NOW, FINALLY, UH, ON THE ECONOMIC DEVELOPMENT FRONT, UH, OUR, UH, ECONOMIC DEVELOPMENT STAFF HAVE BEEN WORKING ON A FEW THINGS.

AS YOU RECALL, THE, UH, THE OLD LEHMAN FARM PROPERTY, UH, ADJACENT TO THE NEW APARTMENTS AND ACROSS FROM THE MUSIC CENTER.

UH, ONE OF THE GOALS WAS TO ACTIVATE THAT LAND TO, UH, PROVIDE SOME MARKETING OPPORTUNITIES AS WELL AS ACTIVATION AND USE OF THAT LAND, UH, MAKING, UH, MAKING BEST USE OF THE EXISTING LOCATION, UH, IN, IN, UM, IN CONCERT WITH THE STUDY BY A SPEAK FRIEDMAN THAT'S GOING ON.

UH, SO WE'VE GOT A LARGE BARN UP THERE AND, UH, THERE'S SOME PLANS AND SOME INNER WORKINGS THAT OUR ED TEAM HAS, UH, HAS WORKED ON.

UH, AND ALL THAT.

UM, THE CITY MANAGER POINTED OUT, UH, THE BARN PROJECT, UH, WHICH IS THE, UH, THE IS UP ON THE HILL.

ONE OF THE THINGS THAT WE'D LIKE TO DO IS REALLY FIND A WAY TO ACTIVATE THAT SPACE IN A WAY THAT'S CALLED PLACEMAKING, WHICH IS, UM, EFFECTIVELY IT'S MARKETING AND ADVERTISING THROUGH HAVING A FUN, COOL ACTIVITY TO DO AT A PARTICULAR PLACE.

SO, UH, AT THE MAY FIVE WORK SESSION, MYSELF AND OTHER MEMBERS OF STAFF WILL BE BEFORE COUNCIL TO PRESENT THIS CONCEPT TO YOU.

AND BASICALLY WHAT THE CONCEPT IS, UM, UH, FROM A HIGH OVERVIEW, UH, IS TO PARTNER WITH, UM, LOCAL NONPROFIT ORGANIZATIONS TO PARTNER WITH, UH, LOCAL FOOD TRUCKS, UH, AND LOCAL BREWERS AND BRING FOLKS TOGETHER, UH, ON THAT SPACE AND ACTIVATE THAT SPACE, UM, ON FRIDAY AND SATURDAYS DURING THE SUMMER.

UH, I SHOULDN'T SAY ALL, BUT FOR, UH, FOR THOSE NONPROFITS WHO ARE ABLE TO PARTICIPATE FOR THEM TO HAVE A WAY TO RAISE MONEY, UH, AT THE END OF WHAT'S BEEN THIS REALLY ISOLATIONISTIC PERIOD, UH, UNDER, UH, UNDER THE CORONA VIRUS.

UH, I THINK COUNCIL'S REALLY GONNA GONNA FIND THIS, UH, KIND OF A CUTTING EDGE PROJECT.

AND BASICALLY WHAT THAT DOCUMENT IS GOING TO DO IS THAT'S GOING TO PROVIDE SOME, UH, BASIC STRUCTURE FOR INDIVIDUALS THAT WANT TO COME TO OUR COMMUNITY, UH, BRING THEIR BUSINESS TO OUR COMMUNITY.

UH, YOU KNOW, WHAT KIND OF OF GRANTS DO WE HAVE? WHAT KIND OF INCENTIVES DO WE HAVE AND WHAT QUALIFIES YOU FOR A CERTAIN, UM, FOR CERTAIN INCENTIVES? A COUPLE OF INCENTIVES AND, AND PROJECTS THAT WE'RE LOOKING TO BRING, UH, FOR COUNCIL'S CONSIDERATION, UM, IS A WORKFORCE DEVELOPMENT WORKFORCE HOUSING PROGRAM WHERE WE TIE, UM, TUITION REIMBURSEMENTS TO, UH, PERFORMANCE METRICS AND, UM, NEIGHBORHOOD, UH, SPECIFIC NEIGHBORHOOD RESIDENCY.

UH, ANOTHER PROJECT THAT WE'RE LOOKING AT, OR ANOTHER INCENTIVE THAT WE'RE LOOKING TO BRING FORWARD TO COUNCIL, UM, IS A RENT GUARANTEE PROGRAM.

UH, AND WE'D USE THIS TO TARGET SELECT BUSINESSES OR, UH, BUSINESS, UH, BUSINESSES THAT WOULDN'T OTHERWISE CHOOSE TO RELOCATE HUBER HEIGHTS FOR MARKET REASONS.

