WATER'S ITEM SIX NATIONAL POLICE WEEK MARROW PROCLAMATION PRESENTATION TO THE POLICE DIVISION BY MAYOR JEFF GORE, WHICH ROGERS AND AS HE SAID, THERE WAS A MAYORAL PROCLAMATION I WOULD LIKE TO READ.

THIS IS A CITY OF HUBER HEIGHTS, MAYORAL PROCLAMATION FOR NATIONAL POLICE WEEK, OR AS THERE ARE APPROXIMATELY 900,000 LAW ENFORCEMENT OFFICERS SERVING IN COMMUNITIES ACROSS THE UNITED STATES, INCLUDING 51 SWORN MEMBERS OF THE HEBREW HEIGHTS POLICE DIVISION.

AND WHEREAS SOME 58,800 ASSAULTS AGAINST LAW ENFORCEMENT OFFICERS WERE PURPORTED IN 2019 RESULTING IN APPROXIMATELY 18,000 INJURIES.

AND WE'RE AS SINCE THE FIRST RECORDED DEATH IN 1786 MORE THAN 21,000 LAW ENFORCEMENT OFFICERS IN THE UNITED STATES HAVE MADE THE ULTIMATE SACRIFICE AND BEEN KILLED IN THE LINE OF DUTY, INCLUDING ONE MEMBER OF THE HEBREW HEIGHTS POLICE DIVISION.

WHEREAS THE NAMES OF THESE DEDICATED PUBLIC SERVANTS ARE ENGRAVED ON THE WALLS AND THE NATIONAL LAW ENFORCEMENT OFFICERS MEMORIAL, WHICH WAS DEDICATED IN 1991 IN WASHINGTON D C AND WE'RE AS 307 NAMES ARE BEING ADDED TO THE NATIONAL LAW ENFORCEMENT OFFICERS MEMORIAL THIS SPRING, INCLUDING 135 OFFICERS KILLED IN 2019 AND 172 OFFICERS KILLED IN PREVIOUS YEARS.

AND WHEREAS THE SERVICE AND SACRIFICE OF OFFICERS KILLED IN DUTY WILL BE HONORED AND THEN WE'LL BE PERFORMING THE NATIONAL LAW ENFORCEMENT OFFICERS MEMORIAL VIRTUAL CANDLELIGHT.

THREE OF THE NAMES CAN BE VIEWED ANYWHERE IN THE WORLD ON THE EVENING OF WEDNESDAY, MAY 13TH, 2020 AND ONCE AN END TO THE COBIT 19 CRISIS.

THIS NEAR PLANS WILL BEGIN FOR A LOT OF READING THE NAMES TO HONOR THE FALL 2017 WHEREAS THEIR CANDLELIGHT IS PART OF NATIONAL POLICE WEEK, WHICH TAKES PLACE THIS YEAR ON MAY 10TH THROUGH THE 16TH 2020 AND WE'RE AS MAY 15TH, 2020 IS DESIGNATED AS PEACE OFFERS ROYAL BAY DIRECTING THE ALL FLAGS BEFORE AND HAD HALF STAFF ON THAT DATE AND HONOR THE FALLEN OFFICERS AND THEIR FAMILY.

UH, STARTING TODAY, THIS WEEK, UH, TRANSITION OBVIOUSLY HAS GONE SMOOTH ALL OF LAST WEEK.

EMPLOYEES, UH, THAT WERE WORKING REMOTELY, UH, HAVE RETURNED IN FULL FORCE.

UH, AND WE HAVE, UM, MADE SURE THAT THE FACILITIES ARE PREPARED FOR ANY ADJUSTMENTS OR CHANGES.

UH, THE, UM, UH, THE, THE BUILDINGS ARE STILL IN LIMITED IN ACCESS IN TERMS OF UM, SOCIAL DISTANCING.

SO THERE ARE SOME SPECIAL PROVISIONS, UH, REGARDING THE FILING OF DROPPING OFF TAXES.

