCH, OR WE CAN GO CRABBING.

BUT, UH, YOU KNOW, WE, WE KNOW GENERALLY WHERE WE WANT TO GO.

WE KNOW THAT THERE'S A LOT OF OPPORTUNITY OUT THERE.

WE'VE JUST KINDA GOTTA DIAL THAT IN AND FIND IT ON THE MAP.

AND ONCE WE DO, UH,