UH, WE WOULD USE THIS TO PARTNER WITH THEM IN THEIR LANDLORDS TO HELP ENSURE THAT RENT GETS PAID.

SO THESE BUSINESSES CAN WORK ON BUILDING BRAND AND RECOGNITION SO THAT THEY CAN BE SUCCESSFUL, UH, BEYOND THE FIRST THREE YEARS.

UH, ANOTHER, UH, CONCEPT WE'RE LOOKING AT IS, UH, WORKING WITH THE LOCAL INCOME TAX, UH, ABATEMENT PROVISIONS UNDER THE OHIO REVISED CODE, UH, TO, UH, INCENTIVIZE LOCAL RESIDENTS WHO OWN BUSINESSES OR WHO ARE THINKING ABOUT STARTING BUSINESSES TO START THOSE BUSINESSES, UH, HERE IN HUBER HEIGHTS OR TO RELOCATE THOSE BUSINESSES HERE TO HUBER HEIGHTS.

UH, AND, UH, AND FINALLY ANOTHER PROGRAM THAT WE'RE GOING TO BE PRESENTING TO COUNCIL FOR, FOR YOUR CONSIDERATIONS.

PART OF THIS, THIS COMPREHENSIVE PLAN A IS A FACADE IMPROVEMENT PROGRAM.

SO, UH, WITH OUR INVESTMENT, UH, IN MARION MEADOWS, UH, AS WELL AS OUR INVESTMENT UP AT THE LAYMAN FARM, UH, WE'RE LOOKING TO INCENTIVIZE OTHER PROPERTY OWNERS TO MAKE IMPROVEMENTS TO THEIR BUILDINGS, TO THEIR STRUCTURES.

UH, AND THIS PROGRAM, UH, IS ACTUALLY UTILIZED THROUGH, THROUGH, UH, THROUGHOUT THE REGION BY OTHER COMMUNITIES, UH, BUT HAS NOT YET BEEN ADOPTED HERE IN HUBER HEIGHTS.

SO WE'RE GOING TO BRING THAT FORWARD FOR COUNCIL'S CONSIDERATION AS WELL.

SO, UH, IT MIGHT NOT LOOK LIKE WE'RE DOING A LOT.

UM, WE HAD A VERY QUICK TURNAROUND.

UH, WE'RE TALKING SIX DAYS FROM THE TIME THAT, UH, WE BASICALLY WENT INTO MONITOR STATUS, UM, UNTIL WE WENT INTO ACTIVE STATUS, UH, WHERE WE, UH, DISSIPATED, UH, AS A STAFF.

AND, UH, AND THE, UH, THE VARIOUS, UH, SHUTDOWNS, IF YOU WILL, UH, OF THE STATE BEGAN, UH, TAKING HOLD.

UH, AND THEN, UH, UH, ON THE 19TH, UH, SPECIAL INACTIONS WERE PROVIDED BY, UH, BY THE GOVERNMENT FOR EMPLOYERS AND EMPLOYEES WHO DID NOT OTHERWISE HAVE A ROBUST, UH, LEAVE POLICIES LIKE WE DO HERE IN HUMOR.

UH, AND THEN ON THE 23RD, REGIONALLY, UH, WE AS LOCAL GOVERNMENTS BEGIN COMMUNICATING ABOUT THIS ISSUE, UH, BECAUSE OF ITS EXTENSIVE SPREAD.

UM, SO WHAT DOES THAT ALL MEAN? UH, FOR US, UM, GOING FORWARD, UH, ROB, IF YOU WANT TO KICK TO THE NEXT SLIDE, UH, AS ROB HAD INDICATED, UH, WE CONTINUE TO BE FOCUSED ON OUR SERVICES.

UM, WE CONTINUE TO BE FOCUSED ON COUNCIL'S KEY PROJECTS AND INITIATIVES AND THAT WOULD BE THE LAYMAN PHONE, UH, THAT WOULD BE MARION MEADOWS AND THOSE TYPES OF, UH, OF ITEMS A STAFF CONTINUES TO BE DEDICATED, UH, FOR PLANNING A RETURN TO NORMAL.

UM, AND SO WE CONTINUE TO BE, UM, OPTIMISTIC ABOUT THE ROSE, UH, THE CROWBAR AQUATIC CENTER, STAR-SPANGLED HEIGHTS AND THOSE TYPES OF EVENTS.