OUR EX ADMINISTRATOR TRACY PHENTERMINE HAS COME UP WITH A PROGRAM WELL BEFORE DRUG TYPE OF BUSINESS WITH CLIENTS ON THAT AND WE WILL CONTINUE TO IMPLEMENT THAT.

UH, BUT WE WILL CERTAINLY WANT AN END PROVIDING AMOUNT OF SERVICE THAT WE POSSIBLY CAN.

UH, AND NO, AGAIN, NO SERVICES WILL BE, UH, WILL BE DENIED.

SO WE APPRECIATE EVERYBODY'S COOPERATION ON THAT.

IN LIGHT OF THINGS BEGINNING TO OPEN UP, MR MAYOR, I WILL ASK THAT COUNCIL CONSIDERS AN AMENDMENT TO THE AGENDA THIS EVENING, UH, TO CONSIDER, UH, REVIEWING AND ADOPTING A RESOLUTION THAT WE'VE PREPARED THAT WILL ALLOW SOME LENIENCY REGARDING ENFORCEMENT OF, UM, OF THE OUTDOOR EATING SPACES FOR OUR RESTAURANTS AND EATING ESTABLISHMENT.

UH, AS WE KNOW THESE, THESE RESTAURANTS THAT THESE BUSINESSES HAVE BEEN CLOSED DOWN AND HAVE BEEN IMPACTED GREATLY.

SO WE LOCALLY WANT TO PROVIDE AS MUCH OPPORTUNITY AND MAXIMIZE THE ABILITY TO REOPEN WITH A BANG, UH, TO HOPEFULLY, UH, STIMULATED, PROMPT SOME BUSINESS AND GROWTH THROUGH THE TRANSITION OF FULL OPENING.

UH, AND THE DETAILS OF THAT RESOLUTION WE CAN DISCUSS, UM, IF IT IS AWARDED TO AMEND THE AGENDA.

UH, BUT IN SHORT, WE BASICALLY WANT TO ALLOW RESTAURANTS SO LONG AS THEIR COMPLIANCE WITH ALL OTHER HEALTH RULES, ET CETERA, TO UTILIZE ADDITIONAL SPACE, UH, FOREGOING THE RESTRICTIONS OF THAT, UH, BEING VIOLATED, THE, UH, PLAN DEVELOPMENT OR STRICT ZONING, ET CETERA.

UH, SO WE FEEL THAT THIS MIGHT PROVIDE OPPORTUNITIES, UH, FOR EXTENDED OUTDOOR SPACES TO ALLOW SEPARATION AND EXPANSION OF EMPLOYEE ARE THE PATRONS, THE NEWS ESTABLISHMENT, AND ALLOW MAYBE SOME RESTAURANTS THAT COULDN'T HAVE OPEN TO OPEN.

UH, AND THOSE THAT CAN'T OPEN, MAYBE PROVIDE A LITTLE MORE SERVICE.

SO THAT MAY BE PART OF THE CHANGE BECAUSE THERE IS DEFINITELY A CHANGE IN MIAMI COUNTY, BUT ALL OF THOSE THINGS WILL BE WIPED OUT WHEN THE CITY OF, UH, HUBER HEIGHTS GETS THE PROPERTY, WHICH IS THE PLAN, UM, IT'LL BE PUT BACK ON THE TAX ROLL, BRAND NEW SET, WHATEVER ITS VALUE IS AND NO PASS THE TAXES WILL BE DUE OR ANYTHING LIKE THAT.

IT'LL JUST BE TAXABLE GOING FORWARD.

AS WE ADD UP THE, UH, THE VARIOUS THINGS THAT WE, UH, WOULD LIKE TO DO, WE ADDED TO THE SCOPE AND REQUEST UTILIZING POTENTIAL SAFETY FUNDS THROUGH ODAT, UH, TO UTILIZE THE TRAFFIC ENGINEER TO PERFORM ADDITIONAL WORK AND THE TRAFFIC SAFETY STUDY.

THE TWO OH TWO AREA, UH, NORTH OF TAYLORSVILLE, UH, THAT'S GOING TO THROW US INTO A, UM, COST NOT TO EXCEED SITUATION ABOVE THE $25,000 MARK, UH, TO 28,000.

SO WE ASKED THAT THE RESOLUTION IS CONSIDERED FOR ADOPTION SO THAT WE CAN CONTINUE TO MOVE FORWARD AND, UH, HOPEFULLY TAP INTO SOME OF THOSE SAFETY FUNDS, UM, THAT HAVE NO MATCH BY THE WAY THROUGH, UH, THROWED UP.

SHOULD CERTAIN REGULATIONS AND CERTAIN ENFORCEMENT ACTIVITIES IN ORDER TO PROMOTE LOCAL BUSINESS IN THE STATES RESPONSIBLE RESTART OHIO AT THE FIRST GRADE? SURE.

UH, YES.

UH, WHEN THE GOVERNOR MADE ANNOUNCEMENT THAT THE STATE WOULD BEGIN TO REOPEN, UH, AS STARTING A SPECIFICALLY WITH SOME RESTAURANTS AND RETAIL, UM, OUR ECONOMIC DEVELOPMENT TEAM, UH, AS WELL AS SCOTT CONSIDERING PLANNING CAME WITH THE IDEA, UH, TO UM, TO, WELL, WHAT CAN WE DO TO BETTER INCENTIVIZE THAT AND MAKE, UH, MAKE OUR COMMUNITY HOPEFULLY A LITTLE BIT MORE PROACTIVE AND SUPPORTIVE OF THOSE LOCAL BUSINESSES.

UH, WE'VE BEEN FOCUSED ON THAT THROUGHOUT THIS ENTIRE TERM.

SO WHAT THAT DOES IS THIS ALLOWS US TO, UM, BASICALLY PROVIDE TEMPORARY WAIVERS FOR PARTICULAR REGULATIONS, UH, AND CERTAIN ENFORCEMENT ACTIVITIES THAT ALLOW BUSINESSES, UM, SPECIFICALLY RESTAURANTS AND OUR AND OR BARS TO UTILIZE EXTRA OUTDOOR SPACE THAN WHAT THEY'RE ALREADY ALLOWED UNDER EITHER THEIR PLAN DEVELOPMENT OR THE EXISTING CODE.

OF COURSE, THERE'S PROVISIONS TO MAKE SURE THAT THEY ARE IN COMPLIANCE WITH ANY OTHER REGULATION.

WE DON'T REGULATE HEALTH, WE DON'T REGULATE THE LIQUOR LICENSES, BUT THEY WOULD ALL ALWAYS HAVE TO BE IN COMPLIANCE WITH THAT.

UH, AND IN DOING SO, WE'RE THERE.

THERE'S NOT A BLANKET OF REMOVAL OF ANY OTHER, UM, REGULATION OR RESTRICTION OTHER THAN THOSE THAT WE HAVE A VENUE OVER.

AND, UH, THAT WOULD BE THE, THE, THE PLANNING, THE ZONING, UH, AND THE USE OF THE SPACE.

SO, UM, OUR PLANS WOULD BE THAT IF THIS IS ADOPTED, WE, UH, HAVE WORKED ON AN INFORMATION SHEET THAT WE ARE READY TO, UH, GO OUT.

UH, AND I HIT THE PAVEMENT TO DELIVER TO OUR RESTAURANTS AND OUR BUSINESSES IN THE COMMUNITY AS WELL AS HAVE OBVIOUSLY ELECTRONICALLY AVAILABLE.

UH, WE'VE REACHED OUT TO THE CHAMBER TO INFORM THEM AS WELL AND ANTICIPATION THAT IF THIS WOULD PASS, THAT WE UTILIZE THEM AS A CATALYST TO EDUCATE THEIR MEMBERS AND, UH, AND WE WOULD LIKELY DO A LITTLE PRESS RELEASE AS WELL.

SO, UH, WE ARE, WE'RE HOPEFUL THAT COUNCIL CONSIDERS THIS AND WE APPRECIATE THE AMENDMENT TO THE AGENDA AND IF YOU HAVE ANY QUESTIONS, FEEL FREE, BUT WE'D APPRECIATE CONSIDERATION OF THIS FOR THE, FOR ADOPTION.