OTHER COMMUNITIES ARE ALREADY STARTING TO MAKE ANNOUNCEMENTS ABOUT THEIR CLOSURES FOR THESE PARTICULAR, FOR THEIR POOLS OR THEIR FACILITIES.

UH, AND WE ARE NOT DOING THAT.

WE ARE CONTINUING TO HOLD THE LINE BECAUSE WE THINK, UH, MAY 1ST THE GOVERNOR IS GOING TO HAVE SOME BETTER NEWS FOR US.

UH, THE OTHER THING, UM, AND, AND REALLY WHAT THE KIND OF THE BALANCE OF THIS PRESENTATION IS ABOUT IS THE ECONOMIC IMPACT OF COVEN 19, OR AT LEAST THE EXPECTED ECONOMIC IMPACT IN COVERT 19.

UH, WHAT WE KNOW FROM TALKING TO, UH, VARIOUS STATE AGENCIES, VARIOUS COUNTY AGENCIES AND OUR COUNTERPARTS IS THAT THIS PARTICULAR LIST OF REVENUE SOURCES, UH, ARE GOING TO BE IMPACTED IN SOME WAY, SHAPE OR FORM, UM, AS A RESULT OF, UH, COVERT 19.

WHAT WE DON'T KNOW IS THE FULL EXTENT OF THAT IMPACT, BUT BASED ON THE INFORMATION THAT'S BEING PROVIDED TO US, UH, FROM THE STATE AND FROM OTHER SOURCES, UH, WE'RE ESTIMATING THAT IF YOU COULD CONSOLIDATE ALL OF THESE, UM, ALL OF THESE EFFECTS INTO ONE MOMENT IN TIME, UM, IN A COMPOUNDED WAY, UH, WE WOULD SEE APPROXIMATELY A 10% DECREASE IN TO OPERATING REVENUE OR ROUGHLY A 5% DECREASE IN TOTAL REVENUES.

UM, IT WON'T REALLY DEVELOP IN TOTALITY LIKE THAT, AND I'LL GET TO THAT HERE IN A LITTLE BIT.

UM, BUT, UH, THAT'S UH, UH, THAT'S WHAT WE'RE ESTIMATING.

UM, SOME OF THE THINGS THAT WE'VE DONE IN RESPONSE RIGHT AWAY, UH, TO TRY AND ADDRESS WHAT WE KNOW WILL BE REVENUES IN SOME CAPACITY.

UM, IT IS THESE BULLET POINTS HERE BEFORE YOU IN A LOT OF IT REALLY HAS TO DO WITH, UM, YOU KNOW, MINIMIZING DISCRETIONARY SPENDING AND DELAYING HIRING, UH, WHERE APPROPRIATE, YOU KNOW, AS A COMMUNITY THAT DOESN'T HAVE A FULLTIME RECREATION, UH, YOU KNOW, WE'RE NOT CARRYING AN ABUNDANT OF STAFF, UM, YOU KNOW, WITHOUT SOMETHING TO DO.

SO THAT'S BEEN BENEFICIAL TO US AND WE CONTINUE TO, UH, WE CONTINUE TO, TO BE MINDFUL OF, OF OUR EMPLOYMENT CONDITIONS.

UH, THE FISCAL IMPACTS OF COVEN 19, WE WILL FEEL OR WILL MATERIALIZE, I SHOULD SAY THROUGH OCTOBER, 2021, WE DON'T RECEIVE ALL REVENUES AT THE SAME TIME.

THEY, THEY, THEY COME IN OVER A PERIOD OF TIME AND THE STATE IS ON A DIFFERENT BUDGET CYCLE THAN WE ARE.

AND SO BECAUSE OF THOSE THINGS, UM, YOU KNOW, WE'RE GOING TO SEE THE IMPACT OR THE RIPPLE EFFECT ALL THE WAY THROUGH OCTOBER 20TH, 21.

UH, THE OTHER THING IS, IS AS THESE ITEMS MATERIALIZE OR AS THESE EFFECTS MATERIALIZE THEM, IF THEY ARE OFF THE MARK FROM OUR ESTIMATES, WE'LL HAVE TO CONTINUE TO EXPLORE ADDITIONAL FISCAL CONTROL OPTIONS.

NOW, WHAT THOSE MIGHT LOOK LIKE, WE DON'T KNOW BECAUSE WE DON'T KNOW WHAT THE EFFECTS ARE YET.

UH, JUST TO GIVE YOU AN EXAMPLE, YOU KNOW, SHUTDOWN STARTED OCCURRING IN MARCH.

WE WANT ACTUALLY BEGIN TO SEE IN RECORDED RECEIPTS WHAT THOSE EFFECTS ARE UNTIL MID MAY.

SO THAT'S THE KIND OF DELAY THAT WE'RE TALKING ABOUT.

AND THAT'S JUST SOMETHING SIMPLE ON, ON INCOME TAX, WITHHOLDING FILING.

SO, UM, SOME FINAL THINGS THAT COUNCIL NEEDS TO

UH, WE DO HAVE A VERY DIVERSE ECONOMY.

WE ARE NOT RELIANT ON ONE PARTICULAR INDUSTRY SEGMENT OR, UH, TWO INDUSTRY SEGMENTS TO PAY OUR BILLS.

UH, IT'S SPREAD OUT OVER ON NINE.

AND SO THAT IS IMPORTANT BECAUSE SOME AREAS ARE TAKING A BIG HIT, WILD OR NOT.

UH, AND UH, AND SO THAT, THAT'S IMPORTANT.

THE OTHER THING IS, IS THAT KEEP IN MIND EVERY COMMUNITY WILL BE AFFECTED DIFFERENTLY.

SO, YOU KNOW, UM, EVERY COMMUNITY HAS A DIFFERENT ECONOMY.

SO FOR INSTANCE, SYDNEY HAS THE HIGHEST PER CAPITA OF INDUSTRIAL JOBS, UM, IN THE STATE OF OHIO.

UH, WHEREAS THE CITY OF BEAVER CREEK DOESN'T HAVE AN INCOME TAX.

SO LAYOFFS DON'T IMPACT BEAVER CREEK THE SAME WAY THAT THEY'RE GOING TO IMPACT SYDNEY AND VICE, YOU KNOW, VICE VERSA AND SO ON AND SO FORTH.

SO JUST BECAUSE ONE COMMUNITY MIGHT HAVE A HORRIBLE IMPACT OR A MORE DETRIMENTAL IMPACT, UH, ISN'T A SIGN THAT THINGS ARE OFF HERE IN HUBER.

IT JUST MEANS THEY HAVE A DIFFERENT ECONOMY THAN WE DO.

UH, AS A REMINDER, UH, THE EFFECTS OF THIS WILL UNFOLD OVER TIME.

UH, THIS IS ANYWHERE FROM 18 TO 24 MONTHS BASED ON, ON HOW REVENUES, UH, WHICH REVENUES ARE AFFECTED AND HOW THOSE REVENUES ARE PAID TO THE CITY OVER TIME.

UH, AND THEN THE LAST THING THAT I, I WOULD ENCOURAGE COUNCIL TO CONSIDER IS THAT CREATIVITY IS SUSTAINABILITY.

UM, YOU KNOW, THIS ISN'T A TORNADO.

THIS ISN'T AN EARTHQUAKE.

THIS ISN'T, UM, SOME KIND OF OTHER, YOU KNOW, NATURAL DISASTER THAT REGULARLY OCCURS OR OCCURS WITH FREQUENCY IN THE MIDWEST.

UH, THERE IS NO PLAYBOOK FOR A PANDEMIC RESPONSE IN THE MIDWEST.

SO, UM, YOU KNOW, WE HAVE TO BE QUICK ON OUR FEET AND BE RESPONSIVE AND TRY TO THINK CREATIVELY AND WORK CREATIVELY BASED ON WHAT'S GONNA COME AT US OVER THE NEXT SEVERAL MONTHS.

SO, UM, IF YOU HEAR US PROPOSING THINGS OR SUGGESTING THINGS THAT SOUND A LITTLE OUT OF THE ORDINARY, IT'S BECAUSE THIS SITUATION IS OUT OF THE ORDINARY.

AND, UH, AND WE NEED TO, TO, TO BE CREATIVE IN OUR RESPONSE IF WE'RE GOING TO CONTINUE TO DELIVER GOOD QUALITY SERVICES, UH, TO OUR CITIZENS AND TO OUR TAXPAYERS.

BUT THE TRUE FACT IS, IS THIS IS SITUATIONAL.

AND BECAUSE OF THAT IS ONCE THE SITUATION IS OVER, THAT MEANS IT'S GOT AN END POINT.

SO THE FIRST THING IS, IS THIS AS AN ENDPOINT.

UH, AND THE SECOND POINT IS, IS THAT THE LONGER THAT THIS GOES ON, THE WORSE IT'S GOING TO BE.

SO THIS IS AN EXPONENTIAL COMPOUNDING THING THAT, UM, THE, UH, THE EFFECTS OF IT WILL CHANGE.
